The Home Secretary warns Social Media Companies. And they can no longer ignore some of the appalling, vile, racist, violent and hateful content that appear on their platforms. Infections are rising, but the Health Secretary confirms most of englands Covid Restrictions will be lifted next week. Now, to those who say, why take this step now . , i say, if not now, when . Also in this programme a minister sounds the alarm in the House Of Lords. It is quite terrifying for these things to come up behind you. You cant hear them and you cant see them until theyre upon you, and they really go quite fast. But first, the Home Secretary has condemned the Racist Abuse on Social Media against members of the england football team. Three players Marcus Rashford, Jadon Sancho and Bukayo Saka were targeted after missing penalties in the euro 2020 final against italy. Priti patel said those responsibile should face the full force of The Law, and she warned Social Media Companies that if they dont act against racist, violent and hateful content on their platforms, the government will take action against them. She also condemned the Thuggish And Violent behaviour of some fans at the game. Racist abuse, mr speaker, is utterly unacceptable and illegal, whether it takes place in front of people or off line, and those individuals that commit racist offences should rightfully face the full force of The Law. Social media companies in particular have a clear responsibility for the content that they host on their platforms, and they can no longer ignore some of the appalling, vile, racist, violent and hateful content that appear on their platforms. Weve been clear, mr speaker, that if they do not stamp this out, we will take actions against them in the online safety bill. It will take, mr speaker, a determined Effort And Action by everyone across society and all institutions to end the corrosive culture of racism. And on that point as well, the Thuggish And Violent behaviour that we saw Last Night was utterly disgusting and theres no place in our society for this. These people have no right to be called fans. They will face serious consequences for their actions. Last month, Priti Patel refused to condemn fans who booed England Players for taking the knee against racism. They took the knee to stand against racism. It was a brave stand that led to them being booed by some. That booing was unacceptable and should have been condemned by all. And sadly, overnight, Marcus Rashford, Jadon Sancho and Bukayo Saka have been subject to the most appalling Racist Abuse. The Home Secretary spoke a moment ago of a potential action in the future, but havent the Social Media Companies had long enough to get this right . So what immediate action will she take to deal with this . It is absolutely appalling that weve seen this terrible Racist Abuse. And in fairness to the right honourable gentleman, hes absolutely right. The Social Media Companies have had far too long, far too long, and its on racism, hatred, violence, Anti Semitism the list goes On And On And on. And quite frankly, it is utterly unacceptable. I have pointed rightfully to the online Harms Bill, because we do need to legislate. And this is the message that needs to go out from this house very, very strongly to all the Social Media Companies, that they need to take responsibility. This is content they host on their platform. We will legislate against them, on top of the fact, mr speaker, that we are absolutely on top of them right now. We are pursuing them as we do in every single case, but they need to wake up and take action themselves. Labour said more urgent action was needed. But can the Home Secretary also confirm the online Harms Bill will be brought forward immediately, it will contain the toughest of sanctions against Social Media Companies for hosting vile material and must include as well criminal sanctions for senior Social Media executives . Thank you, mr speaker. Well, the online Harms Bill, which is also led by the department of culture, media and sport, that will be brought forward. And the government has been very, very clear about that. There should be no room whatsoever either for complacency, Equivocation Or Absence when it comes to Social Media Companies taking responsibility. Can my right honourable Friend Confirm that shes already spoken to the police, who will ensure that they will do everything that is already in their power to identify and charge the perpetrators of this vile behaviour by people who sicken every decent person in this country . I thank my honourable friend for his questiOn And also for the important points that he has aired this afternoon in the house. Hes absolutely right. Both myself and the Policing Minister have been on a call this morning with the police lead, actually, for football issues, and policing, more to the point, but there is absolutely, as weve all said very clearly, there is no place for racism, there is no place for violence whatsoever. And quite frankly, theres clear guidance and theres legislation, there are laws in place that we absolutely should be applying and following that applies to the police as well to go after the perpetrators and the individuals. And of course, my honourable friend will be well aware of the public Order Act but also the Football Offences Act and Football Banning orders. All of these play a very, very important part in terms of the actions that everyone should be taking. Chair of the select committee, yvette cooper. Thank you, mr speaker. But while theyre the best of us, they have endured vile racism from the worst of us. And on their instagram profiles right now, there is still vile Racist Abuse which has been up there 15 or 16 hours or more, visible to everyone, including to children and young people who are there to support their heroes. Ive spoken to instagram this afternoon, to urge them to take much stronger action. Can i ask, has the Home Secretary done so . And will she do so and now speak to the Social Media Companies, to urge them to take this action . And will she also take the opportunity to condemn those who stood up in our stadiums and booed our brave players for taking a stand against racism and call on them to show solidarity instead . The right honourable lady is right to point to instagram, but all Social Media platforms. Its not just instagram. They are all culpable and they are all responsible. And it is right that we will take action against them. And we in the Home Office are absolutely, as ive already said, on top of these organisations. But of course, legislation is a way that we will go forward on this, but it is simply unacceptable. And this takes determined effort by everyone. Booing there is no place for booing. Individuals themselves have the right to express themselves we live in a free country, and thank god we do in whichever way, when it comes to tackling Hatred And Violence and racism. But the fact of the matter right now, in terms of what we have seen overnight, is completely unacceptable. And it is right that, from a Policing Perspective and when it comes to Social Media Companies, that they have no place to hide when action is taken. Priti patel. The Prime Minister has confirmed that almost all legal restrictions brought in to deal with coronavirus will be lifted in england next monday. Borisjohnson said now was the right moment to relax measures, but he warned people against becoming Demob Happy and he said it was vital to proceed with caution because the Pandemic Wasnt over. From the 19th, there will no longer be any limits on Social Distancing, or how many people can meet, and capacity restrictions will be removed for all venues and events. The Health Secretary explained to mps why the government had taken the decision. Now, to those who say, why take this step now . , i say, if not now, when . There will never be a perfect time to take this step because we simply cannot eradicate this virus. Whether we like it or not, coronavirus is not going away. But moving forward next week, supported by the arrival of summer and the school holidays, it gives us the best possible chance of a return to normal life. If we wait longer, then we risk pushing the virus towards winter, when the virus will have an advantage, or worse, still, we will not be opening up at all. The Secretary Of State has taken a high risk, indeed fatalistic approach, trying to game what might happen in the winter, deciding that infections are going up anyway. And instead of caution, hes pushing his foot down on the accelerator while throwing the Seat Belts off. He admits that could mean 100,000 infections a day. That means potentially thousands suffering debilitating long covid. It means as more cases arise, potentially more escape and the threat of a new, more transmissible variant emerging. The Secretary Of State himself has suggested Covid Cases could soar to 100,000 a day once all restrictions are removed next monday. While research shows hospitalisation rates have thankfully dropped to 3 i of cases due to vaccination, this would still mean up to 3,000 admissions, l the same as during the first wave. Can he explain how we will avoid such a surge putting| pressure on health services, which would further delay. Clearance of the backlog of patients waiting with other conditions . Sajid javid said the data indicated that the nhs would be able to cope with the increased pressure. Several mps were concerned about clinically vulnerable people. The prospect of a so called Freedom Day next week is actually anything but. They and many clinically vulnerable people, such as pregnant women, are living in fear of what living with Covid Means for them. Now, last monday, the Secretary Of State promised me that guidance was forthcoming. Last wednesday, members in the other place and charities met with his ministerial colleague, lord bethell, and officials, who admitted that this was not good enough and something more had to be done, so could the secretary of State Confirm Today what support and what guidance will be forthcoming and when . Or is he pursuing a Survival Of The Fittest policy, where the most vulnerable will be thrown to the wolves . The Health Secretary said that guidance would be published later in the day. But if caution is absolutely vital, why is he weakeningi the measures to deliver it . The message around face masks on public transport, for example, has been downgraded from being a clear legal requirement to being. An optional personal choice. As over 100 scientists and medics said last week in a letter to the lancet, this is reckless and risksi driving infections. Not everyone agreed, though. And will he please caution the opposition on their undue reliance on masks . Theyre not the solution, vaccinations are. I can understand entirely the Secretary Of States i desire for balance. That balance is not provided| by the Prime Minister saying one thing, usually incoherent bluster about Freedom Day or terminus day, and other ministers, | such as the Secretary Of State, saying others about the need i to continue wearing masks. Will he understand that the continued mixed messaging from government is not helping us to get through this crisis . Still to come breaking by Election News from the House Of Lords mps have given their initial approval to a proposed new law that will mean universities in england could face fines if they fail to protect Free Speech on campus. Visiting speakers, academics, or students could seek compensation if they suffer loss from a breach of a universitys Free Speech obligations. Critics fear it will open up campuses to hate speech, as well as leaving universities at risk of Vexatious Court cases. But the Education Secretary said there had been too many incidents where staff and students had been silenced or sanctioned for their views. Freedom of speech is a fundamental right in any civilised country, but especially for students and faculty in higher education, which has always been a crucible for new ideas and ways of looking at the world. Staff and students should be free to discuss, debate, and debunk views of others. Fear of censure, im afraid, is deeply saddening and has a chilling effect and spread upon campuses. He also gave an example of what could be lost without protections. Wouldnt it be a tragedy if darwin had not felt he had the freedom to be able to have the ability to challenge the established thinking . We have to remember there are those darwins out there that will be challenging the consensus. And we always need to ensure that all our great institutions deliver the freedoms that we expect them to do. We are a free and democratic society, and we should not ever be in a position where we are actually not doing everything we can do to deliver Freedom Of Speech. But his Labour Counterpart thought the bill opened up some dangerous paths. Will anti vaxx campaigners be protected under his bill . Does he believe a university should be liable under his bill if they seek to stop the spread of dangerous misinformation from Guest Speakers . What about those seeking to spread Conspiracy Theories or Sow Division in our communities . Does he really believe that this kind of harmful, hateful, divisive speech should notjust be legally protected on campus, but those seeking to paddle it could take a university to court . Another mp said the issue was not at the top of anyone� s agenda. Why dont we have a bill to address online Racist Abuse of the sort weve seen in the last 24 hours . I why arent we debating | the governments plans for better Student Support to widen participation . I why is the Governments Priority protecting hate speech, rather than the students who face racism or Sexual Harassment on campus, or students who are struggling with poor Mental Health . But others felt the bill should be a priority. I worry that were moving towards what i would call a swipe left society. That where, like certain apps, you keep swiping until you get to a Point Of View or a debate that you agree with, and thats the only thing that you see. We must make sure that in universities, we challenge each other, that we see the arguments of other points of view to make sure that its rounded and we do, again, as i say, get to the truth. Now Freedom Of Speech only matters where its controversial, when its challenging. And thats why one of the greatest characterisation of Free Speech is the one attributed to voltaire, who said, i may detest what you say i think thats the original phrasing i may detest what you say, but ill fight to the death for your right to say it. David davis. And the higher Education Freedom of Speech Bill now goes for more detailed scrutiny. Mps have called on the government to provide £50 million to fund a new Research Institute focused on Motor Neurone Disease or Mnd. 110,000 people have signed a Petition Backing the move launched by the former scottish rugby international, doddie weir. He was diagnosed with the degenerative condition in 2017. Around 1,500 people a year are diagnosed each year with Mnd, and there is no effective treatment or cure. Speaking in westminster hall, mps spoke of friends with the condition, including a former Football Player and coach, mark maddox. After being diagnosed with Motor Neurone Disease, he ran three marathons, skydived, bike rides, released a Music Album and, in 2011, mark fronted a nationwide campaign to every Football League in the country and reached over Two Million people through matchday programmes. He also paid off manchester tv, despite being a huge liverpool fan, bbc northwest, various radio stations, as well as Nfc Tv making a mini documentary about mark. It was all done to raise awareness and funds for the campaign to fight this cruel disease. Now, a local Southend Guest Host owner who happens to be a friend of mine was having to work 12 hours a day to financially recover from the first lockdown, but developed problems with his left hand and leg. Physiotherapy didnt help, and Pain Spread to the entire left Hand Side of his body. He was subsequently diagnosed with Mnd. Increasing Government Funding from less than £5 million annually to £50 million annually i know its a lot of money over five years would not only help to fund a new Research Institute, but it would help us discover effective treatment, and save the government, in turn, as weve already heard, of health care, social care, and benefits in the long run. We know that there is general neurological research, but we need to know more about this specific condition itself. And that is why it is so important that we have this £50 million investment over five years to establish the virtual Motor Neurone Disease translational Research Institute, and consolidate i the uks position as a global leader in neurological Disease Research it is a No Brainer that this is an area we should focus on, so i ask the minister to raise her eyes and her sights, and her mind to think about all the potential this could bring for the people who suffer and their families, but also the Life Sciences where britain is and should continue to lead in the future. The minister recognised the brutal and devastating impact of the disease. I have heard the request from campaigners, for government to invest £50 million to create an Mnd Research Institute, and i understand why petitioners are asking for this. However, Ring Fencing Funding for particular diseases can stop great science and that is why the government makes funding available for researchers in all areas to apply to. Awards are granted in open competitiOn And determined by the quality of the science. Through these funding mechanisms, the government is supporting a wide range of research into Mnd. Helen whately. Now, the pavements have become a Wild West Of Lawlessness and a nightmare for pedestrians because of E Scooters. That warning came in the House Of Lords, where peers said people wanted Government Action now instead of waiting for trials of E Scooter Rental schemes to finish next year. Its illegal to use privately owned scooters on public roads, cycle lanes, and pavements. My lords, this government claims to represent the party of law and order, certainly it often talks about crackdowns. But when it comes to E Scooters, it has allowed, even encouraged De Facto legalisation without the necessary legislation to protect riders in the public. This has caused the situation to escalate out of control in a Wild West Of Lawlessness, where riders are terrorising pedestrians, especially those with disabilities and visual impairment. The government has also failed to regulate the Sale And Use of private ones, which probably number hundreds of thousands. Why is this government refusing to act on E Scooters and keep people safe . In terms of the concerns that the Noble Lady expresses, i completely agree with her, and that is why the trials have been rolled out of the country. At The End of that, the trials will be marked next year. And in terms of what those trials have yielded, the metropolitan Police Service have seized over 1,000 E Scooters in just the last month. I would also say to her that i concur with her view about vulnerable people, which is why rented scooters, which are legal, have horns which let people know that they are coming. E scooters represent one. Of the dangers to the cyclists in ever increasing number using the cycle lanes. Would the Noble Lady, the minister, consequently ensure that consideration of a ban of E Scooters. Would include consideration of a cycle lane code, like the highway code, for greater safety of users . Well, my lords, that is one of the things thats being suggested. And, as a cyclist myself, as i said last time at oral questions on the same subject, it is quite terrifying for these things to come up behind you you cant hear them or see them until theyre upon you, and they really go quite fast. So at The End of the pilot, at The End of the trial, im sure all those things will be taken into consideration. The minister refers to The End of the trials. But, as weve already heard from disabled people, the unchallenged use of E Scooters on pavements is a nightmare that is happening now and needs to be addressed now. Can i ask my noble friend when the government will take responsibility for ensuring The Law is enforced and pedestrians are protected . Dft ministers have four Round Tables with groups representing the vulnerable people, and its absolutely right that it could be extremely hazardous to people who are hard of sight or indeed not swift on their feet. The last roundtable we had on this matter was last month. So clearly, those groups have raised concerns about the trials, and clearly when the trials finish, we will be able to evaluate the Framework And Use of thesE Scooters. Lady williams. Now, weve had one or two by elections recently that have been almost as exciting as a penalty shoot out, but surely none quite as unusual as the one which took place or, rather, didnt take place to replace the labour hereditary peer, lord rea, who died last year. The clerk of the parliaments updated the House Of Lords on the result. Only one candidate submitted a candidacy form. There was therefore no requirement for a ballot to take place and accordingly, i have certified that Viscount Stansgate was the successful candidate. A notice detailing the result is in the printed Paper Office and online. And if that name sounds familiar, its because Viscount Stansgate is the eldest son of the late Labour Minister Tony Benn. You may remember Tony Benn secured a change in The Law to renounce his peerage when his own father died, so he could continue as an mp. The Radar Picture shows one of these bands of Heavy Rain working into north east england, particularly north yorkshire, and then we have this Second Band Of Rain Across the West London area. Now in kew, in West London, we picked up 46 mm of rain from the shower band. That was pretty much Smack Bang on a whole months of rain and the majority of that fell in just the space of two hours. If you were wondering what that looks like, it looks like this. Three miles down the road in twickenham The Roads flooded, and there were reports of flooding elsewhere as well. Now, over the next few hours, those showers that we have seen by day will continue to very gradually fade away. The majority of us will eventually become drier over with just an odd patch of rain still lingering into the east. Temperatures around 12 to 1a celsius, feeling a little on the Muggy Side as well, particularly across parts of eastern england. Now, for tuesday, weve got much more in the way of dry Weather And Sunshine with fewer showers, and for most of us, its going to be a dry morning. The early morning cloud breaking, sunny spells developing widely and there should be quite a lot of that sunshine. But into the afternoon, were likely to see some showers develop. Look at this line of showers forming across parts of northwest england, the midlands and perhaps another one affecting wales down towards parts of dorset as well. Now, those showers could be fairly heavy at times, but away from those shower bands, there should be a lot of dry weather to take us through the rest of the afternoon. Temperatures pushing into the low 20s quite widely. It will feel warm in the sunshine. Now, wednesday, we see a little Weather Front working into the far northwest of the uk. Thats bringing some thicker cloud. Might get a few patches of rain just skirting into the North And West of scotland. But otherwise, probably a bit more cloud around, but still some bright or sunny spells developing. The best of those towards the east of High Ground and those temperatures still into the low 20s. Its going to be another day that will feel pleasantly warm where the Sunshine Breaks through the cloud. Now, beyond that, it was The End of the week, the weekend and next week. This area of High Pressure is going to be dominating our weather picture, and that means weve got a lengthy spell of dry and sunny weather. Temperatures on these charts pushing into the high 20s.
