Com, who is obviously having a great day today, not because of the football, but because of the changes to the Traffic Light System in the uk. Is it a big dealfor you, andrea . I think its a really important step forward, but, to be frank, i dont think its enough. 0k. Here is how grant shapps, the transport secretary, announced the changes that are coming in for england. From the 19th ofjuly, Uk Residents who are fully vaccinated through the Uk Vaccine roll out, will no longer have to self isolate when they return to england. But andrea, thats basically making 100 plus amber countries basically green for millions and millions of people. How come that isnt enough . There are still some. Parts of the regulations which is bad for the consumer and the travel industry. Ijust mention a few points. European citizens arent allowed into the uk. We work a lot with the Hotel Industry in london. The best way to get some traffic into london. I dont understand why vaccinated people from the uk Can Travel abroad, but vaccinated people from europe cannot travel to london, or from us destinations. The second point which i think is critical is about testing. They are requiring people coming back from their vacation, even if they have completed their vaccination, to take two tests. One before flying, and one two days after arriving in the uk. That i really dont understand because i dont know people that went to wimbledon yesterday, are they supposed to do a second Test Tomorrow . Orare they ok . Or all of the people who are in London Tonight celebrating englands victory| and being back in the final. To be serious, i understand that governments across the World L are trying to manage the pandemic and trying to find the right balance| between getting the economy and the people to live again l after the pandemic. I was going to ask you about that balance. It is a Balancing Act for governments. One of the quirks of this is about ensuring people are coming in and that theyve had a vaccine here delivered by the nhs rather than overseas. If you were writing the rules, accepting there has to be a balance, and therefore there cannot be a Pre Covid free for all, what would those rules look like . In my opinion, i think we have to be based on fact. The evidence across the world, l and the uk, there is a lot of data i on this, and if people are fully. Vaccinated that means two shots,. One isnt enough, but two shots,. They are safer because we dont have many hospitalisations in the current wave in the uk and there are very few casualties. Most of them are, i all of them probably, are probably not vaccinated. I think we have to accept that the people who are fully vaccinated have a higher degree of freedom. They Can Travel. They can go and watch a football match. They can enjoy going to the pub. I know there was a concern i about inequality because not everybody had the opportunity to have a vaccine, but now we are above 50 in europe and in england, i think its. About two thirds of the people having already had their second jabs. I think they should be given the freedom to plan their vacation, or go on vacation, and not always be| concerned about what might happen. You mentioned, andrea, the difference between people who have and havent been vaccinated. We should remind people as well, for people to be exempt from this type of quarantine they have to have had the nhs vaccine. If you are an Expat And Youve had the vaccine somewhere else, well, forget about it, this new rule will not apply to you. How hard is it for the industry to be thinking of creating some kind of system where it is completely two tier . How will you get people to prove theyve had their vaccine . For you, as a business, how do you deal with that two Tier System where you are categorising people based on what theyve had to put in their arm . What about people also who for Health Reasons might not have had the vaccine . Well, thats an important point. The people that are excluded or cannot have the vaccine. L because they didnt have the opportunity yet or because they cannot have it. I appreciate this but the vast. Majority of the people who can have had the vaccine. For these people i think. We need more coordination amongst governments. Europe, the european union, they have put in place this green pass. | they recognise each others certificates. | also some countries like switzerland. Ive been vaccinated in switzerland. My certificate is recognised by all of the other european countries. | the technology is there. There is a barcode on your app i on your device and in the airport that can recognise that the vaccine is authentic and it isnt a fake one. If you could do it, surely we could do it, too. What has this done to the bookings today, and do you think you will see a different trend in bookings . If you are 22. It is going to come on monday. There is an old Gp Surgery that has shut down which is now a testing centre, and you just see people queueing out there all the time. And you think, a lot of people in that queue are going on holiday, or travelling to see family and friends, so a whole market has been created. Then when you go on the Government Website to see all of the different testing providers, there are lots of them. I found a test for £18 the other day. There are some up to 500. Laura, this is the first time i have seen you in person this week since the announcement of the big grand unlocking onjuly the 19th. Since that Announcement Weve had a whole series of other announcements, the travel stuff, the change to the Isolation Policy if you are fully vaccinated, but that comes in on the 16th of august. It does and there are two big things this week that have a tension between them. All of those steps towards normality, dont underestimate how massive a deal it is, what will happen in england on the 19th ofjuly, getting rid of the two metre rule, one metre, whatever you choose to call it, so we can sit together again in a couple of weeks. I can come back into the room exactly are you going to leave your cupboard, chris . Have you locked the door . No, but we will also find out Employers Appetite for all of this because i can imagine a very risk averse employer like, i dont know, a national broadcaster, saying, we will leave that in place for a little bit longer, maybe. You know, lots of employers might think, actually, we want to take a safety first approach. People will make their own decisions. Thats the whole point about this phase, actually, people make their own decisions. Dont underestimate how big the changes announced at the beginning of this week were in terms of getting rid of the legal restrictions that have controlled so much for so long. But what has also happened this week, which creates a tension, is the number of people in hospital is at the highest level in three months. In the last week, cases are averaging 28,000, new ones, per day. The Health Secretary said 100,000 cases per day, we might get that, we might get more. All of these limits and rules are being swept away when we are in a wave, when we are in the third wave. And they do call it that now. And they do call it that. It is interesting, isnt it, picking up on what you were saying, laura, about how businesses and individuals might interpret or decide to manage their own risks once the legal framework is more liberal. Because i guess the Flip Side to your point, adam, about an employer that is more careful than they legally have to be, is then thinking about the prospect of staff getting pinged on the nhs app. Weve seen these figures. Last week of last month, a third of million people pinged in a week, which is by a mile the biggest number this year, and, as you say, laura, as the cases go up and people are mingling more in england with the relaxation of the rules, you are going to get even more pinging. Millions of people potentially having to self isolate at some point between the middle of this month and next. So, you get some politicians saying, well, look, ah, but this is going to be Freedom Day actually, or going that way. But covid is still going to be a huge thing, it still may be potentially disruptive for how people are living their lives, even though the legal restrictions are going to disappear and of course this week therefore there has been a pretty intense political debate about whether or not this is the right thing to do. Even if actually the political Opposition Isnt that strong. Its kind of, well, we think youre being a bit reckless, but we kind of go along with most of it. And obviously this has all been you know discussed at Length And Chris Whitty And Patrick vallance stood alongside borisjohnson while he was making this announcement. There are people in the medical, Scientific Community who think we should be being much more cautious, but you know, i think there is a question about whether or not conservative mps would have backed further restrictions, but Downing Street has made the calculation this is the right thing to do. And if you look at the react study, which is one of the studies it relies on, it was updated today and they say the doubling time is six days, so that means. For the disease spreading . Exactly. So it means that when we meet up next thursday, if there was 28,000 positive cases today, there in theory would be 56,000 positive cases next week and it will be fascinating to see how the country feels about, because weve all learned to look at that graph and think about the numbers and think that a high number is a bad thing and it may be that actually the high number isjust a disruptive thing. Because, remember, we should say, the big difference now is the vaccine and people will still get sick in very large number, but the government scientists and the numbers so far confirm that people will not lose their lives in such great number. And that is what is allowing politicians to go ahead with this. Whether it turns out to be the right balance of risk, people are going to have different views over that over time. What really it reminds me of the is the old Plan A. Do you remember when we were talking about this Covid Virus in kind of march and february last year and the Governments Plan was, oh, theres not a lot we can do to stop it, its going to be like a flu pandemic, Itll Rage through the population and we just have to sort of mitigate it. Of course, they then realised, as Dominic Cummings famously explained, that wasnt going to work, but actually because of the vaccine, weve now made covid into a respiratory virus that you can mitigate, rather than try to to have a lockdown down to eliminate and it seems very like kind of like february 2020. Did you see the rather barbed remarks from nicola sturgeon, scotlands first minister on this . Just teasing away at the different instincts around the uk of symptom managing this. What did she say . She talked about the past Uk Government is following through england and removing the requirements for basic mitigation alongside the relaxations onjuly 19th, something of an exception compared to other places in the world and there will be pressure on her to follow suit and there are some relaxations to come in scotland. Hmm. But she didnt want to take the easy decisions in the quest for popularity. Who should she be having a gentle dig at there, i wonder . Oh, i dont know. Again it is back to Risk Metric thing, isnt it, versus liberty. It is. And lets see actually what the devolved administrations actually do in The End, because as ever, we talked lot, covid has revealed devolution and its realities and often, while the rhetoric has been very different between cardiff, london, belfast, holyrood, in edinburgh, the actual decisions in The End have often been very similar. Lets see. And also what is Public Opinion . Because there is a poll that the economist have commissioned from ipsos and mori about what things members of public think should be in place permanently. That could be forever. 19 of people are in favour of permanent night time curfews. 26 of people are in favour of Closing Casinos and nightclubs permanently. 35 are in favour of Travel Quarantine forever. And 40 are in favour of masks being worn in certain settings permanently. You wonder what the percentage for those first two, night time curfews and Closing Casinos would have been before the pandemic . Maybe it was 19 or 26 . No fans of noises late at night and throwing money into Slot Machines or whatever. There are a lot of people thatjust dont like going out very much but its interesting though isnt it . I think we havent really tested what Public Opinion is yet and public Opinion Isnt always completely mirrored in political opinion. There is quite a strong sort of political anti mask, you must be able to take masks off, a Cabinet Minister said to me, it all has to go, it absolutely all has to go, it all has to disappear. And there is quite a strong strain of that opinion in the Tory Party, but you know the public seem in theory to have always much up for more restrictions. So a huge shift also back to us making the decisions that we have all made about our lives in normal times, we all make the decisions about our lives. So that shift back is going to be very interesting. Right, theres another decision coming up for the chancellor later this year and its about by how much the State Pension should increase next year. And now in theory that should be governed by something called the Triple Lock, which has been in tory Election Manifestos for many years and if you dont remember what the Triple Lock is, because we havent had to think about it for a while, it is that the State Pension will go up by which ever is the highest out of 2. 5 , inflation or the the increase in wages that year. Now, statisticians say that this year, because wages went down quite a lot, because of the pandemic and they have now rebounded, wages increases, the Wage Increases have been 8 , which means in theory the State Pension should go up by 8 next year, which will cost Rishi Sunak billions and billions and billions of pounds, which is why he maybe sounds a little bit lukewarm about it when he was at covent Garden Market this morning. The Triple Lock is the governments policy, but i very much recognise peoples concerns and we want to make sure l that the decisions we make and the systems we have are fair both for pensioners and for taxpayers. I i love that, i very much understand peoples concerns. What he basically means is, im really concerned and im never going to do it, because it is going to cost the taxpayer and the treasury too much money. The thing is though, when youve made a promise, laura, in very different times, that looks kind of snazzy in an Election Manifesto because you can put it down in a couple of sentences, and then a quirk comes along like this. How. It is a difficult one to wriggle out of. The Bottom Line is you either do the 8 , or whatever the number is come the autumn, or you break your promise. Indeed and that is a political choice and if the treasury has its way, i think we can say can pretty much conviction i was going to say i will eat my hat, but its become a terrible political word. If the treasury wins the argument, this isnt going to happen. I mean, itsjust not. But that doesnt mean that will come to pass, for all the reasons, the political risk to busting manifesto commitments, but even before you get to honouring the Triple Lock, which is a mighty, mighty cheque, there is a much broader tension building up between the treasury saying increasingly loudly in government, all right everybody, we are really going to stop all the Emergency Spending from the pandemic and oh, by the way, we are starting to set the budgets for the next couple of years and that might be pretty tough on you Cabinet Ministers in Government Spending departments too, by the way, just saying. Youve got a next Door Neighbour in no 10 whos got a huge big Shopping List of all the things he would like to do. He is not very interested politically in burnishing his reputation as being a hawkish conservative, whereas Rishi Sunak kind of is and we are going to be talking a lot about this in the next few months. The curiosity is when you speak to backbenchers of any political persuasion and theyre talking about the particular themes that they like to champion, so often the argument, im sure you have both noticed this, will come down to whatever they want money for, well, its not very much compared with what we spent on x in the pandemic. So everything ends up getting related back to the unprecedently vast numbers of the last couple of years, which obviously in the long term are not sustainable for any government. Well its a classic isnt it . Its. Mmmm. The person in question didnt really behave in an exemplary way, but we havent actually have them bang to rights, because we dont think they broke the rules. Which is basically it. Because i found, i dont know chris, i found it quite a familiar to read reports about politicians, like technically there wasnt really a breach of the rules, but reading in between every single line, you can tell the people who sat down to write it sort of had their arms crossed and are trying to give a bit of a ticking off, but they didnt find and we should be really explicit about that, you know the report did not find that the Prime Minister had actually broken the rules. But it did still criticise him, suggesting he could be a lot quicker in providing the information that they were seeking and also worked out for himself the chain of events that led to where he ended up staying paid for by someone else. I havent got it in front of me, but there was a particular line in the report i think you have got it there adam, which pointed to or hinted at a kind of pattern of behaviour from the Prime Minister of not always being as straight forward as you could be around sticking to the all of the rules that people in public life are meant to stick to. Even if in the conclusion it did clear him. I dont have my files to hand sadly, but i do have a clip of Boris Johnson sounding like somebody who really, really wanted to talk about this. I havent seen the conclusion of i that, but as i understand it, the. The committee has. Has found this there i was no case to answer. Classicjohnson, it just fades away to nothing at The End. Urgh. Not everybody� s caught a heavy downpour or thunderstorm, but there have been some around, particularly into parts of East Anglia, even a Funnel Cloud in County Durham today, a tornado that hasnt touched the ground. And where we have been seeing some of these torrential downpours, only slowly fading as we get into the night, an area of rain arriving towards Southwest England and South Wales in what is a mild and Muggy Night to come. Now, the rain in the southwest, from an area of low pressure running quickly across southern parts during the first part of saturday. Further showers and thunderstorms scattered about elsewhere, another area of low pressure coming at us from the west later on sunday. Ahead of that, scattered showers and thunderstorms. Lets look at both days this weekend and see whats on offer. A damp start in southern england, the rain pushing across south east england into parts eight East Anglia before slowly clearing on saturday afternoon. A cloudier, Cooler Day here. Elsewhere, there will be sunny spells after a mostly cloudy start, but you can see the very well scattered Thundery Downpours breaking out. They could be torrential slow moving in places, parts of wales, the midlands, Northern England. This time also to the west of the pennines scattered about in scotland too. The odd Downpour Cant be rolled out along with the sunny spells in northern ireland. A cooler feeling day in East Anglia in the southeast. Pleasant elsewhere if you get to see some sunny spells, a few will be around into the evening, as again, the thunderstorms will slowly fade. A lot of dry weather to begin on sunday, but the Downpours Flare up again particularly into Northern England and scotland, and then cloud and showers or rain, starting to pile in from the west as we go on into the later stages of the day. Outbreaks of rain into Southwest England and parts of wales to end the afternoon. And temperatures in the high teens, low 20s, some warmth around where you get to see some sunshine. As for wimbledon this weekend, the rain only slowly clearing as we get on through saturday afternoon. Brighter to end the day, a lot of cloud on sunday. Showers cant be ruled out, it looks like the bulk of sundays wet weather around the london area, though, is going to hold off until we get into the evening. There is a certain big match happening at wembley, it may well be a damp Start Or End to that, hopefully not to damp spirits. And just a word of warning, overnight and into monday, with this area of low Pressure Close by, the potentialfor some areas to see some very heavy rain. We will keep you updated on that. A Police Officer pleads guilty to murdering Sarah Everard after abducting Herfrom A Street in south london. Her disappearance sparked a national outcry over womens safety. Metropolitan Police Officer Wayne Couzens pleaded guilty to her kidnap, rape, and murder. The head of the force said everyone in policing felt betrayed.
