Two weeks before the games but no spectators are allowed. In the uk, Health Officials consider making the Nhs Covid App less sensitive, to avoid millions of people having to self isolate this summer. New research in england confirms that for children, theres an extremely low risk of severe Illness Or Death from Covid 19. The Taliban Hold Talks In Moscow as russia calls for restraint following reports that the militants have seized territory on the afghan borders with iran and tajikistan. And coming up, dont demolish old buildings plead architects. Instead, they say structures should be protected to fight climate change. Hello and welcome if youre watching in the uk or Around The World. The Uk Government is looking to recognise vaccines from other countries, whose residents want to travel to england, as it announces its easing of Travel Restrictions. Holiday companies report a surge in bookings following the decision to allow fully vaccinated Uk Residents to return to england and Northern Ireland from Amber List countries without having to self isolate. The Rule Change for england and Northern Ireland comes into force on the 19th ofjuly, ending the 10 Day Quarantine Requirement for those with two jabs. Scotland and wales are yet to say whether they will follow the same approach as the rest of the Uk Airlines say there has been a rapid rise in Ticket Purchases since the announcement was made yesterday, with easyjet seeing a 400 increase in bookings to Amber List destinations. Analysts say they do not expect Flight And Holiday prices to rise. Currently, only those returning from Green List destinations are not obliged to self isolate. But now, if youve had two vaccines, those rules will also apply to Amber List destinations. Countries like spain, portugal and france are on the Amber List though each will have their own varying Entry Requirements for Uk Travellers. Our Correspondent Aruna Iyengar has this report. Remember this . A foreign holiday may soon be a reality. Travel companies say bookings to Amber List countries have taken off following the relaxation of rules on quarantine. Its a Life Saver for them. Traffic on our website had a huge spike at lunchtime, straight after the announcement was there. There is a huge amount of demand for people to go on holiday, people do want to get away, theyve wanted to go away. Within an hour of the announcement, skyscanner saw a 53 increase in traffic to our site following the same time the day before. And thatsjust, i mean, a clear sign of the huge appetite that there is for travel. Jet2 says mediterranean hotspots like spain, the balearics, canaries, greece and the greek islands are the most popular. Easyjet says, after the government announcement, bookings were up 400 . Its not plain sailing yet. There will be extra costs because travellers have to pay for Covid Tests before and after their return. Also, theyll still have to quarantine if theyve been jabbed outside the uk, and rules may be different in Northern Ireland, scotland and wales. Some have questioned why Travel Restrictions are easing now, just as the number of coronavirus cases in the uk is soaring. Its the highest in europe. But cases are starting to rise thereto, particularly in popular there too, particularly in popular Holiday Destinations like spain, portugal and greece. That could mean a sudden changes to travel rules imposed by other countries. Also, whatever the Uk Nations decide, a number of countries like italy still wont allow Uk Travellers in without a period of isolation. And some amber countries wont let Uk Holiday makers in at all. Aruna iyengar, Bbc News. Our deputy political Editor Vicki young is in westminster. We Vicki Young is in westminster. Their answer to that is things are different because a large chunk of people are vaccinated and that gives you an awful lot of protection. That is their argument. They would also say that then forget, even though you dont have to quarantine if you are Double Vaccinated, you will have to do testing. They are still following where the virus is going and the possibility of any variance that might be brought in. There is various aspects to this, the unfairness, as son would see it, younger people who havent had a second job, younger people who havent had a secondjob, many younger people who havent had a second job, many havent had a first, it was interesting today that the Transport Secretary, Grant Shapps, said that might be an incentive. There was a concern that the numbers of vaccinations have dropped off, not because of supply but younger people, who obviously are at less threat from this illness may be are not as keen to get the vaccination. Then the issue we are hearing about either expats living abroad or people from other countries who want to come to england and the Transport Secretary talked about having a mutual recognition of the vaccination is going on in other parts of the world. , , going on in other parts of the world. ,. ,. , world. Grant shapps saying he thinks any delays might well be at your departure airport. So if you are trying to come back into the country, you will have to prove all sorts of things, show your covid vaccination status, your Passenger Locator Format make sure you have your tests sorted and books. It wont be easy and that may be off putting to some. But by the sounds of it, the number of people trying to book a holiday, it is not enough to put off many people. The Nhs Covid App for england and wales could be updated to make it less sensitive. In the last week ofjune, more than 300,000 people in england and wales were pinged and asked to self isolate, the highest weekly figure this year by a considerable margin. The Department Of Health says it is vital people are aware of their personal risk so they can make informed decisions on their behaviour. Earlier our Technology Correspondent Rory cellanjones explained why ministers are discussing Making Changes to the apps sensitivity. What we do know it has been sending out more Alerts, because there have been more cases. The Department Of Health itself says the app is doing thejob it was designed for. All along, there have been questions about whether it is working. It is working, but working too well for many people. Remember also that is a change coming to the app, but not until the middle of august, when people who are Double Vaccinated will be told, you will get an alert saying you have got to go to isolation unless you are Double Vaccinated. You will be able to tell the app, hey, im Double Vaccinated and dont need to go into isolate. The other thing its important to remember, which the Department Of Health seems to be stressing quite a lot now, is it is effectively voluntary. They dont know that you have got this, it is very anonymous and it is up to people trusting the app. I suppose there will be some people will be wondering whether the government is undermining trust in the app by all this talk about tweaking its sensitivity. There have been fears amongst Government Ministers that because so many people have been alerted, a Lot Arejust deleting the app and abandoning it altogether. There doesnt seem to be a lot of hard evidence for that. The latest figures we have are for the last Week Injune where there were more than 300,000 new downloads of the app, bringing it to a total of over 26 Million. We dont know how many of those are still going and the real dissatisfaction, if thats what it is, with the app has emerged in the last week or so. We do know a lot of people are still using it as a lot of people appear to be taking it seriously. A lot of people are getting pings that may annoy them, but they are reluctantly going into isolation. I dont know if you know the answer, but how easy technically is it to turn down the sensitivity of the app . This has actually been going on throughout. It is a pretty novel form of technology. They are using bluetooth to measure the distance you are from another person and the length of time you are that close. If that person, a few days later, tests positive, then you get the ping. They have been tweaking the algorithm throughout and it is a very complex business and very imprecise. They could adjust it but my sources at the App Developers say they havent been told to do that yet, they have been told to bring out this new release in Mid August that tells you can basically ignore the alert if you have been Double Jabbed. But they havent been told to tweak the algorithm as yet. In a major escalation since international troops have started withdrawing from afghanistan, taliban militants have seized a key crossing on the iranian border. Russia, which is hosting a taliban delegation in moscow, says the insurgents are now controlling two thirds of the border with tajikistan, and has urged all sides to show restraint. Last Night President Joe Biden defended the decision to withdraw us troops by 31st august. Our chief international Correspondent Lyse Doucet is in the Capital Kabul and she explained the president s key motivation behind the withdrawal. It is very emotional forJoe Biden. It was always said that he always carried around a card in his pocket which had the exact number of us forces it was updated every day who had died in iraq and in afghanistan. And in that speech last night, he said, we have been there so long that even our sons and daughters of the troops who first served are now serving on front lines. What we heard from president Joe Biden last night is what we know that Vice President Joe Biden thought and what senator Joe Biden thought. In other words, he has always felt that afghanistan was a quagmire, that america should bring its men and women home. He talked about nation build. He said we are not here to nation build. But then afghans say, what were you doing in the last 20 years . You have been building schools, talking about democracy, helping to support our womens activists. You helped to build a different kind of society, and you are leaving us just as the taliban are at their biggest strength since 2001. And there is a real palpable fear here that. Women even tell us they are scared, they cant even go into Coffee Shops having a cup of coffee with a male friend because the taliban will not allow it. That is what it comes down to here. Sometimes in afghanistan, it is a big issue of security, of terrorism threats, but sometimes its simply whether you can go out and safely have a cup of coffee with a friend. It is such a painful time, you know. My pain doesnt matter compared to the pain of afghans. But ive been coming here for more than 30 years, but i have been coming regularly over the past few months, and even the mood now at the Beginning Ofjuly is different than the mood there was in may. Everyone you talk to, whether it is a shopkeeper trying to get some sales in the day, whether you get a Government Minister who is charged with trying to bring peace to this country, they are all worried about themselves, what will happen to them, what will happen to their families and what will be the fate of their country. They often say in wars that the narrative of what is happening on the ground is as consequential as the events on the ground. And there is this narrative now that the taliban are advancing, and they are. They are rapidly taking over the districts. It doesnt mean they are going to overrun the capitals or even overrun kabul, but even afghans who said to me for months, i am not leaving, iam not leaving. I am going to stay here. Now they are saying to me, well, im thinking about it now. And thatll be the loss of the biggest achievement of the presence of international troops in afghanistan. They have created the kind of society here, the best and the brightest of afghans have taken these educational opportunities the world had to offer, the work experience. And just when they are poised to play a role in their countrys future, already play, they now feel they have no choice but to go wherever will take them. The headlines on Bbc News. The Olympic Flame arrives in tokyo two weeks before the games but no spectators are allowed. Injapan, theres been an event to mark the start of the upcoming Olympic Games. It was raining and spectators were banned. Yet when the Olympic Flame was carried on stage, it was, at least, a sign the tokyo games is nowjust two weeks away , albeit a games that has been heavily disrupted by the Global Coronavirus pandemic. The flame was carried on stage in a lantern and handed to the governor of tokyo state. The ceremony took place a day after it was confirmed there would be no spectators in the olympic venues in and around tokyo and an 8pm curfew would be imposed a decision with huge financial implications. It will mean this will be the first olympics ever to take place behind closed doors. Even the Torch Relay that you mention, it was supposed to start in tokyo, not far from where i am staying, i am currently staying with my parents for 14 days before i cover the olympics. The decision was made a couple of days ago to cancel it All Together In Tokyo and replace it All Together In Tokyo and replace it with a Flame Lighting Ceremony streamed across online across the nation, but for the torch to even arrive in the capital, it has seen some disruptions. Partly because of the pandemic, but also because of the pandemic, but also because of the strong public opposition to the games. An overwhelming majority of the japanese public were saying they wanted the games to be cancelled or postponed. So only a few days ago, a woman with a Water Pistol was arrested. It goes to show how some people still feel very strongly against the games. It is said this Torch Relay, or the event starting just after the government announced the latest State Of Emergency in the capital, the fourth want to be exact, taking place throughout the olympics time which means bars, restaurants will be advised not to serve alcohol and people encouraged not to go out. Following that announcement, the decision was made to have no spectators inside the stadium as well. I to have no spectators inside the stadium as well. That is clearly a very emotional impact of this decision . I think we have lost the connection but we get the gist of what she was saying about the games and the flame arriving there, but no spectators for this olympics. Theres confirmation that the risk of severe Illness Or Death from Covid 19 is extremely low in children, according to New Research by leading academics. Data from the first 12 months of the pandemic in england shows 25 Under 18s died from covid. The scientists behind the research say their studies of children are the most comprehensive yet anywhere in the world. Our Health Correspondent, naomi grimley, has more. Every day, we are learning more about Covid 19 and the latest research by four English Universities throws light on how likely children are to suffer serious illness. The researchers looked back at the cases of 61 children who had died with a positive Covid Test in the first year of the pandemic. They found that of those, 25 children actually died directly from Covid 19 rather than their Infection Being coincidental. The most vulnerable children were those with complex neuro disabilities. But, as with adults, other Risk Factors were identified in children whod been hospitalised, such as being obese, having comorbidities like cardiovascular problems, or coming from non white ethnic backgrounds. The researchers suggest the overall risk of children and teenagers dying from Covid 19 is around one in half A Million. We didnt see any deaths in children and young people who are often perceived to be at higher risk from respiratory infections, so there were no deaths in children who had asthma as a single diagnosis, no deaths in children who had cystic fibrosis, no deaths in children who had Trisomy 21 or down syndrome. And no deaths in children who had type one diabetes. The government is expected to announce soon whether it intends to vaccinate children. Currently advisers are studying data from the us and israel which have already decided to do that. Naomi grimley, Bbc News. Almost 30 people could have been involved in the assassination of Haitis President Jovenel moise on wednesday. Thats according to the Countrys Chief of police. The Uks Economy grew by 0. 8 in may as coronavirus restrictions eased to allow pubs and restaurants to serve indoors. This marked the fourth consecutive month of growth, but it was a slower rate than analysts had expected. It was also a slowdown from april, when the economy grew 2 as restrictions eased for nonessential retailers and Hospitality Firms could serve outside. The economy is still 3. 1 below Pre Pandemic levels. Rebecca harding is an independent economist specialising in Trade And Trade Finance And Ceo of coriolis technologies, and she gave me her assessment of the figures. It is good that the economy is still growing. We are still below Pre Pandemic levels of output, so we are 3 below where we were at the start of the pandemic. And there are a lot of things quite temporary, so we saw a 37 increase in restaurants and pubs output. Which is not surprising because people could go out more. So, there are things which are good there. We also saw Production Increase as well, so there are things which are really good but there are underlying things that are more concerning. What in particular is concerning you when you delve down deeper into these figures . Output is slower, so we are expecting growth to slow over the course of the summer a little bit, because a lot of this is catch up. But underneath theres something bothering the whole global economy. The first is Supply Chain shortages. A lot of Supply Chains, particularly in the car sector, are being affected by Semiconductor Shortages at the moment. And it is affecting the economy across the whole world. And that has had an impact on Uk Gdp this time around. So we have to be wary of that. This time around, there was a 16. 5 drop in output, so that is a worry. Construction output is slowing as well. It is still above Pre Pandemic levels, but it is slowing. Trade growth is slowing as well, so there are some things that are beginning to creep in where we are thinking we have maybe gone beyond the catch up phase. I think the biggest thing of all is we do not know how other economies will react to the new Delta Variant, whether growth will be slower Around The World, and that is going to have an effect on us. It is still a time of enormous unpredictability, as you mentioned, with those different variants potentially creeping in. Yet the population has been largely Double Vaccinated now. How much difference does all of that make in terms of Business Confidence . I think we are seeing Business Confidence rise. We have also got through the pattern earlier in this year, so january, february, where a lot of exporters were holding back from the market because they were scared or they were finding difficulties with filling in forms, for example to trade with the eu. And one of the interesting things is actually trade has gone up with the eu and non eu. So, that is something that is actually very positive to take away from all of this. And there will be a feel good factor. There is already a feel good factor. We are beginning to see The End of lockdown restrictions, Euro 2020 is making a big difference to peoples sentiment, so we may see our way through this with some spending increase. But markets had a bit of a wobble yesterday. There are concerns globally about the Delta Variant and it is one to watch. Economist rebecca harding. New research suggests that Frontline Care workers supporting elderly or disabled people in england require the same skills as Teaching Assistants and Police Community Support officers and yet theyre paid £70,000 per year less. £7,000. Compared with the £24,600 average pay for similar roles like senior Teaching Assistants and Police Community Support officers. The charity that commissioned the research says that difference is wrong. But its boss maintains, to change it, more money has to be spent by government on funding care. People find the work in Social Care incredibly rewarding, and they enjoy what theyre asked to do. But theyjust find that they cant survive and look after their own families on less than £18,000 per year and certainly thats the case if you are the main earner in the family. The government has said it will publish a plan for reform of the adult social Care System by The End of the year. Alison holt, Bbc News. Campaigners have lost their legal challenge to the governments two child limit on welfare payments. They had argued the policy breached their human rights, but the Supreme Court dismissed their case. The rule, which came into force in april 2017, restricts Child Tax Credit and universal credit to the first two children in a family, with a few exceptions. Lawyers representing two families who brought the legal challenge argued that the limit would cause deep and inescapable child poverty. Seven justices at the Supreme Court the highest court in the uk unanimously dismissed their appeal against that decision. The metropolitan Police Officer Wayne cozens has pleaded guilty at the Old Bailey to the murder of Sarah Everard. He is 48 years old and he has pleaded guilty at the Old Bailey to the murder of Sarah Everard. Her death of course causing so much Shock And Revulsion around the country, so much concern by young women as well. Sarah everard was aged 33, a marketing executive, abducted as she walked home from a Friends House in South London. Last Month Wayne cousins had pleaded guilty to her kidnap and had accepted responsibility for killing her. At that time he was not asked to enter a plea for Murder But Today he has admitted his guilt. He appeared by Video Link from Belmarsh Prison. Five members of Sarah Everards family were in court to hear that play alongside the metropolitan Police Commissioner. Sarah everards body was discovered in Whitland And Ashford in kent on the 10th Of March and her death prompted really a huge outpouring of public emotion. We can see some of the floral tributes left on those messages especially from other young women, and it sparked a whole debate about the safety of women and their fears in the wake of the death of Sarah Everard. We will bring you more on that as it comes in to us but to Recap Wayne cousins appearing on a Video Link from Belmarsh Prison wearing a grey sweatshirt, we are told, Pleading Guilty to her murder. The uks First National database of Child Deaths has identified strong links between infant mortality, smoking and deprivation. The uk has the second highest number of deaths of children underfive in europe, after malta. The Department Of Health says it will publish a new Tobacco Control Plan later this year, to protect babies from the harms of smoking. Our Health Correspondent Deborah Cohen reports. Hi. This is maddie. She is healthy and happy, despite covid among her peers currently forcing her to isolate for a third time this nursery term. But her mother had been smoking for years when she fell pregnant, starting at just ilt. At the time, not far off a quarter of rochdales Adult Population smoked. Smoking is strongly linked to deprivation. Everyone, really, was smoking. I come from an area where a lot of young people do smoke as well, so the likes of My Friends In School and, if iM Honest, you know, it wasnt discouraged not to smoke. You know, the adults werent, dont smoke. It was all go round the back of the bike sheds, sort of thing. Smoking in a Childs Household is contributing to the uk having the second highest rate of deaths for children under five in western europe. Now the countrys first ever national database of Child Deaths has been created. Our experts are trying to work out why so many children are dying and its becoming clear that there is one word that cannot be ignored. That word is deprivation. This graph shows the poorer the background of a child the more likely they are to die. The correlation is unmistakable and its costing huge numbers of young Lives. 23 of deaths are potentially avoidable, preventable, if we can eliminate social deprivation, and that translates to 700 additional deaths per year that could be avoided. Smoking in the household was identified as a factor in 226 Child Deaths studied. That is more than any other modifiable factor. Exposure to passive smoke is linked to low Birth Weights and premature delivery and the impact of parental smoking can lead to other childhood illnesses that run throughout life. Currently 9. 5 of women in england are smoking when they give birth. Far more than the 6 target. Pre Pandemic Analysis shows that while 62 councils saw a fall in the numbers smoking when a baby was born compared to four years earlier, 73 saw little change and 16 saw an increase in the rate of smoking. New figures covering the pandemic suggest fewer women smoking at birth but how reliable these data are and whether they are anything more than a blip is unclear. Around one in ten women smoke now, just the same as three or four years ago, and the Governments Target was to reduce it to 6 or less by 2022, and we are nowhere near achieving that. It is midwife Nicola Pearsonsjob to visit pregnant women in sheffield who are smokers. She will give everything to help them give up but its not simple. If you use an example of a pregnant woman, so she Lives maybe here, shes got housing issues, so we might consider a team around the family, lets bring in her housing officer, lets think about how she can access tobacco, thinking about cheap and illicit tobacco availability, so lets make sure Trading Standards are out there squashing down on that availability. What is clear, smoking is more than about personal responsibility. The government say they want a new office for Health Promotion to make smoking in pregnancy a focus. Deborah cohen, Bbc News. The Royal Insitute of british architects is calling for an end to this kind of demolition, because it doesnt take into account the energy that was used to create the bricks, concrete and steel in the first place. Our Environment Correspondent Roger harrabin reports. Another one gone. And another one gone. And another one bites the dust. We cant keep knocking buildings down. In the uk, we currently demolish around 50,000 buildings a year and we really must stop doing this. Whys that . Well, the answer is in this brick. It started life as a lump of clay. Imagine how much heat was needed to make the brick and the emissions created in the process. Now look behind me. How many bricks there . Hundreds, thousands, tens of thousands, maybe. Who knows . But imagine the emissions created to make those bricks to create a building from them and then to knock them down and start again. Londons Hoover Building shows what can happen instead of demolition. The Vacuum Cleaner Factory was transformed into apartments by architects, including maria smith. It takes so long to design a building, to create a building, to operate it. But we dont have that kind of time to make the changes that we need to in order to reduce our carbon footprint. Its so urgent that we act right now and that means changing the way we design things, the way we procure things. Right now. We have to stop demolishing things without being really, really careful about it. If we are going to demolish something, how are we going to reuse every single part of that . But, still, developers often choose the Wrecking Ball rather than the refurbishment. Architects want a different approach. We need to think about it is an asset, what can we do with that asset . If we cant do anything, then there may be a case to rebuild. And if we do rebuild, we have got to bear in mind that what we rebuild needs to be adaptable for future generations to reuse. We cannot assume any building is pulled down. Demolition firms say dont blame us, blame the architects themselves. It could benefit from the input that weve had over X Number of years to determine whether we can do anything or not with that building. And, equally, what cost there is to actually do what it is that they might suggest. In hastings, this building has been rescued from the bulldozer. A former Newspaper Office being turned into flats and workspaces. The architects say this is the way ahead. The government will publish a strategy on building soon. But it hasnt yet said whether it will put a halt to the Wrecking Ball. Roger harrabin, Bbc News. After the England Football teams historic Semifinal Win in the one fan was more excited than most when her Hero Mason Mount gave her his match shirt. The clip of belle receiving the shirt has been watched more than Two Million times. She told the bbc how surprised she was to get it. I didnt realise it until the last moment because when he walked over he was coming in my direction but he was looking the other way so i didnt expect it. So, when he came over and stood right in front of me that was when i finally realised i had it in my hands and it was just crazy. What you dont see in the video was we did a lot of work before the game, from Kick Off. Shes small but shes very mouthy and she was shouting Mason Mount as he was warming up and she managed to catch his eye in the warm up and he saw her flag, so luckily made an impression, and was hoping after the game ended we could catch his eye and be maybe a lucky recipient of the shirt and, yeah, the plan worked perfectly. When i went to the first Euro England Game me and my dad got there early and we saw the Euros Coach and i actually saw him and he waved to me and he smiled at me so i thought i would make a flag for him on the Denmark Game semifinal, and then that caught his eye and now ive actually got his shirt. Im probably going to put it in a frame or keep it somewhere safe because i dont want to sell it or i dont want to wash it. When i went to School Everybody knew. It was very crazy because when i walked down the road the other day to pick my brother up there was someone shouting, superstar, and ijust didnt know, and when we went to mcdonalds there was someone like, its belle. Travel companies are reporting a huge surge in demand forflights and holidays after the government announced changes to Quarantine Rules. In 10 days, anyone in england whos Double Jabbed can visit an Amber List country without having to self isolate when they return. The easing of restrictions is expected to result in a big boost for the travel industry. But cases are starting to rise thereto, particularly in popular Holiday Destinations like spain, portugal and greece. There are anomalies, there are issues that the government needs to get to grips with, not least on test and trace. What is a government been saying this morning . Grant chaps has been interviewed. Been interviewed. Thats right. His focus has been been interviewed. Thats right. His focus has been on been interviewed. Thats right. His focus has been on international. Focus has been on International Travel. He is trying to get things as back to normal as possible. I think everyone accepts that travel this summer, even if you cant go abroad, will be a bit more hassle than we are used to. Not least because people still have to do testing, even if you are Double Vaccinated. There is also the matter that those who are younger people, who havent had those jabs, it will be much more difficult to them and they will still have to quarantine. Many people say thats not fair. He says the government has to make a judgment on of this. It is think its right, though it feels unfair, its right, though it feels unfair, it is not right to hold everybody back until the whole country has had theirjabs. There is another anomaly. This applies to people who are in england, and have been vaccinated in england. It applies to them. Its doesnt apply if you are an expat, even if you have been Double Vaccinated in another country. What if you are from a foreign country and have been vaccinated there. That would be possible without quarantine. This is what he had to say about that. The . R what he had to say about that. They are saying. What he had to say about that. They are saying. In what he had to say about that. They are saying, in phase what he had to say about that. They are saying, in phase one, if you have are saying, in phase one, if you have been are saying, in phase one, if you have been vaccinated in the uk, and can prove have been vaccinated in the uk, and can prove it have been vaccinated in the uk, and can prove it on the Nhs App, or get a paper can prove it on the Nhs App, or get a Paper Version of that by calling 119, a Paper Version of that by calling 119. Then a Paper Version of that by calling 119, then we will be able to accept that on 119, then we will be able to accept that on the 119, then we will be able to accept that on the border for you to return that on the border for you to return. That is obviously easier because return. That is obviously easier because we have our own system of verification because we have our own system of verification. I do want to move in quick verification. I do want to move in quick order verification. I do want to move in quick order to be able to recognise vaccinations from other countries who use vaccinations from other countries who use World Health Organization approved who use World Health Organization approved vaccines. We will work on that approved vaccines. We will work on that, as approved vaccines. We will work on that, as quickly as possible. The other that, as quickly as possible. The other possibility here that, as quickly as possible. Ii9 other possibility here is of that, as quickly as possible. Ii9 other possibility here is of long queues at the border. The unions are suggesting that that might be a problem. There will be so much documentation to check from people. Grant chaps thinks that delays are more likely to be before you come into the country. Grant shapps thinks that there is more likely. He thinks before you get a new ferry or get on the plane, that is more likely to be checked. The advice was to be organised. The Department Of Health says it is vital people are aware of their personal risk so they can make informed decisions on their behaviour. Lets speak to our Technology Reporter Zoe Kleinman. Can you describe how the app currently works . It can you describe how the app currently works . Can you describe how the app currently works . It is actually a very simple currently works . It is actually a very simple process. Currently works . It is actually a very simple process. It currently works . It is actually a very simple process. It is currently works . It is actually a very simple process. It is not i very simple process. It is not difficult from a Technology Perspective to change it if we want to. Let me explain how it happens. You are out with your phone, and you have the app, and you are near another phone with the app. That will exchange a digital handshake. That happens every five minutes. It is measuring how far away you are, whether you are over or under four metres, and whether you are in contact within those five minute timings. You get a kind of score depending on how long you are in close contact with that other phone, and also, how close to that phone you are. If that phone then reports a positive case, if you have been within two metres of it for 15 minutes or longer, during the course of the entire day, or if you are in the venue, you might not be next summerfor a long amount of the venue, you might not be next summer for a long amount of time, then you will get a self isolation alert. It is really easy to change those parameters. They have already been tweaked since the app was launched last september. Other factors have been included, because we know more about when people are likely to be more infectious. The question is, what should we change them too. That is an issue for the scientists. It is worth saying, were talking about the app being over sensitive. You have to look at the sheer case numbers. Last week in june, there were thousands of Alerts. 61,000 cases were in the app. That is of an average of six Alerts per case. That isnt loads, when you think about it. Alerts per case. That isnt loads, when you think about it. What is the deal with peeple when you think about it. What is the deal with people deleting when you think about it. What is the deal with people deleting the when you think about it. What is the deal with people deleting the app i when you think about it. What is the deal with people deleting the App Or Uploading it . Because the government of said theres been a huge uptake of said theres been a huge uptake of the app, and also people are deleting it to avoid getting pinker. And also, the suggestion, well, it seems to have been confirmed this morning, by Grant Shapps, that there is no obligation to follow the pain if you get one. People are deleting their apps when they come through anyway because of that. It their apps when they come through anyway because of that. Anyway because of that. It has alwa s anyway because of that. It has always been anyway because of that. It has always been the anyway because of that. It has always been the case anyway because of that. It has always been the case that anyway because of that. It has always been the case that the | anyway because of that. It has always been the case that the app is not legally enforceable. The reason for that is that the government chose them to go the route of privacy first. That means the government, police, health service, nobody has any details about who has the app. It only knows that the phone has downloaded the app. It doesnt know who is behind the phone. It is relying on good well. If you get called up by testing trace, that is enforceable. But the 3pp trace, that is enforceable. But the app is not enforceable, because there is nothing that ties you to it. We do know that millions of people have downloaded the app in england and wales, but we dont know how many people are actually using it, that has fallen off as cases are taking off again. In scotland, they had a separate app. There are around 2 Million downloads of that app. They have released figures, and less than half are actively using it. The ceremony took place a day after it was confirmed there would be no spectators in the olympic venues in and around tokyo and an 8pm curfew would be imposed curfew would be imposed a decision with huge financial implications. Our Correspondent Mariko oi is in tokyo and she explains how different the olympics will look this year. This is an olympics like No Other taking place on a global pandemic. There will be knows spectators the first time ever in olympic history. I am currently in quarantine before covering the olympics. The decision was made a couple of days ago to cancel it in tokyo, for the flame. This will be streamed across streamed across online across the nation. Forthe streamed across online across the nation. For the torch to even arrive in the capital, it has seen some disruption. Partly because of the pandemic, but also because of the strong public opposition to the games. Remember, an overwhelming majority of the japanese public were saying that they wanted the game is to be cancelled or postponed. A few days ago, a woman was arrested. Some people still feel very strongly against the games. He this Torch Relay is starting just after the government announced the latest State Of Emergency in the capital, the fourth one, to be exact, taking place across the olympic time, which means that bars, restaurants, will be advised not to serve alcohol and people are encouraged not to go out. Following that announcement, the decision was made to have no spectators inside the stadium, as well. New research suggests that front Line Care workers, supporting elderly or disabled people in england, require the same skills as Teaching Assistants and Police Community Support officers, and yet theyre paid 7,000 per year less. The Charity Community integrated care says says Pay Gap makes it difficult to recruit staff. The government says it hopes to give an update of its plans to reform Social Care quite soon. Heres our social affairs correspondent, alison holt. Shall we open some presents . Its tonys birthday today, and with his family unable to be with him, its his Support Worker Amy who will be at his side throughout the day. I love myjob, i absolutely love myjob. And i always say to work in care you have to care, because you do. Tony has epilepsy, cerebral palsy, and he struggles to swallow. Amy has to monitor him closely and act quickly if needed. Stay awake. We need to celebrate, you cant celebrate if youre asleep. She has great responsibilities but as a 22 year old, is paid just £8. 88 an hour. Ive Got Friends that work in retail that are getting upwards of £9, £10 per hour. And were not asking for, you know, rainbows and unicorns, were just asking to be appreciated and for our pay to reflect it. And todays report underlines the Pay Gap between Care Staff and otherjobs with equivalent demands. It found Care Workers were paid an average ofjust under £17,700 per year. Compared with the 24,600 average pay for similar roles like senior Teaching Assistants, and Police Community Support officers. The charity that commissioned the research says that difference is wrong. But its boss maintains to change it, more money has to be spent by government on funding care. Annabeljames, Age Space Co Founder, an online community for carers. Welcome. Thank you forjoining us. What is your reaction to this research and what it says about how Care Workers are valued . Well, you know, it is very damning Care Workers are valued . Well, you know, it is very damning and know, it is very damning and depressing as well. It highlights, again, successive governments, and their abject failure to tackle Social Care, particularly for the elderly. The losers are our elderly family and relatives. And those who are desperately trying to care for them. It seems ironic when we stayed at home for the last 18 months to protect the most vulnerable, and including the thousands of Care Workers who have worked throughout, and we cant even pay them the minimum wage. It and we cant even pay them the minimum wage. And we cant even pay them the minimum wage. And we cant even pay them the minimum waie. ,. ,. Minimum wage. It is a system with a lot of elements. It is a very complicated picture. It has for us . It is a very complicated picture. It has been for us . It is a very complicated picture. It has been coming for us . It is a very complicated picture. It has been coming through for decades. We have known about our ageing population for a long time. Local authorities have the responsibility for the delivery of care in those areas. And they have incredibly strapped budgets. Youve got private carers, who are quite often contracted by local authorities, as well as delivering private care. With increasingly less resources, it is increasingly hard to deliver even a baseline of care in some areas. It is desperate, really. Inevitably, families are having to step in more and more. To some extent, it is what families do. Equally, with increasingly complex needs, certainly among the elderly population, that is unsustainable. It is totally unsustainable. The research points it is totally unsustainable. The research points that part of the impact of this is a real difficulty in actually attracting workers. There is an annual turnover of 34 of Care Workers. There are currently thousands of vacancies in the sector. The government is looking on how to reform this going forward. What is your answer . In a can do, it is hope that we can make care great. It is always been the cinderella sector. It is a real shame. As the previous person said, it is a very rewarding career. But we have to pay people properly. We have to give them proper training, we have to give them a career path, you have to make the kind of career that people want. I think theres lots of things to do. It will take a lot of money. It is ten years since a report which looked into the future of care. There was a fairly clear plan froM Him about how to think about car, and how to go about reinventing The System future. But also, how we might fund it. Of course, we are all going to have to get involved in how we fund care. Essentially, we need certainty, as well, about what Car Costs might be for individual families. And that is the nub of it, is it . When you describe what should happen there, they should be good training, it should be a great, fulfilling career, but the Bottom Line is, that requires a lot of extra money, particularly if looking at the issue of raising the pay of Care Workers to those of Teaching Assistants, and community Police Officers, which is £7,000 more. Absolutely. We have foundation have done some monitoring and looking at different scenarios. In order to rebuild the current system for the future and improve access of care for all, and found it properly, they need a baseline £4 million, but up to £16 million. That is not insignificant amounts of money. We have seen in the last 18 months, the government can do extraordinary things when it wants to, when it has to, in terms of change. Somehow, Social Care needs its marcus rashford moment. Weve got to get quips this. This is for the next generation coming through. Ijust dont understand why everybody seems to be. Well, i do understand. It cost a lot of money and it takes a lot of reorganisation. But people are losing out. There are elderly relatives who have paid their taxes all their Lives. All their Lives. There may be some fans allowed at venues outside tokyo and a decision on the paralympics will be made after the olympics. And of course, the lack of spectators will have a huge impact on the athletes. Who knows . But imagine the emissions created to make those bricks, to create a building from them and then to knock them down and start again. But still, developers often choose the Wrecking Ball rather than the refurbishment. Architects want a different approach. We need to think about it is an asset, what cani we do with that asset . If we cant do anything, then there may be a case to rebuild. And if we do rebuild, we have got to bear in mind that what we rebuild needs to be adaptable for future generations to reuse. We cannot assume Anyl Building is pulled down. Demolition firms say dont blame us, blame the architects themselves. It could benefit from the input that weve had over X Number of years to determine whether we can do anything or not with that building. And equally, what cost there is to actually do what it is that they might suggest. In hastings, this building has been rescued from the bulldozer. A former Newspaper Office being turned into flats and workspaces. The architects say this is the way ahead. The government will publish a strategy on buildings soon. But it hasnt yet said whether it will put a halt to the Wrecking Ball. Roger harrabin, Bbc News. What about sound and visual quality. Does that matter . This is the great argument. Personally, imjust argument. Personally, im just delighted argument. Come on the extent of financial pressures facing councils across the uk as they emerge from the pandemic has been revealed in a special bbc investigation. The shared data Units Analysis of 171 upper and single tier authorities has found that councils hit by falling income and increased costs are set to make at least £1. 7 billion worth of savings in 2021 to 2022 while also using more than £500 million worth of reserves to balance their books. Ten struggling councils in england are set to offset or borrow £290 million after being given exceptional permission from the ministry of housing, communities and local government to try to remedy what it called their unmanageable pressures. But despite making savings, local authorities are currently predicting a £3 billion shortfall in their budgets by 2023 24. In a moment we will hear from Claire Hamilton in liverpool and Luke Walton in newcastle, but first Joanne Gallacher is in shewsbury. Shropshire council is predicting a shortfall Shropshire Council is predicting a shortfall of £49 million in the next few Years Shortfall of £49 million in the next few years. Whether money will be saved few years. Whether money will be saved from theyjust dont know. I have saved from theyjust dont know. I have been saved from theyjust dont know. I have been speaking to leslie who is the loader have been speaking to leslie who is the leader of the council. She has only been the leader of the council. She has only been in post for two months. She says only been in post for two months. She says she has no idea how this money she says she has no idea how this money will she says she has no idea how this money will be saved. The former Actress Money will be saved. The former actress may have to pull out the performance of her life if she is going performance of her life if she is going to performance of her life if she is going to find this money from somewhere. But she does want to look towards somewhere. But she does want to look towards is somewhere. But she does want to look towards is bringing more money in. They own towards is bringing more money in. They own a towards is bringing more money in. They own a theatre, Theatre Severn in shrewsbury, they have car parks, they have in shrewsbury, they have car parks, they have spent over £50 million on three they have spent over £50 million on three Shopping Centres in shrewsbury. She hopes that Will Claw back some shrewsbury. She hopes that Will Claw back some money through business rates, back some money through business rates, getting more shops and hotels and ietting rates, getting more shops and hotels and letting facilities in the centre of shrewsbury. But the biggest amount of shrewsbury. But the biggest amount of their money is on looking after vulnerable adults and children. More than 70 of their budget children. More than 70 of their budget goes on looking after those youngsters and the elderly. And it doesnt youngsters and the elderly. And it doesnt really cut through with the taxpayers. Doesnt really cut through with the taxpayers, because for the majority of people. Taxpayers, because for the majority of people, they may not need there is a surge of people, they may not need there is a Surge Business at the moment. They is a Surge Business at the moment. They are is a Surge Business at the moment. They are more concerned about getting they are more concerned about getting their bins collected. So it is a real getting their bins collected. So it is a real concern at the moment, and where is a real concern at the moment, and where she is a real concern at the moment, and where she think they can make a real difference where she think they can make a real difference is where she think they can make a real difference is if they were to get their difference is if they were to get their funding from the government. It something that has been looked at for a long it something that has been looked at for a long time. She thinks that if rural for a long time. She thinks that if rural areas for a long time. She thinks that if rural areas were funded in the way that cities rural areas were funded in the way that cities are, they would get 30 Million that cities are, they would get 30 Million extra a year. My colleague has the million extra a year. My colleague has the situation in liverpool. All six has the situation in liverpool. Six councils has the situation in liverpool. Fill six councils have talked for the last decade of the strains on their finances, and they have all reduced services, they have all raised Council Tax by the highest amount they have been permitted, and in order to increase their income they have all invested in commercial deals for things like Shopping Centres, a cinema, and in the case of liverpool city council, evertons training ground, which they have rented back to the club to generate a income. In wirral, like many councils, it has seen it spending really squeezed by the pandemic. They have had to support lots of vulnerable residents, put money into projects to delivering food and buying ppe for staff members, and they have already seen their Revenue Drop as well because people havent been going to the Shopping Centre that they have bought. They havent been parking there part in the town centre. Council Tax Revenue has dropped as well. And wirral council put forward a budget at the beginning of this year which would have seen some really drastic cuts to services, to museums close, swimming pools and golf courses shut, and it would also have seen bin collections go to once every three weeks and crossing patrols as well be cut. But the government has stepped in with a £9 million loan to the council because otherwise it would be dipping even deeper into its reserves, a position an Audit Report says was unsustainable. Her body was found a week later in woodland near ashford, kent. And raping Sarah Everard. Our special Correspondent Lucy manning looks back at the case. What happened to Sarah Everard is what every woman fears. Abusing his Police Promise to uphold the law, he broke it in the most brutal way. Farfrom protecting sarah, the only danger she faced that night was couzens himself. We can now report more about what happened to sarah. Three days before she disappeared, Wayne Couzens reserved a Vauxhall Astra Hire car in the camp. On the 3rd of march at 7am, he finished his shift, protecting embassies and collected the car. That same evening, the last picture of sarah buying a bottle of wine before heading to her Friends House in clapham. Around 9pm that evening, she started to Walk Home, calling her boyfriend on the way. Just after 9 30pm, on poynders road, a Bus Camera shows the Vauxhall Astra parked on the pavement with Hazard Lights flashing. Two people are standing next to it. Three minutes later, the car is pictured with the two front doors open. The Hire Car then drove out of london to kent, and was returned at 8 30am. This is where sarah was last seen. When Wayne Couzens was arrested, he lied and lied. He claimed he owed money to an eastern European Gang for underpaying a prostitute, and they threatened his family and ordered him to deliver them another girl. He admitted Kidnapping Sarah, but said he had handed her over alive and unharmed to the gang when they stopped his car on the way out of london. The truth was that Wayne Couzens raped and murdered to the 33 year old, hiding her body deep in the Kent Countryside, so it took a week to find her remains. As metropolitan Police Officers searched, the murderer was in their ranks. Two days after he had kidnapped sarah, Wayne Couzens had bought two builders bags in b q. Her body was found in one. Couzens lived 30 miles away in deal, married, with two children, a man who served in the Territorial Army in the Civil Nuclear Constabulary. Two and a half years before killing sarah, he joined the Metropolitan Police. Questions for the force how could he have been cleared to carry a gun, when he would go on to kill . And questions about what officers did when Wayne Couzens was reported for exposing himself twice in a Takeaway Restaurant just days before the murder. Could he have been stopped . The murder of one woman resonated with thousands of others. Demands that the streets must be safe, violence against women must stop, Harassment And Abuse must be taken more seriously. Travel companies are reporting a huge surge in demand forflights and holidays after the government announced changes to Quarantine Rules. In ten days, anyone in england whos Double Jabbed can visit an Amber List country without having to self isolate when they return. The easing of restrictions is expected to result in a big boost for the travel industry. But cases are starting to rise there too, particularly in popular Holiday Destinations like spain, portugal and greece. As we heard there from Vicki Young, there have been warnings from immigration officials of lengthy delays at the uk border, as International Travel continues to open up. Lets talk to Lucy Moreton from the isu the union for borders, immigration and customs. What do you think will happen . It depends on how many people will travel. Some i measures coming from the government proved to be quite a talking point when you talk to people about travel changes. For instance, some are saying, why is it the case that the 17 year old not have the quarantine after travel, 17 year old not have the quarantine aftertravel, but 17 year old not have the quarantine after travel, but an 18 year old who is single jabs would have to do. But in terms of policy, there are many factors beyond the science that needs to be included in considerations. That is out with the remit of myself as a scientist. I am acutely aware that there are many factors that apply. Its not really for me to be able to comment if those decisions are right or wrong. Epidemiologically, and looking at the science, what is your thought . As i said, i am aware of the Risk Factors, if you are double jab, that you are less likely to acquire an infection. If you do have it, you will have it in more mild conditions. All those factors are well known. Im sure they are being considered by government in their deliberations and decision making. When we talk about government restrictions, there are countries that could switch to read list at any point. The rates in those countries are actually lower than in the uk, in terms of coronavirus transmission. How does that tally . There is Risk Management within our own society, first and foremost. For example, taking a decision to go on holiday is a personal decision. A country can flip from one list to another at very short notice. There is a risks that we all need to take and consider when we make decisions. I really do think that as a society is opening up, an artist to do with personal decisions, rather than what we are allowed to do. We can take responsibility for our actions and Thatis Responsibility for our actions and that is looking after others as well as oneself. But lack the predictions are that now we be up to 100,000 cases per day by the 19th ofjuly. Do you think this will be a one way street, would you think we could find ourselves back on lockdown come september . I really dont know. I think there is an incredibly difficult situation, in terms of being able to forecast. As it has been throughout these last 18 months, it is a moving feast, in terms of figuring out what is happening next. I dont mean in terms of decisions, but have the pandemic is unfolding, and, of course, the role of vaccines, vaccines against the current variance, and what about emerging variants that dont know about new ones. It is incredibly difficult. Anyone who is going to predict out, it is definitely a one way street. It is very risky to make those sorts of declarations. There is very little information. Of course, what weve got you bear in line is that every country within the eurozone, it is different. Different regulations. And things do change. And it can be down to the local region, for instance. What laws they have on regulations. So im afraid, you dont say which country you are going to, you are going to have to research each one. If it is all in the eurozone, its hopefully all right. But it really depends which ones. If you are Double Vaccinated, at the moment, going through france to spain, its really straightforward and that would be an easy one. But so much depends which countries you are going to. The Nhs Covid App for england and wales could be updated to make it less sensitive. In the last week ofjune, more than 300,000 people in england and wales were pinged and asked to self isolate, the highest weekly figure this year by a considerable margin. A downing Street Spokesperson stressed that people are still being encouraged to isolate if notified they should do so by the app. They went on to say the government s message is to act cautiously, especially as we know cases will rise. Our Technology Reporter Zoe Kleinman explained how the app works. Its actually a very simple process, the way the app works. Its not difficult from a Tech Perspective to change it if we want to. Let me explain how it happens. You are out with your phone, you have the app, and you are near another phone with the app. Then it will exchange a digital handshake, if you like. Those handshakes happen every five minutes. What its doing in that time is measuring how far away you are, whether youre 0 2 metres, 2 4 metres, or over four metres, and whether youre in contact within those five minute pings. And then you get a kind of score depending on how long youre in close contact with that other phone, and also, how close to that phone you are. If that phone then reports a positive case and if you have been within two metres of it for 15 minutes or longer, during the course of the entire day, or if you are in the venue, you might not be next to them for a long amount of time, then you will get a self isolation alert. It is really easy to change those parameters. They have already been tweaked since the app was launched last september. Otherfactors have been included, because we know more about when people are likely to be more infectious. The question is, what should we change them to . That is an issue for the scientists. It is worth saying, were talking about the app being over sensitive. But you have to look at the sheer case numbers. Last Week Injune, there were thousands of Alerts. 61,000 cases were in the app. Thats of an average of six Alerts per case. That isnt loads, when you think about it. What is the deal with people deleting the App Or Uploading it . Because the government have said theres been a huge uptake of the app, and also people are deleting it to avoid getting pinged. And also, the suggestion, well, it seems to have been confirmed this morning, by Grant Shapps, that there is no obligation to follow the ping if you get one. People are deleting their apps when they come through anyway because of that. Its always been the case that the app is not legally enforceable. The reason for that is that the government chose to go the route of privacy first. That means the government, police, health service, nobody has any details about who has the app. It only knows that the phone has downloaded the app. It doesnt know who is behind the phone. Its relying on good will. If you get called up by test and trace, that is enforceable. But the app is not enforceable, because there is nothing that ties you to it. We do know that 26 Million people have downloaded the app in england and wales, but we dont know how many people are actually using it, that has fallen off as cases are taking off again. In scotland, they had a separate app. There are around 2 Million downloads of that app. They have released extra figures, and less than half are actively using it. Shahabuddin dilawar, member of the Talibans Negotiation Team, has been speaking in moscow. He outlined the groups plans for afghanistan. Translation were giving everyone assurances that will prevent daesh and other groups. They have no place in afghanistan. Our land will not be used against our neighbours or other countries. Were not after power. We want everyone in afghanistan to work in the government based on their skills and hard work. Based on islamic laws and afghan culture, were in support of every Afghans Education whether theyre a man or a woman. Afghanistans islamic emirates will allow men and women to continue education from primary school to doctorates. Likewise, based on these laws, everyone, men and women, will have the right to work. At least 52 people have died in a fire at a Food Factory near the bangladeshi capital dhaka, with dozens still missing. The blaze broke out on thursday and was still burning nearly 24 hours later. About 30 people were injured after leaping from the upper floors of the complex. A Fire Brigade Official said the fourth floor of the factory was locked, which contributed to the death of so many workers. Akbar hossain has the latest from dhaka. This is a huge factory that employs 7000 workers. One of the building compounds where more than 1000 workers were on duty yesterday evening. The firefighters told us that they have entered into the building in search of dead bodies, or they are trying to find out if anyone is alive or not. So they are giving as a hint that the Death Toll might increase significantly because many people are still unaccounted for. The Fire Safety standards are mostly ignored here in bangladesh because we have seen a lot of big fires. Still, the situation has not improved significantly. Today, the Fire Department told us that the big accident happened in the factory because of the fact they are not maintaining good Fire Safety standards. When fire broke out, the main part of the building was put on lock and key. We have seen many fire incidents. All the situation has improved a little bit in the government factories, but in other factories like this food processing factory, Fire Safety standards have mostly been involved. And this is because the authorities are not giving proper attention to the Fire Safety standards and people, they are paying the price for this negligence. World number one Novak Djokovic says hell have to be at his best to beat Denis Shapovalov at wimbledon later. Theyll take to centre court after the first semifinal, between matteo berrettini and hubert hurkacz. Djokovic hasnt dropped a set in his last four matches, and hes already won the australian and french open titles this year but he knows shapavalov is in great form and hes expecting this to be his toughest test so far. Its all coming together for him, hes maturing, which is nice to see because he is definitely a great quality player. An eye pleaser, as they say, for tennis fans. The further the england teaM Have progressed in the euros, the more we have heard three songs which have become the sound track to the three Lions Journey to the final. Even frank skinner, who of course co wrote the three lions song, said he agreed Sweet Caroline was slightly better than the three lions in the Post Match Singsong after germany. What do you think .
