Longer able to fight, but they have come back. Cheering and wild celebrations in rome as italys footballers reach the final of the euros, beating spain in a dramatic penalty shootout. Welcome to our viewers on pbs in america and around the globe. 51 shootings over a single weekend in new York State alone have prompted the governor, Andrew Cuomo, to declare a Disaster Emergency. New york is the first state to take that step, which allows for extra funding to bolster Police Presence in the worst hit cities, and to establish a variety of other programmes in poorer parts of the state. There has been a surge in Gun Violence across the us in the last year. Governor cuomo explained his decision at a news conference, where he spelled out the scale of the problem theyre facing. It is so bad, that when you look at the recent numbers, more people are dying of Gun Violence than of covid. It is an emergency. And i want the people of the state to understand that and i want them to respond to the emergency for the way it is. So, today, Iam Issuing A First In the nation Disaster Emergency on Gun Violence. That was Governor Cuomo spelling out the situation he is facing. The announcement comes as Gun Violence surges in New York and many other parts of the united states. Governor cuomo said more than 50 people had died in shooting incidents in New York over the fourth Ofjuly Weekend alone. Statistics from the Gun Violence archive found at least 150 people across the us were killed by guns in more than 400 incidents, prompting concerns 2021 is on a trajectory to beat last years record, itself the worst in decades. A pretty miserable picture. Karol mason is president ofjothay college of criminal justice. Governor cuomo made his announcement at her college. She joins me from New York. Karol, Thank You very much indeed forjoining us. Before we get into the nuts and bolts of this, in your view, what has caused this uptick . Mr cuomo is seeing it is worse than covid . Thank you for giving me the opportunity to talk about this important issue. What i like about Governor Cuomo s approaches he is looking at a local level and communities, where the violence is occurring. It is occurring primarily in communities of colour. One of the things they think is contributing to it is all of the Ante Violence Work we had got suspended During Covid and we have a lot of people who were displaced without things to do, no jobs, not able to go to school, no Safe Spaces for them to recover in, and i think all of these things a tribute to an increase in violence. I think we ought to remember as well. Obviously an important point. How significant is the funding for extra resources and what sort of things are going to be provided now that have not been . ~ ~ ,. , been . Well, i think based on what i heard been . Well, i think based on what i heard in been . Well, i think based on what i heard in the been . Well, i think based on what i heard in The Press what i heard in the Press Conference and i think i had the same thing you did, he is going to be investing in our young people, investing in our communities and investing in breaking the cycle of violence. Is going to be investing in jobs because there needs to be Safe Spaces for young people and things for them to do. Mackie also talked about breaking the cycle by Hospital Interventions and there is great research on this. By going to the hospital where someone has been a shooting victim, you dont need to wait until someone dies from a gunshot to intervene. You go to the hospital when you work with the hospital when you work with the person who is the victim and you stop that cycle of violence. There is great research on these Valence Interru Pters Research on these Valence Interrupters are going to the community and engage with the community and engage with the community in stopping the violence. The numbers on the data we have today, it is not a large number of people that are responsible for the violence, and i think people need to remember it is not everywhere and everyone. That is the challenge. Not having this narrative. There are communities at risk and we need to go in and break that cycle. But it is not happening everywhere, i think that is the challenge. Look at where it is happening, weight is happening and deal with those people and breaking them out of the cycle of violence. And that is what these Valence Interrupters do. Almost out of time. Afghan officials are still trying to sound positive. This is war. In combat, anything is possible and nothing is stable. The point, the men the people, or the government goes, mentally, they do not want taliban, physically they do not want taliban. From any type, they do not want the taliban. Under pressure, last night neighbouring tajikistan ordered thousands more troops to the border after hundreds of afghan soldiers fled across it in recent days. As nato withdraws, Afghan Security Forces insist their soldiers have not defected to the taliban. The british government had unveiled sweeping reforms of the Asylum System that would make arriving the uk without Permission A criminal offence. Ministers say the changes prioritise those needing protection however opponents claim the plans could break international law. Among the proposals outlined by the Uk Home secretary, priti patel, theres the ability of applicants to be removed from the uk while their Asylum Claim is decided, potentially allowing for offshore processing. The maximum sentence for People Smuggling would be increased to life in jail. And the judicial process to remove failed Asylum Seekers would be speeded up. Im joined now by behrouz boochani, a Journalist And Asylum activist who was detained for over six years in australias immigration camp on manus island. Ijust wonderfirst of i just wonder first of all what you make of these proposals. I am sure you are not a big fan. Thank you very much for having me. Actually, iam Thank You very much for having me. Actually, i am shocked when i hear these things because for many years, i am i hear these things because for many years, iam many i hear these things because for many years, i am many people in australia have been fighting against this system, to tell people around the world of this policy, that it is inhuman and this policy actually has created a tragedy, you know . Sorry to interrupt you, but why is the policy itself inhuman . Yeah, because the policy was established in secrecy, established in secrecy, established on colonialism and inequality. Also, they banished people, they banished innocent people, they banished innocent people to the remote islands in the Pacific Ocean and they have keptinnocent the Pacific Ocean and they have kept innocent people for many years. Of course, that is very inhuman and its very cruel and that actually has created a tragedy. So far, at least 13 people have been killed by the system and hundreds of people damaged under this policy. find damaged under this policy. And thats an Experience Youve shared obviously for yourself and perhaps some would say it depends on how its actually enacted as to how bad or good it is, but i suppose The Point behind the Governments Perspective is to create a deterrent, stop this constant flow across the channel in particular at the moment of people trying to come from france into the uk and something has to be done, doesnt it . Something has to be done, doesnt it . , ~. ,. , doesnt it . You know, what is important. Doesnt it . You know, what is important, that doesnt it . You know, what is important, that really doesnt it . You know, what is important, that really we important, that really we should care about Humanity And Support in the values, see cannotjustify support in the values, see cannot justify a Violation Support in the values, see Cannotjustify A Violation of Human Rights, you cannot justify this so that is the problem. So the Human Rights should buy the priority and in australia, we havent seen that and now the Uk Government is going to do that, so you cannot justify this. That is, i mean, the main issue. You cant justify the demolition of Human Rights. As. Justify the demolition of human riahts. . ,. , justify the demolition of human riahts. ,. ,. , rights. A lot of this would hanu rights. A lot of this would hang on rights. A lot of this would hang on the rights. A lot of this would hang on the readiness rights. A lot of this would hang on the readiness of| rights. A lot of this would hang on the readiness of other countries to co operate as well possibly. The government is talking about or there are suggestions that it might even stop visas for citizens of those countries that dont co operate. I assume that would add to your Disappointment And Angen add to your disappointment and anger, the way its handled . We have seen anger, the way its handled . Have seen already, for example, talking about australia, from what i understand of this policy in the uk that they are going to introduce, it is very similar to australia, so in australia, we have seen the government, such as sri lanka, and how the Sri Lankan Government has been working with the australian government. I mean, in this context, if you look at it again, the refugees and Asylum Seekers become victims, you know, and they punish the refugees, so i think thatis punish the refugees, so i think that is very important that we look at this, that, in the end, that people who are punished are Asylum Seekers and refugees so of course thats why im very concerned. So of course thats why im ve concerned. ,. ,. , very concerned. Understandable. Behrouz boochani, very concerned. Understandable. Behrouz boochani, thank very concerned. Understandable. Behrouz boochani, Thank You behrouz boochani, Thank You very much forjoining us. What a story it s been for kerber. Between 2018, when she won the title here, and the start of these championships, she d only won one title. That was in hamburg On Grass last month. She s been looking absolutely fantastic, and she got past Karolina Muchova 6 2, 6 3. On the other side of the draw, aryna sabalenka s Breakthrough Moment continues, and that On Grass. This playful Elephant Yishuang enjoyed herself on a muddy hill slide. Hello there. We ve seen yet more rain across many parts of the country in the past 2a hours. And the reason it s been so wet, really, for so long is because of the position of the jet stream, that s the upper level winds. And as it S Diving to the south of the uk, with that sort of pattern, you end up with low pressure sitting close to the uk. And it s around that low pressure that we see these areas of cloud rotating, keeping some wet weather going into the night and into wednesday, as well. If we look at the story over the next few days, we find some sunshine, yes, but there s still the threat of some showers which may be heavy, as well. And certainly on tuesday, there was lots of rain at wimbledon. It looks a lot drier though for wednesday can t rule out 1 2 showers, mind you, and temperatures will be 20 21 celsius. We start the day pretty cloudy, actually, there may well be some further rain around. As It Brightens Up, we get some sunshine which triggers more showers, particularly across england and wales, and some of those could be heavy and thundery. May see a few showers breaking out across parts of scotland and Northern Ireland. A warmer day, though, than it was on tuesday for Eastern Scotland and the northeast of england. And for many parts of the country, temperatures are a little bit higher on wednesday. A few showers in the london area, those will tend to fade away during the evening, and it ll probably be dry at wembley for Kick Off with Ideal Temperatures for playing football. As we move into thursday, many places starting dry, some sunshine breaking through. Again, we ll see some showers developing too. These will be a little more hit and miss, but It Brightens Up in Eastern Scotland, we could get some heavy showers here. The rest of scotland and Northern Ireland looks more cloudy and not as warm, perhaps, but with the sunshine in england and wales, it should feel a bit warmer with Light Winds on thursday. We ve got slightly higher pressure to end the week the fly in the ointment is this little Weather Front here that keeps more cloud across Northern Ireland, eventually increasing the cloud across wales and the southwest, bringing some rain later on in the day. Ahead of it, some sunshine coming through, still the chance of some showers. These are most likely in Eastern Scotland and across the eastern side of england. But many places on friday will have a dry day. And those temperatures sitting at 22 23 celsius. Now i don t think those numbers will change a great deal into the weekend. There will still be some sunshine around, but we still have this threat of some showers and the greater risk of showers is likely to be on sunday. This is Bbc News. Iam I Am David Iam David eades.
