The Health Secretary Sajid Javid has announced that people, whove had both doses of a Covid Vaccine, will no longer have to self isolate if they come into contact with a positive case of the virus. The change which will come into force on 16th August, and will also apply to people under the age of 18 who are currently not eligible for vaccination. And in the last half hour, the Education Secretary Gavin williamson has announced an end to the � bubble� system in English Schools with no more Self Isolation for pupils who come into contact with positive cases. Heres what Mr Williamson had to say. Though keeping children inconsistent groups was essential to control the spread of the virus when our population was less vaccinated, we recognise that the system of bubbles and isolation is causing disruption to many childrens education. That is why we will be ending bubbles and transferring Contact Tracing to the nhs Test And Trace system for earlier settings, schools and colleges. Where there are outbreaks, schools and colleges may be contacted by nhs Test And Trace and they will also work with local Health Teams as they currently do now. We are also setting out new rules that mean that from the 16th Of August, children will only need to isolate if they have tested positive for covid 19. I am also pleased to be able to say that there will be no restrictions on in Person Teaching and learning in universities unless students are advised to isolate or are impacted by local outbreaks. Gavin williamson who i think is still speaking in the House Of Commons and we will continue to monitor his statement. Lets speak to General Secretary of The National Education Union shortly for his perspective. But as we heard, there have also been significant developments announced for the wider public with the news that from next month, people in England Whove had two jabs of a Covid Vaccine, Wont Need to isolate if they come into contact with someone who tests positive. Over 7 Million people in england have had a Call Or Notification like this, telling them to self isolate after being in contact with someone who tests positive for covid. Speaking in the House Of Commons, the Health Secretary said that is changing from the middle of next month. From the 16th Of August, when even more people will have the protection of both doses and when modelling suggests the risk from the virus will be even lower, anyone who is a close contact of a positive case will no longer have to self isolate if they have been fully vaccinated. Its just one of the major changes to life in england coming in 13 days time. Social distancing rules will be scrapped as well the guidance to work from home if possible. Masks in shops like this will become voluntary. I dont like wearing masks, I Like to see faces, half of the faces covered, not a way to lead your life, im afraid. Lets give it longer, yes, im bored with lockdown but hey, im still here. The decision to lift restrictions comes at a time when cases are rising sharply driven by the faster it spreading Delta Variant. The government says that could lead to as many as 100,000 infections a day this summer, the difference now though is that we have vaccines that work well. The latest weekly figures show those jabs driving excess deaths, shown here in red, back to the level we would expect in a normal year without covid. And a scientist, whose Advice Led to the first lockdown, expects the Hospital Admissions and deaths to stay far lower than in previous waves. Its a slight gamble, its a slight experiment at the moment, i think its justifiable and im reasonably optimistic, policy will have to remain flexible. If we end up in something close to the worst case scenario, we and other groups are looking at, which think is unlikely but cannot be ruled out, there may need to be a course for correction later. Others are worried legal restrictions are being lifted too quickly, laboursaying they want to open up the economy but some rules like mask wearing should continue in shops and on public transport. We want people to have their freedoms back but we dont want a high risk free for all. Remember the context that we are in. Infection rates sadly are rising again steeply. Hospitalisations are rising again. More people will die, sadly. The government is expected to confront the lifting of englands restrictions next week before going ahead onjuly the 19th. If you are looking at large numbers of cases like that, the government has felt like it is necessary and safe to reduce the requirements for people to isolate if they have come into contact with someone who has tested positive for coronavirus. The requirement will remain importantly for anybody who themselves have tested positive for covid 19 to isolate the ten days as they would do now. In recent weeks, businesses have been complaining that the app sends too many alerts, causing disruption as workers have to be sent home. So what will the future be for the app . Rory Cellan Jones has been Finding Out. The app will help us safely live our lives, protecting you and others. It had a difficult birth, but since last september, millions of us have used the nhs Test And Trace app to scan in when we visit a cafe or pub, and more importantly, to get alerts telling us when we may have been in contact with someone with covid 19. Something of the order of half A Million to 600,000 cases were averted as a result of using this app. So that has to be worth it. The Nhs Covid 19 app has been downloaded nearly 26 Million times, but we dont know how many people are still using it. More than A Million positive Test Results have been recorded in the app, and theyve triggered nearly two and a half million Contact Tracing alerts, sending people into isolation. You can see here how theres been a spike in those alerts, as cases have risen in the last few weeks. The fact that thousands of locations ask you to scan in to register a visit, has encouraged use of the app. But what happens when places like this are told they no longer need to get people to check in . It seems possible that many customers will simply decide to turn the app off, especially given the high number of alerts its sending out right now. With infections on the rise again, some businesses say the app is causing them real problems as staff are sent home. And amongst the public, there are mixed feelings about sticking with it. If i dont need it to get into restaurants and stuff, yeah, ill get rid of it for sure. As things are getting better, and i had my two jabs, and hopefully everyone else will have the second jab, i might not use it. I think its important that we can keep track of people that may be infected, and especially with new variants coming in as well. I think its really important. Parent company says it plans to invest £100 Million preparing the factory to build a new range of electric vans as well as Passenger Versions of the same models. We are offering at Ellesmere Port Plant Vauxhall and the british Automotive Industry a new era of all electric Vehicle Manufacturing and a sustainable future. The new investment is badly needed, the factory currently makes an old version of the Vauxhall Astra but it is outdated and because of the governments plan to outlaw the sale of new Petrol And Diesel cars by 2030, its replacement will be built elsewhere. So why vans . The increase in home deliveries, which has only grown during the pandemic, means things like this are selling very well at the moment but on top of that, increasing Emissions Regulations in towns and cities across europe means demand for this kind of vehicle is only going to grow and still in disbelief that is good business. And the company think that is good business. But this investment comes at a price. Bosses made it clear Uk Production would need support from the Uk Government. That support is thought to be worth tens of millions of pounds. Every country in the world that has advanced manufacturing, all their governments are having the kinds of conversations we are having, it is a competitive situation and we are absolutely prepared to help investment in the uk or britishjobs and for our economy. But experts say much more is needed if the Uk Industry is to remain competitive. The hard fact is whilst this is a really great start, we need much more investment like this in the Uk Car industry, if it to survive. And batteries and factories or what it is all about, the Car Industry will ultimately move to where the batteries are made. Nevertheless, with uncertainty over Trading Conditions after brexit now out of the way, automotive manufacturers are clearly happier to invest in the uk. Heidis legal team have raised over £100,000 to take on the government in this landmark test case. Three men who were part of a group that became known as the stockwell six have had their convictions for robbing a Police Officer, nearly 50 years ago, quashed by the court of appeal. The three were aged between 17 and 20 at the time of the trial in 1972, which was largely based on the evidence of a corrupt detective. Its hoped an initiative to encourage more diversity in the police could lead to 40 of new officer recruits next year being from ethnic minority backgrounds. I have been there myself where i would not necessarily have had the best view because of what we see. We only see one side of police and it is not necessarily always positive. I was lucky, i had a very close friend in the police who has been there from the start. Hes also british asian Like Me. He used to tell me this is why they do certain things and those conversations i used to have with him as an outsider before ijoined the police. Were there any particular areas of argument . The Health Secretary Sajid Javid has announced that people whove had both doses of a Covid Vaccine in england will no longer have to self isolate if they come into contact with a positive case of the virus. Also this afternoon, the Education Secretary Gavin williamson has announced an end to the � Bubble System in English Schools. Over 7 Million people in england have had a Call Or Notification like this, telling them to self isolate after being in contact with someone who tests positive for covid. Speaking in the House Of Commons, the Health Secretary said that is changing from the middle of next month. From the 16th Of August, when even more people will have the protection of both doses and when modelling suggests the risk from the virus will be even lower, anyone who is a close contact of a positive case will no longer have to self isolate if they have been fully vaccinated. Its just one of the major changes to life in england coming in 13 days time. Social distancing rules will be scrapped as well the guidance to work from home if possible. They would have been a moment that the sisters had realised that that stranger was about to approach them and there was absolutely nothing that they could do about it. As you mentioned there, Bibaa Henry was stabbed eight times, his sister, who had witnessed the attack and tried to defend herself, she was stabbed 28 times. Danyal hussein, 19 years old, has been found guilty here at the Old Bailey of murdering the Sisters Injune of last year. And what is happening in the court at the moment, i can tell you the reaction from Danyal Hussein as those guilty verdicts were read out in court, he crossed his arms as those verdicts were delivered, and then he began to shake his head and pull his hair back behind his head as the prosecutor spoke. They are now reading victim impact statements to the court now. The mother of the sisters has been describing her daughters, their interests, what they had done in their life. As the statement was read out, one of the jurors broke down in tears. A Court Clerk gave them a tissue. So, it was incredibly distressing scenes in the Old Bailey at the moment, as the victim impact statements were read out. In terms of the trial itself and how Daniel Hussain Danyal Hussein has behaved during the trial. The leader of the investigation said that he had absolutely no respect for anybody. He had no respect for the Court System. At one point, he turned his back to thejudge. System. At one point, he turned his back to the judge. He was seen looking at the family and laughing. The detective, the Detective Chief Inspector who led the investigation had described Danyal Hussein as a very, very dangerous man and an evil person. So, in court at the moment, they are reading those impact statements to the court and we should shortly after court has finished here at the Old Bailey, we are going to hear outside the court from the Detective Chief Inspector and we are going to have a statement from the mothers sister. Just to repeat that Breaking News here from the Old Bailey, Danyal Hussein, 19 years old, has been found guilty of murdering two sisters, Bibaa Henry and Nicole Smallman in a park in North London injune. Three men, who were part of a group that became known as the stockwell six, have had their convictions for robbing a Police Officer, nearly 50 years ago, quashed by the court of appeal. Paul green and cleveland davidson, pictured here outside the High Court, had their convictions overturned, as did courtney harriot. The three were aged between 17 and 20 at the time of the trial in 1972, which was largely based on the evidence of a corrupt detective. The Education Secretary Gavin williamson has set out plans to scrap bubbles in englands schools in the final stage of the easing of Covid Restrictions. Children will only have to isolate if they test positive. Kevin Courtney Isjoint General Secretary of The National Education Union gave his reaction to the news. We are a little surprised by its because what had been trailed to us previously was that bubbles would end and be replaced by daily contact testing. That isnt the announcement. Instead, they are saying, bubbles will end, isolation will end, Head Teachers no longer have to do Contact Tracing and instead nhs Contact Tracing will get a contact from a child, ask them who their close contacts are, we will then ask those children to go and get a Pcr Test. But that is not on a daily basis and the children could be in school until they get the Pcr Test and would only isolate if they were positive. That is a bit of a surprise. We were obviously, we All Of Us want to find a way of children not isolating in such large numbers. The increase this week from 375,000 last week to to 640,000 this week is astonishing. Schools are doing but they are asked to do by governments but cases are rising so fast because the Government Wouldnt Quarantine returners from india and they have let the Delta Variant go. In recent weeks, businesses have been complaining that the app sends too many alerts, causing disruption as workers have to be sent home. So what will the future be for the app . Rory Cellan Jones has been Finding Out. The app will help us safely live our lives, protecting you and others. It had a difficult birth, but since last september, millions of us have used the nhs Test And Trace app to scan in when we visit a cafe or pub, and more importantly, to get alerts telling us when we may have been in contact with someone with covid 19. Something of the order of half A Million to 600,000 cases were averted as a result of using this app. So that has to be worth it. The Nhs Covid 19 app has been downloaded nearly 26 Million times, but we dont know how many people are still using it. More than A Million positive Test Results have been recorded in the app, and theyve triggered nearly two and a half million Contact Tracing alerts, sending people into isolation. You can see here how theres been a spike in those alerts, as cases have risen in the last few weeks. The fact that thousands of locations ask you to scan in to register a visit, has encouraged use of the app. But what happens when places like this are told they no longer need to get people to check in . It seems possible that many customers will simply decide to turn the app off, especially given the high number of alerts its sending out right now. With infections on the rise again, some businesses say the app is causing them real problems as staff are sent home. And amongst the public, there are mixed feelings about sticking with it. If i dont need it to get into restaurants and stuff, yeah, ill get rid of it for sure. As things are getting better, and i had my two jabs, and hopefully everyone else will have the second jab, i might not use it. I think its important that we can keep track of people that may be infected, and especially with new variants coming in as well. I think its really important. Its hoped an initiative to encourage more diversity in the police could lead to 40 of new officer recruits next year being from ethnic minority backgrounds. Figures show 15. 6 of Police Officers are from black and ethnic minority backgrounds, 3. 6 black. The metropolitan police has ambitious aspirations going forward. The london metropolitan Police Force is the biggest in the country and it has been told that 40 of new recruits should be from black and ethnic minority backgrounds. This, it hopes, means it will better serve the communities in the capital. We need to understand that especially in our community as asians, and muslims, we struggle to understand how and where the police come from at times. I have been there myself where i would not necessarily have had the best view because of what we see. We only see one side of police and it is not necessarily always positive. I was lucky, i had a very close friend in the police who has been there from the start. Hes also british asian Like Me. He used to tell me this is why they do certain things and those conversations i used to have with him as an outsider before ijoined the police. Were there any particular areas of argument . For example, there may be a video where six officers try to restrain one person. On the outside, before ijoined the please, oh, my god, this is police brutality. This is that. However, once you get on the inside, you understand that the techniques they are using is to bring the person under control in the safest manner. It is thought policies like Stop And Search have not helped. The police hope their behind the Badge Campaign allows people to hear the experiences of ethnic minorities and helps foster trust in the force. A 19 year old man has been found guilty of murdering two sisters in a park in North London where theyd been celebrating a birthday. Danyal hussein repeatedly stabbed 46 year old Bibaa Henry, and Nicole Smallman who was 27 in the attack last year. His victims were chosen at random as he roamed the park in the early hours of the morning of the 6th june. The Old Bailey heard how hussein wanted to kill more women in a deal he thought hed done with a demon to win the lottery. Hell be sentenced in september, after psychiatric reports. On a Summer Evening with friends, they were celebrating Bibaas Birthday in the park. In the darkness, the sisters filmed themselves dancing with fairy lights, by now, all of theirfriends had left. He was armed with a knife because, in his Words, his intention was to sacrifice women. He is believed to have attacked bibaa first. He stabbed her eight times. In that statement, it said that to lose two of your three children on the same Night Isjust of your three children on the same night is just incomprehensible and some of Thejurors Night is just incomprehensible and some of the jurors were visibly upset. In terms of the reaction from Danyal Hussein himself in the dock or during the trial, there was a moment when he turned his back on the church. These are the Case Numbers for covid 19 in the last 24 hours. 20,773 people tested positive for covid 19 and in that same period, the deaths of 37 people were reported. The Health Secretary Sajid Javid has announced that people whove had both doses of a Covid Vaccine in england will no longer have to self isolate if they come into contact with a positive case of the virus. The change which will come into force on 16th August, will also apply to people under the age of 18 who are currently not eligible for vaccination. Also this afternoon, the Education Secretary Gavin williamson has announced an end to the � Bubble System in English Schools. Its just one of the major changes to life in england. In 13 days time, social distancing rules will be scrapped as well the guidance to work from home if possible. Yes, im bored with lockdown, but hey, im still here. The decision to lift restrictions comes at a time when cases are rising sharply, driven by the faster spreading Delta Variant. The latest weekly figures show those jabs driving excess deaths, shown here in red, back to the level we would expect in a normal year without covid. And a scientist, whose Advice Led to the first lockdown, expects the Hospital Admissions and deaths to stay far lower than in previous waves. Its a slight gamble, its a slight experiment at the moment. I think its justifiable and im reasonably optimistic, but policy will have to remain flexible. If we end up in something close to the worst case scenario, we and other groups are looking at, which i think is unlikely but cannot be ruled out, there may need to be a course for correction later. Others are worried legal restrictions are being lifted too quickly. Labour is saying they want to open up the economy but some rules like mask wearing should continue in shops and on public transport. We want people to have their freedoms back but we dont want a high risk free for all. Remember the context that we are in. Infection rates sadly are rising again steeply. Hospitalisations are rising again. More people will die, sadly. The government is expected to confirm the lifting of englands restrictions next week before going ahead onjuly the 19th. But it is as you say a shift in the governments approach, given the success of the Vaccine Roll outs, the fact that the majority of adults have double vaccinations and young adults are getting those vaccinations at an increased rate, ministers clearly feel that they are in a position to not only lift all legal restrictions in england on the 19th ofjuly but also make changes to the Test And Trace isolate programme, which you heard the details explained by Sajid Javid in the House Of Commons today. People will no longer have to use of isolate if they came in contact with them in with covid 19 provided that they have had both vaccine doses. We will see a change in the School System as well, so those bubbles or classes all year groups sent home when one child has symptoms or falls ill will not happen in the future. Taken together, this does mean that the government is taking a step to allow cases of coronavirus to rise to what could be in the Health Secretarys own Words, 100,000 cases per day over the course of the summer. Though keeping children in consistent groups was essential to control the spread of the virus when our population was less vaccinated, we recognise that the system of bubbles and isolation is causing disruption to many childrens education. Where there are outbreaks, schools and colleges may be contacted by nhs Test And Trace and they will also work with local Health Teams as they currently do now. We are also setting out new rules that mean that from the 16th Of August, children will only need to isolate if they have tested positive for covid 19. I am also pleased to be able to say that there will be no restrictions on in Person Teaching and learning in universities unless students are advised to isolate or are impacted by local outbreaks. Well, i think ministers are being consistent in saying that they would expect the infection is to rise. They have said that the Vaccination Programme is key because it is ended that link between infections and deaths but Gavin Williamson today has said its important to get schooling back to normal as soon as possible. The one thing that i think teachers and, particularly the unions, are keen to stress here is that there is a scientific basis that there is a scientific basis that they would like to know about, and of course, the 19th ofjuly is a fair time away, so we have this runaway train of absences which is increasing week on week. Draft legislation intended to tackle what ministers describe as a broken Asylum System is being introduced to parliament. The Home Office says the bill will help prevent people whove passed through a safe country claiming asylum in the uk. Until the pandemic broke last year, the number of people claiming asylum in the uk had doubled since 2010. If you look back over the last two decades, the number of applicants was still less than half what it was 20 years ago. And the figure, including dependents, is significantly lower than the numbers in germany, france, spain and greece. The pandemic also triggered a change in how people try to get to britain. The number crossing the channel on small boats rose sharply. It was 8500 last year. It is heading for an even greater number this year. What we see a lot of people coming to this country, who have family and friends connections here, they may be speak the language. Maybe there is a historical connection. We have to remember that most people dont come to this country once they have arrived in europe. Three times as many people end up in france, four times as many in germany, three times as many in spain but the few that do come here have got links and connections and i think that we would all understand that people want to create a new home for themselves rather than just simply getting out of a war zone. Though is your argument that this is a sneaky way of reducing the numbers of applicants because almost nobody gets to this country without coming through another country first . Absolutely. And there are no safe routes into this country, so we are calling for the government to establish systems of humanitarian visas, to increase routes a Family Reunion and to commit to a Resettlement Programme, a refugee Resettlement Programme, a refugee Resettlement Programme, a refugee Resettlement Programme of 10,000 people a year in order to meet our international obligations. Right now i was standing on the international stage is shrinking. We are not playing our role in helping people who are seeking Safety And Protection from human rights abuses and persecution.
