What it is. We willjust have to grin and bear it. Sometimes a little too much rain in a short space of time is no good thing. This dip in Thejett Scream has time is no good thing. This dip in the Jett Scream has swept along time is no good thing. This dip in Thejett Scream has swept along the the Jett Scream has swept along the country. The rain was quite heavy for some of us. And now the more persistent rain is a Cross Murk northern and eastern areas. It was also very windy in the south east, but Gale Force winds are transferring out into the North Sea just off of the thames estuary. Temperatures are disappointing. 15 where it is raining. Maybe nudging up where it is raining. Maybe nudging up to 19 celsius. This means showers are expected in london, for wimbledon, and we can expect more of the same for the football as well. Lets have a look at the forecast for this evening. Here is the low pressure just off the coast of scotland. A scattering of showers, not too many of them around overnight. Another cold night, 1a in the south. 12 or 13 for glasgow and aberdeen. The low pressure is still pretty close to us on wednesday. Its just off the course of scotland. Generally speaking, still driving our weather. Further showers around. I suspect tomorrow we will have a few more sunny spells, so it will feel it may be a little bit warmer, the winds may not be quite as strong in the south. 21 celsius. Not a bad day, it could be worse. Watch out for those downpours, there could be some cracks of thunder as well. Here it is. A few more showers around on thursday. Not too many of them around. Temperatures are 22 in them around. Temperatures are 22 in the south, a little bit more fresh for our friends the south, a little bit more fresh for ourfriends in the south, a little bit more fresh for our friends in the the south, a little bit more fresh for ourfriends in the hebrides. Towards the weekend, i Cant Guarantee dry weather. In fact, a Weather Front is scheduled to zip across the south in the morning on saturday, which means that the second half of the date should be better. Here is the outlook for the of the week. I would like to make a statement on the lifting of restrictions on the 19th ofjuly. The Prime Minister announces that step four camera moves weights of restrictions on daily life and after 16 months of sacrifice by those across society, we will return ever closer to normality. We have faced down together a historic public Health Emergency and that we all owe a great debt of gratitude to pupils, parents and teachers who have given up parents and teachers who have given up so much as we have taken action to save lives. I do however want to highlight to everyone that step four does not mean the end of the pandemic and some restrictions will be kept in place while we move towards more of a population being fully vaccinated. While the pandemic is not over, we are moving into a new phase of managing covid from strict rules and towards evermore greater personal responsibility. When i came to this place last week i again set out my priority to put the interests of children first. We know from our own Experience And Evidence that children are better off in classrooms with their friends and teachers. Millions of children and teachers. Millions of children and young people have been back in the classroom since the 8th of march, learning with their friends and teachers. This is hugely valuable for their well being, as well as for their education. I also make clear that i do not think it is acceptable that children should not face restrictions over and above those of wider society, especially as theyre given up so much to keep older generation safe during this pandemic. I was pleased to tell members across the house that key restrictions on Education And Childcare will come to an end as we move to step four. Though keeping children inconsistent groups was essential to control the spread of the virus when our population was less vaccinated, we recognise that the system of bottles and isolation is causing disruption to many Childrens Education, that is why we will be entering bubbles and transferring Contact Tracing to the Test And Trace system for early years settings, schools and colleges. Where there are outbreaks, schools and colleges may be contacted by nhs Test And Trace and they will also work with local Health Teams as they currently do now. We are also setting out new rules that mean far from the 16th of August Children will only need to isolate if they have tested positive for Covid 19. I am also pleased to be able to say there will be no restrictions on in Person Teaching and learning at universities unless students are advised to isolate or impacted by local outbreaks. From step four, are more proportionate set of controls will apply in early years schools, colleges and higher education institutions. These will maintain a baseline of protective measures and Education Settings, while maximising attendance and minimising disruption to children and young peoples education. In addition to entering bubbles, it will not be necessary to stagger Start And Finish times. Schools and colleges may of course continue with these measures until the end of the summer term, these measures until the end of the summerterm, if these measures until the end of the summer term, if they so wish. My right honourable friends, the Health Secretary, outlined earlier today that we can ease restrictions on rules of Self Isolation for close contacts of someone who has tested positive for Covid 19. In educating settings, all rules will stay in place until the end of this term, in line with isolation rooms for the rest of the population as more adults are vaccinated. Settings will continue to have Health Protection teams in case of an outbreak. In those cases some measures may need to be introduced again. From the 16th of august, those under the age of 18 will no longer be required to self isolate if they are contacted by nhs Test And Trace is a close contact of a positive Covid 19 case. This will balance the need to keep children safe, at the same time as a long time to get the education that they deserve and need. Instead, children will be able to contacted by Test And Trace, informed they have been in close contact with a positive case, and advised to take at pcr test. 18 year olds will be treated in the same way as children until four months after their 18th birthday, to allow them to have the opportunity to get fully vaccinated. Having listened to teachers and balancing the risks to health and education, to maximise attendance and minimise disruption to children and minimise disruption to children and young peoples education, some protective measures, including enhanced hygiene and ventilation, will remain in place for the autumn term. From step four, face coverings will no longer be advised for students, pupils, staff or visitors either in classroom or communal areas. Social distancing will no longer be necessary. As i mentioned earlier, testing programmes remain important as we move cautiously out of restrictions. With this in mind, secondary schools and colleges will be asked to provide two on site tests to their students at the start of term with regular Home Testing continuing until the end of september when this will be reviewed. It is vital that secondary schools and College Students continue to test for the last three weeks of this term and throughout september. Education settings still operating over the summer will continue to test twice a week with asymptomatic Test Kit still available to families over the summer break, as well. I also want to encourage all teachers, educational staff and eligible students to get their vaccines. It is incredibly important for all staff to get the second dose of the vaccine as soon as they are eligible so they secured the strongest possible protection against Covid 19. In line with wider changes to isolation from august the 16th, if in close contact with someone who has tested positive, fully vaccinated teachers will be able to remain in the classroom from the autumn term. My department has just set out more detail and published New Guidance for arrangements and Education Settings from step four, covering both the Summer Period and the following term when children will return to school. I want to take this opportunity to assure members, that Head Teachers and constituencies can contact the Department For Education if they have any questions about the New Guidance that we have published. Madam deputy speaker, no government would want to restrict Peoples Freedom in the way we have had to since the spread of Covid 19. We have prioritised education since the start of this pandemic. We made sure that schools and colleges were the last to close, but the first to open. We kept School And College places open to vulnerable pupils and those of Key Workers throughout the pandemic and procured millions of laptops and tablets for children to learn at home. None of this could have been achieved without the incredible work of our inspirational teachers and wider educational staff and i would like to thank the parents and students who have shown Patience And Flexibility over the last 18 months. I know that many colleagues will agree that today, as a nation, we prize the role of schools, colleges and universities more than ever before. With the ending of these restrictions, children and young people will be able to get back on with their education and lives while we continue to manage this pandemic. I commend the statement to the house. We now go to the Shadow Secretary of state, we now go to the Shadow Secretary of state, kate we now go to the Shadow Secretary of state, kate green. | we now go to the Shadow Secretary of state, kate green. State, kate green. I thank the secretary state, kate green. I thank the Secretary Of State, kate green. I thank the Secretary Of State state, kate green. I thank the Secretary Of State for state, kate green. I thank the Secretary Of State for his Secretary Of State for his statements and for advance out of it. I would also like to echo his tribute to the education staff, pupils and parents who have done so much over the past 15 months to keep children and young people learning. Just over an hour ago, the for education confirmed that whilst last week 623,000 pupils were not in School Because of coronavirus, and while 1171,000 School Because of coronavirus, and while 471,000 of those pupils are out of class because of a bubble collapsing, there were still over 150,000 who were not in the classroom with confirmed or suspected cases of coronavirus, or because of Potential Contact with the case outside the classroom. It is notjust bubbles that have driven people from the classroom, it is the Conservatives Negligence in letting the Delta Variant take hold at the same time when they did not give schools the necessary precautions. Schools are the best place for children and that is why we must do everything we can to keep them there safely. Many will be relieved to hear here that the chaotic policy is coming to an end, but the secretary of State Hasnt given us confidence that his alternative will keep more children in school without driving up children in school without driving up infections. His department has piloted using testing instead of the Bubble System but he didnt mention this in a statement. Can he tell us the results of those trials . Did it mean more hours in the classroom, more cases, and on that and unmanageable work look some leaders . He said bubbles will ends from stage four, that there wont be any on Site Testing until september, so what support are putting in place to keep pupils in the classroom for the remainder of this term . He said bubbles need to end in order to support summer schools. Bubbles need to end in order to support summerschools. Can bubbles need to end in order to support summer schools. Can he confirm that they will have mitigations and place in addition to testing so that children can learn and notjust isolate over the summer . Separate to summer school, his department has promised a holiday activities programme. What measures will be put in place to make sure this programme can run so children dont miss out on the opportunities it offers . The secretary of State Spoke of a baseline of protective measures for schools in september, can he talk about more about what they are . He talked about better ventilation. Well schools received support from his department to put this in place . On masks, can you explain to me why 0n masks, can you explain to me why mass were required in schools in march and april, but are not required now with the cases are much higher . Any publish their scientific evidence . If you cant do that, will he be considerate . We know that the Vaccination Programme is delivered by the nhs remains a route out of the pandemic, but we still dont know if it will be available to children. When does he expect to receive this advice, and when will he make it public . If it is advised that older children gets vaccinated, can he guarantee that that process will be put in place before september . As we look ahead to the new academic year, can He Gallant guarantee that schools, staff and pupils will know his plans for assessments next year by the 1st Of September at the latest . The Secretary Of State mentioned on Site Testing and colleges, but what other measures will be in place . Have they been supported to implement better ventilation, for example . Im sure students will welcome the return of in Person Teaching and learning in higher education, because the Secretary Of State say what protective measures will be put in place in the settings and what steps will be taken to support the return and save learning of international students . I want nothing more than our children to be in Class Learning and spending time with their friends and spending time with their friends and their teachers and it is right for their learning that we move away from the chaotic Bubble System, but we cant simply wish away the real challenges of the pandemic. Todays state and offers no clarity on how the government. Infection spiralling. The conservativess inadequate testing routine, the lack of action on ventilation has put our Childrens Education at risk. This must not continue. The honourable lady touched must not continue. The honourable lady touched on must not continue. The honourable lady touched on a must not continue. The honourable lady touched on a number must not continue. The honourable lady touched on a number of must not continue. The honourable | lady touched on a number of areas. In terms of universities, we are always supporting universities. In terms of international students, we wants to support them to get back into face to face learning. We want to get students back to the lecture theatre. The honourable lady does seem to have missed the biggest points, the biggest thing that has actually changed over the past few months. I do appreciate that the honourable lady is probably wedded to the European Union Vaccine Programme and she probably feels a sense of disappointment that this country decided to go out on its own and procure our vaccines, but the biggest differences in this country we have seen over 80 Million vaccines already delivered in to peoples arms, giving them more protection and so much more protection and so much more Protection Today than we had back in march and april of this year, as this incredibly successful programme that has been led by the Prime Minister has had a real impact in terms of saving lives, keeping Hospitalisation Down and ensuring that we can take these important steps back to normality and both aduu steps back to normality and both adult and most importantly children, can get back on with their lives. I strongly welcome this Government Announcement Today and i thank my right honourable friend. We need to keep our children in school not out of it. We know that in secondary schools, covert related absence was 10. 4 , up from 6. 3 on the 24th Of June and other analysis suggested on an average year ten pupils due to Sit Gcses next summer have missed one in four days of face to Face Teaching this year. What assessment has the government made of the impact of children on children not at School Exam here about remedial action are they going to take to ensure there is a Level Playing Field for these children who have been so much school that they have been so much school that they have a Level Playing Field for next years exams . He have a Level Playing Field for next years exams . Years exams . He raises a very important years exams . He raises a very important issue. Years exams . He raises a very important issue. This years exams . He raises a very important issue. This is years exams . He raises a very important issue. This is something thatis important issue. This is something that is of concern to teachers, parents, but most of all pupils who will be looking towards 2022 and Assessment And Awarding upgrades. It is our intention to move back to an exam system, but we do recognise that we need to ensure that there are mitigations that are put in place for pupils who will be taking that assessment and the next academic year. We will be looking at sharing more information as to what those litigations are before the summer and we will obviously update his committee and the house accordingly. We will leave that statement for now, being asked lots of questions about his announcements. Im pretty sure that is still running on our Sister Channel Bbc parliament, so to switch over if you want to continue watching that. Particularly for parents and teachers, there is a lot of interest there and what Gavin Williamson has been saying, so lets get some analysis. Lets speak to our education correspondent, sean dilley. We know there has been not inconsiderable chaos with the babbling system, people being painted. Explain for all those parents out there what has Gavin Williamson said . Parents out there what has Gavin Williamson said . There is a National Siuh of williamson said . There is a national sigh of Relief Williamson said . There is a national sigh of relief as williamson said . There is a national sigh of relief as far williamson said . There is a national sigh of relief as far as williamson said . There is a national sigh of relief as far as England Williamson said . There is a national sigh of relief as far as england is sigh of relief as far as england is concerned notjust for parents, but for guardians. Until now, what has been happening is that children have been happening is that children have been kept in what Gavin Williamson has described as consistent groupings, orwe might has described as consistent groupings, or we might know them as bubbles. He said it was necessary as fewer adults were vaccinated, but praising the progress of the Vaccination Programme. We are saying thatis Vaccination Programme. We are saying that is no longer going to be necessary. The Health Secretary said that from the 16th of August Anybody under the age of 18 will not have to self isolate. This one will be important for teachers. It is not just a question of school pupils. For teachers, any adult who is double vaccinated would not have to self isolate unless they themselves had a confirmed case, in which case you do have to self isolate. I alluded to the disruption, but this is children who have been missing out on education. We all know what they have been through in the past year and a half. Is this the government said we have got to think about education, have some consistent education for children who have missed out on so much already . Who have missed out on so much alread . , who have missed out on so much alread . ,. , already . Yes, consistency of message has been rather already . Yes, consistency of message has been rather interesting, already . Yes, consistency of message has been rather interesting, hasnt has been rather interesting, hasnt it . We have been looking at the difference in dates. The Prime Minister is calling for the people not to go demob happy, although they themselves are calling it freedom day. Gavin williamson has said that we have faced out together at a public Health Emergency, so big words from we understand, can we just imagine as adults the idea of being in school, but the amount of impact that has on your education as you go to exams. There will be a lot of worry out there. Of worry out there. There will be more on this of worry out there. There will be more on this after of worry out there. There will be more on this after two of worry out there. There will be more on this after two oclock. L of worry out there. There will be | more on this after two oclock. It has been an hour of big announcements from westminster about coronavirus. We have also heard in the last hour and a half from the Health Secretary. He has been giving an explanation as to why it is appropriate and possible now to undo some of the restrictions that the country has been facing. The reason we can now country has been facing. The reason we can now do country has been facing. The reason we can now do this country has been facing. The reason we can now do this is country has been facing. The reason we can now do this is because country has been facing. The reason we can now do this is because of. Country has been facing. The reason| we can now do this is because of the huge wall of defence that has been built by the vaccines. We have the most successful Vaccine Roll out programme in the world. We are seeing increasing evidence of the link between Case Numbers and Hospitalisation And Death severely weakening. Because of that, we can now afford to make these changes and start to find a way to live with Covid 19. Just to be clear, No One is pretending the pandemic is gone, it is still very much there. Case numbers are high. They are going to get higher. It is numbers are high. They are going to net hither. ,. Numbers are high. They are going to net hither. , numbers are high. They are going to net hither. ,. , numbers are high. They are going to et hiher. ,. ,. , get higher. It is a Big Day for announcements get higher. It is a Big Day for announcements and get higher. It is a Big Day for announcements and we get higher. It is a Big Day for announcements and we willl get higher. It is a Big Day for announcements and we will have get higher. It is a Big Day for announcements and we will have much more analysis of it all after two oclock. The prime Ministers Announcement that he hopes to lift almost all of englands Restrictions Onjuly19th will have a big impact on the hospitality industry. Our Business Correspndent Nina Warhurst has been speaking to one Bar Owner in liverpool about the changes ahead. So this is set to represent a huge shift for hospitality because bars and pubs like this one have been open but not in the truest sense in terms of making people feel relaxed and comfortable and like they are being served at home. And thats one of the changes that is going to happen. So, in a couple of weeks time, there will be unlimited numbers coming through the door to the capacity of the venue, of course. And youll be able to do this, come to the bar, order a drink, stay here for as long as you want with whoever you want. You wont have to wait at a table to be served, and also on arrival you wont have to leave your details, either through the app, the Qr Code or on Pen And Paper so that they can track you afterwards if needs be. And also, you will not have to wear a mask when you are travelling between tables or to the toilet, which will represent a huge change for us as customers but also for people who run venues like this. Like ian. Good to see you. Hiya, good morning. So just talk me through how expensive its been bringing in the extra staff for a Table Service with reduced revenue because of limited numbers. Absolutely. We opened this venue four or five weeks ago, so we were right in the middle of restrictions. Its been incredibly, incredibly hard. There is a Staffing Crisis at the moment. Literally on a Day By Day Basis people are getting pinged with Track And Trace and things like that as well, so to have a huge, huge workforce here managing sections that ordinarily people would have been sat there, coming to the bar, as you are now. So it is going to represent a massive, massive shift in how we are going to do things here, actually. So i think for me as a business owner, the financial aspect is going to be a massive change because at the moment we probably have double the workforce that we need for what would we would normally have for bar service. Double the workforce and half the number of people through the doors. Absolutely, yeah. Still some variables, though. You are right in the middle of the Business District here and we dont know, do we, how many people will be returning to the office full time. Yeah, i think that was a really exciting part of what was announced yesterday, was the fact that people were encouraged to go back to work. For us, being in the middle of the Business District, we rely upon office footfall, people coming in in the morning, grabbing a coffee, a danish, etc, etc. People on lunches and things like that, and after work drinks. Its massive for us. And it has been a real struggle within the first month of having so little footfall from the offices. And finally, i would imagine your staff will be relieved at having to not enforce those measures, like the tracer details, like the mask wearing, it cannot be fun and it does not necessarily lend itself to a relaxed environment, does it . No, we have done our best to kind of warm things up at the door, to not make it feel like you are just hitting them with A Thousand questions and stuff like that. But it has been hard, and it has been hard when people are resistant to those things as well. Weve got a couple of different entrances so you are constantly manning doors, people slipped in. Weve got offices above us and obviously they treated as a kind of home from home, so to then enforce these things as people are coming through the doors, it does create tension and it isnt conducive with a hospitality environment, really. But fingers crossed. Hopefully the end is in sight, isnt it . A couple of warnings, though. Uk hospitality saying there is still a long road ahead. Lots of businesses will enter this new chapter in a lot of debt. And the british Chamber Of Commerce also warning that for some businesses, not necessarily knowing whether people have to isolate, whether tourists will be allowed in, will mean that their revenue will be hugely limited. Just a thought to leave you on, though. Have a look up there. Its always better when we are together. And thats what most people who work in hospitality will tell you. And hopefully were not far away from that happening. Now its time for a look at the weather with tomasz shafernaker. Well, it certainly feels like summer is on hold. Further showers expected through the rest of today and into tomorrow and the reason for it is this low pressure which swept across the country earlier on today. It brought some really quite heavy rain and some strong winds to southern areas. The second half of the day, the more persistent rain is around Eastern Scotland and the North East of england. Elsewhere, it is a mixture of areas of cloud and the showers come and go, too. That will continue into the evening hours and overnight. It will not be a cold night, a project in the south around 13 or 14 degrees. Not far off that in scotland, as well. Tomorrow, well call it a day of sunny spells and showers. Some of the showers could be heavy almost anywhere, there could be cracks of thunder, but i think most of the time the weather should be dry. Feeling a little bit warmer, too. This is bbc news. Im shaun ley. The headlines at 2pm. New guidance for the Double Jabbed from the sixteenth of august as the government continues to relax covid restrictions. Anyone who is a close contact of a positive case will no longer have the self isolate if they have been fully vaccinated. Being Double Jabbed means you are still a risk to others, and yet, he is releasing controls on transmissions, at a time where infections are rising, and then, hospitalisation will rise as well. The end of Self Isolation for pupils who come into contact with positive cases in english schools. The Education Secretary says the Bubble System causes too much disruption.
