Scotland currently has the highest rate of covid cases in europe, according to the World Health Organisation. The Scottish Government is hoping to ease all restrictions on the 9th august, but they may end up keeping some basic measures. As the nhs marks its 73rd birthday, the queen has awarded the nhs the George Cross for bravery for its work during the pandemic. All eyes on british Tennis Star Emma raducanu she takes to Court One at wimbledon. Good evening. This evening, the Prime Minister has set out how he sees life in england afterJuly The 19th though the final Decision Wont be taken until next week. Many of the current restrictions in place since the start of the pandemic would come to an end. Borisjohnson said that he wants to move away from legally enforced restrictions in favour of people making their own informed decisions. So, in england Social Distancing, which has dominated life for over a year, would finally come to an end. People would no longer be legally required to wear Face Coverings but it would still be advised in hospitals, . Healthcare settings and in enclosed Public Spaces such as Public Transport. Limits on socialising would be lifted bringing an to end to the rule of six or two households indoors. And the advice to work from home would end and employers could start to plan a return to the workplace. The governments in scotland, wales and Northern Ireland will set out their own timetables for Lifting Restrictions later this month. Heres our deputy political editor, vicki young. All around us signs of life interrupted by a pandemic. Instructions about where we can go, who we can see even in our own home and how far apart we must stand, but in two weeks things could change. Covid has not gone but most restrictions in england are likely to disappear. Restaurants and pubs can open normally and theatres and cinemas can fill every seat. The Prime Minister put the emphasis on personal responsibility instead of government orders. I want to stress from the outset that this pandemic is far from over and we must reconcile ourselves sadly to more deaths from covid. Theres only one reason why we can contemplate going ahead to step four in circumstances where we would normally be locking down further and that is because of the continuing effectiveness of the Vaccine Rollout. And in bristol people are starting to contemplate life with fewer rules. Personally i think better safe than sorry but just like every normal person i welcome the change. It is the wrong decision because cases are going up. At least give it a go and then if anything gets worse you can always go back. I think we just have to live with it. You cannot keep living your life being told what to do. People are now afraid even to go out. For some the facemask has become a hated symbol of intrusive government. It will still be recommended in hospitals and closed Public Spaces but the legal requirement to wear a Face Covering will go. Unions say that could put workers at risk. The days of hundreds of pages of rules and regulations to follow will soon be gone and instead the government is asking us to use a Common Sense and make personal decisions about how we stay safe. It is a shift in approach but comes at a time when cases are rising. The Prime Minister has been marking the nhs s birthday, and making sure hospitals can cope has been at the heart of his strategy. Can you tell us how bad you expect it to get . Obviously we have to be cautious and we will continue to look at all the data as we progress. If we do not go ahead now when the Summer Fire Break is coming up and the School Holidays and all the advantages that should give us in fighting the virus, then the question is when would be go ahead. What the modelling would imply is we will reach that peak before we get to the point where we have the kind of pressures that we saw in january for example this year. Labour says some will need more support. To throw off all protections at the same time when the Infection Rate is still going up is reckless. We need a balanced approach and need to keep key protections in place including masks, ventilation and crucially on something weve asked for during the pandemic, proper payment for those who need to self isolate. Later in the week we will find out about Government Plans for foreign travel and when we come into a positive case what will happen. In schools entire Class Bubbles will not be sent home. We have lived under restrictions that we could not have imagined, and Today Borisjohnson signalled it is time to get back to normal. Vicki young, Bbc News. The latest official figures show that in the past 2a Hours Nince deaths were reported and 27,334 new infections were recorded across the uk. Theres been an average of 25,410 new cases per Day In the uk last week. More than 77,000 people received a first dose of the vaccine in the latest 24 hour period. This means nearly 45. 5 million people have now had theirfirstjab 86. 1 of uk adults. Over 111,000 people have had their second dose of the vaccine in the latest 2a hour period. And more than 33. 7 million people have now had both doses, thats 64 of uk adults. The Prime Minister warned there could be 50,000 they are doing an incrediblejob. Chris whitty says if we waited until autumn to open up, we might simply shift the number of people going into hospital and dying to a later date but not actually save any extra people from being hospitalised and he supported the argument that opening up now when we have the firebreak of School Holidays was better than doing it in the autumn when we will face the new Flu Season but he warned this winter may be very tricky because of a resurgence of Flu Plus Covid 19. Borisjohnson says this is not The End of the pandemic and he urged people not to get demob happy, this is not The End of dealing with this virus. Of dealing with this virus. Sir Keir Starmer is of dealing with this virus. Sir Keir Starmer is not of dealing with this virus. Sir Keir Starmer is not happy of dealing with this virus. Sir Keir Starmer is not happy with of dealing with this virus. Sir Keir Starmer is not happy with The Starmer is not happy with the complete lifting of restrictions as announced by borisjohnson but to what extent do you think the Prime Minister has made this announcement because he is under pressure not only from his own backbenchers but also from Business Leaders . I only from his own backbenchers but also from Business Leaders . Also from Business Leaders . I think this is clearly also from Business Leaders . I think this is clearly a also from Business Leaders . I think this is clearly a political also from Business Leaders . I think this is clearly a political decision i this is clearly a political decision and in some ways, a controversial one because exactly as you say, you have that backdrop of rising cases. You have the two Chief Scientific Officer and Medical Officer besides borisjohnson as he made the announcement. The Chief Scientific Officer said we are in the third wave and his words were, you need to behave accordingly and reduce transmission and spread, yet we are going ahead if the decision comes next week, with all of this opening up next week, with all of this opening Up Injust a week next week, with all of this opening up in just a week later. Next week, with all of this opening Up Injust a week later. The medical evidence that was presented shows the Doubling Rate means we are 25, 20 7,000 cases today, that could be 54,000 next week. That is as high as in the second wave, so why and as you say, the government, there is a sense that they have been building up sense that they have been building up expectations. This relaxation has already been delayed a month and as borisjohnson said, if not now, when . That is a judgment for which there was some scientific Back Up, that if you do it now, it is actually in some ways preventing problems or get it out of the way before the Winter Period when it could be worse to try and open about that point. It is a very difficult balance and clearly one i think the Prime List feels he once to relax. He wants to restrict all of those remaining legal limits on peoples social contact so all businesses can open, indoor businesses, big sports events, it will be a big change if it goes ahead. It is a political judgment with some risk attached. Lets take a brief look at the status of Covid Restrictions Scotland currently has the highest covid rates in europe, according to the World Health Organisation . And is expected to loosen some restrictions on the 19th Ofjuly. Ministers in edinburgh hope the last major legal limits . Including Social Distancing can be removed on the ninth of august but . No decision has yet been taken on whether masks will still be required on Public Transport and in shops. In wales, the government will review the restrictions and outline any further lifting next week. The Countrys Health Minister said today that wales was going to have to learn to live with coronavirus, and they were weighing up the risks of Catching Covid against Lockdown Effects on Mental Health and the economy. And some restrictions are being eased in northern Ireland Today with the return of live music and an increase in the number of households able to gather in a private garden. Its understood further relaxations will be discussed by the executive this week. We can speak now to the Face Covering expert, Dr Ben Killingley from ucl, who s a member of nervtag the Emergency Group that offers the Government Advice on the Virus Threat of covid 19. Is the prime Minister Right to make this announcement . It is is the prime Minister Right to make this announcement . This announcement . It is a very difficult decision. This announcement . It is a very difficult decision. On this announcement . It is a very difficult decision. On the this announcement . It is a very difficult decision. On the one i this announcement . It is a very i difficult decision. On the one hand difficult decision. 0n the one hand we have the Vaccine Roll out that has done great work to reduce Infection Rates and reduce transmission and that does mean that the need for wearing a facemask might reduce because the vaccine does some of the work for us. But at the same time of course, Infection Rates are rising so it does seem a bit uncomfortable to be removing those restrictions when cases are increasing. He those restrictions when cases are increasing those restrictions when cases are increasin. , increasing. He said there could be 50,000 increasing. He said there could be 50. 000 cases increasing. He said there could be 50. 000 cases a increasing. He said there could be 50,000 cases a Day Increasing. He said there could be 50,000 cases a day by increasing. It| 50,000 cases a day byjuly19. It would be a much less contentious decision if we had control of the virus. At the moment, the government has some confidence to say the Death Rate has not risen yet. But of course it is often that the Death Rate will rise to or three weeks after we see the rise in infections. So i think it would look a poor decision if restrictions were lifted particularly around facemasks for example in the Death Rate was to rise significantly. I think there would be questions asked at that point. Would be questions asked at that oint. . , ~ , would be questions asked at that oint, . , ~ , point. But that is unlikely isnt it because from point. But that is unlikely isnt it because from what point. But that is unlikely isnt it because from what we point. But that is unlikely isnt it because from what we can point. But that is unlikely isnt it l because from what we can gather, people in hospital are being treated for a less lengthy periods and they were several months ago, the outcomes are better and the treatments are much better. That is why we are seeing a much lower Death Rate. ,. ,. , why we are seeing a much lower Death Rate. ,. , rate. That is the hope and perhaps sliuhtl rate. That is the hope and perhaps slightly younger rate. That is the hope and perhaps slightly younger people are rate. That is the hope and perhaps| slightly younger people are getting infected at the moment and they are ones less likely to get into the hospital so the government could come out of this and say, we got away with it. I am just cautious, as lots of scientists are, because we knew this virus can do things that we dont want it to do. It is taking a little bit of a chance and that is my reservation. The a little bit of a chance and that is my reservation. A little bit of a chance and that is my reservation. The Prime Minister is Sa In my reservation. The Prime Minister is saying because my reservation. The Prime Minister is saying because of my reservation. The Prime Minister is saying because of the my reservation. The Prime Minister is saying because of the summer. My reservation. The Prime Minister. Is saying because of the summer and the School Holidays, if not now, then when . He was pretty much saying then when . He was pretty much saying the perfect opportunity to lift restrictions. I the perfect opportunity to lift restrictions. Restrictions. I think it is very difficult because restrictions. I think it is very difficult because just restrictions. I think it is very difficult because just as restrictions. I think it is very difficult because just as we | restrictions. I think it is very difficult because just as we were about to lift the restrictions, the third wave and the Delta Virus came along. It isjust third wave and the Delta Virus came along. It is just really poor timing in that sense. Clearly facemasks will still be needed. The government are saying obviously that they are putting some personal responsible it on to people to do that and clearly, still in indoor spaces, particularly when you are around people you dont know for more than if your minutes, so Public Transport would be one of those situations, i definitely would be wearing a facemask then. For anybody not vaccinated wearing a facemask, as you do now, i think would be essential because it is a vaccination that can reduce transmission and that takes away the User Facemasks so anyone not vaccinated for whatever reason that might be, they would be a group particularly to continue wearing facemasks. We particularly to continue wearing facemasks particularly to continue wearing facemasks. ~. ,. , ~ , facemasks. We have seen Shop Workers in articular facemasks. We have seen Shop Workers in particular very facemasks. We have seen Shop Workers in particular very anxious facemasks. We have seen Shop Workers in particular very anxious about in particular very anxious about people not wearing facemasks and saying, if you are a customer and come into the shop for ten minutes, but if you are a shop worker, in there day, everyday, and it is a different level of risk. Absolutely, i have different level of risk. Absolutely, i have sympathy different level of risk. Absolutely, i have sympathy with different level of risk. Absolutely, i have sympathy with that. Different level of risk. Absolutely, i have sympathy with that. If different level of risk. Absolutely, i have sympathy with that. If i different level of risk. Absolutely, | i have sympathy with that. If i was going into a shop, because i am not going into a shop, because i am not going to be in there too long and any chances of meeting other people are brief and fleeting, so i dont feel the need to wear a mask in a situation and it is very much anyone in a public facing role as things open up will have to continue to wear a mask. It is true that a mask does two things. It helps protect you if you are wearing it but of course it also stops respiratory droplets coming out from people who are wearing them on the other side. So i can understand some of the reservations those people facing Workers Have. In reservations those people facing Workers Have. Reservations those people facing Workers Have. ,. , Workers Have. In The End though, and i hear Workers Have. In The End though, and i hear What Workers have. In The End though, and i hear what you Workers Have. In The End though, and i hear what you are Workers Have. In The End though, and i hear what you are saying i hear what you are saying about your reservations, but as we heard from our little correspondence, this was a political Decision And Boris johnson has libertarian instincts, he is under pressure from businesses, leader of the economy but his own backbenchers and there is a feeling, isnt there, that we do have to learn to live with this sooner or later, we cannot keep these restrictions forever . I do understand these restrictions forever . I do understand that these restrictions forever . I if understand that and i understand that this has been going on for ages and we want to try to get back to normal. It isjust and we want to try to get back to normal. It is just that at the present time, with the numbers of infections going up the way they are, itjust feels an uncomfortable decision which many scientists i think are a little bit reluctant to take. If we get away with it, that is great, but if it doesnt work, and we see a rise in the Death Rates particularly, because that would be The Real Thing that we will be looking for, then this would be a bad decision. I guess it is, i appreciate the challenges but it is just where we are at the moment. Thank you very much forjoining us. He told me just how much a return to offices meant to him. Very important, because otherwise we cannot survive. We can only go so much. We have got to get people back into work, all the offices are empty, and getting people back to work, everything changes, the attitude changes, we get busy, the whole country gets back on their feet. Ditching Social Distancing indoors was also music to the ears of owners of bars, clubs and restaurants who have been hardest hit by outright Closure Or Capacity constraints. July the 19th is absolutely mission critical. It marks The End of 16 months of trading below profit, of trading at a loss and it is the first point at which we can look towards the future and start to rebuild an industry that is a third the size it was when we went into this pandemic. Obviously not everyone works in cities, but millions of people do and with the government rules essentially out and personal choice back in, where will people stand on getting on Public Transport without masks and without Social Distancing . And with the working from home where possible guidance changing, there are going to be some interesting conversations between employers and employees that could potentially lead to confusion or even conflict. Unions said binning mandatory mask wearing on Public Transport is grossly negligent and the Prime Minister said this was one area where they should, but not must, be worn. Outside the tube station, opinions were mixed. If we take the proper precautions to protect ourselves, i think not wearing a mask is not really essential any more. I prefer to wear masks until everybody over the age of 18 has had bothjabs and in Public Transport situations, im going to continue to wear a mask. Businesses will welcome these announcements, but ultimately, public confidence will decide whetherJuly The 19th will be a Turning Point for the economy. Simon jack, Bbc News. Several uk airlines, including ryanair, Easyjet And Jet2 have said that despite Todays Announcement, all passengers will still be required to wear facemasks. The airlines say its to protect the health of passengers and crew, and will be mandatory regardless of the where the flight is to and from. They will continue to be guided by In House medical advisers and industry regulators. As youve already heard, The End of Social Distancing in pubs and restaurants in england, along with needing to use a Qr Code to check in, means a return to drinking at the bar without the requirement for Table Service. The Hospitality Industry has been hit hard by the pandemic and has welcomed Todays Announcement, though some staff are worried about working in a crowded environment without face masks. Our north of England Correspondent Danny savage reports. Another busy lunchtime at the Bull Inn in north yorkshire. Staff are wearing facemasks, customers have to register, it is Table Service only, and all at a safe social distance. But in two weeks time, all those restrictions go. A bit scared, really. Commercially fantastic, lets just go back to normal. Gill runs the pub, but does she trust the public to act responsibly . There is a big section of the community, particularly when they get a few pints down them, who dont take that much responsibility for themselves or others. And i dont want to damn people, but its a fact. I have witnessed that. Lifting restrictions will potentially see Demand Soar in hospitality at a time when it is already struggling to cope. This summer will see most of us holidaying in the uk, hopefully in weather like this. But the Pinch Point will be the School Summer holidays, which have already started in some places. What hospitality are saying is that we as customers have to be more flexible due to high Demand And Staff shortages. Just wondering about saturday, whether you will be available for work at all. In liverpool, ian runs two businesses. And is frustrated by the situation. Hospitality runs on people. It runs on service. When you havent got those people, whether it be in the kitchen, front of house, back of house, cleaners, doormen, djs, whatever, we cannot run our business, and it feels like at the Moment Weve got a bit of a sticking plaster over a huge, huge problem. At the Wardrobe Bar in leeds today, Manager Ryan discussed the changes with his staff. No Qr Codes, no social distance, no masks around at work, how would you feel . What should we be doing . Quite excited not to wear a mask in this weather. He feels fairly comfortable with the plan. I mean, the easing of restrictions is great. It quadruples the numbers that we can get in, in the bar and the Music Venue as well, so by that perspective yeah, its fantastic. Downstairs, this venue is currently allowed 70 customers. Soon, 450 will be allowed back in. Professional Guitarist Jake can finally see some hope arriving. I would say about 90 of my income was live performance and live sessions. And due to theatres and venues being closed for that long, its just not been able to go ahead at all. So it would mean a lot. Many people in hospitality will still wear facemasks, they feel safer doing so. But will customers match them . Danny savage, Bbc News. Lets discuss Todays Announcement in more detail with kate nicholls, chief executive of hospitality uk. Im alsojoined by peter marks, chief executive of rekom uk, the biggest Nightclub And Bar operator in the uk with 42 venues. And we can also speak to paddy lillis, general secretary of the Shop Workers union usdaw. Lets start with you, paddy, in terms of facemasks, i think your union has some real concerns about what the Prime Minister was saying about effectively it will be up to us, it will not be the law that you must wear facemasks, it is up to you whether you think you ought to. A lot of Shop Workers are pretty worried about that. We lot of Shop Workers are pretty worried about that. Lot of Shop Workers are pretty worried about that. We are clearly worried about that. We are clearly worried about it, to put it in this l worried about it, to put it in this way will only confuse the situation more. This is too much too soon, lifting all these restrictions. It certainly was not have taken much to have kept the facemasks and a bit of Social Distancing. We have worked hard over the last couple of months to protect our communities and to throw it all away now in the last couple of weeks i think is quite foolish. This was an easy win to keep the Face Coverings and retail Workers Have no choice, they will have to go to Work And Staff are starting to tell customers to masks without confrontation. Without confrontation. Kate, your industry has without confrontation. Kate, your industry has really without confrontation. Kate, your industry has really been without confrontation. Explosives have been used to demolish the remains of an Apartment Block near miami that partially collapsed eleven days ago. 2a people are known to have died and more than 120 others are still unaccounted for. Aru na iyengar reports. The remaining section of Champlain Towers south complex comes crashing down. Demolition experts drilled small explosive charges into columns to bring the remaining unstable structure down in a controlled explosion. Neighbours were advised to stay indoors and close their windows until two hours after the explosion. But some came to pray for those still missing. Drones with Thermal Imaging were used to make sure there were no people or pets still inside the building. The approaching tropical storm elsa, which has hit cuba with winds of up to 65 mph, brought forward discussions about when to demolish the remaining building. Its eliminated a looming threat, a dangerous threat for our rescue workers. It will potentially open up probably a third of the pile so we can all, you know, so the teams can focus not just on two thirds of the pile but on the whole thing. Crews are now hoping to be able to get into the Apartment Blocks Underground Garage and get a clearer picture of any air holes that may exist in the rubble. But no survivors have been pulled out alive from the site in surfside since the first few hours after the structures collapse. Thats 11 days ago. What caused the Ao Year old building to collapse is still unclear, but a 2018 inspection warned of major flaws in the original design. Aruna iyengar, Bbc News. That is the latest on a german Travel Restrictions being eased. The rspca has received almost 100,000 reports of Cruelty To Animals across the uk over the last five years, withjuly often being the busiest month for investigating cases. As officers prepare for another demanding summer, its launched a new campaign to promote animal welfare. Luxmy gopal reports now from north yorkshire. Good boy. Cuddles, treats and playtime, everything mans best friend deserves. But a year ago, Maxs Life was very different. We received a report from somebody that had overheard Someone Bragging they had just beaten up their dog. So they made the call to us and we attended the address with the police. Hello, can you open the door, please, sir, its the police . Thats when we found max, terrified, covered in blood and badly injured. Theres a lot of blood here, sir. 0n the floor. Do you know what thats from . Evidence at the scene suggested max had been beaten with a metal colander. He was rescued and cared for at the Rspca York animal home, which oversees recovery, rehabilitation and rehoming. This was a willing act of cruelty. He wilfully submitted max to terrible injuries and an appalling act of violence. Over the past five years, the rspca has received the equivalent of 10,000 reports of intentional Animal Cruelty every six months, with a spike lastjuly, when more than 1,500 incidents were reported in that month alone. Max was left with a fractured pelvis and dislocated hip. Over months, his Health And Confidence was rebuilt. We were overwhelmed, really, at how forgiving he was, mainly. An animal thats gone through what he went through really had the right to never trust people again, but he did. And hes living his best life now. And, as a special treat, a reunion with the staff who turned his life around. Come on good boy. Bless him to see him this happy is. You know, its why we do what we do, really. Itjust makes everything worthwhile. The idea of deliberate Animal Cruelty seems almost incomprehensible. But at least this tale has a happy ending, with max shaking off his past trauma and finding an owner worthy of his loyalty. Luxmy gopal, Bbc News. Now, Louise Lear has the weather. Good evening. It was a weekend when we didnt know whether we were coming or going with the weather, did we . Well, today has been slightly quieter. Yes, we might have started off with quite a lot of cloud across Northern England, but look at what a beautiful afternoon we had in north tyneside. The cloud did Linger In Scotland and there have been some Nuisance Showers throughout the day today, but not as heavy or anywhere near as widespread as we had yesterday afternoon. If we take a look at where those showers are now tending to linger across the far north west, but look what is heading in our direction as well. Another low pressure moves in and this is going to bring some unseasonably wet and windy weather into the South West over the next few hours. It will drive its way steadily northwards, bringing some Heavy Rain into wales, gradually pushing into the midlands as well. The showers will ease in scotland and the Clearing Skies will see those temperatures dipping into single figures. The winds gusting to Gale Force across those channel coasts, so it is going to be a blustery start to tuesday morning. The rain will linger across the north of england, into the scottish borders, stretching gradually into North East Scotland as we go through the afternoon. With those strong winds, it will drive further showers into the afternoon, with still the risk of Gale Force gusts of winds on that exposed kent coast. A blustery afternoon for england and wales, the winds not quite as strong through scotland, but that rain will tend to linger into Eastern Scotland through the afternoon and in terms of the feel of things, temperatures a little subdued, perhaps peaking at around 18 or 19 degrees. That means that for wimbledon, there is still the risk of some showers. It has been a bit tricky, the forecast for this championship so far, hasnt it . But look at thursday, friday, it does as though the story will quieten down quite nicely, with lots of sunshine coming through. But the reason why wednesday we could see some showers is that we still have the low pressure with us. It is moving off in scandinavia, still plenty of isobars it is moving off into scandinavia, still plenty of isobars on the charts, a blustery afternoon for many and one or two sharp showers driving in from the west. But the showers on wednesday should be few and far between. More places will see drier weather and more places will see some sunshine. So those temperatures should be Back Up into the low 20s, 21 or 22 degrees, 72 fahrenheit. Then that ridge of High Pressure will build in from the South West, so from thursday onwards we will see a good deal of dry weather in the forecast and hopefully a little more sunshine. This is Bbc News with christian fraser.
