Into homes and sweeping away cars. The un warns that eight months of fighting in Ethiopias Tigray Region has left nearly Two Million people on the brink of famine. Britains main doctors union urges the government to keep some measures in place after the 19th Ofjuly when all Covid Restrictions are due to be removed. Plus, how a 14 year olds Girls Quarantine Art has attracted the attention of one of the worlds top art galleries. Hello and welcome if youre watching in the uk or around the world. Anticipation is building ahead of Englands Euro 2020 quarter final clash with ukraine this evening, where a place in the semifinals is up for grabs. Fans from the uk have been prevented from travelling to the match in rome, amid concern at rising Coronavirus Infection levels, but as our Sports Correspondent Natalie pirks reports, there is still a buzz in italys capital. In the Summer Heat of rome, tourism is getting back in the swing. Legend here says one coin in the fountain means Youll Return to rome one day, but for a lucky few England Fans who live here, their wishes have already been granted. We are lucky and we feel lucky. We cant wait to go tomorrow, we cant wait Friendsjoe And Matt have both lived in rome for more than 15 years and have managed to get tickets. One of the fans that follows england constantly, they deserve a ticket more than i do or more than matt does, 0k . But Theres Nothing we can do about it. I feel for them. They can rest assured that our voices will be heard. A bit bittersweet for me because i was supposed to fly back yesterday for my grans 100th birthday today. But a small compensation is i get to go and see england. But happy birthday, grandma. Itll be a far cry from these scenes as more than 40,000 fans spurred england to victory over germany on tuesday. England officially had around 2000 tickets but strict rules mean there was no time for fans to get into italy and complete the five day quarantine. To discourage travel by any means, uefa has now cancelled any tickets held by Uk Residents after a request from the italian government. It could be rather lonely in here for england. So, Fan Numbers are low, then. But, as england arrived friday evening, conviction was high. Confidence is there and the belief. I think theyre looking forward to the challenge. Actually, i think it is good to come away from wembley now. It would have been hard to replicate the atmosphere we had the other day three days later and i think to have a different focus, different surroundings, different sort of a challenge is good for us. Ukraine squeaked into the Quarter Finals with a last Gasp Winner in extra time against sweden. England are 20 places above them in the world rankings, but discount them at your peril. It is a tough game. After the hype of germany, we had a Scotland Fixture as well, i think to look at this match and dismiss it a little bit and think england should win that is a dangerous thing. Its tournament football. So, its a tough game for england. England have so far been efficient and professional but not yet blown the doors off. This italian job will not be easy. Natalie pirks, Bbc News. The former England Goalkeeper David James says the England Squad should be feeling confident. What james says the England Squad should be feeling confident. Be feeling confident. What i like about gareth be feeling confident. What i like about gareth and be feeling confident. What i like about gareth and this be feeling confident. What i like about gareth and this England L be feeling confident. What i like about gareth and this England Squad is they seem so prepared and even with the big changes they made against germany, it was the right changes, the right result, the right performance, so i do not think there will be one of these key Market Speeches before the game, i think it will be more about carry on as we plan, do what you know youre going to do. Im sure there will be changes, i have looked the Team Line ups looking up to this game and i imagine there will be changes, because ukraine are a different proposition to germany. But i think everyone is together, that is what i love about this England Squad, it extends beyond the playing, so i think they will look at Each Other and say come on, lets go out there, do what we do, whether it is ugly or pretty, does not matter, as long as they get through and i think they will have the belief they can do this. , will have the belief they can do this. , will have the belief they can do this. , ,. , this. We have heard from Gareth Southgate who thinks they could work in englands favour. The checks at the stadium. Nothing will beat the atmosphere at the stadium on tuesday and of course there is an added incentive, if they manage it to win the Game Tonight they will be taking the semifinal home to wembley. Around 20 people are missing after a landslide in the japanese city of atami. Unverified footage on Social Media shows mud cascading down a hillside, smashing into buildings and washing away cars. The city is South West Of Tokyo in shizuoka prefecture. These pictures show extensive damage to roads and buildings in the path of the landslide where a Search And Rescue mission is under way. Officials say it happened at around 10. 30 in the morning, local time, when several houses were swept away. Thousands of homes in the area are without power. The region has seen Heavy Rains and flooding since friday. 0ur Correspondent Rupert wingfield hayes is In Tokyo. You may be able tO See that The Sun is struggling to get through the clouds here In Tokyo this afternoon. Thats pretty much the first time weve seen it in the last week or so. Its been pretty much continuous Heavy Rain across central and western japan for much of the last week. Thats not a huge surprise. This is the middle of the rainy season. I have tO Say japan is a very mountainous and very densely populated country and when you travel around japan you see these sorts of communities built all the way up these very steep mountain sides. Its also true tO Say these sorts of events, these mudslides, are also not uncommon injapan. However, there are a couple of things in this particular case. The first is tO Say that on Social Media there are lots of people reporting that above that community in atami, recently theyd cut down the forest to make way for a new Solar Project to build Solar Panels up on the mountainside there. I Cant Confirm that at the moment, but if it turns out to be true, there will undoubtedly be political fallout, if it has triggered this disaster. The second thing tO Say is that over the years that ive lived injapan, these sorts of Weather Events have become more intense and more destructive. There is certainly evidence that intense Weather Events are getting more frequent, and that is a result of climate change. And because of that we are seeing regularly, almost every year, some sort of Weather Event unleashing this sort of disaster. Rainfall has been above the average forjuly in the prefecture where atami. 0ne Professorfrom the University Of Shizuoka says many of the houses were in a precarious position. The rain has already exceeded the amount of Rain In July exceeded the amount of rain injuly as a whole and while unfortunately these disasters do happen, as he reported, one showing thing is the fact that injapan, reported, one showing thing is the fact that in japan, because reported, one showing thing is the fact that injapan, because of our strong cohesiveness within the group and the community, our societal values, we do not see any looting or opportunists, we do not have any people who will bob around, so we are geared up to helping and facing these people out. We are geared up to helping and facing these people out. These people out. We were hearing their that it these people out. We were hearing their that it has these people out. We were hearing their that it has been these people out. We were hearing their that it has been reported these people out. We were hearing their that it has been reported that| their that it has been reported that above the community that has been so badly hit by this mudslide, the forest had been cut down and that is being looked at as a possible cause it for why this was so bad. Yes, i was in atami with My Son just two l was in atami with My Son just two weeks ago and you can see it is a typical situation where people tend to build houses or whatever in a very acute angle. But injapan, this is a thing you have to live with. 0nly is a thing you have to live with. Only 10 of is a thing you have to live with. 0nly10 of land is actually usable and that is one of the tragedies that gets triggered because of our physical situation. Unfortunately, we just have to cope with these natural disasters. As you pointed out, there could be some political implications, but at this moment, it is not the agenda. At this moment we are all there to basically help out these people and in that sense, we are very good at uniting to help others during these disasters. The un security others during these disasters. The un Security Council has met to discuss the crisis in ethiopians tigray region. Eight months of fighting has taken hundreds of thousands of people to the brink of starvation. The ethiopian government has denied allegations that its been blocking aid getting through. The un World Food Programme says its Operating But Access is still difficult as Courtney Bembridge reports. Cheering and chanting. An extraordinary moment after months of brutal conflict. Cheering. Horns blare. Celebrations on the streets of tigray s Capital Mekelle after rebel fighters took over the city. Theyve declared victory over the government troops but eight months of fighting has left its mark. More than 400,000 people are estimated to have crossed the threshold into famine and another 1. 8 million people are on the brink of famine. Some are suggesting that the numbers are even higher. 33,000 children are severely malnourished. And moreover, the Food Insecurity Crisis will continue to worsen during the impending rainy season. This will also make it harder a key bridge used to get humanitarian aid into the area has been destroyed. The ethiopian government has been accused of using hunger as a weapon a claim it denies but international pressure is building. This week, the government unilaterally announced a ceasefire, stating it was doing so for humanitarian purposes. The government must now demonstrate that it truly intends to use the ceasefire to address the humanitarian catastrophe in tigray. Ethiopia responded, telling the un Security Council its more than capable. We remain committed to work with all bilateral and multilateral partners through genuine Partnership And Understanding that the government of tigray is more than capable of overcoming these challenges. We encourage Council Members to play a constructive role in supporting the tigrayan government and the implementation of the humanitarian ceasefire. Ethiopian prime Minister Abiy ahmed, not long ago awarded a nobel peace prize, now finds himself mired in an ugly war which threatens the stability of the entire region. Courtney bembridge, Bbc News. The headlines on Bbc News england prepares to take on ukraine later in the hope of winning a place in the eurO Semi finals for the first time in 25 years. At least 20 people are missing injapan after a landslide sent mud cascading down a hillside, smashing into homes and sweeping away cars. A group of leading doctors in the uk has urged the government to keep some targeted measures in place in england after the 19th Ofjuly to help control the spread of coronavirus. The British Medical Association has expressed alarm at a recent surge in the number of infections, warning it could have a devastating impact on the nhs. Simonjones reports. The Vaccination Programme continues at pace, and the government is increasingly confident that it can go ahead with its plan to end the Lockdown Restrictions in england on the 19th Ofjuly. The rule of six, limiting the number of people you can meet inside, would go, along with Capacity Limits in theatres and cinemas. A return to what the prime minister describes as pretty much life before covid. Ministers are now considering allowing people who have been fully vaccinated to avoid having to quarantine after coming into contact with somebody with the virus. But the British Medical Association is calling for caution, saying that decisions should not be based on dates, rather than data. We are seeing rocketing rises in Infection Rates due to the delta variant. So it makes nO Sense to knowingly continue tO See this rocketing of Infection Rates and not dO Something about controlling its spread. So what needs to be done is a continuation of some measures to try to prevent the escalation of this bread, while at the same time vaccinating enough of the Adult Population, including younger people, so that we can achieve control of this infection. Escalation of this spread. The bma says people should have to continue to wear masks on Public Transport and in shops. And there should be a new campaign encouraging the public to carry on practising social distancing. A Government Spokesperson said the Vaccine Roll Out is helping to keep the number of deaths and admissions to hospital low, and more details on its plans will be set out shortly. The aim to remove restrictions cautiously, but irreversibly. Simon jones, Bbc News. You saw in that report the british medical Association Council Chair and im pleased tO Say Dr Chaand nagpauljoins me now for more on this. Thank you forjoining us. How concerned are you about the level of infections . You are obviously saying you think that level means that more restrictions need to remain in place after the 19th Ofjuly, but it is not translating the huge numbers in hospitals or deaths, is it . What is your concerns yes, so what we are saying is that the idea that on the 19th Ofjuly we Cannot Return to a pre covid world of having no restrictions, we think is not sensible in light of our spiralling Infection Rates. Sensible in light of our spiralling Infection Rates. Infection rates. We Cannot Return. Coming Infection Rates. We Cannot Return. Coming to Infection Rates. We Cannot Return. Coming to hospitalisation, it is fantastic that two vaccinations reduces hospitalisation, but it is not true tO Say the link has been broken. At the moment, we have about 300 patients on ventilators, more than twice the number this time last month. We have 1800 patients in hospital with covid and that is again at twice as many as this time last month. So it is not we that rate of hospitalisation, we have just reduced it significantly. We also have a 5 Million patients on Waiting Lists that need to be treated and even a modest increase in Hospitalisation Rate threatens our ability and undermines the ability for hospitals to treat those other patients. There are all sorts of Covid Restrictions that are reducing, for example, the capacity in hospitals because of the spacing out our beds for example, etc. So it is important to bring this infection down. The other really important point to make is that it is not all about hospitalisation. We know that at least one in ten people, many say it much more, are suffering with long covid. The government has invested £100 million in long covid services throughout england, including gp practices now in time have access for such patients to be treated. Why would we want to really have so many of our population becoming infected and being affected with long term Illness, when in fact, what we should be trying to do is bring that Infection Rate down further through both targeted measures, but also giving a chance for the Vaccination Programme to cover enough of the Adult Population . Were not saying this is indefinite, we are saying choose dates properly in terms of bringing this infection down and protecting the population, notjust against us position, but significant Illness as well. I position, but significant Illness as well. ,. , ,. ,. , well. I want to pick up on what oure well. I want to pick up on what youre talking well. I want to pick up on what youre talking about, well. I want to pick up on what youre talking about, targeting well. I want to pick up on what youre talking about, targeting the aduu youre talking about, targeting the Adult Population as a way of controlling the infection. When you look at the statistics, it is actually the case that the number of cases is highest in people aged 17 to 24 cases is highest in people aged 17 to 2a who have not been jabbed and when you look at the issue of herd immunity, it is estimated 85 of the population would need to be immune. The population of under teens is 21 , so that then takes the conversation on to what about Vaccinating Over 13s . What about looking at it that way . I vaccinating over13s . What about looking at it that way . Vaccinating over 13s . What about looking at it that way . I think the first thing. Looking at it that way . I think the first thing. As looking at it that way . I think the first thing, as you said, is the first thing, as you said, is the highest spread between 17 to 2a year olds and slightly older as well. What we are now doing, as you know, is allowing Walk In Vaccinations for anyone over 18, so the real priority if we wanted to get to that point in the future when we can begin to ease restrictions to the point of more normal living, it must be we target the younger adults. ,. , adults. There is Controversy Or Debate about how young well . There is Controversy Or Debate about how young you well . There is Controversy Or Debate about how young you should well . There is Controversy Or Debate about how young you should start i about how young you should start vaccinating because of the fact the virus has very little impact in terms of your health when you are younger, but in fact, if we work to vaccinate, and the government could change at the age to 17, but if we work to vaccinate the vast majority of the population above the age of 18, we would still reach a sufficient quantum of people to bring down this infection considerably in a way that is not currently the case, because at the moment, only about 50 of the Adult Population have been vaccinated fully. Population have been vaccinated full. ~;~ population have been vaccinated full. ,. , population have been vaccinated full. ,. , sf fully. 63 , actually, now, and 85 have had fully. 6396, actually, now, and 8596 have had single fully. 6396, actually, now, and 8596 have had single jabs. The other thing have had single abs. Right. The other thing to have had single jabs. Right. The other thing tO Say, have had single jabs. Right. The other thing tO Say, i have had single jabs. Right. The other thing tO Say, i was have had single jabs. Right. The other thing tO Say, i was not have had single jabs. Right. The l other thing tO Say, i was not sure, did not realise it was 63 fully vaccinated, but when you look at the total in the population it is lower than that. I would alsO Say it takes about two weeks after your second dose to confirm full immunity, so our own predictions show that by the 19th Ofjuly, even if you have people vaccinated in the week before that, they will not be protected, because you need at that time delay. So what is really important from our end is to allow the Vaccination Programme to achieve what it can achieve, which is protecting people from becoming infected, and having sufficient numbers of the Adult Population, and we do not think that will be ready for the 19th Ofjuly, so as a result what we are saying is that on the 19th Ofjuly, do not give people full of assurances or hopes that life will be back to normal. Do the responsible thing which is to continue to have measures tO Stop the spread of the infection or prevent the spread of the infection with a parallel Vaccination Programme so we can get to a point in the not too distant future we are bringing those Infection Rates down and actually, i will alsO Say that when i mentioned theissues will alsO Say that when i mentioned the issues around long covid and people being ill, younger people being ill for 12 weeks or more, that is not a made up figure, these are Real People who are seriously affected with Illness. Real people who are seriously affected with Illness. Thank you, we are at a time. Affected with Illness. Thank you, we are at a time, but affected with Illness. More than half A Million people have died with covid 19 in the country, which is home to the worlds second deadliest outbreak. When schools first closed to help prevent the spread of coronavirus last year it left many students with some spare time on their hands between online lessons. One of those was 14 year old Makenzy Beard from swansea who decided to take up painting in her garden shed. Now 18 months on, her work is set to go on display at a prestigious Art Gallery in london. Ben price went to meet her. When schools closed in march 2020, makenzy decided to find a new hobby to occupy her time. Over the past year she has produced more than a dozen portraits. We had paints and canvases and brushes in the shed, and i thought, why not give it a try . And itjust escalated from there, really. One of her favourite subjects to paint is her neighbour, john tucker, a farmer on the gower peninsula. Having photographed him at work, mckenzie spent three weeks carefully crafting his image. I was standing in the yard, ijust brought some Hay Nets down, and she just stopped me and asked me if she could take a photograph. I didnt expect what i did see at the end. It was absolutely brilliant. Shes a very talented young lady, really. Hes just got a really lovely, kind and friendly demeanour, and i thought that hes local, he is totally unrelated to covid, he just goes about his business every day. And i thought he would just be a wonderful person to paint and a really nice essence to capture. So i was doing five minutes before school, an hour afterwards, it was all broken down. I never spent any long, extended periods of time doing it. I reckon in total, i probably spent 20 hours. Makenzy entered her first Art Competition with this portrait, and it clearly impressed. Next it will be exhibited at young artists on show at the Royal Academy Of Arts during july and august. That will be really exciting, and to have judges look at it, and other artists, shows that its appreciation from another Artists Perspective and Notjust Family and friends. With much of her time now spread between schoolwork and playing hockey for wales, makenzy says shes unsure what the future may hold, but she hopes art and being creative will be a part of it. Ben price, Bbc News. Cannot get over how brilliant that painting is good buy if you are watching us on bbc world news. Time for the weather with matt taylor. Hello. Therell be a few of you that get through this weekend largely dry but overall theres going to be plenty of showers around right across the country. Some of those likely to be heavy and thundery, even torrential in places. But with the nature of showers some will miss you and even then, if you do catch some, Rainfall Totals will vary widely. The Satellite Picture earlier showed there was plenty of cloud around. 0ne Batch moving northwards but sunnier conditions developing across the south into this afternoon but its here where we will start tO See some localised, intense showers. Some of the more persistent rain will be moving out of Northern England intO Southern scotland through the afternoon. A few showers in the north, but here where we need rain there wont be much at all. Well have to watch this afternoon for the potential of a convergence line. This is a zone of showers where the winds meet and they could form a persistent zone of rain across parts of devon, cornwall, somerset through towards the cotswolds and there is a risk of some flooding. Either side of that and away from our main wet areas of southern scotland, far north of England Later therell be some sunshine making it feel warm and humid. Temperatures up to 22 degrees, a similar sort of value really at wimbledon. A lot more sunshine around this afternoon compared with what was on offer this morning. Small chance of a shower but most of the time dry. This evening and overnight well see a few showers dotted around, some of those still heavy and thundery and some heavier ones returning back to the south later on. Overall, it will be quite a mild and actually quite Muggy Night with temperatures in the mid teens for most intO Sunday morning. But for sunday, a little bit more sunshine around than we saw through this morning but whilst well still see sunny spells widely, showers develop across the south initially, then developing elsewhere. Some of those heavy with Hail And Thunder but there will be some, especially around some of the coasts who avoid showers altogether. Through then into monday, its the northern half of the country which will be the main focus for showers, particularly across parts of scotland. Fewer showers through ireland, england and wales but late in the day, any sunshine turns hazy and persistent rain and strengthening winds push into the South West. It will feel cooler, though, for all on monday. We have to watch developments down towards the South West through monday and into tuesday. A deep low could spread its way northwards bringing not only persistent and Heavy Rain, especially for england, wales and eastern scotland, but Gale Force winds, too, across the southern half the country. The outlook well it looks a bit grim there with outbreaks of rain on and off for most of the days, but therell still be those drier moments to enjoy as well. Bye bye.
