About whether it comes into conflict with the rules set down in the good Friday Belfast agreement and acts of union that go back to 1800 come up with some of this legislation. So people gathered here outside the court waiting for thatjudgment. But an expectation thatjudgment. But an expectation that whatever comes of that, whether the judge decides that the northern Ireland Protocol was lovely put in place or not, there is the possibility for an appeal which could see it go to the Supreme Court in london. There has been a six month Grace Period, the uk did ask for an extension to that and the signs are that will be extended. It was mooted last week there would be a three Month Extension to that ban on chilled meats and there is a Press Conference given by the eu later today, about three oclock, 3 30pm, where they expect that ban, the Grace Period on the ban to be extended for another three months which means sausages can continue coming into Northern Ireland for from great britain. It might be bad news for people making sausages in Northern Ireland because that would mean they will be the only source of sausages in Northern Ireland and it is a Tension Opportunity they might miss out on but it is something they have lobbied for so i think we will see that extension from the eu later today. We have seen what happened with the Windrush Scandal and we are concerned that a repetition will happen when it comes to europeans and their Family Members who havent applied in Time and will then face the realities of the hostile environment, losing their right to work, the right to rent in the uk. The Home Office stresses it will take a pragmatic and flexible approach to late applicants, with officials reaching out to those who are eligible to stay. That inequality is clearly that something that doesnt happen in a short Time frame and it seems the Covid 19 pandemic therefore has brought it to attention, that it might not otherwise have got. What We Saw in the decade leading up to the pandemic, a report i published in february 2020, Health Equity in england, it documented the fact that an improvement in Life Expectancy for england as a whole, and i will come back to the North West in a moment, of about one year every four years. That is really dramatic. It slowed dramatically after 2010 and the Health Inequalities increased and the regions like the North West, where Greater Manchester is, and the North East, Life Expectancy for the poorest people started to fall. And that happened in one decade. Now, thats quite shocked. And if that can happen in a decade, we can reverse that, we can turn it around because we know what to do. And then came the pandemic. And it was utterly predictable, right from the start, that the pandemic would expose the underlying inequalities in society and amplify them. And in the case of the North West, that is exactly what happened. Hence this 25 higher mortality for Covid 19. We saw in the report which had a focus on early years as the foundation of good health, how important that is, but beyond that how, if you get kids up to the right start in life, beyond that, how do you ensure that they get Health Equity as they grow older, as they become teenagers, as they go to university or look for employment . I university or look for employment . 1 highlighted the importance of employment and working conditions. What we have seen nationally and in Greater Manchester is, while there had been a welcome rise in employment over the decade from 2010, there had also been a rise in Self Employment which often translates into being part of the Gig Economy. Self employment sounds terrific, i am in control of my life, but that is not what it really means, it means that you are part of the Gig Economy without a proper contract. And that is damaging to peoples health, that kind of insecurity and poor working conditions. Lack of money at work. Actually irving a Living Wage earning a Living Wage. That can be turned around quickly. You can got private sector and public sector employers have to pay a Living Wage so everyone can live a healthy life. That can be turned around very quickly. Transport is something with big in structure, takes ages, but getting the buses out to where people live and making it a good form of social connectedness, there can be turned around quite quickly. And in fact the mayor of Greater Manchester has done a great deal to do that. So the sum of the issues we are talking about can be addressed right now and they can make a difference quite quickly. So we dont have to wait for children to get a better start and then grow up and then see Health Inequalities. If i interrupt, borisjohnson and his ministers talk frequently about the Levelling Up the agenda, dont they . Given what your report has exposed, do you think for the North West of england there needs to not only be a Levelling Up but more added to that on top in order to pull the area up in terms of that Health Equity to ensure that it matches the other part of the country . With even more reporting that vital medical appointments have been cancelled. More than 3000 people took part in the survey. Our Disability News Nikki fox has been speaking to some of them. I have muscular dystrophy. I have not left the house since the 13th of march, 2020. Ive developed this fear of the outside world. I i felt like the world was ending. Alone. Horrible. These are the hidden voices of the pandemic. I was really struggling, to the point where i almost took my life. Life wasjust in the house because a lot of the support workers had Covid 19. They may have different stories. I got quite depressed and that and it wasnt very good. But they all feel forgotten. I used to, but no I Cant. And how does that make you feel, fraser . Very sad. Over 2000 people told us their disability got worse during the pandemic. There you go, ringing the bell. Jocelyn is very happy, feisty, naughty, stubborn. Here she is when lockdown happened, all her support suddenly stopped. Her physio, speech and language, occupational therapy, respite, childrens hospice, it all stopped. And jocelyns world shutdown. She started picking her skin and pulling her hair out and she had cut all over her arms. She gave up, really. Things got so bad that she was actually referred to a psychiatrist and she was put on antidepressants and anti psychotic medication. How did you feel about that . It was horrendous. I never saw a Child Likejocelyn would suffer from depression like that. Jocelyn wasnt just mentally distressed, she was also in physical pain, without access to her regular medical appointments. She was getting hip spasms, so she couldnt put her legs to the floor. She was put on Diazepam And Codeine for the pain, so all these new medications that shes never had before, all because of the lockdown and the loss of everything. There was just no support. Her Experience Isnt unique. More than 2500 people have told us that they have missed out on vital appointments since the start of the outbreak. Shes got a cinnamon bun, a banana and a satsuma, and its all blended up, and then itjust goes straight down her Feeding Tube because she doesnt eat orally. The situation got even more desperate for the family whenjocelyns dad, lee, Court Covid 19 and ended up in intensive care for five weeks. From the get go they were like, yeah, we need this, we need physio, we need to get you moving again. He is working to get to get back the mobility he has lost, but he has had a lot more support than the family have had forjocelyn during the pandemic. Its almost like she is disabled and thats what she is going to be like so its not worth bothering with. Whereas lee is going to get better, we hope, and they are giving him all the equipment and all that therapy that he needs, and Jocelyn Isnt going to walk or talk are all those things. So its almost like theyjust dont bother with her. Itjust angers me a bit, because jocelyn is known to the system as well, so they know that she needs these things. I know it its been a difficult Time with Covid 19, but its still not really an excuse. You really feel like that . Yeah. With the right support, jocelyn can thrive. She amazes us every day, really, with what she can do. She does a new thing each day. But as it did for her and so many others, the pandemic took something vital away and now they have to fight to get it back. We can talk now to Louise Ruben who is head of Policy And Campaign at the Dis Apology Disability campaign. It was heartbreaking to hear what she had been through. It is not having any contact with family and friends, its having to make really difficult financial decisions. That does notjust wash away. That is right. Peoples health has been sacrificed. There are lots of people, the routine medical appointments are really important to keep them well and on an even keel. Things like physiotherapy that people depend on so they dont deteriorate, those all stopped and it is going to take quite a long Time in many cases it wont happen at all, for people to recover to the point they were before the pandemic. What needs to be done to do the best that can be done . We what needs to be done to do the best that can be done . That can be done . We are at the moment waiting that can be done . The Home Offices settled Status Scheme allows any Eu Citizen who is living in britain before The End of the Brexit Transition last december to apply to stay indefinitely. But around 400,000 applicants are still waiting for a decision and an estimated 150,000 eligible Eu Citizens have not yet applied. Lawyers are concerned that some vulnerable Eu Nationals, such as elderly people and children in care, may not realise the right to residency are about to be revoked and could find themselves unable to access vital support. We have seen what happened with the Windrush Scandal and we are concerned that the repetition will happen when it comes to europeans and their Family Members who havent applied in town and will then face the realities of the hostile environment, losing their right to work, the right to rent in the uk. Access to Health Care. So this could have catastrophic implications on individuals. Home office stresses it will take a pragmatic and flexible approach to late applicants, with officials reaching out to those who are eligible to stay. Ministers claim the system offers greater residency to Eu Citizens than they had before brexit. What we have said is we will take a practical and compassionate approach to those who havent applied, particularly where there may be vulnerabilities on obvious reasonable grounds, such as children whose parents may not have applied for them. But we have published a range of guidance that sets out our exact approach and how we will deal with people. And we will urge people to read it. We have really been able to do that, and they work in bolton is a really good example of that. The city of manchester itself, doing some great work at the moment in trying to reach those communities that are really hard to support. We need to invest in that work going forward. And it is really important, too, that we monitor our progress. We need to understand whether the things youre doing and making a difference, what we are doing to help people back into work, around housing, improving housing, good employment charter.
