Also this hour, were in the part of the British Isles where, for the first time in more than a year, people have today set foot without covid restictions. And coming up, the £300 million Road Upgrade seven years in the making thats upset drivers who say it wont make theirjourneys any Better than before. Good evening, and welcome to Bbc News. In his first Commons Statement since becoming the new Health Secretary, Sajid Javid has told mps he sees no reason for the current covid restrictions in england to last beyond the 19th of july. He said we have to learn to live with coronavirus and that people shouldnt have to put up with restrictions a moment longer than necessary. Thats despite more than 22,000 new cases across the uk reported today, the highest since january, but only three new deaths. Meanwhile, questions still surround the former Health Secretary, Matt Hancock. Labour is demanding an investigation into allegations he used private E Mails for Government Business. And the Prime Minister has been forced to defend his decision not to sack mr hancock. Heres our political editor laura kuenssberg. The hard hat and high vis are the same, but its not really been business as usual. One of borisjohnson s most senior colleagues had to quit when he was caught out breaking the covid rules. And, at the start, the Prime Minister had wanted to keep him on. Well, i read the story on friday, and we got a new Health Secretary in post on saturday and i think thats about the right pace to proceed in a pandemic. Were very likely to be in a Position Onjuly the 19th to say that that really is the terminus and we can go back to life as it was before covid, as far as possible. Cases continue to rise, though, and switching Health Secretaries in a pandemic is farfrom ideal, even if its a return to government for a familiarface. My first visit to a hospital on the job. Yes, absolutely. Congratulations. Sajid javid has already been the Home Secretary and the chancellor. Now as Health Secretary, hes also giving heavy hints that ministers are on course to lift the remaining restrictions in england in three weeks. Congratulations, nice to meet you. We see no reason to go beyond the 19th Ofjuly because, in truth, no date we choose comes with zero risk for covid. For me, 19thjuly is not only The End of the line, but the start of an Exciting Newjourney. But a new face doesnt mean everything about mr Hancocks Departure is ancient history. How was his aide, gina coladangelo, appointed to the board of the Department Of Health . When did their relationship start, and did he sometimes do Government Work on a private E Mail Account . The opposition is pushing to know. I have right here the minutes of a departmental meeting. In which senior civil Servantsi Report Government contracts being approved from the ministers private E Mail Address. Can the minister now say from this Despatch Box categorically and on the record that No Minister or Prime Minister has used or does use private E Mail for Government Business . I today, the governments been emphasising its optimism about being able to get rid of the remaining covid rules in england on its planned date ofjuly the 19th. But its still grappling with the fallout of the behaviour of the man who argued for those rules here in the commons. Matt hancock might be gone from government, but his exit was messy and a reminder, too, for Downing Street they cant and dont control all events. And the new Health Secretary wont either. With whats hoped to be the Tail End of a pandemic and a growing list of other tasks. That is what its all about, especially looking after our children. The first Photocall May well be the easiest day in the office he ever has. The latest Government Figures show that in the past 2a hours, three deaths were reported and 22,868 new infections were recorded, but technical problems over the weekend means approximately 2000 infections that should have been reported yesterday are reflected in todays total. Scotland has reported 3258 cases, the highest since the pandemic began. There has been an average of 16,612 new cases per day in the uk last week. Over 139,000 people received a first dose of the vaccine in the latest 24 hour period, meaning nearly 44. 5 million people have now had their firstjab. Thats 84. 4 of uk adults. Just over 123,000 people have had their second dose of the vaccine in the latest 24 hour period, with more than 32. 5 million people having now had both doses. Thats 61. 9 of uk adults. As weve just seen, the number of infections is continuing to rise rapidly, but hospitalisations are rising at a much slower rate. 0ur medical Editor Fergus Walsh looks at the role the Vaccine Programme is playing in reducing levels of serious illness from coronavirus. Every day, with every vaccination, the link between covid cases and severe illness is getting weaker. The more people who are protected, the less damage the virus can do. During september and october last year, coronavirus cases rose sharply to more than 20,000 cases per day. Over the same period, before vaccines, the number of patients being admitted to hospital every day followed a similar upward trend, rising to nearly 1500 patients a day. But if we look at the period from may this year, although cases have risen sharply to around 15,000 per day, Hospital Admissions have not followed that same upward trend, rising to just over 200 patients a day. And the chances of dying from Covid Have Fallen dramatically. At the peak injanuary, its estimated that one in every 60 infections caused a death. Now, its fewer than one in every 1000. And its the huge success of covid vaccines which has prompted some scientists to back the lifting of restrictions in three weeks. Thejuly date is good because schools will be closing for the summer, well be going into the Summer Holidays and Transmission Potential will be somewhat less than it would be, say, in the autumn or the winter. And also, were pretty close to getting the vast majority of our population, adult population, immunised. A new study shows that mixing between Astrazeneca And Pfizer vaccines gives strong protection against coronavirus. Initial results show that giving a different brand as the second dose can actually boost immunity levels. I think when it comes to giving the first two doses, its probably Better to stick to the standard schedules because we know theyre effective and that they work. But when it comes to giving later doses, like a third dose as a Booster Dose of vaccine, then these Mix And Match schedules, we know they generate a really good immune response, so Thats Something we might want to be exploring. Scotland has recorded more than 3000 daily coronavirus cases, the highest number over 2a hours since the start of the pandemic. Vaccines dont give complete protection, but the more people who are immunised, the more covid Hospital Admissions will be kept in check. Fergus walsh, Bbc News. And well find out how this story and many others in tomorrows front pages at 10 30 and 11 30 this evening in the papers. Its another blow to holiday plans. From today, Uk Visitors to portugal Must Quarantine for two weeks unless they are fully vaccinated. The new rule, imposed by portugal, reflects continuing concern over the spread here of the Delta Variant. Meanwhile, Hong Kong has banned all passengerflights from the uk from thursday. Heres our transport correspondent, caroline davies. Another cloud in the sky for International Travel. 0vernight, portugal announced that Uk Arrivals must either be fully vaccinated or quarantined for 1h days. Its meant last minute changes for victoria and simon, due to go there on honeymoon this morning. We woke up to my parents banging on our Front Door to get us out of bed to tell us that we couldnt go any more. So, we had a few hours cancelling everything and calling up ryanair, and now were going to ibiza instead. We literally found out this morning that we couldnt fly today, having left everything to book till the very last minute, literally the night before so that we werent surprised by anything, finding out this morning was just really irritating. Portugal was moved to the Amber List in earlyjune, meaning that when arrivals come back to the uk, they already need to quarantine here for ten days at home. The number of Uk Travellers is already low and affecting business. The british tourists are everything for our business. At The End of the day, we have everybody coming from europe but the brits are the Biggest Spenders and were now entering the season of holidays. Portugal isnt the only country to tighten its travel policies. Malta will be added to the Green List on wednesday, but it has now said it will require all Travellers Age 12 and over to be fully vaccinated or need to quarantine for 1h days. Spain hasnt gone as far, but now requires all arrivals to be Double Jabbed or have a negative covid test. We all started getting slightly worried. Ben had booked to go to malta with his family, but wont have had his second jab in time. Fortunately, my parents are both fullyjabbed, so they can potentially can go out, but for me and my sisters, because were in our 30s and have only had a single dose, we realise that its unlikely that we would be able to fly. It is what it is and i appreciate that we need to be safe, but i do think really perhaps our government perhaps should have liaised Better with the maltese government. There are worries about the knock on impact as rules change. This industry needs urgent help. Were a long way from having the Uk Summer as we know it. You know, weve already lost may, weve lostjune, were now going to lose a big chunk ofjuly, and it doesnt look like the summer that we know and love, where we are able to travel wherever we want to, it looks like thats many weeks off. The Uk Government has previously said that both tailored and wider economic support is available to the sector, including the furlough scheme. As countries chop and change their border policies, International Travel is left on shaky ground. Caroline davies, Bbc News. Well, we can speak now to katie bowman, whos the editor of the online Travel Website Family traveller. We saw in that report one young man who said it is what it is with a sense of disappointment. Andy murray is back on the Singles Court at wimbledon for the first time in four years. He needs just one he needsjust one more game. Hes taking on Nikoloz Basilashvili on centre, whos inside The Worlds top 30 players and so a big challenge for murray, whos spent so long in and out of the game with injuries. But the two time wimbledon champion has made a brilliant return to sw19. Hes won the opening two sets, the first 6 4, the second 6 3. These are live pictures from centre, where murray now is looking to finish the job. He leads 5 3, 15 15 in that ninth game in the third set. 0ne he leads 5 3, 15 15 in that ninth game in the third set. One of the potentially great wimbledon results. You can watch it live now on Bbc One or follow it on the Bbc Sport website. He is within a couple of points of moving through the second round where he would play a Qualifier And Thatis where he would play a qualifier and that is also on the website. Exhausted after that. Earlier, 19 year old Jack Draper showed he mightjust be the next british man who could emulate Murrays Success in the future. In the first match on centre court, he sensationally took the Opening Set against the defending champion novak djokovic, who had to fight back to eventually win in four sets 46, 61, 62, 62. It was a tough one because i have been watching him play throughout my life. Its tough not to give him too much respect. I wanted to go out on the core and bm, but i thought he outplayed me today but it was not because i was overawed or giving them too much respect. I tried to do my own thing and his quality was just too much for me today. The big surprise of the day in the Mens Draw was defeat for the third seed, stefanos tsitsipas. He just reached the French Open final earlier this month and might ve fancied his chances with Rafael Nadal not competing in this tournament, but he was beaten in straight sets by the big serving american frances tiafoe. Theres been Better news for the britons in the woMens Draw, with Katie Boulterfighting back for a gutsy three Set Win against the experienced american danielle lao. The 24 year old missed the 2019 tournament with a back problem, and shes now ranked just outside The Worlds top 200, winning this one 6 7, 6 3, 6 4. Disappointment, though, for Katie Swan after shed done so welljust to qualify for the main draw, but the british number eight lost in straight sets in her first Round Match to the american 23rd Seed Madison keys. Spain are into the quarterfinals of euro 2020 after one of the most extraordinary games of the tournament against croatia. Spain had given away an early lead through a calamitous own goal, their goalkeeper Unai Simon completely missing that back pass. But the 2012 winners recovered and went 3 1 up, with chelseas Cesar Azpilicueta among the scorers, only to give up their two Goal Advantage in the last ten minutes. A last Minute Croatia Equaliser sent this match to extra time at 3 3. But in the extra period, back came spain again. They scored two more goals to go through 5 3. Well, spain will face the winner of tonights match in the last eight. World champions france playing switzerland, with that switzerland never having gone past one of the first round of the knockouts. But the swiss have taken a shock lead. They are up with 21 minutes played. Well, this time tomorrow, england will know their euro 2020 fate. The squad have arrived at their London Hotel ahead of tomorrows last 16 match against germany at wembley, a match that could right the wrongs of Englands Euro 96 defeat to the same opponents and create new football memories. Every time you pull on England Shirt on, you have the opportunity to score a goal that will be shown forever, to recreate a bit of skill or to be involved in a match that lives in the memory, and thats the beauty applying for your country. Its a game of football these boys who played hundreds of them and there is of great excitement with fans and people tuning into the game. But we have got to trust in the way we prepare, transferring what we do in training to the Game And Focus on the things we can control. Geraint thomas will have scans on a dislocated Shoulder Tonight after crashing early on stage 3 of the tour de france. The 2018 champion s shoulder was put back in by race doctors. He managed to rejoin the race and avoided losing much time. Last Years Runner up Primoz Roglic also crashed and lost 95 seconds. There were several more incidents, including this one at the stage finish. Tim merleer came through it all to win the stage, his Team Mate and fellow belgian mathieu Van Der Pool keeps the leaders yellow jersey. More than 50 people have been arrested after an illegal rave attended by up to 2000 people on the South Downs in West Sussex yesterday. 0ne Police Officer was assaulted and another was treated for a suspected broken arm. Sussex police said the event near the town of steyning had been held in complete disregard of covid regulations banning gatherings of more than 30 people. Sara smith reports. Peace restored, almost. This south Downs Field is currently a crime scene. Hired vans full of Music And Lighting equipments seized it was just after midnight that the first calls came through. 2000 people dancing in a field with no provision and clearly breaking the 30 people covid limit. Farm animals were caught up in the chaos. Hundreds of police from sussex and also neighbouring forces spent hours trying to disperse the crowd. This is an unauthorised music event, its a rave. There is none of the safeguarding that would exist with a licensed organised event and as such we have a genuine concern, we have genuine concern for the welfare of those people attending and obviously of the impact on the local community. Many of the arrests were on suspicion of Driving Under The Influence of drugs or alcohol, and some partygoers remain today, waiting until it was safe to drive home. 0thers helping with the clear up. Ive spoken to lots of people who were at the event on Saturday Night and sunday morning, although none who were willing to appear on camera at the moment. They all say they felt it was safe and well organised here and are also upset that events like ascot and the football have been allowed to go ahead, whereas festivals and the Music Industry in general feels abandoned. But two Police Officers did suffer minor injuries, and for the owner of the neighbouring farm, blocked roads and and animals let out fields caused major disruption. We couldnt get in or out, couldnt do nothing, Couldnt Move up there. They were abusive to us. When we went to go, when we did go to go out, they were so drugged up and drunk that they kept falling in the road. Sussex police said it was one of the largest unplanned operations theyve carried out in years. Only when this scene is finally cleared will the land be able to recover. Now its time for a look at the weather with stav danaos. Hello there. We saw further grey skies and heavy pulses of Thundery Rain Across Southern Parts Of Britain through today, whereas further north, it was dry with plenty of sunshine. And we hold onto this theme for the next couple of days, with northern areas seeing the best of the dry and sunny weather. Further south, cloudier with that risk of showers or even thunderstorms continuing. Its because of this area of low pressure parked across the North West of france and biscay. Its pushing this Weather Front across the south, which generated the cloud and further showery bursts of rain. Now, through this evening and overnight, thunderstorms across the south should tend to Peter Out, but then we could see some further heavy showers later in the night across southern and south eastern areas. Warm, humid feel to things, a Muggy Night to come for england and wales. A little bit fresher further north where we have clearer skies. So, for tuesday, again the best of the sunshine away from the North Coast of scotland, the northern isles, will be across the mainland of scotland into northern ireland, northern england. Cloudier skies for large parts of england and wales. Further pulses of rain across the southern counties and the south east. Some of them, again, could be on the thundery side. Nissan, is set to announce up to 2,000 newjobs in sunderland to build batteries for electric cars. 4,000 jobs will also be created in the supply chain. The government is contributing to the overall cost of a project which is expected to run into hundreds of millions of pounds. Earlier our international Business Correpsondent Theo leggett gave us this update. I think its a really major announcement we are expecting when the top brass come over from japan to sunderland on thursday morning. They already make electric cars and batteries in sunderland. The leaf model, they make about 50,000 of those. I understand this will be a different scale of plant. A gigafactory. Over time to create enough batteries for up to 500,000 cars. That kind of scale has made the industry speculate that maybe a new model is coming. We will keep an eye out for that on thursday. This is a big moment for the government of course. Nissan were one of the loudest voices warning about the dangers of a no deal brexit, obviously that did not happen and the government are making a significant undisclosed contribution to the overall cost which could run into the hundreds of millions of pounds. 2000 directjobs and maybe up to 4,000 in the supply chain. It comes at a good moment because in the deal we did with the eu, there are no trade tariffs applicable but the percentage of components that have to come from the uk or the eu for that Cross Border Trade to work has to start going up so you cant get your batteries from china or the us so this is a very significant moment. For the industry, theyve been warned they need this to secure production in the uk. They will be hoping this is a Down Payment on the Mortgage Factories they will need to secure a future for the electric Car Industry. Im joined by andrew graves, professor at Bath University and a member of the Auto Motive Council technology board. Thank you forjoining us. Our Business Correspondent said it is a significant moment, would you agree . I would indeed. This is really good news because for the last few years we have had the Car Industry struggling to understand what would happen with us leaving europe and so this is something we were really looking forward to. Hour this is something we were really looking forward to. How significant is this expansion looking forward to. How significant is this expansion in looking forward to. How significant is this expansion in terms looking forward to. How significant is this expansion in terms of looking forward to. Overall uk Car Industry . This is absolutely overall uk Car Industry . This is absolutely vital overall uk Car Industry . This is absolutely vital because overall uk Car Industry . This is absolutely vital because by overall uk Car Industry . This is i absolutely vital because by 2030, the regulation is that we cannot produce Diesel And Petrol cars so we have to go to electric right across europe but especially the uk. If we are not going to build factories for batteries we will have to import those and as your correspondent said quite rightly, we have a local Content Requirement so a large proportion of the car will have to be built in britain and not imported so it is a vital part of the puzzle. 2030 is a long way away but it is not, is britain ready for that moment . A lot of these companies like nissan, toyota, honda, bmw, came here in the 19805 toyota, honda, bmw, came here in the 1980s because we were part of europe so the whole thing sent a Shock Wave through them and that has been a lack of investment. It is vital because down the road at the present time and become perhaps a World Leader in battery production. 50 time and become perhaps a World Leader in battery production. So you see a World Leader in battery production. So you see a World Leader, leader in battery production. So you see a World Leader, Where Leader in battery production. The germans, italians and french in particular have taken the high ground, including companies in the united states like tesla followed by Gm And Ford so we have slipped back but i think we are making major steps now to reinvest in the uk. It will take a lot of Taxpayer Money Investment but we had done it before, when nissan came here in the Mid 19 80s we gave them the best part of half £1 billion to invest in tyneside where we had unemployed Shipbuilding Workers and miners. We rebuilt the docks and roads, the same for toyota in derby. So we know how to do this and are really restructuring and know how it works. ~ ,. , really restructuring and know how it works. ~ , . , really restructuring and know how it works. , . ,, really restructuring and know how it works. ,. ,,. , works. In his first Commons Statement since becoming the new Health Secretary, Sajid Javid has told mps he sees no reason for the current covid restrictions in england to last beyond the 19 July. He said that while cases are rising, the number of deaths remains mercifully low. Lets discuss this with martin mckee, professor of european Public Health at the London School of hygiene and tropical medicine. Thank you forjoining us. I was struck by something Health Secretary said, he said this was the easing up, irreversible, why say that when we do not know how the virus might mutate, we dont know what went will bring . Let us Carry On talking to you in the meantime, our medical and us Carry On talking to you in the meantime, our medicaland us Carry On talking to you in the meantime, our medical and editor said britain was aiming to approach 67 to be Double Jabbed by the 19th Ofjuly but some experts would be happier with 80 Double Jabbed by the time we open up, what percentage do you think would open up . I am aroin b do you think would open up . I am going by the do you think would open up . I n going by the mathematics, there is a well established formula. We need to know the Reproduction Number of virus and the variant in the absence of any other restrictions and we think for the Delta Variant that is between 7 8. The formula is 1 1 minus Reproduction Number. That tells you that, simplifying its core you need to get 7. 5 87. 5 of the population vaccinated, of the entire population. Rememberthat population vaccinated, of the entire population. Remember that 20 of the population. Remember that 20 of the population are under 18. In minorities, that proportion is higher. So if youre not vaccinating young people you will never get to that level so there are significant challenges ahead which is why i find the Secretary Of States comments really frankly inexplicable. Let the Secretary Of States comments really frankly inexplicable. Really frankly inexplicable. Let us look at israel really frankly inexplicable. Let us look at Israel Briefly really frankly inexplicable. Let us look at Israel Briefly which look at Israel Briefly which achieved a higher vaccination rate, it lifted its mandate of the mask ten days ago. What can we learn from these other companies countries which are opening up and then restricting again . This which are opening up and then restricting again . Which are opening up and then restricting again . As you ust said, that is because i restricting again . As you ust said, that is because the restricting again . As you ust said, that is because the delta restricting again . As you just said, that is because the Delta Variant i that is because the Delta Variant got into israel, it seems to have come in from india and it was transmitted through two outbreaks in schools and then spread more widely. This is a very highly transmissible variants with a degree of Vaccine Escape as well. People who are doubly vaccinated are certainly protected against getting seriously ill and dying although some people are getting quite ill even so but they are spreading it onwards. Even in israel there is a high proportion, orstilla in israel there is a high proportion, or still a proportion of people who are not vaccinated. Israel has now moved to vaccinate younger people as well. Hour israel has now moved to vaccinate younger people as well. Israel has now moved to vaccinate younger people as well. I think those people who i learn to live with the virus . I wish i i knew. I think those people who say we have to live with the virus have a duty to tell us what they mean by that. Unfortunately, that is when we lack the detail so when you have the Secretary Of State on the television, i hope you ask him to take us through the steps, what will society actually look like . Will we be having large events where everybody has to be tested before they go . Will you have all of the infrastructure in place for that . None of us wanted restriction to continue, but living with the virus is a very nice slogan but unfortunately it is one that we have not had an explanation for what actually means. I think that is what we really need. I actually means. I think that is what we really need. We really need. I am curious about the 19th of we really need. I am curious about the 19th Ofjuly. We really need. I am curious about the 19th of july, the we really need. I am curious about the 19th Ofjuly, the date the 19th Ofjuly, the Date Government is saying Carry On as normal, George Eustice said he would not win his mask that day. If you got on a crowded Tube Train in london that day, we do wear a mask . I live in london so when i go on the tube i wait a face covering. I was on at the weekend and i saw a number of people who were not and we were concerned at that. But after the 19th . Absolutely. I will concerned at that. But after the 19th . Absolutely. Iwill continue. What we know about this variants is that it what we know about this variants is thatitis what we know about this variants is that it is transmitted in any situation where people, large numbers of people are gathered together indoors in crowded circumstances for long periods of time without face coverings so i personally will be avoiding the situation as much as possible until the numbers really are coming down. This is where we have a problem when we say the numbers are relatively low, the issue we should have learned by now, everybody now has learnt a great deal about the epidemiology of virus infections, it is going up so it will continue to go is going up so it will continue to 9 up is going up so it will continue to go up until we do something different or it is going down. As weve been hearing some European Countries are tightening Travel Restrictions but they have today been eased on the Isle Of Man. For the first time since borders closed last march fully vaccinated Visitors Wont have to self isolate. From the Isle Of Man, Alex Bell reports. The first people to set foot on the Isle Of Man unrestricted in more than a year. Parents, children and grandchildren reunited after months apart. Its been too long. Two years. How long has it been . Two years nearly, we have loads of catching up to do. That is what we are going to do. I will start today anyway. It is strange because i am working in the uk as a nurse. It is strange coming over here now with no it is strange coming over here now with no restrictions. What are you going to do to celebrate . I am going to take my kids to school. For the vast majority of the Pandemic Travel to and from the island has been heavily restricted with tough rules on Isolation And Testing for those who arrive here. But from Today Anyone from the uk, ireland and Channel Islands can come and go without the need for Test Or Quarantine provided they ve had two doses of a covid vaccine, a fortnight before travelling. People will have to prove they ve been jabbed using the nhs app and fill out a digital Landing Card prior to arriving. Unlocking the border is a massive operation for Port Staff in douglas who are expecting overwhelming interest from visitors. We are bringing a lot of our back Office Staff down to the port to process applications. There is more than what teams have been coping with at the moment. The island removed most of its Lockdown Restrictions back in april. But at the weekend it recorded its first new local cases of covid in over two months there s concern that relaxing Travel Restrictions could lead to a surge in cases of the Delta Variant. Are you confident now there are enough measures in place to keep people on the island safe . There is an increased risk, No Doubt about it. Each change is increased risk but that has to be balanced with regards the vaccination programme, we are at the point where we have our most vulnerable protected as much as they can be. So while cases might arrive and have arrived on our island, we can manage that. With over 100,000 Vaccine Doses now administered On Island its hoped these changes will allow some more normality after so long inside a bubble. Alex bell, bbc northwest tonight. Theres frustration that a massive Road Widening and Upgrade Scheme on one of the busiest routes in wales costing over £300 million and taking 7 years to complete will see drivers limited to just fifty miles per hour. The 5 Mile Section of the heads of the Valleys Road is being turned into a dual carriageway. But despite that, drivers could be asked to stick to the same speed as before. The welsh government says the limit is for Road Safety. Nelli bird reports. This is the sort of thing you are used to do if you travel on the a465 between Bryn Mawr and Gilwern Queues and roadworks. These tailbacks are because of work on the central barrier and its been like this for the last seven years. It has definitely been frustrating, the Speed Limit and the volume of traffic on a single Carriageway Road has just been an absolute nightmare really from start to finish. Liv is from Ebbw Vale and travels this stretch of the road every day on her way to work in somerset. Now there are proposals that when the road does finally open fully, there will be a 50 Mph Speed limit, not 70 like the dual carriageways. I think it is a little bit insulting really when you think about all the years that we have had to put up with the slower Speed Limit. It makes me wonder why they built a road that is only suitable for a 50 mph in this day and age. But when you see things from this angle, you can tell why the project has been so difficult. It has meant digging out tonnes and tonnes of material making what is left safe and building new bridges. That is part of the reason the project is now more than £100 million over budget and three years late and cost is also likely to play a part in the decision on the Speed Limit. You can flatten it out so that you can travel faster, so people can see quite a long way away, but to do that, you would be eating into the existing ground and it would raise the cost. In brynmawr people had mixed views on the plans. From where i work, going back home, coming back home, is too long. The m4 from newport is 50 now because of pollution. A lot of areas are going that way now. I think anything is going to be an improvement of what it is now. The welsh government said the Speed Limit was being proposed in the interest of Road Safety and also to reduce the schemes environmental impact. The consultation ends injuly. It then should be just a few months until the project is finally finished in the autumn. The way they are going now, it looks as if there is a chance for that, although dont hold your breath. We have been here before. Lets hope now it will be the autumn. The end, then, appears to be in sight. It is hoped it wont be too long until all the cones are finally gone. The headlines. Records are being smashed in canada and parts of the us with a major Heat Wave. Forecasters say it could mark the start, of one of the most extreme and prolonged periods of high temperature ever recorded in north america. The Heat Wave stretches across the western coast in both the us and canada. Temperatures as high as 46. 6 Degrees Celciusis have been recorded. Celcius have been recorded. Peter bowes reports. A familiar scene in Southern California at this time of year. This wildfire in San Diego County has been burning for several days. It is under control, but a sign of what is to come as the days get hotter. 0n the streets of portland in oregon, they are not used to extreme heat. But with temperatures over 40 celsius in some places, this Heat Wave is highly dangerous. Good morning. Anybody home . Volunteers delivered water for the homeless. The forecast for the next few days is for searing temperatures that officials fear could claim lives. We are referring to this as a life threatening heat for this region and our overnight lows are going to be about the same as our usual seasonal highs. What is remarkable about this one is notjust that the records are going to be broke by sometimes comfortable margins, but that the heat is sticking around so long. Essential supplies are being distributed from Emergency Cooling centres, where people can also escape from the punishing conditions. This is a place where anybody can come to get a break from the heat and it is really important to give your body some rest periods because it does work, it is work for your body to keep you cool. This Heat Wave is affecting a vast region, from canada to mexico. An atmospheric heat dome, a huge area of High Pressure, is to blame but years of drought are compounding the problem. This is the hoover dam, with historically low water levels. Droughts rising temperatures, and growing concern over the dangers they pose. And there is still a long summer ahead.
