And theyve breached those rules. Unvaccinated Uk Travellers heading for portugal, will now have to quarantine, for 14 days. Singing. Well bring you the tragic story of The Little Girl who died, after swallowing a Button Battery from a remote control. Her mum says she wants other parents to understand the dangers. And, after coronavirus stopped play last year, wimbledon is back. Good afternoon. Borisjohnson believes its very likely covid restrictions will end in england on the 19th ofjuly. The Prime Minister wants another Five Million vaccinations to be completed by then, allowing, he says, life to return to pre pandemic days, as far as possible. Hes been holding talks with his new Health Secretary today, Sajid Javid, now back in the cabinet, after Matt Hancock stood down. Borisjohnson has also had to defend today his handling of the controversy surrounding the former minister. With more, heres our political correspondent, jonathan blake. Good morning. A new face on the Front Line of the government Public response to the pandemic. Sajid javid met staff at St Thomas Hospital in london this morning, after replacing Matt Hancock, who resigned as Health Secretary on saturday. But should he have been sacked sooner . Borisjohnson said he considered the matter closed, before Mr Hancock quit, and today attempted to move on. Well, i read the story On Friday, and weve got a new Health Secretary in post on saturday, and i think thats about the right pace to proceed in a pandemic. And actually i had a good conversation yesterday, a long meeting with Sajid Javid, the new Health Secretary, and we went over the data in great detail. There are questions, too, about the appointment of Gina Coladangelo to the board at the Department Of Health, why she was given a parliamentary pass, and reports the former Health Secretary used a personal E Mail Account for Government Business. Labour are demanding answers. The government have to do their bit and follow their own rules and follow their own guidance, which clearly theyve not been doing. But this isnt just about Seedy Affairs at the heart of government, this is about billions of pounds of our money being wasted and then secretly put in private E Mailsl to avoid the scrutiny of the civil service, and could have put our country at risk. | mps made it clear to Matt Hancock that the former Health Secretarys authority was left in tatters, after he was caught on camera breaking social distancing guidelines. One big question now is how the fallout from the whole affair hampers the Governments Response to coronavirus as a whole, and affects the PublicS Perception of the standards which the government expects. Ministers say the progress of the Vaccination Programme is crucial to when remaining restrictions can be lifted in england. Sajid javid will update mps on that this afternoon, but sounded determined that there should be no further delay. I want to see the restrictions lifted and life going back to normal as quickly as possible, and that is, right here and now, that is my absolute priority. I want to see those restrictions lifted as soon as we can, as quickly as possible. In terms of the Road Map to that, you will have to wait for my statement to parliament later today. Irreversible, is. Oh, its going to be irreversible. There is no going back. Labour have accused the new Health Secretary of complacency over those comments, a sign of the scrutiny he now faces at a crucial time in the coronavirus pandemic. Jonathan blake, Bbc News. Craig dawson is At Westminster for us this afternoon. The Prime Minister suggesting highly likely it will be the 19th ofjuly, but there is pressure from his own side for that to be sooner than that. Yes. Pressure from his own side for that to be sooner than that. To be sooner than that. Yes, when Boris Johnson to be sooner than that. Yes, when Boris Johnson cancelled to be sooner than that. Yes, when Boris Johnson cancelled the borisjohnson cancelled the effective lifting of restrictions on the 21st ofjune, he said he set out July 19 as the strongest and most likely date, but he did say that there could potentially be an unlocking on the 5th ofjuly, if the data was moving in the right directions. Now all the information that we have is that there isjuly five restrictions will remain in place. The government want as much time as possible to give people time to have double vaccinations for that unlocking onjuly i9. I think what many conservative backbenchers will be looking to hear when they hear from Sajid Javid later will be how compensable that reopening be on July 19 . What practical steps will be taken . You heard Sajid Javid say just where he wants it to be irreversible, and that there will be no going back. Really strong words, so what does that mean for the social distancing review, for wearing masks on Public transport, and forfans in wearing masks on Public transport, and for fans in Football Stadiums and for fans in Football Stadiums and people in cinemas . That is what people hoping to get some detail on that from Sajid Javid later. The that from said javid later. The controversy that from Sajid Javid later. The controversy over that from Sajid Javid later. The controversy over Matt Hancock about the Prime Minister, controversy over using a private E Mail server, over the employment of the aide who was involved in the tryst that seem to be taking place between herself and the Health Secretary, but also controversy over the Prime Minister because my own role in all of this, the fact he didnt sack him as soon as he found out this happen. Yes. As he found out this happen. Yes, and ou as he found out this happen. Yes, and you heard as he found out this happen. Yes, and you heard from as he found out this happen. Yes, and you heard from the as he found out this happen. Yes and you heard from the Prime Minister there, the way he phrased it was, i read the story On Friday and we had a new Health Secretary on saturday. Now, we havejust heard from the Prime Ministers official spokesman on this, and is it the fact that the Prime Minister did indeed sack Mr Hancock, that was emphatically denied. Matt hancock resigned but crucially the Prime Minister thought that it was the right decision. Now, there has been criticism this decision should have been made On Friday by the Prime Minister and should have been left to Matt Hancock, and as you say, more spa coming from the Labour Party over claims that appeared in Sunday Newspapers that Matt Hancock had been conducting Government Business, using a private E Mail Address. That throws up all sorts of concerns when it comes to access to information and privacy. If there is a Public enquiry, will that mean some of the information shared to Mr Hancock wont be accessible. The Government And Number ten havejust stressed that any Government Business Matt Hancock was conducting was conducted using a government E Mail Address, and further with regards to the appointment of his aid, we were told that in no uncertain terms Matt Hancock did have a right to hire who he wanted as a nonexecutive director, but the process and the rules were followed the correct procedure. Qm. Process and the rules were followed the correct procedure. The correct procedure. 0k, greg, thank you the correct procedure. Ok, greg, thank you for the correct procedure. 0k, greg, thank you for that. Im joined now by Stephen hammond, conservative mp for wimbledon and a former government minister. Hello to you. Thanks forjoining us. Should Matt Hancock have been fired . I think when the story came out, in Hindsight Everybody thinks that probably a decision should have happened On Friday, and i think that now is clear. Happened On Friday, and i think that now is clear happened On Friday, and i think that now is clear. Does that suggest then issues with boris now is clear. Does that suggest then issues with Boris Johnsons issues with borisjohnson s leadership . Issues with Boris Johnsons leadership . Issues with Boris Johnsons leadershi . ~ , leadership . The prime Minister Riuhtl Leadership . The Prime Minister rightly. This leadership . The Prime Minister rightly. This has leadership . The Prime Minister rightly. This has been leadership . The Prime Minister rightly. This has been an rightly. This has been an extraordinary 18 months for this country and undoubtedly they have been some mistakes made, which will been some mistakes made, which will be looked at by Public-enquiry'>The Public Enquiry, but Matt Hancock has been an enthusiastic, energetic, passionately committed Health Secretary. And, understandably, the Prime Minister would have wanted to see if Matt Hancock should still stay in post, but i think when you look at what matt rightly said on saturday, which is if you make the rules you cant break them, that was clear probably earlier, and i suspect in hindsight both the prime Minister And Matt would have preferred the whole matter to be resolved On Friday. But preferred the whole matter to be resolved On Friday. Resolved On Friday. But it is not Ust Matt resolved On Friday. But it is not just Matt Hancock, resolved On Friday. But it is not just Matt Hancock, is resolved On Friday. But it is not just Matt Hancock, is it . Resolved On Friday. But it is not just Matt Hancock, is it . Priti i just Matt Hancock, is it . Priti patel came in for some criticism, when it claims to ethics and standards, and she wasnt fired. She has not resigned. Some are suggesting there is a pattern here, that mrjohnson, the Prime Minister, is willing to cling on to people when clearly he shouldnt be. Well, the Priti Patel when clearly he shouldnt be. Well, the Priti Patel incident when clearly he shouldnt be. Well, the Priti Patel incident was the Priti Patel incident was criticised by the standards commissioner, but i think it was made very clear that it was the prime Ministers Decision and the prime Ministers Decision and the prime Ministers Decision and the Prime Minister took that decision. People are in government at the pleasure of the Prime Minister. I think ijust said what i said about what happened last week, and i think that has become abundantly clear to everybody, and i think potentially when there are these issues that come up for all governments as they inevitably do, people will be reminded of this and perhaps act slightly differently in the future. You used to work in the health department, do you believe the Prime Minister is right in saying it is likely to beJuly 19 when we see the lifting of restrictions, and not bowing to potential pressure coming from the backbenches to do that earlier . ~. ,. Earlier . Well, i think he will want to look very earlier . Well, i think he will want to look very closely earlier . Well, i think he will want to look very closely at earlier . Well, i think he will want to look very closely at the earlier . Well, i think he will want to look very closely at the data. L to look very closely at the data. Your correspondent just to look very closely at the data. Your correspondentjust made the right i suspect issue for the government, which is to make sure that they are really clear that getting as many more people double vaccinated as possible, and how many more can be done in the next three weeks. Mps will be looking at today exactly whatJuly 19 might mean come in terms of are they going to be any further restrictions in terms of masks, and in terms of the irreversibility, i think that the new Secretary Of State is extremely experienced. Sajid javid has had manyjobs in government and is an extremely experienced man and will also be wanting to look at how quickly the normal Winter Preparations are stepped up this year. So, you know, do we want to start introducing boosters for covid, do we want to offer Flu Jabs for more people, those sort of preparations i suspect will be that period of time between the fifth and the 19th can be put into place, and then announced, so that it is clear that not onlyJuly 19 could happen but the government has made preparations and given foresight to the winter. It is preparations and given foresight to the winter. ,. ,. , the winter. It is quite a time to become health the winter. It is quite a time to become Health Secretary, the winter. It is quite a time to become Health Secretary, isnt the winter. It is quite a time to. Become Health Secretary, isnt it . It is challenging, because obviously we still have a pandemic, we still have not had the whole country vaccinated, there are various mutations that as we have seen the vaccination is proving to be pretty successful against most of those, even though we are seeing a rise in the number of cases, luckily we are not seeing a Rise Proportionally in hospitalisations, which is good news. But there are a number of issues that the Health Secretary will now have to look at in his inbox. There is the Health Bill next week, the whole prevention agenda, Social Care, there is looking at how we make sure we recruit and retain more staff, and finally, of course, looking at some of the lessons and some of the opportunities, in terms of the Health Service of the future. What can we gain from digitalisation, not only Face To face, but also perhaps in diagnostics and pathology pathways, which may enable the nhs to be even more effective than it is, and of course, Number One i suspect on his inbox, otherthan course, Number One i suspect on his inbox, other than pandemic things, is ensuring that the backlog which is ensuring that the backlog which is there as a result of the pandemic, we have ways of making sure people get the access to treatment as fast as possible. It is a Bi Treatment as fast as possible. It is a his injury. Treatment as fast as possible. It is a his injury. But treatment as fast as possible. It is a big injury, but apart from advising him not to conduct Government Business using a private E Mail Account, what other bit of advice would you have for saj . I dont think it is really my place to tell him what to do, but i have just laid out some of the challenges. Those are the things that, as i say, he has got to i think make it clear to colleagues that, and the country, thatJuly 19 is a date, we can learn to live with covid in the future, we have made proper preparations for the winter and by the way i will not only make sure the nhs has done what it has done fabulously during this pandemic but is in a good position to take opportunities that have been created, and deliver the Health Service we have seen for the last 70 years for the next 70 years. Youll be exempt if you can prove youve been fully vaccinated against coronavirus for at least two weeks. 0ur Transport Correspondent Caroline Davies is here. Why have they brought this in . I know a lot of people who booked portugal because they thought its not going to be a problem, and there is a word i could use, but it hasnt turned out to welcome has it . I think probably quite a few people thought portugal seems like a safe bet, the first big Tourist Destination on the Green List when it was announced in the 17th of may, people jetted off, it was announced in the 17th of may, peoplejetted off, and three it was announced in the 17th of may, people jetted off, and three weeks later it was taken off the Green List and put onto amber. So it is still on the Amber List, which means anyone who comes back still need to quarantine for ten days but i think a lot of people were hoping, they did so well to start with, maybe it will go back onto green, maybe things will look more positive, but obviously this particular news will be a bit disappointing for a lot of people who are planning to be visiting in the course of the next month or so or the course of the next few weeks. These particular guidelines are currently in place until the 11th ofjuly, although they could be changed. We dont know if they will be extended, they might be stopped earlier, so i think what this really shows is it is notjust about what countries we decide to put on our Green List, it is also about how other countries around the world are going to respond, and whether they want us there, and they can change their minds. They got their own set of policies and politics and health provisions and health considerations, they can change their minds too. So it is a difficult game, trying to work out which countries are going to stay green. Which countries are going to stay ureen. ,. , green. And Im Ust wondering, is it one da green. And Im Ust wondering, is it day so green. And Im Ust wondering, is it day so it green. And Im Ust wondering, is it day so it is green. And imjust wondering, is it one day so it is it green. And imjust wondering, is it one day so it is it two green. And imjust wondering, is it one day so it is it two doses green. Fully vaccinated. So. Thats two doses . Recognised by the Eu Health board, thats two doses . Recognised by the Eu Health board, and thats two doses . Recognised by the Eu Health board, and also thats two doses . Recognised by the Eu Health board, and also has thats two doses . Recognised by the Eu Health board, and also has to thats two doses . Recognised by the Eu Health board, and also has to be| Eu Health board, and also has to be 14 Eu Health board, and also has to be 1a days since you had your last dose, so its not not notjust that you had to have it come you also have had to have had that gap as well. But we have seen other countries as well who were introducing slightly stricter measures. So walter said On Friday, so obviously malta is about to go green next week, the only country on the Green List, not the green watch list, so a lot of people again feeling quite positive. I know of some people who booked malta on thursday, only to find out On Friday that malta was saying from wednesday onwards you have to be fully vaccinated to be able to come into the country, all you have to quarantine for 1h days, which obviously a lot of People Cant do. So there are other countries that are also starting to take these stronger steps. We have heard from the german chancellor angela merkel, who was trying to encourage European Countries to put Uk Arrivals into quarantine, as they do in germany. Thats a big decision for countries that rely on Uk Tourists coming in during the course of the summer, for obvious reasons, because it persuades people not to come. Some people try to find a sort of middle ground but its a very difficult balance for a lot of these countries to find. ,. ,. , to find. Are we essentially moving inexorably towards to find. Are we essentially moving inexorably towards a to find. Are we essentially moving inexorably towards a Vexing Inexorably towards a vexing passport, i mean thats what we talking about here, isnt it . Well, interestingly. Talking about here, isnt it . Well, interestingly, spain talking about here, isnt it . Well, interestingly, spain came talking about here, isnt it . Well, interestingly, spain came out talking about here, isnt it . Ii interestingly, spain came out and said theyre going to require people coming into the country to have either a negative covert test or vaccination, so clearly they are trying to find this balance. Up until now they have previously said there are no restrictions, so they are not definitively saying you have to be vaccinated. What i think it also really interesting thats coming out now is about what happens with families and children. We had lots of questions about this and at the moment we are still trying to work out which individual countries have what policy, so malta, for instance, has said children aged five to 11 can travel with their vaccinated parents and have to have a covert test, but they can travel with them and not have to quarantine. But aged 12 and up have to be vaccinated to be able to come into the country, or they have to quarantine, which of course as we are not routinely vaccinating under 18 is at the moment leaves a large group. So there is a lot of difficulty with this and individual countries merely following their own policies each time too. So keeping track with all of those as they Change And Develop is tricky. Star; Change And Develop is tricky. Stay home, Change And Develop is tricky. Stay home. Thats Change And Develop is tricky. Stay home, thats what Change And Develop is tricky. Stay home, thats what im doing. Caroline, thank you. I am, home, thats what im doing. Caroline, thank you. Iam, im staying home. The headlines on Bbc News. The Prime Minister says covid restrictions in england, are likely to remain, until the 19th ofjuly. But questions exist over the Prime Minister was my initial refusal to sack his Health Secretary for breaching the social distancing guidelines. Labour are demanding an investigation into Ministers Use of private emails for Government Business, after claims Matt Hancock breached guidelines. Nissan is set to announce up to 2,000 newjobs in sunderland to build batteries for electric cars. 4,000 jobs will also be created in the supply chain. The government is contributing to the overall cost of a project, which is expected to run into hundreds of millions of pounds. It shows that Car Companies in l is. It shows that Car Companies in the uk have digested all the changes that have been taking place over the last few years. The revised Trading Relationship with the european union, and feel that they can now take Investment Decisions again, because for the entire Uk Car industry, there has been a reluctance to take major Investment Decisions for the past few years. We wont know the full details until this announcement is made but it looks as though nissan is planning to build with a Partner Company A Gigafactory near to its Car Factory in sunderland in order to build batteries for electric models that can then be exported. Why does it need to do this . As of 2024, under the Uk Eu need to do this . As of 2024, under the Uk Eu Trade Agreement they will start being requirements for cars built in britain to have a minimum level of locally produced content, and if you are building electric cars, the most valuable part of the it and indeed the vocalist is the battery, so it makes sense to build those batteries locally, they really dont have much choice if they are going to be exporting cars to europe. So it does show there is a willingness now to put money in. We dont know how much the government itself is going to be contributing, but it is very much an optimistic, a good new story if you like for the british Car Industry. Is good new story if you like for the british Car Industry. British Car Industry. Is this the kind of thing british Car Industry. Is this the kind of thing were british Car Industry. Well, the electric order to help them do that . Well, the electric Car Order to help them do that . Well, the electric Car Industry order to help them do that . Well, the electric Car Industry is order to help them do that . Ii the electric Car Industry is going to grow. Governments across europe have planned tighter regulations and for phasing out the sale of new Petrol And Diesel cars, so in the uk for example that is going to happen in 2030, and hybrids will be phased out by 2035. Other countries across the continent are doing the same thing, which means a lot of the electric cars will have to be built. So what we have seen is across the country plans for new gigafactories, Giant Factory simply there to make batteries, and asian companies coming in to build their batteries locally because that is what they will have to do to get into the european market. So in germany for example, i think there are plans for seven gigafactory factories in those countries. We will see more of this. Thats definite. A study has found that a third dose of the 0xford Astrazeneca Vaccine, given more than six months after the second, does boost the immune system. The researchers, from the Oxford Vaccine Group, Say It isnt clear whether a third dose before winter will be needed in the uk. They also Say It would be wrong to give third doses while some countries had no vaccines at all. 0ur Health Correspondent Naomi Grimley reports. The uk has been vaccinating vast numbers of people for months now. And its more important than ever that people get two jabs, as infections are rising again with the advent of the more transmissible Delta Variant. But its actually another variant, the beta one, first discovered in south africa, which is now the focus of oxford universitys latest vaccine trial. The universitys top scientists say theres a good reason for that. The Delta Variant, we are seeing very high levels of protection in the uk, over 90 for the vaccines were using in the uk, so there is no immediate urgency around the Delta Variant. This is much more about being prepared for this quite testing variant, the south african one, and also future variants. The Oxford Team also said today that a third dose of their vaccine given more than six months after the second boosts the immune system. But Expert Opinion is still divided on whether Booster Doses should be roled out. Should be rolled out. I think it is very likely that we are going to need to give Booster Doses, as the Immune Response to the vaccines wane, but we still do not really know how long lasting or how stable the Immune Response is going to be to the existing vaccine regimes. I think we need to watch and see whether it is clear that the vaccine induced immunity is waning, and then consider boosting. There was some good news also for countries which do not even know when their second doses of the 0xford Astrazeneca Vaccine will be delivered. 0xfords Research suggests that longer delays between the first and second doses, perhaps even of up to 45 weeks, actually leads to a stronger Immune Response. Naomi grimley, Bbc News. A service of thanksgiving is to be held at St Pauls cathedral, to recognise the work of Nhs Staff whove been on the Front Line throughout the pandemic. It was invaluable, really. Also present will be some of the doctors who helped treat the first coronavirus patients in the uk. I will be there with colleagues, and we will be remembering i whats been going on. I and so all of that will be quite i an emotional experience, i think. Weve all been, at times, very emotional, whether its tiredness, whether it was fatigue, whether it was just personal issues. All of this has affected us over the last 18 months. I the Nhs In England has provided Hospital Treatment for around 400,000 seriously ill covid patients. There have been challenges with equipment, with the toll the pandemic has taken on staff. There will be more issues ahead. But the St Pauls service will provide a moment to take stock, and to hope for better times. Simon jones, Bbc News. So a lot of questions are being asked of officials, as to why arent you moving faster, so officials continue to come out and say we are moving as fast as we can, whilst also ensuring the safety of our people. He is the first of a set of tennis and is a Wild Card most people havent heard of before queens a couple of weeks ago when he reached the quarterfinals. He saved multiple Break Points against Novak Djokovic to take that first step six games to fall. What draper has is a power serve, a forehand, and he was bringing his best tennis under pressure when he was those Break Points delegate djokovic. That past Grass Call sing, calling both players to slip in instances where draper was the one who dealt with it better and held it to make his nerve. Admits that vein at wimbledon as it started to drizzle again. Novak djokovic has done what Novak Djokovic does. You dont win 19 Grand Slams without knowing how to fight back and react. He did break in the second set and im looking at the scoreboard here. He is 3 1 up and you canjust the scoreboard here. He is 3 1 up and you can just hear the cheers in the background as he gets himself on the background as he gets himself on the board in that second set. I dont think anyone is anticipating draper wins this match even though he took that first set 6 4 but boy has he done himselfjustice here and announced himself to the british Public. Peak like someone who has announced himself to the british Public-over'>Public Over and over again is Andy Murray. It is his first day at wimbledon for four years later. The 2017 was when he was last in contention with the singles. He is going to play the George On 24th Seeds and we can see murray preparing for that game here. It is a tough one for Andy Murray but one good thing that is going his way watching him at queens in practice is he is moving well. Bear in mind he has had those two Hip Operations and has got a Metal Hip now and it doesnt seem to have impaired his movement too much and he is still such an explosive Dynamite Player on in court but, again, it is a player that he is up against today that has got a discipline in his game that could cause Andy Murray problem is that if anybody thought that that was matched watch to see if anybody was matched watch to see if anybody was going to get through to the second round waving the british flag Jack Draper has certainly given the Fans Something to clear and that is a good thing, hugh. Just make something to cheer. We were hopeful that i am now standing him in the good old drizzle which means they might have to wait a little longer for these outside courts to get under way. They have at least Encore Court one scene Irina Sabalenka who beat monica nicholas kerr, the. Good win for sabalenka that and i can see now it is 4 1 to Novak Djokovic in the second set against activator so that going the defending champions way. Given the manager of england has a very personal connection to one of those previous games, and much would this mean potentially Game Tomorrow . I dont think it is a real driving false for him. I think she has been very good, hasnt he, its shielding his squad from the burden of expectation that, obviously, goes with england at any major tournament. Yes, of course there is a personal site for Gareth Southgate when you consider it was his penalty miss him at wembley against germany and give a 96 that saw england exit the tournament, in euro 96. But he knows that these people and shackled with that burden of what went before. 15 of the Squad Werent even born when Gareth Southgate missed that penalty for england at euro 96. And he think he knows his motivation just getting the best at the team the squad he has and this is the most important thing and there is sense that england perhaps havent quite hit full stride yet despite comfortably professing through the group stage, yet to concede two wins in that group as they topped a group to go on and Face Germany here in the last 16 tie. But he knows if they can get a little more out of his team there is no reason why England Cant go on and the decent thing and write their own chapter in what has been, obviously, some historical moments between these two sides. The best Thing Shed listened to is, she loved rave music, rave and Dance Music Anything else, she wouldnt dance to, would she . Shed always give a little fist pump. She laughs. Five weeks ago, her older sister was looking after her and she suddenly became ill. Her head just went backwards. And then she sat back up and blood came out. So i rang an ambulance straight away. It must have been very frightening for you . Yeah. She just. She wasnt responding and they told me to put her on her side. So she could still breathe and she just went very wheezy. Her eyesjust closed and she couldnt talk back to me. It was like she wasnt there. No one knew that shed swallowed a tiny Button Battery, and the acid was burning through a major artery. She had to have two litres blood transfusion. She left surgery. Shed still got my phone, she was still talking. The last thing she ever said to me was, mummy, i need you. I told her i loved her. Thats the last time i saw her. Halfway through her surgery, a surgeon came out and asked if shed swallowed anything. I said, not that i know. Thats when they told me they thought shed swallowed a Button Battery. So, we actually went up then to childrens Intensive Care where we were waiting for more news. And hejust said, im sorry. Thats what i can remember. I can rememberjust letting a loud scream out, shouting, no. And i had Tojust Go and tell my girls, because they were only letting Two Of Us in a room, and i had to tell my girls that their Baby Sister had passed away. Shes left a very big hole. Very. The Prime Minister wants another Five Million vaccinations to be completed by then, allowing, he says, life to return to pre pandemic days, as far as possible. Hes been holding talks with his new Health Secretary, Sajid Javid, now back in the cabinet, after Matt Hancock stood down. The Prime Minister has also been defending his handling of the controversy surrounding the former minister. But this isnt just about Seedy I Affairs at the heart of government, this is about billions of pounds i of our money being wasted and then secretly put in private E Mailsl to avoid the scrutiny of the civil service, and could have put our country at risk. | mps made it clear to Matt Hancock that the former Health Secretarys authority was left in tatters, after he was caught on camera breaking social distancing guidelines. A study has found that a third dose of the oxford Astrazeneca Vaccine given more than six months after the second does boost the immune system. The researchers from the Oxford Vaccine Group Say It isnt clear whether a third dose before winter will be needed in the uk. They also Say It would be wrong to give third doses while some countries had no vaccines at all. Our Health Correspondent Naomi Grimley reports. The uk has been vaccinating vast numbers of people for months now. And its more important than ever that people get two jabs, as infections are rising again, with the advent of the more transmissible Delta Variant. But its actually another variant, the beta one, first discovered in south africa, which is now the focus of oxford universitys latest vaccine trial. The universitys top scientists say theres a good reason for that. The Delta Variant, we are seeing very high levels of protection here in the uk, from that, over 90 for the vaccines were using in the uk, so there is no immediate urgency around the Delta Variant. So this is much more about being prepared for this quite testing variant, the south african one, and also future variants. The Oxford Team also said today that a third dose of their vaccine, given more than six months after the second, boosts the immune system. But Expert Opinion is still divided on whether Booster Doses should be rolled out. There was some good news, also, for countries which do not even know when their second doses of the oxford Astrazeneca Vaccine will be delivered. Oxfords research suggests that longer delays between the first and second doses, perhaps even of up to 45 weeks, actually leads to a stronger Immune Response. Naomi grimley, Bbc News. In the last hour, its been revealed scotland has recorded its highest number of coronavirus cases in 24 hours since the start of the pandemic, according to officialfigures. On monday, it was reported a total of 3,285 people had reported positive tests overnight. It beats the previous Record High of 2,999 cases recorded last thursday. There were no new deaths recorded, meaning the total remains at 7,712. Nissan is set to announce up to 2,000 newjobs in sunderland, to build batteries for electric cars. 4,000 jobs will also be created in the supply chain. The government is contributing to the overall cost of the project, which is expected to run into hundreds of millions of pounds. Earlier, our International Business Correpsondent Theo Leggett gave me this update. It certainly is. It shows that Car Companies in the uk have digested all the changes that have been taking place over the last few years. The revised Trading Relationship with the european union, and feel that they can now take Investment Decisions again, because, for the entire Uk Car industry, there has been a reluctance to take major Investment Decisions for the past few years. We wont know the full details until this announcement is made, but it looks as though nissan is planning to build, with a Partner Company, aefc, A Gigafactory near to its Car Factory in sunderland in order to build batteries for electric models that can then be exported. Why does it need to do this . Is this the kind of thing were going to see more of, then, foreign businesses hoping to move into this new sector, when it comes to Battery Technology and a whole host of other areas, but the government giving them the incentive with it, with money in order to help them do that . Well, the electric Car Industry is going to grow. Governments across europe have planned tighter regulations and for phasing out the sale of new Petrol And Diesel cars, so in the uk for example that is going to happen in 2030, and hybrids will be phased out by 2035. Other governments across the continent are doing the same thing, which means a lot of the electric cars will have to be built. And that means a lot of batteries will have to be built. So what we have seen is across the continent, plans for new gigafactories, Giant Factory simply there to make batteries, and asian companies coming in to build their batteries locally because that is what they will have to do to get into the european market. Seven gigafactories in that country alone now. We will see more of this. Thats definite. Firefighters are tacking a blaze in in Elephant And Castle in south london. Videos on Social Media showed large plumes of smoke appearing from Elephant And Castle station. The London Fire brigade said ten Fire Engines and 70 firefighters were in attendance, and urged people to avoid the area. Winchester Crown Court has heard that a 13 year old was lured to a park by a girl, and ambushed by two teenage boys, who stabbed him and left him to die. Oliver Stephens, known as olly, was pronounced dead at bugs bottom fields in reading on 3rd january. Olly believed he was meeting a girl on her own, but two boys were lying in wait. In miami, Rescue Workers say they have not given up hope of finding survivors under the rubble of a collapsed florida apartment block. More than 150 people are still missing, with nine confirmed to have died in thursdays disaster. Cbs News Correspondent David begnaud is in miami, and hes been telling us theyre still hoping they may find survivors. Theres a lot of families here who dont believe that rescuers are moving with enough of a sense of urgency, and, quite honestly, where some people would be offended to even say that, imagine being one of these family members, where you are sitting here in the heat, the humidity, and looking at concrete and fearing that your Loved Ones are underneath there, the last thing youre worried about is offending someone. So a lot of questions are being asked of officials, as to why arent you moving faster . So officials continue to come out and say we are moving as fast as we can, whilst also ensuring the safety of our people. Theyve dug a trench underneath the building. A lot of times you see rescuers taking from On Top, right, moving the rubble out of the way in reaching down. Moving the rubble out of the way and reaching down. In this case, they are going underneath to this tunnel that is nearly 40 feet deep below the building and that is how they have recovered nine body so far. It is still a Search And Rescue operation. Youve got teams from Israel And Mexico that are now here working with the teams from south florida. That is not a recovery operation, yet. It is not a recovery operation, yet. A service of thanksgiving is to be held at St Pauls cathedral, to recognise the work of Nhs Staff whove been on the Front Line throughout the pandemic. It will take place on the fifth july, the same date as the Nhs In England was founded, 73 years ago. Simonjones has more, and his report contains some Flash Photography. Applause and cheering. Emotional tributes to nhs workers, whove risen to the challenge of the coronavirus crisis. This was clap for carers people coming out on their doorsteps near the start of the pandemic to thank the doctors, nurses and Health Staff Whove made such a difference. Bell tolls. Now, St Pauls cathedral is set to host a socially distanced service on the 73rd anniversary of the foundation of the nhs. Among those invited are may parsons, who administered the first Covid Vaccine in the world, outside of a trial, to margaret keenan. All done. And kathrine dawson, who credits doctors with saving the life of her and her baby. Kathrine was 32 weeks pregnant when she contracted covid, and had to spend eight days on a ventilator. Sometimes, i had some really dark days in icu, and there was always someone there to hold my Hand And Talk to me and make sure i that understood everything and just had a chat with me, just to take my mind off what was happening. But questions remain over the Prime Ministers initial refusal to sack his Health Secretary, for breaching social distancing guidelines. Unvaccinated Uk Travellers heading for portugal, will now have to quarantine, for 14 days. A variety of changes to restrictions for Uk Travellers have been announced today, with those travelling to from the uk to portugal, having to quarantine for 14 days unless they can present proof they had been fully vaccinated a fortnight before their arrival. Spanish prime Minister Pedro Sanchez has also announced Uk Travellers will either need to prove they are fully vaccinated, or provide a negative Pcr Test on arrival in the country. Hong kong has also banned all Passenger Flights from the uk from firstjuly, after adding the uk to its extremely high risk group. Well, were going to answer some of your questions about those new Travel Restrictions now, with your questions answered. With me is Travel And Aviation expert, sally gethin. Also im joined by simon calder, Travel Editor for the independent. Hello to both, Thanks Forjoining us, good to have you here to answer some of the questions that our viewers have been sending in. And ive got the first one here for you, sally. It doesnt say who this is from, but it says, i am planning to travel to course next week. I recognise i have two self isolate to kos. However if i pay i only have to kos. However if i pay i only have to isolate for five. To kos. However if i pay i only have to isolate forfive. Also, why arent Collateral Flow tests acce Pta Ble Arent Collateral Flow tests acceptable as proof of being covid free on my return . I have been taking these tests twice weekly for months, but no have to have a Pcr Test twice, at a huge cost, when currently they are only needed if someone is showing signs of covid . Yeah, so right away, there is conflict over this, because of course the Government Hasnt really altered its messaging over the Amber List, which kos is on the Amber List, which kos is on the Amber List, greece and the greek islands. So, of course, from the Governments Point of view, do you really need to travel to kos anyway . Having said that, theres nothing really to prevent people from travelling to the Amber List countries, as long as they observe all the corresponding rules around that, which, as this viewer has pointed out, involves testing and then self isolating for ten days on return. Now, there have been a lot of typical frustrations around that test. So the Pcr Test is still the only acceptable test, in terms of crossing into our borders come into the uk officially. But this is rather at odds with whats going on in europe for example, where they are allowed to use lateral Flow Tests, which are very quick and a lot cheaper, but unfortunately here in the uk we do have to stick with that Pcr Testing, which is more expensive. Atoll have to stick with that Pcr Testing, which is more expensive. Which is more expensive. All right, 0k. Which is more expensive. All right, ok. This which is more expensive. All right, 0k this is which is more expensive. All right, ok. This is from which is more expensive. All right, ok. This is from terry which is more expensive. All right, ok. This is from terry in which is more expensive. All right, ok. This is from terry in london. I ok. This is from terry in london. This is for you, simon. I am fully vaccinated. Cant i use the nhs ats cove a Travel Pass to get to portugal . Theyre well, yes, if you are fully vaccinated than portugal is one of the bases you will be able to go to without too much kerfuffle, if you show that. There are other requirements that countries are putting in place, in terms of testing before you go. Wejust heard this morning that spain of course is saying either you are fully vaccinated or you take a Pcr Test, and lots vaccinated or you take a Pcr Test, and lots of vaccinated or you take a Pcr Test, and lots of people are getting in touch and lots of people are getting in touch about proof. Now, if you get the standard Nhs App, and you live in england. The standard Nhs App, and you live in england, then you should be able, if youve in england, then you should be able, if youve signed up for notifications from your gp, to have a record notifications from your gp, to have a record on notifications from your gp, to have a record on that. You can also download a record on that. You can also Download And Print that out, and i would Download And Print that out, and i would urge Download And Print that out, and i would urge people to do that, if you are using would urge people to do that, if you are using it would urge people to do that, if you are using it for travel, because it saves are using it for travel, because it saves any are using it for travel, because it saves any kerfuffle, if batteries run down. Saves any kerfuffle, if batteries run down, and it was good to have a piece run down, and it was good to have a piece of run down, and it was good to have a piece of paper, i find. Now, run down, and it was good to have a piece of paper, ifind. Now, in run down, and it was good to have a piece of paper, i find. Now, in the other piece of paper, i find. Now, in the other Uk Piece of paper, i find. Now, in the other uk nations, there is always a way of other uk nations, there is always a way of getting that proof, but you do need way of getting that proof, but you do need to have some kind of official do need to have some kind of official proof, although there was talk in official proof, although there was talk in the official proof, although there was talk in the early days that that little talk in the early days that that little piece of card would be sufficient to get you into greece. Well. Sufficient to get you into greece. Well. It sufficient to get you into greece. Well, it might do but it might not, so the well, it might do but it might not, so the more official proof you have, the better. So the more official proof you have, the better, but please dont bother your gp the better, but please dont bother your gp. There is a numberto call, i your gp. There is a numberto call, i believe your gp. There is a numberto call, i believe it your gp. There is a numberto call, i believe it is your gp. There is a numberto call, i believe it is 1 19 in england, for getting i believe it is 1 19 in england, for getting a i believe it is 1 19 in england, for getting a copy actually through the post of getting a copy actually through the post of your certificate, and bear in Mind Post of your certificate, and bear in mind that, well, just over the weekend. In mind that, well, just over the weekend, if you have been double ab, weekend, if you have been Double Jab. You weekend, if you have been Double Jab, you are very fortunate, because a lot of jab, you are very fortunate, because a lot of the jab, you are very fortunate, because a lot of the Country Isjust coming onto a lot of the Country Isjust coming onto the a lot of the Country Isjust coming onto the Green List are saying yes, thats onto the Green List are saying yes, thats ok. Onto the Green List are saying yes, thats ok. If onto the Green List are saying yes, thats ok, if you have been double ab, thats ok, if you have been Double Jab. But thats ok, if you have been Double Jab, but malta is saying if you are not Double Jab, but malta is saying if you are not Double Jab and youre coming from not Double Jab and youre coming from the not Double Jab and youre coming from the uk and you are 12 or over, well. From the uk and you are 12 or over, well. You from the uk and you are 12 or over, well, you cant come in. It is a really well, you cant come in. It is a really tough time, that is due to the delta really tough time, that is due to the Delta Variant of course increasing in cases by 59 in the past increasing in cases by 59 in the past week increasing in cases by 59 in the past week. We have gone from the golden past week. We have gone from the golden girls and boys of summer to the sick golden girls and boys of summer to the sick man of europe, im afraid. Sally. Iwould really like to say yes, ok, because in | like to say yes, ok, because in continental europe and among the Eu Member states, they are already rolling out a hugely successful vaccine passport programme. Its called, well, it was called the green pass but officially it is called the digital health certificate, and this enables Eu Member states to just use that as proof of either a negative Covid Test or a vaccine, and it works on your mobile phone with an app. But in the uk we have fallen behind. There has been no clear messaging from the government on how you can pass into the borders of those countries full stops are what we are seeing now obviously with those questions is, well, obviously things are getting a bit clearer, but we can go to certain countries but we have to prove our status. But as simon was saying, there are various ways to do that. It is best to have a bit of paper on you if you can. You will have to check with your destination, in short. Some countries will accept, for example, a letter, and they might except perhaps the little card you are given when you were double vaccinated, but its not definite, and so the government needs to ramp it up. It is saying that the Nhs App for example, should be enough, but we do need much more clarity on that front. ,. ,. , front. Yeah, simon, i saw you noddin front. Yeah, simon, i saw you nodding along front. Yeah, simon, i saw you nodding along there, front. Yeah, simon, i saw you nodding along there, this i front. Yeah, simon, i saw you i nodding along there, this question is from ian in edinburgh and it follows on from what sally was saying, with no covid passport, how do you go about proving that you have had both . I have had both and have had both . I have had both and have no paperwork to prove this has happened. All my appointments were done on the phone. Qm. Happened. All my appointments were done on the phone. If you go to nhs informed dr scott, and needless to say nhs informed dr scott, and needless to say that nhs informed dr scott, and needless to say that applies only if you are in scotland, then there are details on there in scotland, then there are details on there about how you can actually et on there about how you can actually get a on there about how you can actually get a paper on there about how you can actually get a paper copy, and again stressing that you should not be travelling stressing that you should not be travelling your gp. So there is a solution travelling your gp. So there is a solution but as sally says it is not immediately obvious and it is not suddenly immediately obvious and it is not suddenly going to appear on your smartphone and solve all your problems. But again, you really do need to check with your destination, also for the very latest advice, because as we are seeing, just in the last 24 hours, you know, things can change even in the middle of the night with various destinations, and also you really need to go to the official Government Website for each official Government Website for each of those destinations, because theyve all got very user friendly now travel advice. Now, when you come back, or when you arrive from the usa into the uk, in fact what you have to do is follow these rules to the letter, and, yes, you canjoin other people in their home. Obviously you have to fill in the Passenger Locator Form and make it clear where you are staying, but actually you are supposed to keep away from the people in that household, and the government says you should stay for example in a well ventilated room with an outside window that can be opened, and you need to stay separate from other people in your home and stay two metres apart, and there certainly shouldnt be any visitors to that home. So, yes, its not the ideal visit, is it, it is not the ideal visit, is it, it is not the ideal reunion, but, you know, as long as you bear that in mind, then its safe. So obviously you need to get your Pcr Test when you need to get your Pcr Test when you are returning within 72 hours of your flight, you are returning within 72 hours of yourflight, coming back into the uk. I mean thats a critical one that you really have to get sorted out, and that actually can be very complicated, because it depends on the destination that youre coming back from. Ijust the destination that youre coming back from. I just want to make a quick point about a nod back to the transatlantic discussion we had. I just want to say, on that front, that of Course Travel has put in much opened up in the united states, and it is back to pretty much pre pandemic levels, within that vast continent, obviously, Air Travel is the way to be able to go on destinations in the uk. Sol think that will also add pressure on to the Uk Government as well. {lila to the Uk Government as well. 0k, simon, i to the Uk Government as well. 0k, simon. This is from fred in ilfracombe. Let me run through this very quickly. Lets cross live to the house of commons because the Shadow Defence Secretaryjohn healey has been granted an urgent question by the speaker over the loss of secret documents from the ministry of defence. Thank you Mr Speaker and i think the honourable gentleman for his question. As the house will be aware, a number of ministry of Defence Classified Documents were lost by a senior official last week. On realising the loss of documents they were self recorded on the 23rd ofjune. The Document Loss included a paper that was secret the Uk Eyes only. The documents were found by a member of the Public on a bus in kent and a member of the Public then handed the papers to the bbc. The ministry of defence has launched a full investigation. The papers have now been recovered from the bbc and are being assessed as i speak. To check the old documents have been recovered and what mitigation actions might be necessary. The investigation will look at the actions of individuals including the printing of the papers through to the management of the reported incident. And at the underlying processes for Printing And Cabbage papers in defence. The investigation is expected to complete shortly. While the investigation is being conducted, the Individuals Access to sensitive material has been suspended. It is extremely worrying for national security and i thank you for granting this urgent question. It is not the first time they have beenin it is not the first time they have been in leaks based on classified documents from the mod that are found there way beyond the mod. Is the military police involved in this investigation . Im glad the ministers confirmed that the investigation will look at how and why these highly classified documents were copied and then carried out of the department. When will it report, and will he publish the findings . He needs to do more to reassure voters about the risks involved in this leak. Will he confirm the level of Uk Eyes only classification this document had. Has the enquiry get bolder espionage . And were our allies informed immediately . Has the enquiry yet pulled out espionage. I would share the honourable Gentlemans Concern about the incident we take the loss of all internal documents very seriously. The mod police are involved as part of this investigation. On the timing, ive said shortly that i hope that that will be very short order. It could be as little as a week but i cannot commit to that in case the investigation finds most of the need to go into. I hope it will be a very short process indeed and will go to inform the house that defence questions next week but forgive me, Mr Speaker, it investigation is taking longer. We will explain some Summer Day or so. Regarding xp and large, again, this is a matterfor the espionage. I would emphasise that the individual did Self Report when he became aware, when the individual became aware, when the individual became aware, when the individual became aware that the documents had been mislaid. Our. We have certainly informed the united states. They are aware of this circumstance pending further contact with the investigation. They will be informed again. The right honourable gentleman referred to our armed forces totally professional conduct and the black sea last week and he is absolutely right to do so. They behaved absolutely impeccably and i share his concerns that we must always be providing good back up and good support to those armed forces. I can share the house what they would expect is intense preparation, intense work to ensure every angle is covered and every analysis is covered before any armed forces are conducting themselves around the world. But, clearly, evidence of that should not be forthcoming from the department. These are secret documents. The investigation will be appropriately conducted and we will see what we can learn to improve our procedures for the future. Procedures for the future. Doctor julian. Procedures for the future. In the event of documents of this nature being found clearly one would encourage members of the Public to hand them the police but in this instance they were handed into the bbc. I have to say that although i would prefer, naturally, the bbc to have handed them over and neatly are not made reference to them, they have a job to do and i also recognise that they have behaved responsibly and i have handed the documents back into the department and we are analysing the now. ,. ,. , now. It is important that one gets On Top of that mistake and what can be learned and how we can help ensure that such mistakes do not happen again. Im here to speak about this particular incident and i think another urgent question follows this one on other issues but i appreciate the concern of the honourable gentleman and i know it is genuinely intended. Im very sorry this incident has happened and the investigation will be thorough. Mr speaker, putting aside the particulars of this recent incident, can ask the minister of state when the government is going to bring forward its reform of the official Secrets Act, particularly around the classification of papers and punishment for those that breach the act . But, given the act is over 100 years old, is it not the case must in some situations the act is no longerfit for purpose, in some situations the act is no longer fit for purpose, and that the form needs to come sooner rather than later . Reform needs to come sooner. My own son where the honourable gentleman comes from and i know to something that has been mentioned previously in this place and as i recall there was a reference to this in the queens speech. It is not my direct departmental business but i understand that it is something the government is looking into. Mr government is looking into. M speaker, i think the documents pertaining to Hms Defender which surely must concern us as much as any other ones. There really since churchill was first in the admiralty all documents pertaining to what the fleet was doing work kept in total confidence by the ministry of defence and never ever left that building so i hope the enquiry will pick up what exactly happened here but secondly the morale of our armed services depends on the confidence in the sort of thing happening, and i hope the minister will accept that because in of those brave people defend this country is above all else crucially important. To smack the morale. I else crucially important. To smack the morale else crucially important. To smack the morale. I could not agree more formall. The morale. To reiterate that, it is absolutely vital that they have confidence in these procedures which they follow themselves. There are procedures in place under which documents can be taken out of the department but they very tightly constrained and it is up to investigation to find out whether or not those policies and procedures were followed this case. Not those policies and procedures were followed this case. Thank you very much. Were followed this case. Thank you very much. Mr were followed this case. Thank you very much, Mr Speaker. Personally, i am at the saturn that the bbc saw fit to publish information that was secret rather than actually put it straight to the place of of of its ministry of defence. Are rather saddened. I think that shows poorly on the bbc which is, after all, a Public service broadcaster. Can i make in the past it was normal practice for anyone in the mod carrying restricted or restricted or classified or sensitive documents out of a secure location to do so in an approved briefcase which was often manacled to the carriers wrist. Mr speaker, as i mentioned that previous such arrangements. Mr speaker, as i mentioned that previous honourable | mentioned that previous honourable gentleman that our policies and procedures in place to how documents can be safely taken out of the department on the rare occasions where that is necessary. I think it is for the investigation to work through whether there was procedures were followed in this instance and whether those procedures need to be performed or improved for the future. Reformed. Studio events in the Commons Today after that urgent question from john healey, the Shadow Defence Secretary relating to those documents that ended up being left Bus Stop in kent that were found last week and passed on to the bbc. Some of those documents referring to Hms Defender s journey documents referring to Hms Defender sjourney in documents referring to Hms Defender s journey in the black sea off the coast of crimea which, of course, upset moscow. The Defence Minister in the quaint, replying to the urgent question made it clear that the ministry of defence police are involved in that urgent and ongoing investigation and that the individual who left those documents at the Bus Stop Self Reported that that had actually happened. Couple of questions, actually, about the role of the bbc in all of this in the courting goal of reporting the contents of the documents when they were handed by a member of the Public to the bbc. Well, i read the story On Friday, and we got a new Health Secretary in post on saturday, and i think thats about the right pace proceed in a pandemic. Pace to proceed in a pandemic. Scotland records its highest number of coronavirus cases in a 24 Hour Period since the start of the pandemic. On monday, a total of 3,285 people had positive tests overnight. Unvaccinated Uk Travellers, heading for portugal, will now have to quarantine, for 14 days. Firefighters are tackling a blaze in the Elephant And Castle in south london. And, after coronavirus stopped play last year, wimbledon, is back, with a Standing Ovation for medical staff and other inspirational individuals, including professor sarah gilbert, who developed the astrazeneca jab. Good afternoon. Borisjohnson says its very likely covid restrictions will end in england on the 19th ofjuly. The Prime Minister wants another Five Million vaccinations to be completed by then, allowing he says, life to return to pre pandemic days, as far as possible. Hes been holding talks with his new Health Secretary, Sajid Javid, now back in the cabinet, after Matt Hancock stood down. The Prime Minister has also been defending his handling of the controversy surrounding the former minister. But this isnt just about Seedy I Affairs at the heart of government, this is about billions of pounds of our money being wasted and then secretly put in private E Mailsl to avoid the scrutiny of the civil service, and could have put our country at risk. | mps made it clear to Matt Hancock that the former Health Secretarys authority was left in tatters, after he was caught on camera breaking social distancing guidelines. Reporter irreversible, is. Oh, its going to be irreversible. There is no going back. Labour have accused the new Health Secretary of complacency over those comments, a sign of the scrutiny he now faces at a crucial time in the coronavirus pandemic. Jonathan blake, Bbc News. Scotland has recorded its highest number of coronavirus cases we have the latest coronavirus figures from the government and they show a large rise in the last 24 Hour Period, there are now 22,868 new infections in the last 24 hours. There are caveats as a result of the Weekend Period and so on, but 22,868 new coronavirus infections, new cases, in the last 24 Hour Period, and there were three deaths. Some more Breaking News too. Research looking into the mixing of either the Pfizer Vaccine with the Astrazeneca Vaccine suggests that using the two with a four Week Interval in between doses does generate robust Immune Response to covid 19, so it is possible, it seems, with this initial research to have an Astrazeneca Vaccine is your first dose, then have a Pfizer Vaccine is your second dose, with an interval of at least four weeks between and you get a robust Immune Response. That coming in on the last few minutes. And yes, that study is from oxford university. So any more on that we will bring it to you when we get it. A variety of changes to restrictions for Uk Travellers have been announced today, with those travelling to from the uk to portugal having to quarantine for 14 days, unless they can present proof they had been fully vaccinated a fortnight before their arrival. Spanish prime Minister Pedro Sanchez has also announced Uk Travellers will either need to prove they are fully vaccinated or provide a negative Pcr Test on arrival in the country. Hong kong has also banned all Passenger Flights from the uk from 1stjuly, after adding the uk to its extremely high risk group. Our Transport Correspondent Caroline Davies gave me the latest on what the new restrictions mean for Uk Travellers and the reaction to the new rules in portugal. When it was announced, 17th of may, people jetted off, when it was announced, 17th of may, peoplejetted off, and three when it was announced, 17th of may, people jetted off, and three weeks later it was taken of the Green List and put onto amber. So it is still on the Green List, which means on the Amber List, so people still need to quarantine for ten days. But a lot of people were hoping, did so well to start with, maybe it will go back onto the green. But conversely this particular news will be disappointing for a lot of people who will be planning to visit in the next course of the next few weeks, these particular guidelines are currently in place until the 11th of july, although they could be changed. We dont know whether they will be extended, if they might be stopped earlier, so i think what this really shows is it is notjust about what countries we decide to put on our Green List, it is also about how other countries around the world are going to respond and whether they want us there. And they can change their minds, they have their own set of politics and policies and health provisions and health considerations, they can change their mind too, so it is a difficult game trying to work out which countries will stay green. Im which countries will stay green. Im ust which countries will stay green. Im just wondering, is it one dose or is it to doses youve got to have . Fully vaccinated. It to doses youve got to have . Fully vaccinated. Fully vaccinated, so thats two fully vaccinated. Fully vaccinated, so thats two doses. Fully vaccinated. Fully vaccinated, so thats two doses. Two fully vaccinated. Fully vaccinated, so thats two doses. Two doses, l so thats two doses. Two doses, recognised so thats two doses. Two doses, recognised by so thats two doses. Two doses, recognised by the so thats two doses. Two doses, recognised by the eu so thats two doses. Two doses, recognised by the Eu Health i so thats two doses. Two doses, i recognised by the Eu Health board, and also it has to be 14 days since you have had your last dose, so it is notjust that you have had your last dose, so it is not just that you you have had your last dose, so it is notjust that you have had to haddock, you also had to have had that gap is well first up we have seen other countries who were introducing slightly stricter measures, so malta said On Friday, so honestly malta is about to go green next week, the only country on the Green List, not the green watchlist, so again a lot of people feeling quite positive. I know of quite a few people who booked malta on thursday only to find out On Friday that malta was saying from wednesday onwards you have to be fully vaccinated to be able to come into the country. Or you have to quarantine 14 days. Which a lot of People Cant do. There are other countries who are also starting to take the stronger steps. Weve heard from the german chancellor angela merkel, who was trying to encourage European Countries to put Uk Rivals into quarantine, as they do in germany. Thats a big decision for countries that rely on Uk Tourists coming in during the course of the summer, for obvious reasons, because it persuades people not to come. So some people trying to find a sort of middle ground but it is a very difficult balance for a lot of these countries to find. Share difficult balance for a lot of these countries to find. Countries to find. Are be essentially countries to find. Are be essentially moving i countries to find. Are be i essentially moving inexorably towards a vaccine possible . Thats what we talking about here, isnt it . ~ , , what we talking about here, isnt it . , it . Well, interestingly, spain came out today and it . Well, interestingly, spain came out today and said it . Well, interestingly, spain came out today and said they it . Well, interestingly, spain came out today and said they going i it . Well, interestingly, spain came out today and said they going to i out today and said they going to require people coming into the country to have either a negative Covid Test or a vaccination, so clearly they are trying to find this balance. Up until now they have previously said there are no restrictions, so they are not definitively saying you have to be vaccinated. What i think is also really interesting that is coming out now is about what happens with families and children . Weve had lots of questions about this and at the moment we are still trying to work out which individual countries have witch policy. So malta, for instance, has said that children aged five to 11 can travel with their vaccinated parents and have to have a covert test but they can travel with them and not have to quarantine. But aged 12 and up have to be vaccinated to be able to come into the country, or they have to quarantine, which of course, as we are not routinely vaccinating under 18 is at the moment, leaves a large group. So there is a lot of difficulty with this and individual countries really following their own policies each time too. So keeping track with all of those as they Change And Develop is tricky. Scotland has recorded its highest number of coronavirus cases in a 24 Hour Period, since the start of the pandemic. On monday, it was reported a total of 3,285 people had reported positive tests overnight. It beats the previous Record High of 2,999 cases, recorded last thursday. There were no new deaths recorded, meaning the total remains at 7,712. Our correspondent Alexandra Mackenzie is in glasgow. Alexandra, bad news on the rise in infections. Is this due to the Delta Variant . , , variant . Yes. Disappointing news there. As variant . Yes. Disappointing news there as you variant . Yes. Disappointing news there. As you said, variant . Yes. Disappointing news there. As you said, scotland i variant . Yes. Disappointing news there. As you said, scotland has| there. As you said, scotland has again registered another record of daily coronavirus figures was not you mentioned the number there, 3285 cases recorded in the last 24 hours. Numbers have been rising very steeply. Yes, that is in part due to the Delta Variant, which is spreading more rapidly than other variants, and this is the first time that scotland has registered a figure over 3000, and that compares tojust several hundred figure over 3000, and that compares to just several hundred at the beginning of the month, just to give you some idea of how much it has been increasing. Now, the last time we were close to this number of daily figures is at the beginning of the year, when scotland was pretty much in lockdown, and there were far fewer vaccinations having been done. So we are in a very different place, and scotlands first minister Nicola Sturgeon reacted to the rise in cases a short time ago. We are seeing quite a steep rise in covert we are seeing quite a steep rise in covert cases we are seeing quite a steep rise in covert cases right now. The positive news covert cases right now. The positive news is covert cases right now. The positive news is that covert cases right now. The positive news is that vaccination is providing a lot of protection, so were providing a lot of protection, so were not providing a lot of protection, so were not seeing a commensurate increase were not seeing a commensurate increase in were not seeing a commensurate increase in the number of people going increase in the number of people going into increase in the number of people going into hospital or Intensive Care, going into hospital or Intensive Care, or going into hospital or Intensive Care, orthankfully going into hospital or Intensive Care, or thankfully not dying from the virus care, or thankfully not dying from the virus. But we shouldnt be complacent about this. There are still a complacent about this. There are still a number of people that are not yet still a number of people that are not yet fully vaccinated, although we are not yet fully vaccinated, although we are vaccinating as quickly as suppties we are vaccinating as quickly as supplies allow, and while this vaccine supplies allow, and while this Vaccine Programme is highly effective, vaccines are not 100 effective effective, vaccines are not 100 effective. So if we dont want to see the effective. So if we dont want to see the virus run ahead of the vaccines, see the virus run ahead of the vaccines, its really, really important that everybody is very careful important that everybody is very careful right now. So im asking peopte careful right now. So im asking peopte to careful right now. So im asking people to follow all of the health advice. People to follow all of the health advice, make sure youre keeping a safe distance from others, washing your hands safe distance from others, washing your hands regularly, wearing your face coverings, and stay outdoors as much face coverings, and stay outdoors as much as face coverings, and stay outdoors as much as possible right now, because that reduces the risks of transmission. This is a moment, if we want transmission. This is a moment, if we want to transmission. This is a moment, if we want to get to that End Point that we we want to get to that End Point that we hoped for in august, this is a moment that we hoped for in august, this is a moment for all of us to take care and make a moment for all of us to take care and make sure we are doing anything we can and make sure we are doing anything we can to and make sure we are doing anything we can to stop the virus spreading. Nicota we can to stop the virus spreading. Nicola sturgeon said this was due to a variety of factors. She mentioned indoor transmission being a problem. We do have sunshine in scotland for the next few days, so she is encouraging people to meet up outdoors, ratherthan encouraging people to meet up outdoors, rather than meeting indoors. Now, the government is aiming to move the whole of scotland to the lowest level of the five Tier Restriction System on the 19th of july, before all measures almost measures are due to be lifted entirely in august. There was no suggestion that there was going to be any delay in this at this stage, but Nicola Sturgeon did sound quite cautious, was warning people not to be complacent, and as you heard her say there, she said this is a moment to take care. Say there, she said this is a moment to take care to take care. Alexandra, thank you for that. To take care. Alexandra, thank you for that we to take care. Alexandra, thank you for that. We are to take care. Alexandra, thank you for that. We are going to take care. Alexandra, thank you for that. We are going to go to the commons now because labour has been granted an urgent question by the speaker of the security arrangements relating to ministerial offices and communications. Peter bone shoes on his feet. The private Conversation Bone shoes on his feet. The private conversation between bone shoes on his feet. The private conversation between members, i bone shoes on his feet. The private I Conversation between members, civil servants and members of the Public to be secretly recorded. It also, Mr Speaker, brings into question whether the Wilson Doctrine has been broken. Since the premiership of harold wilson, it has been a long Standing Rule that secret recordings of members of parliament by the police, security services or state are outlawed. So i have a number of questions for the minister, which i hope she will be able to be a little more forthcoming. First, do the offices of ministers or members of parliament have recording devices in them . If so, who authorised them . Who has access to the recordings, what is the purpose of the recordings, how loud are they kept . Has the Wilson Doctrine been broken . Are there currently any members of parliament under surveillance by the Police Intelligence agencies or the state . What measures are taken to ensure there are no illicit recording devices in ministerial parliamentary offices . Are they routinely swept for those devices . Thank you. Routinely swept for those devices . Thank ou. . , routinely swept for those devices . Thank you routinely swept for those devices . Thank ou. ,. ,. , thank you. Before you answer that, you have no responsibility for the i you have no responsibility for the house you have no responsibility for the house. There is a responsibility for the house house. There is a responsibility for the house that i am looking into, but everything else is fair game. Minister but everything else is fair game. Minister | but everything else is fair game. Minister. ,. ,. , minister. I appreciate that clarification, minister. I appreciate that clarification, mr minister. I appreciate that clarification, Mr Speaker, | minister. I appreciate that i clarification, Mr Speaker, which minister. I appreciate that clarification, Mr Speaker, which is important. And i wish to assure the honourable gentleman that we do endorse the Wilson Doctrine and if there is any secret recordings in government offices, it is unacceptable full stop i understand this was a Cctv Footage investigated by the Department Of Health. We do not believe there are covert concerns at this moment. But there is an ongoing investigation into this, which unfortunately we are going to have to be patient on and wait for the details are, but once that investigation has been completed, notwithstanding security concerns, then we will be wanting to provide security assurances. He also asked about the extent to which offices are regularly swept. There is an organisation, called uk nace, it is the Government Lead for County Eavesdropping and it includes the technical manipulation of protective systems including cctv. It is an area that they work very closely with the Governments Security Group on and my understanding is they take a risk based assessment when it comes to sleeping. So departments where there are particular security sensitivities and concerns, those sweeps are taken place on a relatively regular basis but it is the departments who are accountable for the way in which their security is maintained in departments. Setting out standards to which departments are expected to adhere. We now come to the shadow secretary, angeta we now come to the shadow secretary, Angela Rayner. We now come to the shadow secretary, Angela Rayner Angela Rayner. Thank you Mr Speaker and i congratulate Angela Rayner. Thank you Mr Speaker and i congratulate the Angela Rayner. Thank you Mr Speaker and i congratulate the honourable i and i congratulate the honourable member for not for securing this urgent question and i thank the ministerfor urgent question and i thank the minister for opening comments regarding the cctv and the limitations regarding that. But given how little we currently seem to know, can i ask her to come back to know, can i ask her to come back to the house when she does have some answers, regarding this . Incredibly, Mr Speaker, this isnt even the biggest scandal of the day when it comes to ministerial security and communications, and the minister alluded to it in her comments. This morning, a Government Spokesperson claimed that all ministers only conduct Government Business through their departmental E Mail Addresses, yet i have, right here, the minutes of a departmental meeting, in which senior civil servants report government contracts being approved from a minister because my private E Mail Address. Who is telling the truth . It is a pity the chancellor of the duchy of Lancaster Couldnt be here in person, given his personal experience of the perils of using his private E Mails to conduct ministerial business, and to try and avoid freedom of information laws. And it goes well beyond one department, Mr Speaker. Last week, the Cabinet Minister refused to answer my questions about the Prime Ministers mobile phone. Today, it has been reported that he too wont deny using private E Mail Addresses. Can the minister now saved from this Dispatch Box, categorically, and on the record, that no minister or Prime Minister has used or does use private E Mailfor Prime Minister has used or does use private E Mail for Government Business, especially when it involves spending Public money . This morning, Thejustice Secretary agreed that private E Mail was a huge security issue. He admitted that this revelation does raise legitimate questions. On this, he is right. Now it is time to answer those questions. Will they refer themselves to the information commissioner, so that a genuinely independent investigation can take place . If any ministers have used private E Mail for Government Business, what action will be taken, and what will be done to prevent it happening again . What stops have been and will be taken to preserve private E Mails as evidence for Public-enquiry'>The Public Enquiry into the governments mishandling of this Covid Pandemic . Mr speaker, our country faces daily threats from hostile foreign states, who have already, for example, hacked the private E Mail Account of the honourable memberfor north somerset. What advice have they taken on security of ministers private E Mail Accounts, and what does it say about this government, Mr Speaker, when they will launch an enquiry into leaks of cctv, but not into their own ministers . I enquiry into leaks of cctv, but not into their own ministers . Into their own ministers . I thank the honourable into their own ministers . I thank the honourable lady into their own ministers . I thank the honourable lady for into their own ministers . I thank the honourable lady for her the honourable lady for her questions, and they are important ones which we will seek to answer. It is important to understand the Government Guidance is that official devices, E Mailaccountand devices, E Mail Account and communication devices, E Mailaccountand Communication Application should be used for communicating classified information. Otherforms of electronic communication may be used in the course of conducting government ministers as this. Each minister is in each is responsible for ensuring it is handled in a secure way but how that is done will depend on the type of information on the specific circumstances. She raises a question about the procurement of ppe, i believe, ora about the procurement of ppe, i believe, or a covert contract that was conducted allegedly by private E Mail Address and im was conducted allegedly by private E Mailaddress and im happy was conducted allegedly by private E Mail Address and im happy to look into that. But there needs to be understanding that at the time at which we were in the height of the pandemic, a huge volume of correspondence was coming to ministers via their personal E Mail Addresses, to their parliamentary E Mail Addresses, to their ministerial E Mail Addresses. Im not suggesting that this is not something we should look into, my point is, if he may well wait for me to finish, there were 15,000 offers of Hope Help in securing ppe that came in following the Prime Minister was my call for assistance. No other lay people wanted to respond to that call and then we needed to manage the sheer volume of the correspondence that was coming in. The important thing to note is that when ppe offers did come in, they went through the same eight stage process, so no matter which way those things were communicated, they went through the same process, and that should provide assurance. In so far as there are questions to answer, i want to assure the honourable lady that we have conducted a number of internal and external enquiries into this matter. There is the Boardman Investigation into contracts and there was the national Audit Office Investigation into contracts. So i wish to assure the honourable lady that this matter has already been looked into. She is absolutely right to ask questions. I am absolutely right to wish to reassure her. I would also add that they have been a number of debates on covert contracts in this house. One of them took place in westminster hall. I was on Maternity Leave at the time of her pandemic, so i share her concerns, i wanted to understand what happened, so i responded to a debate in westminster hall, and those questions where i actually set out very candidly some of the concerns and challenges that we face at the height of the pandemic. And a number of honourable members engaged in that debate asked very legitimate questions, which i responded to to the best of my ability. I was not aware that she has ever engaged in any of those debates, so if she wishes to generate a lot of Hue And Cry over this, that is understandable from a political point of view, but it is my duty to set out the challenges we did face, and the ways in which we are addressing some of the concerns. Thank you, Mr Speaker, and can i thank my honourable friend to the Dispatch Box to answer my honourable friends urgent question . As she will know, the Wilson Doctrine covers deliberate surveillance, so i wonder if i could ask what about whistle blowers who may inadvertently discover material in the Public interest . What safeguards are there for whistle blowers who discover such material . I are there for whistleblowers who discover such material . Are there for whistleblowers who discover such material . I thank the honourable discover such material . I thank the honourable gentleman discover such material . I thank the honourable gentleman for discover such material . I thank the honourable gentleman for his i honourable gentleman for his question and i think it is important there is a distinction made between material that was inappropriately sourced and then leaked, and people that are trying to raise legitimate concerns that require Public transparency, and i shall look into the concerns that he raised and make sure there is not a blurring between those two very important and distinct issues. I those two very important and distinct issues. Distinct issues. I follow your strictures distinct issues. I follow your strictures precisely, distinct issues. I follow your strictures precisely, all distinct issues. I follow your strictures precisely, all of. Distinct issues. I follow your. Strictures precisely, all of my questions are about ministerial offices. Was former Health Secretary aware, indeed was the Security Officer in his department aware, of the Cctv Camera in his office . Is this minister aware of similar Cctv Cameras in any other ministerial office . Who installs such systems in ministries, and who monitors them and has access to their feeds . Do they record video only, or is it sound and vision . And given there were reports of this footage being put about on instagram for some time, is it true that staff of private companies manage those systems and monitor the footage, and if that is true, who is responsible for vetting, and what is the process for vetting, and what is the process for vetting, and what is the process for vetting such staff . And most importantly, and finally, how confident is the minister that those state and non state actors who would do us harm have not already compromised other staff, or gained direct access to some of those cctv feeds . ,. , direct access to some of those cctv feeds . ,. ,. ,. , feeds . These are legitimate concerns that will be raised feeds . These are legitimate concerns that will be raised and feeds . These are legitimate concerns that will be raised and addressed, i that will be raised and addressed, my hope is, through the department of Health Investigation. The Cabinet Office as i say is there to check the standards, and we have regular correspondence and engagements with the department on those. He raised a number of points that we need to look into, via this investigation within the Department Of Health, who installs these machines and so on. But my understanding on this basis was it was a Cctv Camera and it was not a covert device. But then there are obviously questions to answer about the way in which civil servants are vetted, and they do go through stringent vetting processes, and there is a risk based approach as to which departments need to be more regularly swept, and i hope that some the answers he seeks will be answered by the department of Healths Investigation into this matter. ,. ,. ,. ,. , matter. We know that throughout this awful crisis there have been a number of leaks, the most notable being the one prior to the second lockdown in november last year. So can the minister assure the house that, as well as cameras, ministerial offices should not have microphones hidden in them, and that any review of security will ensure that all ministerial offices are checked for these regularly . I thank him for raising an important point, i him for raising an important point, and as ive said before this afternoon, there are sweeps that are conducted across departments. It is ultimately the permanent secretary of those departments that are accountable for the security within them, that the Cabinet Office sets out very clear guidance and continues to liaise with departments about how that is a dear too, but he raises an important point, when it comes to covert devices, and we all seek the same reassurances he does on those matters. I know where security cameras are in my high Street Roundabout where i live in the highlands, so i think the more we go into this the more odd it gets. And i think the Public do deserve an absolutely open explanation as to what has happened here, why if they are covert, why are they covert, or if they are semi covert, why are they semi covert, and why doesnt they semi covert, and why doesnt the Secretary Of State on a need to know know about this sort of thing and where they are . The Deputy Leader of the Labour Party, Angela Rayner, raised the issue of the potential use of private E Mails to conduct official Government Business. Julia lopez there in response for the government made it clear that at this stage there were no rules in this stage there were no rules in this regard that had been broken. What a story was for her to qualify for these championships that she has dropped the first set 6 3 and madison is 2 1 up in a second sets are not looking good for Katie Swan but no particular surprise there. Over on Court Number one, meanwhile, the french open finalist, arguably one of the most consistent players in the most consistent players and then mains tour this year, the number three seed stephan tsitsipas is heading out after danis lost the first two sets and he is now 2 1 down i can see in the third. That one. He didnt play any Glass Court Tennis after that final when he led Novak Djokovic by two sets before losing and talked about how his grand mother had died recently. The ministry of defence says it hopes to complete its investigation shortly into how classified documents came to be left at a Bus Stop in kent. The papers included assessments relating to last Weeks Mission by the royal Navy Warship Hms Defender to the black sea, prompting a diplomatic row with russia. Labour says the matter is serious and embarrassing. While the investigation is being conducted, the individual who misplaced the documents has had their access to sensitive material suspended. Our diplomatic Correspondent Paul adamsjoins me now. Poll, it is good to see when and thanks for being with us. Clearly a lot of questions asked including this urgent question by labours Shadow Defence Secretary on how on earth these documents could have ended up at a Bus Stop in kent, but it is clear now according tojeremy quinn the Defence Minister that it was an individual who happened to leave these documents by the side of the Bus Stop. There is no farther than intervention of foreign involvement in this whole situation . Foreign intervention. That is right, clive. He was in fact asked by the Labour Shadow Defence every whether there is any suspicion of espionage. He didnt actually dismiss this out of Hand But Everything he has said about the investigation so far suggest that this is simply an unfortunate case of a senior official who lost documents, reports of those documents, reports of those documents are lost as soon as he realised last tuesday, and an investigation going on to make sure, essentially, that all the documents have been returned. Notjust the ones that were in the position of the bbc for a couple of days but to see whether there might have been anything else. So, they havent completely shut the doors to more other theories about who might have seen those documents, but at the moment it very, very much looks like this is simply one individual, one person responsible for the base and an investigation to find outjust how that happened because, frankly, an awful lot of people think she should not have had those documents on him in the first place. Couple of questions as well relating to the bbcs questions as well relating to the bbc s involvement in all of this, the idea that perhaps the corporation as soon as it got these documents should have handed them straight back. The minister made it clear that the bbc acted responsibly and the official Secrets Act was not broken in relation to this. H0. And the official Secrets Act was not broken in relation to this. Broken in relation to this. No, the official secrets broken in relation to this. No, the official Secrets Act broken in relation to this. No, the official Secrets Act as broken in relation to this. No, the official Secrets Act as a broken in relation to this. No, the official Secrets Act as a subject i broken in relation to this. No, the official Secrets Act as a subject of enormous debate at times like this with some mps actually arguing it is not fit for purpose and of those that determine it should be looked at again. I can say to people who are asking this question, and it is are asking this question, and it is a fair question to ask that the bbc took an enormous amount of care during the period when these documents were in our hands and we spoke great deal to the ministry of defence and we took a lot of care to make sure that we were not revealing the secret contained in the documents. Obviously, some of those documents. Obviously, some of those documents related to events that had already taken place with Hms Defender sjenny laughed when citing the waters of crimea. Other documents related to the future, specifically what Role Britain might play in afghanistan after the withdrawal of nato forces there. Hms defender s journey. Withdrawal of nato forces there. Hms defender sjourney. This is a withdrawal of nato forces there. Hms defender s journey. This is a 50 highly sensitive because in both Britains Nato allies and the united states. That is, of course, highly sensitive. There have been a lot of conversations across the pond and with american officials in the wake of this episode because obviously there is a great deal of concern in America Tape about what might have been seen and T Magazine is documents and what implications that might have for future planning was an awful lot of care was given. Who might have seen this documents. It is not the bbc s view that we revealed in secrets and the minister seems to believe that we have behaved responsibly. Got minister seems to believe that we have behaved responsibly. Minister seems to believe that we have behaved responsibly. Got to get the qualification have behaved responsibly. Got to get the qualification there. Have behaved responsibly. Got to get the qualification there. Have behaved responsibly. Got to get the qualification there. Good have behaved responsibly. Got to get the qualification there. Good to i the qualification there. Good to get that clarification there. Nissan is set to announce up to 2,000 newjobs in sunderland, to build batteries for electric cars. 4,000 jobs will also be created in the supply chain. The government is contributing to the overall cost of the project, which is expected to run into hundreds of millions of pounds. Earlier our International Business Correpsondent Theo Leggett gave me this update. We wont know the full details until this announcement is made, but it looks as though nissan is planning to build, with a Partner Company, aesc, A Gigafactory near to its Car Factory in sunderland in order to build batteries for electric models that can then be exported. Why does it need to do this . As of 2024, under the Uk Eu Trade Agreement they will start being requirements for cars built in britain to have a minimum level of locally produced content, and if you are building electric cars, the most valuable part of the it and indeed the bulkiest is the battery, so it makes sense to build those batteries locally, they really dont have much choice if they are going to be exporting cars to europe. So it does show theres a willingness now to put money in. We dont know how much the government itself is going to be contributing, but it is very much an optimistic, a good news story, if you like, for the british Car Industry. Is this the kind of thing were going to see more of, then, foreign businesses hoping to move into this new sector, when it comes to Battery Technology and a whole host of other areas, but the government giving them the incentive with it, with money in order to help them do that . Well, the electric Car Industry is going to grow. Governments across europe have planned tighter emission regulations and for phasing out the sale of new Petrol And Diesel cars, so in the uk for example that is going to happen in 2030, and hybrids will be phased out by 2035. Other governments across the continent are doing the same thing, which means a lot of the electric cars will have to be built. And that means a lot of batteries will have to be built. So what weve seen is across the continent, plans for new gigafactories, giant factories simply there to make batteries, and asian companies coming in to build their batteries locally because thats what they will have to do to get into the european market. So in germany for example, i think there are plans for Seven Gigafactories in that country alone now. We will see more of this. Thats definite. As they move towards electric cars continues. A lot of times you see rescuers digging from On Top, right, moving the rubble out of the way and reaching down. In this case, they are going underneath to this tunnel that is nearly 40 feet deep below the building and that is how they have recovered nine body so far. It is still a Search And Rescue operation. Youve got teams from Israel And Mexico that are now here working with the teams in south florida. It is not a recovery operation, yet. Last month, a two year old girl called Harper Lee Fanthorpe died in hospital, after swallowing a Button Battery from a remote control. Those kind of batteries are found in lots of products, from watches, to toys, and kitchen scales. Now, five weeks after Harper Lees death, her Mum And Sister are calling for more awareness about the dangers the batteries pose to children. Theyve been speaking to phil mackie. Toddler sings. Harper Lee Fanthorpe was a typical bright, curious, effervescent, happy two year old. She loved to dance, didnt she . She really loved to dance. And then she sat back up and just blood came out. So i rang an ambulance straightaway. So, she left surgery. I can rememberjust letting a loud scream out, shouting, no and i had Tojust Go and tell my girls, because they were only letting Two Of Us in a room, and i had to tell my girls that their Baby Sister had passed away. Shes left a very big hole. Very. When you realised what had happened, what did you then think about those batteries, and particularly about the remote control in this instance, but the way that they are relatively easily accessible, i guess, for little children . And we actually found the remote without the Button Battery in. So i turned it around, and itjust came out. It wasnt even secure. There was no lock on it. There was no lock. There was no little thing you had to push to get it out. Itjust slid out. Harper lees granddads built a memorial at the bottom of the garden. The family really hopes that by talking about her, other lives will be saved. Phil mackie, Bbc News, stoke on trent. Now its time for a look at the weather with stav danaos hello, there.
