The Health Secretary, Matt Hancock, has apologised and admitted he breached social distancing guidlines after the Sun Newspaper published a photograph of him in an embrace with one his closest aides. The photo is said to have been taken in may, in Mr Hancocks whitehall office. The Prime Ministers official spokesman has said the Prime Minister has accepted the Health Secretarys apology and considers the matter closed. In a statement, the Health Secretary said. Ive just come off a call right now with some of my local nurses, who have been following the rules to the letter, who are really struggling, currently, to deal with the impact of covid still. I honestly think that now is the time when the Prime Minister needs to get a grip on the situation. He simply hasnt done so until now. He needs to act. And it will depend on that and the public� s response, and the response from conservative mps and others in government as to whether Downing Street is able to Hold Firm and keep them in hisjob or not. And not all countries want to open their borders to travellers from the uk. Germany is lobbying for tighter restrictions across the eu, to control the spread of the so called Delta Variant of covid. But, for the moment at least, tourist hotspots like Spain And Greece seem eager to have british Holiday Makers back as soon as possible. Theo leggett, bbc news. Our correspondent in madrid, guy hedgecoe, says businesses in Spanish Tourist destinations are hoping restrictions on travel from the uk will be eased soon. I am in the plaza de Santa Ana in central madrid, which is normally a Big Magnet for tourists. You can see there are people wandering around, but certainly many fewer than you would normally expect. People certainly here have been very encouraged by the inclusion of the balearics on that Green List, that is seen as good news by the Balearic Islands and the Spanish Economy as a whole. British tourists are the single biggest market, biggest foreign market, for the Spanish Tourism industry. Spain is absolutely desperate to get british tourists visiting again and so this is seen as a big boost, potentially a big boost, for the Spanish Economy overall. I think speaking to businesses here, they are optimistic about this, but obviously this does not affect madrid itself, it affects the Balearic Islands. The Spanish Government has been lobbying the Uk Government a lot over the last few weeks, asking it to include those areas of spain on the Green List which have particularly low Infection Rates which need tourists the balearics is obviously one of those, but the Canary Islands is another, so is the Valencia Region on the mediterranean coast. So people are pleased about that, but they would like to see more areas included on the Green List. Cases of Covid I9 have risen by 46 in a week across the uk. The latest figures from public Health England Show 117 deaths of people with the Delta Variant in england, within 28 days of a positive test. There is a huge amount that has been spent on these tests. They have been sent out and we dont know if they have been used. There is use of expensive consultants, and also underused Contact Tracers and laboratories. There are real issues in terms of if we are getting the most for our money. The Department Of Health says vaccines, together with Test And Trace, are central to the Road Map out of the pandemic. But health officials say it is still too soon to let your guard down. There were also 15,810 new cases reported. Almost 44 Million people have now received their first vaccination, and more than 32 Million people have had both their first and second jabs. Public health teams worked really closely with the event organisers, putting in extra mitigating measures, for example, staggering arrival times, enhanced ventilation. In some events they did Scrap Facemasks and social distancing to see what happened there. But there are some caveats to point out. Firstly, these events were held between mid april in mid may when the Infection Levels were lower than they are now, and the report did say that more testing of other measures might be needed with their high levels of the virus in circulation and, if there any new variants that emerge. The report also says that there was a low take up of pcr tests. Pcr tests are the Lab Based Tests that are seen as more accurate than the lab tests, and its possible that some infections may have been missed. The level of risk varies by venue, its generally thought the outdoor events are generally safer than indoors, and that the high risk areas included those where there were large numbers in the crowd close together, particularly in pinch point, so going to the toilets where ventilation might not be so good. What are the findings mean for big events going forward . The Apartment Block came down without warning early yesterday morning, destroying dozens of homes in a matter of seconds. Four people are now known to have died, and the cause of the collapse remains unclear. Among those missing are a british woman, and her husband and daughter. 0ur Correspondent Will Grant reports now from miami just to warn you, you may find some of these images distressing. As the hours pass, Emergency Rescue teams are working through the night at the collapsed Apartment Block, relentlessly trying to locate anyone still trapped. They have even burrowed into the rubble from beneath, via the basement. As the search goes on, this sobering assessment. I will tell you after spending the bulk of the day here, that this is a tragedy without precedent in the united states of america. The devastation that i witnessed today is the likes of which i have never seen. For the desperate Family Members though, the wait for information is nothing short of unbearable. I found out that my nephew was here, with wife and three small children two, six and nine. Only god is one who saved them. So you never lose hope, and im not losing my hope. I think they are gone. I dont want to be pessimistic, but we have been calling them like nonstop, no reply, nobody knows anything. We dont have information right now. The site of this building so destroyed is a terrible reminder to the people of this community of what they have lost. And its a sign to the authorities they must begin to establish what happened here, no matter where it leads. This tragic incident has affected everyone in this small community, which never saw the disaster coming. Before long, they will need a full explanation of exactly why it did. I find the defendant guilty. This is the moment Derek Chauvin became the first white Police Officer in the state of minnesota to be convicted of killing a black man. It was a positive step, many felt, towards justice. His upcoming sentencing has the potential to set a precedent for real accountability. The judge might think this is just such a serious case of such notoriety that he is just going to give a greater time, i think he will go above 25 years, 25 30. The judge has said he will consider how much chauvin abused his position of trust and authority, and how he treated George Floyd with particular cruelty. George floyd i cannot. Breathe, i cannot breathe. This became a place for the community to gather and try to heal. It is clear speaking with residents though that there is still a deep distrust of the police and its a problem that wont be solved by one court holding one man accountable. Nobody that got killed by the police is coming back so its like, we all know how they feel. N we we dont know how to feel. If that had been a white guy, he wouldnt have did that. He did it because he was black and he thought he could get away with it. The former officer has never expressed remorse and could choose to speak for the first time at his sentencing. His lawyers are pushing for probation instead ofjail time. Once more, the citizens of minneapolis will be waiting anxiously for a decision out of this courthouse. George floyd was one example of thousands of african american or black and brown men and women who have died through excessive use of force from Law Enforcement. So this is incredibly important. This would be justice, is incredibly important. This would bejustice, one Measure Ofjustice in one case, but it would be the beginning Hopefully Ofjustice for Police Brutality in the united states. Because we desperately need to have a sense that progress is being made and that there will be accountability for Law Enforcement to engage in who engage in excessive use of Force And Murder people. It should not be permissible, but it has been permissible, but it has been permissible in this country for a long time, unfortunately. So this is an incredibly important sentencing. What are the parameters here . What will thejudge have been taking into account . What will be considered at this moment from a legal perspective . Because of course, the judge will be acutely aware as well of everything youve just described. Absolutely. Because thisjudge of everything youve just described. Absolutely. Because this Judge Set as the trialjudge in this case, remember, hell have all the evidence in the case fresh, and he rendered decisions right there on the spot during the trial. But there have been posttrial motions, now theres a sentencing remind all, a document which is prepared where there is an Assessment And Analysis of what the recommended sentence should be for Derek Chauvin. And thats in collaboration with Parole Officers and basically Law Enforcement types. 0r officers and basically Law Enforcement types. Or the state, if you will. But the prosecution in this case is asking for 30 years. The Defence Attorney is asking for probation. So thejudge the Defence Attorney is asking for probation. So the judge will have to make a determination as to whether probation is reasonable. I think that theres not a chance that Derek Chauvin should or would get probation. Im not thejudge, but theres no reason for him to be given probation because thejudge has said that he will consider these aggravating factors such as the fact that George Floyd was a vulnerable victim and subject to cruelty by Derek Chauvin. The fact that their child and abused his position of authority and committed these heinous acts in front of children. The fact that he failed to render medical attention to George Floyd when it was very clear that Mr Floyd needed radical attention. George floyd was yelling that he couldnt breathe then he went unconscious and their children still kept his knee to his neck. All and Derek Chauvin still kept. The judge will consider these when looking at the sentencing guidelines. Every state has sentencing guidelines, and in a case like this, they are guidelines for the court to guide them and what type of sentence should be imposed. This judge is typically pretty conservative, and a case like this, he might impose 15 years to stop the guidelines would say 12. 5 years roughly. But i believe thisjudge, in light of aggravating factors and as he sat as the judge in the trial, will probably give between 15 25 years to derek shop in. Maybe not the 30 years the prosecution is asking Derek Chauvin. So thats what we can expect, in my own impression. But im not thejudge. 0f impression. But im not thejudge. Of course. Before you go, im interested Derek Chauvin has the right to address the court before the sentences handed down. Is that something that the people of minneapolis want to hear . I spent time with Mr Floyds family, i was at the White House with them a couple weeks ago, but i think people would appreciate that you have some sense of regret that you have some sense of regret that you murdered someone and that you committed this heinous act. If he is not prepared to deliver a Statement Thatis not prepared to deliver a statement that is authentic and is real, then he should not say a word. Because certainly the Judge And Everyone in the courtroom, and the world will be looking to see if they really believe that he feels and senses a sense of remorse. So if not, he shouldnt say anything, he should just take a sentence and let the judge be the one to impose that sentence. Because otherwise, if he is going to do with any type of misgivings, that will be conveyed, the family will see it, and that would be awful because his family has suffered so much, that community has suffered so much, that community has suffered so much, that community has suffered so much, this country has suffered so much, this country has suffered, and indeed, the World Weve seen this video over and over, and over again. We are just hearing that the Justice Secretary Robert buckland is to seek a review of the Parole Boards ruling that Colin Pitchfork can be released on the licence after 33 years in prison. You might remember this, mr pitchfork, who was jailed backin this, mr pitchfork, who was jailed back in 1988 for murdering to leicestershire teenagers two teenagers, there is an outcry when it emerged that he could be considered for parole and potentially be released. And there had been applications made to the justice secretary, we are just hearing that Robert Buckland is indeed to seek a review of that ruling that he can be safely released. A few details coming in from our Home Affairs Correspondent Robert Buckland will write to the Parole Board on monday arguing that the decision to release him is irrational. A Ministry Ofjustice Spokesperson our heartfelt sympathies remained with the families of Linda Mann and don ashworth. They will ask the Parole Board to reconsider its decision.
