Welcome to our viewers on pbs in america and around the globe. A major Rescue Operation is underway in miami in florida after an entire portion of a 12 Storey Apartment Building collapsed to the ground. At least one person is known to have died. 99 people are still unaccounted for. On the left of your screen, you can see what the building looked like before the collapse. On the right, the pile of debris scattered around the footprint of the fallen tower. The insides of peoples homes were laid bare to the elements. The bbc� s Will Grant is on the scene and a warning, his report contains images that some may find distressing. Local residents likened it to a bomb going off. The entire sea facing wing of champlain towers collapsed in the early hours of the morning, 12 storeys of apartments concertinaed in seconds, the shocking moment caught on cctv. The problem is the building has literally pancaked. It has gone down and i mean, theresjust feet in between storeys where there were ten feet. Within minutes, scores of firefighters and Search And Rescue teams began scouring the tonnes of debris for survivors. Miraculously, a young boy was pulled from the rubble among ten to be treated at the scene and then transferred to hospital for his injuries. At least one other, though, was not so lucky. Anxious relatives began to gather at a Community Centre converted into a family reunification point, and the governor of florida offered the states full support. It is really, really traumatic to see the collapse of a massive structure like that. Right now, we have fire rescue. They are in Search And Rescue mode. They are trying to identify survivors. I know they made contact with some and they are doing everything they can to save lives, and that is ongoing and theyre not going to rest. But its hard for the families to stay hopeful as the dread of their worst fears grows with each passing hour. I think theyre gone. I dont want to say i dont want to be pessimistic but they they are weve been calling them, like, non stop. No reply. Nobody knows anything. We dont have information right now. This tragic incident has shocked the city of miami and surrounding counties. Now, the process must move from searching for survivors to looking for answers as to how an expensive Apartment Building can collapse with residents still asleep in their beds. But whether Building Code Violation or structural damage is speculation which can wait. For now, this close knit stretch of beach is focused on supporting its grieving neighbours. This morning, it didnt really register what had happened, especially being its 130 in the morning, i am walking the dog, there is no storm, there is nothing, i guess, create some kind of loud underlying noise and shake the ground. The first time, there were two kind of cracks of thunder and small quakes, if you will. The first one was relatively light, so i thought that maybe a Storm System was moving in but about 30 seconds to a minute, another one came and it was a lot more pronounced so it was at that point i knew there was something clearly wrong. I brought my Dog Back Upstairs and came back down and some of the other residents in the area, excuse me, had come outside and gone down to view what might have happened. As i walked down the street i got to the building and i could see that some of the balconies and stuff and fallen down and there was debris. It is like an alleyway. I wouldnt call it exactly as street, even though its a dead end. But the street there next to it, there was debris. As Fire Crews and Emergency Services got there, they started moving people back and so i went around the back of an Apartment Building that wasjust of an Apartment Building that was just north of the uppity and walked along the beach, since they are beachfront properties, to try and get a better angle so when i got to the back there, there were no Police Presence or firefighters, maybejust Police Presence or firefighters, maybe just a handful of people, maybe five onlookers. So i decided to get a little bit closer, and as i approached the building, i could hear Somebody Screaming and as i got closer and closer, i could clearly tell it was a young boy said he was yelling, i am here, please help, so i immediatelyjust i am here, please help, so i immediately just tried to i am here, please help, so i immediatelyjust tried to get to him and let him know we were here and we were going to get him out. �. ,. From what i was told, they were waiting on a special unit. A special group of firefighters, this is what they do. They were waiting for them to get there, so they can begin to extract him. Once they did get there, they moved us back and created a larger perimeter. Obviously there was no Perimeter Set which is how i got there, but they created it. So im not sure what her status was or is, i should say, i dont want to say was, i dont know what her status is. Mr biden had initially wanted 2 Trillion to overhaul and upgrade americas roads, bridges and water supplies, but he has backed a 1. 2 Trillion package. The deal has been brokered by a group of republican and democratic senators and the president confirmed he was happy with what they had come up with. We have a deal, and i think its really important. Weve all agreed that none of us got all of what we wanted i clearly didnt get all i wanted, they gave more than i think maybe they were inclined to give in the first place but this reminds me of the days we used to get an awful lot done up in the united states congress. We actually worked with one another. We had bipartisan deals. Heres our North America Correspondent Peter Bowes with his assessment. Perhaps its premature for the democrats or even Joe Biden to claim victory on this because it actually has not yet been passed by congress and there are significant aspects of this deal, as the president is describing it, that could cause him problems and perhaps one of his own making because he is linking this Infrastructure Bill to another quite separate measure related to his american families plan, his social infrastructure, which involves getting extra paid leave for americans, extra money for child care, and the president is now saying that he wont sign one without the other, and there are still negotiations on both sides, so perhaps it is premature to claim victory. I think what the president can celebrate is the fact that he has got this far and that he has managed to bring republicans and democrats together to debate and clearly, there have been compromises on both sides that he at least has the basis for something that could ultimately be passed by congress to begin to solve this Infrastructure Problem in the united states which has really been plaguing cities around the country bad bridges, roads, the rail network, waterways that desperately need improving. Peter, they may have reached agreement and come together from the opposite sides of the aisle on this issue of the infrastructure. What they havent done is come together on the matter of a commission to investigate the January 6th riot, the violence in the capitol building, but it seems the House Speaker is going to go ahead and set up a committee anyway . Yes, this was the the idea of a commission was really scuppered by the republicans in the senate less than one month ago when they blocked using a procedural measure to block any further debate and a vote on setting up a bipartisan commission, but what Nancy Pelosi has now announced is that there will be a select committee In The House Of Representatives to look at this issue. Now, its still a matter of debate what sort of role the republicans will play as part of that commission. I think its also probably also fair to say the select Committee Wont have the same clout as an independent bipartisan commission that the senate could have voted on. Nevertheless, it means that this issue will certainly remain in the headlines, it will remain as part of the public debate for some time to come. Next to canada, where an indigenous group says it has found hundreds of Unmarked Graves at the site of a former Residential School in saskatchewan province. Its not known how many of them contain the remains of children. The discovery comes just weeks after the remains of 215 children were found at the site of another former Residential School in british columbia. Indigenous leaders say its likely many more Unmarked Graves will be discovered. Courtney bembridge reports. Almost 800 Unmarked Graves undiscovered for decades, until ground penetrating radars unearthed the secrets of the burial ground. In 1960, there may have been marks on these graves. It is estimated that 6,000 children died while attending these schools, largely because of the squalid Health Conditions inside. There are also reports of physical and sexual abuse at the hands of school authorities. In a statement, prime Minister Justin trudeau said the schools were funded by the canadian government and in 2008, it apologised for the system. But the roman Catholic Church was responsible this for the operations up to 70 of these schools and indigenous groups want a formal apology from the pope. It is believed neanderthals, the cousins of modern humans, died out around 40,000 years ago. But these fragments are from a species much older than that and suggest the neanderthal story may be much more different to what we previously imagined. Now we can say that its probably that they originate in the levant, in our region, rather than in europe, as many researchers thought until now. Nesher ramla may have lived alongside and even mated with Homo Sapiens for more than 100,000 years. These arent just fragments of bone, they are pieces of an evolutionary jigsaw. But i dont think friday will offer a Repeat Performance because the weather has been changing. This is a frontal system and as that drops its way south eastwards through friday, behind it, we pick up a northerly wind quite a brisk northerly wind in places and that will be feeding Cooler Air down across most parts of the uk. So a Cooler Day on friday, quite a messy weather day, really, but across england and wales many spots will start off cloudy with outbreaks of rain. Further south, it should dry up and brighten up with some sunshine and just the odd hefty shower into the afternoon. But for northern England And North wales, it is likely to stay grey and wet all day long. Northern ireland and Western Scotland should see a bit of sunshine. Eastern scotland plagued by cloud and patchy rain. A brisk wind here keeping temperatures down to just 12 degrees in aberdeen, similar temperature there in newcastle, maybe 20 down towards the south where we could see the Odd Thunderstorm Breaking out through friday evening. The detail will change between now and then but closest to that area of low pressure in the south, theres the chance for the Odd Shower to break out on saturday across southern england, parts of wales. Further north, although well have quite a lot of cloud, it will be increasingly drying out through the day. Temperatures between 1a and 20 degrees. And then as we get into sunday, this area of low pressure will become slow moving across the near continent and is likely to throw bands of Rain Up in our direction from time to time. So southern parts of england, wales, maybe the midlands could see some rain at times on sunday. But further north, we see more in the way of dry weather and some spells of sunshine.
