Hello and welcome to the programme. A major Rescue Operation is underway in miami in florida after an entire portion of a 12 Storey Apartment Building collapsed to the ground. At least one person is known to have died. 99 people are still unaccounted for. On the left of your screen, you can see what the building looked like before the collapse. On the right, the pile of debris scattered around the footprint of the fallen tower. The insides of peoples� homes were laid bare to the elements. The bbc� s Will Grant is on the scene and a warning his report contains images that some may find distressing. Local residents likened it to a bomb going off. The entire sea facing wing of Champlain Towers collapsed in the early hours of the morning, 12 storeys of apartments concertinaed in seconds, the shocking moment caught on cctv. The problem is the building has literally pancaked. It has gone down and i mean, theresjust feet in between storeys where there were ten feet. Within minutes, scores of firefighters and Search And Rescue teams began scouring the tonnes of debris for survivors. Miraculously, a young boy was pulled from the rubble among ten to be treated at the scene and then transferred to hospital for his injuries. At least one other, though, was not so lucky. Anxious relatives began to gather at a Community Centre converted into a family reunification point, and the governor of florida offered the states full support. It is really, really traumatic to see the collapse of a massive structure like that. Right now, we have fire rescue. They are in Search And Rescue mode. They are trying to identify survivors. I know they made contact with some and they are doing everything they can to save lives, and that is ongoing and theyre not going to rest. But its hard for the families to stay hopeful as the dread of their worst fears grows with each passing hour. I think theyre gone. I dont want to say i dont want to be pessimistic but they they are weve been calling them, like, non stop. No reply. Nobody knows anything. We dont have information right now. This tragic incident has shocked the city of miami and surrounding counties. Now, the process must move from searching for survivors to looking for answers as to how an expensive Apartment Building can collapse with residents still asleep in their beds. But whether Building Code Violation or structural damage is speculation which can wait. For now, this close knit stretch of beach is focused on supporting its grieving neighbours. I will tell you after spending the bulk of the day here, that this is a tragedy without precedent in the united states of america. The devastation that i witnessed today is the likes of which i have never seen and i have been to haiti , but to see one building come down and other nations. But to see one building come down like this inexplicably. Having a chance to talk to the families whose hearts are breaking, who need and want answers and who need to have hope that their Loved Ones will be somewhere under that rubble and the confidence in knowing that we have the ability to reassure them that we have the best Search And Rescue experts here, that we do send all over the world but that we have right here, making sure that Everything And Anything that can be done to find their Loved Ones will be done. Earlier i spoke To Beatriz Dies who lives nearby. Her Apartment Building is like the one that collapsed. For me, it was a very, very big surprise. Its true that some people are saying that two or years ago, there was a bridge that collapsed in miami and so some people are remembering that but for me, this was something completely unprecedented and, like you said, i live not that far away from it and in a very similar building so it does bring i mean, it is very relatable. I mean, in my building, for example, they have been doing construction for two or three years. These are constructions that are needed because there is a process where the buildings need to comply with some inspection when they reach their 40 year, like, anniversary, so to say, and this was the situation with the building that collapsed. In mine, yeah, weve been seeing this construction for two years. You still live in the building, even though from outside it seems like, you know, because they change everything in this case they changed our windows, our balconies to make when i talked to people in the case of the Champlain Towers, the Inspection Hadnt happened yet. They were in the process of, you know, trying to make sure that everything was fine because the Ao Year anniversary was coming up and it hadnt happened yet. President biden says a bipartisan deal has been reached on his massive package of spending on us infrastructure. Mr biden had initially wanted 2 Trillion to overhaul and upgrade americas roads, bridges and Water Supplies but he has backed a 1. 2 Trillion package. The deal has been brokered by a group of republican and democratic senators and the president confirmed he was happy with what they had come up with. We have a deal, and i think its really important. Weve all agreed that none of us got all of what we wanted i clearly didnt get all i wanted, they gave more than i think maybe they were inclined to give in the first place but this reminds me of the days we used to get an awful lot done up in the united states congress. We actually worked with one another. We had bipartisan deals. Heres our North America Correspondent Peter Bowes with his assessment. Yes, and perhaps its premature for the democrats or even Joe Biden to claim victory on this because it actually has not yet been passed by congress and there are significant aspects of this deal, as the president is describing it, that could cause him problems and perhaps one of his own making because he is linking this Infrastructure Bill to another quite separate measure related to his american families plan, his social infrastructure, which involves getting extra paid leave for americans, extra money for child care, and the president is now saying he wont sign one without the other, and there are still negotiations on both sides, so perhaps it is premature to claim victory. I think what the president can celebrate is the fact that he has got this far and he has managed to bring republicans and democrats together to debate and clearly, there have been compromises on both sides that he at least has the basis for something that could ultimately be passed by congress to begin to solve this Infrastructure Problem in the united states which has really been plaguing cities around the country bad bridges, roads, the rail network, waterways that desperately need improving. Peter, they may have reached agreement and come together from the opposite sides of the aisle on this issue, the infrastructure. What they havent done is come together on the matter of a commission to investigate the January 6th riot, the violence in the capitol building, but it seems the House Speaker is going to go ahead and set up a committee anyway . The idea of a commission was scuppered by The Republicans in the senate less than one month ago when they blocked using a procedural measure to block any further debate and a vote on setting up a bipartisan commission, but what Nancy Pelosi has now announced is that there will be a select committee In The House Of Representatives to look at this issue. Now, its still a matter of debate what sort of role The Republicans will play as part of that commission. I think its probably also fair to say the select Committee Wont have the same clout as an independent bipartisan commission that the senate could have voted on. Nevertheless, it means that this issue will certainly remain in the headlines, it will remain as part of the public debate for some time to come. Peter bowes there. Its not known how many of them contain the remains of children. The discovery comes just weeks after the remains of 215 children were found at the site of another former Residential School in british columbia. Almost 800 Unmarked Graves undiscovered for decades, until ground penetrating radars unearthed the secrets of the burial ground. In 1960, there may have been marks on these graves. The Catholic Church representatives removed these headstones and today, they are Unmarked Graves. The discovery was made near the marieval indian Residential School. It was built in 1889 by the Catholic Church and is one of more than 130 compulsory Boarding Schools in canada where children were taken after being separated from their parents as part of a policy of forced integration. It is estimated that 6,000 children died while attending these schools, largely because of the squalid Health Conditions inside. There are also reports of physical and sexual abuse at the hands of school authorities. But the roman Catholic Church was responsible for the operations up to 70 of these schools and indigenous groups want a apology from the pope. This was a crime against humanity. It is believed neanderthals, the cousins of modern humans, died out around 40,000 years ago, but these fragments are from a species much older than that and suggest the neanderthal story much may be much more different than previously imagined.
