Of the dangers of the Delta Variant, keeping his eye on the science. He says politics and pandemic simply dont mix. The ones that you dont want to do in the middle of a global pandemic is that in your own country is you dont want intense political Divisiveness. The is you dont want intense political Divisiveness. Is you dont want intense political Divisiveness. Is the virus. Smell the coffee. Another day, another report on the re storative powers of the magic beans. Why is a cup of coffee so good for us . Hello im Katty Kay in washington, Christian Fraser is in london. The us senate is taking up a voting Rights Bill this evening that democrats hope will strengthen protections at the ballot box. Its one of those procedural votes so unique to washington, its not a vote on the bill, but a vote on whether to even discuss the bill. And the result could speak volumes in terms of where we are in american politics. The democrats are not expected to get enough votes, with one of their own senators unlikely to back it in its current form. Senatorjoe manchin from West Virginia has been cutting an independent path in recent months. And hes suggested a compromise that would require voters to produce id at the ballot box. The current bill as written would waive that requirement. And you know what, manchin may be on to something. A poll this week suggests a massive 80 of americans are actually in favour of voters showing photo id. And an earlier poll shows that supports is spread across racial lines, with 74 of white people 69 of black people and 82 of other minorities in favour. So what will become of this bill . And will democrats hang together during this important week . With us for the first time on this programme, the Speaker Of The House Nancy Pelosi, who jOins Us now from Capitol Hill. Thank who jOins Us now from Capitol Hill. Thank who Oins Us now from Capitol Hill. You for Oinin My thank You Forjoining the program. My pleasure good to be with you. That will be enough motion to proceed. That will be enough and republicans will never be for reforming the vote but nonetheless, if we have our democrats, we have a path. I nonetheless, if we have our democrats, we have a path. I want to ask ou democrats, we have a path. I want to ask you about democrats, we have a path. When you look at the Numbers Total of the House Of Representatives and senate, 635, its a lot better than when Nancy Pelosi joined in 1987 when their only 25 women. It still only 143. We have more women in the house of common but not enough. Still some Way to go. I wanted to quickly talk about politics. I sense that this boat on Voting Rights we know its not good through the senate, there will be important questions about whether democrats hang together. And if they dont shes going to have a problem on her left, isnt she among the progressive members of her, caucus . The progressive members of her, caucus . ,. , g. , the progressive members of her, caucus . ,. ,. , caucus . She raised Joe Machin and said that Shes Caucus . She raised Joe Machin and said that shes glad that machin is | said that shes glad that machin is sticking with the caucus on this very procedural vote that is happening this evening. And there are two things happening both on infrastructure which we talked about infrastructure which we talked about in that interview but also on the Voting Rights there is some sense of movement between a group of republicans and democrats on both of those bills which could mean the optimistic scenario that im hearing is that we do have moving on infrastructure and on Voting Rights within the next few weeks. Because youve got a group of moderates for both start to feel they want to get something done. What they can have to do is wrestle with their progressive in the house, but progressives much more than they democrats are. If they can get action from the White House that speaks volumes because then people believe they are getting something out of government. It looks like government is competent again and perhaps that satisfies people at both extremes. You perhaps that satisfies people at both extremes. Perhaps that satisfies people at both extremes. ,. ,. Both extremes. You can do so much more when both extremes. You can do so much more when you both extremes. You can do so much more when you are both extremes. You can do so much more when you are united. We talk a lot about a divided america on this programme. Our next guest has mapped out that rupture in us society. In his new Book Author George packer splits the 330 Million people of this country into four, somewhat incompatible groups, each with their own unique hallmarks and identities. The first of those groups he calls free america. Traditionally the most politically powerful of the four. They are conservative, free enterprise, Libetarians Epitomised by ronald reagan. The second is Smart America the us as embodied by the clintons, where values of meritocracy, mix with high levels of education and a cosmopolitan outlook. Next up Real America the group that stands with donald trump, marked by right wing populism, a distrust of experts and global elites. And then there Isjust America mainly made up of young people who think the system is broken. They dont believe meritocracy actually works, they highlight systemic racism in society and they are working to effect change. The book is last best Hope America in crisis and renewal, and George Packer is here. Its quite a sobering read. One country for narrative each sees the other as the enemy, compromises difficult. She said that the key to unlocking was the vaccination of older adults i mentioned daily we expected to complete second doses for all Over 40s by the 26th ofjuly. We know the protective effect of the second dose tasted bit of time to build up. But within two weeks by 9th Of August we would expect the vast majority of Over 40s you have a significant level of protection. Of course we need to remember that vaccination doesnt provide 100 protection and it wont be until later in september that all adults will have the protection of full vaccination. However, out of Assessment And Balance and assuming that we meet the necessary conditions on Vaccination And Harm reduction is that it would be possible and proportionate to lift and major remaining legal restrictions on the 9th Of August. There may have been frost in parts of scotland this morning, but those areas that stayed sunny had quite a recovery in temperatures. Braemar, 2 to begin the day and reaching a high into the high teens in the sunshine. But this Weather Front has brought more cloud in towards Northwest Scotland and parts of Northern Ireland, and it will make, actually, for a much milder night on the Way-tonight'>Way Tonight here as the cloud continues to spread east, and with it, some Patchy Rain. Its england and wales that will have the clearest skies as we go on through the night, and theres still some patchy cloud across particularly parts of Southeast England. But where its clear, this is where our temperatures will drop lower than this in the countryside down to three or four degrees in some spots, but a much milder start to the day in scotland and northern Ireland Tomorrow morning. But then again, itll be cloudy, itll be damp, therell be some Patchy Rain around and some of that just feeding slowly towards northwest england, western counties of wales as the day goes on. It leaves southeast wales, much of southern, central and Eastern England, and indeed, parts of Eastern Scotland with some sunny spells, and temperatures here into the high teens and low 20s. Itll feel much warmer in Southeast England compared with whats happened here so far this week. Into the evening, and still some Patchy Rain across particularly western areas. No hurry to move further south and east as we go on into thursday. This Weather Front moving into High Pressure is weakening and, if anything, just really stalling. Some more substantial Weather Fronts arriving in scotland, some heavier rain. Lots of zones of weather on thursday. Some sunshine towards the far southeast of england. Elsewhere in england and through wales, some cloud and Patchy Rain, but brightening up in much of wales in Northern England on through the day. Some heavier bursts of Rain Reaching in towards Northern Ireland and scotland. Again, temperatures into the high teens and a few spots into the low 20s. If you get to see some sunshine, Itll Feel pleasantly warm. Icy picture on friday, low pressure, bands of rain or showers spiralling around. Not wet everywhere there will be some sunny spells around. A lot of this is cleared through scotland at this stage, although its turned a bit cooler. Broken cloud and sunny spells on the Way here. This area of low pressure to the south looks like its lingering in parts of england and wales over the weekend, and thatll be the source of some showers here. Whereas well see plenty of dry Weather Wherejune has been very dry so far this month, across Northern Ireland and indeed, much of scotland. Temperatures just edging up a little bit into next week. The president s top adviser speaks to us about that, and the dangers of a divided political system. Also in the programme. New yorkers have been voting for their next mayor, in a primary watched around the world. Well look at the candidates vying for one of the most importantjobs in the nation. And, this Eel Eating A Squid is pretty interesting. But its the headlines about the eel that have the internet hungry for more. As the song goes, its a moray the number of people dying every day in the United States with coronavirus is the lowest its been since march 2020. This weekend, the Death Rate over the seven Day Rolling Average dipped below 300 thats the smallest daily figure since the start the pandemic. The total number of us deaths now stands at over 600,000. The biggest factor Driving Covid 19 fatalities downwards has been the Uss Vaccination Programme 65 of adults have had one dose. 56 are fully vaccinated. But the number of new doses being administered is slowing. Earlier today, the white House Coronavirus Coordinatorjeff zients said Young Americans are still too hesitant to get the jab, the countrys best tool for preventing the spread of the new Delta Variant. Where the country has more work to do is particularly with 18 26 year olds. The reality is many younger americans have felt like covid 19 is not something that impacts them, and theyve been less eager to get the shot. However, with the Delta Variant now spreading across the country and infecting younger people worldwide, its more important than ever that they get vaccinated. We spoke to dr Anthony Fauci, the director of the us National Institute Of Allergy And Infectious Diseases and chief medical adviser to the president. Dr fauci, everyone in the uk is obsessed with and knows the numbers of the so called Delta Variant of the coronavirus. I look around here in washington people arent wearing masks any more, the country is almost fully open. It feels like america has put the coronavirus in its rear view mirror. Are they acting too soon . Well, katty, im not so sure thats the case. If you look at people who are vaccinated and, for example, in washington, dc, over 70 of the Adult Population have received at least one dose of the vaccine we do take the Delta Variant very seriously given the kinetics and dynamics of whats happened in the uk, where its gone from a few percent to well over 90 , particularly among young people. Our concern is what has happened in the uk, that youre having a doubling time of about two weeks were now up to 20. 6 of our isolates being delta. The good news is that the vaccines that we use here in the United States, particularly the mrna vaccines, do really quite well against the Delta Variant. But we have pockets in this country where the Vaccination Rate is really, in my mind, unsatisfactory, really quite low. And weve really got to put a Big Push On as we go over the next few weeks to a month to get those people vaccinated. Because the Delta Variant is spreading. Yes, if you put that in perspective, 36 of americans adult americans, people who are eligible have not had a single jab. There are 100 counties in the country where only 20 of people have been vaccinated and those are the people that are adamant they dont want to get the vaccine, the vaccine is available everywhere so those are the people that dont want to get it. Arent they at Risk Of causing a third surge in the country because of delta . Katty, youre absolutely correct. Theyre putting us at Risk Of a surge but it will not be a nationwide search. Surge. As you well know, we have a very large country, we have 50 states and a lot of differences among the states with regard to so many features of demography, geography, culture, etc. So we wont going to see if, in fact, we get into trouble, which im concerned that we will amongst those who are unvaccinated. Were not going to see that rather large country wide surge which we sawjust a few months ago, several months ago in the late fall and early winter. What we will likely see would be isolated regionally based surges, particularly among those states that are very, very low on their vaccination percentage, as you had mentioned. Dr fauci, youre being attacked on the right its very political, covid, in the United States. I think Tucker Carlson called you the other day lord fauci, Patron Saint of wuhan. And hes going after you because he thinks that you dismissed too early the hypothesis that this leaked from a lab. Where do you stand on that today . Well, i stand exactly the Way i stand before, and im in the same lane as the overwhelming majority of virologists and Evolutionary Biologists who understand the situation who feel it is much more likely that this is a natural occurrence from an animal to human, similar to sars i, ebola, influenza, et cetera. But we all keep an open mind that, until you nail down completely that connection, you have to keep an open mind that this mightve been a lab leak. But most of the scientists, the overwhelming majority feel that the likelihood is that its a natural occurrence. Were reading a lot about it, and i want to put one of the reports to you. Presumably you knew there was a study done by the university of North Carolina in 2015, and they worked with data that was sent by the wuhan institute of virology, and they built a new coronavirus from an existing one different kind of strain to The One circulating now, but nonetheless, they developed one. The chinese didnt take part in that research, but its perfectly possible that they copied the research from the university of North Carolina. Can we dismiss that out of hand . Well, what North Carolina did was they did chimeric research and created a mouse adapted model. And christian, i think thats where the confusion gets when you conflate things. If youre trying to find out if it was lab adapted, you look at what the coronavirus is, what the Sars Cov 2 is. And you look at the sequences of it and you try to see an evolutionary movement towards that in the environment, or something in the lab thats closely similar to that. What was made in the laboratory in North Carolina was not anything that anybody would say was close enough to have been an evolution from that virus that was worked with in the North Carolina to Sars Cov 2. But if what youre trying to say is, if you can manipulate a virus, could they have done this in a surreptitious Way without anybody knowing it . There is alWays that possibility since you never know everything thats going on. But again, getting back to what i said before when you look at the circumstances as well as the molecular makeup of the virus, Notjust Me whos been attacked by the far right but scientists who, in good faith, make statements whom none of the far right know anything about, so they dont Attack Them they feel the same Way i do, that its more likely its a natural occurrence. But lets keep an open mind just in case until we do find out the definitive evidence of where it came from. Doctor fauci, having gone through the last year and a half, is there one thing that we have learned and digested as a country and a Global Community that would make you confident that, were this to happen again in 5 10 years, we can prevent the number of deaths that have happened this time around and the amount of economic pain that happened this time around . Have we learned something . Well, yes, weve learned something in a positive Way-and-weve'>Way And Weve learned something in a Way thats instructive and sobering. In the positive Way, the investment that weve made in Biomedical Research that allowed us to so rapidly, in an unprecedented Way, come up with a highly, highly effective vaccine thats safe and now already saving millions of lives. So, to keep up the investment in basic and clinical research. The sobering issue is that weve got to do better as a Global Community theres a thing called the global Health Security Network and agenda where there needs to be transparency, interaction, commonality, sharing of reagents, doing things as a Global Community since this is a global outbreak. From a local level, in the uk as well as the us, and in some respects the uk, because of your health system, you have a much more unified, unidimensional approach that allowed you to do things that we in the us, which are a bit more fragmented, cannot do. From a Public Health standpoint, weve got to reinvest in the local Public Health infrastructure, which we sadly have left adrift a bit almost as a victim of our own success with vaccinations and antivirals, and antibiotics. So weve got to do better with the public Health Component of that. Weve done very well with the scientific component. And perhaps take some of the politics out of this, too. Im sure you would agree with that. Katty, you didnt ask the question, but to me The One thing you dont want to do in the middle of a global Pandemic Ora Pandemic that is in your own country, you dont want intense political Divisiveness. The common enemy is the virus, and weve seen some substantial political Divisiveness in my own country which is really very unfortunate. Thank You Forjoining us earlier, doctor fauci. That bullet is the station hes spoken to before, hes been hit hit on so hard, for Fox News hes become the proxy to the biden administration politicisation. He said so many threats made against him that he became a target. I threats made against him that he became a target. Became a target. I thought it was interesting became a target. I thought it was interesting what became a target. I thought it was interesting what he became a target. I thought it was interesting what he said became a target. I thought it was interesting what he said about i became a target. I thought it was | interesting what he said about the Delta Variant, we have no Travel Corridor with the United States, get the Delta Variant as there and spreading. One Hospital Doctor said yesterday in the dirt Democrat Missouri that its led to a sixfold increase in his cases in missouri, mostly among people who are unvaccinated. When you look across europe again, we arent travelling to europe, the Delta Variant is everywhere. Italy says theyve got the fifth highest level of Delta Variant now, is taking over as the predominant in germany and france. And ijust get a bit marked that we try and isolate a thing in a particular country, we are so global, we arent connected to any of these countries yet the Delta Variant as they are. We know from the incidents in australia and new zealand, as soon as you take the Fire Blanket off, its there and it spreads. The only tool you have to fight this is vaccination. And the point i was making to the Investor Yesterday in washington there has to be some dividend for people who have two vaccines. I strongly believe that, otherwise why are we doing this . If you have two vaccines, you have stronger protection against the. Here theres not much protection against the. Here theres rrot much of protection against the. Here theres rrot much of a protection against the. Here theres not much of a Lobby Protection against the. Here theres not much of a lobby for protection against the. Here theres not much of a lobby for people i protection against the. Here theres not much of a lobby for people to i not much of a lobby for people to travel abroad than there is in the uk. Americans are happy to go on holiday in the United States, so you dont have a lot of people saying they have to open up that corridor to europe and the uk because weve been double vaccinated. Most people arent really thinking about that. But europe is not hooked up to the vice us, and vice versa. Yet they have delta i know its exponentially rising, i think were just so risk averse now and i think a lot of people are starting to say, well, whats that the dividend of having two vaccines if we Cant Travel at all . Having two vaccines if we Cant Travel at all . The most populated city in america is soon to choose a new mayor. And today in New York, the democrats are holding a primary to select the candidate who will run in the election in autumn. Since New York is overwhelmingly a democratic city, the winner of the primary will be the favourite to take over as the citys next mayor. Its a crowded field, 13 candidates and for the first time, they are rolling out a new ranked choice, Voting System. You can pick and rank up to five candidates in order of preference. Our new York Reporter Nada Tawfik has been looking at those running and the issues that have dominated the campaign. New york is looking like its old self, Fast Paced and full of life. And as residents emerge from the fog of quarantine, they have a critical choice to make who should lead the city . Were getting about 50 capacity on any given day in our Office here. Empty Offices like this one in midtown are just one of the challenges the next mayor will face to maintain New Yorks global standing as a cultural and financial hub. Retail is booming. You cannot get a reservation in many residential neighbourhoods because theyre back to life, the parks are busy. We do not see that right now in the commercial district where Office buildings are, because people are not coming back. As crucial as the recovery will be, crime and public safety are now the leading concerns of voters. The city has seen a rise in murder, shootings and anti asian attacks. And it has led to an intense debate on how to best Approach Policing in this progressive city. The spike in violence has complicated the left wing of the partys push for police reform. Theyre pinning their hopes on maya wiley. The civil Rights Attorney has picked up powerful endorsements, including from representative alexandria ocasio cortez. We dont want to go back to the things that did not work. We must be honest about what has happened and honour the victims by really putting a plan in place to say you dont need to choose between violence on the streets and over policing. Just as the race reached its crescendo, enthusiasm grew for moderate eric adams, the Brooklyn Borough president and former nypd Officer recently received the backing of george floyds brother. Not only was i arrested and beat by police Officers, but i went into the Police Department to fight for that same reform based on a personal history. Chanting our city and then there is the yang gang. These supporters are still hopeful that the polls have it wrong and that Andrew Yang has not slipped out of contention after his early frontrunner status. Yang came to us with Name Recognition of his own, from his own president ial run, and so he comes as a private citizen with an entirely fresh perspective and no baggage. So you like the Outsider Perspective . I do, yes. Three of the eight candidates are female. Depending on how the votes sWay, New York could elect its first woman mayor. Its time for a woman to lead this city. This is an unpredictable election and one of the most consequential in a generation. Whoever voters choose will be judged on the Citys Recovery and whether its a recovery for all. And nada jOins Us now. A Rainy Day there which never helps the ballot. After that cold Summer Solstice in Southern England on monday and a frost in parts of scotland to start tuesday, a lot of talk at the moment about how below par temperatures are for the time of year. And that is the case, our departure from average map here indicating that at the moment we are mostly at or below average. A hint of perhaps something feeling a little bit warmer over the next couple of days before temperatures trail off again at The End of the week and into the weekend. Of course, not everybody s a fan of summer heat, so this might be your cup of tea. And nothing changing in the immediate future. Although High Pressure is close by, the flow of air around it coming in from the west rather than the warmer south, and into the High Pressure we have some Weather Fronts with a chance of rain. And theyre sitting for wednesday across scotland, Northern Ireland with some outbreaks of rain, mainly Western Scotland into Northern Ireland, pushing into parts of North West England and west wales. Eastern scotland, South East wales, southern, central and Eastern England most likely to stay largely dry, see some sunshine and have the higher temperatures, pretty much warmer in south East England than its done so far this week. This Weather System with the thicker cloud and you can pick out the outbreaks of rain in no great hurry to move further south and east across the uk. Its a very slow process as the frontjust makes more progress through wales and into england on thursday, weakening all the while as it moves into High Pressure. Its an area of cloud, and you can pick out some Patchy Rain. It may well stay aWay from the far South East of england in the sunshine, it may clear through Northern England and wales as it brightens up, but clearly for scotland and northern Ireland Something else is going on. Some more vigorous Weather Fronts are arriving on thursday with some heavier bursts of rain. Now, these latest Weather Fronts, Thursday Night into friday, have to move their Way southwards. As they do so, theyll also tend to weaken a little bit, so Rain Tending to become more showery but leaving with us on friday quite a messy picture here with low pressure and bands of rain or showers affecting much of the uk. Not raining all the time, therell be some brighter moments, too, and it looks like most of this will clear through scotland as it turns drier and brighter again, though a Touch Cooler as the wind turns to a north. Now, theres alWays been something to play for in the detail for the weather this coming weekend, with High Pressure then trying to reassert itself, but it looks as if that will be mainly across northern parts of the uk, keeping lower pressure to the south, and that means more cloud for england and wales, some brighter spells but also still some showers around, where it looks as if Northern Ireland, scotland and, increasingly, Northern England on saturday either are dry or become dry, with the Lions Share of the sunshine in northern scotland. Its a very similar North South Split for part two of the weekend. On sunday, then, still relatively lower pressure towards the south, so this is where for parts of england and wales, especially further south, theres a chance of seeing some showers, some of which could be quite heavy, whereas for Northern England, for Northern Ireland and scotland that ridge of High Pressure, you are mainly dry and you get to see some sunny spells. And temperatures, well, getting on towards the high teens, for some just into the low twenties. This Weather Pattern will continue into the new week. Itll take a while for this area of low pressure, giving the showers across southern areas, to clear aWay. As it does so, it looks as if High Pressure will become more established across us and therefore the drier weather becomes more widespread later in the week and temperatures begin to head up. But Theres Something in the timing of that well keep you updated on. Until that happens, the Weather Pattern at the moment will do nothing to redress the differences weve had injune very dry across northern areas of the uk but very wet in the south
