The full details have yet to be published but critics among them, some conservative mps, fear the system will mean local residents have less of a voice. Now, it was only last month in the Queens Speech Debate that we warned the government they would reap a political whirlwind if they went ahead with their plans to silence communities and Hand Control over planning to developers. The government is thinking of replacing the current regime where local Planning Officials assess Applications Case by case with new rules based on zones. Councils would have to look favourably on development in renewal areas and in Growth Zones suitable applications would automatically gain initial approval. Madam deputy speaker, we are clear that to help make homeownership affordable for more people, we need to deliver more homes. Because by the age of 30, those born between 1981 in 2000 are half as likely, half as likely to be homeowners as those who were born between 1946 and 1965. And we need to take bold steps to provide enough homes in the places where people and communities need them. At the last general election, we made a commitment to deliver the homes that the country needs. Better quality homes of different designs and different tenures in the right places all around the country where they are needed. But many mps were concerned a local say in the process could be lost. We are not nimbus, that is not the accusation that should be thrown around, of those of us who might have some scepticism about some of the ideas ventured forth, nor indeed are we bananas, that is to say build absolutely nothing anywhere near anybody. What we want to see is a Planning Process, although some people may disagree and what we want to see is a Planning Process that involves and engages people and delivers the housing that we most certainly need. Communities help development happen as long as they can shape it. 0ne initial study has shown that places with Neighbourhood Plans accept more development. Therefore working with i communities to get better results than treating them as the Planning Equivalent of a goose with ever more. Housing shoved down them. A trend that the government is determined to reverse with urgency. And i want to pay tribute to the bravery of victims and to commend their courage in coming forward to report these crimes. It is crucial that the system gives all victims the reassurance that they will be believed and that they will receive the right support, right from the moment they report that crime to the conclusion of their case and beyond. He outlined measures which would allow victims to pre record their evidence and put the focus of attention on the suspect� s behaviour. The review represents just the beginning of this work. We must continue to challenge the entire system to deliver urgent and sustained change. We owe that to every victim of these terrible crimes. Every part of the system can and must do better. Ten years of cuts to the courts, to legal aid, the police, and the Crown Prosecution Service has created an environment in which victims are denied justice and criminals are let off the hook. The Lord Chancellor swore an oath to ensure the provision of resources for efficient and effective supportive of the courts. Claerly he has failed. And he went further. Enough is enough. Will he reverse these failures within a year or will he resign . One of the things that deters victims from supporting a prosecution is that. When it comes to trial, it is they who are put in the dock by their previous sexual history being dragged out and made the focus of the trial instead of the focus being on the defendant and what he actually did. Will he address this by backing | the new clauses that have been put forward on a Cross Party Basis into the police crime i and Court Sentencing Bill which will ensure that her previous sexual history is only ever brought up in court when theres been a previous application to the judge who has ruled that it is relevant to that l particular issue i which is on trial . I think the undue focus on the victim begins right from the initial investigation and i think that is wrong. And i think that the proper emphasis in this report is about looking at the person whos alleged to have done it. We know 44 of Rape Victims pull out of the Justice System before they are due in court and most will never come forward to the police at all, with trauma being a major reason for this. So, i think its important for the Security Adviser to have a sense of duty to the elected president , to be trusted by the president , but not maybe. Its no secret that i didnt have a particularly amicable relationship with donald trump. But i was determined not to do him the disservice of telling him what he wanted to hear. I think, as you know, maybe around a Prime Minister or around a president , sometimes it can be an environment that i would describe as competitive sycophancy. And i think its important for the national Security Adviser to not fall into that kind of environment and to do his or her best to give best advice. Which one General Mcmaster. The head of the body that advises the government on major Infrastructure Projects has said ministers must hand more Power And Money to the english regions. Sirjohn armitt told the public Accounts Committee that spending on big schemes by itself would not create the opportunities and jobs the government wanted to see. Sirjohn is the head of the national infrastructure commission, which advises ministers on major investments like high speed rail. What would you think needs to be done, from your experience youve dealt with so many projects in your lifetime that will actually really have a chance of delivering those jobs and that long Term Change . Its not the responsibility of the project to deliver the growth. The project is there to provide a resource which should enable others to have the confidence to invest. The decision about what to invest in is not going to be made by the project. The project is there to provide an opportunity, to provide confidence people that the right Transport Infrastructure is going to be in place and its going to drive jobs in particular sectors. Its already been an incredibly successful programme. We want to build on it, we want to add extra flexibility so it can reach all children right across the nation. This was the picture as we ended the day in pontypridd, south wales, so quite a lot of cloud around there. Through the course of the night, though, The Cloud has tended to break up a little bit. So, tuesday, it will be a drier day in the south, certainly compared to what we had on monday. And for most places, some spells of sunshine around. Low pressure that brought Mondays Rain will be slowly clearing away towards the south. We have got another Weather Front approaching from the North West. Before it gets there, though, a lot of clear and dry weather. Quite a chilly start to the day, single figures in the north. In fact, those temperatures close to freezing in a few rural glens in scotland, so perhaps even A Touch Of Frost to start the day. But tuesday morning, for most of us, it is dry, it is bright with some sunshine. Cloudier for the southeast of England And East anglia. A few spots of rain for the likes of Kent And Sussex which should clear away through the day. So, light winds, not particularly warm for the time of year temperatures around the East Coast around about 15 to 17 degrees. The warmest spots probably for North West england, into wales. 20 degrees or so towards cardiff. We have got some patchy rain arriving across Northern Ireland and Western Scotland through the evening, and overnight into wednesday, thatjust spills its way a little bit further south. So it wont be quite as cold as we start the day on wednesday, but the lowest temperatures will be across parts of southern and Southeast England first thing. So, through wednesday, then, weve got this warm front slowly pushing south, bringing quite a lot of low cloud, mist, murk and Drizzly Rain, but towards the south, its going to be a fine, dry day on wednesday. So, Sunshine Holding On for southern england, East Anglia as well. Further north, we have got more in the way of cloud, a few spots of Drizzly Rain coming out of this cloud for some places as well. Temperatures getting up to about 20 22 degrees where you do see the sunshine. Some kind have the scum typically the high teens where you are stuck under The Cloud, towards the north and North West. Into thursday, again, weve got a Weather Front thats a bit more active this time across Western Scotland, perhaps parts of Northern Ireland also seeing some fairly Heavy Rain on thursday, slowly slipping its way south. I think much of england and wales holding onto some dry weather, variable amounts of cloud. 20 22 degrees in the south, but the mid to high teens further north.
