Mcveigh 0h, oh, and wales will find out tonight who they are playing in the Knockout Stages of the euros after getting through the group. Hello and welcome if youre watching in the uk or around the world. Senior Health Leaders iN England say the government must start planning now for covid booster jabs, due to be given in the autumn. They say the questions which need to be asked about the Roll Out include, will people get the same vaccine as the original one they got . How long does immunity from the originaljab last . And will children will be vaccinated . It comes as englands young adults continue to respond to the call to get a vaccine, with more than A Million appointments made over the weekend. So far, nearly 60 of Uk Adults have had two jabs, meaning they are fully vaccinated. And more than four in five adults have had their first dose. Heres our Health Correspondent anna collinson. All adults iN England can now receive a Coronavirus Vaccine, and demand is high. Nhs england says more than One Million appointments have been booked since Over 18s became eligible. Over the weekend, Football Stadiums, including here in tottenham, have transformed into large vaccination centres. And these long queues of people will be a Heart Warming Sight for Health Officials who say the more people who are jabbed, the sooner ourfreedom can return. We are losing much of our lives. I am more than happy to get it if we can go back to normal. Especially with going to university in september, we are hoping we can have a normal life. I am expecting that. By The End of the year, for people who are vaccinated, borders will be much it will be easier to cross borders. So ill be able to go back. To india, meet my parents, go back to singapore, meet my friends. All adults in wales and Northern Ireland can also book a vaccine. So can Over 18s in glasgow. But for the rest of scotland, people need to be over 30. But while the successful Roll Out rolls on, doctors fear the Finish Line is not yet in sight. With the government saying its continuing to plan for a Booster Programme later in the year, the Royal College Of Gps is warning Covid Pressures will be here for a long time to come, and many within the nhs agree. We need to recognise that what comes next is going to be really quite challenging. Weve got to answer some very important questions, like when do the double doses, the immunity offered by that, when does that start to fade . Do we need to offer a different vaccine when we do the boosters in the autumn, if we do do boosters . Can we combine covid 19 jabs with Flu Jabs . And are we going to vaccinate children . If so, when and where are we going to do that . Today was supposed to be the day england completely unlocked. But that has been delayed untiljuly 19th, which means legal limits on social contact remain. The Scottish Governments Travel Ban to parts of Greater Manchester is also now in place following concerns about high infection rates, a decision branded completely disproportionate by the mayor, Andy Burnham. Normally a live music venue, over the weekend, the historic Peace Hall in halifax became the stage for a pop up clinic. In a race with a variant which spreads more easily, increasing the number ofjabs is the current goal. But already attention is turning to how the nhs will manage a long Term Vaccination Programme alongside all of its other vital work. Anna collinson, Bbc News. Chris hopson is the Chief Executive of nhs providers, which represents Health Authorities and trusts iN England. I spoke to him a little earlier about what the governmenT Needs to consider in its planning of the Booster Programme how long do the Double Jabs give protection for . If we do decide we are going to do boosters, are we going to mix and match . I have had a double astrazeneca, should i have Pfizer Or Moderna . And how frequently do we need to tweak the vaccine . We know the Flu Jab is tweaked annually to take account of how much the flu has actually mutated. How often are we going to need to tweak these vaccines . Two further questions are really important. Can we combine Covid I9 jabs with Flu Jabs . And also, do we vaccinate children . It is interesting, at the moment, children definitely are in this Delta Variant a significant source of transmission, but if you want to lets get more from our political correspondent iain watson. Presumably ministers are working on this now. The presumably ministers are working on this now. ,. ,. , this now. The Health Secretary was sueakin this now. The Health Secretary was speaking on this now. The Health Secretary was speaking on the this now. The Health Secretary was speaking on the bbc this now. The Health Secretary was speaking on the bbc this this now. The Health Secretary was speaking on the bbc this morning, | speaking on the bbc this morning, and he suggested we might get that plan in the next few weeks, and indeed they are looking at some of the questions that Chris Hopson and Nhs Managers have been posing, for example, whether it would be more effective if you had two astrazeneca jabs and then had a boosterjab from pfizer, for example. When it comes to the vaccination of children, the medical regulators have said it is safe for people to be vaccinated over the age of 12, but the government are still waiting for the jcvi to pronounce on this. One suggestion is that they might be more vulnerable to catching Covid I9, they might be vaccinated, rather than mass vaccinations, but were still waiting to find out. Another issue which people were keen to get an answer to is whether, if you have had two jabs already whether you would still to self isolate if you became a contact of someone who tested positive, if you test positive you have to self isolate for ten days. But if you are a contact, could you then perhaps have Self Isolation replaced by Daily Testing . And on that, good news further down the line from Matt Hancock. This is something i am working on, but i am taking clinical advice, as you can imagine, because we want to make sure that people are safe and that the systems we have in place are cautious and manage to contain this virus. So we are piloting that approach, but if you have had two jabs, instead of having to isolate if you have contact, you have a testing regime. We are piloting that now to check that that will be effective, and it is something that we are working on. We are not ready to take that step yet. But it is something that i want to see and we will introduce, subject to clinical advice, as soon as it is reasonable to do so. So soMe Hope for the future that there might be a benefit to having two jabs, Notjust Protection from the virus but not being confined to your house if you come into contact with someone unfortunate enough to have covid symptoms. Today was supposed to be Freedom Day iN England, when the remaining restrictions were lifted, that has been put off, causing consternation about it among some tory backbenchers, but there is also restlessness about reform of Social Care. Matt hancock did say the government will come up with a plan for social Care Reform before The End of the year. Coloured cheers, thank you very much. If you are in the uk, we will be talking about Long Covid later in the hour. Tell us about your experiences. In the past hour, organisers of the Tokyo 0lympics say up to 10,000 spectators will be allowed at events. However, the competitions could move behind closed doors if infections surge. A decision on how many fans will be allowed at the Paralympic Games will be delayed until 16thjuly, a week before they open. New flexible Season Tickets go on sale in parts of the uk today, which aim to benefit Rail Commuters who donT Need to travel every day. The tickets can be used on any eight days within a month long period, with no requirement to decide upon days in advance. Heres our Business Correspondent katie prescott. Staring at a Departures Board is no longer a Daily Chore for many. Even before covid the number of passengers using Season Tickets was falling, as more people went part time or worked from home. Now that train has left the station. Were sort of doing hybrid working at the moment, which has given us a choice to work at home or in the office a few days a week. I work between london and leicester, so its quite good. Its quite good for me, really, i can kind of pick the days and it works really well. Covid has shown us that we can work from home, but i think probably three days a week, maybe two days from home, will be the norm going forward. The change in the way we commute, how and if we need to commute at all, has been transformed by the pandemic. The aim of these new tickets is to give part time Passengers Access to the same savings and benefits as regular weekly commuters, butjust paying for the days they travel. Recognition by the Train Companies that flexible working is here to stay. The new tickets will allow passengers iN England to travel on any eight days in a 28 day period, or twice a week. It will be a paperless system, allowing travellers to tap Smart Cards or scan their mobiles at the station. And passengers wonT Need to choose the days they travel in advance. But passenger groups say people still need to be careful which tickets they buy. The flexible Season Tickets that go on Sale Today will be good news for some, but not for all. So its important that people use the calculator thats been put onto the National Rail Enquiries website. It may be that the traditional Season Ticket is still better value, so its great there still remains both options. The Rail Companies would like to see government change the rules underpinning the ticket system, to make them even more flexible in future. We want to go even further and totally reform the Fares System, so people can have tap in and tap out technology, and commuters all across the Country Benefit from that, instead of having to buy a ticket up front and know their plans in advance. This is just the first step in major reforms of the railways announced last month. You can start using the new tickets a week monday. Katie prescott, Bbc News. From today, Care Home residents iN England will be able to stay overnight at the homes of loved ones, as restrictions on visiting are eased. Previously, residents were only allowed to leave for outdoor visits or high priority reasons, such as medical appointments. But theyre now able to leave for more social reasons without having to isolate on their return. Thats of course unless they have had an overnight stay in hospital, or unless the visit is thought by the home to have been high risk. Lets get more on that news that the organisers of the Tokyo 0lympics say up to 10,000 spectators will be allowed at events but competitions could move behind closed doors if theres a surge in covid infections. 0ur Correspondent Rupert wingfield hayes is In Tokyo. Well, its pretty much as you say, victoria. They say there will be a cap at each venue of 10,000 dictators. Now, it is a little more complicated than that, because there are spectators with tickets they have got through the Lottery System, limited to 10,000, but other groups will be coming in as well, so there are vips and corporate guests who are vips and corporate guests who are counted as coming from the Organising Side, and we dont know how many of them may be attending. There have been reports that, for the Opening Ceremony, there could be as many as 10,000 Vip Guest and corporate guests coming along as well. That question was asked of the Organisers Today, and they said they didnt think it would be that much, but they did acknowledge there would be more than 10,000. There is also students, there is a School Programme here, and that is being treated separately. But for the main spectators, the limit is going to be 10,000 for each venue, or 50 of the venue if it is a small venue, it will be less than 10,000. And well people have to have a test before they get into the venue or not . No, they want. There is at the moment no plan to test people, they are just moment no plan to test people, they arejust hoping moment no plan to test people, they are just hoping that by wearing masks and following the protocol is that they have put in place, that by reducing the numbers of people in stadiums and spacing people out, as they have done with other Sporting Events throughout the pandemic, that will be enough to prevent the spread of the virus. You know, it is very different from the spectators side, because all the athletes will be tested daily, but the spectators will not. ~. ,. , will not. What about the paralympics . Will not. What about the paralympics . They will not. What about the paralympics . They say l will not. What about the. Paralympics . They say they will not. What about the paralympics . They say they havent decided finally on the paralympics, | decided finally on the paralympics, for spectators yet, because i think they are waiting to see what happens with the olympics. The paralympics, The End of august, and so they are really waiting to see whether this works for the Olympic Games before they make a final decision on spectators for the Paralympic Games. Thank you very much, rupert, thank you. The headlines on Bbc News englands Health Secretary says a Pilot Scheme is under way that would allow those who have received a Double Jab not to self isolate. And as you have been hearing, organisers of the tokyo games will allow up to 10,000 japanese fans or 50 capacity at events. Today, 21stjune, was the original date for the lifting of all remaining Lockdown Restrictions iN England. That was delayed until 19thh july, mainly due to the spread of the Delta Variant. But some restrictions have still beeN Eased. From today the number of guests at a wedding is no longer limited to 30. However, venues must carry out Risk Assessments to ensure social distancing, which is likely to limit the number of guests who can attend. Hi, kat. So you actually got married, i think, hi, kat. So you actually got married, ithink, a hi, kat. So you actually got married, i think, a while ago, but it is the celebration that has been postpone, tell our audience about why this is so important to you. Yeah, thats right, we got engaged in october 2018, and two weeks after that i was diagnosed with incurable Breast Cancer, and we were advised by the medical team that if we were looking to get married, which of course we were, we should do it sooner rather than later. So we got married in january 2019. Sooner rather than later. So we got married injanuary 2019. It sooner rather than later. So we got married in january 2019. It was sooner rather than later. So we got married injanuary 2019. It was a very matter of fact a legal affair, i had no hair, i remember not very much of the day, if im honest with you, and we had just a small number of very close Family Members with us. So we had always intended on doing a Wedding Day and the celebration and renewing our vows, iN Effect, to Each Other, but doing it in front of a large group of friends and family, and then of Course Covid happened. Friends and family, and then of Course Covid happened. Yeah. So what other lans Course Covid happened. Yeah. So what other plans for Course Covid happened. Yeah. So what other plans for sunday . Course covid happened. Yeah. So what other plans for sunday . How Course Covid happened. Yeah. So what other plans for sunday . How have other plans for sunday . How have they been impacted by restrictions . Yeah, so this is our fourth date and our second venue, the first venue unfortunately could not continue Trading Due to the terrible impact of last year on their business, so this sunday we are getting married at the university of oxford, at the bodleian library. I should find out tomorrow how we are going to be able tomorrow how we are going to be able to do things. I think the easiest way to describe it is that it will be a blessing and large meal. As many people will now although numbers have been lifted, actually, it wasnt really iN Enough time for us to make dramatic changes, and it is based on the size of the room you are in, so some complex calculations on the number of guests, so i think we will havejust on the number of guests, so i think we will have just over 30 guests with us On Sunday. We have a band, hopefully outside if the weather holds, may be an acoustic set, there is lots of guidance around Music Restrictions so that guests do noT Need to raise their voices. So we will say, after tomorrow i should know a bit more hopefully. Yeah, what has it know a bit more hopefully. Yeah, what has it been know a bit more hopefully. Yeah, what has it been like know a bit more hopefully. Yeah, what has it been like trying know a bit more hopefully. Yeah, what has it been like trying to what has it been like trying to organise this, postpone it, organise again, switch venues, and to be having treatment for incurable Breast Cancer at the same time . Yeah, its. Anyone who has organised a wedding, a large event, will know that it is a stressful thing to do anyway. To do it four times is something i had not expected or wanted to do in life, and to do it when restrictions change at such short notice, so so much of what we needed to do for sunday, we didnt find out until last monday, when the government did their announcement. And of course throughout this, i have been having treatment, and we live scan to scan, every three months. Earlier in the year, it looked like things were progressing quite seriously, so there is always that gamble of, can we push this forward another date, can we bank on another six months with good Health Et Cetera . So it has certainly been a trying time, i would say. D0 has certainly been a trying time, i would say has certainly been a trying time, i would sa. I. ~. , i. Would say. I know a lot of the large Sporting Events that have been taking place, the cricket at edgbaston, football games, the Horse Racing as well, they are part of the government events programme. I think what cuts me a little bit is that we havent been given the opportunity as weddings to do that as well. We are an industry where, by the very nature, a wedding is a planned event with controlled guests, so we were to be able to do testing beforehand in line with what those events have done. We would be able to do follow up tests with our guests. And i think, for me, the changes announced last week didnt go far enough for the Wedding Industry in the way that we would be able to safely ruN Events on much smaller scale to those Sporting Events. I think the separation to thatis events. I think the separation to that is when you see events outside of those organised events, so fans mingling, Fan Areas with people jumping up and down, hugging, shouting, laughing, and potentially we would be breaking the law if we dance On Sunday. The Public Inquiry into the infected Blood Scandal is to start hearing detailed evidence about how a Boarding School for disabled children was caught up in whats been called the worst Treatment Disaster in nhs history. From 1974 to 1987, dozens of pupils at treloar s college in hampshire were offered treatment for haemophilia. At least 72 died after being given a drug contaminated with hiv and viral hepatitis. John reid is here. Tell us more about what happened. So John Reid is here. Tell us more about what happened. John reid is here. Tell us more about what happened. So this is part ofthe about what happened. So this is part of the wider about what happened. So this is part of the wider public about what happened. So this is part of the wider Public Inquiry about what happened. So this is part of the wider Public Inquiry into about what happened. So this is part of the wider Public Inquiry into the i of the wider Public Inquiry into the contaminated Blood Scandal that, it is stored, has killed at least 3000 haemophiliacs in the uk, perhaps many more people who received a blood transfusion. Today, this week, the focus is on this one school in hampshire, and some of the stories coming out of The School are pretty harrowing. Back in the Mid 70s to mid 80s, around 122 young haemophiliacs went to that school, a Boarding School for children with physical disabilities. You wouldnt really Call Haemophilia a disability now, but that is how it was viewed, and they were given, along with other haemophiliacs, a new type of Clotting Agent that helps the blood clot. Now, for these boys, this was life changing, because if you have severe haemophilia, a Fall Or Cut can be very dangerous. This allowed these boys to live what was essentially a normal life. But very quickly, it emerged that the drug that was being used had problems with it. A lot of it was being imported from the united states, where the plasma used to make the drug was donated by at risk groups Prisoners Injails, for example. To begin with, they noticed that some of The Boys were turning yellow, they were getting hepatitis a, b and later c, linked to this drug that they were taking. By the early 80s, there were the first stories about hivaids there were the first stories about Hiv Aids imaging, and some of The Boys were falling very sick with what would later be diagnosed as hivaids. What would later be diagnosed as Hiv Aids. We are talking about 13 year olds, 15 year olds being told, you are Hiv Positive, at a time when they not only had to deal with a diagnosis that was effectively fatal at that point, but the whole stigma of aids at the time. I talked to three of The Boys last week, and one was talking about how there were tabloid Newspaper Journalist outside The School, waiting at the shop outside The School, throwing them questions, how long have you got left to live . And these boys with 13, 1a, 15 at the time. It was an awful lot to deal with, so that in particular, what went on at that school, is being looked at by the Public Inquiry this week. . , looked at by the Public Inquiry this week. . ,. ,. , week. And many of them have died, man of week. And many of them have died, many of them week. And many of them have died, many of them. Of week. And many of them have died, many of them. Of the week. Of the 122 young haemophiliacs that went to that j haemophiliacs that went to that school between 1974 and 1987, it is thought at least a 72 died of either hiv or complications linked to viral hepatitis, probably Hepatitis C. Around 32 36 are still alive, and we are not sure about the rest. I should mention something on The School, they were being treated at the Nhs Haemophilia Centre within the Nhs Haemophilia Centre within The School, so the staff were not actually working for The School itself, and The Boys i spoke to went back to The School, and they were very complimentary about the care they receive from the teachers and nurses. This is not necessarily a criticism of The School itself that we will be hearing, i think there is a feeling that the people there did everything they could. find a feeling that the people there did everything they could. And finally, about the public everything they could. And finally, about the public Inquiry Everything they could. And finally, about the Public Inquiry itself, about the Public Inquiry itself, long awaited by many, many people, and the idea is to find out how this happened and also, did the nhs, ordered medics at the time now that there was something wrong with this drug, that it had been contaminated, but it was potentially covered up for a while . But it was potentially covered up fora while . , ~ ,. ,. , for a while . Two key questions that families want for a while . Two key questions that families want to for a while . The plasma used to make it, these days it is incredibly it, these days it is incredibly safe, well, it is synthetic now, but after 1987 they treated the drug to wipe out any viruses, but it took many years to get to that stage. That is where the allegations of a Cover Up along the lines of, should people have raised to be flag a lot earlier . And then the second issue, which is talked about as well, which is, at The School, where parents and The Boys told about this early enough . You know, iwas The Boys told about this early enough . You know, i was talking to a boy last week, he was told he was Hiv Positive, but his mum wasnt old for another year, so there were questions about who knew what when and how quickly a Safer Form of the drug could have been brought online. Thank you very much, jim. Jim reed, our Health Correspondent. Theyre seen to be the leading candidates in next Years President ial election in france, but both President Macron and his far right rival, Marine Le Pens parties have done badly in regional elections. Raoul sarn reports. They were billed as a Breakthrough Moment for Marine Le Pens national rally party. But when the Exit Polls came out, there was little to celebrate. They are predicted to win 19 of all votes, behind the Centre Right republicans on 27 . Just a year before the president ial election, its not the result she had wanted. Translation the distortion of Voting Intentions measured by the Opinion Polls were the real votes. I say to you with gravity and solemnity, it has only one explanation our voters did not turn out. The vote was marred by a record low turnout, with over 66 of voters abstaining. The relaxing of coronavirus restrictions and some good weather may have partly been to blame. Translation i came to have lunch, and i wasnt aware there were elections today. I dont think ill go and vote i dont even know what these elections are for. In recent years, the national rally has attempted to detoxify its image, making a big pitch to moderate right wing voters on issues such as crime and the problems of globalisation. In this electoral test, it seems the Centre Right was able to fend them off. Translation here, we loosened. We loosened to break them, the jaws of the national rally. Their demagoguery, their sterile proposals, their Intolerance Everything that divides and everything that is the national rally. The french president s centrist the republic on the Move Party had a similarly dismal night, with a predicted 11 of the vote share. In some regions such as the Northern Hauts De France region, they even failed to reach the 10 threshold to advance to the second round of voting in a weeks time. While the low turnout and local nature of these elections are very different to the president ial poll next year, they do suggest that the Centre Right in france may holding against the far right. Mr macron, it seems, will also have an uphill battle to secure a second term. Rhal ssan, Bbc News. Breaking news involving one of the scotland squad, Billy Gilmour has tested positive for covid 19. New Zealand Weightlifter, Laurel Hubbard, is set to become the first Trans Athlete to compete at the Tokyo Olympics. The new Zealand Weightlifter, Laurel Hubbard, is set to become the first transgender athlete to compete at the olympics. The countrys Olympic Committee has named her as part of the Womens Team for the tokyo games. Heres our correspondent, Phil Mercer. Sport is all about pushing boundaries, and thats certainly what Laurel Hubbard will be doing at the Tokyo Olympics. She will be the first transgender athlete to compete at the games. She has satisfied domestic and international criteria. She was competing in mens events until she transitioned in 2012. And shes had a pretty decorated career for New Zealand. Back in 2017, she won a Silver Medal at the world championships. She thought her career was over at the Commonwealth Games, a year later in 2018, when she broke her arm. But shes back to full fitness and back in the squad. The New Zealand olympic officials are very cognisant of the fact that Gender Identity, in their words, is a very sensitive and complex issue in sport that requires a balance between Human Rights and the need for fairness in the field of play. There will be those who disapprove of her selection, but as far as the athlete herself is concerned, she said in a statement that she was humbled and that she was grateful. Lets speak to Nicola Williams from Fair Play for women a Campaigning And Consultancy group which says its working to protect the rights of women and girls in the uk. How and girls in the uk. Do you respond to this, inclusion how do you respond to this, inclusion of Laurel Hubbard . Brute how do you respond to this, inclusion of Laurel Hubbard . We have to think, why inclusion of Laurel Hubbard . We have to think, why do inclusion of Laurel Hubbard . We have to think, why do we inclusion of Laurel Hubbard . We have to think, why do we have inclusion of Laurel Hubbard . We have to think, why do we have female to think, why do we have female sport, female weightlifting in the first place, it is because male bodies are different to female body, and so, you know, someone who is born male has benefitted from lifelong testosterone and female people havent. When we ask should Laurel Hubbard compete in womens weightlifting the answer is no because Laurel Hubbard was born male and benefitted from testosterone. It is unfair for her to and benefitted from testosterone. It is unfairfor her to be taking the place Of A Natal Born Woman who has not made to it the olympics. {line place Of A Natal Born Woman who has not made to it the olympics. Not made to it the olympics. One of the Reasons Not made to it the olympics. One of the reasons you not made to it the olympics. One of the reasons you know not made to it the olympics. One of the reasons you know the not made to it the olympics. One of| the reasons you know the committee has allowed her to compete is because they dont believe she will benefit froms the Toast Ron through her life even though she is now 43. That is not true. It is not borne out by the studies so we have a number of studies showing if a male person takes a Testosterone Blocker for up to three years their Muscle Levels are barely affected. So Common Sense tells us that you know, Laurel Hubbard, when laurel was competing a as man, was a fairly ordinary mediocre male, certainly wouldnt have made to it the olympics, then, when competing against other women, of course, now at 43 years old has made to it the olympics. It is unheard of for a 43 year old woman to have got to the olympics, so, Common Sense tells us science tell usman ali, that these rules are simply unfair. You cant reduce testosterone later in life and eliminate owl of the advantage of having grown up male and having benefitted from it. You have to remember, if a woman had taken testosterone and benefitted from it that would be called doping and she would be eliminated. Dont that would be called doping and she would be eliminated. Would be eliminated. Dont the Ioc Tuidelines would be eliminated. Dont the ioc guidelines say would be eliminated. Dont the ioc guidelines say you would be eliminated. Dont the ioc guidelines say you have to depress j guidelines say you have to depress somehow the levels of testosterone before you can qualify . Yes. Yes, for 12 months but which know, before you can qualify . Yes, for 12 months but which know, that before you can qualify . Yes, for 12 months but which know, that reducing reducings the Tos Ron levels for males does not reduce or eliminate the benefits the overwhelming benefits that testosterone has given, so the strongest woman in the world, a heave Weights Woman can only lift the same amount as a lightweight male of 250 kilograms, thatis lightweight male of 250 kilograms, that is how stark the Difference S Thaw is that is how much stronger males are. By allowing someone who has benefitted from testosterone into the female Catch Group makes a mockery of the thing. It means, we are not talking about the women that didnt make to it the olympics, so evenif didnt make to it the olympics, so even if Laurel Hubbard doesnt get a medal, the damage has already been done a woman now has lost a place after a lifetime of training to get to olympics and that is unfair, the olympics have put in rules that simply dont work, based on no evidence, because although Gender Identity matters to individuals, it cant be the basis for selecting people in sport. It cant be the basis for selecting people in Sport Cant be the basis for selecting people in sport. It has to be based on sex. People in sport. It has to be based on sex you people in sport. Even will accept that but Gender Identity is not the same as sex and a Trans Woman is male, otherwise they wouldnt be trans women, they would be actual women, wouldnt they so, we have to base it on, sport is about bodies not about feelings, so you have to look what sex is Laurel Hubbard . The warning comes as diplomats meeting in Vienna Report progress on reviving a Landmark Deal to limit the countrys nuclear programme a deal the us withdrew from under president donald trump. There are though, still gaps between the sides as Mark Lobel reports. World powers have been negotiating with iran since april to stop it from being able to build a nuclear bomb. In return, iran wants rid of sanctions harming its ailing economy. As both sides seek to revive a previously agreed deal, the Mood Music sounds good from iran, the eu and the us. We are closer to a deal than any time in the past, but it doesnt mean that we are there. The next round, delegations will come back from capitals with clearer instructions, clearer ideas on how to finally close the deal. The whole question of which sanctions will be lifted is currently being negotiated in vienna. Complicating matters, irans supreme leader, Ayatollah Ali khamanei who is the ultimate Power Broker here has repeatedly called the elimination of americas ally, israel. Now israel says the recent election of Hardliner Ebrahim Raisi as irans next president has heightened its fears. Raisis election is, i would say, the last chance for the World Powers to wake up before returning to the nuclear agreement and to understand who theyre doing business with. These guys are murderers mass murderers. Iran already blames israel for the murder of its top nuclear scientist last year, and an attack on one of its Uranium Enrichment plants in april. On sunday, iranian State Tv reported this nuclear Power Plant in bushehr has been temporarily shut down for a technical overhaul. Fires have hampered operations in the past, but accidents have also turned out to be foreign attacks. However, such is the momentum at the current negotiating table, there is talk of a nuclear deal as early as next month. Mark lobel, Bbc News. They are commonly known as unidentified Flying Objects or ufos and the stuff of Science Fiction movies and conspiracy theories. But in the united states, a military Task Force was established last year to investigate decades of unexplained sightings in us airspace. Now a much anticipated declassified report On Ufos is due to be delivered to the united States Congress in the next few days. Sophie long reports. AN Encounter between a us Navy Fighterjet and an unidentified Flying Object or what the pentagon prefers to call an unidentified aerial phenomenon. Look at that thing its rotating Lieutenant Commander Alex dietrich was an operational Fighter Pilot for ten years. She was with three other pilots on a routine Training Flight when they witnessed an unidentified object in the skies off the coast of Southern California now known as tic tac, due to its resemblance to the mints. It was travelling very fast and very erratically, and we couldnt anticipate which way it was going to turn, or couldnt understand how it was manoeuvring the way that it was or the propulsion system. This official footage from the us department of defense, published for the first time in 2017, totally changed the debate surrounding ufos. Reports of strange objects in the sky that were once ridiculed are now seen as having potentially serious national security implications. Leslie kean, who broke that story, says the stigma attached was intentional. There was actual sort of a policy to use ridicule to kind of damp the whole thing down that goes back to the 50s, and it became just part of a culture and since then, we were just kind of left with this attitude of ridicule and the culture, and we werent Hearing Anything about it from our government. Not only was that damaging to witnesses but also say some who spent years working inside the pentagon to security. This is a mammoth intelligence failure. We havent suffered the consequences we did in Pearl Harbor and 9 11, but the problems are precisely the same. You had a Radar Operator seeing japanese bombers and fighters approaching, he didnt report it to anybody, the information didnt get up the chain. 9 11, we had Cia And Fbi not talking and not sharing information. In this case its worse weve got more like ten agencies not talking and sharing information. We travelled to area 51, a Military Base deep in the nevada desert, which like what the us government knows about ufos is shrouded in secrecy. Some believe though have no evidence that a ufo is being reverse engineered behind the gates few have clearance to enter. Those whove been mocked for monitoring the skies here, convinced we are not alone, now feel vindicated. The Ufo Community has been seeking disclosure for 50 plus years or more, and i think this is a good step forward for the Ufo Community, for the government to acknowledge the existence of the phenomenon, and let people know that Theres Something going on out there on a regular basis. Whatever its conclusions, for many, publication of the report alone marks an important milestone on the path to understanding these unexplained encounters. Sophie long, Bbc News, in the nevada desert. An adviser to the jailed owner of hong kongs pro democracy newspaper, Apple Daily, says the paper will be closed in two or three days after its assets were frozen under a wide ranging national security law. The issue is thought to have been factor in the conservatives losing the previously Safe Seat of cheshire and amersham, to the liberal democrats, in a By Election last week. The government says the policy has been misunderstand and will give communities a say in the planning process. Communities a say in the planning process. She doesnt look 91. Youre watching Bbc News. Now its time for a look at the weather with carol kirkwood. Hello again. The weather across the weekend was fairly changeable for many of us, and actually as we go through this week its a similar story. So whats happening is its going to be cool this week. Weve got a wet start In The South, and as we head on to later in the week were looking at some showers, some breezier conditions and a fair bit of cloud at times, but its this Weather Front In The South bringing the rain slowly moving north, a ridge of High Pressure keeping things fairly settled, across the rest of the uk. So weve had this fairly persistent rain as weve gone through the morning. Through the day more cloud will spread ahead of it. As it moves north, we could see some rain in the midlands through the afternoon. And at the same time, a weak Weather Front moving out of scotland will bring thicker cloud and the odd spot of rain to northerN England and the far North West of wales. The Lions Share of the Sunshine Today across the north and the west, where weve got highs up to 18 degrees. Pollen Levels Today high across North West england and the midlands. For the rest of the uk, they are either low or indeed moderate. Now this evening and overnight, this rain fades, but there will be a fair bit of cloud left, and for much of the uk under Clear Skies it will be a cool night, in fact it is going to be cold in sheltered glens in the highlands where temperatures could fall as low as freezing. But under the cloud In The South, temperatures will hold up between 11 and 13 degrees. Now this front here will move away on to the near continent through the course of tuesday, allowing this ridge of High Pressure to build in, but theres another Weather Front waiting in the wings. So as that front pulls away, it will drag the rain with it, leaving some cloud in the far South East, but there will be a lot of dry weather and a fair bit of sunshine, but through the day the cloud thickens up in Western Scotland and Northern Ireland, and then we see some rain. Temperatures 12 in the north, to 20 In The South west. Now tuesday night, into wednesday, we still have this ridge of High Pressure across us, but the Weather Front continues to slide slowly southwards as a fairly weak feature. What it is going to do is introduce a bit more cloud and some Rain And Drizzle across scotland, northerN England, Northern Ireland and eventually into North West wales. For the the rest of wales, and much of the rest of england, therell be a fair bit of sunshine around, some fair Weather Cloud and temperatures up to 20 degrees. In the north we are looking at 13 to about 19. Good morning, welcome to Bbc News. Im vic and here are the headlines Health Leaders call on ministers in the uk to speed up plans for a Covid Vaccine Booster Programme this autumn. Englands Health Secretary says a Pilot Scheme is under way that would allow those who have been Double Jabbed to avoid having to self isolate. If you have had two jabs, instead of having to isolate, if you have contact, you would have a testing regime. We are piloting that now to check that that will be effective and it is something we are working on. And have you suffered with Long Covid. Get in touch if you have any questions about treatment or symptoms. Well be answering them with two experts in just over half an hours time. A Public Inquiry has begun Hearing Evidence into how more than 120 children at a school for disabled children were given a contaminated drug as treatment for haemophilia the Scotland Midfielder Billy Gilmour has tested positive for covid and will now miss tomorrows crucial Euro 2020 match against croatia at hampden. Organisers of the Tokyo Olympics will allow up to 10,000 japanese fans, or 50 capacity at events. A blow for french President Emanuel Macron and his far right rival Marine Le Pen as their parties do badly in regional elections. Senior Health Leaders say the government must start planning now for covid boosterjabs, due to be given in the autumn. They say the questions which need to be asked about the Roll Out include will people get the same vaccine as the original one they got . How long does immunity from the original Coronavirus Jab last . And will children will be vaccinated . It comes as englands young adults continue to respond to the call to get a vaccine, with more than A Million appointments made over the weekend. So far, nearly 60 of Uk Adults have had two jabs of the vaccine, meaning they are fully vaccinated. And more than four in five adults have had their first dose. Heres our Health Correspondent anna collinson. All adults iN England can now receive a Coronavirus Vaccine and demand is high. Nhs england says that more Than1 Demand is high. Nhs england says that more than 1 Million appointments have been booked since over 18 is have become eligible. Over the weekend, Football Stadiums including here tottenham have transformed into a large vaccination centres. I am expecting may be The End of the year for people who are vaccinated, it will be easier to cross borders, so i will be able to go. To india and singapore. Chris hopson is the Chief Executive of nhs providers which represents trusts iN England a little earlier he told me the questions the government must consider in its planning of the Booster Programme how long do the Double Jabs give protection for . If we do decide we are going to do boosters, are we going to mix and match . So ive had a double astrazeneca, should i have another astrazeneca or a pfizer or a moderna . And how frequently do we need to tweak the vaccines . We know that the Flu Jab gets tweaked annually to take account of how much that flu has mutated, how often are we going to need to tweak these vaccines . And there are two further questions that are important. The first is can we combine covid 19 jabs with Flu Jabs . Can we have Covid Job in one arm and a Flu Jab in the other . And do we vaccinate children . Its interesting that at the moment children definitely are with this Delta Variant a significant source of transmission. Lets get more from our political correspondent iain watson. What are ministers doing to prepare for this Booster Programme . According to Matt Hancock, we will get a plan for this programme in just a few weeks time. He is looking at some of those questions raised and he is, for example, looking at how effective it would be to mix and match the vaccines, and perhaps it would be more effective and people get more protection if they have two astrazeneca jabs followed by different jab. They have two astrazeneca jabs followed by differentjab. Those are what they are concentrating on and there will be a Booster Programme in there will be a Booster Programme in the autumn. Some of the question still havent been answered though, especially vaccination of children. The medical regulars as it is fine and safe above the age of 12, but thejoint and safe above the age of 12, but the joint committee and safe above the age of 12, but Thejoint Committee on and safe above the age of 12, but the joint committee on vaccination and immunisation have yet to pronounce. And that, we know that other countries such as the united states are vaccinating children with some suggesting that perhaps those most vulnerable to catching the Disease And Illness might be vaccinated and we are still waiting to find out. Another question people are anxious to find out about is what benefits apart from Staving Off the illness does double vaccination give you . Could you be perhaps released from quarantine after returning from holiday to Amber List countries. There is no sign of this today from Matt Hancock but he did suggest that domestically, if you are a contact of somebody who tested positive for covid, then potentially, somewhere down the line, you could perhaps escape quarantine and instead be given a Daily Testing regime. Interestingly, Matt Hancock emphasised that if you test positive yourself, ratherthaN Emphasised that if you test positive yourself, rather than being a contact, you will still of course have to self isolate. Today, of course, it is supposed to be Freedom Day iN England, the lifting of remaining restrictions but that of course has been put off and has caused consternation of some of Boris Johnsons own caused consternation of some of borisjohnsons own mps and there are concerns about a lack of progress when it comes to the form of Social Care. Jeremy hunt was urging the government to speed up the response and there was some suggestion of the weekend that they might be a high powered meeting of this tomorrow and we were told that will not happen and Matt Hancock says there will still come forward with a plan before The End of this year. Our Health Correspondentjim reed has been telling me more. This week, the focus is just on this one school in hampshire and some of the stories coming out of that school are pretty her harrowing. Backin school are pretty her harrowing. Back in the Mid 70s to mid 80s, around 120 or 122 young haemophiliacs went to The School, it was a Boarding School with children with disabilities and you wouldnt Call Haemophilia a disability now, but back then, thats how it was viewed. And they were given, along with many other haemophiliacs in the country, a new type of Clotting Agent that helps the blood clot. For these boys, this was life changing, because if you have severe haemophilia, a fall or a cut could be very dangerous and this allowed these boys to live what was essentially a normal life. But very quickly, it emerged that the drug that was being used had problems with it. A lot of it was being imported from the united states where the plasma used to make the drug was dominated by at risk groups, Prisoners Injails for example. To begin with, they noticed that some of The Boys were turning yellow, they were getting hepatitis b, Ab And C and link to this drug and what they were taken in by the early 80s, we had the first stories about how hiv and aids which are merged and some of these boys were falling sick with what would later be diagnosed with hiv and so were talking 13 Euros or 15 year olds who are being told that you are Hiv Positive when they had to deal with a diagnosis that was incredibly poor and faces a point, but also the stigma of aids at the time. I was talking to three of the former boys last week and one was talking about how there work tabloid Newspaper Journalist outside The School, they were waiting at the shop outside a school throwing questions, have you got aids . How long have you got left to live . And these boys were 13 or 14 or 15 at the time and it was an awful lot to deal with and that in particular, what went on a school is being looked at by the public enquiry this week. fiend being looked at by the public enquiry this week. Being looked at by the public entui this week. . ,. , enquiry this week. And many of them have died. Enquiry this week. And many of them have died many enquiry this week. And many of them have died. Of the 122 young haemophiliacs that went to The School between 1974 and 1987, is thought at least a 72 died of either hiv or of complications linked normally to viral hepatitis, probably Hepatitis C. Around 32 or 36 are still alive and the rest were not quite sure about. I should mention something on The School. The boys were being treated as the Nhs Haemophilia Centre within The School, so the staff were not actually working for The School itself and The Boys i spoke to last week went back to The School and spent some time with three of them and they were complimentary about the care they received there from the care they received there from the teachers, nurses, so does not necessarily a criticism of The School itself that we are going to be hearing this week. I think theres a feeling that people there very much did everything they could. And finally, about the public enquiry itself, long awaited by many, many people, and the idea is to find out how this happened and also was, did the nhs or did medics at the time now that something was wrong with this drug . And that it had been contaminated and was potentially covered up for a while . There are two key questions the families of The School want to know. One is along those lines. The first warning signs about Hiv Aids. That drug was not being heat treated across the uk until 1987. Heattreated across the uk until 1987. ,. ,. , 1987. That means getting rid Of Toxins. 1987. And then there is a second issue which is talked about as well which is at The School, where parents and boys told about this early enough . I was talking to one boy last week who was told that he was Hiv Positive, but his mum wasnt tall for another year and so there are questions about who, what, when and how quickly a Safer Form of this drug could have been brought. Leaders representing those who both run and use adult Social Care services have today written to the Prime Minister, Chancellor And Secretary of state for health and Social Care urging them to act now to reform the system iN England. It had been understood that the three politicians were to meet on tuesday to discuss plans for reform of the system that supports people who are older and disabled, but it now appears that wont be happening. We can get more on this now with our social Affairs Correspondent alison holt. First of all, tell us or remind us what Social Care actively means in practical terms. Practical terms. It supports adult throughout the life if they have Care Needs and that is help with day to day living, it might be washing, dressing, increasingly, it is with medication and the sort of that in days gone by we might have expected to be happening in small Cottage Hospital, although that is often happening in the home. The responsibilities of Care Staff have increased massively in recent years. We havent seen any plan from this government, despite borisjohnson government, despite Boris Johnson when government, despite borisjohnson when becoming part a minister, standing outside number ten saying he had a plan. Where are we up to iN England with a plan for Social Care . Well, as you say, the Prime Minister entered Downing Street saying he had a clear plan to fix Social Care once and for all. Were still waiting for details. Obviously, there isnt a degree of understanding within the Care Sector because of the pandemic and how that has diverted attention, but nevertheless, this letter comes from council leaders, directors of aduu from council leaders, directors of adult Social Care, those of the people who run the services for local authorities and representatives of people who use services and they say there needs to be a plan now. They really want something before the summer parliamentary recess in a few weeks. There are three things they are asking for. One is for an investment now to prop up a system which is very fragile and has had years of underfunding and increasing demand. They want better Pay And Training for the workforce and they want reform of the Funding System and what has been talked about as the preferred option for government has been a cap on care costs and this has been suggested by Andrea Dell not, basically a decade ago, of limiting the costs of some people having to pay for care and it is cooling the risk of whether you have catastrophic cost. Exactly how far they have got on this we do not know, we had understood there would be a meeting tomorrow, that now does not seem it is going to happen and it is not clear when there will be a meeting, but at some point, they have to hammer out how much of this they are going to do. What money are they are going to do. What money are they going to put into Funding Reform and also, the really thorny issue, how are they going to pay for that . , ~ ,. , issue, how are they going to pay for that . , ~ y. Y. , that . That was delayed until 19july, mainly due to the spread of the Delta Variant. But, some restrictions have still beeN Eased. From today the number of guests at a wedding is no longer limited to 30. However, venues must carry out Risk Assessments to ensure social distancing, which is likely to limit the number of guests who can attend. Lets get more on this with sarah haywood, whos from the Uk Weddings taskforce, which advocates on behalf of the industry. Are you still cross . We are pleased we have been are you still cross . We are pleased we have been acknowledged. Are you still cross . We are pleased we have been acknowledged. We i are you still cross . We are pleased l we have been acknowledged. We are pleased that we have moved from 30, because for 455 days, our sector has been restricted when it Cant Trade at all, to trading with 15 or 30 guests, which is not commercially viable. Its great that we can do this with more numbers, but the huge inconsistencies, the huge disparities between what we can do at a Wedding Celebration and what we see going on in the wider world, there is a gaping chasm. And we all saw the pictures of the football, for example, On Friday, at royal ascot, at the g7, at the downing Street Garden Party last week and the ridiculous situation, the preposterous situation that we now find ourselves in. This afternoon, there will be people walking their brides and grooms down the aisle and they will have to wear a mask. A father, for example, walking his daughter down the aisle, probably has just travelled in a car with her but has to wear a mask and he will have to sit down with her at the mail and will still have to wear a mask. These kind of inconsistencies are ridiculous and imposing upon us things like we must do table service, people must be seated to eat and drink. Its not going on in the wider world and that is making it challenging for us as a sector to police weddings and now with larger numbers, that is going to be even more difficult, although were not complaining that we are open to larger numbers. With; complaining that we are open to larger numbers. Complaining that we are open to larter numbers. ~ ,. , i. ~ larger numbers. Why do you think. Is one of larger numbers. Why do you think. I think theres a huge Misunderstanding Or Lack of understanding as to how venues manage events like weddings and there seems to be a fear, particularly amongst scientists, the Stick And Drink in somebody s hand and theyre going to behave outrageously, wildly and not behave. But its ridiculous, because we are a year on and the vulnerable and the elderly are vaccinated twice, a significant part of the population has already been vaccinated and at some point, we have all got to be allowed to make the decisions that you are allowed to make if you attend a Downing Street party, or the g7, or the football or the cricket are you stand in a queue for a ride at an amusement park. All of these things, its the gaping chasm and the idea that we are different in some way and are far more risky, and yet stick all those people in a football stadium, there are probably more people in there that will attend a wedding in the next four weeks. ,. , i. We cant afford that investment if we are not going to see a return on it. Thank you very much for talking to us. Organisers of the Olympic Games In Tokyo are expected to announce later today if theyll allow spectators into venues. Leaks to local media suggest that 20,000 people will be but they have announced 20,000 will be allowed in. But they have announced 20,000 will be allowed in. They said there will be a cap on spectators and each venue of 10,000 spectators. Its a little more complicated than that because those are spectators with tickets that have got through the Lottery System and they will be limited to 10,000. But there are other groups will be coming in as well and so there are vips and corporate guests who are counted as coming from the Organising Side and we dont know how many of them will be attending, there have been reports here that for example, and the Opening Ceremony, there could be as many as 10,000 Vip Guests and corporate guests coming along as well. That question was asked of the Organisers Today and they said they didnt think it would be that much, but they did acknowledge that there would be more than 10,000, there will be other groups. There are also students as there is a school students as there is a School Student Programme here and it is not going to be affected as that is treated separately. But for the main spectators, the limit will be 10,000 for each venue or a 50 of the venue if it is a small venue, then it will be less than 10,000. Organisers have set the limit at 50 capacity and the same will apply to the paralympics. It is a case of working through your gp to find the various ailments that you are suffering from. As ruth mentioned, there is a whole range of packages that perhaps will help each of the symptoms. We really lack a fundamental understanding of what is causing this and therefore that makes it very difficult to identify interventions and therapies. Health leaders call on ministers to speed up plans for a Covid Vaccine Booster Programme this autumn. Organisers of the Tokyo Olympics will allow up to 10,000 japanese fans, or 50 capacity, at events. 0ur Health Correspondentjim reed has been telling me more. This week, the focus is just on this one school in hampshire and some of the stories coming out of that school are pretty harrowing. A lot of it was being imported from the united states where the plasma used to make the drug was donated by at risk groups, Prisoners Injails for example. To begin with, they noticed that some of The Boys were turning yellow, they were getting hepatitis b, a, b and C And Link to this drug and what they were taken in by the early 805, we had the first stories about how hiv and aids which emerged and some of these boys were falling sick with what would later be diagnosed with hiv and so were talking 13 year olds or 15 year olds who are being told that you are Hiv Positive when they had to deal with a diagnosis that was incredibly poor and faces a point, but also the stigma of aids are fatal at that point. At the time. I was talking to three of the former boys last week and one was talking about how there were tabloid Newspaper Journalist outside The School, they were waiting at the shop outside a school throwing questions, have you got aids . How long have you got left to live . And these boys were 13 or 1a or 15 at the time and it was an awful lot to deal with and that in particular, what went on a school is being looked at by the public enquiry this week. And many of them have died. Many of them. Thats right. The boys were being treated as the Nhs Haemophilia Centre within The School, so the staff were not actually working for The School itself and The Boys i spoke to last week went back to The School and spent some time with three of them and they were complimentary about the care they received there from the teachers, nurses, so its not necessarily a criticism of The School itself that we are going to be hearing this week. The drug was not being heat treated across the uk until 1987. That means getting rid Of Toxins. Yes, the plasma used to make it these days is safe because it is made synthetically. After 87, they treated the drug to wipe out effectively any viruses in it, but it took a while, many years to get that stage and that is where the allegations of a Cover Up along the lines up should people have raised the Warning Flag a lot earlier. And then there is a second issue which is talked about as well which is at The School, were parents and boys told about this early enough . I was talking to one boy last week who was told that he was Hiv Positive, but his mum wasnt told for another year and so there are questions about who, what, when and how quickly a Safer Form of this drug could have been brought. Lets hearjim talking to some of the former pupils of treloar s college. Adrian goodyear explained how he was told hed tested positive for hiv. In my case, we were recalled to the medical centre and each meeting lasted about 45 minutes with two doctors and two nurses and a physio in this tiny room, so. Ten of us in a tiny room. It wasnt clean ten of us in a tiny room. It wasnt clean not ten of us in a tiny room. It wasnt clean not as ten of us in a tiny room. It wasnt clean not as clean as it should have been and cheerfully the doctor said he is positive, you have, you havent, you have. It was difficult and. I was back inside by 1 50 pm. In science. I didnt even get the afternoon off. A line of Breaking News to bring you. The body in charge of exams in scotland is being scrapped. The Scottish Government has announced its replacing the scottish Qualifications Authority following a review of the way the curriculum works. The organisation for economic Cooperation And Development review recommended moving the responsibility for qualifications to the body which deals with curriculum. The Scotland Midfielder Billy Gilmour has tested positive for covid and will now miss tomorrows crucial Euro 2020 match against croatia at hampden. At the big question, we dont know. At the Scottish Fa is saying at the moment is that there are no identified close contacts, but they did say the same thing about ten days out from the tournament a Squad Member also caught covid. He had to self isolate for ten days and as a precaution, the Scottish Fa isolated six other players. No suggestion thatis six other players. No suggestion that is going to happen here. Also, news from england today, of scores, scotland played On Friday and they said that no from that camp tested positive and all players returned a negative test yesterday. That positive and all players returned a negative test yesterday. Negative test yesterday. That is interesting. Negative test yesterday. That is interesting, but negative test yesterday. The Scottish Fa will follow the protocols and speak to the Health Authorities iN England, where they have their Training Base in darlington. It does find hard to believe, but remember, scottish football players at this Tournament Play within this bubble, clearly, questions have to be asked about how indeed he caught that being in that bubble in the first place. Thank you very much the Prime Minister has been speaking this morning to reporters about whether people who have had both doses of a Covid Vaccine will be able to avoid Self Isolation, and if that will make foreign travel easier. Lets have a listen. I think its very important that we look at the opportunities for all of us over the coming months, from two jabs, one of the most vaccinated countries in the world now. I think if you look at today, everybody over 50 should have been offered their second jab by now, actually, everybody was vulnerable, the 1 9 groups, almost 60 of adults have had two jabs, so there is a great deal of potential there, but when it comes to travel, we will certainly be looking at that, but i want to stress that this is going to be whatever happens, a difficult year for travel and there will be hassle, there will be delays im afraid because the priority has got to be to keep the country safe and to stop the virus coming back in. Senior Health Leaders say the government must start planning now for covid boosterjabs, due to be given in the autumn. They say the questions which need to be asked about the Roll Out include will people get the same vaccine as the original one they got . How long does immunity from the original Coronavirus Jab last . Nhs england says that more than One Million appointments have been booked since over 18 is have become eligible. Over the weekend, Football Stadiums including here tottenham have transformed into a large vaccination centres. I am expecting may be The End of the year for people who are vaccinated, it will be easier to cross borders, so i will be able to go. To india and singapore. Martin marshall is chair of the Royal College Of Gps which is the professional body for family doctors in the uk. Hello to you. What is the impact going to be on gps down the country . Good afternoon. Quite significant, i think it has to be said. The Vaccination Programme so far has been truly remarkable but it has been truly remarkable but it has been a Crisis Programme if you like. And it is based on a lot of goodwill and volunteers as well and as we move into the autumn, with the proposed Booster Programme, we dont know exactly when there will be one of what it will look like, its really important that we turn that into, if you like a business as usualfor into, if you like a business as usual for the into, if you like a business as usualfor the nhs and particularly for general practice were 75 of the vaccines have been given and would continue to be given. General practitioners are exceptionally gifted with managing usual business, seeing patients who are sick, looking after people who are on waiting lists, people who have had a Long Covid, so adding the Vaccination Programme to that is going to be quite a significant challenge. What you need then . Well, we need information about the kind of questions that were identified earlier. We need to know first of all whether there will be a Booster Campaign and if so who is going to its impact on . Most likely, it will be the most vulnerable people, not everybody who has at a Covid Vaccination so far. Will children be vaccinated . We need to know when its going to happen because in particular, if it can be timed at the same time as General Practitioners are giving the flu vaccination, one iN Each arm, then that will be a much more efficient process and we need to know who was going to be giving the vaccines as well. So far, a lot of practitioners such as myself and colleagues have been vaccinated. Whether that is going to be possible when we get into conventional business as usual, i am not so sure. We may need non clinician trained vaccinated to give it so that clinicians like myself and colleagues can step back and get on with our usual business. Lots of questions that we need answers to and pretty quickly because the Booster Campaign might start in two or three weeks time. Thank you very much i think you are talking to us. Nicola sturgeon has accused the mayor of Greater Manchester, Andy Burnham, of playing politics in a row over a scottish Government Ban on travel to Salford And Manchester. Last week, the first minister announced that noN Essential travel between scotland and Salford And Manchester would be banned from today. Over the weekend, Mr Burnham said hed received no warning of the plan. He said he was writing to the first minister to request compensation for people whose travel had been disrupted. Ms sturgeon suggested this morning that if Mr Burnham Wanted A grown up conversation, he should pick up the phone. These are public health measures. I have a duty, its one i take very seriously, to keep scotland as safe as possible. Im sure Andy Burnham feels the same sense of duty towards people in the Greater Manchester area. I have always got on well with Andy Burnham, if you want is a grown up conversation, he only has to pick up the phone, but if, as i suspect might be the case, this is more about generating a spat with me as part of some position within the Labour Leadership Contest, but i am not interested. We have all got a serious job of work to do and right now i am serious about doing that job in a way to keep scotland as safe as i possibly can. The woman who received the worlds first Covid Vaccine jab outside of clinical trials has urged others to follow her lead. Leaders representing those who run and use adult Social Care services have written to the Prime Minister, the chancellor and the Health Secretary urging them to act now to reform the system iN England. Its thought they were due to meet on tuesday to discuss the system that supports people who are older and disabled, but it now appears that wont be happening. Earlier i spoke to our social Affairs Correspondent Social Care is the support for someone who is older or disabled. It could be somebody under the age of 65 who has disabled or someone who needs assistance for dementia. It supports adults throughout their life if they have Care Needs and Thatis Life if they have Care Needs and that is is help with day to day living, it might be washing, dressing, increasingly, it is with medication and the sort of thing is that in days gone by, we might have beeN Expecting to be happening in a small Cottage Hospital and that is often happening in the home. This responsibilities of Care Staff have increased massively in recent years. We havent seen any kind of plan from this government despite Boris Johnson, when he became Prime Minister standing outside number ten singh had a plan. Where are we up to iN England with a Social Care plan . As you said, the Prime Minister said a Downing Street that he had a clear plan to fix Social Care once and for all. We are still waiting for those details. Obviously, there is a degree of understanding within the Care Sector because of the pandemic and how that has diverted attention, but nevertheless, this letter comes from council leaders, directors of health and Social Care, people who run the services for local authorities and representatives of people who use services and they say there needs to be a plan now. They really want something before the summer parliamentary recess in a few weeks. There are three things they are asking for. Investment now to nw up are asking for. Investment now to prop up a system which is very fragile and has had years of underfunding and increasing demand. They want better Pay And Training for the workforce and they want reform of the Funding System. And what has been talked about as the preferred option for government has been a cap on care costs. This was suggested by Andrea Del not, basically a decade ago as a way of costs the way some people have to pay for care. And cooling the risk of weather we have catastrophic cost. Now, exactly how far they have gone on this we dont know, we had understood there would be a meeting tomorrow. That now does not sound like it is happening. It is not clear when there will be a meeting, but at some point, they have to hammer out how much of this theyre going to do. What money are they to put into Funding Reform and also the really thorny issue, how are they going to pay for that . The Us Navy has started a series of tests on its newest and most advanced Aircraft Carrier by detonating powerful explosions to determine whether the ship is ready for war. Take a look at this. Lets get more now on the news that from today Care Home residents iN England will be able to stay overnight at the homes of loved ones, as restrictions on visiting are eased. Previously, residents were only allowed to leave for outdoor visits or medical appointments, but theyre now able to leave for more social reasons without having to isolate on their return. Earlier, i spoke with three people at rowena house Care Home in doncaster, manager stacey dean, one of her residents, janetjohnson and janets daughter, cath. I started by asking janet what this last year has been like. It has been fine. I have no objections. Itsjust nicer to be home. Anybody is happy to be home, arent they . Absolutely. Cath, how are you feeling about having your mum able to stay . I am delighted. It has been lovely having her home for garden visits but to have her home overnight, it will be even better. Its a bit of normality coming back to our lives. Definitely. Are you planning any trips away . Are you able to go on holiday somewhere with your mum in this country . Oh, yeah, definitely. Weve got a Holiday Home in thirsk in north yorkshire. Mother has never seen it. Were planning on taking her there for a night or two as well. That sounds lovely, absolutely lovely. Lets hope the weather holds out for you, janet, in north yorkshire. Even if it doesnt, youll be with your family, so that will be lovely, wont it . Yes, it will. Stacey, how much difference do think it will make to your residents . Massive difference. Their well being is our priority. We need to encourage all families to do so. I just to see them smiling is amazing. Why have you been able to do this . The residents are Double Jabbed, what about the staff . The majority of staff have had their second vaccinations. By The End of summer, the full home will be vaccinated. Obviously, the national guidelines are easing so it has given chances to spend more time with loved ones. Whenjanet goes round to caths house since stays overnight, do you still have to do Risk Assessments or not . We have Risk Assessments to complete, they will still have to have lfts and pcr tests. They will have to be completed and managed. How has it been for you being manager of the Car Home through a pandemic . It has been difficult and difficult for any manager having to live through. The staff here are so positive, they get through each day and we all cheer Each Other on. We work as a team. Its got a good, positive vibe. There dp daily de briefs and that helps them to get through the i day. What kinds of activities have people like stacey put on for you and your fellow residents . Activities . What i like is going out into the garden. Right. To do a bit of weeding. You are able to do gardening for the home, are you . They have allowed me to. Did you go to the Cocktail Party they organised last week . Yes, you did, yes. My memory is terrible. Dont worry. So is mine. There are pictures of her doing so on social media, so we know she did it. Fair enough. Can you remember if you had any cocktails . Yes. As long as there are no other follow up questions. Organisers of the Olympic Games In Tokyo have anounced that they will allow spectators. Leaks to local media suggest that 20,000 people will be able to attend the Opening Ceremony next month. Scientists had recommended holding the games iN Empty stadiums because of the coronavirus pandemic. Earlier, our Correspondent Rupert Wingfield hayes gave us this update from tokyo. They say there will be a cap at each venue of 10,000 spetators. Now, it is a little more complicated than that, because there are spectators with tickets they have got through the Lottery System, limited to 10,000, but other groups will be coming in as well, so there are vips and corporate guests who are counted as coming from the Organising Side, and we dont know how many of them may be attending. There have been reports that, for the Opening Ceremony, there could be as many as 10,000 Vip Guests and corporate guests coming along as well. And will people have to have a test before they get into the venue or not . No, they wont. There is at the moment no plan to test people, they are just hoping that by wearing masks and following the protocol that they have put in place, that by reducing the numbers of people in stadiums and spacing people out, as they have done with other Sporting Events throughout the pandemic, that will be enough to prevent the spread of the virus. You know, it is very different from the spectators side, because all the athletes will be tested daily, but the spectators will not. What about the paralympics . They say they havent decided finally on the paralympics, for spectators yet, because i think they are waiting to see what happens with the olympics. The paralympics come at The End of august, and so they are really waiting to see whether this works for the Olympic Games before they make a final decision on spectators for the Paralympic Games. The Prime Minister will face pressure from his own Mps Today not to go through with changes to planning laws which some fear could make it easier to develop green belt land. New flexible Season Tickets go on Sale Today, which aim to benefit Rail Commuters who don T Need to travel every day. The tickets can be used on any eight days within a month long period, with no requirement to decide upon days in advance. Heres our Business Correspondent katie prescott. Staring at a Departures Board is no longer a Daily Chore for many. Even before covid, the number of passengers using Season Tickets was falling, as more people went part time or worked from home. Now that train has left the station. Were sort of doing hybrid working at the moment, which has given us a choice to work at home or in the office a few days a week. I work between london and leicester, so its quite good. Its quite good for me really, i can kind of pick the days and it works really well. We want to go even further and totally reform the Fares System so people can have tap in and tap out technology, and commuters all across the Country Benefit from that, instead of having to buy a ticket up front and know their plans in advance. This is just the first step in major reforms of the railways announced last month. You can start using the new tickets a week monday. Katie prescott, Bbc News. Theyre seen to be the leading candidates in next Years President ial election in france but the parties of both President Macron and his far right rival, Marine Le Pen have done badly in regional electinos. Raoul sarn reports. They were billed as a Breakthrough Moment for Marine Le Pens national rally party. But when the Exit Polls came out, there was little to celebrate. They are predicted to win19 of all votes, behind the Centre Right republicans on 27 . Just a year before the president ial election, its not the result she had wanted. Translation the distortion | of Voting Intentions measured by the Opinion Polls were the real votes. I say to you with gravity and solemnity, it has only one explanation our voters did not turn out. The vote was marred by a record low turnout, with over 66 of voters abstaining. The relaxing of coronavirus restrictions and some good weather may have partly been to blame. Translation i came to have lunch and i wasnt aware there were elections today. We loosened to break them, i the jaws of the national rally. Their demagoguery, their sterile proposals, their intolerance i everything that divides and everything that isi the national rally. The french president s centrist the republic on the Move Party had a similarly dismal night with a predicted 11 of the vote share. A much anticipated declassified report On Ufos is due to be delivered to the united States Congress by The End of the month. Leaked information says no evidence of alien activity was found, the report is the product of a military Task Force established last year to investigate decades of unexplained aerial sightings in us airspace. Sophie long reports. My gosh theyre all going against the wind, the winds120 knots west.
