Good Morning And Welcome to Bbc News. The Liberal Democrats have pulled off a stunning upset winning the Chesham And Amersham By Election from the conservatives, with a majority of over 8,000 votes. The contest in buckinghamshire was triggered by the death of the former cabinet minister, dame cheryl gillan. The conservatives had held the seat for nearly 50 years. Sarah green, who won the constituency for the lib dems, said the tories had taken local voters for granted. Tonight, The Voice of Chesham And Amersham is unmistakable. Together we have said enough is enough, we will be heard, and this government will listen. This campaign has shown that, no matter where you live or how supposedly safe a constituency may appear to be, if you want a liberal Democrat Member of parliament you can have a liberal Democrat Member of parliament. That was sarah green. The leader of the Liberal Democrats, Sir Ed Davey said he was overjoyed by the by Election Result. I think this will send Shock Waves through british politics. Liberal democrats have had good wins in the past but this is our best ever by Election Victory and if it was repeated across the south literally dozens of conservative seats would fall to the Liberal Democrats. People talked about the Red Wall in the north, but forgotten about the blue wall in the south and thats going to come tumbling down if this result is mimicked across this country. That was Sir Ed Davey, the leader of the Liberal Democrats. The conservative Mp And Policing minister, Kit Malthouse said even though he was disappointed by the result he rejected ed davey� S Assertion that many tory seats across the south of england were now at risk. We definitely havent seen that in the South East at all. I mean, its not very long ago, only a month or so ago, that we had massive results in the local elections and i think in Chesham And Amersham, weve got 26 out of 27 councillors. I mean, in my home borough, basingstoke and deane, not very far away, we took the Council Control with a sort of clean sweep. So as i say, something interesting has happened in Chesham And Amersham. This is a very Middle Class, degree heavy, remain Voting Constituency just outside of london. This is precisely the kind of constituency in which the conservatives performed relatively badly in 2019 and in many of which the Liberal Democrats performed relatively well, most notably gaining some, but not being that far behind in the foreign Secretarys Constituency of Esher And Walton is not far behind in One double wimbledon. So this was a constituency in which the Liberal Democrats were unusually well placed in the wake of a pursuit of brexit that means the Conservative Party has indeed been doing relatively well in the constituencies, Working Class Constituencies in the north of england and the midlands, as exemplified by the outcome of the hartlepool By Election just a few weeks ago. But the converse of that has always been that in remain voting Middle Class seats in the south of england, the Conservative Coalition has been weakened to some degree in the wake of brexit and Liberal Democrats, frankly, are The Party that in many instances are best placed to profit from that, and thats what theyve managed to do in Chesham And Amersham. And we of course have seen many a past by Election Victory where the Party Hasnt managed to hang onto the constituency at the subsequent election, so clearly Chesham And Amersham, beyond the broad issue of brexit, The Party clearly focused in particular on the building of hs2 which goes through the constituency, concern in particular about some of the governments plans for planning which might, for some people who live in Green Belt areas, mean a concern that there will be more houses that they dont want. So we have the combination of the broad national situation and local circumstances all working to the Liberal Democrats advantage. The crucial question here is not really about whether they will hang onto the seat. I think the crucial question is now will the Liberal Democrats be able to use the greater spotlight that they will now at least have for a week or two to begin to push their Party Rating back up. The interesting example here that they want to follow is the Ribble Valley By Election of march 1991. The party was then down on its uppers, only around 10 in the polls, conservatives well ahead. There was a certain row about a certain Council Tax and in that By Election the Liberal Democrats managed to win against peoples expectations, and off the back of that The Party began to advance in the national Opinion Polls and then put in A Good performance in the 1992 General Election. I think that the result in Chesham And Amersham was| in Chesham And Amersham was predictable and indeed all the information i was picking up from friends who live there in the last three weeks, and indeed in my old constituency, suggested to me that this was going to be the outcome. This has happened notjust because of hs2, or because of Green Belt issues, No Doubt this has played a part, it is because this is a pretty sophisticated electorate that knows what a fraudulent prospectus is, and they have a very low opinion of the Prime Minister, and they consider him to be a charlatan. And this is, i think, quite a widespread view amongst a certain section of the electorate that has consistently voted conservative all their lives because this is a deeply conservative area with a small c, thats the fundamental problem of the Conservative Party. They have a Prime Minister who appears to have an appeal to some sections of the electorate because he is optimistic, he is sunny, he is outgoing, and towards another group, who perhaps take life a little bit more seriously, he comes across extremely badly and it has got much, much worse since the General Election of 2019. Chesham and amersham is full of people commuting into london to work in business, they have local businesses, many of them are the smes, the Foundation Lot of our national prosperity, and have been hit by the consequences of brexit because they do do business with the European Union and they see that they are adversely impacted by it. And they also dont like the tOne. The tOne, the Conservative Party has always had a tOne of moderation and common sense. It comes across at the moment as a rather strident party in many respects, these are the things which i think are undermining its credibility with what i would describe as historically a Core Section of its electorate. It was already apparent in the local elections with the results in both my old constituency and Chesham And Amersham, that people who were standing were independents and were being successful. All of this is a reflection of an alienation from The Party and what is seen as being historically the conservative Partys Core historically the conservative pa rty� s core values. Historically the conservative Partys Core values. I think thats the challenge for my colleagues. You have described what the problem is. The electorate within Amersham And Chesham have been described as feeling neglected. Is there some disenchantment with the attention that the Red Wall has been getting . What does borisjohnson have to do to fix this . We know what the problem is, how does he fix it . T problem is, how does he fix it . I dont think its the amount of attention being given to Red Wool seats. I would have thought if you spoke to somebody in Chesham And Amersham and asked if it is in the national interest if things were better in middlesbrough, they would universally answer yes. But what they perceive is that the Prime Minister is on a series of Rhetorical Flourishes where he says that everything is going to be transformed for the better, but the experience, the lived experience of people in seats like Chesham And Amersham is that things are deteriorating. They are heavily involved in our national economy and they can see the consequences, both from covid undoubtedly, but also from covid undoubtedly, but also from brexit, and they dont like the tOne. They look at A Government that is profligate in its expenditure at the moment, they ask themselves the question, this is all wonderful but who is going to pay for this at The End of the process . This is a conservative government which is behaving in some rather un conservative ways. Plus, they dont like i think, picking up from talking to them, they dont like this slightly nationalistic atmosphere that is generated by the Prime Minister, which seems to go down very well with some sections of the electorate but doesnt go down well with them. These unpatriotic people but they dont think that Ones-patriotism'>Ones Patriotism should be expressed in those terms, and they look with anxiety at the two dont make the deteriorating relationship between the united kingdom because my closest european neighbours, which is continuing to haemorrhage whatever Trade Deal may be dOne with australia. These are the things that are worrying them. As i say, this is are worrying them. As i say, this is a pretty sophisticated group, although there are poor people in Chesham And Amersham as well, One should understand that, and some significant ethnic Minority Community in cheshire. But overall, this is a place where they are quite keen to have quite government, build prosperity in a decent environment, and i dont think that at the moment the Governments Rhetoric is suggestive that it is seeking to do that at all. Ministers have apologised for failing rape survivors, following a Record Fall in prosecutions and convictions in england and wales in recent years. Just 3 of reports resulted in somebody being charged in 2019 and 2020 down from 13 five years ago. A Government Review has outlined steps aimed at increasing convictions and ensuring that investigations focus more on attackers than victims. It will not cut much ice, im afraid, with people whose cases have been abandOned and not taken on, but it does seem to be to me a declaration of intent that they will take steps to put it right. But the opportunities that the review itself offered for doing radical stuff have simply not been taken and the steps proposed are small, slight and insufficiently strong. There is a very good mechanism which is partly used by which you report your evidence and your Cross Examination is recorded and then the videos are entered into evidence in two years time but you go away and get free Trial Therapy that you needed, you can get the help you need and get on with your life, that could have been introduced. Instead they are piloting it again and considering whether it should come in in two years time. That isnt much use. There is a key issue that is dogging the Whole of the Police And Prosecution system, which is the question of rape myths and stereotypes. It seems to me inevitably that ministers are apologising for the fact that when people complain of rape they cease to be serious citizens and become slightly dodgy people who may have been flirting and have to be investigated thoroughly to see if they merit a place on the cps supporting them. That seems to me what they are apologising for, systematic failure to rely on complainants. Well, there are ways of Tackling Myths and stereotypes and they need to be dOne now but they have kicked that after the Law Commission who will take a couple of years to report. And i with the sector of charities that support Rape Campaigners will be driving them to do more because as i say their proposals are pretty underwhelming and more is needed. Im optimistic because i can see that the vaccine works and because the Vaccine Roll Out has been so effective over the last six months that we have that protection and we are able to over time and carefully and cautiously remove the restrictions we have had and replace them with the protection you get from the vaccine. So itjust underlines the point for every single adult in this country, if you are 18 or over, you havent yet had the jab, come forward and get it booked. And indeed that happened here at about Midday Yesterday and Edwin Poots said he was proud to nominate his protege for that office, and that he hoped that they could build on that with unionism in a confident spirit, recognising potential wins. It didnt work out like that because he hadnt spotted the own goal he had scored in doing that deal with Sinn Fein because his own Party Members were furious that he had, in effect, given power over to the Uk Government to enact those laws if there was no progress here. They said that undermined the Party Leadership, it undermined devolution and thats why confidence in Edwin Poots� s leadership evaporated after just three weeks in the job. So late Last Night he announced that he will resign as Party Leader and there will have to be a new Election Process for the second time in just over a month. So a really difficult time for the dup, the biggest unionist party here which is in disarray now, deeply divided, and has to find a new leader.
