A constructive spirit. We have established a clear basis on l a constructive spirit. We have l established a clear basis on her a constructive spirit. We have established a clear basis on her we intend established a clear basis on her we intend to established a clear basis on her we intend to deal with russia and the us intend to deal with russia and the us russia intend to deal with russia and the us russia relationship. It wasnt all cosy, though. President biden warns that ifjailed Opposition Leader Alexei Navalny dies in prison, the consequences would be devastating for russia. Also in the programme. We have all been there the Message'>Whatsapp Message that was never meant to be seen. And in two Messages that have just been leaked the british Prime Minister called his Health Secretary hopeless. What a tangled web we weave. The spiders in australia have covered huge swathes of the Victoria Landscape in silk. We will tell you why. Hello, imjane obrien in washington. Christian fraser is in london. The relationship between russia and the us is at its lowest point since the cold war. So words used to describe Todays Summit such as, good, positive, substantive, constructive mean things probably havent got any worse. Certainly, Joe Biden and Vladmir Putin walked out of their nearly four Hour Meeting apparently singing from a similar song sheet, even if they were not necessarily in tune. The expectations were low, intentionally so. And the news was modest an agreement to reinstate ambassadors on both sides. But as ever with these meetings, much has been made of the tone of the two leaders, both in front of the cameras and behind closed doors. Our North America Editorjon sopel starts our coverage. Best wishes and goodbye. And with those words, the swiss president left them to it. There was little in the way of theatrics or fanfare, and the Body Language suggested a good deal of wariness on both sides, as the us and russian president s shook hands on the portico of this handsome 18th Century Villa overlooking lake geneva. In the library, they sat somewhat awkwardly. A reporter asked the russian president whether he feared the Opposition Leader Alexei Navalny. No comment. The american president was asked whether he trusted vladimir putin. He appeared to nod. He says, there are a lot of issues that require the highest level of meeting. The us president concurred. As i said outside, i think its always better to meet Face To face. And then just shy of four hours after walking in, Joe Biden was walking out. The talks had not lasted as long as had been predicted. But if the talks had gone badly, President Putin was playing it down. Translation both sides expressed their intention | to understand each other and to seek Common Ground. Talks were quite constructive. The president of the United States. Then it was the american president s turn, once the aviators had come off. Been a long day for you all. He said he had given vladimir putin a blunt Message. I made it clear that we will not tolerate attempts to violate our democratic sovereignty or destabilise our democratic elections and we would respond. The Bottom Line is, i told President Putin that we need to have some basic rules of the road. And he said he was satisfied with what had been achieved. It was important to meet in person, so there can be no mistake about or misrepresentations about what i wanted to communicate. Idid i did what i came to this was more clear that air than new dawn. The americans had set the bar low for this encounter, and on that basis, it met expectations. SoJoe Biden has boarded Air Force one and is now on his way back to the United States after a marathon week in europe. But before take off he gave another impromtu News Conference on the tarmac with the White House pool. And he was pressed again on what the summit had achieved and whether vladimir putin could indeed be trusted on anything including agreeing to an arms deal. I started working on Arms Control agreements during the cold war. If we can do one in in the cold war, why couldnt we do want now . We will see whether or not it happens. Lets bring in democratic senatorjeanne shaheen, who sits on the foreign relations committee. Shes recently returned from a trip to ukraine. Thank you very much forjoining us. Given your knowledge of eastern europe, but Anything Today that would reassure ukraine or any other country that feels threatened by russian aggression, that President Putin may be about to change his ways . I putin may be about to change his Wa S . ~ putin may be about to change his was . ,. , ways . I think anybody who thought auoin into ways . I think anybody who thought going into the ways . I think anybody who thought going into the summit ways . I think anybody who thought going into the summit that ways . I think anybody who thought going into the summit that did going into the summit that did takeaway was going to be that vladimir putin was going to change his ways but being unrealistic. But it was important for President Biden to go Face To face with putin to let him know that he is going to be held accountable in the future if he behaves in ways that are. That civilised nation say are inappropriate. And that Message clearly got conveyed. And i think it is a good first step that we are putting our diplomats back in both countries. We need to make sure we have people there who can work on issues of concern. But have people there who can work on issues of concern. Issues of concern. But what does bein issues of concern. But what does being held issues of concern. But what does being held accountable issues of concern. But what does being held accountable actually l being held accountable actually mean . Because as we have seen over the last two decades, President Putin has done exactly what he likes, and America Hasnt really been able to likes, and America Hasnt really been able. ,. ,. ,. , been able to do anything to stop it. Thats not entirely been able to do anything to stop it. Thats not entirely true. Been able to do anything to stop it. Thats not entirely true. We been able to do anything to stop it. Thats not entirely true. We saw been able to do anything to stop it. | thats not entirely true. We saw the meddling in our 2016 elections, which is very concerning, but in 2018 when russia tried to meddle again, we shut down and dismantled a number of their bots on their operations, so i think it is important to be clear that there are ways that we cant respond, that they may not be talking about in public, that it is important to convey to vladimir putin. And the factors President Biden came into the summit with very robust support from nato, from the nato allies, from nato, from the nato allies, from britain, from the eu, and vladimir putin came in all by himself, but may be the suggestion that Russia And China may do business together. But President Biden was negotiating from a position of strength because america has allies. And i think that could not have gone unnoticed by putin. You havejust not have gone unnoticed by putin. You have just come not have gone unnoticed by putin. You havejust come back not have gone unnoticed by putin. You have just come back from eastern europe, so you know the situation in ukraine better than most. President putin said Ukraines Membership of Nato Wasnt on the table, it didnt come up. Every time he was asked about the eastern border, he kept going back to minsk, it was mens, mens, minsk all the way through. Could you explain what the Minsk Agreement is and why the ukrainian government doesnt particularly like it . ~ ,~. , government doesnt particularly like it . ~ ,~. ,. , government doesnt particularly like it . ~. ,. , it . There Minsk Agreement was an effort to address it . There Minsk Agreement was an effort to address the it . There Minsk Agreement was an effort to address the Fighting It . There Minsk Agreement was an effort to address the fighting on i effort to address the fighting on the eastern border of ukraine by russia, going into crime you and then attacking the region. It is not proving to be successful. The ceasefire has been on again, off again, really since the effort to reach an agreement was taken, and i think the role of the United States used to everything we can to support ukraine, to support Ukraines Ambition is to be part of the west, because that is what they are interested in doing. They have a democracy that is still growing, but when we were there and met with the president and other groups in ukraine, it was very clear that they were concerned about russias aggression, but that they want to join europe. They dont want to be part of russias arbour, an officer thatis part of russias arbour, an officer that is what putin are trying to do. You are trying to recreate the soviet orbit in eastern europe. This is the first time soviet orbit in eastern europe. This is the first time that Cyber Security has been given a Level Footing with nuclear security. Clearly, the russians could crackdown if they wanted to on those who would perpetrate these crimes on their soil, who would perpetrate these crimes on theirsoil, but who would perpetrate these crimes on their soil, but it sits President Putin to allow the sort of activity to go on. What does Mr Biden have his to stop it . I to go on. What does Mr Biden have his to step it . His to stop it . I dont know what President Biden his to stop it . I dont know what President Biden said his to stop it . I dont know what President Biden said to his to stop it . I dont know what President Biden said to vladimirj President Biden said to vladimir putin today, but i do know that the United States can also take actions in the cyber realm that could be very devastating to russia, to rush up very devastating to russia, to rush up us economy and infrastructure. And i dont think its in their interest to escalate it is attacks. So, i hope that that Message was delivered very clearly. We know that, for the first time, nato has Put Cyber on their list of concerns as they are looking at weapons that can invoke in article five response, so that you send a very strong Message to putin and to russia. Thank you very much forjoining us, and as President Biden himself says, we will wait and see. Yes. And as President Biden himself says, we will wait and see. At the Press Conference after the meeting, President Biden said he had told the russian leader he will always raise issues of Fundamental Human Rights with him, including the fate of the jailed kremlin critic Alexei Navalny. He said he had warned vladimir putin that the death of Mr Navalny in prison would be devestating for russia. By all accounts, Mr Putin refused to mention Mr Navalny by name during the summit. But at his Press Conference later, he told reporters Mr Navalny had deliberately broken the law in russia and got what he deserved. Bill browder was once the largest foreign investor in russia, until he was deported 15 years ago. His former lawyer, who had worked to uncover corruption in russia, was murdered in prison. Mr browder has been a crusade ever since to secure sanction againts Mr Putin and his inner circle. Good to have you with us on the programme. I think he went further than he has gone before with regards to Alexei Navalny, talking about him intentionally committing these crimes. He overlooked the fact that they tried to Poison Him with knobby shock. , shock. Yeah, it is quite hypocritical shock. Yeah, it is quite hypocritical when shock. Yeah, it is quite i hypocritical when vladimir shock. Yeah, it is quite hypocritical when vladimir putin used a Chemical Grid Nerve agent to try to kill Alexei Navalny, his main political opposition, when Alexei Navalny miraculously survived and was in a comma, they then issued an Arrest Warrant and are effectively torturing him by withholding medical treatment and a russian prison. For vladimir putin to call him a criminal isa vladimir putin to call him a criminal is a pot calling the kettle black. Putin is a criminal, Alexei Navalny is trying to save russia from this criminal dictator. Trying to in him from this criminal dictator. Trying to pin him down from this criminal dictator. Trying to pin him down on from this criminal dictator. Trying to pin him down on what from this criminal dictator. Trying to pin him down on what she from this criminal dictator. Trying to pin him down on what she has| from this criminal dictator. Trying to pin him down on what she has done to pin him down on what she has done to opposition activist, it is like trying to make jelly stick. That is an awful lot of what about us and when it comes to President Putin. He points to the Gun Crime in america, he points to the black Lives Matter demonstrations in the chaos because, he points to the insurrection. He is probably right in one respect, that the political division in the United States has weakened the case for the White House, but Ijust Wonder what youre made of all that, and further it becomes very difficult to press him on Human Rights . Him on Human Rights . There is absolutely him on Human Rights . There is absolutely no him on Human Rights . There is absolutely no point him on Human Rights . There is absolutely no point in him on Human Rights . There is absolutely no point in having i him on Human Rights . There is absolutely no point in having a| absolutely no point in having a verbal discussion about Human Rights. Vladimir putin is a Human Rights. Vladimir putin is a Human Rights violators. He has been killing people, killing opposition, killing people, killing opposition, killing minorities, doing all sorts of things for his own purposes whenever it suits him. The only thing that he respects its consequences, and in the west, we have the ability to impose consequences. In fact, i have the ability to impose consequences. Infact, i my last decade advocating for legislation named after my moderate lawyer my moderate lawyer, which imposes sanctions. If we were to really be serious about going after putin for the Human Rights abuses, we would go after people who hold his money for him. If we sanction them, every freezer assets, that would make putin set up and pay attention. These words mean nothing, but actions, specific actions against its own interest, but have a big impact. Its own interest, but have a big im act. , impact. So, when President Biden sa s that impact. So, when President Biden says that navalnys impact. So, when President Biden says that Navalnys Test impact. So, when President Biden says that Navalnys Test would impact. So, when President Biden says that Navalnys Test would be | says that Navalnys Test would be devastating for russia, is that a risk then that President Putin is happy to take . Risk then that President Putin is happy to take . Yeah, it is absurd. Navalny shouldnt happy to take . Yeah, it is absurd. Navalny shouldnt have happy to take . Yeah, it is absurd. Navalny shouldnt have to happy to take . Yeah, it is absurd. Navalny shouldnt have to die happy to take . Yeah, it is absurd. Navalny shouldnt have to die for. Navalny shouldnt have to die for that to be any consequences, there should be consequences for them arresting him and the first place, for trying to kill him, Poison Him, resting, talk to him, and not have consequences. There should be devastating consequences right now, even more devastating consequences of god forbid anything happen to him, but for effectively putin to now get a pass to say, its ok that you had taken your primary political challenge and sewn him in prison, thats a very substandard result to this whole thing, and i objected to the idea that the desperately needs to be more done in order to create the right environment so that putin doesnt do these things in the future. Is doesnt do these things in the future. ,. ,. , future. Is that how you see this . Do ou think future. Is that how you see this . Do you think mr future. Is that how you see this . You give them this glorious One On one stage with the most powerful man in their free world, where putin looks like he is on a par with biden. He is not, hes running a country with an economy the size of the state of new york, with the Military Budget 90 less than the us, and running a malign international Affairs Programme of doing all this terrible things, shooting down aeroplanes, hacking elections, interfering in all sorts of different ways. And then to reward him but as Validation And Recognition of a summit, it really is a terrible Message. I recognition of a summit, it really is a terrible Message. Recognition of a summit, it really is a terrible Message. I take your oint, is a terrible Message. I take your point. But is a terrible Message. I take your point, but what is a terrible Message. I take your point, but what is is a terrible Message. I take your point, but what is the is a terrible Message. I take yourl point, but what is the alternative . When you look at when the summit was avenged, there were russian troops massed on the border with ukraine, navalny was in hospital at risk of dying, strains super in a slightly better position than we were a month back when this was arranged, and at The End of the day, hes not going anywhere. If you want to reset the relationship in any shape or form, it is better to meet him Face To face, isnt it . I it is better to meet him facetoface, isnt it . I would an ue facetoface, isnt it . I would argue that facetoface, isnt it . I would argue that who facetoface, isnt it . I would argue that who knows facetoface, isnt it . I would argue that who knows why facetoface, isnt it . Iwould argue that who knows why navalny is not dead and by the suits are gone, i dont think it is because of the summit. And it has been proven that appeasement doesnt work with dictators, and it definitely does not work with vladimir putin. And the only thing he respects several boundaries and consequences. And i think the reason people die because trips as he didnt want to have a war with anybody, and the reason he didnt kill It Navalny was because he understood that the consequences would have been too severe, both inside and outside the country. It is not because he was rewarded with a summit. Appeasement does not work with vladimir putin, and every time there is a new american president , they think they can somehow, using their charm and charisma, change his behaviour, and we have seen with with george bush, we have seen this with george bush, we have seen this with barack obamas reset, and now were it with biden. Thank you very much. Really i on. Thank you very much. Really interesting at The End of the Press Conference today, because he has been quite smiling all the way through, Joe Biden. He was pressed by cnn and further it had achieved anything and for that he could trust President Putin, and he lost his rag a little bit. Interestingly, i think that Press Conference he gave on the runway to the white House Press Pool was probably an attempt to clean it up, but it probably speaks volumes about his concerns. He thinks he would like to do this, but has attacked as brackets or so, what has really been achieved . And that is the problem, because even his own is expectations are pretty low. This was all about Face To face meeting. He said he went in, got what he went in to get, which was, we know partly what it was, but the problem he has is that there is very little to measure any success by at this point. What are the tangible outcomes . I needs of the things that ukraine are going to be looking for, supporters of Alexei Navalny are going to be looking for, Cyber Security. How do you measure success when there have been no tangible is actually given at The End of the summit . And that i think is a problem thatJoe Biden faces, and certainly has predecessors, because they have all had the same problem. As putin himself says, it is has a first president. Ok, we will come back to it. For those watching on bbc World News well be right back. The Health Secretary Matt Hancock has confirmed that the government will be Making Vaccinations Mandatory for staff in Care Homes, and hes said a similar move is being considered for those working in the nhs. Care organisations have warned the move could put people off taking jobs in the sector. But Mr Hancock told mps that it was a sensible and reasonable step. After careful consultation, we have decided to take this proposal forward to protect residents. Now, the vast majority of staff in Care Homes are already vaccinated, but not all, and we know that the vaccine not only protects you but protects those around you. And therefore, we will be taking forward the measures to ensure the mandation for, as a condition of deployment for staff in Care Homes, and we will consult on the same approach in the nhs in order to save lives and protect patients from disease. The Putin Biden Summit may not have been the only frosty encounter of the day. One imagines there might have been a similarly tense scene playing out, in Downing Street between borisjohnson and his Health Secretary Matt Hancock. A series of screenshots were published today of Message'>Whatsapp Messages in which the Prime Minister called Mr Hancock hopeless, twice, over his early handling of the coronavirus pandemic. The Messages were released, of course, by former adviser Dominic Cummings. Mr cummings, who left Downing Street under a cloud in november, also took aim at mrjohnson claiming he had lied about failures during the governments initial response to the pandemic. Our political Editor Laura Kuennsberg has this report. A convenient Afternoon Jog . Reporter is this a vendetta, i Mr Cummings, with Mr Hancock . Dominic cummingsjust happened to be seen for the cameras hours after chucking another grenade his old bosss way. Hed already been plain. In his view, the man in charge of the Health System during the biggest emergency in decades wasnt up to it. I think that the Secretary Of State for health should have been fired for at least 15, 20 things. But the Health Secretary retaliated, the boss had been behind him all the way. I had the Prime Ministers wholesome support all the way through. Remember how close Dominic Cummings and borisjohnson were. But, having promised evidence to back up his blasts from the outside, the former adviser has now published some of the Messages the pair sent. In those crucial days at the start of the emergency, the adviser apparently Messaged the Prime Minister accusing the Health Secretary of failing to ramp up testing. The Prime Minister seems to have replied in expletive filled terms. Later, Mr Cummings raised concerns about ventilators. Officials had admitted theyd been turning them down because of Price Mark ups. Borisjohnson seems to have replied, its hancock, he has been hopeless. A month on, the Prime Minister, apparently in a Message to Dominic Cummings wrote, on ppe, its been a disaster, and seemed to suggest taking Hancock Off and putting gove on. Dominic cummings seems to have replied, this would have the severe risk of making it worse, not better. Reporter did you really thinkj Matt Hancock was useless, sir . Borisjohnsons team says they have full confidence in Mr Hancock, but Dominic Cummings was part of making the decisions that affected thousands of lives and deaths. Strip away the personal animosity, the huge political bust up, and hes not the only voice critical of the governments handling of Care Homes, of testing, of the speed of lockdown. And no Secretary Of State wants to be asked this kind of question. Are you hopeless, Mr Hancock . I dont think so. Are you hopeless . I dont think so, he says. Asked about his own competence ahead of a vote on covid today. The right honourable gentleman, now forever branded as hopeless hancock by his own leader. Well, for many of our constituents, when they will be watching the news tonight, when they know that they failed to protect our borders, when they know that they allowed this variant to take off and when they saw that restrictions are being extended, i think many of our constituents will No Doubt repeat the prime Ministers Expletive laden sentiment. Dominic cummings knows hed hardly win a popularity contest, but the real fear for number ten, given how close he was what knowledge does he still guard that he can lob from far away . Laura kuenssberg, Bbc News. There wont be ministers across government thinking, why did i send a Message to Dominic Cummings . Let s get some of the day s other news. France is to lift its night time Coronavirus Curfew from sunday, allowing people to leave home at night without official justification for the first time since october. And from thursday, they will no longer be obliged to wear a mask outside, except in queues. A preliminary report into the collapse of a metro Line Track in Mexico City last month says it was caused by structural flaws. 26 people died when an elevated section of the line collapsed under the weight of a commuter train. Investigators said there were deficiencies in the material used, including bolts, and previous damage to the structural supports where the overpass collapsed. Our top stories after a keenly awaited summit in geneva, the us and russian president s have spoken positively about their talks, describing them as constructive but significant differences remain. One of the more interesting aspects of the putin Press Conference this afternoon was the russian Leaders Reaction to questions from members of the american and british media. Who typically do not pull any punches. You wonder whether Mr Putin gets that sort of treatment at home. Mark lowen is in geneva, and Hejoins Us now. He said Alexei Navalny, his opponent in russia, knew exactly what he was doing when he went to germany for treatment and came back to russia and had acted illegally. He said that every country would act in the same way and said that russia itself had been the victim of cyberattacks from the us and denied any involvement in the Ransomware Attacks that were levelled at him by Joe Biden. There were also some courteous statesman like words towards the us president. He said Joe Biden was a very constructive, experienced partner. He said they spoke the same language and he described the talks as fruitful and he said Joe Biden had even talked to him about his mother and his family. As for the american side, there were also calm words from the us president. He said there were no threats, simply assertions of us interest towards the russian president , but there are clearly areas where they disagree very, very frankly indeed. On Alexei Navalny, on Human Rights, on russias actions in ukraine. There were areas where they managed to reach agreements on restoring ambassadors, on Climate Change talks going forward, but clearly the areas of friction remain. ,. , i. There are ust so many Bones fl is almost forgotten. There are ust so many Bones Ofi is almost forgotten. There are ust so many bones of contention i is almost forgotten. There are just i so many bones of contention between the West And Russia at the moment that yeah, probably in the eyes of many that is a vague memory from the past and, you know, its about tackling each Issue Head on with the russian president. Joe biden clearly didnt pull his punches but there was a recognition that the kind of historical lobbying of missiles from washington To Moscow are serving nobody s interests and there was the feeling among western leaders that russia has acted egregious late in the past, not least with the Novichok Poisoning but other issues as well. There is the feeling from russia that they have been talked down to by the west and accused of things they claim they are not involved in so i think what we got from the two Leaders Today clearly was a desire to dial down the tensions, dial down the temperature and try to find some Common Ground where they can move forward. This is mutual territory here in switzerland but we expected tough talks and yet they managed to sit together for about three hours and raised a whole range of issues and Joe Biden said in three to six months, we will look at where we have made progress. They agreed to restart talks on long term nuclear containment. They agreed to start talks on Cyber Security even though they differ very, very clearly on the issue. If the kgb officer. If thats his worldview, we are all stuffed one person not in the room this afternoon who you would think had a massive bearing is the Cia Director Bill burns who was a key part of the preparation for the summit, a former us ambassador To Moscow. He has shared recently the misunderstanding of how the kremlin works. He once said if you want to understand moscow, you need to understand moscow, you need to understand it is as much about psychology as geopolitics and maybe we have had a window into that Kremlin Psychology this afternoon so lets speak to mark, a former senior Cia Intelligence Officer who was in charge of clandestine operations in europe and eurasia. Hesjust written a new book, clarity in Crisis Leadership lessons from the cia. Lets start with the psychology of this. Who do you think has come out of this with the upper hand . Thank you for having me. Both leaders can walk away with this feeling pretty positive. For President Biden, it was clear a lot of this had to do with optics. If you look back at 2018 at the helsinki summit, most foreign policy observers still had ptsd from what happened there. Thats when President Trump sided with vladimir putin in terms of Election Interference and President Trump really coming down against his own intelligence agency. I think President Biden wanted to reset the record and make that right. Dont forget the really important part about this European Trip happened earlier when in essence a President Biden came to nato, the g7 with the eu and reaffirmed our strategic Transatlantic Alliance which was really important. President putin can go home saying he is equal in the World Stage again to the United States. I dont think anyone has any illusion that putin and the russians are going to this but the United States has put them on notice and there will be Offensive Cyber Warfare conducted. Perhaps even right now, not even waiting to see if russia is going to stop their bad behaviour over the next three to six months. Make no mistake, this what is going to be in the shadows, its going to be in the cyber sphere and this is where we are in 2021. We are left guessing this is where we are in 2021. Make no mistake, vladimir putin is a former kgb officer, the head of the internal service, hes an l Intelligence Officer at heart and he lives in a zero sum game, he wakes up in the morning trying to see how he can damage the west and United States so this was round one of President Bidens sparring with vladimir putin. In this case, the russian, summoned by the name of victor boat, is injail, and arms officer. President biden is under pressure from the families. This is something thats going to give him sleepless nights. There are families who want their children back, theres a lot of pressure on the us administration, but we have to be very careful here because if we reward the russians by undertaking such a swap, its only going to embolden them in the future to arrest further westerners or americans on trumped up charges so its a difficult one for the White House. They certainly want to resolve this based on the pressure from families but it was set a pretty bad precedent if we do that kind of swap. The russians certainly want to go forward in the future. Why the Humble Manatee is at risk in florida. Prices are rising at their fastest rate in two years. Inflation jumped to 2. 1 in may, as people went back to the High Street after lockdown eased. Andy verity reports. Maintaining your bike has become a necessity in the pandemic, not least because it has been hard to get hold of a new one. As cycling surged during lockdowns, the big brands struggled to book enough slots at chinese factories to meet demand, and the average price of bikesjumped by 9. 7 . There have been some inflationary pressures from increases in Production And Shipping costs. Again, at halfords, we have been able to mitigate a large number of these to continue. Since the start of the pandemic with the big increase in people cycling, notjust in the uk but around the world, there have been some shortages in supply. Behind the higher than expected 2. 1 rise in the Cost Of Living is the usual culprit the price of petrol, which rebounded by 17. 9 after dropping in the lockdowns of last year. As economies have reopened across the world, demand for goods has surged and suppliers havent yet brought enough capacity back on stream to meet that demand. In the spring, bottlenecks in Supply Chains like the one caused by the Container Ship stranded in the Suez Canal led to higher transport costs. Shortages of key commodities like steel forced up the average Price Manufacturers pay for raw materials by 10. 7 . Economists predict that as suppliers restart more production, that inflationary pressure will eventually be relieved. The Input Costs from importing things from parts of asia, where there are Supply Chain shortages and blockages, so all these costs are coming together for companies and theyve got a choice. They can absorb it at their margins or they can pass it on to us as consumers. And if they decide to pass that on to us as consumers, and we, the consumers, can kind of afford it, then it does look like maybe inflation stays a bit higher and for a bit longer than people might have expected. Government advisers here in the uk say we are woefully unprepared to deal with global warming, which they predict will hit us harder than first thought. A report by the independent climate Change Committee warns of more severe heatwaves, more intense rainfall and increased flood risks. Heres our science editor, david shukman. Can the Country Handle a lot more of this . Wildfires striking more often as droughts intensify, floods hitting more homes as Temperatures Rise and rainfall becomes heavier, and travel disrupted by heat waves, as happened two years ago. The governments advisers say the uk is not ready for the impact of Climate Change. We only have to look back to last summer, when we had six days in august when temperatures in the South East were 10 degrees above normal. I mean, thats extraordinary, and thats impacts of Climate Change hitting us now in the uk. And its going to get worse. The most acute risk, they say, is homes overheating. In the worst cases, this can even lead to deaths. This new flat is one of many with big windows and stunning views, but temperatures that can shoot up inside. So the tenants ended up paying for air conditioning, the only option while having to work at home. I think its, like, something we havent really considered. We were only thinking about flats that get too cold in winter, but actually theres more flats now, especially among new builds, that get too hot in summer. And on very sunny days, we even had the windows open in december. Planting more trees is one way to try to keep some homes a bit cooler, but the challenge of rising temperatures goes far beyond that. The report says that Climate Change is happening faster than previously thought and that efforts to adapt to it are falling way behind. And, for that, the committee blames the government. The advisers warn that the Power Network will be more of risk from new extremes of weather, just as all our cars are meant to go electric. And the millions of trees being planted to soak up Carbon Dioxide could be undermined in a hotter climate. So, how does the government respond to this . Well, No Minister is available, were told. Instead, a statement says. And. The advisers say the risks from Climate Change are escalating all the time, so theyre hoping there will now be rapid moves to make the country safer. David shukman, Bbc News. Environmental groups in florida are warning that an unusually high number of manatees have died in the first five months of this year. 749 fatalities have been recorded, surpassing the 637 fatalities for the whole of 2020. Climate groups say that a substantial area of seagrass, the manatees favoured food, has been killed off by the algae that is blooking and feeding on Waste Water and runoff. One of the main culprits is the abandoned Piney Point Fertilizer plant that holds radioactive waste which is still leaking into the ocean. Marine ecologist Dr Grant gilmore is with us. This is really sad. How many manatees are still left in the wild . Thats a good question. The numbers of deaths are going up daily. I think the principal reason that they are having problems and we have many problems in estuaries around florida is the disappearance of seagrass and its notjust due to the algae, we have crystal clear water in many places where you can see ten feet below you yet the seagrass is not there. We feel that there something else in the water, a toxin, and one thing that we do know we use a lot of here in florida are weedkillers and herbicides and there is one that when it hits saltwater continues to kill all plants for six months to a year. Its heavily used around the area and by homeowners in florida and thats probably one of the primary reasons why weve lost, in this case, the grass called Manatee Grass that the manatees consume. President biden s first foreign trip is at at end and No Doubt hes looking forward to a bit of down time at the White House, as i imagine are the Secret Service. The logistics of moving a president through three countries are mind boggling this was Mr Biden arriving in geneva today. Just look at the convoy in tow a cavalcade of cars including police outriders, Secret Service vehicles, an armoured communications vehicle, medics, the press corps. I could go on. It all looks impressive on the wide roads of geneva, but the ten Tonne Beast Isnt built for the tiny roads in cornwall, as we can now demonstrate. So spare a thought for this man, whose job it is to direct the beast as it made an unlikely three Point Turn. This video and his Hand Movements have gone viral this afternoon. Further North And West, fresher air on the boundary between the two Air Masses is murk out by this weather front. Not much rain along this weather front. Where we do have some rain is within the humid Air Mass as these Weather Systems drift close to the southeast of the uk. Thats where well see some thundery downpours through thursday but also into friday. Further North And West looks cooler and fresher. We will see these showers and thunderstorms, maybe even longer spells of Rain Affecting Central and Eastern Parts of england, maybe into East Wales and then drifting towards the northeast but for the far west of england, parts of West Wales and certainly Northern Ireland and scotland, it looks dry with spells of sunshine. 17 looks dry with spells of sunshine. I7 celsius in belfast, 23 in london, still quite humid. Into friday, we are likely to see some more showers and possibly thunderstorms drifting towards the south. Lowest temperatures for Friday Morning towards the North And West where we have the freshest area, maybe seven celsius for glasgow. More rain in the forecast on friday across the southeast, perhaps across the midlands and into parts of East Wales whereas Northern Ireland, northern England And Scotland staying dry with sunshine, I3 Celsius in aberdeen, 20 in cardiff, cooler towards the south. Into the start of the weekend, High Pressure with us for a time. Saturday looks like the drier day of the weekend for most. We could see the odd shower popping up through the day, i think increasing amounts of cloud into the afternoon but the vast majority looking dry and those temperatures lower than they have been, 15 to 2 celsius. The change into sunday, a bit of a Pincer Movement with the Weather System moving up from the south and this low drifting from the west. Whichever way you slice it, there is a potentialfor whichever way you slice it, there is a potential for Heavy Rain in whichever way you slice it, there is a potentialfor Heavy Rain in places during sunday. There should be some drier, brighter gaps in between and temperatures again in most places between 15 and 2 celsius although perhaps a slightly more humid feel once again down towards the southeast. Low pressure establishes itself as the big drier of the Weather Picture so on monday we can expect showers are longer spells of rain. At this rate there is or was going to be some uncertainty about the exact detail of where the wettest weather will be. It could be breezy in places and with the breeze starting to come down from the north, dont expect temperatures to climb too far, 15 to 19, may be 20 celsius. Low pressure will remain the key drier of the weather, certainly for a good part of next week. Initially the winds will bring some relatively cool air, temperatures a little below average for the time of year. Later in the week, it looks likely that slightly warmer air will return from the southwest but i dont think we are expecting the really high temperatures weve had over recent days. Through next week, cool for a time and there will be some spells of rain. In the shorter term, some thunderstorms in the forecast. Tonight at ten , borisjohnson s former top adviser makes more damaging allegations about the handling of the pandemic. Dominic cummings has published what he says are Messages he exchanged with mrjohnson and Downing Street doesnt dispute their authenticity. Mrjohnson appears to describe the Health Secretary as hopeless on more than one occasion and seems to blame him for the lack of protective equipment early in the crisis. But Matt Hancock is said to enjoy the Prime Ministers full support. Are you hopeless Mr Hancock . I dont think so. Labour says the public inquiry into the handling of the pandemic now needs to happen as quickly as possible. Also tonight the first summit between president s biden and putin, well
