The bbc understands that Covid Vaccinations are to be made compulsory for Care Home Staff in england who work with older people. Its expected that workers will have 16 weeks to get a jab, or face losing theirjobs. Ministers are said to be concerned about the low take up of the vaccine in some areas, and consultations will also start on bringing in the same rule for other Health And Care staff. The decision is expected to be announced in the next few days. James reynolds reports. Staff in adult Care Homes look after the people most likely to die from Covid 19. More than 80 of workers have already been vaccinated. The rest now face a choice get the jab or give up theirjob. The government says the move to make vaccination compulsory will save lives. It says there is precedent for this. Surgeons, for example, are required to get the hepatitis b vaccine. But for some in the social Care Sector, an ultimatum is simply too blunt. We absolutely agree we would like to see everybody vaccinated to keep our workforce safe. That includes any visitors coming into our services, any professionals coming into our services. We would like to see everybody vaccinated. But we cant compel them to do it. It will be really worrying that they have been singled out, Care Homes have been singled out, and our staff have been singled out for this as a compulsory move. I think it should be rethought. But one organisation welcomes the move. In february, the Barchester Care Group announced that it would make Covid Vaccination for its 17,000 staff compulsory. In The End, around 80 staff declined. They have now left theirjobs. Weve had to make a choice between the rights of our residents to remain safe and as safe as possible, which is a legal obligation we have as a provider, and the individual rights of Peoples Choice to choose not to have the vaccine. Of course, that is a balance and we have taken advice on It And thought about it long and hard. Controversial within the Care Sector because some of the Care Companies and organisations which run Care Homes and some of the Trade Unions who represent Care Home workers say a better approach is to encourage people to get the vaccine make it easier for people to get the vaccine than making it compulsory. They say or make it will be harder to recruit people to work in Care Homes, which is already pretty difficult for some Care Home providers. However, the government says look at the evidence provided by the scientists. Earlier this year, the scientists said you need to have about 80 of the staff in Care Homes for elderly people vaccinated at least with a first dose to protect residents of the Care Homes and that is why the government is pushing ahead with this Policy Of Making Vaccination is compulsory. We understand the decision has been made, the consultation has come to a close and it will be announced in the next couple of days, with Care Home workers given 16 weeks to get their vaccination. Also reports there may have been a decision made on whether or not to vaccinate children under 18 . This is also something that has been rumbling on since the start of the year. The experts on the joint committee of vaccinations and immunisations who advise the government on Immunisation Policy have been chewing over this issue for a little while. Researchers say they have found another life saving therapy to prevent deaths from Covid 19 exactly a year after the discovery that a cheap Steroid Drug did the same. The treatment is a potent intravenous infusion of antibodies to neutralise the Virus and costs between £1,000 to £2,000. Results from a trial suggest it could help one in three people in hospital with severe symptoms. And for every 100 patients treated, experts calculate, it would save six lives. Professor Sir Peter Horby from Oxford University is one of the trial� s chief investigators, and explains how the therapy works. We all produce natural antibodies in response to infection and they neutralise the Virus, they bind to It And stop it infecting ourselves. Infecting our cells. What this treatment is is it is basically artificial antibodies. The company has selected very potent antibodies, produced them in high concentrations and then we give them through an intravenous infusion to patients who dont have antibodies of their own. Justjudging from that data that i was reading out, it is pretty successful. It is. There were lots of questions about the likely Benefit Or Lack of benefit of these types of drugs in hospitalised patients with covid. We had thought that perhaps its a bit late for treating the Virus and that the Anti Inflammatory drugs like dexamethasone are what would work. So far, none of the antiviral drugs have been shown to reduce mortality in hospitalised patients. So we were very pleased to see the result that this drug in those who havent got their own antibody response, reduces the risk of death and also reduces the length of hospitalisation by about four days in hospital and also reduces the chances of being on a ventilator so its very good news. You mentioned dexamethasone, and that has been a revelation, the success of that drug and it is a very cheap drug. Would this be used in association with something like dexamethasone . Yes, it would. These drugs act in different ways. One is an Anti Inflammatory and one is an antiviral and the result we are reporting today is in patients who are also receiving dexamethasone so this is an additional benefit. We have seen incredible progress in terms of the vaccine. We have also seen incredible progress over the last year in terms of treatment, havent we . That is partly why the number of deaths has come down so steeply. It has been a really steep learning curve, though, hasnt it . It has and it has been quite remarkable. I mean, the vaccine has been quite phenomenal but also the treatments. The fact that within a year, from having a completely unknown Virus, completely unknown disease, we have now got three or four treatments that we can use in hospitalised patients and reduce the length of hospital stay, or reduce death. That really is a significant advance. Sir Peter Horby there. When i speak to someone who represents thousands of Co Workers across the Uk Care workers across the uk and is a former Care Worker herself. Would you think about compulsory vaccines . It is disappointing that this has been brought forward. Many of our members have already been vaccinated. 87 of the workforce in england have been vaccinated with at least one jab. There are still a lot of Fear And Misunderstanding about the vaccine and the Government Needs to do a lot more to inform and educate into the workforce for the reasons they need to be vaccinated. I think this is a failure on the government to understand the workforce and the need of the workforce. This isjust about workforce and the need of the workforce. This is pushing the workforce away from social care, an area that is already struggling to recruIt And retain. The governments Climate Advisers have assessed whats in store for us and they are worried. They reckon the country is not properly geared up for the hazards to come. With temperatures set to rise globally and in the uk, wildfires and heatwaves will become more common, and the advisers say this Isnt Something for the distant future, its already happening here and now. We only have to look back to last summer, when we had six days in august when temperatures in the South East were 10 degrees above normal. Thats extraordinary and that impact of Climate Change hitting us now in the uk. And its going to get worse. They highlight met Office Projections for how the uk could heat up. First by 2050, in an optimistic scenario, and then by 2080, if little is done to stop the gases that are driving up temperatures. And this would affect everyone. Power supplies could become more vulnerable, the advisers say, put at risk by more violent weather just when everyone will be relying on electricity for their cars. And homes across the country will also feel the heat, literally. Never designed for temperatures on the scale forecast. And experts say many people are having trouble staying cool Right Now. This Trade Deal sounds good, we will be able to export products cheaper, import australian products cheaper, there is a tariff free cap on imports, which means a long term you should be ok. I think the challenge here is it will not be Beef And Lamb we are exporting to australia. We might be sending financial services and motor cars, but it certainly wont be Beef And Lamb. Thats the challenge. We are pretty self sufficient in Beef And Lamb for the uk and we are able to provide our customers already with good quality british food. Tve veterinary association has raised some concerns around the welfare of animals in australia. Is it not easy to track . In the uk it is quite easy to track what we do on The Farm with animals. We have Movement And Tracing systems that have stood the test of time. We know little and have little confidence in those systems placed in australia. The government would argue they havent yet revealed the full detail of this regarding Animal Welfare and the use of chemicals, for example, in what The Farms use. It is too soon to talk about that. But what they will say is when he deals like this for the Uk Economy to flourish so that families here can afford to buy your lamb and get it on a plate is of a sunday. It is not about affordability. The uk has the third cheaper Shopping Basket in the western world. So food is relatively cheap here in the uk and in abundance and it is safe and secure. Its about building sustainable Supply Chains, Supply Chains that have the Credential And Confidence of consumers, that the product is reared humanely and the environment is protected in that. The Brexit Minister Lord frost has said that support for the northern Ireland Protocol has eroded, as he appeared before mps this morning to be questioned over trade difficulties between Northern Ireland and britain. Arguments between the eu and the uk about the Post Brexit status of Northern Ireland have intensified over the last few weeks, with authorities in Northern Ireland struggling to deal with demand and the sheer amount of checks required on goods entering northern irish ports from great britain. Lets talk to a Chris Morris who has more on this. The whole issue flared up more on this. The whole issue flared up at the g7 between Emanuel Macron and the Prime Minister. Unfortunately the two sides have rather different views of what should happen. The eu is suggesting a deal along the lines it has with switzerland about food. Not all the problems are about food, but most of the checks which are supposed to take place are to do with food going from great britain to Northern Ireland. A deal like it has with switzerland would mean the uk to follow Eu Hygiene rules and when they changed it would automatically have to make those changes, what is known as dynamic alignment. The eu says that would make 80 of all the checks at the moment that need to be taking place disappear. Lord frost was asked about that this morning in a parliamentary committee and said he is not quite sure whether got the number from, he is not quite sure whether got the numberfrom, but he is not quite sure whether got the number from, but Nevertheless an agreement like this, which another of the eus near neighbours has would make a lot of the problems disappear. The uk doesnt like it because we know what brexit was about, it was about following theyre not following the eus rules, so if it had a swiss Style Agreement that would make the clean break from the eu which the Prime Minister and Lord Frost wanted wouldnt really take place. It could also potentially complicated Trade Deal with the united states because if you follow Eu Rules on food it is difficult to have a Trade Deal involving food with the united states. Although it has to be said at the moment a Trade Deal with the united states is not exactly on the horizon. The Eu Saysjust united states is not exactly on the horizon. The eu says just follow our rules temporarily and you can change in the future. Lord frost made clear again this morning the uk does not intend to do that. So what does the uk think . Thats the other thing. Suggesting a slightly different type of agreement. What you could call a New Zealand style deal. Thats the sort of deals that the eu has with countries which are further away. It is this idea of equivalence. You basically recognise that your rules are pretty much the same as Mine And Wejust get on are pretty much the same as mine and we just get on with Business. Which works for countries as far away as New Zealand and canada. It might be more difficult for the amount of trade that goes across the irish sea. You also need other things, you would need deals on specific goods probably, bespoke deals, dealwith various things. The eu doesnt seem to think this would make much Difference And Hasnt according to Lord Frost, replied to what the uk has been saying about it. So what happens next . We have grace periods where various cheques dont have to take place. 0ne where various cheques dont have to take place. One of them, the famous sausage wars come on the export of chilled meats from great britain to Northern Ireland, that expires at The End of this month. The eu says the uk are simply not abiding by the agreement and the uk is saying the Eu Need to be much more flexible in the way It Actually gets him permitted. Lets listen to what he said this morning. The way that the protocol is being operated is not, in our view, consistent with the intentions of us as negotiators. And to take one point to illustrate it in a concrete way, it is simply not enough for people to point to the provision in the protocol which says that The Union Customs Code should apply because theres also a provision in the protocol, article 6. 2, which says that everybody, both sides, should do their best to minimise checks and controls in the ports of Northern Ireland. So obviously that provision cannot be read straight. And its a Matter Ofjudgment as to whether both sides are exercising the responsibility under article 6. 2. So it is not a simple Black And White question. That is Lord Frost. All of this could come to a head as you were suggesting in a couple of weeks. Thats when this next grace period, at the moment, chilled meats, sausages, beef burgers, are allowed to be sent from great britain into Northern Ireland. Theoretically at The End of the month that would be illegal after that and the government says it is ridiculous you cannot send sausages from one part of the uk to another. The eu saying you have to abide by the rules which you have to abide by the rules which you negotiated and signed up to. So yes, the timing is very sensitive, because as you know the northern Ireland Protocol is deeply unpopular among the Unionist Community in Northern Ireland. We are about to go into Marching Season in Northern Ireland, always a sensitive time. The Dup Mp Ian Paisley on the committee this morning saying the committee this morning saying the committee regarding your protocol, Lord Frost, is a complete betrayal. So it is a sensitive moment. The government saying, well, if necessary we invoke article 16 of the protocol which means we just ignore It Altogether. The eu is saying if you do that, that is the Nuclear Button and then we start looking potentially at the road towards what could be a full Scale Trade War between the two sides with the eu looking at potentially imposing tariffs on other parts of the economy as the result of its agreement in Northern Ireland. But by 2025 that journey time could plummet to around 25 minutes. And the Ferry Well that will have turned into a combination of water based craft and aeroplane. French Company Brittany ferries is exploring a zero emission, battery powered concept and our Transport Correspondent Paul clifton has had the first look at a radical idea, which traces its roots back to a soviet era military craft. Here is the ambition. An all electric vessel sails out of portsmouth harbour, lifts up like a hydrofoil, then glides just above the water using the Ground Effect of a cushion of air between the wing and the waters surface. Its being developed by an american company which claims 500 Million of advance orders. Seagliders are essentially a hybrid of a boat and a plain. Of a boat and a plane. They fly like an aeroplane but they stay very close to the water. We solve both the Wave Tolerance Problem and the Harbour Operability Problem by using hydrofoils which have been greatly advanced through things like the americas cup campaign. That lets us navigate through the crowded harbours on the hydrofoil and then we take off at the periphery of the harbour. A vehicle like this is six times faster than a ferry, half the Operating Cost of an aircraft and completely eliminates emissions. Theyre calling It A seaglider. Portsmouth to cherbourg in a0 minutes. Six times the speed of todays ferries. The concept is straightforward. A battery powered sea skimming flying ferry. Whats not to like about it . Its a fantastic idea. You know, the reality is we as an industry have to look at technologies for the future. We have to look at Decarbonising Maritime Transport and we have to look at, you know, what is a visionary blue skies idea. The concept is not new. The russians built this in the 1980s called ekranoplan, and nicknamed the caspian sea monster. But only one was ever built. It hasnt worked for more than 20 years. At Warsash Maritime School where the next generation of Merchant Navy officers are trained, they already have a similar concept on their latest training simulator. Just imagine the challenge. Travelling at the speed of an aeroplane three or four metres above the water and crossing the busiest Shipping Lanes in the world, with passengers on board. I should think its really quite viable. We know that shipping creates a huge amount of greenhouse gas emission, primarily through some of the fuels used, but also through the sheer volume of shipping we have internationally. Certainly, from a technical point of view, there is nothing about it that would say it is unfeasible. I think the challenge would be to do it in a carbon zero way. Many people would see this seaglider at the slightly bonkers end of the spectrum of future transport technology. Thomas Brauns Family pays nearly £800 a month for the drug for his brother eddie. Medical cannabis was legalised on the nhs in 2018, but since then only three people have been prescribed it. We have been lucky, weve had friends do some crazy events and raise money for us but covid has obviously hugely affected that. You know, some of the other families we know, theyve run out of money already, their kids are no longer on the product that was helping them and are doing worse for it. You know, theyre back in hospital, theyre back having lots of seizures. Another family have sold their family home. So, you know, its a very, very real crisis that we are all facing. We cant maintain private prescriptions and we need the government to act now to help us. Thomas, can you pack your bag, please . The law was changed three years ago to allow nhs doctors to prescribe Medical Cannabis. But campaigners sayjust three nhs prescriptions have been issued. Its expected that workers will have 16 weeks to get a jab, or face losing theirjobs. Ministers are said to be concerned about the low take up of the vaccine in some areas, and consultations will also start on bringing in the same rule for other Health And Care staff. The decision is expected to be announced in the next few days. James reynolds reports. Staff in adult Care Homes look after the people most likely to die from Covid 19. More than 80 of workers have already been vaccinated. The rest now face a choice get the jab or give up theirjob. The government says the move to make vaccination compulsory will save lives. It says there is precedent for this. Surgeons, for example, are required to get the hepatitis b vaccine. But for some in the social Care Sector, an ultimatum is simply too blunt. We absolutely agree we would like to see everybody vaccinated to keep our workforce safe. That includes any visitors coming into our services, any professionals coming into our services. We would like to see everybody vaccinated. But we cant compel them to do it. It will be really worrying that they have been singled out, Care Homes have been singled out, and our staff have been singled out for this as a compulsory move. I think it should be rethought. But one organisation welcomes the move. In february, the Barchester Care Group announced that it would make Covid Vaccination for its 17,000 staff compulsory. In The End, around 80 staff declined. They have now left theirjobs. Weve had to make a choice between the rights of our residents to remain safe and as safe as possible, which is a legal obligation we have as a provider, and the individual rights of Peoples Choice to choose not to have the vaccine. Of course, that is a balance and we have taken advice on It And thought about it long and hard. In The End, there is an overarching responsibility for us as a provider for the safety of our residents. Care Home Staff are expected to be given 16 weeks to getjabbed. She says that there is a risk of 50,000 Care Workers leaving the profession. It is quite alarming, but there is also the risk is well over 50,000 other workforce leaving social care, and as a sector that is already struggling to recruit the staff, forcing Care Workers to be vaccinated against their will, i do not think that is the answer. I think what we need to be doing, the Government Needs to be doing, is educating the workforce on the reasons why the vaccine is needed. So in that respect, when we were very lucky, i think the Care Home to the very best they could, but it was really not. I get the impression, there was not a huge amount of help. They were lucky to be part of a large group, to get ppe and that kind of thing, relatively early, but it has been a pretty awful year for everybody, i think, for the staff and for the residents.
