The Metropolitan Police has come in for severe criticism for its handling of the murder of a private investigator in South London more than 30 years ago. An independent inquiry found that the force had been Institutionally Corrupt in the way it concealed its failings over the murder of Daniel Morgan who had been investigating Police Corruption before his death. The inquiry found that the Metropolitan Police had set out to protect itself rather than deal with its own failings. The met commissioner Dame Cressida Dick has apologised to Daniel Morgans family. She said it was a matter of great regret that no one had been brought to justice for the murder. Our home Affairs Correspondent Tom Symonds has the story. There has never been a case like this. An unsolved murder in a car park, decades of police failures. The body of 37 year old i Daniel Morgan was found in sydenham in london. A family damaged for a generation. Now, the verdict. Not who did it, but why we dont know who did it. The panel concluded the failures of the Metropolitan Police went beyond a failure to solve this crime. We believe that concealing or denying failings for the sake of an organisations public image is dishonesty on the part of the organisation. This constitutes a form of institutional corruption. Daniel morgan was found dead in this car park. An axe in his head. He was a private investigator, just a small firm above a shop, but a firm, it turned out, linked to corrupt Police Officers. Four investigations and several crimewatch appeals produced at least 12 possible motives for the murder. The accusation was undermined because the accuser had a fraud conviction. Both men have strongly denied being involved and they were acquitted of related charges, but the panel says lines of inquiry were not properly followed up. This report is enormous and damning and it details forms of corruption at all levels from the tolerance of poor investigations to Police Officers drinking with people on the limits of legality. Most of all it says that the Metropolitan Police concealed or denied its failings, and in short, that it was dishonest. The report finds in 2005 the met failed to identify failings in its own police work. They made a statement in 2011 on corruption but failed to say Police Officers may have been involved. And they delayed handing over documents in 2013 and made it difficult to get access to a police database. Cressida dick is a accused of obstructing the panels work, should she consider her position . No, the commissioner oversaw that disclosure and the release of the database and some difficult material, all of that was seen over by the commissioner to the best of her ability. I have continued to take that approach with the panel. We cannot ignore the findings of this report. Its recommendations are wide ranging and far reaching across aspects of policing, conduct, Culture And Transparency in public institutions. Katherine rowley was one of them. Shes been profoundly deaf since the age of three. It was really affecting my mental health. Its the frustration, the annoyance, the stress. It was affecting the pregnancy. Katherine is bringing a case against the government over a lack of british Sign Language in person interpreters in their covid broadcasts. She claims the government is breaching its obligations under the equality act. It was frustrating. Why wasnt there an interpreter on the television . Its important to get that information. The world should know. For me, on my own, where is that information . Katherines case focuses on two specific briefings in england last year, but Deaf People say its a wider issue. They point to other nations like scotland and wales, who have had british Sign Language in person interpreters at Covid Briefings. Lynn Stewart Taylor started the wheres the interpreter . Campaign after she no idea what had been said in the first Covid Briefing and was inundated with messages from Deaf People, asking for help. Lots and lots of other countries have managed to get the interpreter in the same room and its just accepted, its accepted that members of the deaf community get the information at the same time as the Hearing Members of the community. We seem to be the only country that havent been able to make that happen and we feel very separated and segregated. We dont feel accepted and we dont feel our language is respected and recognised. Its almost as if we dont exist. The government says its committed to supporting disabled people through the pandemic and there is on Screen Interpretation available on the Bbc News Channel and iplayer. But Deaf People supporting the judicial review say having an interpreter at briefings avoids any technical issues and ensures that an interpreted version is available on any channel.
