From the moment of his murder, there were serious failures of investigation, both at the scene, which was never searched, and during the first investigation. In many respects, that investigation was not compliant with the policies and procedures in force at the time. Many opportunities to gather evidence were irretrievably lost during that first investigation. The Forensic Work was described by a Senior Officer in the second investigation as pathetic. Three other investigations and several operations and reviews have occurred since 1987. They are all detailed in our report. From the beginning, as you know, there were allegations that Police Officers were involved in the murder, and that corruption by Police Officers played a part in protecting the murderers from being brought tojustice. By not acknowledging or confronting, over the 3a years since the murder, its systemic failings or the failings of individual officers, by making incorrect assertions about the quality of investigations, and by its lack of candour, which is evident from the materials we have examined, we believe that the Metropolitan Polices first objective was to protect itself. In so doing, it compounded the Suffering And Trauma of the family. The Metropolitan Police were not honest in their dealings with Daniel Morgans family or the public. The family and the public are owed an apology. The family of Daniel Morgan made a statement, read by their Family Lawyer Raju bhatt. It said the report was an accurate reflection of their experience. No family should have to go through what we have had to suffer over these decades. No family should have to find, as we did, that our confidence was betrayed by those to whom we should be able to turn for help. No family should be cut adrift in the way that we were left to fend for ourselves in the face of the most serious criminality that can be imagined. No family should have to bear the immense and indescribable cost we have paid in terms of our health, emotional, physical and otherwise. Above all, no family should be left to find, as we do, that we are no longer able to place our trust in the police, in the state, or any other form of authority in this country. Three generations of our family have already suffered as the Collateral Damage resulting from the inexcusable failure of the institutions of the state to do what was required of them in the face of institutional lies to police corruption. We do not want this burden to be passed on to the coming generations of our family. We want to be able to get on with our lvies at long last, but that requires some form of accountability on the part of those who have failed us. To that end, we say this to the current hierarchy in the Metropolitan Police. You have to stop protecting those who came before you, those who, at best, deliberately turned away from the stench of police corruption, those who sought to manage the fallout from that corruption instead of confronting it. You know that senior Police Officers sought to prevent us ever understanding what really happened in this case. You can no longer be blind to these facts in light of the findings in The Panels report. Any failure on your part to address the culture of corruptiOn And Cover Up identified with The Panel will serve only to demonstrate your own complicity in that corruption. We say this to the Home Secretary and the current government. It is not too late for you to give us reason to trust you in relation to this case. We hope that you might yet find in yourselves the integrity and the will required to confront and acknowledge the culture of corruptiOn And Cover Up in the Metropolitan Police, as identified by The Panel. We look to you to ensure that all those responsible for this State Of Affairs are compelled to confront and acknowledge their failures for once and for all. In a statement to the commons, Home Seceretary Priti patel said it was one of the most devastating episodes in the history of the Metropolitan Police. Daniel Morgans Family have waited eight years for this report. It is devastating that 34 years after he was murdered, nobody has been brought tojustice. The Report Sets out findings from its review of the last three decades. Its over 1,200 pages long and three volumes. It is right that we carefully review its findings. Mr speaker, the report itself is deeply alarming and finds examples of corrupt behaviour, not limited to the first investigation, that the Metropolitan Police made a litany of mistakes and that this irreparably damaged the chances of successful prosecution of Daniel Morgans murder. The overwhelming majority of officers use it on honourably, but those who use their power for immoral ends do terrible harm, as do those who indulge, Cover Up or ignored police corruption. This is one of the most devastating episodes in the history of Metropolitan Police. In a statement, the Metropolitan Police said we deeply regret that no one has been convicted of daniels murder. The Head Teacher said there had been no cases between february and may, but more recently covid is making a comeback. A lot of the children have been asymptomatic. So this isnt about the childrens health, because, as i say, a lot of them have been asymptomatic, but its about the disruption to their education. But we have to take all of these precautions because we dont Want Transmission to get out into the community even more so, and we want to be able to educate our children in the normal way, not the new normal way. A few hundred miles away, covid levels on this bit of the Sussex Coast are very low in comparison. But students at Seaford Head Secondary School agree with teachers, even though current guidelines mean they dont have to, they have kept most of the safety measures in place. And that includes wearing masks in the corridor, and for some students, if they choose, even in the classroom. Theres about two or three for each class, but really theres quite a good culture around it, i think people understand why other people continue to wear their mask. Everyone has experienced different stuff, i know my mum had it in the first lockdown. So that kind of made me realise that its not a joke. The school says it has plans in place to switch to remote learning at a days notice if they had to send a whole year group home. But its obviously something they want to avoid. Weve seen more kind of young people who are more anxious about being in social situations or maybe wanting to attend school, and certainly feeling the pressure and some of these emotions are slightly overwhelming them. We are very fortunate we have quite an extensive pastoral team here, weve got a number of therapists and counsellors on staff which we feel really lucky, we are able to help support those young people. But weve definitely seen a marked increase since the second lockdown.
