Government has taken office with the Prime Minister promising to unite a country after years of political stalemate. And Heartbreakfor Scotland after a 23 year wait to watch their team in a major tournament. Theyve lost the Opening Match. Borisjohnson has confirmed that coronavirus restrictions will remain in place in england until at least 19july thats four weeks later than the planned easing on the 21stjune unlocking. This was the Prime Minister earlier. We have obviously faced a very difficult choice. We can simply keep going, with all of stuff four on during the 21st, even though there is a real possibility that the virus will outrun the vaccines and that thousands more deaths would ensue that could otherwise have been avoided. Or else we can give the nhs avoided. Or else we can give the nhs a few more crucial weeks to get those remaining jabs into the arms of those who need them. The Prime Minister has of those who need them. The Prime Minister has said of those who need them. The Prime Minister has said he of those who need them. The Prime Minister has said he is of those who need them. The Prime Minister has said he is confident of those who need them. The Prime Minister has said he is confident a L Minister has said he is confident a further delay to the easing of Restrictions Wont be needed, and outlined plans to accelerate Englands Vaccine Roll out. We outlined plans to accelerate Englands Vaccine Rollout. We will accelerate the Englands Vaccine Rollout. We will accelerate the second Englands Vaccine Rollout. We will accelerate the second jabs Englands Vaccine Rollout. We will accelerate the second jabs for Englands Vaccine Rollout. We will. Accelerate the second jabs for those over 40, just as we did for the vulnerable groups, so they get the maximum protection as fast as possible. And we will bring forward our target to give every adult in this country a first dose by the 19th ofjuly. This is including young people over the age of 18, with 23 and 24 year olds invited to bookjabs with 23 and 24 year olds invited to book jabs from tomorrow. The reason for the shift is the Delta Variant. Here are the numbers. This graph shows the number of cases in england since the start of the year. You can see a rise since may. In fact, the seven Day Average for cases in the uk is up 49 compared with the seven days before. And 90 of new infections are delta. Now, its estimated that if the current rate of increase continues, there will be more than 15,000 new cases a day by 21june. Meanwhile, Uk Researchers have found that the most commonly reported symptoms are now a headache, Sore Throat and runny nose rather than a cough, Fever And Loss of Taste And Smell which have been the most prevalent symptoms. This shift has led to a concern that itll be hard to differentiate covid cases from the common Cold Or Hay fever. And now that the date of Easing Restricitons has been pushed back, theres more time to research delta. One new scottish study suggests that the protection from vaccines against this variant may be lower than against the Alpha Variant which used be called the uk variant. Heres one government minister. We are not seeing, by and large, that pull through into hospitalisations or deaths at the moment. And although they are going up moment. And although they are going up a little bit, they are not going up up a little bit, they are not going up as much. Predominantly, those people who are ending up in hospital, sadly, with severe cases of the virus, by and large, are unvaccinated people, or people who have only had, in some cases, one of the jabs, ratherthan have only had, in some cases, one of the jabs, rather than the second. The other factor here is that delaying the easing of restrictions will allow more people to be vaccinated. More than 60 Million doses have been administered so far that means nearly 80 of people who have had at least one jab and and 55 have had two. Heres a former Government Chief scientific Advisers Assessment of the overall situation. Sadly, we are in the grip of the early stages of a third wave of the virus. It is this Delta Variant which has been in the so called indian variant, which has a very significant Transmission Advantage over the previous health variant, the so called kent variant, about 60 more transmissible. We have 7000 cases on average a day at the moment, and a doubling time somewhere around a week. Lets bring in Jessica Lets bring injessica parkerfrom westminster. Thanks very much for coming on. I guess we have to emphasise here that this delay is at least four weeks, there are still no guarantee the restrictions will be eased after that point . Ida eased after that point . No guarantee. Eased after that point . I157 guarantee, but i thought it was pretty notable how confident, and i think the Prime Minister did use the word confident, how confident he sounded about the july the 19th Data being what he described as the terminus date. Sometimes you have had ministers really exercising caution, particularly in recent months, because previously they have been accused of being overly optimistic, raising peoples hopes only to dash them. Caution has been the watchword in recent weeks. In terms of lifting the final restrictions, it was always no earlier than. Restrictions, it was always no earlierthan. But restrictions, it was always no earlier than. But he was really switching that in terms of the push To Backdate July the 19th, switching that in terms of the push to backdatejuly the 19th, saying he really did confident that would allow enough time. And what ministers are arguing is that this isnt some sort of arbitrary data, where they say, we need a bit more time, so give us some. What they are saying is what you have been outlining, that this window of time, with an accelerated vaccination programme, will mean that byjuly the 19th, and two thirds of adults will be offered to narco doses of the vaccine, and all Ovary Teens will have been offered one dose of the vaccine. That builds in that layer of protection that well, it is hoped, allow that final lifting of restrictions. But no Cast Iron guarantees. Restrictions. But no castiron guarantees restrictions. But no castiron guarantees. Restrictions. But no castiron auarantees. , ,. , guarantees. Presumably there is also a olitical guarantees. Presumably there is also a political dimension, guarantees. Presumably there is also a political dimension, particularly a political dimension, particularly within the Prime Ministers own party . Della Marco Russ List conservatives who really dislike the restrictions and think there isnt much of a reason to delay them further. And i think it will be interesting, because we will see that played out a little bit. The Health Secretary Matt hancock will come to the House Of Commons later tonight. Will be interesting to see which mps stand up and give voice to their concerns. Those that think the government is being overly cautious. And we do expect a debate and a vote later this week. We will get a flavour of how many conservatives are really unhappy with this. Having said that, the government will get its plans passed, because labour signalled it will back the delay, although they are very critical of the government wanting to government was to relax in Border Policy and allowing the Delta Variant to arrive. Among the sectors most affected by the delay are the nightclub industry. Its Trade Body has already said that it will legally challenge any delay to reopening. Heres one Club Owner speaking to bbc business correspondent, katy austin. There has been some leniency given to weddings the limit of 30 people will be lifted, although some restrictions remain in place. This is sure to be welcome news one Industry Group estimated that 50,000 weddings planned in the four weeks from 21 June could have been cancelled if the restriction on numbers had remained in place. I dont know how after 15 months or so of not working, how they will manage through this, to be honest. This delay applies only to england the other countries in the uk have set their own timelines for easing lockdown restrictions. All areas of scotland are due to move to level zero covid restrictions on 28th Ofjune meaning bigger groups can gather in caf s, meaning bigger groups although they will still have to observe social distancing. Limits on indoor gatherings in Northern Ireland are scheduled to be relaxed on 21st ofjune. And the current rules in wales will be reviewed on 25th ofjune. The extension will be put to a commons vote this month and could trigger a sizeable conservative backbench rebellion. Mark harper, chairman of the Covid Recovery Group of conservative mps, tweeted that the situation points to restrictions in the autumn and winter, when respiratory Diseases Increase and the nhs is always under more pressure. He also said that the delay would be devastating for business confidence, peoples livelihoods and wellbeing. The opposition has questions as well. This is sir keir starmer. June the 21st were supposed to be freedom day. Why are we not going to hit it . The answer, because of the governments pathetic borders policy. So some are worried that this is the first sign that england and potentially the whole of the uk might face further restrictions or lockdown later this year. Nobody can be sure until we do stand the relationship between the Delta Variant and the vaccines. The key things is, as infections continue to increase, we will see hospitalisations potentially increasing. With the nhs so stretched, as it is already, more than 5 Million people currently waiting for nonurgent operations like Knee And Hip operations or cancer treatments, with all of that, Evenif Cancer treatments, with all of that, even if we dont see increases that we were seeing injanuary, it could end up really putting a great deal of substantial pressure on the nhs. That is a real concern. I want to show you a feed coming from Nato Headquarters in brussels. This is Wherejoe Biden is going to speak at The End of this Nato Summit, his first as the us president. Were watching very closely to see how the us strategy towards nato shifts from the Trump Administration to the biden administration. You dont need me to tell you that the president has not yet begun. But when he does, you will hear it on outside source. Leaders of the Nato Countries have met in belgium. It is around this table that the leaders of the 30 member countries met. Now, nato is an economic and Military Alliance. They include the us, the uk and many other european countries. The main idea being a joint defence against threats to individual countries or the group. Heres my colleaguejenny hill. The leader sat down today, acknowledging that the world is growing more dangerous and less predictable. When you look at The List described as threats in the final communique, you can see why. Cyber warfare, terrorism, Climate Change, russia, china, afghanistan, The List goes on. So, lets take you through some of those topichenny mentioned there. Well start with russia. Heres the Secretary General of nato our relationship with russia is at the lowest point since the Cold War. Moscows aggressive actions are a threat to our security. Nato remains committed to our dual Track Approach of defence and dialogue. We will keep our defence is strong, while remaining ready to talk. To make our position clear, avoid misunderstanding and prevent escalation. The threat from russia is uniting countries across the alliance. Heresjenny hill. Russia are certainly the subject around which most of the leaders seem to be coalescing. You heard the Secretary General saying that relations with the country have reached their lowest point since The End of the Cold War. And we heard from all sorts of leaders, including the lithuanian president , who says we have to have a clear, united and decisive action in response to the activities of russia. Its important for President Biden, because he wants to have a real show of support behind when he goes to switzerland on wednesday, to hold his first face to Face Meeting with Vladimir Putin. Lithuania is a member of nato. Heres its Foreign Minister on the threat from russia. I think russia is very fast building a new. One could call it a belarusian wall, within the countries that still fall, or the regimes that still fall, under the influence. They are doing everything influence. They are doing everything in order to refute the idea that the dialogue is actually possible. And everybody who would think of having a dialogue with russia would seem rather naive, because in territories, georgia, south setia, in ukraine, like crimea and parts of eastern ukraine, they are still under occupation. Any meaningful discussion would have to happen after the territories are free. Otherwise we would legitimise it. Now, lets turn to afghanistan. Us and nato troops will withdraw from the country by september 11th. 20 years since the attack that sparked the conflict. At the start of 2021 there were nearly 10,000 nato troops in afghanistan, 2,500 of those are us troops. But at its peak there were over 130,000 foreign troops from the alliance and its partners. There had been some criticism of the withdrawal from european countries. Afghanistan has been against the troop build up, the expansion, search, Sincejoe Biden was vice president. It should come as no surprise to people watching this story, and in many ways the situation in afghanistan has been going on for a very long time, and there has not been clarity about what the heck all of us have been doing. The Mission Statement has changed many times. They will be able to provide back up, and he has talked about airpower support, meaning if kabul was a tax, but maybe not other cities. They have been known to dial back on some of these changes, deciding to pull troops from syria. The Leaders Today discussed what would happen after the troops left the country. Heres Jens Stoltenberg again. After almost 20 years, nato Military Operations are coming to an end. We pay tribute to all of those that lost their lives or who have been wounded. We express our appreciation to all of those that served under the nato flag. Nato leaders reaffirmed their commitment to continue to stand with afghanistan, with training and national support for Afghan Forces and institutions, and funding to ensure the continued functioning of the national airports. Lets turn to what nato calls the challenge from china. Based on our experiences, we see opportunities to engage on issues like Arms Control and Climate Change. Chinas growing influence and international policies presents Challenges to alliance security. Leaders agreed that we need to address such Challenges together as an alliance. And that we need to engage with china to defend our security interests. We are concerned by chinas coercive policies, which are standing in contrast to the values enshrined in the washington treaty. China is rapidly expanding its nuclear arsenal, with more warheads and a larger number of sophisticated delivery systems. {lin sophisticated delivery systems. On china, here is prime Minister Boris Johnson ahead of the meeting. When it comes to china, i dont think when it comes to china, i dont think anybody around the Table Today wants think anybody around the Table Today wants to think anybody around the Table Today wants to descend into a new Cold War with chine wants to descend into a new Cold War with Chine I Wants to descend into a new Cold War with china. I dont think that is where with china. I dont think that is where people are. But i think people see Challenges, they see things that we have see Challenges, they see things that we have to see Challenges, they see things that we have to manage together. But we also see we have to manage together. But we also see opportunities. And i think it is a also see opportunities. And i think it is a very also see opportunities. And i think it is a very successful alliance, the most it is a very successful alliance, the most successful Military Alliance the most successful Military Alliance in history, it has done a good alliance in history, it has done a good Joh Alliance in history, it has done a good job of alliance in history, it has done a good job of protecting the people of the continent. So, what are the threats posed by china and how big of a challenge is it . Heres the former us ambassador to nato. The biggest challenge, and nato will affirm this, is china, just because of the power under the weight that it carries on the international system, it is such that it poses a real threat to the international rules based order that nato is not only a part of, but is bound to uphold. So, the systemic challenge on the economic side, the political side, and, indeed, increasingly on the security and military side, is going to come from china over time, and nato, for the first time, is recognising this and has started to think how can we the challenge working together effectively. Zhaoyin feng is with me. We heard Boris Johnson we Heard Borisjohnson saying that the chinese issue is one that needs to be managed, i wonder what the chinese government feel about being managed by nato . The chinese government feel about being managed by nate . Chinese government feel about being managed by nato . The accusations and criticism would managed by nato . The accusations and criticism would not managed by nato . The accusations and criticism would not go managed by nato . The accusations and criticism would not go down managed by nato . The accusations and criticism would not go down well managed by nato . The accusations and criticism would not go down well in criticism would not go down well in beijing. China last week had called on nato to abandon this Cold War mentality, and ideological bias. The foreign Ministry Spokesman also defended the China Russia ties just last week, saying it is conductive to World Peace and stability. You would probably expect china to push back against this management idea, and urge the us in the uk to abandon its so called small circle politics. It is interesting that nato is increasingly focused on china. We tend to see Chinas Relationship with the west through the prism of trade, and their respective economies. But increasingly this is also a Military Equation . You economies. But increasingly this is also a Military Equation . Also a Military Equation . You are certainly right. Also a Military Equation . You are certainly right. It also a Military Equation . You are certainly right. It is also a Military Equation . You are l certainly right. It is unprecedented to have a Nato Statement referencing china. Not only one time, but ten times this year. It is the first times this year. It is the first time in history that nato branded china as a systematic challenge. Of course, this is because chinas new status in the world is becoming very influential, economically, and as a Military Power as well. This influence is not limited within chinas border, but other parts of asia, in africa, in cyberspace as well. So, you would expect to hear more about china from nato. It is also saying something about the us role in nato as well. We see president joe bidens taking the lead to strengthen and review this transatlantic alliance, with a focus on countering that. Transatlantic alliance, with a focus on countering that. When you look at china and its on countering that. When you look at china and its military, on countering that. When you look at china and its military, how on countering that. When you look at china and its military, how would china and its military, how would you outline its military ambitions . What are they . What are they . Well, chinas military ambition, what are they . Well, chinas military ambition, a what are they . Well, chinas military ambition, a lot what are they . Well, chinas military ambition, a lot of. What are they . Well, chinas i military ambition, a lot of them lies in the asia pacific region, the south china sea, the taiwan straits. South china sea, the taiwan straits. So tensions have been rising in this region. Neighbours of china in asia have been complaining, and have been seeking help from the us and other western countries to counter chinas increasing influence there. Increasing influence there. Thank ou ve increasing influence there. Thank you very much increasing influence there. Thank you very much indeed, increasing influence there. Thank you very much indeed, we increasing influence there. Thank you very much indeed, we appreciate that. Now india, and data are slowly emerging to give some indication of the real scale of the covid Death Toll there, particularly during the devastating Second Wave. Officially, the country has recorded more than 370,000 deaths, the third highest in the world. But there is more and more evidence to suggest that the number is massively lower than the real number. This is something we have seen in india since the start of the pandemic, the underreporting of deaths in this country. We first heard it in testimony from doctors under the Front Line workers, and we have seen evidence of it on the ground when we were reporting during the Second Wave of the pandemic. But the Second Wave of the pandemic. But the reports that have appeared by a Data Journalist over the past few days really gives us a sense of how acute the scale of underreporting could be. She looked up to markovic states in india, and she has looked up states in india, and she has looked up excess deaths in the states. When we say excess deaths, what she means is the overall deaths that took place in a region, over a period when the Second Wave was at its worst. Minus the number of deaths that took place in the same region in a pre pandemic year, over the same period. So, these excess deaths, she has found, in the state of uttar pradesh, they were 34 times the reported covid Death Toll in that region. In the state of uttar pradesh, she found that the excess deaths were 42 times the official covid Death Toll in that state. It is important to point out that not all deaths in these regions would have been caused by the coronavirus, there could be other reasons for these deaths as well. That is why it is never going to be a simple equation, where you would be able to determine that you multiply the official deaths by a certain number and you can get the official Death Toll in india. This is also partly because the reporting of deaths in different parts of this country is very different. In some parts it is good, in other parts it is not. What we can say with certainty is that there is more and more evidence now that the scale of underreporting in india has been massive, and we will never know how many people died of the virus in this country. Let me show you the feed that we have coming from Nato Headquarters in brussels. There has been a summit, or30 member in brussels. There has been a summit, or 30 member countries have been gathering, along with the hierarchy of nato itself. We are expecting President Biden to speak and to outline how he sees how this summit has gone. We are notjust looking for detail on issues like russia, afghanistan and china. We are also listening for what he says about nato, because his approach to nato is decidedly different to The One at Donald Trump took on occasions. Thats coming up in the next few minutes. Many others had bright weather with spells of sunshine coming through. The best of it has been across Southern England, at Times The Midlands and East Anglia, too. It has been the hottest day of the year so far, with temperatures around the greater London Area, peaking at about 29 celsius. The heat was more confined, really, to Southern England, the midlands and East Anglia, because we had a stripe of cloud, Disintegrating Cloud, a very weak Weather Front. There was no weather on it as such. But it did bring much cooler conditions to northern areas. The giants causeway, Northern Ireland, recorded Northern Irelands highest temperature of the year. Today it has been about 12 celsius cooler. We had a similar cooldown across the northern half of the uk. Overnight tonight, it is going to be a dry night. There are going to be a dry night. There are going to be a dry night. There are going to patches of cloud coming and going to patches of cloud coming and going across central areas. A fresh feel to most of us. Temperature is taking a long time to fall back in the capital, where it will be quite an uncomfortable start for your nights sleep. Into tuesday, fine start to the day with some sunshine, but things were ploughed over in the North West and we will see some outbreaks of rain into scotland, eventually pushing into western counties of Northern Ireland through the afternoon as well. A similar kind of temperature for england and wales, ok, the highs are past the peak, but still 23 25 will feel warm in the sunshine. Into wednesday, the Weather Front will push into scotland and Northern Ireland. It will be weakening as it brings rain across scotland, eventually relatively Fresh Air for scotland and Northern Ireland. Ahead of the future, the wind coming from the south will push the humidity across england and wales, so it will start to feel more muggy. Temperatures a bit higher, 23 in cardiff, 28 in london. Then, through Wednesday Evening, we will start to see big thunderstorms kicking off in france. They will drift Northwards Into The Uk, into thursday and friday as well. Now, there is some uncertainty about the exact position of these storms, but to say some of them will to be torrential in nature and could even bring localised flash flooding, they will tend to be focused across england, particularly for central and eastern areas. Further north and west, a fresh feel to the weather with some bright skies. That is your latest forecast. Goodbye for now. Hello, im ros atkins, this is outside source. Boris johnson delays the planned Lockdown Easing in england by four weeks, over the rapidly spreading Delta Variant. There is a real possibility that the virus will outrun the vaccine and that thousands more deaths would ensue that could otherwise have been avoided. Expecting President Biden to give a Press Conference at any moment at the conclusion of the Nato Summit. Leaders of the powerful Nato Countries meet to discuss a list of threats which they say is growing. Including afghanistan, china and russia. Israels new Coalition Government has taken over, replacing Benjamin Netanyahu after 12 years in power. And in football after a 23 year wait for scotland fans to watch their team at a major tournament, they lose their Opening Match of the euros. Let me show you the feed from brussels as we wait for President Biden hes going to talk and we can take questions from journalists at The End of the Nato Summit. We showed you this a little earlier. These are the countries in the alliance. Its founded on the principle of collective defence, based around article 5. That means if one of these is attacked its as if all of them were attacked. The us pays the most for the alliance. It accounts for nearly 70 of total spending on defence by nato governments. Past us president s have been clear that they want other countries to do more. The current target is for nato members to commit spending 2 of gdp on defence by 2024. Currently, less than a third of the countries in the alliance spend that. And President Trump was critical of that. In 2018, ahead of another Nato Summit, he tweeted this. Nato countries must pay more the united states must pay less. Very unfair. But the atmosphere is very different now with President Biden. Here he is earlier today. Nato is critically important to us interests in and of itself. If there werent one we would have to invent one. It allows america to conduct its business Around The World in a way that never would have occurred. Number two, way that never would have occurred. Numbertwo, i believe way that never would have occurred. Number two, i believe and ive said this my whole career, nato is, article 5 we take as a sacred obligation and i constantly remind americans that when america was attacked for the first time, since what happened at The End of World War ii, nato stepped up and they honoured article 5. And ijust want all of europe to know that the united states is there. So, how does that change in Leadership Impact the alliance . Heres Karin Von Hipperl from rusi. Its a return to america as an alliance respecting norms, abiding country. I think President Biden is trying to reinforce that message, leading up to his meeting with Vladimir Putin say that he is consulting along the way. Biden is a committed multilateral mist, he believes in alliances and the problems we are facing today are too big to any country even the us to handle on its own. So, it is good news for all of those reasons. So, which countries do spend 2 of their gdp on nato . Well, there are ten countries that have met that target. Those include the united kingdom, estonia and france. And the amount all countries contribute has risen by 0. 6 on average from last year. But the other 20 countries havent met that target, including some of the biggest economies in europe like germany and italy. Heres the former us ambassador to nato. Our countries, like the uk and france, like the baltic states, like poland, that do meet Bt Percent minimum. But there are others who dont and they need to. Clearly, germany is one of those countries, its 40 of gdp is a lot more than estonias said the meeting that threshold is important its 2 of gdp. Its more than that, its enhancing capabilities, taking responsibility for operations, its responsibility for operations, its leading in various areas, as indeed the germans have done in afghanistan over the past ten years where they have been the second largest Troop Contributor to afghanistan for those ten years. The amount of Investment Nato members are making is increasing in part because they have received new threats. Those include Security Threats due to Climate Change and cyber crime. Heres a former us cyber diplomat. Absolutely, cyber has become ever more important, especially as we are more important, especially as we are more dependent on these connected technologies. And there are increasing threats from Nation States and criminal groups. Nato has said before that Cyber Attack can constitute an article 5 event. Also making clear that other states can get intelligence and technical assistance in such a circumstance. It is important, its a sign of the times. First of all, the consequences of further attacks are great. Weve seen this already and these disruptions to critical infrastructure in particular are dangerous. We need to band together and that is exactly what the g7 talked about and now nato, to collectively go after countries either allowing this to happen or perpetrating this. 50. Either allowing this to happen or perpetrating this. Either allowing this to happen or perpetrating this. So, nato needs to constantly evolve perpetrating this. So, nato needs to constantly evolve its perpetrating this. So, nato needs to constantly evolve its nature perpetrating this. So, nato needs to constantly evolve its nature as perpetrating this. So, nato needs to constantly evolve its nature as an i constantly evolve its nature as an organisation and also the threats on which it is focused. This Modernisation Programme will see the Organisation Rise to the Challenges of a changing world and is going to be expensive. President biden has been encouraging and has praised the allies for having increased their spending. But it is quite clear that the us will expect them to continue to dig into their pockets. Lyse doucet is here with me. What will you be looking out for when President Biden takes to the podium . It understands that if it wants to have an impact in this constantly evolving Security Environment at this pivotal moment, they have to work together. Its the opposite kind of message from what they heard from President Trump, where allied leaders tiptoed around him and when sure weather he would berate them for not spending enough, weather he questioned Weather America was getting its Money Pot Worth and weather he would renew his threat to pull out of nato altogether. We heard from President Biden earlier today that he understands how much this alliance benefits the us. But we do need more details on what was discussed. What about tensions with turkey . The language is really interesting. It tells us a lot about how well today. We heard earlier from the stoltenberg who admitted that until 18 months ago, there hadnt been a single word about china in the language of nato. In 2019 there was one sentence. Now this time, although russia is described as a threat, china is repeatedly described as a challenge. For the us and biden, china is the worlds second largest economy, the biggest navy and it is more assertive and coercive was used in a statement we heard earlier, that china is a country they need to engage with but also worried about. Can i ask you about nato is an organisation. Our corresponding talked about its Modernisation Programme. The people who dont know it well, what does that mean . Nato countries worry about that too but on a bigger scale, so much so that theirfamous but on a bigger scale, so much so that their famous article 5 where an attack on one is an attack on all is going to be applied to cyber terrorism because that has become one of the threats. Another issue that affects all of us in our daily lives, Climate Change. Forthe that affects all of us in our daily lives, Climate Change. For the first time, Climate Change Nato Countries, the worlds most powerful militaries, is also on the agenda. In some ways what nato was worried about is a lot of the concerns that we as individuals except on a large scale, and they want to be on the Cutting Edge because when they talk about china, they know that china is surging ahead in technology and if they want to keep up with and beat china, because this is a contest, its also about values and the values of democratic countries. Thank you, an excellent primer as we wait Forjoe Biden to speak. As soon as he emerges you will hear what he has to say. The Nato Summit comes off the back of the G7 Summit in cornwall. G7 is a group of the worlds wealthiest liberal democracies. They are the uk, canada, france, germany, italy, japan and the us. The eu also attends. Lets look at what they agreed. The two big issues were Climate Change and vaccines. Im very pleased to announce that this weekend, leaders have pledged over1 billion doses, either directly or through funding to covax and that includes 100 Million from the uk to the worlds poorest countries. Which is another big step towards vaccinating the world. One billion is an eye catching number. The context though is that the who says 11 Billion vaccines are needed. And heres the uns Secretary General antonio guterres. And heres South African President cyril ramaphosa. He was a guest at the G7 Summit. Hes emphasised that as each person has two doses, one billionjabs means 500 Million people. Heres more from him. We also raised the issue of giving Capacity And Capability to countries in the developing economies, so that they too should be able to produce their own vaccines say that it should not continue to be the preserve of the g7 countries. The economist also argues the g7 is missing the Investment Opportunity of a lifetime. It says there would be an almost 18,000 return on funding the vaccination of the whole world. Heres how it worked that one out. The imf calculates that to get 70 of the Planets Population inoculated by april would cost just £50 billion. That amounts to just 0. 13 of the g7s gdp. In its article, The Economist points out that the cumulative economic benefit by 2025, in terms of increased global output, would be 9 trillion, as well as many lives saved. That means a 17,900 return in the investment injust four years. For all these reasons, some agree with Gordon Brown that this is an unforgivable moral failure. Clearly, the g7 doesnt agree arguing its making unprecedented commitments. But its certainly true that there is a gap between these commitments and what the un is saying is needed. Climate next. The g7 nations agreed to further step up its action on Climate Change. They renewed a pledge to raise 100 Billion a year to help lower income countries cut emissions. Though to be clear a pledge to raise funds doesnt mean those funds will materialise. Teresa anderson from the Charity Action Aid was underwhelemed. And Heres Max Lawson from oxfam. We are bitterly disappointed to see that the lack of action. These are seven of the most powerful countries in the world. What they do matters. When they decide to do very little and look at spin instead of substance, to cook the books, to kick the planet, then that isnt good enough. The uk led the initiative to specifically target coal adopted by all the g7 countries. President biden talked up The End of coal for Power Generation in america, and The End of Coal Finance for developing nations. This applies pressure on china to follow suit. Heres more from Science Editor David shukman. None of this specific enough. Theres a lot of strong language, strong words, all kinds of commitment and promises. But without the kind of pledges or actions that many say are needed right now. Stay with us on outside source still to come. Well go to israel where a new era has begun, with a Hodgepodge Coalition taking over from Benjamin Netanyahu. The nhs says from today more gay and bisexual men can give blood thanks to a change in rules. Previously all gay men had to abstain from sex for three months in order to donate. Chi Chi Izundu reports. If i could just get you to read both sides and ill get everything labelled. Thank you. This is history in the making. Ethan is a sexually active gay man able to give blood. Ethan, youve just donated for the first time, how do you feel . A little bit emotional, to be honest. But also relieved in a way, i made a promise that i would repay the donor who saved my grandads life. Previously, gay and bisexual men were unfairly excluded from donating Blood And Today marks a real Landmark Change for a more inclusive and fair system. This change is around eligibility and largely centres around Sexual Behaviours and thats because of the Way Blood is screened in the united kingdom. Because it can take up to three months to detect certain Sexually Transmitted Infections and hiv. So, from Today Anyone who engages in risky Sexual Behaviour will be asked if they have a new partner, or if they are having sex with multiple partners. If the answer is no, in most cases they can give blood, which will mean more gay and bisexual men donating. For such a long time weve not been able to allow certain groups of people to donate. But what this does is open up the experience of more people to donate, it makes us more inclusive and many groups that havent been able to donate, in particular men that have sex with men, if they are in a stable relationship will be able to come and donate blood safely. And thats a huge change for people who have expressed a wish to want to donate for such a long time. The nhs needs nearly 400 new donors a day to meet demand, these new Rule Changes begin in england, scotland and wales from today with Northern Ireland hoping to start in september. But campaigners say that while this is a major victory, and as science evolves, they hope even more people will be able to give blood in the future. Chi Chi Izundu, bbc news. Our Lead Story is. It was all smiles though at a Transition Ceremony at israels foreign ministry, where mr Bennetts Coalition Partner Yair Lapid took over as Foreign Minister. Hes a former Tv Presenter and founder of the centrist Yesh Atid or there is a future party. Hes now set to become Prime Minister in two years time, if the fragile coalition lasts that long. This analyst says the country will be surprised and even happy if it lasts six months. It could last longer than six months. Six months itself is an arbitrary designation. But its a complicated coalition with id logically disparate parties. Having said that, i think the parties are really committed to trying to show that they can have more stable governance after two years of political disarray, and theyve built many mechanisms into the Coalition Agreements in order to avoid collapse in the immediate term. Tell you why. There are three things uniting them. Hatred, Exclusion And Lust for power. Today was a momentous one for scotland in the euros. They took on the Czech Republic in their first game in a major tournament since 1998. To put that into perspective the last time scotlands men qualified for a major international football tournament, there was no scottish Parliament And Google didnt exist yet. 12,000 fans were allowed into Hampden Park Stadium in glasgow to watch scotland play. And hopes were high before the game. I was iwasa i was a bit too young in 98, i had a full head of hair but anyway. But that collective will wasnt enough, and scotland ended up losing 2 0. To the considerable disappointment of their fans. One of the goals was incredible, you should look it up. Though theres still time to restore national pride, as scotland take on england in just four days time. Euro 2020 is the largest international event to be held since the outbreak of the global covid emergency, and as you might expect things are a little different thanks to the pandemic. There are 11 Host Cities across europe thats just one fewer than originally planned but each venue has its own strict rules for how many fans are allowed into each game. Only one stadium, in budapest, is welcoming a full capacity crowd. And even then fans will need to show a recent negative Pcr Test or proof of previous covid 19 Infection Or Proof of vaccination. The exact rules vary from country to country, but as you can see, devoted fans arent letting restrictions dampen their spirits. There has of course also been a more sober aspect to the tournament. On Saturday Denmark Midfielder Christian Eriksen was given Emergency Cpr on the pitch after collapsing just before half time. It was later confirmed that hed suffered a cardiac arrest. After he lost consciousness for several minutes, this was the image people were relieved to see eriksen awake again as he was taken away on a stretcher. His Team Mates have been praised for their response. They formed a circle around eriksen to try and offer some privacy. But theres also been criticism surrounding what happened. First, about the decision by some broadcasters to show eriksen receiving treatment on the pitch. The bbc s Gary Lineker tweeted about the coverage on the bbc, writing. Theres also been criticism directed at the officials who allowed the game to restart the game so soon after the incident. Heres denmarks keeper kaspar schmeichel. I think the decision about the game should probably not have been made in the heat of the moment. I think it would probably have been a wise decision to maybe change the rules or the regulations in extraordinary circumstances. Circumstances. Thank you for watching hello.
