Clear that having Learning Disabilities is never a reason for a dnr notice, and consent properly obtained mUst always be taken on an individual basis before a Dnr Process should ever be put in thank you, chairand thank you, chair and thank you, secretary of state. I am going to ask a couple of questions about lessons learnt in the past 18 months and what could have been done differently. Firstly, do you accept that the large Staffing Shortages that the large Staffing Shortages that the large Staffing Shortages that the nhs have already faced make it more difficult for hospitals to cope during each wave of the pandemic . Cope during each wave of the andemic . ,. , pandemic . The best way of putting it is that i am jUst pandemic . The best way of putting it is that i am jUst delighted pandemic . The best way of putting it is that i am jUst delighted we were i is that i am jUst delighted we were recruiting at pace when we went into the pandemic, and then we recruited very significantly in the early days of the pandemic by having a call to arms to people, including people who had retired, people who were in the latter stages of their studies, and others, to come forward whether as volunteers, are to become fully fledged clinicians or into all sorts of other roles. What i am trying to get out is how are we going to of other roles. What i am trying to i get out is how are we going to avoid such dangeroUs and widespread Staffing Pressures in the future . The Starting Point is that we are going to deliver on a Manifesto Commitment to have 50,000 more nurses in the nhs. Im very glad to say we are on track to delivering that Manifesto Commitment, and im looking forward to working with the committee to think about how we can make sure there is always an assessment of what is needed, not least with the passage of the Health And Care bill in the forthcoming session. Do you remember, we saw the images of china building a hospital in two weeks and we thought we would never be able to do that here. And then we built one in nine days. So the nhs should be very proud of what it did in the 19 gael s project, but of course was temporary, and also expanded capacity in Icu And Emergency departments, becaUse Infection Control rules mean you cant have as many people in Waiting Rooms and Emergency Departments, so they needed expansion as well, so almost every Emergency Department and a knee in the country has been expanded in the last 12 months a e. That wasnt the actual oxygen. That wasnt the actual oxygen in cell, it was the piping, the supply mechanism. But becaUse of the supply mechanism. But becaUse of the nhs, we were able to divert patients to other hospitals, and in some cases move them to other hospitals. It is one of the many advantages of having the nhs during advantages of having the nhs during a pandemic, and as i said at the start, some of the things that went well wear becaUse we had such strong institutions, and in this case we have the nhs, which had Record Funding and record levels of staff going into this, and thank goodness that we did, becaUse it meant that we were able, with the expansion is, to always provide care, how that care available for covid patients. A very important question about the resilience of the nhs in the future. Firstly, the system working in the nhs, so that if you hospitals coming near to being overwhelmed then it can move patients to a nearby hospital, or sometimes to quite a distance hospital. That is very important. But so to hear again, come back to the data, understanding which hospitals have spare capacity. We are so much better that than we were 18 months ago. And so there is a big operational role for making sure that the nhs can deliver that care as well as possible. JUst that the nhs can deliver that care as well as possible. As well as possible. One of the important things for any lessons learned exercise is that we mUst learn about where we need to strengthen and improve. Secretary of state, youre been very generoUs with your time to stop there is one final issue, i know the nhs that would want me to cover briefly before you go. And that is about certain infections. The guardian recently said that some may have died with covid rather than becaUse of covid, but to accept many people are likely to have died becaUse they picked up the infection inside hospitals . There is No Doubt that there was this type of infection. The degree is hard to estimate. Some people go into hospital and have caught Covid Into Hospital and have caught covid in the community and then only become either symptomatic or only have enough covid to be tested positive for that once they reach hospital. I hope that isnt. That doesnt sound like i dont take it serioUsly. I take it very serioUsly, but the precise numbers are hard to ascertain. ,. , ascertain. One of the things that miaht ascertain. One of the things that might have ascertain. One of the things that might have helped ascertain. One of the things that might have helped prevent ascertain. One of the things that might have helped prevent thatl ascertain. One of the things that might have helped prevent that would have been earlier regular testing of Nhs Staff. Now, you explained earlier any loss of detail the efforts to ramp up the testing. But you had to follow the order that you are given, in terms of the clinical guidelines, as to who to prioritise for that testing. And that meant that regular testing of Nhs Staff wasnt introduced across the system until november. Looking back and knowing what we know now, do you think that we should have found a way of doing the earlier . We think that we should have found a way of doing the earlier . Way of doing the earlier . We only could have way of doing the earlier . We only could have done way of doing the earlier . We only could have done that way of doing the earlier . We only could have done that if way of doing the earlier . We only could have done that if we way of doing the earlier . We only could have done that if we had i way of doing the earlier . We only| could have done that if we had the extra Testing Capacity. It was really the validation of lateral Flow Test in the autumn that made the big difference there. And so the twice weak testing with lateral Flow Device is incredibly important and helped in reducing this form of infection, so what says they listened to the rich for me is to make sure we had that Testing Capacity as a standard Capacity Waiting to go the lesson for me for the future. Of course, thesejudgments were the bestjudgments that people working their hardest, based on the best information they had. In a way, return to what ive said so often, these were big calls made on imperfect information, and often made at incredible speed. Against a nodal pathogen. And so i dont want to imply any criticism of those who developed that guidance, i want the lesson to the future to be to understand any pathogen as fast as possible, so that you can produce the best possible guidance as possible. Looking back, given that we want to learn lessons that can be applied during the remainder of this pandemic, as well as in the future, if we were to have, god forbid, a Vaccine Escape. Us to see a new variant that is resistant to the vaccines that we have, do we have, do you have a plan for that . Yes. Vaccines that we have, do we have, do you have a plan for that . Do you have a plan for that . Yes. It is the life of do you have a plan for that . Yes. It is the life of a do you have a plan for that . Yes. It is the life of a health do you have a plan for that . Yes. It is the life of a Health Secretary do you have a plan for that . Yes. It is the life of a Health Secretary to l is the life of a Health Secretary to worry about these things. The plan is predicated on having a Variant Vaccine as fast as possible. The Prime Minister set a target of having a Bidding Vaccine and Treatment And Diagnosis within 100 Treatment And Diagnosis within100 days, we are not there yet at that speed of turnaround. However, the M Nra technologies, as the Chair Set out comment and develop a vaccine for an individual new Gnrh Sequence in a matter of days, and now that the platform has been not only approved with full clinical trials, but applied hundreds of millions of times across the world, with the tracking of the data in many of the countries, we can have confidence in so moved to very late stage, move through the clinical Trial Process much more quickly much more safely. So we will be able to bring it back seems to bear more quickly, i am highly confident of that bring a vaccine to be. In the meantime, the tools we have at our disposal are the tools that are available. And we would need to enact them. So we watch this very carefully. 0ne would need to enact them. So we watch this very carefully. One of the reasons i moved so fast in portugal, despite the fact that lots of people were having a well earned break, is that we have a precautionary principle when it comes to potentially variant. Variance. So it is not something, to be clear, that we expect, but on a Contingency Basis we need to prepare, develop vaccine so they are effective. These other measures youre talking about, these are lock downs, social distancing requirements and all aggressive things . Youll might i come back to the point i made about the pandemic preparedness plan, what really matters when youre in it is the capability, and the plan was always going to be written to a different pathogen, becaUse it is the nature of virology that your problem is going to be with a new disease. You have learnt a Lot And Everyone has learned a lot through this. Is there a plan for this, that is written down, Ora A Plan for this, that is written down, or a Stinger Head . We dont have a published down, or a Stinger Head . We dont have a published plan down, or a Stinger Head . We dont have a published plan by down, or a Stinger Head . We dont have a published plan by think down, or a Stinger Head . We dont have a published plan by think the | have a published plan by think the best way to describe it as we have the playbook in front of Us. The playbook in front of Us. Given what we have the playbook in front of Us. Given what we have learnt the playbook in front of Us. Given what we have learnt and the playbook in front of Us. Given what we have learnt and what the playbook in front of Us. Given | what we have learnt and what you have said about the importance of transparency and being honest that we dont know all the answers are dint at the beginning, and we cleaned lessons from other countries for our own practice. Wouldnt not be a good idea to publish the plan and be explicit about it . And to allow people to consider it, interrogated and perhaps make constructive suggestions around it . I will consider that i constructive suggestions around it . I will consider tha i will consider that i will consider that and set i will consider that i will consider that and set against i will consider that i will consider that and set against the i will consider that i will consider i that and set against the following, Vaccine Escape is a relative but not absolute. So we know that variants do respond differently to the vaccine, given that the vaccine, current vaccines are all aimed at the original strain. And so we know, for instance, that a single dose of either Astrazeneca Or Pfizer is less effective in reducing transmission on the Delta Bidding but we know a double Ust'>Jab IsjUst as on the Delta Bidding but we know a Double Jab is jUst as statistically and significantly different. Therefore, there is a degree, if you could describe it like this, of Vaccine Escape, of the Delta Variant, from one jab, but not from so, thankfully. So this is a relative concept, not an absolute one, so writing a plan for absolute Vaccine Escape, is essentially writing a plan for a new pandemic, becaUse if there is a variant of the virUs against which our current vaccines didnt work at all, then that would be essentially a new pandemic. And i think we are better prepared, by a long shot, for a new pandemic, both in terms of the physical capabilities that we have is a country, of all the things we have been talking about, and frankly, the intellectual framework for dealing with the. That policymakers and the Far East had expensive and could bring to bear. And so both our Policy Playbook and the capabilities that we have our better place. And so i will consider it, but you can see my initial reaction is to think, in the first instance, it depends on the degree of escape. fix. In your response you wouldnt be drawn for reasons we understand on the Delta Variant on the implications for unlocking and there is a decision to be taken over there is a decision to be taken over the weekend. For those members, parliament and members watching the proceedings, they may be interested to know the Science And Technology committee will be taking evidence from scientists on this next wednesday at 9 30, so we will have an exhaUstive, and hope not exhaUsting consideration of that will stop but thank you for your evidence today. You have made some commitments to follow up in writing with some written evidence. I hope that you will always be able to do that you will always be able to do that promptly. A love of course. And thank you and the whole committees, both of the committees, for giving me the opportunity to set out the facts and the trace, and if you have any further questions, please do write and i will get back to them as soon as possible, becaUse i know you want to publish soon, but for me, it was important and i am very grateful for the chance to be able to set out what actually happened. And i hope i have been as clear as i can be. Secretary of state, it has not been seven errors but nearly four and have errors, so we are very grateful to you for your time today. To you for your time today. Three. At the end of that lengthy session we believe the proceedings there. Matt hancock has been taking questions for well over 43 they are in front of mps, some in person and some virtually. But defending, as you might expect, defending his handling of the pandemic, although conceding earlier on this morning that the course there are lessons to be learnt as the result of everything the nation and the government has experienced in the last 1a, 15 months or so. In terms of other issues, away from the politics of all, he did say, Matt Hancock did say that what we now call the Delta Variant of covid, percent and india, now comprises 91 of all new cases. In the uk. Close to the end of the session you saw he would not be drawn on the Issue Ofjune 21 and whether there might be further unlocking in england. But in terms of the politics, our political correspondence have been poring over that for a recession and we will have much more after two oclock about the politics of that and refUsing all those claims that Dominic Cummings made, rejecting the claims that Dominic Cummings made a couple of weeks ago. That the Health Secretary had lied at varioUs stages to the Prime Minister. And he said what Dominic Cummings had said was not accurate. We will have more analysis of that lengthy session after two oclock. Today would have been the duke of edinburghs 100th birthday. To mark the occasion, the queen has been given a new rose named after the duke. The rose, which is deep pink and double flowered, was bred by the Royal Horticultural Society and planted in the gardens at Windsor Castle last week. Proceeds from its sale will go to the duke of edinburgh award scheme. The queen described the flower as lovely and said it was a very kind tribute. In an exclUsive interview with the bbc, the Earl Of Wessex has paid tribute to his father, who died in april, describing him as an extraordinary character. Prince edward also said he was saddened by the rift between the family and the Duke And Duchess of sUssex. The prince has been talking to our royal correspondent, daniela relph. Can i ask you aboutjune the 10th . It would have been your fathers100th Birthday Something of a bittersweet day for you . Yes, i think that. I think thats probably a fair thing to say. But i think that, from a selfish point of view, we would have loved it if he had been here and been with Us. But then birthdays were not necessarily his. So he didnt really want all the fUss and bother. And so we celebrate what might have been and his life and i think we try to turn it into something thats very positive. I think its very important to do that. You mUst miss him. Yes. Yes, and. But its been a very difficult year, 18 months, becaUse, i mean, luckily. So last summer, we were able to spend a reasonable amount of time together. But, yes, its been very difficult during this period, not being able to spend. But then, like so many otherfamilies, you know, weve all been separated and parted. So it has been very difficult for so many people. And, you know, were no different in that sense. It has now been two months since he died. I wonder how you now reflect on that period of time and how the public responded afterwards. The funeral was. Was an extraordinary day, but its, but of course it was also very strange. You know, what should have been an occasion for so many people and so many people that, you know, he had touched in his life, not being there. It was a very strange, coming from the the outside with all the pageantry and the. And then coming into, into st georges chapel, especially into the nave, which was completely empty. It was a very moving and very sombre experience. But, gosh, we were blessed with a beautiful day, and im jUst so glad that, you know, that we were able to do that bit at least, and to do it as this country does it really, really well. And a lot of people were moved by seeing your mother, as well, in the chapel, sitting alone in her mask. It mUst have been very difficult for you to not be alongside her and able to comfort her that day. Yes, exactly that and the same for everybody, really, we were all sitting in our little Family Groups but then thats no different to what so many other families have been experiencing up and down the country throughout this past year. We cant escape the fact that it has been a difficult few months for the Royal Family on a number of levels, but particularly around the situation with the Duke And Duchess of sUssex and how that has played out so publicly that has been difficult. I wonder how you view that now, or how you look at that particular situation. I stay way out of it. Its much the safest place to be. And do you feel any sadness about how its played out . 0h, of course, you know, i mean, its. There are all sorts of issues and circumstances there. But, you know, weve all been through there. Weve all had that same spotlight shone on our lives. Weve been subjected to massive intrUsion, all the rest of it, and we all deal with it in different ways. A new baby for Harry And Meghan this week baby lilibet, a name that will be very meaningful for your family. Well, wejUst wish them all happiness thats fantastic news. But it is quite murky along West Facing Coasts and The Cloud, Mist And Murk thick enough for drizzle across the far south west. We are likely to keep those conditions through the day with the best of the Sunshine And Warmth in the east. Through this evening, a pleasant end to the day, that Weather Front continues to pUsh into scotland, bringing some rain but not too concerned about that. A fair amount of cloud across the country, uncomfortable for getting a good nights sleep. We start Tomorrow Morning again on a largely grey note, West Facing Coasts will be misty and damp in places. That Weather Front will bring a band of cloud moving South And East, squeezing the warmth into East Anglia and the south east, slightly cooler with fresh conditions behind as the Weather Front pUshes through. High pressure is set to rebuild at the weekend and that will drag the warmer Usset-colour'>RUsset Colour right across the country. The warmth will return for all of Us into the weekend.
