Hello, welcome to Bbc News. The heads of the world health organization, the world trade organization, the International Monetary Fund and the World Bank had a Warning Today for political leaders there will be no broad recovery from this pandemic unless the global Vaccination Effort improves. The world has reached a perilous point, they said, and a 50 Billion Dollar Investement is needed if we ever want to put covid behind us. Without that, they say we are at risk of living with this pandemic for even longer than necessary. Heres the who director general tedros adhanom ghebreyesus. So with public measures and vaccines, we have the means to end this pandemic quickly and save countless lives and livelihoods, but we need the will to make it happen. They say where there is a will, there is a way. We know the way. The question is do we have the will . Lets get more on this from the bbc s Imogen Foulkes in geneva. The imf has worked very hard on this plan. The International Monetary Fund knows its money, if you like. The point they are making this this is actually a small investment compared to the 9 Trillion that wealthy countries have invested in supporting their own economies during this pandemic. It would be a stimulus to speed up vaccination, get people out of locked down and back to work, thats very good for economies, and also, if we go at the same speed rather than one part of the World Racing ahead while the virus rages in other parts of the world, if we go at the same speed, we can beat the pandemic faster. Lets get some of the days other news. The uk has just recorded zero deaths for the first time since march last year. It comes as some public health officials call on the government to delay the total lifting of restrictions onjune 21st. Britain is seeing an increase of cases linked to the infectious delta, or indian variant. Malaysia has gone into a strict nationwide lockdown, as Coronavirus Infections rise. Its the latest country in south East Asia to strengthen restrictions, as more transmissible variants of the Virus Sweep the Region And Vaccination rates remain low. Only essential businesses are open, most schools have been closed and people can only go out for necessities. And what is known now as the Delta Variant has also been identified in Chinas Guang Dong province. Authorities have cancelled flights and locked down communities, in response to what is believed to be the first Community Outbreak there. Pope francis has issued the most comprehensive overhaul of Roman Catholic Church laws for nearly a0 years the new laws criminalisse the grooming of children for sex and possessing images of Child Abuse. The pope reminded bishops to follow the letter of the law rather than leaving it to their own discretion. Its his latest attempt to tackle the problem of Child Abuse that continues to dog the global church. The changes come into effect in december. Well, its for sure a complete revolution in away, because for the first time in a0 years, something major has been done to the code of Canon Law. One of the seven books has been entirely replaced starting on december eight. Its quite a bit of a change, because the idea is that the new law will give effective instrument to bishops and others in power to deal with those crimes in particular of Sexual Abuse of Minors End of Sexual Abuse of adults. ,. , of Minors End of Sexual Abuse of adults. ,. , adults. Pope francis has himself been accused in his time as a bishop of using discretion in the handling of using discretion in the handling of cases, not to treat some of these cases as seriously as they should. Do you think what he has learned as pope has changed his perspective on the gravity of child Sexual Abuse, not so much the offences themselves, but perhaps the long Term Effect they have on the lives of those who survive them. They have on the lives of those who survive them survive them. Absolutely. I think everybody survive them. Absolutely. I think everybody who survive them. Absolutely. I think everybody who deals survive them. Absolutely. I think everybody who deals with survive them. Absolutely. I think everybody who deals with these l survive them. Absolutely. I think everybody who deals with these cases goes through a Learning Experience and a learning curve, that goes without saying. I think the pope has shown him that it is a problem that needs to be dealt with, and it needs to have effective instruments that help bishops to handle these cases, hopefully, this new book six will help deal with these cases. Hour hopefully, this new book six will help deal with these cases. How much an. Uish help deal with these cases. How much annuish has help deal with these cases. How much anguish has this help deal with these cases. How much anguish has this Question Help deal with these cases. How much anguish has this question of anguish has this question of discretion caused . I mean from innocence, let me rephrase the question, how Big A contrast is there between the way bishops have dealt with this or some dioceses have dealt with and others have dealt with cases . I can remember a case, for example, when i was reporting on this decade or so ago in belgium, where a bishop had made the conclusion that a priest probably had committed child Sexual Abuse, but the best thing was to relocate him out of the country altogether in the hope of giving him altogether in the hope of giving him a new start. Unfortunately, that new start involve going to south america, and running a school. Yes. America, and running a school. Yes, that is kind america, and running a school. Yes, that is kind of america, and running a school. Yes, that is kind of something america, and running a school. Is that is kind of something that per princess already addressed a few years ago with his legislation on bishops accountability, that is that bishops accountability, that is that bishops have to address these cases, if they dont address them, they can be held accountable for its from including removalfrom office. Basically, this lot repeats the outcome of those in Power Need to address these issues, these cases, they can be held accountable if they dont. A back to your point about discretion. There is going to be a point of discretion, not quite the way you describe it, but at some point for up to come to a conclusion that there is probably something that there is probably something that happened here, we have to investigate, then we have to bring that case to a conclusion and prosecute the case. That is always a very difficult way to do that in certain circumstances because we didnt always have witnesses were forthcoming, you dont always have clear circumstances, so its not always easy to bring a case to a good ending, sometimes you run into obstacles, you dont have come as a church from all the research and other capabilities that a civil state has in doing these investigations. So, that said, what you describe as Discretionary Power means whether a bishop can leave a case aside and say, oh, its not too bad, lets move him around. Those times are hopefully long time gone, but you never know, because you can change the lock me can get better instruments to bishops, but if they do not have the instruments, youll run into the same problem again. The organisers of the four grand Slams Tennis tournaments have pledged to create meaningful improvements after World Number two Naomi Osaka withdrew from the French Open. She pulled out on monday after the controversy over her refusal to speak to the media at the tournament in a bid to protect her Mental Health. She said, she wanted to protect herself after suffering Long Bouts Of Depression after winning herfirst grand slam in 2018. Katy gornall reports. Naomi osaka is one of her sports biggest and most marketable stars and yet all the talk in tennis has been about her not talking. Last week, she said she wouldnt speak to the media at the French Open to protect her Mental Health. And then, 2a hours after winning herfirst match, pulled out of the tournament altogether, posting this on twitter. She said. The best thing for the tournament, and my Well Being, is that i withdraw. I never wanted to be a distraction. Osaka revealed shed suffered Long Bouts Of Depression since winning the us open three years ago and gets huge waves of anxiety before speaking to the worlds media. Now she says shell take some time away from the court. As much as it can be difficult and challenging at times, and ive experienced that myself, its part of the job. To have not been able to reach any sort of conclusion with the organisers and be able to move forward because of the press commitments is, you know. Its sent shockwaves through the sport. All of the thoughts go to her and make sure that shes looking after her Mental Health, which its good that thats what shes doing. As the tournament continued today without the World Number two, players in paris offered their support. I feel for naomi. I feel like i wish i could give her a hug, because i know what its like. Like i said, ive been in those positions. You know, you just have to let her handle it the way she wants to, in the best way that she thinks she can. Osaka can be engaging and outspoken, but her refusal to talk on this occasion has come at a cost. The 23 year old was fined by the Tennis Authorities and threatened with expulsion for failing to fulfil her contractual duties. Following her withdrawal, the head of the french Tennis Federation had this to say. We are sorry and sad for Naomi Osaka. The outcome of Naomi Withdrawingj from Roland Garros is unfortunate. He then left, without taking questions. It was left to others to ask if lessons could be learned. Because of covid, you know, the landscapes changed somewhat, so i think, perhaps, we need to look at psychological assessments before grand slams. Were only in the second grand slam of the year here and, clearly, top players are suffering and are feeling very vulnerable. Osaka has put no timeframe on her return, but the issues are delicate and complicated, as the sport now tries to find a way forward with one of its greatest players. Katie gornall, Bbc News. The organisers of the grand Slam Tennis tournaments have promised to address players concerns about Mental Health following Naomi Osaka s French Open withdrawal. Let s stay with that story. We are returning to racheljones who joins us from brisbane. Hopefully we have sorted out the sound problems. Let me ask you, how Big A dilemma is this of addressing the Mental Health concerns ofjournalists this of addressing the Mental Health concerns of journalists for these tournaments, given that Media Contacts is one of the ways that tournaments used to keep public interest and raise the profile of the particular matches . Interest and raise the profile of the particular matches . Yeah, well, we are definitely the particular matches . Yeah, well, we are definitely aware the particular matches . Yeah, well, we are definitely aware of the particular matches . Yeah, well, we are definitely aware of a the particular matches . Yeah, well, we are definitely aware of a growingj we are definitely aware of a growing awareness of Mental Health issues in sport, so it is becoming more and more prevalent, and actually, the incidence of Mental Health issues in sports are quite comparable with the general population, which, as we know is quite a high rate at the moment, so there is definitely an issue that s been bubbling away for a little while, and it s really difficult because a lot of the pressures that go along with being an elite Sports Person are actually contributing to this problem and exacerbating existing conditions as well. ,. , exacerbating existing conditions as well. ,. ,. , well. You could argue from Naomi Osakas went well. You could argue from Naomi Osakas went to well. You could argue from Naomi Osakas went to view well. You could argue from Naomi Osakas went to view that well. You could argue from Naomi Osakas went to view that there i well. You could argue from Naomi L osakas went to view that there are osaka s went to view that there are a lot of things she cannot change about the pressures of the sports, some of them are, you know, integral to the sport itself, just the kind of demand, Pressure And Intensity of the build up, the sense of Response Building on your shoulder when you are the top of your game, but one thing she can change is she can avoid talking to the media, from her point of view, it might seem a relatively straightforward choice, which it clearly is not from the Organisers Point of view. Absolutely. That happens quite often when people are dealing, particularly with anxiety, there is this feeling of being out of Control And Feeling like your world is out of control, and anxiety actually tries to bring more things into your control, often in unhelpful ways, so it makes a lot of sense that by trying to control things that she can change and that she does have a bit of Control Over, than it makes her feel a bit of Control Over, than it makes herfeel a bit more bit of Control Over, than it makes her feel a bit more empowered. Bit of Control Over, than it makes herfeel a bit more empowered. You are right, the challenges balancing that with the demand of the organisers who are trying to sell a product into part of that product the players get paid for are those media commitments. So it s a difficult balancing act, and it actually requires a compromise on both sides to find a better way. We heard Serena Williams earlier who is obviously one of the most bankable sports stars of modern times, basically laying her sympathies with naomi stop they can find one player, but if this takes off with other players taking the same or adopting the same position from it will quickly become unsustainable from the Organisers Point of view. What can be done . Are there any lessons from other Sports Experience that could perhaps help with this . I mean from in the country i m speaking from in the country i m speaking from in the uk, we have long had a tradition of footballers and particular managers coming out and doing Press Conferences and one on one interviews. Some of those managers have got very effective at pushing backjournalist questioning. That seems to have improved the relationship. Are there any other sports that have good examples that could be used here . Yes. Sports that have good examples that could be used here . Could be used here . Yes, there are certainly a could be used here . Yes, there are certainly a lot could be used here . Yes, there are certainly a lot of could be used here . Yes, there are certainly a lot of support could be used here . Yes, there are certainly a lot of support that. Certainly a lot of support that sports that have Media Training as part of what they do, and that is important because i think we assume sometimes because we see our athletes doing those things on The Field or on the court that they are actually superhumans, but they are not they are ordinary people just like uri who can do extraordinary things. There are a lot of things, sports over here in australia who put their players to Media Training so they do Develop Skills in that space, where working a lot harder and doing a lot of working in cricket and a lot of resilience training, so giving players skills to be able to deal with challenges both on and off The Field, which includes dealing with difficult questions and dealing with criticism as well. Both from people close to them, but also on Social Media and that side of things as well, and we are starting a lot younger as well, so we are developing athletes and making sure that we are upscaling them so that they have got things in place in terms of managing Mental Health, we are also getting a lot better at doing consistent Well Being checks to make sure that Well Being checks to make sure that we are on top of anything that is going on, potentially, and making sure as well that if there are players who are acutely dealing with Mental Health issues, that they are actually not exposed to the media, they have support around them when they have support around them when they are. They have support around them when the are. G. , they have support around them when the are. ,. , they are. Racheljones from brisbane. They are. Racheljones from brisbane, thank they are. Racheljones from l brisbane, thank you so much, pleasure to speak to you and thank you for bearing with us while we sorted out the sound problems. Inc. You so much. Sorted out the sound problems. Inc. You so much one of the most senseless consequences of war is its impact on children and in syria, the lives and futures of a whole generation have been badly hit. It s now more than ten years since syria descended into civil war, our world Affairs Correspondent Caroline Hawley reports from jordan where she s been back, to meet again, children who ve already paid a very heavy price. Mustapha and his Little Sister survived a Bombing Raid by the syrian regime seven years ago. Both their parents were killed in the explosion that nearly took his life too. Mustapha broke both his hips and still has shrapnel in his brain which doctors have told him they can t remove. We first met mustapha when he was five. Over the years, the one thing that has never changed is his irrepressible smile. Right now, mustapha has good reason to be happy. He and his Sister And Grandma are about to be given a new home on the other side of the world. It s time for the last play with his cousins before he goes. As always, he does his best to keep up but his injuries seem to affect him more than when we saw him last. His grandmother has looked after him for the last few years as if she was his own mum. She is frail now and can barely walk. For her, it won t be an easy move. But in the final hours before their departure when the children are too excited to get to sleep, there is a last minute hitch. So they should actually be in the air right now but when you are a refugee you don t have much Control Over events and there has been some kind of delay. The bureaucratic bungle means it will be weeks at least before he can fly. Rahaf and mustapha don t know Each Other but they would recognise Each Other s pain. When she was three, her home in syria was hit by government Shelling Setting her bedclothes on fire. Her sister amma s burns were more severe. In 2012 we filmed amma having surgery on herface. She had so many operations over the years, so many surgical procedures, herfamily have literally lost count. Rahaf herself has had 12, one for every year of her life, but nothing she has been through can match the agony of losing her sister who was also her best friend. This was the last photo taken of amma before she got ill last year with an infection her body couldn t fight. Rahaf is getting ready to visit her sister s grave. When i first met them, neither girl would look at themselves in the mirror but both had grown hugely in Self Confidence before amma died. A casualty of serious conflict, years after the rocket fell. So much surgery on injuries had taken a massive toll. Her family took her from doctor to doctor to try to save her and after all that she had been through and survived, theyjust can t believe that now she is gone. The long reach of syria s war. For mustapha there is still a new life in australia to look forward to, but that small piece of shrapnel buried in his brain that causes so much trouble will be with him wherever he goes. President biden has been visiting the City Of Tulsa In Oklahoma, to mark a century since a white mob attacked a black district, killing as many as 300 people. The attack on an affluent black community known as Black Wallstreet followed an alleged assault on a white teenage girl. President biden has called on all americans to reflect our correspondent gary o donoghue reports from tulsa. This is the first time an american president has come to tulsa to acknowledge the horror of the massacre. Local residents showed him around the Greenwood Cultural Centre where he got to meet the only known survivors of that murderous night in 1921 america s worst single act of racial violence in its history. For much too long, the history of what took place here was told in silence, cloaked in darkness. Butjust because history is silent, it doesn t mean that it did not take place. And while darkness can hide much, it erases nothing. There was little such help for greenwood after 1921. It took decades for greenwood to recover, although it never regained its former glory, but now local entrepreneurs do want to recapture that past and they are looking to local, state and federal government to help. The black Wall Street Liquid lounge is one place trying to revitalise the area. But while there is optimism for its future, the owner still believes the city is divided. Tuesday was the hottest day of the year so far. A title that will last until, well, later on today when temperatures are expected to get a little bit higher still. Most of us had skies like this, then, plenty of sunshine around, and it was warm widely. 26. 1 celsius was the highest temperature that was recorded in cardiff where we have the heat as far north as northern at 25 celsius. Here, just 11 celsius. Here we had low clouds and fog. There is another batch waiting to move across the North Sea over the next few hours. Meanwhile, over in france, we have some thunderstorms that are beginning to spread their way northwards. Now, most thunderstorms coming from a cloud called altocumulus castellanus. You quite often don t get much rain from it, what falls can be big blobs, but you can get pretty dazzling Lightning Displays and lots of thunder. You might see some of that, i think, in the Channel Islands over the next few hours before those downpours start to spread into southwest england, where we could get some heavier rain mixed in. Now, as that kind of air comes up from france, it s going to start to feel much more humid across southern areas. Eastern coastal areas of both England And Scotland starting the day sunny, but late morning, i think we probably will see some areas of low clouds and Fog Move back in, particularly from about north yorkshire northwards, so it will be a Lot Cooler for these areas. Temperatures, 27 celsius, wouldn t be surprised if we saw 28 celisus, just depends how much sunshine we get. On into thursday s forecast, well, the low pressure bringing the showers is still with us. This Cold Front s important to the east of that, we could see some showers breaking out just about anywhere. Now, there certainly will be some showers going across Northern England and into scotland. But across england, well, this is with a Cold Front is, so we could get storms breaking out just about any time as we go through thursday, some of them could be really happy as well. Temperatures, still pretty high, 2a 25 celsius across eastern areas of england, but otherwise, those temperatures coming back down closer to average. Now, thursday night, even into friday, we could still see some storms affecting parts of eastern england, but eventually, the whole of the uk will get into that fresher air that s come off the atlantic. So temperatures will be coming back closer to average. Still, though, with some spells of sunshine around, it s not going to feel cold at all. It s going to be pleasant in the sunshine. Temperatures about 19 celsius in cardiff, 23 celsius In London in 18 celsius in glasgow. That s your weather. This is Bbc News.
