Good Afternoon And Welcome to the Bbc News. At nearly £2 million a dose, zolgensma has been called the most expensive drug in the world. But now, through a discount deal, this revolutionary Gene Therapy is available on the nhs and a five month old baby has become one of the first children to be given it, at a hospital In London. Arthur morgan received the groundbreaking treatment for the genetic condition, spinal muscular atrophy, a devastating disorder which shortens life. Our medical Editor Fergus Walsh reports. This is the worlds most expensive medicine. The List Price of zolgensma is almost £1. 8 million. Though the nhs has negotiated a confidential discount which will enable dozens of affected infants to be treated each year. Five month Old Arthur is one of the first to benefit. He has spinal muscular atrophy, sma, a genetic condition which causes progressive muscle weakness. Without treatment, those affected rarely live beyond the age of two. Arthur is unable to lift his head and struggles to move his arms and legs. But this single infusion should prevent further loss of nerve cells. Its been massive ups and downs, but being able to now have the treatment is just going to be a Game Changerfor us, and give arthur the best possible life he could have. Around one in every 10,000 babies is born with spinal muscular atrophy. What is remarkable is, this one off treatment may permanently stop any further decline in arthurs muscle function. So, how does Zolgensma Work . It contains a healthy copy of a missing or faulty gene called smni. This is inserted into a harmless Virus. In the body, the Virus delivers the Replacement Gene into the nucleus of Motor Neuron cells. This is essential to prevent those cells from gradually dying. The now healthy Motor Neuron cells start producing the missing smn protein, which is vital for muscle function. Evelina Childrens Hospital In London is one of a handful of centres in the uk which will offer this groundbreaking Gene Therapy. 20 years ago, a baby born with a severe form of sma would have a very shortened life expectancy. We can now offer treatment that can really alter the outlook for these children. Edward is eight months old. His parents hope he will be eligible for zolgensma, but they know the longer the treatment is delayed, the less effective it is. For his quality of life and how long his life could be, Zolgensma Isjust a Game Changer. And were just kind of patiently waiting, weve been waiting since last november for zolgensma. Some other infants treated with zolgensma have seen their Condition Notjust stabilise but improve. Arthurs parents say they know its not a cure, and theyre simply delighted that hes been treated. There are many factors that lead to the pricing of new medicines. There can be The Sunk Research And Development costs which, for something like zolgensma, will be very high. Its an incredibly new technology, really for the first time being used properly in patients with these conditions. But there are factors such as the Cost Benefit Analysis that the Drug Companies can undertake. The key here i think is that with the patients who have received the treatment, they are going to reach milestones in their life in terms of being able to sit up perhaps, even walk. One thing we know is that the earlier you can deliver the treatments, the better the outcomes will be. Again i want to convey my condolences to everyone who has lost a loved one. I will also give an update on the Vaccination Programme as of 7 30am. 3,000,260 people have received their first dose of the vaccine, around 72 of the Adult Population. It represents an increase of 60,152 since yesterday. In addition, 30,978 people received a second dose yesterday, bringing the total number of Second Doses to 2,075,031. That represents the total number, 46 of the Adult Population. The decisions we have arrived at today are difficult and complex ones. And this reflects the fact that we are currently at a delicate and fragile point in what we hope is a transition to a different way of dealing with the Virus. In summary, we believe that vaccinations are opening the path to a less restrictive way of dealing with covid, one that is less driven by Case Numbers. But because not all adults have been fully vaccinated with two doses to date, we are not there yet. As we make the transition, just to compound the challenge further, were also dealing with a new faster spreading variant. It is a new development that has arisen since we set out our indicative root back in march. All of this means that at this stage, to avoid being knocked off course completely, we must still be cautious. Our indicative root. The considerable downside to this is the indian or April Variant which was renamed by the World Health Organization as delta. It is spreading faster than previous variants and we now believe it accounts for well over half of our new daily cases. Because of that, scotlands R Number is almost certainly above one right now. As we know from past painful experience, that makes our situation highly precarious. Indeed, many Public Health Experts are warning that the uk could, and i stress could, come b at the start of a third wave of the Virus and obviously it would be wrong to ignore the warning. However, and this is the upside, we now have a significant advantage we didnt have in the first or second wave. We are increasingly confident that the vaccines are effective, although we are closely monitoring the Vaccination Status of people admitted to hospital. But we now have evidence that the link between cases and serious illness, hospitalisation and deaths appears to be weakening. For example since january in scotland the proportion of new cases which lead to Hospital Admission has reduced on current estimates from 10 , to 5 , although its important to say that we are still assessing the recent impact of the new variant. In addition the length of time people are spending in hospital has also been reducing quite markedly since the new year, although again we are monitoring the data closely and carefully. So, the emerging evidence is providing us with a firm basis to believe that in the next coming phase of the pandemic we will be able to deal with the Virus differently and less restrictively. However, and this is why i have described our current situation as a transition, although we are vaccinating as quickly as possible and trying to speed up as quickly as possible there is still a sizeable proportion of the population not yet fully vaccinated. And full vaccination is vital. Protection against the Delta Variant after one dose is not negligible, but it is not substantial either. It is, after two doses, that the protection becomes stronger. If cases continue to rise significantly for too long a period of time while significant numbers are not fully vaccinated, we could still see a significant burden of Illness And Death and severe pressure on the nhs. It may be worth pausing to reflect at this stage on what protecting the nhs, which has been a key aim through the pandemic, means in the current context. After coping with the pandemic for more than a year the nhs is now seeking to get non covert treatment back on track. That is not only preventing it from being overwhelmed, but it is also protecting its services. Although the Health Service coped earlier this year when more than 2000 people were in hospital, albeit with enormous pressure on the workforce, that shouldnt be our benchmark. Anything remotely like that again would set our efforts to get the nhs operating normally again. So, this is a key and a difficult moment. We remain on the right track overall. Im confident that with cautious, albeit difficult decisions now, we will enjoy greater normality over the summer and beyond. None of our decisions today, even in the face of rising Case Numbers, take us backwards. While i know its hard to think in these terms more than a year into the pandemic it does represent real progress from the start of this year. Back then, remember, a new variant and rising Case Numbers did take us backwards into a full lockdown. Thats not the case now and because of the Vaccination Programme, we can still look ahead with confidence. But, and this is the difficult part, in areas where the cases are relatively high or rising, ourjudgment is that a slight slowing down off the easing of restrictions to allow time for more people to be fully vaccinated will help to protect the progress overall, leading me to decisions that we are setting out today. Its important to recognise that the picture across the country is not uniform and so our decisions are not uniform and so our decisions are not uniform either. That is the benefit of the levels system. We donT Need to apply a one size fits all approach with the same levels of restrictions in areas with low or more contained Case Numbers as we do in areas with high or rising numbers. Howevera in areas with high or rising numbers. However a variable system also has its downsides. It is more complex, it is impossible to remove every anomaly, and it is difficult to remove the sense of inequity. That is why it is important to set out as clearly as possible why different areas have different restrictions while recognising these decisions are complex. Let me turn to the decisions. Given that it has been an unique situation for a couple of weeks i will talk about Glass Go and separately. I reported on friday that situation In Glasgow appeared to be stabilising and im pleased to say this remains the case. Indeed Case Numbers have fallen slightly in recent days from 146 cases per 100,000 people, to 129, providing further evidence that the Public Health Interventions weve seen in the last few weeks i having an impact. Its important of course that we consider the harms caused by the Virus alongside the other harms that ongoing restrictions because including wider health harms, social and economic harms. These wider harms are not insignificant In Glasgow given that it is more than eight months since we were last allowed to visit each other in our homes. Taking all this into account and with the support of the national Incident Management Team i can confirm that City'>Glasgow City will move down to level two from midnight on friday into saturday. This means people In Glasgow, as has been the case in most of the rest of scotland since the middle of may can meet in homes, a maximum of six from three households, and indoor hospitality can reopen and people can travel again between glasgow and other parts of scotland. A number of venues will be permitted to be open and outdoor adult Contact Sports can resume. These changes are significant, as someone who lives In Glasgow i know theyll make a huge difference to the quality of life. I ask everyone to remember that although stable and starting to decline, cases In Glasgow still remain high, so please continue to be cautious. In particular, and this applies to all of scotland while we enjoy some better weather, although limited indoor meetings are now possible it is still better to stay outdoors where possible. In level two, groups of up to eight people from eight households can gather outdoors. The last eight months and perhaps the last couple of weeks in particular have been really tough for glasgow so i want to thank everyone who has cooperated with the Public Health measures and stuck to the rules and guidelines. Ill now turn to other parts of the country. I want to first set out the difficult part of this statement. There are number of other local Authority Areas in addition to glasgow that are not currently meeting the criteria for level one, either in Case Numbers or test positivity. Indeed if we looked at just the raw numbers it could be argued that some of these areas should be in level three. However ourjudgment, based on the emerging evidence of the impact of vaccines i spoke about a moment ago and hospitalisation, and our assessment of local factors and Public Health Interventions, is that level three would not be proportionate at this stage. However it is also our judgment that with Case Numbers as high as they are in these areas and with a substantial portion of adults not yet double dose, it is safer and more likely to protect our progress overall if we these areas in level two for a period. In addition to glasgow this applies to edinburgh, midlothian, dundee, east dunbartonshire, renfrewshire, ayrshire, North And South lanarkshire and stirling. I know this will be very disappointing for the people in these local Authority Areas. Its important to stress that this is a pause, not a step backwards. Level two is not lockdown. It has an impact on the opening hours of Pops Investments and the numbers that can attend certain events, but we can still meet indoors in limited numbers and outdoors in groups of 848 households, hospitality remains open, indoors and outdoors and so does retail and there are no travel in place. The limits on meetings in indoor public spaces increases to eight people from three households and outdoors 12 people from 12 households. 100 people as opposed to 50 can attend weddings and funerals and places like soft play and funfairs can reopen. I know these changes will be welcomed, but please continue being careful. That applies to All Of Us right now and in particular it applies that meeting outdoors involves less risk than meeting indoors. Finally, shetland, orkney and the Western Isles and a number of small, remote islands are already in level one. These communities are continuing to report extremely low numbers of new cases and in many cases a higher than average proportion of adults have received both doses of the vaccine, so these areas will be moved to level zero from one Minute Past Midnight. Full details of what those changes mean can also be found on our website but for example it means that people can meet indoors in groups of up to four households, Michael Dowsett Singh laws apply, in licensing there is no national closing time and numbers at weddings and funerals will be 200. Again, as well as asking islanders to continue exercising care, i can mind anyone travelling to the islands use a lateral Flow Test before doing so, there by reducing the risk of taking the Virus to any of these communities. I appreciate that todays decisions will feel and indeed are a mixed bag. That reflects the fact that we are in a transition phase. The vaccines do make the outlook positive about the new variant means the road ahead is still potentially bumpy. So, caution is necessary. No part of the country is necessary. No part of the country is going backwards today. Before the vaccines, that would have been impossible on a Case Numbers like these. But the vaccines are changing these. But the vaccines are changing the game, meaning we can still be optimistic, very optimistic about our chances of much more normality over this summer and beyond. In the days ahead and while it may still feel a way off for many of us, we will publish more detailed work on what we expect life beyond level zero to look like as that greater normality hopefully returns. Indeed one reason for proceeding with more caution now is to make it easier in future to resume that progress to level zero and then beyond. My last point, and this is the one ill finish on come is that as always, All Of Us have a part to play in beating the Virus back. Please, be tested regularly, free lateral protests are available on the nhs lateral Flow Test. Id ask anyone to order them and test yourself twice a week. They give results in about half an hour, so they are very quick and useful way to find out if you might have the Virus, even if you dont have symptoms. Essentially the more we all geT Tested, the more cases we find and the more we break the chains of transmission, so getting tested regularly is a way for All Of Us to contribute to the collective effort. Secondly make sure you get vaccinated when you are invited to do so. That includes going for Second Doses, to repeat what i said earlier, they are vital in providing substantial protection against the Virus and in particular the new variant of it. If you cant make an appointment and there will often be good reasons why thats the case, please make sure you rearrange it. If you havent received an Appointment Letter yet and think you should have, you can go to the Vaccinations Page of the Nhs Website to arrange your employment. Arrange your appointment. Getting vaccinated is in all our best interest. Whatever our age it makes it less likely will be badly second by covid and it is also part of our wider civic duty, meaning we can suppress the Virus and reduce the harm it causes. That will allow us to get to the face of being able to deal with this in a less restrictive way than has been the case. And finally id ask everyone to please continue to stick to the rules where you live and follow the Public Health advice. Physical distancing, hand washing, face coverings, all this is still important for now. These basic precautions will reduce our chances of getting or spreading the Virus. Please geT Tested regular, get vaccinated when asked, and continue to follow the Public Health advice. I had hoped to say that Todays Statement is broadly a move in the right direction. For the people of glasgow the move to level two from saturday will be a most welcome step, to bring to an end to hundred 77 days of our largest City-living'>City Living under some of the toughest restrictions 277 days. For people across the country in 1432 local Council Areas, Todays Statement is a disappointing setback. Half of the country will move forward, well the rest are stuck in limbo with no clear idea of when restrictions will ease. We understand the need for caution but we also believe more emphasis should be placed on the impact of these restrictions on businesses, onjobs, and on peoples mental and physical health. We believe a more local approach is necessary, with targeted interventions to tackle local outbreaks instead of sweeping measures. The approach of council wide restrictions is now out of date. It was designed before we had an effective, successful vaccination scheme. The First Minister said in her statement, 72 of adults in scotland have had the first dose of the vaccine and 46 are now protected with both doses of the vaccine. The First Minister also said today that we donT Need to apply a one size fits all approach. But it seems exactly thats whats happening. Keeping whole councils or cities in level two is not targeted. Its not a local approach. Let me ask the First Minister, will she consider moving to an approach of targeted interventions instead of council wide restrictions. Im sorry that some members feel they need to tackle, but weve had 20 minutes of a statement from the First Minister on extremely important issue for our country and its now appropriate. We dont get this from the bbc, i know, but its important for opposition politicians to question the government. Thats healthy in a democracy. So, can i ask the First Minister, what plans are in place to speed up vaccinations for areas with local outbreaks beyond the measures already set out . What further support can businesses expect . The Finance Secretary will update parliament tomorrow, has the First Minister looked into the issues are raised last week from the Glasgow Chambers Of Commerce for example that said that funding promises have not been delivered to businesses . Can the First Minister inform the public what evidence there is of an imminent severe pressure on the nhs, as she outlined in her statement . Finally, how will the government ensure public compliance with restrictions set out when after more than a year of their lives being. After a year of our people and hospitalisations at such a low rate, people are at The End of their tether. The first thing i would say is whether people in this chamber or across the country agree or disagree with the decisions i am taking and its legitimate to question them and disagree with them, i hope everyone will accept but i dont take on the government doesnt take any of these decisions lightly. I long for the day i can stand here and say no more restrictions are required anywhere in scotland. There is no part of me that wants to hold us back from that for second longer than is necessary. But it is really important at this juncture if we are to keep our progress moving overall in the right direction, that we are cautious and careful. I have been criticised and its legitimate for people to do so, for airing on the side of caution at various points over the past 14 months and i dont pretend that the decisions i have taken have been perfect, far from decisions i have taken have been perfect, farfrom it, but every time we have aired on the side of caution i think time has told that was the correct or necessary thing to have done. Its important that we do so now. We are not taking a one size fits all, if we were teeing up your public Health Approach to this and they would be some Public Health voices who would prefer us to do that, we would simply have held the whole of the country in the levels they are at right now. On some of they are at right now. On some of the raw figures it can be argued that some areas should be at a higher level, we are taking all of the different factors into account, not least the progress with vaccination. If i can give one example to illustrate that point, in highland to look at Case Numbers in highland to look at Case Numbers in highland right now and they look as if they are going in the wrong direction quite fast but we know there is a particular issue particularly around the Fort William Area and we know it is being managed so we are not applying higher restrictions overall. We are allowing the Public Health Interventions to do their workjust as we did in East Renfrewshire in the last three weeks. So we are taking a targeted approach but we also have to recognise Travel Patterns and the interactions between different areas. This is not perfect, its not ideal, but we are taking the most balanced approach we can. Just briefly to refer to some of the other points. You dont have to go very far to hear Public Health Experts warning against a lack of caution right now but also pointing to the fact that while the vaccination is proving to be effective, all of the news on vaccination is good, but we still have around 50 of the Adult Population that have not had both doses and while that is the case we remain vulnerable to this new faster spreading variant. That is why we need to be cautious. Vaccinations are speeding up. Today we have reported just under 31,000 Second Doses, yesterday that was 21 and a half thousand, so we are speeding up on vaccination and we continue to do that and make it more flexible as well. I did not say the Health Service was that imminent risk of severe pressure. What i said was, and this again is based on Public Health advice, is if we dont act with caution it is possible that from that not fully vaccinated pool we would still start to see Hospital Numbers go up and the other key point i made is that while earlier this year the nhs coped at 2000 covid patients at peak, we dont want to get back to anything like that because that means the Health Service virtually cannot do anything else. We are trying to get the Health Service back to normal. I will end with this, i do not want to keep a single part of this country in tougher restrictions or any restrictions for longer than necessary but i do have a duty to continue to navigate us through this safely and cautiously so that we can keep our progress. Level two is still tough, but it is not locked down and we do not do anybody any favours by suggesting it is. We can go into each other� s homes, we can see Hospitality Stay open indoors. So there are significant steps forward there for businesses and the mental and physical health of the population. From today, any arrivals coming in on a direct flight from a reckless country will be processed at terminal three, the terminal has been brought back into operation after being closed during the pandemic. A high Rise Apartment Block in east london, where a fire broke out last month, had serious Fire Safety issues including a faulty smoke Ventilation System. 35 people had to be rescued from new Providence Wharf after an electrical failure resulted in a fire which spread three floors. A provisional investigation by the London Fire brigade has discovered a detector failed to activate an automatic Ventilation System and smoke poured into a corridor. Our correspondent Sean Dilley has more. We have to understand what happen with the fire itself. It seems there was a fault in the Fuse Box on an eighth floor flat. What happened, when fire had broken out, smoke. The fire escaped out of a window which was opened towards a Balcony And Smoke had bellowed out of a door to the flat that had been left open. Now, if the sensors had been working that would have triggered the Ventilation System. It seems that was not the case. What happened, when the smoke filled hallway, it filled with smoke the only escape route. There were Concerns at the time, you may remember, in terms of the cladding on the outside of the building. The preliminary investigation said that wasn� t a significant cause of the external fire. But they do say this should serve as a warning to any high rise building owner. There still needs to be a culture change. It� s too late to see if Systems Work after the fires have happened. So the London Fire brigade are saying that culture still needs to happen. Social workers are warning that a generation of children, in need of help may have been missed, because of the pandemic. A Bbc Investigation found there� s been a 20 Percent Drop in the number of children being put into care in wales since March 2020 compared with the previous year. Figures obtained by the Bbc Show that in wales alone last year, there was a dropped of 20 in Child Protection orders, in other words, children going into care, compared to the previous year. Unions suggest that it is a similar picture across the uk. In a non covid year, those figures may be perceived to be a positive, but considering the social effects of lockdown on our society, some fear that children may have been missed, left in unsafe homes, and that those numbers could rise substantially as the pandemic comes to an end. All the time that we� re not identifying the support that young people need, they� re being damaged, there is a whole, potentially a whole generation of children and young people who are being traumatised, not being safeguarded, and that� s simply not acceptable. Both Taylor And Emma are also very worried for those that could have been missed due to Lockdown Restrictions. I understand that a lot of young people will have been missed, and its such a shame that people are being missed, but they dont know any different, they think what they are going through is 0k, and that is what is the worrying thing, and thats whats Concerning, because they dont know what theyre going through is probably Abuse Or Neglect or anything like that. I don� t think we are always going to hear about it until these children will become adults, or something really bad happens, like the child ends up dying or something, when there could have been some sort of intervention, like a school offers that intervention, i think. And birmingham is not the only City-or-town'>City Or Town that will be getting one of these clean Air Zones. They are being introduced in towns and cities across the country as part of a Government Effort to reduce Air Pollution. It� s up to drivers to find out whether their vehicles are exempt or not. You can go on the Government Website to find out. And just to make things a little bit more confusing, the charges and rules vary from town to town. Some places, like birmingham, will be charging all vehicles. Some places, private cars won� t be charged and in some towns such as nottingham, they� ve already done so much to reduce Air Pollution that they say they don� T Need to charge any vehicles at all. Like you say, a lot of people said they had trouble paying for the system and they also had an avalanche of applications for late exemptions, so they said they felt people jusT Needed a week or two more to make sure they understood how the system worked. Hundreds of migrants have reached the uk by boat in the past week. More than 3,700 people have made the crossing so far this year that s double the figure for the same period last year. More than 600 migrants have made the crossing in the past week, bringing the total so far this year to more than 3700 people, double the figure for the first five months of last year. The Doctors Union, the british medical association, has warned this month� s scheduled lifting of all coronaVirus restrictions in england could be hasty and premature. Meanwhile, more scientists are calling for a delay to the final easing of restrictions onjune the 21st, because of the spread of the variant first identified in india. I know a lot of people don� t want to hear that but that is the situation we� re in. In some areas, like bolton, Hospital Admissions have been increasing, but from a very low base. So far, the data suggests vaccines are keeping large numbers of the most vulnerable out of a e. Some say the governmenT Needs to stick to its plan. What were seeing at the moment is what living with covid looks like. As a sociologist, im Concerned about the broader picture, the untreated illnesses, the economic damage, the downstream impact of high levels of unemployment on health and well being. Extra testing and vaccinations, like here at Twickenham Stadium yesterday, are the two main weapons that health authorities have to keep a lid on infections, with just three weeks until the government hopes to lift all covid restrictions in england. A vaccine now isn� t likely to change much of the Decision Making in the next couple of weeks. That� s absolutely clear. Which is why watching the numbers, in terms of the effects of the Virus as it is at the moment, and the degree of relaxation of social measures, is going to be important over the next couple of weeks. The earliest point at which it hoped to announce an easing of restrictions. The next big date in the calendar is the 21st ofjune, not before that date, the government is saying. It has led to some expectation that it is the point at which many existing restrictions will be relaxed and the government is weighing up whether that will happen. We� ve seen scotland pressing pause on some of the easing of those restrictions. Borisjohnson and the government here are, we� re told, looking at data here daily, looking at the key test the government have, which look at things like the effectiveness of the vaccine, the number of hospitalisations and the pace of the Vaccine Roll out. Arthur is unable to lift his head and struggles to move his arms and legs. But this single infusion should prevent further loss of nerve cells. It� s been massive ups and downs, but being able to now have the treatment is just going to be a Game Changerfor us, and give arthur the best possible life he could have. Around one in every 10,000 babies is born with spinal muscular atrophy. What is remarkable is, this one off treatment may permanently stop any further decline in arthur� s muscle function. So, how does Zolgensma Work . It contains a healthy copy of a missing or faulty gene called smn1. This is inserted into a harmless Virus. In the body, the Virus-gene'>Virus Gene into the nucleus of Motor Neuron cells. This is essential to prevent those cells from gradually dying. Social workers are warning that a generation of children in need of help may have been missed because of the pandemic. In a non covid year, those figures may be perceived to be a positive, but considering the social effects of lockdown on our society, some fear that children may have been missed, left in unsafe homes, and that those numbers could rise substantially as the pandemic comes to an end. All the time that we� re not identifying the support that young people need, they� re being damaged, there is a whole, potentially a whole generation of children and young people who are being traumatised, not being safeguarded, and that� s simply not acceptable. A little earlier, i asked professor tom gillingwater, professor of anatomy at edinburgh university, for his reaction to baby arthur� s Gene Therapy treatment. It� s wonderful news, isn� t it . I remember first hearing about these therapies about ten years ago in a scientific Research Conference and it seemed like it would be a dream come true if it could be delivered. And to hear patients such as baby after receiving the treatment in hospitals in the uk is wonderful news. As the family said, it� s a real Game Chamber in the treatment of sma, but moving forward, treatment for many neurological conditions. Why is it so expensive . I know you work within the field and in particular nutrient. Why does it cost so much . Well, that� s a good question. There are many factors that lead to the pricing of new medicines. There can be The Sunk Research And Development costs which, for something like zolgensma, will be very high. It� s an incredibly new technology, really for the first time being used properly in patients with these conditions. But there are factors such as the Cost Benefit Analysis that the Drug Companies can undertake. What kind of benefits to the drugs deliver, and the level of competition in the marketplace for treatment. One of the good things i think for sma is that zolgensma is one of three therapies that are really starting to emerge and become available to patients on the nhs in the uk, to treat this disease. A lot of questions now about screening. When you talk about Cost Benefit Analysis, is the cost of the treatment a better bet for the nhs, say, than treating a patient for the duration of their life . Well, essentially, without treatment such as zolgensma, there isn� T Anything that can be given as a therapy for these children, so it� s almost all or nothing. The key here i think is that with the patients who have received the treatment, they are going to reach milestones in their life in terms of being able to sit up perhaps, even walk. They are the kind of rewards and returns that are not available without the therapy. One thing we know is that the earlier you can deliver the treatments, the better the outcomes will be. Early treatment to the patients can have a massive effect on their life and i think the costs are being calculated with that in mind. There are four types or Forms of sma. Which form is the most dangerous . Because you can get type four as an adult as well. Absolutely. The type of sma that the young babies like arthur are likely to have is type one. That� s the most severe form of the disease. It affects about 50 of the total sma patient population. As you say there are milder Forms of the condition which often manifest in older patients, type two, type three and type four. The patients with the milder and late onset Forms of the disease will often have a longer Life Span and perhaps less debilitating muscular symptoms. However those patients also are looking for treatment. One of the big challenges for the field is being able to develop the therapies further so they are useful in those patients with milder Forms of the disease rather than just in these very severe Forms. And birmingham is not the only City-or-town'>City Or Town that will be getting one of these clean Air Zones. They are being introduced in towns and cities across the country as part of a Government Effort to reduce Air Pollution. It� s up to drivers to find out whether their vehicles are exempt or not. You can go on the Government Website to find out. And just to make things a little bit more confusing, the charges and rules vary from town to town. Some places, like birmingham, will be charging all vehicles. Some places, private cars won� t be charged and in some towns such as nottingham, they� ve already done so much to reduce Air Pollution that they say they don� T Need to charge any vehicles at all. Like you say, a lot of people said they had trouble paying for the system and they also had an avalanche of applications for late exemptions, so they said they felt people jusT Needed a week or two more to make sure they understood how the system worked. Let me show you the Satellite Picture first of all. We have seen more cloud in the Western Isles of scotland. The far west of Northern Ireland producing one or two spots of rain, that� s moving away. So more in the way of sunshine here. Not a great deal of that low cloud coming onto the North Sea Coast. That could lap onto the East Coast of scotland, but generally it� s dry and sunny. Those temperatures probably getting up to 26 degrees, Greater London and perhaps the North West of wales as well. The highlands not expected to be a hotspot though. A bit more cloud and this evening there will be a few showers as well. Those will fade away overnight. Continuing to see low cloud for the Northern Isles onto the East Coast of scotland and moving into the Central Belt as well. By The End of the night signs of showers in the far South West of england and the channel islands. For many it� s going to be dry, clear and quite a warm night too. The signs of change in the South West. We� ve got the Showers Developing, pushing their way into wales. They could be heavy and they could be thundery. Those will work their way into Hampshire And Move eventually into the West Midlands as well. Ahead of that, for many there will be lots of sunshine to come and the highest temperatures will be ahead of those showers across North West england and the midlands and into the South East of england before we get some showers in the evening. Cooler around some of the North Sea Coast and also with a stronger wind. But where we do have The Sunshine it� s going to be strong sunshine and high uv levels once again. Wednesday sees the peak of the temperatures. This Weather Front continues to bring some showers northwards during the evening and overnight. Still some heavy ones left over first thing on thursday before those become fewer and lighter as they drift away into Northern England and continue northwards into scotland. Further south and for much of england and Northern Ireland it may well be cloudy for a while but it will brighten up more and we will get some sunshine coming through as well. Temperatures won� t be quite as high on thursday but still a pleasantly warm day for the South East of England And East anglia in particular. By the evening though we could see some Showers Developing here in the far south of england. Those could contain some thunder as they develop and spread northwards through the Midlands Into Eastern Parts of england by Friday Morning and Eastern Scotland before moving away into the north sea.
