People flock to beaches on Bank Holiday monday, on the hottest day of the year so far. Good afternoon. Some scientists who advise the government are calling for the lifting of the final Coronavirus Restrictions in england on the 21st Ofjune to be delayed because of Infection Rates and the spread of the indian variant. The environment secretary, george eustice, warned that Ministers Cant Rule out delaying the lockdown easing. He said the situation was dynamic and the data still needed to be assessed. It comes as englands largest Vaccination Centre has opened at twickenham rugby stadium. Heres our health correspondent, anna collinson. Its one of the biggest Rugby Stadiums in the world, but today thousands are being encouraged to come to twickenham for their coronavirus jab. The ground is close to hounslow, an area which has Seen a rise in the variant first detected in india. Its been really good. The queue was quite long but it moved quite quickly and everything seems organised. I want the whole country to come out of lockdown, hopefully on the 215t ofjune, so the more people vaccinated the better. So doing our part, really. Nearly three quarters of adults in the uk have now had a first dose. Hounslow s public Health Service says one in ten older people havent taken up their invite for a vaccine. We have in the matter of four or five days pulled this event together so we can vaccinate up to 15,000 people in one day. The reason we have chosen such a big event is we can socially distance people, we can safely get that many people through the stadium. In bolton, an area with one of the highest Infection Rates in the uk, the army is on hand to encourage residents without symptoms to get tested. There is also a Vaccine Bus which can offer a jab to adults in postcodes with high rates of the indian variant. Coronavirus cases in the uk are once again on the rise with a 27 increase in the past week. Whether this will translate into serious illness and hospitalisations is not yet known. There is also a push for people to take up their second jab, which provides more substantial protection. One of the experts advising the government says further easing of restrictions due in three weeks time should be postponed. People are not saying we should abandon Thejune 21st Date altogether butjust to delay it by a few weeks whilst we gather more intelligence and we can look at the trajectory in a clearer way. If you look at the cost and benefits of getting it wrong i think its heavily in the favour of delaying. Ministers say it will be a two Week Wait before they can say for certain whether complete unlocking can go ahead on the 21st Ofjune. I know everybody wants to know whats going to happen but we cannot make thatjudgment until we see the impact of these easings we have just made. The hope is that drives like this in twickenham will make that unlocking more likely. France has tightened restrictions on travel from the uk, to try to stop the spread of the variant of coronavirus first identified in india. New rules came into force at midnight, meaning british tourists will not be allowed in. France is currently listed as an Amber Destination by the uk government, which advises against travel there. Meanwhile, the European Commission says that all eu countries can gradually ease Travel Measures over the summer as the number of Covid I9 vaccinations continues to rise. Eu leaders revealed plans to harmonise Travel Measures across the bloc, including allowing fully vaccinated people to move around without the need for Testing Or Quarantines when travelling from one Eu Country to another. We propose no travel related Testing Or Quarantine for fully vaccinated oi recovered persons. This is already practise in many member states. And it should be independent from where you travel from, or where you are travelling to. We propose a common understanding of who a fully vaccinated person is, in the context of travel. That means 14 days after having received the last dose. Particularly with your eu digital Covid Certificate for vaccination or recovery, you will be able to provide reliable proof that you do not need to be subject to additional restrictions. And the Department Of Health has updated the latest Government Figures on coronavirus. In the last 2a hours, one death has been recorded within 28 days of a positive covid test, and there have been 3,383 new cases in the latest 24 hour period. And, turning to the vaccination program, in total, 39. 3 million people have now had their firstjab, and 25. 5 million people have had their second dose. The Government Ban on landlords being able to evict their tenants during the pandemic ends today. With up to 400,000 tenants in Rent Arrears there is concern that there could be a rise in homelessness. The government says tenants will continue to be supported with longer notice periods and financial help. 0ur social affairs correspondent, Michael Buchanan reports. Rudolph has had a year to forget. The Media Company he worked for went bust. He found a job as a carer, but was made redundant so he now delivers takeaway food. It is stressful and its affecting my health and it gives a lot of sleepless nights. His bills have mounted energy, Council Tax and rent. The 26 year old owes its landlord £3,400 in arrears. Ijust dont know when im going to wake up to that dreadful message saying, that this is your notice, because of the Rent Arrears. So far the ban of the eviction was my Safety Net for me not to be ending up on the streets or anything. Around 400,000 tenants are under threat of eviction, say thejoseph rowntree foundation. Many renters are employed in Retail And Hospitality so their incomes have fallen and their debts mounted during the past year. Families with children as well as black and asian households are struggling the most to avoid eviction. Renters have faced a loss of income and at a higher rate than homeowners through the pandemic, and thats despite all of the extra Income Support through the benefit system. And so they are struggling more, theyre more likely to have fallen behind on their household bills, theyre more likely to have fallen into arrears. Citizens advice calculated average Rent Arrears are £900, but The End of the Ban Wont immediately lead to people being made homeless, as the courts will need to approve all evictions. Ministers say theyll continue to support tenants but also need to be fair to landlords. Piano music. Candy richards says shes lost £9,000 in rent on the house she lets out. Her Tenant Hasnt paid her in 18 months. She told them she wanted them out before the pandemic, but the ban left her powerless to remove them. The eviction ban, what it did do was safeguard tenants who actually had just decided to stop paying rent or were committing anti social behaviour. Because there was no distinction between those tenants that couldnt pay and those tenants that wouldnt pay. Ideally, rudolph would like a role in media, but anyjob that covers his rent would do. He Cant Move elsewhere as hes no savings and plummet in credit rating. A Catch 22 that many tenants are currently facing. Michael buchanan, bbc news, essex. The Uks Economy is likey to expand by more than 7 in 2021. Thats up from the expected growth of 5. 1 according to new data from the organisation for economic cooperation and development. The 0ecd also said prospects for the World Economy had brightened, with activity returning to pre pandemic levels. But it cautioned that the recovery would remain uneven, and vulnerable to fresh setbacks as long as a large proportion of the world s population as long as a large Proportion China has announced that couples will be allowed to have up to three children up from the current limit of two. Census data has shown a steep decline in the birth rate. Five years ago, china abandoned the one Child Policy that had been in place for decades, to limit population growth. 0ur Correspondent Stephen Mcdonell explained more about the Landmark Shift in policy from the chinese government. We had a one Child Policy, then a two Child Policy, now a three Child Policy and some are wondering why i are wondering why was out buying a coffee when announcement i was out buying a coffee when the announcement came that you could see people looking down at the mobile violent as the News Hit their screen. Everybody cannot have three kids. The question is, do they want to have them . The chinese government is hoping to fix its demographic headaches by allowing people to have more kids. The idea is that in the future more young people coming into the workforce and paying more taxes will pay for the increasing number of people hitting retirement age. Heres the challenge also a little Snap Survey and in came the results. Do you want to have three kids now if you have the chance . 1000 people straightaway, i would love to have more kids, three kids, cant wait. Around 700 were a little bit nervous about it, 23,000 Respondents Straightaway said there is no way i would consider having three kids. Translation i have one kid but if the government could give us some sort of subsidy we would definitely have more. Sort of subsidy we would definitely have more have more. Translation three children, have more. Translation three children. Two have more. Translation three children, two are have more. Translation three children, two are enough. Have more. Translation three children, two are enough. Even l have more. Translation three i children, two are enough. Even one is exhausting me. I am tired to death is exhausting me. I am tired to death looking after these two. According to chinas latest Census Birth rates are now at roughly now at 60s level. Why is that . When you talk to young couples they will say, i would rather give one child lots of chances then spread my income over say, several children. Another factor is that we now have generations of people who are completely unaccustomed to the experience of having brother and sisters. Forthem experience of having brother and sisters. For them small families as a way to go. 0ther sisters. For them small families as a way to go. Other factors, sisters. For them small families as a way to go. 0therfactors, in sisters. For them small families as a way to go. Other factors, in the 19705 a way to go. Other factors, in the 1970s poorfarmers a way to go. Other factors, in the 1970s Poor Farmers wanted to have more children because each new Human Being was an addition to the family work unit. Along comes Affluence And Thatis work unit. Along comes affluence and that is gone. Then there are be saying that you Cant Fix demographic problems by simply pouring more people into the equation. Yourejust pouring more people into the equation. Youre just kicking the can down the road. Human expansion cannot go on forever. But all of this is completely hypothetical. The authorities here cant convince young people to have more kids anyway. Fascinating. An armed Ex Soldier On The Run in South Western France has been captured after a 24 hour manhunt. The man, named by police as 29 year old Terry Dupin was cornered in woods in the dordogne region. He was injured in a Shoot Out as police closed in. The manhunt began after police were called to the home of his former partner where he had been acting violently towards her new boyfriend. Dupin is in a critical condition in hospital. A man is in a critical condition and two other people have been seriously injured after a stabbing on a beach in merseyside. Police said two men aged 20 and a 16 year old boy were taken to hospital by Air Ambulance after what they call an unprovoked attack On Formby beach yesterday evening. Detectives have appealed for anyone On The Beach who witnessed the attack to come forward. The israeli prime minister, Benjamin Netanyahu, has urged right wing politicians not tojoin a proposed new Unity Government which threatens to end his twelve years in power. Mr netanyahu described it as a danger to israel s security and future. But the new coalition has already won the backing of his former chief of staff, the Ultra Nationalist politician, Naftali Bennett. Tom bateman has the story there s some Flash Photography in his report. Israel s had four elections in two years, but no clear winner. Its politics is gripped by dysfunction. All the time Benjamin Netanyahu has clung on as prime minister. But now in the fight to form a new coalition, a once loyal right Wing Ally has broken ranks. Last night, Naftali Bennett said he would join a Unity Government, without Mr Netanyahu, as he put the knife into his old boss. Translation instead of managing, dealing with problems, leading, the standard operation is to direct the fire outwards, encourage Hatred And Polarisation among the people, to cover up forfailure. Two thousand years ago, there was a jewish state which fell here, because of internal quarrels. This will not happen again, not on my watch. Naftali bennett is an Ultra Nationalist who favours more jewish settlements in the occupied West Bank and opposes a palestinian state. He s set to join forces with a Centre Ground Politician yair lapid. They are currently in talks and would take it in turns as prime minister. But Mr Netanyahu is hitting back. Translation i heard Naftali Bennett. Unfortunately, he is again misleading the public. Same lies, same empty slogans on Hate And Division from someone who helps hatred and division. And also someone who is perpetrating, i must say, the fraud of the century. At israel s parliament, politicians are meeting to hammer out an agreement on a possible new government, and they could unseat Mr Netanyahu within days. The parties that want him gone have a tough road ahead if they re to get sworn in here as a new government next week. They feel tantalisingly close, and if they do succeed it will be the biggest change in israeli politics in years. But they know one thing Mr Netanyahu won t go down without a fight. It s the worst Massacre In Black American History yet the slaughter of up to 300 black African Americans In Tulsa in 1921 wasn t taught in local schools until 20 years ago. Sparked by an alleged assault by a black man on a white teenager, a white mob rampaged through the affluent Greenwood Area of the city shooting, burning and looting. Today marks the 100th Anniversary. A handful of survivors who lost everything are still waiting for compensation. This report from gary 0 donoghue contains some images you may find distressing. Before the destruction they called it black wall street. But injust 18 hours a murderous white mob had razed a thriving Black Community to the ground making 10,000 people homeless with up to 300 black lives lost. Few dispute that it was the worst single act of racial violence in the history of the united states. I will never forget the violence of the white mob when we left our home. I still see black men being shot, black bodies lying in the street. I still smell smoke and see fire. Because of the massacre my family were driven out of our home. We were left with nothing. So here is the Basement Room where people hid in. And how many do you think came down here . At least a few hundred. Robert turner is the reverend at the vernon ame church. It was one of several burned to the ground during the massacre. The church was rebuilt with parishioners money as the insurers refused to pay out. After the massacre there was this movement by the white community to not ever talk about it because they knew they had gotten away with murder. They didn t want to ever bring it up and any of the black people who brought it up, they were either killed, or run out of town or intimidated into silence. Not a single person was prosecuted for the murders, for the looting or for the arson. Not one black family received a penny in compensation. It would take 75 years for there to be any official recognition that a massacre had taken place at all. While tulsa unites to mark the massacre, there are divisions. That has meant the cancellation of a major concert, the survivors at odds with the city over who should pay them reparations. The centennial is not about concerts, its not about speeches, its not about interviews. It is about focusing on the people that were harmed, and doing everything in our power to make sure those people receive justice, respect and reparations. But while the survivors continue their fight for compensation, some among the younger generation are finding the historyjust too much to cope with. It is so painful that i cant even live in this city. Ijust cant. But i have since moved to atlanta, georgia, i which i consider to be, you know, The New Black wall street. When the president comes to Tulsa Tomorrow he will yet again address a shameful episode in the country s history. And with the murder of George Floyd still uppermost, many will wonder just how much has really changed in america over the past 100 years. Gary 0 donoghue, bbc news, tulsa. Well, let s get more on the story by speaking to our correspondent, gary 0 donoghue, who joins us live from tulsa. Its it s an extraordinary situation, isn t it . Although this is the centenary anniversary. This is not history this is within living memory and there are people who still want compensation who were there at the time. ,. , , time. There are three people still alive who were time. There are three people still alive who were there time. There are three people still alive who were there that time. There are three people still alive who were there that night. L time. There are three people still. Alive who were there that night. The youngest of them is 100. He was a baby. But the others were hundred and 607. One of them actually remembers that night, remember seeing the burning, remember seeing people shot and dead on the street. And has lived with that for all this time. And has waited all this time for any kind of compensation which is not been forthcoming. This of course it has been no recognition until really the last few years that anything of this scale actually happened that night. That is being unobserved here. In the city is starting to come to terms with that. But the question of that emotive idea of reparations which of course, echoes back to the Slave Trade in america, that is still very much unresolved. The fear of course for the survivors is that they will not live to see the day where any of that kind of money is paid to them. Given that this is the 100th Anniversary tremendous focus for campaigners but do you think that this massacre resonates particularly this massacre resonates particularly this year because of what happened to George Floyd and black Lives Matter and the whole movement . I think so. I think in a sense the racial violence against black people is part of The American story. It s not a happy part, it s an incredibly painful and unhappy part. But it is a huge part. And whether that be the murder of George Floyd last year of the assassination of Doctor Martin Luther King Jr. The assassination of Doctor Martin Luther kinng. 0r the assassination of Doctor Martin Luther King Jr. 0r segregation, lynchings, right back to the Slave Trade itself and slavery in the south here. All these things are a significant chapters. But many of these other things have been well documented. We know about rosa parks, we know about emmett till. What we don t know or have known really until now is what happened in tulsa. And this was unquestionably one of the biggest acts of violence against black people in this country has ever Seen. Against black people in this country has ever Seen. Okay. Thank you. Gary odonoghue has ever Seen. Okay. Thank you. Gary odonoghue in has ever Seen. Okay. Thank you. Gary odonoghue in tulsa. Hundreds of afghans who worked for the british military and at its embassy in kabul will be rapidly relocated with many expected to be resettled in the uk. The decision comes amid fears for their safety as international troops prepare to leave the country and the Security Situation deteriorates. 0ur Defence Correspondent Jonathan Beale has more. Afghan interpreters have put their lives on the line, serving alongside british troops in combat in helmand until 2014. Though some have already been allowed to resettle in the uk, many were left behind, and are now living in real danger, with their old employers soon about to leave for good. The departure of all us, british and nato forces is under way. And there are growing concerns that those who work for them will be targeted by the taliban. So the government s agreed a new programme to bring hundreds more back to britain for safety. Along with their immediate families, it could mean more than 3,000 afghans coming here to make their home in the uk. With the western powers leaving afghanistan, the threat is increasing and has increased with targeted attacks against afghans by the taliban. So, we think it s the right thing to do, to stand by these people. They sacrificed a lot to look after us, and now we re going to do the same. The Defence And Home secretaries, Seen here last year meeting some of the afghans who ve already resettled in the uk, say it s a moral obligation to look after them. But it will also be a huge challenge in the midst of the military withdrawal. The last of the 750 british troops in kabul are due to leave by september, and it s not yet clear where these afghan families will be resettled in the uk. Jonathan beale, bbc news.
