People flock to beaches on Bank Holiday monday, on the hottest day of the year so far. Good afternoon. Some scientists who advise the government are calling for the lifting of the final coronavirus restrictions in england on the 21st Ofjune to be delayed because of Infection Rates and the spread of the indian variant. The environment secretary, george eustice, warned that ministers cannot rule out delaying the lockdown easing. He said the situation was dynamic and the data still needed to be assessed. It comes as englands largest Vaccination Centre has opened at twickenham rugby stadium. Heres our health correspondent, anna collinson. Its one of the biggest Rugby Stadiums in the world, but today thousands are being encouraged to come to twickenham for their coronavirus jab. The ground is close to hounslow, an area which has seen a rise in the variant first detected in india. Its been really good. The queue was quite long but it moved quite quickly and everything seems organised. I want the whole country to come out of lockdown, hopefully on the 215t ofjune, so the more people vaccinated the better. So doing our part, really. Nearly three quarters of adults in the uk have now had a first dose. Hounslow s public Health Service says one in ten older people havent taken up their invite for a vaccine. We have in the matter of four or five days pulled this eventl together so we can vaccinate up to 15,000 people in one day. I the reason we have chosen such a big event is we can socially distance people, we can safely get that many people through the stadium. In bolton, an area with one of the highest Infection Rates in the uk, the army is on hand to encourage residents without symptoms to get tested. There is also a Vaccine Bus which can offer a jab to adults in postcodes with high rates of the indian variant. Coronavirus cases in the uk are once again on the rise with a 27 increase in the past week. Whether this will translate into serious illness and hospitalisations is not yet known. There is also a push for people to take up their second jab, which provides more substantial protection. One of the experts advising the government says further easing of restrictions due in three weeks time should be postponed. People are not saying we should abandon Thejune 21st Date altogether butjust to delay it by a few weeks whilst we gather more intelligence and we can look at the trajectory in a clearer way. If you look at the cost and benefits of getting it wrong i think its heavily in the favour of delaying. Ministers say it will be a two Week Wait before they can say for certain whether complete unlocking can go ahead on the 21st Ofjune. I know everybody wants to know whats going to happen but we cannot make thatjudgment until we see the impact of these easings we have just made. The hope is that drives like this in twickenham will make that unlocking more likely. France has tightened restrictions on travel from the uk, to try to stop the spread of the variant of coronavirus first identified in india. New rules came into force at midnight, meaning british tourists will not be allowed in. France is currently listed as an Amber Destination by the uk government, which advises against travel there. Meanwhile, the European Commission says that all eu countries can gradually ease Travel Measures over the summer as the number of Covid I9 vaccinations continues to rise. Eu leaders revealed plans to harmonise Travel Measures across the bloc, including allowing fully vaccinated people to move around without the need for Testing Or Quarantines when travelling from one Eu Country to another. We propose no travel related Testing Or Quarantine for fully vaccinated oi recovered persons. This is already practise in many member states. And it should be independent from where you travel from, or where you are travelling to. We propose a common understanding of who a fully vaccinated person is, in the context of travel. That means 14 days after having received the last dose. Particularly with your eu digital Covid Certificate for vaccination or recovery, you will be able to provide reliable proof that you do not need to be subject to additional restrictions. The new stats for covid are just out and the number of cases for the uk is 3383 cases reported today compared with yesterday, 3240. One death has been reported within 28 days of a positive test on sunday it was six. Were getting reports that a womans body has been recovered from the river in maidenhead, berkshire. Thames Valley Police said officers are at Boulters Lock after a report of a womans body in the river at 7. 15am on monday. The force said the death is being treated as unexplained and formal identification has yet to take place. Officers are working to establish the circumstances and to identify a next of kin. Boulters lock and Cookham Lock are both closed and police are asking that members of the public avoid the area. The Government Ban on landlords being able to evict their tenants during the pandemic ends today. With up to 400,000 tenants in Rent Arrears there is concern that there could be a rise in homelessness. The government says tenants will continue to be supported with longer notice periods and financial help. 0ur social affairs correspondent, michael buchanan, reports. Rudolph has had a year to forget. The Media Company he worked for went bust. He found a job as a carer, but was made redundant so he now delivers takeaway food. It is stressful and its affecting my health and it gives a lot of sleepless nights. His bills have mounted energy, Council Tax and rent. The 26 year old owes its landlord £3,400 in arrears. Ijust dont know when im going to wake up to that dreadful message saying, that this is your notice, because of the Rent Arrears. So far the ban of the eviction was my Safety Net for me not to be ending up on the streets or anything. Around 400,000 tenants are under threat of eviction, say thejoseph rowntree foundation. Many renters are employed in Retail And Hospitality so their incomes have fallen and their debts mounted during the past year. Families with children as well as black and asian households are struggling the most to avoid eviction. Renters have faced a loss of income and at a higher rate than homeowners through the pandemic, and thats despite all of the extra Income Support through the benefit system. And so they are struggling more, theyre more likely to have fallen behind on their household bills, theyre more likely to have fallen into arrears. Citizens advice calculated average Rent Arrears are £900, but The End of the Ban Wont immediately lead to people being made homeless, as the courts will need to approve all evictions. Ministers say theyll continue to support tenants but also need to be fair to landlords. Piano music. Candy richards says shes lost £9,000 in rent on the house she lets out. Her Tenant Hasnt paid her in 18 months. She told them she wanted them out before the pandemic, but the ban left her powerless to remove them. The eviction ban, what it did do was safeguard tenants who actually had just decided to stop paying rent or were committing anti social behaviour. Because there was no distinction between those tenants that couldnt pay and those tenants that wouldnt pay. Ideally, rudolph would like a role in media, but anyjob that covers his rent would do. He Cant Move elsewhere as hes no savings and plummet in credit rating. A Catch 22 that many tenants are currently facing. Michael buchanan, Bbc News, essex. The Uks Economy is likey to expand by more than 7 in 2021. Thats up from the expected growth of 5. 1 according to new data from the organisation for economic cooperation and development. The 0ecd also said prospects for the World Economy had brightened, with activity returning to pre pandemic levels. But it cautioned that the recovery would remain uneven, and vulnerable to fresh setbacks as long as a large proportion of the Worlds Population were not vaccinated. China has announced that couples will be allowed to have up to three children, up from the current limit of two. Census data has shown a steep decline in the birth rate. Five years ago, china abandoned the one Child Policy that had been in place for decades, to limit population growth. The announcement of the new policy was met with mixed reactions on the streets of beijing. Translation i think its a good policy because the ageing of the population is quite serious. I think the country should have published this policy earlier. Couples like us have missed the time that we could have another child. We came here to travel from a third tier city. I think no matter where we live, the mindset is that one child is enough. There should be more Policy Support to encourage people to give birth to more children, including more education support, medical support, so that people are more willing to give birth to children. 0ur correspondent, stephen mcdonell, explained more about the Landmark Shift in policy from the chinese government. We had a one Child Policy, then a two Child Policy, now a three Child Policy and some are wondering why given the demographic situation in this country with an ageing population there are Birth Restrictions here at all. But this is big news. I mean, a little over an hour ago im sure you can see out the window behind me, its a pretty bleak, Rainy Day in china i went out to buy a coffee and, all of a sudden, the news was popping up on peoples phones. You could see them looking at their Mobile Phones bling, bling, bling the headlines are coming through and the chatter around the cafe, three child this, three child that. And, you know, people are talking about what this means for them, but the headache for the authorities has been that they eased off one Child Policy into a two Child Policy and it didnt result in a big uptake in people availing themselves of the opportunity for multiple children. In fact, according to the most recent Census Data here, Birth Rates are at roughly 1960 levels. Somehow or other, youve got to pay for an ageing population with new people coming into the workforce, paying their taxes or whatever, and so the decision has been made to ease this off to a three Child Policy. But, as people have become more affluent here, if youre a poor farmer in the 1970s, more kids means more hands to work the farm. Well, young, affluent couples in the cities dont want that any more and so many have questioned whether or not simply trying to encourage people to have more kids is the way to fix that demographic problem because, after all, you cantjust keep expanding the population forever. Youre just kind of kicking the problem down the road, if you like. Eventually, youre going to have to work out a way to pay for that ageing population so its going to be very interesting to see if this works, if going from a two Child Policy to a three Child Policy does result in more people having kids because certainly we have interviewed them in the Run Up to most recent census and asked people, would you have more kids if you could . And most people you talk to on the streets here say no, they wouldnt. The israeli prime minister, Benjamin Netanyahu, has urged right wing politicians not tojoin a proposed new Unity Government which threatens to end his twelve years in power. Mr netanyahu described it as a danger to israels security and future. But the new coalition has already won the backing of his former chief of staff, the Ultra Nationalist politician, Naftali Bennett. Tom bateman has the story. Theres some Flash Photography in his report. Israels had four elections in two years, but no clear winner. Its politics is gripped by dysfunction. All the time Benjamin Netanyahu has clung on as prime minister. But now in the fight to form a new coalition, a once loyal right Wing Ally has broken ranks. Last night, Naftali Bennett said he would join a Unity Government, without Mr Netanyahu, as he put the knife into his old boss. Translation instead of managing, dealing with problems, leading, the standard operation is to direct the fire outwards, encourage Hatred And Polarisation among the people, to cover up forfailure. Two thousand years ago, there was a jewish state which fell here, because of internal quarrels. This will not happen again, not on my watch. Naftali bennett is an Ultra Nationalist who favours more jewish settlements in the occupied West Bank and opposes a palestinian state. Hes set to join forces with a Centre Ground Politician yair lapid. They are currently in talks and would take it in turns as prime minister. But Mr Netanyahu is hitting back. Translation i heard Naftali Bennett. Unfortunately, he is again misleading the public. Same lies, same empty slogans on Hate And Division from someone who helps hatred and division. And also someone who is perpetrating, i must say, the fraud of the century. At israels parliament, politicians are meeting to hammer out an agreement on a possible new government, and they could unseat Mr Netanyahu within days. The parties that want him gone have a tough road ahead if they to get sworn in here as a new government next week. They feel tantalisingly close, and if they do succeed it will be the biggest change in israeli politics in years. But they know one thing Mr Netanyahu wont go down without a fight. Its the worst massacre in black american history, yet the slaughter of up to 300 black African Americans In Tulsa in 1921 wasnt taught in local schools until 20 years ago. Sparked by an alleged assault by a black man on a white teenager, a white mob rampaged through the affluent Greenwood Area its the worst massacre in black american history, yet the slaughter of up to 300 black African Americans In Tulsa in 1921 wasnt taught in local schools until 20 years ago. Sparked by an alleged assault by a black man on a white teenager, a white mob rampaged through the affluent Greenwood Area of the city shooting, burning and looting. Today marks the 100th anniversary. A handful of survivors who lost everything are still waiting for compensation. This report from Gary 0donoghue contains some images you may find distressing. Before the destruction they called it black wall street. But injust 18 hours a murderous white mob had razed a thriving Black Community to the ground making 10,000 people homeless with up to 300 black lives lost. Few dispute that it was the worst single act of racial violence in the history of the united states. I will never forget the violence of the white mob when we left our home. I still see black men being shot, black bodies lying in the street. I still smell smoke and see fire. Because of the massacre my family were driven out of our home. We were left with nothing. So here is the Basement Room where people hid in. And how many do you think came down here . At least a few hundred. Robert turner is the reverend at the vernon ame church. It was one of several burned to the ground during the massacre. The church was rebuilt with parishioners money as the insurers refused to pay out. After the massacre there was this movement by the white community to not ever talk about it because they knew they had gotten away with murder. They didnt want to ever bring it up and any of the black people who brought it up, they were either killed, or run out of town or intimidated into silence. Not a single person was prosecuted for the murders, for the looting or for the arson. Not one black family received a penny in compensation. It would take 75 years for there to be any official recognition that a massacre had taken place at all. While tulsa unites to mark the massacre, there are divisions. That has meant the cancellation of a major concert, the survivors at odds with the city over who should pay them reparations. The centennial is not about concerts, its not about speeches, its not about interviews. It is about focusing on the people that were harmed, and doing everything in our power to make sure those people receive justice, respect and reparations. But while the survivors continue their fight for compensation, some among the younger generation are finding the historyjust too much to cope with. It is so painful that i cant even live in this city. I just cant. But i have since moved to atlanta, georgia, which i consider to be, you know, The New Black wall street. When the president comes to Tulsa Tomorrow he will yet again address a shameful episode in the countrys history. And with the murder of George Floyd still uppermost, many will wonder just how much has really changed in america over the past 100 years. Gary 0donoghue, Bbc News, tulsa. More than 430,000 volunteers have carried out nearly Two Million tasks for those who had to stay at home during the coronavirus pandemic. This included Phone Calls to the isolated, Delivering Medicines and stewarding Covid Vaccination sites. Duncan kennedy reports. Britain was already a nation of volunteers, but covid 19 has supercharged the desire in people to help. A giant Task Force of unpaid individuals has been mobilized. You ll feel a small scratch. 74,000 people alone have been signed up to support the nhs roll out of its vaccination programme. Giving something back to the nhs for all the wonderful work that they ve been doing through the lockdown, and how busy they ve been. It s fairly busy, i would say, but not absolutely packed, as you can probably see from the pictures from the helicopter. It s been busy with people coming from other parts of the country. I ve been speaking to families who have come from the west midlands, for example. They said it was almost normal. They were delighted to enjoy the hot weather, but they were a little bit apprehensive about covid and i think that s generally the feeling here, that people are relieved, but they don t feel it s quite over yet. The shops are really thrilled to see people back. Local residents not quite so enthusiastic because they are worried that they could bring, these visitors, an unwelcome visitor with them, as the council put it, which is more covid infections. The rates really dropped here in brighton over the last few weeks and local people are worried that the influx could bring it back. Now it s time for a look at the weather with darren bett. Hello there. Strong sunshine today, lots of sunshine around through the rest of the afternoon and into the evening as well. We did start with some areas of cloud, particularly through the midlands, but those have cleared away. Just a bit of Cloud Flirting with some of those eastern coasts of scotland for a while, where it is a little cooler, but otherwise we are looking at temperatures hitting the low 20s, perhaps 24 or 25 around the london area. Plenty of sunshine to end the day. And for many overnight, it will stay dry and clear, there s not going to be as much low cloud coming in are from off the North Sea. Mainly affecting parts of yorkshire, lincolnshire and into eastern areas of scotland. For many, after the warmth and the sunshine of the day, overnight temperatures should remain in double figures. Heading into tomorrow, and most of that Misty Low Cloud will clear fairly quickly in the morning. A few patches could be close to some of those North Sea coasts, up into eastern scotland, but otherwise it is going to be dry and there will be lots of sunshine around. The wind will be light. Sunshine will be strong again. Temperatures maybe a shade higher than today, peaking at 25 or 26. Hello, this is Bbc News with joanna gosling.
