People flock to beaches on Bank Holiday monday, on what could be the hottest day of the year so far. Good afternoon. Some scientists who advise the government are calling for the lifting of the final coronavirus restrictions in england on the 21st Ofjune to be delayed because of Infection Rates and the spread of the indian variant. The environment secretary, george eustice, warned that ministers cannot rule out delaying the lockdown easing. He said the situation was dynamic and the data still needed to be assessed. It comes as englands largest Vaccination Centre has opened at twickenham rugby stadium. Heres our health correspondent, anna collinson. Its one of the biggest Rugby Stadiums in the world, but today thousands are being encouraged to come to twickenham for their coronavirus jab. The ground is close to hounslow, an area which has seen a rise in the variant first detected in india. Its been really good. The queue was quite long but it moved quite quickly and everything seems organised. I want the whole country to come out of lockdown, hopefully on the 215t ofjune, so the more people vaccinated the better. So doing our part, really. Nearly three quarters of adults in the uk have now had a first dose. Hounslow� s public Health Service says one in ten older people havent taken up their invite for a vaccine. We have in the matter of four or five days pulled this eventl together so we can vaccinate up to 15,000 people in one day. I the reason we have chosen such a big event is we can socially distance people, we can safely get that many people through the stadium. In bolton, an area with one of the highest Infection Rates in the uk, the army is on hand to encourage residents without symptoms to get tested. There is also a Vaccine Bus which can offer a jab to adults in postcodes with high rates of the indian variant. Coronavirus cases in the uk are once again on the rise with a 27 increase in the past week. Whether this will translate into serious illness and hospitalisations is not yet known. There is also a push for people to take up their second jab, which provides more substantial protection. One of the experts advising the government says further easing of restrictions due in three weeks time should be postponed. People are not saying we should abandon Thejune 21st Date altogether butjust to delay it by a few weeks whilst we gather more intelligence and we can look at the trajectory and a clearer way. If you look at the cost and benefits of getting it wrong i think its heavily in the favour of delaying. Ministers say it will be a two Week Wait before they can say for certain whether complete unlocking can go ahead on the 21st Ofjune. I know everybody wants to know whats going to happen but we cannot make thatjudgment until we see the impact of these easings we have just made. The hope is that drives like this in twickenham will make that unlocking more likely. France has tightened restrictions on travel from the uk, to try to stop the spread of the variant of coronavirus first identified in india. New rules came into force at midnight, meaning british tourists will not be allowed in. France is currently listed as an Amber Destination by the uk government, which advises against travel there. Meanwhile, the European Commission says that all eu countries can gradually ease Travel Measures over the summer as the number of Covid I9 vaccinations continues to rise. Eu leaders revealed plans to harmonise Travel Measures across the bloc, including allowing fully vaccinated people to move around without the need for Testing Or Quarantines when travelling from one Eu Country to another. We propose no travel or later Testing Or Quarantine for fully vaccinated persons. This is already practised in many Member States and it should be independent from where you travel from or where you are travelling to. We propose a common understanding of who a fully vaccinated person is in the context of travel. That means 14 days after having received the last dose. Particularly with your digital Covid Certificate for Vaccination Or Recovery you will be able to provide reliable proof that you do not need to be subject to additional restrictions. The Government Ban on landlords being able to evict their tenants during the pandemic ends today. With up to 400,000 tenants in Rent Arrears there is concern that there could be a rise in homelessness. The government says tenants will continue to be supported with longer notice periods and financial help. 0ur social affairs correspondent, michael buchanan, reports. Rudolph has had a year to forget. I think the country should have published this policy earlier. Couples like us have missed the time that we could have another child. We came here to travel from a third tier city. I think no matter where we live, the mindset is that one child is enough. There should be more Policy Support to encourage people to give birth to more children, including more education support, medical support, so that people are more willing to give birth to children. 0ur Correspondent Stephen Mcdonell explained more about the Landmark Shift in policy from the chinese government. We had a one Child Policy, then a two Child Policy, now a three Child Policy. Some are wondering why, given the demographic situation in this country, with an ageing population, there are birth restrictions here at all. But this is big news. But the headache for the authorities has been that they eased off one Child Policy into a two Child Policy, and it didnt result in a big uptake in people availing themselves with the opportunity for multiple children. In fact, according to the most recent Census Data here, Birth Rates are roughly at 1960s levels. Now somehow you have got to pay for an ageing population with new people coming into the workforce, paying their taxes or whatever, and so the decision has been made to ease this off to a three Child Policy. But as people have become more affluent here, you know, if you are a poor farmer in the 1970s, more kids means more hands to work the farm. Young, affluent couples in the cities dont want that any more. So many have questioned whether or not simply trying to encourage people to have kids is the way to fix that demographic problem. After all, you cannotjust keep expanding the population forever, you are just kicking the problem down the road, if you like. Eventually you will have to work out a way to pay for that ageing population. So it will be interesting to see if this works, if going from a two Child Policy to a three Child Policy does result in more people having kids. Certainly we have interviewed them in the Run Up to the most recent census and asked people, would you have more kids if you could . Most people you talk to on the streets say, no, they wouldnt. The israeli prime minister, Benjamin Netanyahu, has urged right wing politicians not tojoin a proposed new Unity Government which threatens to end his twelve years in power. Mr netanyahu described it as a danger to israels security and future. But the new coalition has already won the backing of his former chief of staff, the Ultra Nationalist politician, Naftali Bennett. The head of the centrist opposition party, yair lapid, says there are obstacles ahead but has expressed hope that they can be overcome. Tom bateman has the story. All the time Benjamin Netanyahu has clung on as prime minister. But now in the fight to form a new coalition, a once loyal right Wing Ally has broken ranks. Naftali bennett is an Ultra Nationalist who favours more jewish settlements in the occupied West Bank and opposes a palestinian state. Hes set to join forces with a Centre Ground Politician yair lapid. They are currently in talks and would take it in turns as prime minister. But Mr Netanyahu is hitting back. And also someone who is perpetrating, i must say, the fraud of the century. At israels parliament, politicians are meeting to hammer out an agreement on a possible new government, and they could unseat Mr Netanyahu within days. The parties that want him gone have a tough road ahead if they to get sworn in here as a new government next week. They feel tantalisingly close, and if they do succeed it will be the biggest change in israeli politics in years. But they know one thing Mr Netanyahu wont go down without a fight. The man, named by police as 29 year old terry dupin, had fled to a forest after shooting at police on saturday. Dubin was injured in a Shoot Out as police closed in. The manhunt began after police were called to the home of his former partner where he had been acting violently towards her new boyfriend. When police came he fired on their vehicles, then fled. A man is in a critical condition and two other people have been seriously injured after a stabbing on a beach in merseyside. Police said two men aged 20 and a 16 year old boy were taken to hospital by Air Ambulance after what they call an � unprovoked attack� On Formby beach yesterday evening. Detectives have appealed for anyone On The Beach who witnessed the attack to come forward. We dont need reminding nowadays what a lethal and highly contagious virus can do to our world. Within weeks of its appearance in the chinese city of wuhan, covid 19 had spread to almost everywhere on earth. Covid and other dangerous viruses are studied here at porton down, britains top secret centre for biological and chemical research. There are 50 or so top level labs like this around the world, all of them tightly controlled. But theres another lesser category of scientific laboratories right round the world which also deal with dangerous pathogens and diseases. There are literally thousands of them so many that the international agencies simply cant keep a proper eye on them. Hamish De Bretton Gordon is one of the top international experts on chemical and biological warfare. I met him in northern iraq several years ago. He stresses that most of the worlds unregulated biological laboratories are probably above board. But unfortunately there are people who want to do us harm out there, and at the moment i think these laboratories are a bit of an open goal. And covid, the pandemic, has really been a sort of Neon Advert to every terrorist, despot, Rogue State and bad actor, that this is something that they can use to recreate the terror they desire. General David Petraeus, who was the commander of us forces in iraq and then a head of the cia, believes strongly that the g7 should press for greater international control over the worlds biological laboratories. Virtually any american president would want to support an initiative like this. This is certainly something that the g7 could discuss in their upcoming summit meeting. The leaders of the world would have to take this forward. And again its hard for me to believe that there are any leaders out there other than some very rogue nations who would not sign up to a convention. Sparked by an alleged assault by a black man on a white teenager, a white mob rampaged through the affluent Greenwood Area of the city shooting, burning and looting. Today marks the 100th anniversary. A handful of survivors who lost everything are still waiting for compensation. This report from Gary 0donoghue contains some images you may find distressing. Before the destruction they called it black wall street. But injust 18 hours a murderous white mob had razed a thriving Black Community to the ground making 10,000 people homeless with up to 300 black lives lost. Few dispute that it was the worst single act of racial violence in the history of the united states. I will never forget the violence of the white mob when we left our home. I still see black men being shot, black bodies lying in the street. I still smell smoke and see fire. Because of the massacre my family were driven out of our home. We were left with nothing. So here is the Basement Room where people hid in. And how many do you think came down here . At least a few hundred. Robert turner is the reverend at the vernon ame church. It was one of several burned to the ground during the massacre. The church was rebuilt with parishioners� money as the insurers refused to pay out. After the massacre there was this movement by the white community to not ever talk about it because they knew they had gotten away with murder. They didn� t want to ever bring it up and any of the black people who brought it up, they were either killed, or run out of town or intimidated into silence. Not a single person was prosecuted for the murders, for the looting or for the arson. Not one black family received a penny in compensation. It would take 75 years for there to be any official recognition that a massacre had taken place at all. While tulsa unites to mark the massacre, there are divisions. That has meant the cancellation of a major concert, the survivors at odds with the city over who should pay them reparations. The centennial is not about concerts, its not about speeches, its not about interviews. It is about focusing on the people that were harmed, and doing everything in our power to make sure those people receive justice, respect and reparations. But while the survivors continue their fight for compensation, some among the younger generation are finding the historyjust too much to cope with. It is so painful that i can� t even live in this city. I just can� t. But i have since moved to atlanta, georgia, which i consider to be, you know, The New Black wall street. When the president comes to Tulsa Tomorrow he will yet again address a shameful episode in the country� s history. And with the murder of George Floyd still uppermost, many will wonder just how much has really changed in america over the past 100 years. Richie uses an artificial aid that has a standard computerised pronunciation but he wanted something that was a lot closer to his native yorkshire accent. Now after local people stepped in to help he finally has a voice that feels right for him. Alison freeman has the story. My name is richard cottingham. Im richard cottingham. But i like to be called richie. Finding his voice has been an emotional experience for richie cottingham. It made me cry on tuesday, when i heard it for the very first time, many happy tears. Richie, who� s 26 and has Cerebral Palsy, said he was fed up with the american accent his Speech Aid gave him, because it didn� T Match his identity. So, he asked people with east Yorkshire Accents to come forward to record their voices for him. And more than 35 men, who were from the area around his home of howden, did just that. I� m richard cottingham. Hi, im richard cottingham. But i like to be called richie. Three were blended together to make richie� s final unique voice. Now i am a yorkshireman, not an american. It means i can communicate with my own voice. What do you think is that the one . Yes, i think thats the one i think weve got it it is a unique blend, yeah. So the technology that they use is really clever. Its taken bits of the different three voices and blended them together to make a completely new voice. So, as richie and i have discussed, he doesnt sound like any of the original three donors. The voice that hes got is completely brand new and unique to him, and will stay that way. I think everything that we do with communication has the power to be transformative. It� s taken just two months for richie to find his voice, and now, it� ll last a lifetime. It feels awesome and i love it. Everyone has been really excited and can� t wait to hear it. I think it will take people time to get used to hearing the new me.
