We propose no travel or later testing for fully vaccinated persons. This is already practised in many Member States and it should be independent from where you travel from or where you are travelling to. We propose a common understanding of who a fully vaccinated person is in the context of travel. That means 14 days after having received the last dose. Now somehow you have got to pay for an ageing population with new people coming into the workforce, paying their taxes or whatever, and so the decision has been made to ease this off to a three Child Policy. But as people have become more affluent here, you know, if you are a poor farmer in the 1970s, more kids means more hands to work the farm. Young, affluent couples in the cities dont want that any more. So many have questioned whether or not simply trying to encourage people to have kids is the way to fix that demographic problem. After all, you cannotjust keep expanding the population forever, you are just kicking the problem down the road, if you like. Eventually you will have to work out a way to pay for that ageing population. So it will be interesting to see if this works, if going from a two Child Policy to a three Child Policy does result in more people having kids. Certainly we have interviewed them in the Run Up to the most recent census and asked people, would you have more kids if you could . Most people you talk to on the streets say, no, they wouldnt. The israeli prime minister, Benjamin Netanyahu, has urged right wing politicians not tojoin a proposed new Unity Government which threatens to end his twelve years in power. Mr netanyahu described it as a danger to israels security and future. But the new coalition has already won the backing of his former chief of staff, the Ultra Nationalist politician, Naftali Bennett. The head of the centrist opposition party, yair lapid, says there are many obstacles ahead but has expressed hope that they can be overcome. Tom bateman has the story. They feel tantalisingly close, and if they do succeed it will be the biggest change in israeli politics in years. But they know one thing Mr Netanyahu wont go down without a fight. An armed Ex Soldier On The Run in South Western France has been captured after a 24 hour manhunt. The man, named by police as 29 year old terry dupin, had fled to a forest after shooting at police on saturday. Dubin was injured in a Shoot Out as police closed in. The manhunt began after police were called to the home of his former partner where he had been acting violently towards her new boyfriend. When police came he fired on their vehicles, then fled. Police have been speaking today. So following on from the work we had been doing, we located him on the edge of the area where we thought he was hiding. There was a moment when he made contact with the police and opened fire several times against them. They fired back and neutralised him. A man is in a critical condition and two other people have been seriously injured after a stabbing on a beach in merseyside. Police said two men aged 20 and a 16 year old boy were taken to hospital by Air Ambulance after what they call an � unprovoked attack� On Formby beach yesterday evening. Detectives have appealed for anyone On The Beach who witnessed the attack to come forward. There are literally thousands of them so many that the international agencies simply cant keep a proper eye on them. Hamish De Bretton Gordon is one of the top international experts on chemical and biological warfare. I met him in northern iraq several years ago. He stresses that most of the worlds unregulated biological laboratories are probably above board. But unfortunately there are people who want to do us harm out there, and at the moment i think these laboratories are a bit of an open goal. And covid, the pandemic, has really been a sort of Neon Advert to every terrorist, despot, Rogue State and bad actor, that this is something that they can use to recreate the terror they desire. General David Petraeus, who was the commander of us forces in iraq and then a head of the cia, believes strongly that the g7 should press for greater international control over the worlds biological laboratories. Virtually any american president would want to support an initiative like this. This is certainly something that the g7 could discuss in their upcoming summit meeting. The leaders of the world would have to take this forward. And again its hard for me to believe that there are any leaders out there other than some very rogue nations who would not sign up to a convention. Britain was already a nation of volunteers, but covid 19 has supercharged the desire in people to help. A giant Task Force of unpaid individuals has been mobilized. Youll feel a small scratch. 74,000 people alone have been signed up to support the nhs roll out of its vaccination programme. Giving something back to the nhs for all the wonderful work that theyve been doing through the lockdown, and how busy theyve been. And its just been so rewarding to know that you can help somebody that needs your help. Most volunteering has been channelled through the Nhs Volunteer responders programme, set up at the start of the pandemic. Todays figures show its had 436,000 recruits, whove carried out 1. 9 million tasks. That includes 14,500 lifts to and from hospitals, and more than 800,000 check in and chats on people who are lonely or isolated. Its the worst massacre in black american history, yet the slaughter of up to 300 black African Americans In Tulsa in 1921 wasnt taught in local schools until 20 years ago. Sparked by an alleged assault by a black man on a white teenager, a white mob rampaged through the affluent Greenwood Area of the city shooting, burning and looting. Today marks the 100th anniversary. A handful of survivors who lost everything are still waiting for compensation. This report from Gary 0donoghue contains some images you may find distressing. Before the destruction they called it black wall street. But injust 18 hours a murderous white mob had razed a thriving Black Community to the ground making 10,000 people homeless with up to 300 black lives lost. Few dispute that it was the worst single act of racial violence in the history of the united states. I will never forget the violence of the white mob when we left our home. I still see black men being shot, black bodies lying in the street. I still smell smoke and see fire. Because of the massacre my family were driven out of our home. We were left with nothing. So here is the Basement Room where people hid in. And how many do you think came down here . At least a few hundred. Robert turner is the reverend at the vernon ame church. It was one of several burned to the ground during the massacre. The church was rebuilt with parishioners� money as the insurers refused to pay out. After the massacre there was this movement by the white community to not ever talk about it because they knew they had gotten away with murder. They didn� t want to ever bring it up and any of the black people who brought it up, they were either killed, or run out of town or intimidated into silence. Not a single person was prosecuted for the murders, for the looting or for the arson. Not one black family received a penny in compensation. It would take 75 years for there to be any official recognition that a massacre had taken place at all. While tulsa unites to mark the massacre, there are divisions. That has meant the cancellation of a major concert, the survivors at odds with the city over who should pay them reparations. The centennial is not about concerts, its not about speeches, its not about interviews. It is about focusing on the people that were harmed, and doing everything in our power to make sure those people receive justice, respect and reparations. But while the survivors continue their fight for compensation, some among the younger generation are finding the historyjust too much to cope with. It is so painful that i can� t even live in this city. I just can� t. But i have since moved to atlanta, georgia, which i consider to be, you know, The New Black wall street. And with the murder of George Floyd still uppermost, many will wonder just how much has really changed in america over the past 100 years. Gary 0� donoghue, Bbc News, tulsa. New rules designed to reduce the number of fake Whiplash Claims have come into force in england and wales. The government says the changes will save the average motorist around £35 a year on their car insurance. The system has been simplified and motorists can now use an online portal to make accident claims under £5,000. There is now a ban on settling Whiplash Cases without medical evidence, a practice which has in the past opened the door to fraudulent or exaggerated claims. Insurers have pledged to pass on the savings that these reforms will create to drivers. Will batchelor reports. More than 80 of all personal injury claims for Road Traffic accidents last year were related to whiplash over half A Million of them. A rise in fraud has been blamed for driving up the figures, even as the number of crashes has fallen. Sadly, a number of them, frankly, that have been fraudulent claims, and that� s resulted in an increase in premiums for all of us. That� s not good for road users, and it� s certainly not good in terms of the reputation of the insurance industry. And that� s why i think the new online system, dealing with those smaller claims, will help root out Fraud And Help reduce premiums for all of us. People can use a new online portal for claims of less than £5,000. It� s meant to simplify the process and remove the need for expensive lawyers. Medical evidence will now be required in Whiplash Cases. The Trade Body for insurers said motorists will see cheaper premiums as a result. It is going to cut out expensive legal fees which sometimes can be more than the actual value of the claim. And in turn, if we can get those savings into the system, all honest motorists out there should be benefiting from it. The government says the changes will stop those looking for an easy payday abusing the system, while ordinary drivers pay the price. Will batchelor, Bbc News. It� s fairly busy, i would say, but not absolutely packed, as you can probably see from the pictures from the helicopter. It� s been busy with people coming from other parts of the country. I� ve been speaking to families who have come from the west midlands, for example. They said it was almost normal. They were delighted to enjoy the hot weather, but they were a little bit apprehensive about covid and i think that� s generally the feeling here, that people are relieved, but they don� t feel it� s quite over yet. The shops are really thrilled to see people back. Local residents not quite so enthusiastic because they are worried that they could bring, these visitors, an unwelcome visitor with them, as the council put it, which is more covid infections. The rates really dropped here in brighton over the last few weeks and local people are worried that the influx could bring it back. Now it� s time for a look at the weather with darren bett. Hello there. Strong sunshine today, lots of sunshine around through the rest of the afternoon and into the evening as well. We did start with some areas of cloud, particularly through the midlands, but those have cleared away. Just a bit of Cloud Flirting with some of those eastern coasts of scotland for a while, where it is a little cooler, but otherwise we are looking at temperatures hitting the low 20s, perhaps 24 or 25 around the london area. Plenty of sunshine to end the day. And for many overnight, it will stay dry and clear, there� s not going to be as much low cloud coming in are from off the North Sea. Mainly affecting parts of yorkshire, lincolnshire and into eastern areas of scotland. For many, after the warmth and the sunshine of the day, overnight temperatures should remain in double figures. Heading into tomorrow, and most of that Misty Low Cloud will clear fairly quickly in the morning. A few patches could be close to some of those North Sea coasts, up into eastern scotland, but otherwise it is going to be dry and there will be lots of sunshine around. The wind will be light.
