Events are being held to mark the First Anniversary of the murder of george floyd; members of his family will meet President Biden later. And, the england manager Gareth Southgate announces his provisional squad for the Upcoming European championships. Council leaders and local officials representing two Million People in eight areas of england hardest hit by The Indian Coronavirus Variant have strongly criticised the way the government issued new guidance for their regions. The guidance restricts travel and indoor gatherings, but some local Authorities Say they were told about it only several days after it was published on a government website. Downing street denies the changes amount to Local Lockdowns by stealth. Our Health Correspondent Katharine Da Costa reports. An extra push to vaccinate in bed ford, one of the hotspots receiving Additional Support to tackle the fastest spreading variety. Several councils were surprised to learn of new guidance advising people against Nonessential Travel. I new guidance advising people against Nonessential Travel. NonEssential Travel. I dont agree with the governments Nonessential Travel. I dont agree i with the governments assessment, Nonessential Travel. I dont agree with the governments assessment, it is telling people they shouldnt be doing things they have been permitted to do. Doing things they have been permitted to do. There was no warnin permitted to do. There was no warning about permitted to do. There was no warning about what permitted to do. There was no warning about what would permitted to do. There was no warning about what would happen, apparently it was on the web site on friday apparently it was on the web site on friday evening of all times. So there friday evening of all times. So there was friday evening of all times. So there was nothing official. It is another example there was nothing official. It is another example of there was nothing official. It is another example of the government doing another example of the government doing to another example of the government doing to us another example of the government doing to us without another example of the government doing to us without working another example of the government doing to us without working with another example of the government doing to us without working with us. So its doing to us without working with us. So its caused doing to us without working with us. So its caused a doing to us without working with us. So its caused a lot doing to us without working with us. So its caused a lot of doing to us without working with us. So its caused a lot of confusion. So its caused a lot of confusion. We were so its caused a lot of confusion. We were only so its caused a lot of confusion. We were only alerted so its caused a lot of confusion. We were only alerted to so its caused a lot of confusion. We were only alerted to it so its caused a lot of confusion. We were only alerted to it by. We were only alerted to it by journalists we were only alerted to it by journalists late we were only alerted to it by journalists late last we were only alerted to it by journalists late last night. I we were only alerted to it by| journalists late last night. On frida journalists late last night. Friday government guidance journalists late last night. friday government guidance was updated on its web site for eight areas. It advises them to meet outside rather than inside, to keep two metres apart from people outside of their household or support bubble and to avoid travelling in and out of the affected areas unless for essential reasons such as work or education. Downing street denies it amounts to Local Lockdowns, ministers say the guidance is extra caution on top of testing and vaccinations. But labour said the failure to alert local leaders was shameful and called for an update. As the Prime Minister said, we want the whole country to move out of the restrictions together and we are trusting people to be responsible and to act with caution and common sense as they have done throughout this pandemic and to make decisions about how best to protect themselves informed by the risks. Can the minister understand how upsetting can the minister understand how upsetting it is, how insulting it is to have upsetting it is, how insulting it is to have new restrictions imposed upon to have new restrictions imposed upon us, to have new restrictions imposed upon us, Local Lockdowns by The Back Door and upon us, Local Lockdowns by The Back Door and the upon us, Local Lockdowns by The Back Door and the Secretary Of State doesht door and the Secretary Of State doesnt even tell us . Nightclubs and others are still doesnt even tell us . Nightclubs and others are still waiting doesnt even tell us . Nightclubs and others are still waiting to doesnt even tell us . Nightclubs and others are still waiting to hear others are still waiting to hear whether all restrictions will be lifted injune. Ministers have said they are confident they will, but they are confident they will, but the decision will depend on how much faster the indian variety is spreading and how well the vaccine is working. Lets go to a News Conference and the mayor of Greater Manchester is leading that. There are other local leaders there. Lets hear their comments about what has been uncovered here. fin hear their comments about what has been uncovered here. Been uncovered here. On mute richard . Try been uncovered here. I cant the slides many of you will be familiar with. I cant see them at the moment. I hope theyre going to appear the moment. I hope theyre going to appear on the moment. I hope theyre going to appear on my screen. Brilliant. Thank appear on my screen. Brilliant. Thank you. Appear on my screen. Brilliant. Thank you, jessica. We are going to start with thank you, jessica. We are going to start with the prevalence slide, the number start with the prevalence slide, the number of start with the prevalence slide, the number of cases per 100,000 of population up to 20th may. So we have already got some indications of what is have already got some indications of what is likely to happen next. As you all what is likely to happen next. As you all know that bolton really does stand you all know that bolton really does stand out you all know that bolton really does stand out from every where else. You have seen stand out from every where else. You have seen that rapid increase over a that he week period. Over a threeweek that he week period. Over a three week period. Most of the places three week period. Most of the places have seen an increase over the same places have seen an increase over the same period, but at nothing like the same period, but at nothing like the same the same period, but at nothing like the same rate. Bury, Manchesterand Trafford the same rate. Bury, Manchesterand Trafford have gone into the amber range trafford have gone into the Amber Range A trafford have gone into the amber range. A couple of places have even gone range. A couple of places have even gone down range. A couple of places have even gone down. Stockport and tameside have gone gone down. Stockport and tameside have gone down. This does reflect the variant have gone down. This does reflect the variant of concern, which is having the variant of concern, which is having an the variant of concern, which is having an effect across Greater Manchester. We do expect to see a small manchester. We do expect to see a small rise manchester. We do expect to see a small rise in manchester. We do expect to see a small rise in the numbers, but all the india small rise in the numbers, but all the india indications are again, excluding the india indications are again, excluding bolton, that those are likely excluding bolton, that those are likely to excluding bolton, that those are likely to be moderate increases. I will talk likely to be moderate increases. I will talk about the impact on that as we will talk about the impact on that as we go will talk about the impact on that as we go through the slide set. If we turn as we go through the slide set. If we turn to as we go through the slide set. If we turn to the next slide. The next siide we turn to the next slide. The next slide is we turn to the next slide. The next slide is the we turn to the next slide. The next slide is the over 605. Again bolton i5 5lide is the over 605. Again bolton is higher slide is the over 605. Again bolton is higher than every where else, but the numbers are a lot lower in every where the numbers are a lot lower in every where apart the numbers are a lot lower in every where apart from bolton i5 the numbers are a lot lower in every where apart from bolton is still in green where apart from bolton is still in green territory and it is a territory green territory and it is a territory where even one or two extra territory where even one or two extra cases territory where even one or two extra cases a day can make a significant extra cases a day can make a Significant Impact to the numbers. What 5ignificant impact to the numbers. What this Significant Impact to the numbers. What this tells us is that the vaccine what this tells us is that the vaccine has been effective. These are Peopie Vaccine has been effective. These are people who are likely to have been are people who are likely to have been vaccinated twice and it is clearly been vaccinated twice and it is clearly having an impact in transmission and in virulence, if Peopie Transmission and in virulence, if peopie Are Transmission and in virulence, if people are getting the virus, thevre people are getting the virus, theyre less likely to become seriously ill a5 a result. Although the numbers are going up slightly, this stilt the numbers are going up slightly, this still remains a good news siide~ this still remains a good news siide~ if this still remains a good news slide. If we turn to the next one. Which slide. If we turn to the next one. Which i slide. If we turn to the next one. Which i suppose i5 slide. If we turn to the next one. Which i suppose is the most Graphic Aladministration of what is illustration of what is happening. This shows you where they are. The iriggest this shows you where they are. The biggest area is in the 15 and under ae biggest area is in the 15 and under age group, biggest area is in the 15 and under age group, that is the biggest increase. Age group, that is the biggest increase, and then it is students of working increase, and then it is students of working age and at the 65 plusses, although working age and at the 65 plusses, although there has been a small increase. Although there has been a small increase, it is a a very minor increase~ increase, it is a a very minor increase in increase, it is a a very minor increase. In the fading that you can see, you increase. In the fading that you can see, you will increase. In the fading that you can see, you will also see again in other see, you will also see again in other places if you look at bury and rochdaie other places if you look at bury and rochdale and wigan and tameside, a very Smatt Rochdale and wigan and tameside, a very small increase in the 16 to 44 ae very small increase in the 16 to 44 age group very small increase in the 16 to 44 age group. That is where cases have tended age group. That is where cases have tended to age group. That is where cases have tended to be reflecting vaccination. It is tended to be reflecting vaccination. It is not tended to be reflecting vaccination. It is not the case that we are not getting it is not the case that we are not getting any illness. But it is the case getting any illness. But it is the case that getting any illness. But it is the case that the level of illness is nothing case that the level of illness is nothing like what we saw in the second nothing like what we saw in the second and third waves in Greater Manchester. The next slide. Which is around manchester. The next slide. Which is around care manchester. The next slide. Which is around care homes. This number has been around care homes. This number has been stabie around care homes. This number has been stable for a while now. You are now in been stable for a while now. You are now in this been stable for a while now. You are now in this sort of area where even one or now in this sort of area where even one or two now in this sort of area where even one or two cases will add one or two percentage one or two cases will add one or two percentage points. It remains very low. Percentage points. It remains very low this percentage points. It remains very low. This deals with care home residents, low. This deals with care home residents, we will see similar residents, we will 5ee similar numbers residents, we will see similar numbers for care home staff. In terms numbers for care home staff. In terms of numbers for care home staff. In terms of having visitors to care homes terms of having visitors to care homes and terms of having visitors to care homes and the residents being able to get homes and the residents being able to get out, homes and the residents being able to get out, this is very good news indeed to get out, this is very good news indeed. Move to the next slide. I5 indeed. Move to the next slide. Is indeed. Move to the next slide. Is in is whats indeed. Move to the next slide. Is in is whats happening with our hospitals in is whats happening with our hospitals. Now, given the numbers we have seen hospitals. Now, given the numbers we have seen in hospitals. Now, given the numbers we have seen in the past, these numbers still remain have seen in the past, these numbers still remain relatively small and the over still remain relatively small and the over all trend is in the right direction the over all trend is in the right direction. You will see a small increase direction. You will see a small increase in direction. You will see a small increase in the number of weekly admissions. Very marginal increase in patient admissions. Very marginal increase in patient diagnosis. A small increase in patient diagnosis. A small increase in the number of beds occupied increase in the number of beds occupied. That increase in the number occupied. That increase in the number of occupied. That increase in the number of beds occupied i5 occupied. That increase in the number of beds occupied is almost entirely number of beds occupied is almost entirely the increase that is boenlt generai~ entirely the increase that is boenlt generai~ i entirely the increase that is boenlt general. I think bolton general had 41, 42 general. I think bolton general had 41, 42 patients with covid yesterday. If you compare that to the peak, yesterday. If you compare that to the peak, that is less than a third of the the peak, that is less than a third of the peak. That is at a peak when the actual of the peak. That is at a peak when the actual prevalence was lower than it is now the actual prevalence was lower than it is now. The big message that even though it is now. The big message that even though there is a high proportion of cases. Though there is a high proportion of cases. That though there is a high proportion of cases, that high proportion is not transiating cases, that high proportion is not translating into increases in hospitalisation or significant increases in hospitalisation. And more increases in hospitalisation. And more importantly, not leading to more more importantly, not leading to more people being in icu. Yes, peopie more people being in icu. Yes, peopie are more people being in icu. Yes, people are getting sick, but now very few people are getting sick, but now very few are getting seriously sick. Again very few are getting seriously sick. Again in very few are getting seriously sick. Again in partial consequence of the ae again in partial consequence of the age groups that are now getting the virus. Age groups that are now getting the virus. But age groups that are now getting the virus, but also the impact of vaccination a5 virus, but also the impact of vaccination as well. So if we turn to what vaccination as well. So if we turn to what is vaccination as well. So if we turn to what is the last slide, i think if to what is the last slide, i think it we to what is the last slide, i think it we got to what is the last slide, i think if ive got any messages today it is on this if ive got any messages today it is on this slide. Clearly in parts of bolton, on this slide. Clearly in parts of bolton, parts of manchester, rochdale, trafford, other parts of greater rochdale, trafford, other parts of Greater Manchester, we are now not only doing Greater Manchester, we are now not only doing Surge Testing, but we are doing only doing Surge Testing, but we are doing Surge Vaccination, where for doing 5urge vaccination, where for residents doing Surge Vaccination, where for residents in doing Surge Vaccination, where for residents in particular areas that we think residents in particular areas that we think are at a higher risk, anybody we think are at a higher risk, anybody over 18 can get a vaccine. Largeiv anybody over 18 can get a vaccine. Largely through pop ups, through drop in largely through pop ups, through drop in inserre it is. We have had centres. Drop in inserre it is. We have had centres, we have had people gueueing centres, we have had people queueing for two hours in some cases queueing for two hours in some cases the queueing for two hours in some cases. The take up has been really good cases. The take up has been really good we cases. The take up has been really good. We are going to keep that going good. We are going to keep that going for good. We are going to keep that going for as long as we can. Because the evidence is quite clear that Vaccination I5 the evidence is quite clear that vaccination is making a difference. If i vaccination is making a difference. If i can vaccination is making a difference. If i can turn vaccination is making a difference. If i can turn to the 50 to 69 figure~ if i can turn to the 50 to 69 figure. That is an area where the second figure. That is an area where the second doses are still being administered. Anybody who is awaiting administered. Anybody who is awaiting a second dose will get a call from awaiting a second dose will get a call from the nhs inviting them to id call from the nhs inviting them to go and call from the nhs inviting them to go and get their second vaccination. So we go and get their second vaccination. So we dont go and get their second vaccination. So we dont want people ringing up. But when so we dont want people ringing up. But when they do get that call and are invited but when they do get that call and are invited to go for a second vaccination, can ijust say go as quickly vaccination, can ijust say go as quickly as vaccination, can ijust say go as quickly as you can, because it does make quickly as you can, because it does make a quickly as you can, because it does make a real quickly as you can, because it does make a real difference. There is research make a real difference. There is Research Figures being released this week that Research Figures being released this week that show depending which vaccine week that show depending which vaccine youre using that your second vaccine youre using that your second dose can increase the Immunisation Impact by between 2 and 3 times Immunisation Impact by between 2 and 3 times what one dose is. That second 3 times what one dose is. That second dose does make a big difference if you get the invite, piease difference if you get the invite, please go and get it as quickly as possible please go and get it as quickly as possible. Overall, please go and get it as quickly as possible. Over all, and the clue is in the possible. Over all, and the clue is in the language, the indian variant is the in the language, the indian variant is the variant of concern. More peopie is the variant of concern. More peopie are is the variant of concern. More people are showing evidence of having people are showing evidence of having caught the virus, particularly between those age groups particularly between those age groups. But it is not having any serious groups. But it is not having any serious impact of the ability of nhs in general serious impact of the ability of nhs in generaland the serious impact of the ability of nhs in general and the acute sector to be able in general and the acute sector to be able to in general and the acute sector to be able to provide services and to et be able to provide services and to get on be able to provide services and to get on with be able to provide services and to get on with the job of recovery and deal with get on with the job of recovery and deal with the backlog that has accumulated over the last 12 months. We think accumulated over the last 12 months. We think we accumulated over the last 12 months. We think we can maintain that position. We think we can maintain that position, but we can only do that if peopie position, but we can only do that if peopie get position, but we can only do that if people get vaccinated when they have the chance people get vaccinated when they have the chance to get vaccinated. If peopie the chance to get vaccinated. If people who have got the virus follow the rules people who have got the virus follow the rules on Self Isolation and we still continue to be sensible about the way still continue to be sensible about the way we behave, even though we do cieariv the way we behave, even though we do clearly have the way we behave, even though we do clearly have very welcome more freedom clearly have very welcome more freedom now, lets use it in a responsible where, Wearing Masks in public responsible where, Wearing Masks in public spaces, maintaining Hygiene Standards public spaces, maintaining Hygiene Standards and maintaining social distancing a5 standards and maintaining social distancing as well. If we do all of those distancing as well. If we do all of those things, i think we are fairly confident those things, i think we are fairly confident that we will be able to contain confident that we will be able to contain this particular outbreak. Thank you very much. I thank you very much indeed david. If i might add to what david and sir richard have said and we will open up richard have said and we will open up to questions. We have been thrown into some confusion over night and we have been trying to make sense of things. I know our concerns in manchester are shared by mayor, combined authorities in other parts that are also affected. As david said, it would appear that guidance was reissued on friday, but it has been amended and put more emphasis around travel and hence the confusion that has been, been created. Nobody in our system was told about this change in the presentation of the guidance and i think it was the Manchester Evening News that first brought it to attention. There has been a huge amount of confusion and this would appear to be amount of confusion and this would appearto be in amount of confusion and this would appear to be in my view a major Communication Eror of the kind we saw a lot of last year. It does have a real impact on peoples lives and this is the important thing to say, it doesnt just affect this is the important thing to say, it doesntjust affect bolton residents, although it does affect them very much. But people have to remember that bolton residents work in other parts of Greater Manchester and other residents of our nine other areas work in bolton and there are people travelling around each day and this impacts on them when they hear reports of this kind coming out. It also strengthens daves point that davids point to take one area in isolation is unlikely to work, because of the Cross Border Travel that i just mentioned. So it has caused a lot of confusion. We are hearing that schools are confused about whether schools are confused about whether school trips can happen, Amateur Sport has been thrown into a bit of chaos as a result, people will have plans for the bank holiday and all of it needs clearing up. It is important david and his colleagues have had clarification from government. I would have had clarification from government. Iwould make have had clarification from government. I would make three points. Dont overreact to it, but we need to clear it up quickly if we are to move forward with the road map and everyone to stick to that. The first is the government does need to issue a further clarification exactly what it means by the guidance to the residents of bolton and beyond are in no doubt what is being asked of them and the status of guidance is made clear to people. That does need to be done by a minister later today so that everyone knows exactly where they stand and there is no room whatsoever for any confusion here, as we move forward. The second point is that i think we need to clear up a contradiction in governments approach between this guidance and the position of the Department For Education when it comes to schools. So here we have obviously a local piece of guidance, but we are being told by the Department For Education at a National Level there can be no deviation from the National Position on schools, where it is being said now that schools should not enforce or require the wearing of face coverings within schools. Now, not just in bolton, but certainly in bolton, there are school there is and across Greater Manchester that are looking at the local situation and wanting to apply local discretion as to the situation within their school and their community and that is entirely understandable and right, the discretion to require wearing of face coverings within the school, the ability to reintroduce testing should that be judged necessary. Greater manchester will put forward a request to synchronise the goodance that is more guidance Thatis Goodance that is more guidance that is more general, there is a discrepancy and we believe it is important that our schools are given the ability to use discretion with regard to face coverings and testing and that is something that Greater Manchester is putting in today. And then lastly, just to, very much support david in what he shade, i guess there will be a concern that this is a local lockdown by stealth, or the first move towards back to Local Lockdowns or to the reintroduction of tier system. I want to support david and say, we dont wish to see a return to Local Lockdowns, we dont believe they worked. We believe the situation in 2021 is different to the one in 2020 and we believe that that should be made clear as well, because otherwise we will have growing concern among businesses about what might lie ahead. So those are my reflections on whats happened in the last 24 hours. I dont want to overreact, but it is important it is cleared up and cleared up quickly and we dont have discrepancy between policy in one part of government compared to another. Im going to leave it there. I can sense that you will keen to ask questions of us, so ross, if you would like to field them, pitch them towards me and i will decide who best is able to answer. I will bring david in straight after, but let me say i really upset. I will bring david in i straight after, but let me say what i said a moment ago, people need to know where they stand. I was reflecting what i thought whoub would be the case with your in box, because people will be confused about what is being asked of them. I think the governments attempts so far to down play it are not helpful, theyre trying to say there is no change here, it is all the same, but i dont think it is when you look at what has been presented and the context is different in which this change has been made, because there are a higher number of cases as we saw, the situation has changed. I do think ahead of bank holiday and ideally today, the government should let people know where they stand, what is being asked of them, but make clear this is not. A requirement as we saw with tiers, this is different, this is guidance and therefore it is to peoples judgment what they should do. If they are travelling, what precautions they should take. So you know i can david and i will be of the same view we need to ask people to do what is being suggested and to take all of the precautions, but what we cannot have i dont believe is the confusion that we have got currently and it does need to be cleared up. The government minimising it, because it might be easier to do that, well, i dont think that will work for the people of bolton or the people of Greater Manchester. They deserve better than. I will hand over to david, if he wants to pick up on that. Studio we will pull away from that briefing now and keep an ear ray cross it an ear ray cross it. We will speak to professor Sian Griffiths soon. But there was a degree of political unity on both sides in terms of that guidance that appeared to have changed around bolton and other areas. You had the labour mayor of Greater Manchester and the conservative leader of Bolton Council and they were both saying they believe Local Lockdowns dont work and that that they would both fight them. And andy burnham saying he didnt want to overreact to the uncovering of the guidance on the web site, but he does think it is a major problem and it has been a Communication Problem and the government should issue fresh guidance, he said local people and businesses must know what is asked of them. I dont believe in Local Lockdowns, but everyone he represents needs to know where they stand. He said there is confusion, because of apparent changes in guidance, confusion about school trips, sport and other things and of course we are coming up to a Bank Holiday Weekend. We will keep an eye on that but lets talk to Professor Sharon griffiths. In terms of the issue more broadly, there has been a shift in guidance talking about a rise in cases. Interesting to hear political leaders are saying we dont agree with local lockdown is. From your professional perspective, do they work . ,. ,. Work . They can work in certain circumstances work . They can work in certain circumstances but work . They can work in certain circumstances but i work . They can work in certain circumstances but i think work . They can work in certain circumstances but i think the l circumstances but i think the important word is context and contextualising where we are now compared to where we were in december and january. I think the big issue here has been one of communication and failure of communication and failure of clarity. If we have learnt one thing from the past year and a half its that you really need good communication between national and local systems. So you need the politicians and also the Public Health people need to be engaged in decisions, need to understand them so they can give them successfully to the population. They obviously has been some error here that has meant that the communication hasnt occurred. The areas that are on the list are the ones where there is a Search Testing to try to identify the cases early and isolate, Surge Vaccination to make sure Vaccination Rates and vaccinating younger people to push up the rights of immunity in the populations. If you then add in extra caution and precautionary advice you could at the same time as your testing or immunising the giving the message that the case is high here so try to remember if you can be outside the outside. I did in that context because its guidance not rules. So i think there is a bit of unpicking here and there is a need for clarity and there is certainly a need for local engagement. Certainly a need for local engagement. Certainly a need for local enauaement. ,. Engagement. And is that something ou found engagement. And is that something you found worked engagement. Andy burnham was saying that at the end. The public are not stupid, they can understand if its put to you that you have a more transmissible case in your area you need to take more precautions and get vaccinated, it is understandable. So i think if we did find in hong kong we need a good communication and at the daily communication and at the daily communication for clarity, the trust that then builds on the public and in the community and the Community Engaging with the whole effort to control the pandemic and that is very important. But you do need Public Health people and local authorities involved in the whole process. Bill authorities involved in the whole rocess. , authorities involved in the whole rocess. . ,. You have to make your own judgment. There is a way to put on individuals themselves to internalise and understand the messages and decide on the risks they feel are worth taking for themselves or their families. So they feel are worth taking for themselves or theirfamilies. So it does involve being able to give adequate support so Community Leaders need to understand what the risk is so they need information, the Public Health teams need the information, the people providing vaccinations need information. These things need to be discussed, how to make decisions based on guidance is much more difficult than whether or not you are going to break the law or not. You know your rate of cases in your area, you know if you have beenin in your area, you know if you have been in contact with somebody and you must isolate, if you need support you need to know who to go to. So that is why the Community Networks are so important in trying to clarify what this is. And unfortunately when you get publicised lack of confusion which i think we have had in the last day or two itjust compounds the lack of clarity for individuals. The journalist was receiving phone calls and e mails. These are the sorts of things that we need to get some commonality so they will need further discussions between local areas to try and clarify exactly how you put the parameters around local and around essential and what sort of discussions need to have with individuals. One of the important points i think is that one of the important points i think is that while the George Floyd Murder is that while the George Floyd Murder was an extreme example of Police Murder was an extreme example of police force murder was an extreme example of police force gone wrong, what we are beginning to see which what we are beginning to see which is what we are beginning to see which is a what we are beginning to see which is a positive direction, they have which is a positive direction, they have been which is a positive direction, they have been some changes that have happened have been some changes that have happened at the local level so for example happened at the local level so for example what the County Executives here recently did was Redirect Money from the here recently did was Redirect Money from the Policing Budget to renovate and make from the Policing Budget to renovate and make a Mental Health civility facility and make a Mental Health civility facility for and make a Mental Health civility facility for the county. The police are often facility for the county. The police are often caused cut calls to crises are often caused cut calls to crises and are often caused cut calls to crises and that those events escalate crises and that those events escalate and get out of control, we see Funds Escalate and get out of control, we see funds being redirected from policing see funds being redirected from policing to benefit the community so that the policing to benefit the community so that the community can get access to resources that the community can get access to resources i that the community can get access to resources. I think thats important. The george resources. I think thats important. The George Floyd Policing Act has been the George Floyd Policing Act has been passed and that is symbolically important been passed and that is symbolically important that the families meeting joe biden important that the families meeting joe biden today under the senators. They might be some discussion about this moving they might be some discussion about this moving forward. That would ban chokehold this moving forward. That would ban chokehold in qualified immunity. All of these chokehold in qualified immunity. All of these movements are positive but its conversation at the same time, legislation its conversation at the same time, legislation and culture can change slowly legislation and culture can change slowly so legislation and culture can change slowly so there is some frustration with the slowly so there is some frustration with the slowness of the moment. But i do with the slowness of the moment. But i do think with the slowness of the moment. But i do think the conversation itself are very i do think the conversation itself are very important. Is i do think the conversation itself are very important. Are very important. Is there anything are very important. Is there anything positive are very important. Is there anything positive to are very important. Is there anything positive to take i are very important. Is there i anything positive to take from are very important. Is there anything positive to take from the fact that this has so galvanised people . People of all ages and backgrounds. Is it too much of a generalisation to say more people are now politically engaged and that has to be a good thing . I are now politically engaged and that has to be a good thing . Has to be a good thing . I think thats an important has to be a good thing . I think thats an important thing has to be a good thing . I think thats an important thing and l has to be a good thing . I think thats an important thing and i | thats an important thing and i think thats an important thing and i think they are politically engaged around think they are politically engaged around the racial politics of policing around the racial politics of policing. Priorto around the racial politics of policing. Prior to seeing the video of george policing. Prior to seeing the video of george floyd people will often think that part of the reasons black people think that part of the reasons black people had adverse encounters with the Police People had adverse encounters with the police because it was something they did the police because it was something they did. They had not resisted arrest they did. They had not resisted arrest but they did. They had not resisted arrest but they had done something to comply arrest but they had done something to comply. The video, that attended that type to comply. The video, that attended that type of thinking to say you can be docile that type of thinking to say you can be docile and compliant and lying down be docile and compliant and lying down and be docile and compliant and lying down and still treated in such a way down and still treated in such a way i down and still treated in such a way. I think that really pushed back on this way. I think that really pushed back on this narrative of black peoples behaviour on this narrative of black peoples behaviour being the cause and consequence of adverse interaction with the consequence of adverse interaction with the police. find consequence of adverse interaction with the police. With the police. And in terms of ractical with the police. And in terms of practical changes, with the police. And in terms of practical changes, you with the police. And in terms of practical changes, you touched | with the police. And in terms of. Practical changes, you touched on some of them and policing can be quite localised in the states in a way we dont quite have in this country. We cant really draw comparisons but for a british audience its staggering to hear that African Americans make up about 14 of the Us Population but account nearly 24 of fatal shootings by the police. Those sorts of statistics, it takes more than a year of protests to tackle the culture that leads to that. Leads to that. Absolutely. The culture of leads to that. Absolutely. The culture of policing, leads to that. Absolutely. The culture of policing, which leads to that. Absolutely. The culture of policing, which is i leads to that. Absolutely. The i culture of policing, which is why there culture of policing, which is why there is culture of policing, which is why there is a culture of policing, which is why there is a chorus that says even some there is a chorus that says even some of there is a chorus that says even some of the reforms i have named are not enough some of the reforms i have named are not enough because policing itself is in many not enough because policing itself is in many cases continued to be controlling is in many cases continued to be controlling and putting black people in proper controlling and putting black people in proper places and harassing them for peiic in proper places and harassing them for pejic client crimes. Without fundamental changes to that system it seems fundamental changes to that system it seems to be the case that we might it seems to be the case that we might have less of these encounters. But that might have less of these encounters. But that is might have less of these encounters. But that is exactly why i think those but that is exactly why i think those critiques but i still take. So good those critiques but i still take. So good to those critiques but i still take. So good to talk to you. There is so much more to talk about but very grateful for your much more to talk about but very gratefulfor your time. Police in london investigating the shooting of a prominent black lives matters activist say theres no information to suggest she was the victim of a targeted attack. Sasha johnson, whos 27, remains in Critical Care in hospital after being shot in the head. Commander Alison Heydari is from the Metropolitan Police. We are aware of sashas involvement in the black lives Matter Movement in the uk, and i understand the concern that this will cause some communities. However, i wish to stress that at this time there is nothing to suggest that sasha was a victim of a targeted attack. We are also not aware of any reports of threats made against her prior to this incident. Our correspondent, Chi Chi Izundu, said police are searching for a group of men seen outside the house where Sasha Johnson was attending a party. They say that four black men, dressed in dark clothing, intermed the garden of the party that sasha was attending in peckham in south london and started shooting. They say there is no indication that sasha knew, or these men knew of sasha. The only other thing that is of interest is that the Campaign Group that sasha is part of, the taking the initiative party, have hit back strongly against the police, saying that they do believe that this was a targeted attack. In a statement on their web site, they ask several questions, including, how have the police come to this conclusion without being able to speak to sasha, regarding the Death Threats and investigate . Do the police know who the target of the attack was, in order to conclude that sasha wasnt . But as you heard in that clip by the Metropolitan Police, theyre adamant that they didnt know of any threats against Sasha Johnson before she was shot on Sunday Morning and they say they have no evidence that this was a Target Aid Tack against her. Sasha remains in a Critical Condition in hospital. An independent report into allegations of Racial Discrimination within the Conservative Party has found anti muslim sentiment remains a problem. The inquiry was commissioned by the conservatives following claims of islamophobia among its members. The report says the party recorded more than 1,400 complaints about alleged discrimination over a five year period sanctions were issued in 231 cases. The report said borisjohnsons past comments about women wearing the burka gave the impression that the tories are insensitive to muslim communities. But it said claims of institutional racism were not borne out by the way complaints were handled. Official figures show the chancellor, rishi sunak, borrowed 300 billion pounds to plug the gap between Government Income and spending in the year to the end of march. Its the highest Public Sector borrowing since records began in 1946. Im joined now by our economics correspondent, andy verity. We have talked a lot in the last year about some eye watering sums. Put all of this in context today. They are eye watering in terms of how we havent seen a figure that large for a long time although of course since records began in 1946, just before that it was much higher because we were paying for a war. But if you look at whats going on with the Public Finance figures now, whats interesting is what light they shed and how the problem seems to be getting easier. If you look at the figures for april the most recent figures, the amount that was borrowed then was large, its £32 billion. That is about as much as was expected to be owed over the whole of the last Financial Year before the pandemic struck. And actually if you look at what was borrowed over the whole Financial Year its £300 billion. Before you gasp, just remember thats actually £94 gasp, just remember thats actually £91; billion less than was predicted backin £91; billion less than was predicted back in november. So suddenly the chancellor has £91; billion more to play with if you like or at least less debt. The numbers wobble around so much you have to take a big step back and say ok, what does all this mean . Is this debt manageable . That is the key point. In spite of the fact borrowing has ballooned in terms of amount, the service cost of that, the Monthly Payment on the mortgage, that has actually got a lot cheaper. The reason household analogies are dubious because government finances a lot like this out household. There is no limit on what they have to borrow so when we hear from the government that it can fold something we are not really hearing anything objective. The government can simply issue currency and effectively borrow from itself. Most of the money that has been borrowed since the pandemic began is owed to the bank of in. If you are borrowing from yourself a bailiff is not going to bang down your door. So thats one reason why this debt is manageable and judgments about what is affordable and not affordable and more about political priorities and less about any kind of objective economic fact. Less about any kind of obective economic fact. less about any kind of obective economic fact. Other political stories, comment coming in from the conservative mp rob roberts who has issued an apology. He has apologised for what he called a breach of trust. This is in connection with unwanted sexual advances to a member of staff although he says i will continue to do my utmost to serve my constituency. So thats the briefest of apologies but it might be that there is a more to come on that. The conservative mp rob roberts has apologised. The director general of the bbc, tim davie, says the findings of an investigation into how the journalist Martin Bashir was rehired by the corporation in 2016 will be published next week. Last week, an inquiry by a former seniorjudge found that the bbc covered up deceitful behaviour by bashir, when he secured an interview with Princess Diana 25 years ago. Our correspondent, David Sillito, says recent management decisions still need to be answered. Tim davie the director general of the bbc today announced that they would be another bbc investigation into that matter. Taste would be another bbc investigation into that matter. Into that matter. So a short to publish something next week. Sr short investigation and i think mps will also be interested because they have been raising those concerns about as well about that rehiring in 2016. Now its time for a look at the weather with matt. The stark contrast between this may and last may could perhaps not be greater. Last may was the sunniest month on record. We saw temperatures across the uk above 20 degrees on 21 days. This may of course has been far different. Its been raining relentlessly and there has only been one day so far above 20 celsius. But that is likely to change. Later this week and into the Bank Holiday Weekend we could see temperatures climb quite widely above the 20 degrees mark. Something perhaps to look forward to. A complete contrast to this afternoon. 15 or 16 degrees at the very best, but a bit more sunshine across parts of central and southern england, wales and Northern Ireland compared to yesterday. Some heavy showers west of scotland and in Northern Ireland. A cool breeze to go with it. Strongest winds with more persistent rain towards devon and cornwall and parts of somerset later and then into the Channel Islands as we head through the first part of the night. Overnight we continue with some showers across eastern parts of scotland and into the north east of england. Most southern areas becoming dry with some clear skies around. Temperatures down towards the Bristol Channel could get down to two or three degrees as we start tomorrow. A bright start across much of england and wales and Northern Ireland. Cloudy though for northern england, eastern scotland. Some outbreaks of rain. Heavier showers into the afternoon. The odd rumble of thunder. But more of you will have a dry day tomorrow and it may just start to feel a touch warmer across southern and western areas. Temperatures around 16 or 17 degrees. We finish the day though with those heavy showers in southern scotland and to the north east of england. They fade away and then into thursday an area of High Pressure building across the country. There could be a bit of mist and low cloud to begin with, some cloud bubbling up, but its going to be fair weather cloud for many. Showers are very few and far between. Most will be dry. Feeling warmer. We could by thursday start to see a few spots above 20 celsius. High pressure just holding off this weather front, but later in the day and into friday night we will see it push across ireland and into western fringes of the uk. But because its running into High Pressure theres not going to be a huge amount of rain. It will be a case of lots of mist and low cloud around. A bit of a grey day for some on friday. Some spots of rain or drizzle. Scotland and across northern and western areas. South and east, with the sunshine breaking through the cloud were more likely to see temperatures above 20 degrees by this stage. They will climb a bit further with increasing amounts of sunshine through saturday and sunday. The Bank Holiday Weekend though could bring some rain across Northern Areas on monday but drier and warmer than of late. This is bbc news. The headlines Council Leaders and local officials in eight areas of england hardest hit by The Indian Coronavirus Variant have strongly criticised the way the government issued new guidance for People Living there. Nobody in our system was told about this change in the presentation of the guidance. Since then there has been a huge amount of confusion across the system and this would appear to be, in my view, a fairly major Communications Error. A report into Conservative Party handling of discrimination claims criticises borisjohnsons comments about women wearing the burka, which he made while he was a journalist. After images are released of the belarusian dissident arrested off a ryanairflight, the eu bans Belarusian Airlines from european skies. Events are being held to mark the First Anniversary of the murder of george floyd. Members of his family will meet President Biden later. And, the england manager Gareth Southgate announces his provisional squad for the Upcoming European championships. Good afternoon. An extra push to vaccinate here in bedford, one of the hotspots in england receiving Additional Support to target the faster spreading variant first detected in india. But several councils were surprised to learn of new guidance advising people against Nonessential Travel in or out of the worst affected areas. This is in effect a lockdown by stealth. I dont agree with the governments assessment of this, this is clearly telling people they should not be doing things they have been legally permitted to do. There was no forewarning of what was going to happen, apparently it was on the website on friday evening, of all times. So there was nothing official. Its unfortunately another example of the government doing to us without working with us. So its caused a lot of confusion, we were only alerted to it byjournalists last night, late last night. On friday, government guidance was updated on its website for eight Council Areas where the indian variant is spreading fastest. It advises them to meet outside rather than inside where possible, to keep two metres apart from people outside of their household or support bubble, and to avoid travelling in and out of affected areas unless for essential reasons such as work or education. Downing street denies it amounts to Local Lockdowns, ministers say the guidance serves as extra caution on top of Surge Testing and vaccinations. But labour say the failure to alert local leaders was shameful and in the commons this lunchtime, called for an urgent update. As the Prime Minister said, mr speaker, we want the whole country to move out of these restrictions together and we are trusting, trusting people to be responsible and act with caution and common sense as they have done throughout this pandemic, and to make decisions about how best to protect themselves and their loved ones, informed by the risks. Can the minister understand how upsetting it is, can he understand how insulting it is to have new restrictions imposed upon us, Local Lockdowns by stealth, by The Back Door, and the Secretary Of State does not even had the courtesy to come and tell us. Nightclubs and other businesses are still waiting to hear whether all restrictions will be lifted as planned on the 21st ofjune. Ministers have said they are increasingly confident they will, but the decision will depend on how much faster the indian variant is spreading and how well the vaccines stop it causing serious illness and putting pressure on hospitals. Katharine da costa, bbc news. The labour mayor of Greater Manchester, andy burnham, called on the government to give urgent clarity on the guidance later today. It would appear that guidance was reissued on friday, but it has been amended and would appear to put more emphasis around travel and hence the confusion thats been created. Nobody in our system was told about this change in the presentation of the guidance and i think it was the Manchester Evening News that brought it to the worlds attention. But since obviously then there has been a huge amount of confusion across the system and this would appear to be, any my view, a fairly major Communications Error of the kind we saw a lot of last year, but we havent seen recently. But it has a real impact on peoples lives and this is the important thing to say, it does ntjust affect bolton residents, but people have to remember that bolton residents work in other parts of Greater Manchester and there is people travelling around every day and obviously this impacts upon them when they hear reports of this kind. I dont want to overreact, but we need to clear it up if we are going to move forward and everybody to stick to the road map. The first is the government does need to issue a first clarify ication today so that the residents of bolton and beyond are in in doubt what is being asked of them and the status of the guidance is made clear to people. I think that does need to be done by a minister later today, so that even knows exactly where they stand and there is no room whatsoever for knows exactly where they stand and there is no room whatsoeverfor any confusion here as we move forward. We are going to hearfrom our confusion here as we move forward. We are going to hear from our Health Correspondent in a moment. To confusion the situation, we have just seen something from leicester. Leicesters director of Public Health says the government has confirmed that the new advice in relation to leicester is incorrect. Professor ivan brown said people should continue to follow the existing National Government guidelines. We have had an urgent with officials. They confirmed there are no restrictions in and out of our areas and itself was a mistake to suggest there was. There are no Local Lockdowns and there is justification for leicester to be treated differently from the rest of the country. Quite a lot of detail besides. That is not adding a lot, more heat than light. Our correspondents are looking through that, that seems to contradict what we have been saying. In terms of the news council with andy burnham. They said Local Lockdowns dont work and this appears to be a Communications Error is what andy burnham suggested and he want it is government to clear up the comes. Our Health Correspondentjoins me now. What the government would say this this is guidance we are talking about here, this is not people breaking the law, if they leave one of these areas, bolton is one, where we have seen an increase in the indian variant, but theyre saying please think about whether your journey theyre saying please think about whether yourjourney is necessary. Yes, it is causing confusion. The government has said it has urged caution and in hotspot areas like bolton people should exercise more caution, because there are increased risks of the variant that was first detected in india. So there is about extra push for vaccination and more Surge Testing and urging people to isolate if they have symptoms and to provide support for that. So that is what has been going on and then we hear updated guidance appeared, suggesting people should avoid travelling in and out of areas worst affected. Some of that information had been granted to bolton and blackburn on 14th may and other areas were added on friday on the governments web site. The concern of course is that this variant can spread more quickly. It is not known how much more quickly it is spreading than the kent variant, so more information is needed to know whether it is a little bit more transmissible or could be up to 50 more. The reason that matters is the potential impact you could see more people infected and ending up in hospital, because the vaccines are not 100 affected and not everyone has taken up the offer, some people are still waiting to have their shot. But over all, you need to remember that cases are still quite low and the vaccine uptake is going well. We know that 72 of adults have had one jab and 44 have had two. That is why there is a push to get people to have their second dose earlier and to be fully protected. As you say 5 it is confusing, when other councils, directors of Public Health have said this guidance doesnt apply to us, we should be following national guidance. We have seen how unpopular andy burnham has said we dont need tiers and we need to move together. He has said he would like to see the a minister make an announcement to clarify the situation. In the house of commons, the vaccines minister did say people should use common sense and think, do you need to make that trip. Taste do you need to make that trip. We willt to do you need to make that trip. We will try to get to the bottom of the leicester situation. But now some good news, there is stats out about the test events we reported on, there was football and the brit events, where they did allow large crowds to gather and we have stats on the number of infections as a result of those . On the number of infections as a result of those . Yes, interesting onl 15 result of those . Yes, interesting only 15 cases result of those . Yes, interesting only 15 cases of result of those . Yes, interesting only 15 cases of covid result of those . Yes, interesting only 15 cases of covid were result of those . Yes, interesting. Only 15 cases of covid were detected among around 58,000 people that turned out to the test events from the brit awards, to the fa cup final. So if we look at the figures, about four cases of covid occurred across 17 days of the world World Snooker championship, staged indoors in sheffield. Zero cases from the brit awards, although people were allowed to mingle and not wear masks. Two cases at a music event in liverpool and zero at the football at wembley. It is suggesting that Outdoor Events look to be quite safe. They did pick up around nine cases i think among the 6,000 who packed into the nightclubs in liverpool over the two day event without masks. So suggesting that there may still be an increased risk of spreading it inside nightclubs for example. That is the one of the areas that has not opened up. Theyre waiting to find out whether restrictions will be lifted on 21st june, that maybe an area where it is more tricky. But the government has said it is still looking at this, the exercise isnt finished and things are still being monitored and a final report is due in the next few weeks. We are still working, looking to see what will happen. Ministers have said they are looking confident that they might be able to lift restrictions. But there is still uncertainty until more data comes out, wejust still uncertainty until more data comes out, we just dont know. Interesting figures though, thank you. Also to tell you. British travellers to austria will from today need an essential reason to enter the country, because of concern about the indian variant. Direct flights from the uk to austria will be banned for three weeks, from 1stjune. We have had a comment from the white house, saying is President Joe Biden will meet Vladimir Putin injune. There will be a meeting in geneva on 16thjune. That is what we have been told from washington in the last few minutes. All eyes on moscow at the moment in particular of course because of that story thats dominated over the last 2a hours about the belarusian dissident who has been arrested, what did moscow know or not know about that operation . And we are just hearing thatjoe biden will meet Vladimir Putin next month. The tory chairwoman amanda milling apologised to anyone who has been hurt by discriminatory behaviour or failed by our system. This was the reaction from the former home secretary sajid javid i call for this investigation during the conservative Party Leadership contest and im pleased the report has finally been published. It, having read the record, i think it is a thorough piece of work and of course that is good to see. And also having reflected on it, i think whilst at one level it says there is no evidence of any kind of institutional or systemic discrimination in the complaints process, it does set out what i think are distressing examples of prejudice at the individual level. The professor says the complaints process needs a complete overhaul in terms of training and transparency and lots of reasons he gives for this and having read it, ifully support him in his conclusions and would urge the party to adopt all his recommendations in full with no conditionality. Share his recommendations in full with no conditionality. Conditionality. Are you confident the a conditionality. Are you confident the party will conditionality. Are you confident the party will do conditionality. Are you confident the party will do that . Conditionality. Are you confident the party will do that . Look i know the party has taken this seriously and the Prime Minister and others, i think the report once it was commissioned has had the full support of the party at every level. They had a broad terms of reference, i spoke to mr singh as my colleagues did and im confident the party will take it seriously. I cant say whether they will accept all the recommendations. They are hard hitting. But i think the party should. I dont think we should quibble about the recommendations and just accept them all unconditionally. Conservative mp rob roberts faces being suspended from the commons for six weeks after a Complaints Panel found he broke parliaments Sexual Misconduct policy. The independent expert panel found that mr roberts, mp for delyn in north wales, made repeated and unwanted sexual advances towards a male parliamentary staff member. Mr roberts has been asked for a comment but has yet to respond. The headlines on bbc news Council Leaders and local officials in eight areas of england hardest hit by The Indian Coronavirus Variant have strongly criticised the way the government issued new guidance for People Living there. Anti muslim sentiment remains a problem in the Conservative Party and some of the Prime Ministers comments were insensitive according to a review into islamophobia in the party. Friends of the journalist being held in belarus after his plane was diverted say he looks like hes been beaten. Lets revisit the growing row about new restrictions for some areas that have been badly hit by the indian variant of the coronavirus. That includes bolton and bedford and hounslow. We have had a big News Conference, including the mayor of Greater Manchester, saying he how he wants Greater Clarity from the government after guidance appeared to change for a lot of areas and people who live in the areas are being told to think carefully about any travel and to only travel if necessary and to socialise outdoors if they can rather than indoors. So andy burnham saying that the guidance affects about two Million People. Lets speak to one person who is affected. Thank yom the eu has imposed sanctions on belarus, after it forced a ryanair passenger plane to divert and land in minsk so that it could arrest a dissident who was onboard. Friends of Roman Protasevich say hes been beaten and forced to make a filmed confession. The Prime Minister said the video of the captured journalist was deeply distressing and called for his release. Mr pratasevich had been heading to lithuania before the plane was diverted. Steve rosenberg reports from moscow. The first image of Roman Protasevich in custody. It is taken from a video we are not showing. It is believed to have been filmed under duress. The opposition activist was arrested after this Ryanair Flight from greece to lithuania was forced to land in belarus. Western governments have called it air piracy and state terrorism. In protest, last night eu leaders decided to ban belarussian airlines from european skies, and eu airlines will stop flying over belarus. This outrageous behaviour needs a strong answer, therefore the European Council decided that there will be additional sanctions on individuals that are involved in the hijacking, but this time also on businesses and economic entities that are financing this regime. But Will Alexander lukashenko care . Belaruss authoritarian president is feeling emboldened after surviving huge Anti Government protests last year. Mr lukashenko was accused of stealing an election. Previous sanctions failed to stop what has become a brutal crackdown on opponents. Vladimir putin has stuck by him. Its support from the kremlin that has helped keep Mr Lukashenko in power. Alexander lukashenko doesnt have too many friends left. He is a pariah in the west. That means having to rely more and more on the kremlin for support, and that suits president putin just fine, as moscow pushes for closer ties with belarus and greater influence there. The two men are due to meet in russia later this week. Criticised by the west, this is one place the leader of belarus can still expect a warm welcome. Steve rosenberg, bbc news, moscow. Today is the First Anniversary of the murder of george floyd the African American man killed by a white policeman in minneapolis. His death sparked global protests against racism and police brutality, after mobile phone footage emerged, showing george floyd saying i cant breathe. Some members of his family will meet President Joe Biden later, while others willjoin campaigners and activists in minneapolis as the campaign for Racial Justice continues. Barbara plett usher reports from minneapolis. In the year since george floyd died, rituals have helped to build and shape a movement. The standard bearers drawn by a mix of the political and personal, like cortez rice a symbolic pallbearer in a never ending funeral. Its my beloved friend, man. He was like an uncle to me, like i say, i loved him and i miss him dearly. He was a role model to me. Let me see all the hands. Floyds Violent Arrest and death over a minor crime was replayed at the recent trial of his killer a white Police Officer convicted of murder. Activists believe that pressure on the streets helped secure the guilty verdict. Now cortez is focusing on using the law to change the way policing is done. Thats why i recentlyjoined the naacp minneapolis chapter so i can be familiarised with the bills thats going on, and to help our people out. So it sounds to me like youre kind of giving yourself, like, a legal education. Yeah, definitely. Thats quite a change, no . Yeah, definitely. Thats a big change. Many lives have changed, even if wider reforms have been slow to follow. It activated me. It activated me in ways i didnt know i could be activated. Butchy austin lives in the neighbourhood where george floyd was killed. I saw an opportunity to have a Deeper Community with my neighbours, to have tougher conversations about systemic racism and police brutality. Every sunday, he joins this service on the corner of the square where floyd died. Faith gives them confidence, but the debate in the city over how to handle policing is messy, and officers say theyre under such scrutiny they dont feel free to do theirjobs. Its long overdue that an officer thinks twice before engaging. And i know some people are frustrated about how many officers are leaving the force, and they feel like police are being oppressed. Again, if youre doing yourjob right, this shouldnt be happening. So this anniversary is a chance to reflect on a life lost, on battles won and struggles yet to be overcome. Now its time for a look at the weather with matt taylor rain clouds are still plaguing some areas. Some thundery showers still around and more persistent rain towards the south west. Sport and lets get a full round up from the bbc sport centre. Good afternoon. This summers European Championship feels that little bit closer now because england manager Gareth Southgate has named his provisional 33 man squad this afternoon. But he wont name the final 26 until next tuesday because a number of players are involved in the Champions League and Europa League finals this week. Well, our reporter ben croucher joins me in the studio. Lots of names in that squad. Any shocks or surprises to tell us about . Some interesting decisions Gareth Southgate has made, especially in defence. Starting with the goalkeepers, with nick pope out injured tissues out between sam johnson and Alan Ramsdale is to get that third berth in the squad. In defence those surprises, bed godfrey of everton and ben white of brighton. Both of them are uncapped and both of them generally play centre half but can also play in the full back role so that versatility might be useful. In all likelihood they probably wont make the score either. For right backs in this initial squad. Trent alexander arnold, rhys initial squad. Trent alexander arnold, rhstames, Kieran Trippier and kyle walker. No surprises in the midfield. Jude bellingham is included and so tojesse lingard after his great season. Up front Jack Grealish hit struggling with injury but such a game changer. Mason greenwood is included and Ollie Watkins who has had a really good season for west ham aston villa. 33 names on this list. Gareth southgate has to lose seven by tuesday but because of all of those players involved in european action this week he has to keep its options open. Out of the 33, 12 players are still to play in european finals this week so we were always going to need some additional players for the first part of our camp. Add into that, we have some injuries that are at various stages. So we felt more time is going to help us to make better decisions. Some Big Decisions indeed for Gareth Southgate. Hope some Big Decisions indeed for gareth southaate. ,. ,. , southgate. How is he going to whittle it down southgate. How is he going to whittle it down to southgate. Ben godfrey has good season for everton. So if Harry Maguire doesnt make it you could see him included. Interesting. Jesse lingard has had a brilliant season for west ham. Six months ago we werent even certain whether he was going to play much football this season. Went on loan from Manchester United and rediscovered some of the form we saw in the 2018 world cup. No place for eric dier or harrywinks Orjames Maddison from leicester city. Up front, no Patrick Bamford who is the second top goal scorer in the premier league this season. Ollie watkins is included. You suspect it will be a straight shoot out between him and Mason Greenwood for that fourth strike at a spot. They are not identical players. It will be interesting to see what Gareth Southgate decides to go with. He is the name that squad by tuesday and then england have a friendly the next day against austria as they get ready for euro 2020. Hot next day against austria as they get ready for euro 2020. Hell replacejoachim loew, who he served as an assistant for eight years, winning the world cup together in 2014. Loew is stepping down after this summers tournament, while flick left his role as head coach at Bayern Munich last week. Japan have been assured by the United States that a no travel advisory, will not affect american olympians. The tokyo games are just weeks away now and on monday the Us State Department warned americans against travelling to japan, because of a surge in coronavirus cases in the country. But the United States olympic paralympic committee, says it still anticipates american athletes will be able to safely travel and compete. Police in london investigating the shooting of a prominent black lives matters activist say theres no information to suggest she was the victim of a targeted attack. Sasha johnson, whos 27, remains in Critical Care in hospital after being shot in the head. Commander Alison Heydari is from the Metropolitan Police we are aware of her involvement in the black lives matter organisation and understand it will cause concern. I wish to stress that at this time there is nothing to suggest that sasha was a victim of a targeted attack. We are also not aware of any reports of threats made against her prior to this incident. Our correspondent Chi Chi Izundu said police are searching for a group of men seen outside the house where Sasha Johnson was attending a party they say that four black men, dressed in dark clothing, intermed the garden of the party that sasha was attending in peckham in south london and started shooting. Our correspondent, David Sillito says recent management decisions still need to be answered this week its all been about how has the bbc responded. It said its going to look at its editorial and whistle blowing policy is because people at the time did raise concerns but also other questions of who knew what and when and also the question about why was Martin Bashir, given they had been concerns raised about him, rehired in 2016 as their religious affairs correspondent. Tim davey the director general today announced that they would be another bbc investigation into that matter. Taste investigation into that matter. So a relatively short sharp investigation and i short sharp investigation and i think mps will also be interested because they have been raising those concerns as well about that rehiring in 2016. Nearly half of all dentists in england are considering leaving their practice if covid restrictions remain in place, a survey by the British Dental Association suggests. Over the past year, most non Urgent Medical appointments have been postponed or cancelled. They say staff morale has been severely damaged by long waiting lists, frustrated patients, and the stress of having to use ppe. Tomos morgan reports. Over the last year, routine medical appointments, nonurgent treatment and operations have been plagued by restrictions, with dentistry also left in a hole. A Study Released today by the British Dental Association, seen exclusively by the bbc, suggests that almost half of all dentists surveyed are considering changing career all seeking early retirement if covid restrictions remain in place over the next 12 months in england. Long hours working with ppe, coupled with a strained workload, has been chipping away at morale. People in the profession are quite disillusioned, and they are suffering from a lot of Mental Health problems. They have been exposed to an unprecedented level of abuse from patients who are directing their anger and frustration at the staff on the front line because they are unable to get a dental appointment or are in pain. Clinical staff have to wear masks that are difficult to breathe in, eight, nine hours a day. Phone rings, answerphone message plays. Dentists say patients have become increasingly frustrated, with fewer available appointments a side effect of restrictions, and the report estimates that potentially almost 30 million appointments have been missed in england since the pandemic started. Claire has been waiting more than two years already. Im very, very self conscious and i kind of really, you know, desperately want to have the work done and feel more confident in myself again. It has knocked my confidence as well. Really, working in the Current Situation with the arrangements for the pandemic with our Standard Operating Procedures that we are working to the moment, made delivering dentistry a very difficultjob to do. The association wants the government to set out a clear route map for reform and relaxation of covid restrictions. In response, a spokesperson for the department of health said they were continuing to support the dental sector, working closely with the nhs to supply Affordable Health care whilst protecting staff and patients. Anti muslim sentiment remains a problem in the Conservative Party and some of the Prime Ministers comments were insensitive according to a review into islamophobia in the party. Friends of the journalist being held in belarus after his plane was diverted say he looks like hes been beaten. Theres confusion about the way new guidance was issued to eight areas of england hardest hit by the indian variant of the virus. The director of Public Health for blackburn with darwen, dominic harrison, said the affected areas were not consulted with, warned of, notified about, or alerted to this guidance. So how did we get to this point . Well during the Downing Street news briefing on the 14th of may, the Prime Minister had this warning for people in particular areas of england. To those living in bolton and blackburn, im very sorry that you are once again suffering from this virus and i know how hard it is has been for you, having been in a form of national or local lockdown for longer than almost anywhere else. But now its more vital than ever that you play your part in stopping the spread. Borisjohnson also spoke of the need for people to exercise caution. We want people in those areas to recognise that there is extra risk and extra disruption, or the threat of disruption, to progress caused by this new variant and just to exercise their discretion and judgment in a way i am sure they have been throughout this pandemic. On the 14th may bolton and blackburn were given specific guidance for the indian variant. But travel in and out of areas was not addressed specifically. 5 days later deputy chief medical officer Professorjonathan Van Tam urged caution. I would advise the residents in those i would advise the residents in those areas i would advise the residents in those areas to i would advise the residents in those areas to think i would advise the residents in those areas to think very i would advise the residents in. Those areas to think very carefully about those areas to think very carefully about the those areas to think very carefully about the freedoms those areas to think very carefully about the freedoms they those areas to think very carefully about the freedoms they have those areas to think very carefully. And since yesterday new advice was published that people should meet outside rather than inside where possible. People should keep 2 metres apart from those you don t live with, unless you have formed a support bubble with them ani and avoid travelling in and out of affected areas unless it is essential, for example for work, if you cannot work from home, or for education. One of the impacted local authorities is kirklees, where mayor of west yorkshire, tracy brabin and leader of Kirklees Council, Shabir Pandor held a press conference about the changes to covid 19 guidance. This is what tracy brabin had to say. Certainly the reason why i am here todayis certainly the reason why i am here today is because weve had no conversations with government about what we should be doing. So guidance on a website is not efficient and certainly the Prime Minister had an opportunity when he did a press conference a couple of days afterwards that he could have talked about what was expected of their communities. That didnt happen. Its not good enough and certainly if you are not implementing restrictions or have clarity, how can you expect councils to follow that guidance . Certainly here, ive had my inbox has exploded with people saying i teach in a school, i live in kirklees but my friend lives out of kirklees, can i go to school and work with them . Who can travel . Can i go on holiday on friday . This is not helpful. We have already suffered great deal over the past few months and it is adding to anxiety. And people in North Tyneside have been giving their reaction we want to get out and about now that we we want to get out and about now that we can. If we are not sure what we should that we can. Tony hudgell is only six years old but hes already raised more than one and a half Million Pounds for charity through a series of walking challenges. Tony walks using prosthetic limbs. He lost his legs when he was a baby after he was abused by his biological parents. Now, a new law, calling for tougher sentences for those who harm children, could be named after him. Graham satchell reports. Tony hudgell taking the final few steps of his extraordinary challenge last year. Inspired by captain tom, tony walked 10 kilometres on his new legs and raised more than £1 million for the hospital that saved his life. Tony was just a few weeks old when he suffered horrific life threatening injuries. The evelina worked on him for three months. They never expected him to survive. Paula hudgell, a foster carer, was asked to take tony in. Presented in front of me was this tiny, broken, shut down, underweight, legs in plasterfour month old baby. I broke down in tears, absolutely sobbed, and thought, i cant do this. But within two hours of being with him, there was no way i was going to leave him, he was coming home with us. Tonys injuries were inflicted by his biological parents. He suffered multiple organ failure, septicaemia and fractures to both thighs, lower legs, ankles, toes and thumbs. This is tony with his natural parents, tony smith and jodie simpson. In 2018, they were convicted of causing serious physical harm to a child and cruelty to a person under 16. They were sentenced to ten years each, the maximum for this offence. Ever since the trial paula has been campaigning with her local mp, tom tugendhat. She wants the maximum sentence for Child Cruelty to be made the same as serious offences against an adult, a life sentence. Its impossible for us to know the pain tony must have suffered in those first few weeks of his life. Tom tugendhat in the house of commons last year. Today hes introducing an amendment to the governments policing bill that would give judges the discretion to give life sentences for serious Child Cruelty. The purpose of tonys law is to increase the maximum sentence possible forjudges to resort to in the most serious cases to life imprisonment. Serious physical harm to a child is relatively rare. Between 2014 and 2018, for example, 114 offenders received an immediate custodial sentence for cruelty to children. Hi. My names tony and im walking 100 steps for captain tom. In recent weeks, tony has started walking without his crutches. He is a remarkable, inspirational little boy. Good boy. Keep going. His family now say people who abuse children in the future should face the most serious punishment. Graham satchell, bbc news. A charity encouraging more muslim women to cycle says it is fighting stereotypes. Cycle sisters says some women from minority backgrounds experience many barriers to cycling and are less likely to see it as an option for themselves and theirfamilies. Anisa kadri reports. What is the route today . Getting ready for a six mile ride through tower hamlets. Whether it is organising bike ride timings around prayers or advice on how to cycle in modest clothing, cycle sisters say their aim is to get more muslim women biking. Its been phenomenal in terms of what it has kind of given me. Health, fitness, mental well being. Generally, when you see any kind of representation of anyone on a bicycle its so far away from the norm of a muslim woman on a bicycle, so were trying to break that and encourage more muslim women to be on bicycles. So you are wearing things very typical of cyclists, the yellow viz jacket, high vizjacket, the helmet, but you are also in an abaya, traditional islamic clothing. How easy is it to cycle in an abaya . It is ok, although it is not ok if its not the right type. So if it has got too much fabric and its too flowy. It is required to have an abaya which isnt too narrow or too flowy. I feel like theres a bit of a taboo and a stigma to see muslim women on a bike. Its not really customly seen, and even within the community i get stares a lot, you know . I would definitely encourage all women, muslim women, to get out there. There is nothing restricting you. Your clothing, your attire. And thats another thing, actually, is that a lot of people thought that they couldnt cycle in an abaya, they cant cycle in loose clothing, but it is possible and we are breaking those stigmas, breaking those taboos, we are changing the narrative, ultimately. Cycle sisters recently appeared on a podcast from the Environmental Charity hubbub called down to earth, which shows different communities doing things to help the environment. Sometimes something that is good for the planet is also good for people, and making sure that we bring as many communities, as many different voices into the conversation as possible is so important to mean that everyone feels involved, it doesnt feel like it is something that is only something that a few can do. It is definitely nice to get away from cars, and i think london is so smoggy and the air quality is so poor, i think we need to encourage more and more people to get on bicycles, and just create a better environment for all of us to live in. Cycle sisters say they welcome people from all faiths and backgrounds interested in cycling to join their free rides. Anisa kadri, bbc news. Now its time for a look at the weather. This is bbc news, imjane hill. Meanwhile leicesters Public Health director says the government has said the local travel guidance doesnt apply to their area. Labour has urged the government to withdraw new guidance on socialising and travel for 2 Million People, living in eight areas of england worst hit by the indian covid variant. The guidance restricts travel and indoor gatherings, but some local Authorities Say they were told about it only several days after it was published on a government website. Downing street denies the changes amount to Local Lockdowns by stealth. In leicester one of the affected locations the city council said the updated advice was incorrect and didnt apply locally. Our Health Correspondent Katharine Da Costa reports. Leicesters director of Public Health says government advice about restrictions in the city area was incorrect. Professor ivan browne said there are no Local Lockdowns in leicester. Our Health Correspondent, Katharine Da Costa, told me there has been confusion over the government guidance. Over all, you need to raeb to remember that cases are small and 72 of adults have had one vaccination and 44 have had been fully vaccinated and that is why there is a push to have people have their second dose earlier and more work ongoingment but it is confusing when other councils have said this guidance doesnt apply to us. We should be following national guidance. We have seen how unpopular andy burnham have said, we dont want tiers, we need to move together on this. He said he would like to see a minister make an announcement today to clarify the situation and say, well, you know what should people be doing . In the house of commons the vaccines minister did say that people should be using their common sense and that common sense approach that be thinking, you know, do you need to make that trip . Are there alternatives . Make that trip . Are there alternatives . ~ ,. ,. , alternatives . We will try to get to the bottom alternatives . We will try to get to the bottom of alternatives . We will try to get to the bottom of leicester alternatives . We will try to get to the bottom of leicester situation. Now some good news, because there is some stats out about test events that we reported on, there was football and the brit awards, events where they did allow large crowds to together and we have got some stats on the number of infections as a result of those get togethers. Yes. Result of those get togethers. Yes, it is interesting result of those get togethers. Yes, it is interesting on result of those get togethers. Yes, it is interesting on 15 result of those get togethers. Yes, it is interesting on 15 cases result of those get togethers. Yes it is interesting on 15 cases of covid were detected among 58,000 people that turned out to the test events from the brit awards to the fa cup final. If we look at the first, four cases occurred across 17 days of the World Snooker championship, staged indoors in sheffield. Zero cases emerged from the brit awards, although people were allowed to mingle and not wear masks. Two cases in an outdoor music eventin masks. Two cases in an outdoor music event in liverpool and zero at the football at wembley. So it is suggesting that Outdoor Events look to be quite safe. They did pick up around nine cases i think among the 6,000 revellers who packed into nightclubs in liverpool over a two day event without masks. So suggesting that there may still be an increased risk of spreading it inside nightclubs for example. That is one area that has not yet opened up. Theyre waiting to find out whether restrictions will be lifted on 21stjune and that maybe an area writ is more tricky. The government have said they are still looking at this and the exercise isnt finished and a final report is due in the next few weeks. We are still working, looking to see what is going to happen. Government ministers have said theyre looking increasingly confident they may be able to lift restrictions. But there is still uncertainty with the indian variant and until we have more data, we dont know. And people in North Tyneside have been giving their reaction. We alljust want to get out and about now that we can and obviously if we are not sure what we are supposed to be doing then it is confusing. I mean, ijust read about it this morning online about you know the latest restrictions. Itsjust, youve just got yto guess where youre| meant to be and what youre meant to be doing. They should make it either you dont leave the area and not advice, it should be either one or the other. A lot of confusion. But lets try and assess what one is meant to do. Professor Robert Dingwall is professor of sociology at Nottingham Trent university and a member of government advisory committees he is speaking to us in a personal capacity today. Good afternoon. Good afternoon. If we t good afternoon. Good afternoon. If wet to good afternoon. Good afternoon. If we try to put good afternoon. Good afternoon. If we try to put the good afternoon. Good afternoon. If we try to put the confusion good afternoon. Good afternoon. If we try to put the confusion to good afternoon. Good afternoon. If we try to put the confusion to one | we try to put the confusion to one side, but think about the reality of certain parts of the country where ever that might be where we have seen increases in the indian variant, what is yourjudgment call as to how people should be behaving, what they should be doing . Melt as to how people should be behaving, what they should be doing . What they should be doing . Well the most important what they should be doing . Well the most important thing what they should be doing . Well the most important thing is what they should be doing . Well the most important thing is to what they should be doing . Well the most important thing is to boost what they should be doing . Well the most important thing is to boost the | most important thing is to boost the vaccine uptake in these areas and actually even within the local government areas that have been singled out by this guidance and we should stress it is guidance, not law. People are free to choose to follow it or not, as suits their circumstances. But even within lets say a town like bolton we are only talking of a couple of post codes, where there is a bit of a hotspot. Largely among people who have not yet been reached by the vaccination programme. The more that that programme. The more that that programme can extend its outreach, the quicker these hotspots will be levelled out. 50 the quicker these hotspots will be levelled out. The quicker these hotspots will be levelled out. So there should be a twin approach. Levelled out. So there should be a twin approach, trying levelled out. So there should be a twin approach, trying to levelled out. So there should be a twin approach, trying to reach levelled out. So there should be a twin approach, trying to reach the j twin approach, trying to reach the people who for whatever reason havent had the vaccine, a vaccine, plus i suppose would you say very clear government messaging, clear, saying this is where it is spiking, just think very carefully about your behaviours and yourjourneys . Melt behaviours and your ourneys . Well it is also thinking behaviours and yourjourneys . Am it is also thinking about these in relation to your personal risk and your personal situation, that the advice at an individual level, the advice at an individual level, the advice you might give to somebody who is vaccinated might be different from the advice you would give to somebody who has had no vaccination at all. I mean, what we are seeing is something which the government has been hinting at for a couple of weeks now, which is really a movement away from relying on laws and regulations and punishments and Police Actions to advice and guidance, saying you know, here is a bit of an issue, you might want to think about this, before you drive across Greater Manchester to visit your relatives on the other side of the city. But if you have been fully vaccinated and they have been fully vaccinated, it is probably not a big deal. That is i think is the sort of decision the government is keen to encourage people to be making for themselves, ratherthan encourage people to be making for themselves, rather than saying here is a rule that says do this or dont do this. Do this. That is interesting. Our focus currently, do this. That is interesting. Our focus currently, recently do this. That is interesting. Our focus currently, recently has i do this. That is interesting. Our i focus currently, recently has been on what has become known as the indian variant, presumably we are living in a situation where further variants will come in time, this is how viruses transmit . Variants will come in time, this is how viruses transmit . Well, indeed, i think how viruses transmit . Well, indeed, i think there how viruses transmit . Well, indeed, i think there are how viruses transmit . Well, indeed, i think there are increasing i think there are increasing confidence in the, at least among the virologists that i talk to, that we are seeing the outer limits of where evolution can take the virus, as the virus adapts to becoming a human respiratory virus, rather than something that has migrated from animal species. The variants are all concentrated on the same bits of the viral gnome and the job of the vaccination is to protect against hospitalisation and death and there has never been a suggestion theyre there to prevent us from getting mild illnesses, comparable to illness from 30 other viruses that affect humans. Illness from 30 other viruses that affect humans. ,. ,. Affect humans. Thank you very much. That is professor affect humans. Thank you very much. That is Professor Robert affect humans. Thank you very much. That is Professor Robert dingwall. British travellers to austria will from today need an essential reason to enter the country, because of concern about the indian variant. Direct flights from the uk to austria will be banned for three weeks, from the 1st ofjune. The tory chairwoman amanda milling apologised to anyone who has been hurt by discriminatory behaviour or failed by our system. So the report that professor singh has published today does make uncomfortable reading for us in the Conservative Party and the first thing i want to say, i want to say sorry to anybody who has kind of had any experience of discrimination in the party and any hurt that they have felt. The report is detailed and thorough and includes 27 recommendations which we have accepted in full today. This was the reaction from the former home secretary sajid javid. I called for this investigation during the conservative Party Leadership contest in 2019 and im really pleased that the report has finally been published. Its, having read the report, i think its a thorough piece of work, its very candid and its very forthright and of course thats good to see. And also having sort of reflected on, i think whilst at one level it says there is no evidence of any kind of institutional or systemic discrimination in the partys complaints process, it does nevertheless set out what i think are some very distressing examples of anti muslim prejudice at the local association or the individual level. Professor singh goes on to say that the complete complaints process needs a complete overhaul, both in terms of resources, in terms of training and transparency, lots of reasons he gives for this and i must say, having read it, ifully support him in his conclusions and i would strongly urge the party to adopt all his recommendations in full with no conditionality. Lets talk to chris mason our political correspondent. He isa he is a key player in this and are you picking up on the fact that there are still a lot of people in there are still a lot of people in the party who really have concerns here . The party who really have concerns here . ,. ,. , the party who really have concerns here . ,. , , here . Yes, afternoon to you. Yes, there are here . Yes, afternoon to you. Yes, there are real here . Yes, afternoon to you. Yes, there are real concerns. Here . Yes, afternoon to you. Yes, there are real concerns. Sajid here . Yes, afternoon to you. Yes, j there are real concerns. Sajid javid is a key player, the report, tens of thousands of words, why it was commissioned, is because sajid javid was a contenderfor commissioned, is because sajid javid was a contender for the Conservative Party leadered ship and in a live tv debate he said if he was Prime Minister, he would commission this piece of work. Which effectively compelled all of the other contenders, not least borisjohnson the favourite, to agree to do the same thing. That is the product of that promise, this investigation published today. It is difficult reading this for any political party, particularly a party of government that a sizeable minority in the uk, some people perceive the Conservative Party to have a problem, orsome Conservative Party to have a problem, or some within the party to have a problem as far as anti muslim sentiment as it describes it, is seen. What is striking when you read the detail is that the different tiers of party to whom the report refers. Firstly, the leadership, the Prime Minister, not least that article he wrote for the Daily Telegraph before he was Prime Minister, talk about women who wear the burka as looking like letterboxes or bank robbers. It addresses that and says it has contributed to the problem. Then there is social media and the some people in local associations and as the report says, an inadequate complaints system, and to make sure that complaints are properly dealt with. The party said it will take on board what professor singh said and take on board all his recommendations. The party will hope that this issue that has bubbled away for several years is resolved, because that is what led to its commission and the test for the party is can it do what professor singh wants it to do and then see a change in behaviour. The conservative mp rob roberts has apologised for what he called a breach of trust. It follows his six week suspension from the commons after a Complaints Panel found he broke parliaments Sexual Misconduct policy. The independent expert panel found that mr roberts, mp for delyn in north wales, made repeated and unwanted sexual advances towards a male parliamentary staff member. Joe biden and Vladimir Putin have a history. Joe biden was Vice President for eight years and before that he was a senator involved in the Foreign Relations committee of the Foreign Relations committee of the us senate. Last month in an interview, joe biden was asked if he would characterise Vladimir Putin as a killer and joe biden agreed and Vladimir Putin recalled his ambassador to the us and say, joe biden is a killer as well. Tensions were high and the us imposed sanctions on russia and then they waived sanctions on the pipeline from russia to germany, something many politicians here in the United States wanted joe biden to impose sanctions. In some way that may be an attempt to ease the tensions leading up to the meeting that the Joe Biden Administration say they want to bring stability and predictability to us russian relations, something they view as not having been in effect during the Trump Presidency. His death sparked global protests against racism and police brutality, after mobile phone footage emerged, showing george floyd saying i cant breathe. Can we start possibly l with some positives . What do you afternoon. Can we start possibly with some positives . What do you see as having moved in a positive direction in the last year out of a truly desperate situation . The main positive thing that has happened has been the success of a lot of organisers and activists that have had at a local level across the country. There is a lot of controversy around the police in the United States and one of the things people do is dismiss it as having no effect but that is incorrect. Over 850 million has been divested in American Police departments over the course of the past year and thats a good thing. The problem is that part of what activists have asked is that defunding must also be accompanied by reinvesting in communities and the social health of communities. It is a Mental Health clinics and Public Health clinics, into job training and other things like that. That is the missing piece of the puzzle when it comes to that. 850 million has been divested and what we would want to see happening is that many being reinvested into the social health of communities. It said its been along the lines of 200 million that being reinvested. Its important to understand the work that organisers have been doing in cities across the country and its had some real tangible impact. A quick word on defunding the police because its not easy to translate to a british audience. Explain how those who agree with it would moving money away from Police Departments, what practical benefit is that bring . The point of it is that we have generations and bring . The point of it is that we i have generations and generations bring . The point of it is that we have generations and generations of evidence that shows that policing is not an Effective Institution in the us and keeping people safe. Thats the reality especially the poor communities and black communities especially. Policing isjust not particularly effective way of ensuring public safety. Politicians continue to just dump billions and billions of dollars into Police Budgets year after year to assuming that its going to somehow lead to something new despite all the evidence. The argument that organisers and activists make is essentially why not take large chunks of the Police Departments budgets and reinvest it into the health of the community. The evidence does show that when people have the things they need to live healthy and nourished lives, when material needs are met, that crime rates go down and the need that people see for there to be this massive and violent and repressive Police Department out on the streets, the need for that reduces radically. So its really about finding ways to ensure public safety, to ensure the health of individuals and the communities in ways that dont rely upon the police. Ways that dont rely upon the olice. ,. ,. Joe biden talks more nuance about racism that is central to policing but his vision for how to policing but his vision for how to go about fixing american policing are not particularly inspiring. In the close the police, joe biden is calling for more spending on the police. That the us should spend more policing so that officers are better trained and have better equipment and better oversight and accountability and so on. But the problem is that its just repeating a solution that is proven to be wildly ineffective really over the course of most of the history of policing in the us. You cantjust keep throwing money at this problem and assume more money is going to fix everything because it runs completely contrary to the entire reality of policing in the us. The brilliant summer of sport ahead feels that little bit closer now because Gareth Southgate has named a provisional 33 man squad for the rescheduled euro 2020. But the england manager says he doesnt possess an ideal hand of cards, due to the involvement of so many of his players in the Europa League and Champions League finals this week. He wont pick his final 26 players until next tuesday, but for now there are four uncapped players in the squad. Goalkeepers Sam Johnstone and Aaron Ramsdale of west brom and Sheffield United respectively. Plus defenders ben godfrey of everton and brightons ben white. There are four right backs in there, including liverpools Trent Alexander arnold. And there are three teenagers as well 17 year old Borussia Dortmund midfielder jude bellingham, arsenals bukayo saka and Manchester United forward Mason Greenwood, who are both 19. Notable omissions include tottenham defender eric dier and leicester playmakerjames maddison. And southgate knows hes got some Big Decisions ahead. Out of the 33, 12 players are still to play in european finals this week so we were always going to need some additional players for the first part of our camp. Add into that, we have some injuries that are at various stages. So we felt more time is going to help us to make better decisions. My preference would be to name their squad my preference would be to name their squad as my preference would be to name their squad as a my preference would be to name their squad as a clean 26. Its a signal for us, its a signalfor us, we have its a signal for us, we have to understand we are growing up step by step. This was a good step i think. We could have done much better this season, we know that. We went for another semifinal, we went for a quarterfinal and we lost in the fa cup. We didnt go through in the fa cup. We didnt go through in the Champions League. We could have won many games and many things but at this point the most important thing is we are in the final and now we have to win the final. And the pga of america has apologised, after spectators overwhelmed Security Officials and swarmed around Phil Mickelson and Brooks Koepka on the final hole of the pga championship on sunday. When eventual champion mickelsons approach shot found the green at the 18th at kiawah island, he became surrounded by the crowd. As spectators raced to follow him up the fairway. His playing partner koepka, whos recovering from a dislocated kneecap, said he had been dinged a few times in the knee by the crowd. Thats all the sport for now. Ill have more for you in the next hour theres confusion about the way new guidance was issued to eight areas of england hardest hit by the indian variant of the virus. This is a joint statement from the directors of Public Health and the key areas we have been talking about which have an increased incidence of the indian variant of coronavirus. This is burnley, bedford, black bean with darwin, bolton, kirklees, leicester city, North Tyneside and the london borough of hounslow. The statement says, following the coverage of the recently revised guidance we have met with National Officials and we have confirmed there are no restrictions on travel in or out of our areas. There are no local lockdown is. In areas where the new covid variant is spreading we are working together to boost testing and vaccination and to support Self Isolation. There are sensible Public Health precautions that people can take as individuals in line with the advice we have all been following throughout the pandemic. We will keep sharing that and working with National Officials to make sure people understand what they need to think about as they go about their daily lives. So no restrictions on travel in or out of our areas. That is the latest and i think everyone hopes that provides a degree of clarity. Our correspondent Chi Chi Izundu said police are searching for a group of men seen outside the house where Sasha Johnson was attending a party. They say that four black men, dressed in dark clothing, entered the garden of the party that sasha was attending in peckham in south london and started shooting. I theres confusion about the way new guidance was issued to eight areas of england hardest hit by the indian variant of the virus. Public Health Bosses for some of the 2 Million People in some of the eight areas of england that received updated coronavirus guidance have in the past half an hour release a statement saying there are no new local restrictions in indian variant hotspots. There has been confusion about the way new guidance was issued to eight areas of england hardest hit by the indian variant of the virus. On the 14th of may, bolton and blackburn were given specific guidance for the indian variant. But travel in and out of areas was not addressed specifically. Five days later, deputy chief medical officer professor Jonathan Van Tam urged caution. I would advise the residents in those areas to think very| carefully about the freedoms| they have, weigh up the risks and be very cautious. They will be more on that story in the next hour. Tomos morgan, bbc news. Charities working with older people say demand for video calling and Digital Services has doubled over the last year. The bbc has been speaking to one man, ron, who lost his wife at the start of the pandemic and says learning to video chat with people was a godsend. Luxmy gopal reports. Ron and jean were married for 56 years, but at the start of the pandemic, jean died of cancer. Three weeks after we got the funeral over with, lockdown came it couldnt have come at a worse time. Stuck shielding at home for months, ron faced his grief alone until he decided to learn how to video chat. Hiya, ron. Hello, there. Hello again. Nice to see you again. To be quite honest, without me ipad, i would have been totally lost. In my particular position its brilliant, because i cant walk so its been a godsend to be able to talk to people, you know, without going out of my house. He was remotely taught Digital Skills by local charities in leeds. After never having touched a tablet device before last year, hes now used his to find bereavement counselling and chat to people. At least youre not talking to faceless people when you talk to them on the phone yet, you cant imagine who youre really talking to. Ive got in touch with a cousin of mine in kent who i havent spoken to for 45 years, and ive got through to her on messenger and all you do is press a camera thing and it gets you through unbelievable. And rons experience reflects a trend among his generation. An ofcom study found the proportion of over 655 using video calling nearly tripled after lockdown, and the leeds branch of age uk says during the pandemic its seen a doubling in demand for its Digital Support Services among older people. Many Charities Say the online influx could be beneficial in the long term for delivering services for example, to those with mobility issues or in bad weather. Of course, its not about replacing face to face contact, but simply offering more options. Its about giving people that choice. Were trying to give people the skills and the access to the devices and the connectivity, which are all challenges that we face. But if we can encourage people to give it a go so they can see what its like to use it if they need to. Do you think this is something youre going to continue with in the future, even after lockdown and the pandemic is over . No doubt about it, no doubt about it. Yeah, ill keep on using it. Theres work to be done to ensure wider access to the internet and devices for the older community. But the past year of lockdown has at least encouraged more engagement. And the final thought from ron on zoom. Youre never too old to learn. Its as simple as that. I mean, if i can learn, anybody can. Luxmy gopal, bbc news, leeds. Now its time for a look at the weather. The headlines Council Leaders and officials in eight areas of england hardest hit by The Indian Coronavirus Variant have strongly criticised the way the government issued new guidance for People Living there. No one in our system was told about this change in the presentation of the guidance and obviously since then, theres been a huge amount of confusion across the system and this would appear to be, in my view, a major communications ever. Local Authority Leaders for the areas concerned have met with government officials and issued a joint statement this afternoon emphasising there are no Local Lockdowns just sensible precautions and advice.
