Interview with diana, princess of wales. I take comfort from the fact that Martin Bashir is no longer here. I dont take comfort yet from understanding why he was rehired. A Bbc Investigation has heard claims that vulnerable children are being failed at a Special School that charges more than £50,000 a year per pupil. A new Buddying Scheme is trialled, to help people struggling during covid and encourage those who need to self isolate. And, how dogs can be trained to detect coronavirus in humans and could be used in the future for screening at airports or mass events. Good afternoon. The uk has ordered all airlines to avoid belarussian airspace in order to keep passengers safe after belarus forced a Ryanair Passenger Plane, which was flying between athens and vilnius, to divert to minsk. The belarus authorities then arrested an Opposition Activist who was on board, the Journalist Roman Protasevich. The actions have been condemned by the International Community. Here, the Foreign Secretary Dominic Raab said President Alexander Lukashenko must be held responsible for his outlandish actions. The us State Department called it a shocking act, and Eu Leaders are due to meet later to discuss possible sanctions. From brussels our Europe Correspondent Jean mackenzie reports. Grounded in belarus, the Ryanair Plane the state is accused of hijacking. All to arrest this young man, a journalist and political refugee who had fled belarus two years ago only to be forced back home yesterday under the most extraordinary circumstances by a regime he told his fellow passengers would execute him. This woman tries to get passengers to stay calm. As Roman Protasevich is led away by agents from belaruss Secret Service, witnesses say he was shaking. They were checking our suitcases but at the same time they were arresting the journalist. How scared he was . Super scared. I looked at him, directly in his eyes and it was very sad. Immediately after the plane forcibly landed in minsk, roman was detained by the kgb and now more likely he is interrogated i by special services. Usually not the detention is the worst, but the interrogation, because they use. Different methods in order to get information from him. Roman is wanted by authorities for running an Opposition News Channel on the social Media Platform Telegram that is used to organised protests in belarus and to broadcast them. The protests sprung up around last Summers Election when belaruss long time Leader President lukashenko claimed yet another disputed victory. Since then, the regime has cracked down on dissent, Arresting Hundreds Ofjournalists and opposition figures. The leader of the opposition was forced into exile. We are sure that it was because of a direct order of lukashenko himself, because he considered roman to be his private enemy, and so he made possible this operation fulfilled. It couldnt be done without direct orders, for sure. The ryanairflight had been making its way between two european capitals, athens and vilnius, when it was diverted by belarussian Air Traffic Controljust before leaving belaruss airspace, escorted by a fully armed Mig 29 fighter. The head of the airline believes there were four Secret Service agents on board. I think its the first time it has happened to a European Airline but, i mean, this was a case of State Sponsored. It was a State Sponsored hijack, it was State Sponsored piracy. But unfortunately, i cant say much about it because the Eu Authorities and nato are dealing with it at the moment. There is international outrage. Here in europe, talk is tough, with promises of consequences. But tonight, Eu Leaders must decide what exactly the consequences should be for hijacking an eu flight. After hours in minsk, the plane was allowed to complete its trip without roman and his girlfriend. Already, it appears airlines have started to avoid belarussian airspace, deciding the detours are worth the delays. Jean mackenzie, bbc news. In the last hour, the Foreign Secretary Dominic Raab has spoken in the house of commons, calling for the immediate release of Roman Protasevich. The uk calls for his immediate release and the release of all other political prisoners in belarus. We are urgently seeking full details of precisely what took place in relation to Flight Fr 4978, but the scenario as reported is a shocking assault on civil aviation and on International Law. It represents a danger to civilian flights everywhere and it is an egregious and extraordinary departure from the International Law and the international practice that guides international civil aviation under the chicago convention. Of course, the International Community as a whole has a shared interest in ensuring that Civilian Aircraft can fly safely and without harassment. That is why we are calling for the council of icao, the international civil aviation organisation, to urgently convene to address thoroughly and rigorously this incident. The regime in minsk must provide a full explanation for what appears to be a serious violation of International Law. The European Council president Charles Michel says he has put sanctions against belarus on the agenda of an Eu Summit he will chair this evening. He described the Forced Landing of the Ryanair Flight as an international scandal. What happened yesterday is an international scandal. The life of European Civilians were at risk yesterday, this is not acceptable and its why we put the debate on sanctions on the table of the European Council. We are preparing different options, different possible measures and i hope tonight we can take decisions on that. Steve rosenberg is in moscow for us. Imean, the i mean, the condemnation was swift, it was widespread, but what is the response from the country itself . Every time that Alexander Lukashenko is criticised by the west, western governments he appears to just brush that away. And its the same with russia, theres such a contrast between the strong international condemnation of what happened yesterday in minsk and with the reaction in moscow. The Kremlin Today said that refrain from comments, the russian Foreign Ministry did not refrain from comments, the spokeswoman for the Foreign Ministry said she was shocked by the shock in the west and one russian mp went even further, he said that what happened was a brilliant operation conducted by the by the rich and kgb, the Security Services there. And i was watching russian State Television through The Day and its clear from what they have been saying that moscow has taken the side and perhaps you would expect, of mr lukashenkos administration. 50 expect, of mr lukashenkos administration. Now, Dominic Raab said today that its yet unclear whether moscow anew, and it is unclear because the main pro kremlin newspapers this point he had nothing at all about the story, the kremlin said it was going to refrain from comment. That suggests possibly that there was no official version of events here in moscow ready to roll. But be that as it may, throughout The Day the state Media Machine has kicked in and youve had State Television taking mr lukashenkos side, youve had russian mps taking his side, because if it comes to a choice between backing the administration in minsk and backing the west, moscow always chooses minsk. ~. ,. ,. , minsk. Lets return to the commons where the Home Secretary Priti patel is about to answer an urgent question on the death the Daniel Morgan independent panel was set up in 2013 by the then Home Secretary. The panel was commissioned to leave no stone unturned and the review has taken eight years. The terms of the reviews Set Out that The Independent panel would present its final report to the Home Secretary will make arrangements for its publication to parliament. The chair of the panel has informed the government at the report is now complete. And that she has undertaken all of her required checks. This is an important milestone. Once the panel provides the Home Secretary with the report my right honourable friend will make arrangements to lay the report in parliament as is her duty according to the terms of reference. The Home Office has asked the chair of the panel to agree and process for sharing the report with the department in order to proceed with its publication. He has set up some of the reasons why this case is so very important, and indeed we note that was directed by the then Home Secretary in good faith eight years ago that it has taken as long as it has to work through the evidence. In terms of the Allegation Cup that the publication has been blocked, that is not correct. One cannot block publication of a report if one has not yet received it. So the Home Office has not received the report and as i said in the statement that the Home Office is working with the chair of the panel to agree a date for publication. Theres some chance during from a sedentary position if i may say so, in terms of these contents of that report, i spoke to the Home Secretary this afternoon about this matter, there is a very, very real wish on all sides to see his report published, to see answers for the families. And i quote, The Independent panel will present its final report to the Home Secretary will make arrangements for his publication to parliament. The Home Secretary will be entering that agreement in good faith and the report will be published. There has been a question, i know, about Reduction Editing and so on. This will not happen to be the only caveat, because im aware of my duties at the dispatch box, the only caveat is that as the honourable judge but knows the Home Secretary like any other Home Secretary has responsibilities both in terms of national security and also the Human Rights Act Committee Honourable Gentlemen dismisses national security with a wave of the hand, but these are the responsibilities that annie Home Secretary must abide by. That is the only caveat and once those duties have been discharged Deadness Report will be published, but again we welcome the report, we look forward to receiving it from the panel when it is passed to the Home Office and then the report will be published. We will leave that for now, quite a bad tempered exchange there in the comments. The Home Secretary, that was Victoria Atkins on the behalf of the Home Secretary but the Home Secretary has that she has yet to receive the report into the unsolved murder of Daniel Morgan. As you heard Chris Bryant from labour said, its 34 years since the private investigator was killed in southEast London. And No One has ever been brought tojustice. London. And No One has ever been brought to justice. Following london. And No One has ever been brought tojustice. Following his death. So in explainer there in the comments before being told by Home Office note from a tree time could be allowed to happen found to be allowed for it to happen. Lots of comments, as you saw from the other side of the chamber. A little bit more on that to come perhaps later. More reaction to the fact that we still dont have that report on the murder of Daniel Morgan. The time now, 22 minutes past five. The Bbc Board has announced a review of the Corporations Editorial and whistleblowing policies, following the report into its 1995 interview with diana, princess of wales. Richard sharp, the bbc s chairman, said the board will look at the culture of The Corporation to assess the effectiveness of policies and practice. He was also asked to explain why Mr Bashir Wasnt sacked from his job as religion editor. I trust the executive to handle the sensitivity of these processes when it comes to the nuance between somebody resigning and somebody being fired, where we have different legal, quite right, appropriate legal protections. I expect them to handle it in a way thats best for the organisation. I take comfort from the fact that Martin Bashir is no longer here. I dont take comfort yet from understanding why he was rehired. Speaking in the commons in the past hour, the Media Minister John Whittingdale said the bbc was a valuable assest, but its reputation had been tarnished. He said that lord dysons report made for shocking reading. It details not just it details notjust an appalling failure to uphold basicjournalistic standards, but also an unwillingness to investigate complaints and discover the truth. That these failures occurred at our national broadcaster is an even greater source of shame. The new leadership of the bbc deserves credit for setting up an independent inquiry and for accepting its findings in full. Howeverthe and for accepting its findings in full. However the reputation of the bbc, its most precious assets, has been badly tarnished and it is right for the Bbc Board and what your leadership now consider urgently how Confidence And Trust in The Corporation can be restored. It is not for the government to interfere in editorial decisions, but it is thejob of government in editorial decisions, but it is the job of government to ensure that there is a strong and robust system of governments at the bbc with effective external oversight. The Ministerfor Media the minister for media and data speaking in the comments this afternoon. A buddying system for people needing mental Health Support as a result of the pandemic is among several ideas being trialled to encourage people to get tested for covid, and follow the rules about Self Isolation. 12 Million pounds is being spent on Pilot Schemes in nine areas of england which have high Infection Rates. The government has acknowledged that some people find Self Isolation challenging. Our Health Correspondent Anna Collinson has more. If you come into close contact with someone who has tested positive for coronavirus, you may receive this a message from Test And Trace saying you must self isolate for ten days. But for many who are concerned about Money Or Cant work from home, it is just not that simple. Now the government is piloting more ways to support people. Nine areas with high Infection Rates in england will receive a share of nearly £12 Million, including parts of london, the north west, yorkshire, peterborough and somerset. They will trial increased social Care Support for vulnerable adults, Translation Assistance for non English Speakers and alternative accommodation will be offered to those isolating in overcrowded homes. But some economists warn this will only go so far unless statutory sick pay is increased. If you dont tackle the financial support that is missing, youll end up with really poor compliance with isolation, which of course risks everyones health and the economy. These pilots come as Surge Testing is being rolled out in parts of london following a rise in coronavirus cases linked to the variant first detected in india. As people enjoy their new freedoms, it is hoped these steps will encourage more people to get tested and self isolate if required. This is an uncertain time, that when we hear information around the indian variant and the fact that its sporadically increasing in areas, naturally that does make some people very worried. We just have to go back to what we know about viruses, which is always that the way to control a virus is to make sure that we are washing our hands, that we are wearing a mask to stop those droplets from going out. There are also renewed calls for people to take up their second jab after a study found that both the Pfizer And Astrazeneca vaccines are highly effective against the indian variant after two doses. While this variant may be more transmissible, scientists say well have to wait a bit longer before we know whether it could cause a rise in hospital admissions. If the current generation of vaccines are able to stop people going into hospital, whilst there is still mild infections, people are still getting the common cold with the virus, then the pandemic is over because we can live with the virus. In fact, we are going to have to live with the virus, one way or another. The government says it is increasingly confident the final stage of Easing Restrictions in england will happen in three weeks time, but it warns much relies on the data and our behaviour. And the latest Government Figures on Coronavirus Show 3 deaths and 2,439 new cases in the latest 24 hour period. And, turning to the Vaccination Program in total, more than 38 Million people have now had their firstjab, and almost 22. 9 million people have have their second dose. India has become only the third country in the world to record more than 300 Thousand deaths from covid, behind the us and brazil. Experts warn that the real number of fatalities might be far higher as many deaths are not officially recorded. India has registered 26 Million cases second only to the us and is now the epicentre of the global pandemic. The problem is compounded by a sluggish vaccination drive. With some clearer conditions across the south and ireland, this is where we will see some of the coolest conditions tomorrow morning. But also brighter weather, fewer showers around. Most of the showers will be across scotland and Northern England and later into the North Midlands and lincolnshire. In the afternoon, they could be heavy. Cool when the showers come through, a bit more of a north to north westerly breeze, nice enough when the sun is out. But we finish The Day with some rain across cornwall, spreading towards the Channel Islands. Still some rain over the next few days but The End of the week is looking drier and warmer. He dedicated the turnaround to his brother, tim, who is caddy, and to the older heads in the game who keep going. Its very possible that this is the last tournament i have a win, but its also very possible that maybe i go on a little bit of a run, i dont know. But the point is that there is no reason why i, or anybody else, cant do it at a later age. It just takes a little bit more work. Lets return to the story we touched on at half past, the news coming out of the hague following on from the controversy around Saturday Nights eurovision, specifically in relation to the bands that one, lets get more from our correspondence in the hay, because a lot of controversy since then, suggestions that the Lead Singer had been spotted using drugs during the contest. I Lead Singer had been spotted using drugs during the contest. Drugs during the contest. I mean, organisers drugs during the contest. I mean, organisers clearly drugs during the contest. I mean, organisers clearly determine drugs during the contest. I mean, organisers clearly determine to i drugs during the contest. I mean, i organisers clearly determine to draw a line under this now because the results are back. Just to remind you what happened, on the night, Television Pictures showed Damiano David dipped his head to the table for a few moments and there was speculation online, in the press room, that he had been taking drugs. Afterwards he was asked about it in the press conference, we were there, he said, i didnt take drugs, my band mate, the guitarist, broke a glass and i was leaning down to clear it up. Weve just had a statement on the last 15 minutes from ebu, the organisers, and they said following these allegations of Drug Use in The Green Room, the broadcaster has requested through the italian delegation is a review of the facts, so they studied all the available footage and a Drug Test was also voluntarily undertaken earlier today by the Lead Singer, Damiano David, that has returned a negative result. Now, they go a little bit further than this and they say no drug is take place in they say no drug is take place in The Green Room and we consider the matter closed. We are alarmed at the inaccurate speculation leading to fake news, this overshadowed the spirit, the outcome and unfairly affected the band, so the ebu keen to hear The End of this and celebrate the event that successfully went ahead despite the pandemic. Successfully went ahead despite the andemic. , successfully went ahead despite the andemic. ,. , a Bbc Investigation has heard claims that vulnerable children are being failed at a school that charges more than £50,000 a year per pupil. Leaways school in East London is focussed on children with special needs, and local councils have spent millions of pounds sending students there with conditions such as autism. But parents and staff say leaways, whose directors include two men involved in the Winterbourne View scandal, has significant problems. Our social Affairs Correspondent Michael Buchanan reports. Ethan stewart has his future sorted. Hes going to be a judge on britains got talent. But the 14 year old, who has autism, has to get through education first. His mum pushed for him to go to a specialist school, a decision she came to regret. It got to the point where he hadnt had a teacher for most of the year. Just Teaching Assistants . Teaching assistants, yeah. At the time when we had no class teacher, we had no therapies. There was no therapies, no speech therapies, no occupational therapies, which he needs. With his routine disrupted, ethans behaviour deteriorated. He got aggressive. His Anxiety Levels were rising. Couldnt get him to do anything. It wasjust like he had gone so backwards, it was horrible to see after all the progress hed made. This is the School Ethan attended, leaways in East London, which charges £53,000 a year per pupil, usually paid for by local councils. Its latest accounts show it made a £5 million Operating Profit last year. The school is part of a larger group whose directors include Paul Brosnan and his father, denis. They used to run the company behind Winterbourne View, where a decade ago, the bbc exposed the abuse of people with learning disabilities. It became clear quite quickly that the school were making a profit from not meeting the needs of children. A lack of therapists, a lack of any staff, sometimes left a single adult in a room with volatile children. That shouldnt happen. Youre putting the adults at risk, youre putting the children at risk and there were incidents where Staff Members were seriously injured and required hospital treatment. Lots of the teachers were unqualified. Some of the Support Staff had very limited experience in working with children. Some of the children were leaving without being able to read, which is unforgivable. Leaways told us they were rated good by ofsted and always well staffed. They added. Ethan has now moved back to a state school, where hes said to be happy and flourishing. Michael buchanan, bbc news, East London. Thank you very much indeed for coming to talk to us today. Lovely to catch up with the boys. Thank you so much for putting us together last year. Stephen, what about you . Lindsay, you are here to help rob use his machine, which is an eye scanner, normally, but youre going to help him. Rob, what is it like for you to see the lads again . Doddie and Stephen Have become great friends through us all being in the same position. They have become Uncle Doddie and my brother stephen. I cant thank them enough through sharing advice and showing me the path to go down. Stephen texts me often and checks in on me. I i he has been amazing with the tipsi he has given me and i am in a much better position for it. Without these two, i think i would be bitter and feeling sorry for myself. A year ago, the thing that you told me was really clear was that you wanted to use your situation to help other people who had a similar diagnosis, who perhaps didnt have the profile or the platform that you all have. Sitting here together, a year and a bit on from that, you must know how much you have achieved . Yes, hopefully that isjust the start. As doddie said, the support has been absolutely amazing and we cant thank everyone enough. But seeing how the disease has progressed and affected Rob And Doddie in the last 12 months is hard. You can see within a year how brutal the disease is because last year, we were all able to walk into the filming set. This year, Two Of Us needed a little bit of help. I want to say that, as i sit here with limited use of my legs, arms and neck, cant speak, i want people to know i feel as mentally strong as i have ever done. Rob, i know that you have thought about legacy. Yeah, i think that legacy means to have played i a role in finding a cure. I only hope it is in my lifetime but i will be equally as pleased if it was not. I hope i leave a lasting impression on this horrible disease. Sally nugent, bbc news. If you are fed up of the Rain Clouds and the unusually cool conditions for this stage in may, there is a little bit of weather optimism coming your way late in the week. Instead of low pressure in the charts, High Pressure is across much of the uk, keeping most of the Rain Clouds at bay, not all of them, but what it also will do is it will boost temperatures as well. Back to levels more typical of late may. So drier and warmer for many, as we head towards the bank holiday weekend. Stark contrast once again to what is out there today. There has been some big, thundery downpours around, a little bit of sunshine here and there, best of which, northern ireland, Northern England and the far south of scotland, fewer showers, more persistent rain across north of scotland where it is especially cool. Nice enough if you dodge the downpours across parts of central, Southern England and wales, the Odd Rumble of thunder. Continuing in the evening, the showers will continue in some parts of scotland, Northern England more especially, one or two dotted around elsewhere. Clearest by The End of the night South West, south wales, northern ireland, where temperatures should drop the furtheset to allow a Cool Start to tuesday but some of the drier and brighter weather will be found here. As for tomorrow, scotland and Northern England most prone to the heavy showers. They will come and go. Fewer showers elsewhere, so a better chance of staying dry for many of you, compared with today, chiefly across Northern Scotland and Southern England, although cornwall, Isles Of Scilly and also later the Channel Islands are likely to see an area of more persistent rain. That Willjust Run its way into france as we go through tuesday night. A few showers dotted around into the night and through to wednesday, a Cool Start, cloudy, occasional rain down those eastern coasts of england and scotland, and feeling chilly in the breeze. Elsewhere, one or two showers but a lot of drier weather and in the sunshine could see temperatures hit 17 degrees across the West Of Scotland and some parts of the South West midlands and Southern England. Wednesday night to thursday, low pressure pulls away, we start to see areas of High Pressure building, not strong enough yet to prevent some Rain Clouds spreading into the far west later on, especially for northern ireland, so Heavy Rain here, a few splashes across Western Fringes of england, Wales And West in scotland, but much of scotland, england, eastern wales, a dry day on thursday, and temperatures could get back up to where we should be, may be around 18,19 degrees in a few spots. A quick glance into the bank holiday weekend, not completely dry but more of you will spend time drier for longer, and as i said, getting a bit warmer too. Bye for now.
