To turn to drink and drugs to deal wIth losing her. Probably drink a weeks worth in one day on a friday or saturday night, and i was by myself drinking not because i was enjoying It but because i was trying to mask something. Iam sure i am sure some of you had a disturbed lot that night Last Night Due to the strength of the wind, It stays wIth you today wIth more rain to come but things are brighter This weekend, all the details later. Good morning. Its friday the 21st may. Our top story. The duke of cambridge has crIticised the bbc, saying failures relating to the Panorama Interview wIth his mother, fuelled her paranoia and worsened his parents relationship in herfinal years. It comes after an independent inquiry found the 1995 interview wIth Princess Diana was obtained by deception. Prince william said the findings had brought him Indescribable Sadness. Our media edItor, amol rajan, has This report. Watched by almost 23 Million people, Martin Bashir s shocked the world. Yesterday we learnt the real story behind the story after a report laid bare a catalogue of failures. Now the duke of cambridge has said the interview had been very damaging in the last years of his mothers life. It is my view that the deceItful way the interview was obtained substantially influenced what my mother said. The interview was a major contribution to making my Parents Relationship worse, and has since hurt countless others. It brings Indescribable Sadness to know the bbc s failures contributed significantly to herfear, Paranoia And Isolation that i remember from those final years wIth her. And, in a statement from the us, the duke of sussex said. Lord dysons independent report, commissioned by the bbc, says bashir was devious and dishonest, lying repeatedly to secure the interview and explain hiS Conduct. He says the Bbc Investigation into how the interview was obtained was woefully ineffective and he adds. Crucial information that It knew but It went to the media. But It didnt give to the media. Princess diana and Prince Charles were already separated at the time of the interview. Early in September 1995, bashir met Earl Spencer. He showed him fake Bank Statements to suggest payments had been made to informants around diana. Earl spencer introduced bashir to diana. This constItuted a serious breach of the guidelines at the time. The interview aired but, soon, journalists at the daily Mail Group and elsewhere started asking questions. A Bbc Investigation, led by tony hall, later Director General, cleared bashir, but Earl Spencer was not approached. Big mistake, according to dyson. In august 1996, Prince Charles and Princess Diana were divorced. She died one year later. And in Panorama Last Night Earl Spencer explained the effect that bashir S Deception had had. The first statements i was shown, the first fake Bank Statements, were to get my trust. The second set were to get to diana, and then to get the interview, so It is a very clear chain from any one logical Point Of View. The irony is i met Martin Bashir on the 31st Of August 1995 because, exactly two years later, she died. And i do draw a line between the two events. This is a young girl in her mid 30s who has lived This extraordinary turbulent and difficult time in the public eye. She didnt know who to trust and, In The End, when she died two years later, she was wIthout any form of real protection. Martin bashir won a bafta for the programme. He left the bbc last week having been rehired in 2016. He has long argued that diana would have agreed to speak to him wIthout the fake Bank Statements. In a statement, he said. Lord hall of birkenhead, who is the director of Bbc News, conducted the investigation into bashir S Contact and was until last august the Director General has apologised and said he was wrong to give bashir the benefIt of the doubt. The bbc has wrItten to members of the Royal Family to apologise for what happened and It says It has no plans to run Martin Bashir s Martin Bashir s panorama in full again. Amol rajan, Bbc News. This is about the Ity-and-transparency'>IntegrIty And Transparency of the bbc. When Prince William made the statement last night he wasnt talking about the bbc 25 years aGo, he was talking about the bbc. He felt very let down. And that is the question facing us. Its already said Its Director General said This was a dark day for the bbc. Many questions raised. There has already been an apology to Prince Charles for the lurid and untrue claims that Martin Bashir made about members of the Royal Household taking payments. And the bafta has been handed back for that programme and thats just the beginning. You should look at Prince Harrys statements. He says, well, he wants to give a degree of acknowledgement that at least This is the beginning of some form of accountabilIty, a step towards Justice And Truth. He is certainly thinking This is not The End but the beginning in his mind off looking towards how his mother was treated through those years more widely in the press. Through those years more widely in the ress. ~ ,. , through those years more widely in the ress. ~ meanwhile, Prince Harry has described how he was willing to turn to Binge Drinking and drugs as a way to deal wIth the trauma of losing his mother. He was speaking in the first part of a Television Series he has produced alongside the american Chat Show Host Oprah Winfrey, which looks at Mental Health issues. Our Royal Correspondent, Sarah Campbell, reports. This is where Prince Harry said he was happiest, in the army wIth no special treatment, wearing the same uniform as Everybody Else. It was carrying out royal duties that he now says caused him severe Anxiety And Panic attacks. To help him cope, he turned to drink. I was willing to drink, i was willing to take drugs, i was willing to do the things that made me feel less like i was feeling. But i slowly became aware that, ok, i wasnt drinking monday to friday, but i would probably drink a weeks worth in one day on a friday or saturday night, as i was by myself drinking not because i was enjoying It but because i was trying to mask something. In perhaps an early Warning Sign of future problems, It emerged that in 2002 Prince Charles had sent a teenage harry to meet staff and patients at a Itation-centre'>Drugs RehabilItation Centre after he admItted Smoking Cannabis at the highgrove estate. Understandably, harry attributes much of his pain to the very public loss of his mother when he was just shy of his 13th birthday. For me, the thing i remember the most was the sound of the horses hooves Going along the pavement, along the mall, the redbrick road. By This point, i was. Both of us were in shock. It was like i was outside of my body and just walking along, doing what was expected of me. Showing. One tenth of the emotion that Everybody Else was showing. This was my mum, you never even met her. Now living in california wIth his family after years of not talking about his grief and trauma, harry firmly believes discussing his Mental Health battles publicly will help others. Back in brItain, It has been a difficult few months for the Royal Family who are also having to come to terms wIth Harrys Determination to share his pain wIth the world. Sarah campbell, Bbc News. He has a Pod Cast, and an interview wIth Oprah Winfrey which had been crItical of the Royal Family and in these episodes, the same is true so he talks about the fact that when he first met meghan, there was a huge amount of press and social Media Attention which they found very fickle but they didnt get the help they wanted from the Royal Family. Single Use Plastic Carrier Bags, The Ones you sometimes buy when youve forGotten your bag for life. From today, the charge for these bags is Going up in england. Sarah can tell us more. Its funny how many we have squirrelled around the house, and usually forget It when you Go shopping. Under the sink, that is my big confession, a mound of them. The prices Going up from 5p confession, a mound of them. The prices Going up from Sp To 10p and we are talking about the war on plastic today. But theres a growing awareness through programmes like blue planet that more needs to be done to protect the environment. In england, the 5p Charge for Plastic Bags came into force in 2015. But It only applied to Big Retailers, those wIth more than 250 staff. A similar charge had already been introduced in scotland, wales and northern ireland. The impact was immediate. In 2014, nearly Eight Billion bags were given away free to customers at englands largest supermarkets, thats the equivalent of 140 bags per person, per year. By 2018, that number was down to one billion. The average shopper now buys just four single Use Plastic Carrier Bags a year. So It looks like habIts have changed. But have they . According to a recent survey, 26 of people are still buying single use bags at the till. We asked these shoppers in manchester. To be honest, if you need one, you need one. A lot of shoppers are using so called bags for life instead. But there are still problems. Many are sold for as lIttle as 20p and actually contain more plastic than single Use Plastic bags. The problem wIth Plastic Bags for life is that their numbers are only Going up. So, in 2019, the top ten supermarket sold a staggering 1. 6 billion bags for life which works out at about 57 bags per household. The problem wIth these bags is they are usually bigger so they contain more plastic. The average bag for life contains about three times more plastic than a single use, Thinner Plastic than a single use, Thinner Plastic bag. Some Big Retailers are trying to tackle This problem. Morrisons and the Co Op are removing Plastic Bags for life because some shoppers are only using them once. In morrisons, they are offering strong paper bags instead. And, from today, the charge for a single Use Plastic bag is Going up from Sp To 10p. That is in england. That will apply in all shops Whatever their size, notjust the Big Retailers. Scotland took action on This in april. The Government'>Uk Government says It expects retailers to donate proceeds from Plastic Bag sales to Good causes but Its not compulsory. So, do let us know you think on This one, get in touch. It is worth saying of course you can recycle Plastic Bags and more of us are doing It but the majorIty of them are still ending up in landfill and they take many years to break down so that is the big challenge. Completely misses the point, doesnt It . Naga thank you. Today is the deadline for the Government to decide whether or not It should be compulsory for Care Home Staff to be vaccinated against coronavirus. The industry is splIt on the issue some believe Its the only way to guarantee the safety of Care Home residents, while others fear It will deter people from entering the sector. Dan johnson reports. When i first heard about the vaccine, my inItial thought was there is no way i would have It. This is Itancy'>Vaccine HesItancy amongst Care Home workers. I was Really scared about It. I didnt know anything about the vaccine. It was the unknown, Really. Gabby was one of many who were reluctant at first. There were all these rumours Going online about Gene Manipulation and you are Going to Go an extra pair of hands and all sorts. You didnt believe that, did you . No, no. Obviously, there are some side Effects Nobody knew about. Maybe still we dont know about what might happen in future. And here they face a real challenge. It came as a shock but we had about 30 35 of our workforce that were refusing It. Theyve now Got that down to just 7 , but the boss wants help to get It lower. I personally would support mandatory vaccination in Social Care. I think It is so, so important that everyone is vaccinated for the benefIt of the residents and the staff. I have a responsibilIty to protect everyone. But It is such a sensItive question how to protect vulnerable residents but also respect personal choices. I dont think mandating It is giving the right message, especially as they are not mandating It for anybody else. No Health Care workers have been mandated to have It. Technically, one of our residents could leave an environment where everybody is vaccinated, need to Go into hospItal and be cared for by somebody who is not vaccinated. Itjust doesnt make sense. But It has been a difficult year of restricted Care Home visIts, families separated, even at The End of life. When you have Got a 92 year old parent that you cant see, i think 15 minutes a week is ridiculous. Phils mum died last year. He now feels mandatory vaccination is the key to reconnecting others. Everyone has their right. But, you know, my mum had a right for a Family Life and that was taken away from her. Its a bIt ironic that you have staff working in there who havent had a vaccination. Yet youve Got families that, in some sItuations have had a vaccination, but they are still not being allowed into the Nursing Home to see their loved one. That cant be right, can It . This home brought a pharmacist in to reassure staff. I think, sometimes, when we are scared of things, as a lot of them probably were, and then a lot of them are of a child bearing age and there was a lot of concern over fertilIty and pregnancy, and some of them are from different ethnic origins and stuff where vaccination is viewed as a much more dangerous thing people believe their ancestors were tested on and things through vaccine. So there are lots of different angles people come at and i think people may be havent actually taken the time to stop and think Its just not about me, It is about the wider picture. I stand on both sides. I dont like the idea that we force someone to do anything, but i do feel that we have to protect our elderly population. We have Got to understand the backdrop of 120,000 vacancies in our Social Care sector. So, people leaving our sector is also Going to be a massive issue. They can walk straight into a Ital-setting'>HospItal Setting where they dont have to be vaccinated. How crazy is that . We have circa 25 members of staff who are still refusing, so, on reflection, we are getting there. Im quIte proud of what weve achieved in terms of turning people around. And youve had both doses now . Yes, i have. My second dose was in april. So you are fully vaccinated. And comfortable wIth that . Absolutely. Would It have been easier if were just just told you have to have It. I think that would be the right thing to do. Yeah, thinking back now. If youd been told to have It, you would have just done It . Yeah. Some people might think that seems crazy. Just make that choice. Thats true, but we are still Human Beings and we have our own feelings and worries and This was something Really new. Ijust feel like we have the duty to care for our vulnerable residents and that would have maybe beenjust easier. The Department Of Health and Social Care says appropriate exemptions will be respected. But Its priorIty is finding the right way to ensure people in Care Homes are protected. Dan johnson, Bbc News. Really interesting hearing from them. There was that Ition'>Debate And PosItion whether or not they should be obliged to get vaccinated. It is a 6 26am, time to get the update where you are. Outbreaks of rain accompanying, cloudy today, temperatures on the cool side, 14 celsius the maximum. For more exposed areas, the chilterns, for example, This could be a few Degrees Cooler than that. Overnight tonight, It stays mild. It also stays rather cloudy and we will see further outbreaks of rain and the wind still strong overnight. That low pressure slowly starts to move away eastwards. Minimum temperature dropping down to about 7 8. For saturday, It is Going to start off damp but that rain should clear, a dry afternoon, still some showers, some sunny spells but the wind that bIt lighter. Theres more from me in half an hour. Hello, This is breakfast wIth Charlie Stayt and naga munchetty. Prince william has crIticised the bbc for Its handling of the Panorama Interview wIth his mother, Princess Diana, more than 25 years aGo saying It contributed to her fear, Paranoia And Isolation. It comes after an inquiry found the interview was obtained by deception, and The Corporation didnt properly investigate concerns raised at the time. Here is what he had to say. I would like to thank Lord Dyson and his team for the report. It is welcome that the bbc accepts Lord Dysons findings in full, which are extremely concerning that bbc employees lied and used fake documents to obtain the interview wIth my mother, made lurid and false claims about the royalfamily, which played on herfears and fuelled paranoia, displayed woeful incompetence when investigating complaints and concerns about the programme, and were evasive in their reporting to the media and covered up what they knew from their internal investigation. It is my view that the deceItful way the interview was obtained substantially influenced what my mother said. The interview was a major contribution to making my Parents Relationship worse and has since hurt countless others. It brings Indescribable Sadness to know that the bbc s failures contributed significantly to herfear, Paranoia And Isolation that i remember from those final years wIth her. But what saddens me most is that, if the bbc had properly investigated the complaints and concerns first raised in 1995, my mother would have known that shed been deceived. She was failed notjust by a rogue reporter, but by leaders of the bbc, who looked the other way rather than asking the tough questions. It is my firm view that This Panorama Programme holds no legItimacy and should never be aired again. It effectively established a false narrative which, for over a quarter of a century, has been commercialised by the bbc and others. This settled narrative now needs to be addressed by the Bbc And Anyone else who has wrItten or intends to wrIte about these events. In an era of fake news, public Service Broadcasting and a free press have never been more important. These failings, identified by investigative journalists, not only let my mother down and my family down, they let the public down, too. That was Prince William reacting to the findings of an inquiry into a bbc Panorama Interview wIth his mother, Princess Diana. Well get more on that later in the programme from our Royal Correspondent, nick wItchell. We need to get an update on sport. There we need to get an update on sport. The Football Journey is hard and everyone tells you only 1 make It. But, as a player, you always think thats not me, surely not. Swansea Ity-academy-player'>CIty Academy Player ali knows about the pressures of trying to make It. Youre getting judged every single day on every single thing you are doing. A lot of People Cant Handle that pressure and Cant Handle the Mental Stress that comes out of It. I had This time yesterday. Just found out obviously what people are getting contracts. And people like to put a face on and think Its ok, but Deep Down those boys are gutted. That is their dream. For a lot of them, that is Gone now. And It takes a lot of mental toughness to be able to pick yourself back up from there. As a child, Alis Family came to the uk after fleeing war torn iran. The uk after fleeing war torn iraq. He wants more to be done across the sport to support young players. The first thing people come up wIth is they are on This amount of money, or all they do is kick a football every day for a living. Theres a lot more that comes wIth It. We are just Normal people, at The End of the day. External pressures have increased for modern day professionals wIth the use of Social Media, and the number of young players making It from Academy Level to professional level remains low. So off the Itch-support'>PItch Support is something that all clubs at every Level Need to think about. Swansea cIty have partnered wIth mental Health Organisation beyond the whIte line. Imagine coming in at eight years old, nine years old and you are in that bubble until you are 18. And potentially, then, you are suddenly cast out into society, ill prepared for that transItion. It is quIte a shock. Beyond the whIte line provides Money Advice and mental Health Support to players and is working wIth the Football Association of wales. The longer Term View is we Really do bring systemic change to the way in which professional sport treats the people wIthin It. All This focus on profIt and performance, we often forget the people. There is a Human Cost and we want to address that. In recent years, there has been increased focus on Mental Health in sport and football, helped in part by Prince William, who has shone a light on the issue. Injury led Tojeremy Whiston being released from manchester cItys academy. DespIte trials at swansea, last year he was found dead at his family home. He was 18. He was a funny lad, we spoke in the Changing Room and a few of the boys were quIte close to him. So when i heard about that, that did Really shock the system and that did affect me quIte a bIt. As the season closes, difficult decisions are being made. Players across the country will be Going into the summer having been released. In uncertain times, support off The Field could be as important as support on It. It isa It is a long Standing Issue and i have spoken to footballers who thought they would make It but then injury, a dip in form, confidence Goes and they end up out of the game. You tell youngsters to have a back up plan, to keep the school Going so they have another plan, in case. Thanks. In the past week, theres been a huge drive to vaccinate people living in bolton, as coronavirus cases linked to the indian variant continue to rise there. Health officials are particularly targeting those eligible for the jab, but have yet to come forward. Our special correspondent, ed thomas, has been hearing from residents in the town. Thats my mum. This is my nana, my nan. Margaret was 78 when she died. You miss her, dont you . Itjust made me feel like ive lost the person to me that was so special. And This is why i hate covid so much, because Its taken the person i love the most. And Its proper hurt me. She was in a Nursing Home. Thats where she contracted covid. And then, obviously, they had to rush her to hospItal because she had breathing difficulties. She lived a week. And once again, the family is isolating. A suspected outbreak at the nursery. A lot of my anxiety has been building up and ive Got more anxious about speaking to people. We are still strong, we are still fighting and there is that minorIty that doesnt care. That doesnt Go. We are Going to get through This. I think This is why we are back to square one. As cases spread, many fear a local lockdown. I feel trapped, yeah. Im absolutely trapped in This house. Sharon has a heart condItion. Absolutely trapped. And suffers wIth anxiety. And whats It like living here now . Im frightened of Going out, me. And how long have you spent like This, shielding . Ive been in here for| months and months. Its like ive Got a Jail Sentence and ive not done anything. I on average, the five areas wIth the highest levels of deprivation in bolton have more than double the number of weekly covid cases compared to the least deprived areas. Ive just had a text. It says, dearjack, Yourfirst Covid 19 vaccination is now due. There is a race to vaccinate as many as possible. Covid 19 can cause long term problems, long covid and even kill. But im worried about whats in It, because people are having these jabs and then they are getting Side Effects of covid. This jab has saved thousands of lives, It has prevented thousands of people Going to hospItal and people are worried if people dont take the jab here, This new variant is Going to spread through. I do agree wIth It. Im not against It. Im not saying i am not Going to have It, but i do know people who are against It and i know people who are for It. Tanzi has never known a time like This. Every week he comes here for a covid test. Every time you buy the papers, all you see is bolton is on high alert, high alert. And Its ten times higher than everybody in the borough, in the whole of england. If boris put india on a Red List weeks aGo, then i think This problem would not have happened. They have just come from india, they are spreading the variant, and i could see what was Going to happen, last time when the coronavirus cases were up. There is frustration, too. Could more have been done to protect the most vulnerable . We are being blamed for something that is totally wrong. We didnt get the vaccination sIte. We Got the pop up sItes, but that was It. Councillor Shamim Abdullah wanted a dedicated Ite'>Vaccine SIte in her ward. It is not about Itancy'>Vaccine HesItancy. It is to do wIth deprivation, health inequalIties, access, provision, which we didnt get. But there is growing hope. A push like never before. In bolton, 10,000 people have been vaccinated in just a week. Yeah, turnout has been amazing. The weather has been awful, some days, but everybody has turned out and im Really grateful for them. Keep in your group of three. Proud of being in the nhs. Im proud of being part of This, definItely. And belief that cases will come down and lives can be saved . And lives can be saved. Ed thomas, Bbc News, bolton. Interesting to reflect on the posItivIty around the Vaccination Programme and at the beginning of the report you have individuals, It is sobering, still struggling so much wIth how things are playing out even now. And you heard from sharon feeling trapped. She said she felt like she was injailand had not trapped. She said she felt like she was injail and had not done anything. Lets speak now to gp, dr rosemary leonard, who joins us from south london. I was touched by Hearing Sharon in that report. It is bringing home to many people just how we have to be mindful of new variants and This will be a way of life. Is that reflected in people you are speaking to you in your surgery . To you in your surgery . People are confident in to you in your surgery . People are confident in the to you in your surgery . People are confident in the vaccine. To you in your surgery . People are confident in the vaccine. What to you in your surgery . People are confident in the vaccine. What has | confident in the vaccine. What has been interesting is the rise in the north of england in the indian variant and people who were vaccine hesItant here are now saying i am Going to have the vaccine, It is clearly the way forward. We have seen an increased uptake in those who were reluctant coming forward and having It and once you have had the vaccine, the vaccines we have are effective against This variant. I am trying to get the message to people who have been shielding to say if you have had two doses of vaccine, you can get out and get your lives back to Normal. If vaccine, you can get out and get your lives back to Normal. Your lives back to Normal. If you are shielding, your lives back to Normal. If you are shielding, once your lives back to Normal. If you have not been fully vaccinated you fully vaccinated. If you have not been fully vaccinated you are i fully vaccinated. If you have not i been fully vaccinated you are still vulnerable but once you have been three weeks after your second vaccine you can venture out. Be careful. If you have underlying health condItions, do not Go to crowded places, but you can take steps to get yourself outside. You should not feel trapped in your home any more. HospItal admissions from covid are no longer rising. The vaccine is working. We have to get our lives back to Normal and learn to live wIth the virus. It will not Go away. I doubt the indian variant will be the last of the variants but so far, the last of the variants but so far, the variants we have had have been susceptible to the vaccine. A rather damp and windy day in prospect as an unseasonably deep area of low pressure moves across the central swathe of the uk eastwards, the wind strengthening as It does so, and the Met Office has a yellow Weather Warning in place for the strong winds. We are looking widely at gusts of 45 50 miles an hour, perhaps in more exposed areas could be a lIttle stronger. Anything brighter for the weekend . Join me for the full forecast. Watched by almost 23 Million people, Martin Bashir s panorama shocked the world. Crucial information that It knew but It didnt give to the media. A big mistake, according to dyson. Lord hall of birkenhead, who is the director of Bbc News, conducted the investigation into bashir S Contact into bashir S Conduct and was until last august the Director General has apologised and said he was wrong to give bashir the benefIt of the doubt. The bbc has wrItten to members of the Royal Family to apologise for what happened and It says It has no plans to run Martin Bashir s panorama in full again. Amol rajan, Bbc News. Meanwhile, Prince Harry has described how he was willing to turn to Binge Drinking and drugs as a way to deal wIth the trauma of losing his mother. A ceasefire between israel and palestinian milItants has come into effect overnight, ending 11 days of violence in which more than 240 people died. Our middle East Correspondent Tom Bateman is in jerusalem This morning. It is holding for now, hold, is It holding . It is holding for now. It hold, is It holding . It is holding for now, It came hold, is It holding . There had been some Rocket Fire from gaza in the few minutes coming up to It and some israeli fires in the hours before but the ceasefire is holding wIth celebrations in gaza during the night, many thousands of people out on the streets wIth celebratory gunfire and what we are seeing from both sides now is an attempt to sell to their own side the achievements they feel theyve gained through This despIte the devastating Human Cost of all This. So, hamas in gaza, the organisation that Governs there, has talked about the way It has defended Palestinians Injerusalem at the holy sIte. Israel says how It has undermined hamas strategic capabilIties in gaza in an unprecedented way. But many people are looking at that now given what has happened and thinking that, you know, This is a bIt of a thin victory for both sides because wIth the very tangled relationship between these two sides, It is a matter of time before the next bout of violence and the real question is whether or not that is weeks, months or years away but certainly many people see It that wIthout a polItical solution, that is inevItable. Prince william said the findings had brought him indescribable Sadness And Panorama had effectively established a false narrative. We can speak now to mark killick, who was a senior producer on the programme and first alerted the bbc to the existence of forged documents used to help secure the interview. Good morning to you and thank you forjoining us here on breakfast. Would you like to give me your response to This report . It is an incredibly powerful response to This report . More importantly is what It says about the bbc Itself. It says the bbc s investigation in 1996 was incompetent, It says the bbc Ran A Smear Campaign against some of Its own employees. And It ultimately says the bbc covered It all up as well so It is a pretty damning indictment of the bbc at that time. It didnt happen on his watch and the bbc has published a generic apology and wrItten to the princess, as i understand It, apologising. Lets step back and remember many people both on Princess Dianas side of the Line And Bbc had their reputations destroyed by a Smear Campaign authorised by bbc Senior Management, and also many of them lost their jobs. And theyve Got to look at each of them in turn. You cant do It wIth one generic i am ever so sorry that This was 25 years aGo, lets move on. The Graphic Design involved in This, one of the finest in his generation, effectively never worked in that industry again and that is a tragedy and a career loss. I dont think an apology and lets all move on covers It, frankly. I also think there is a marginal issue wIth the Culture Of Fear established then. It was a long time aGo but It sent out a clear message to everyone at the bbc, do not refer up, do not bring the bbc bad news. Then you look at the scandals happened subsequently and you wonder was the reason why these things were not flagged earlier because of that Culture Of Fear that had been established so clearly by Senior Management at that time. Mark cilic, former senior producer for panorama, thank you for your time This morning. Lets get more reflections on what was broadcast last night. We can speak now to Princess Dianas former bodyguard ken wharfe. I wonderfirst of i wonder first of all could you give us your reflections on what you have seen and some of the reaction. Weill. Seen and some of the reaction. Well, i remember seen and some of the reaction. Well, i remember 25 seen and some of the reaction. Well, i remember 25 years seen and some of the reaction. Well, i remember 25 years aGo seen and some of the reaction. Ii i remember 25 years aGo along wIth 23 Million other people watching This interview wIth Martin Bashir, but 25 years on, i welcome her brothers, Earl Spencer, statement, and what is particularly important for me is the line he draws between that interview and her tragic death two years later in paris. Because i remember in 1993 when i left diana, and i recall that year of the six or seven years i worked wIth her at the time of where she was at a very low ebb, paranoid in so many ways about her life. And i think This follows the 1992 statement by the then prime ministerjohn major about the separation and up until that point, diana honestly believed up until that point there was always a chance of a reconciliation. Of course, the separation and of course the acknowledgement of the existence of Camilla Parker bowles was something that was very difficult for diana to take so It isnt surprising therefore when she did speak to Martin Bashir It was very likely for her to believe all the other scurrilous allegations in the statement he made to her. What i think is interesting here is that when i remember leaving her in october, november, simply because i felt the securIty was compromised and ifelt felt the securIty was compromised and i felt i was not able to do that for personal reasons and the effects of that, but very soon after she asked to see me at Kensington Palace and i went back. Somewhat reluctantly but i did and i am so glad i did Go back. It was as though nothing had happened and she was very hopeful she might be taking on an ambassadorial role in her new life. Sadly, that never took place but she did ask me, look, weve had some great times, i acknowledge the work you have done, if theres one piece of advise what would It be . And i remember saying very clearly ive never been asked to give advice to a member of the Royal Family before but i would say This Whatever your plans are you will always be a princess in name but you will need the best protection. Scotland yard has never let you down and we were able to give you privacy when you crave for It. So, we work together. I remember once during our time together, once that securIty was compromised, but she abandoned the securIty completely. It has always been my view that because of her Loyalty And Sense of duty to the queen herself that had the queen insisted that diana maintain her Scotland Yard securIty then we wouldnt be having This discussion but sadly that wasnt the case and she inherIted in the following two years the securIty provided by Mohamed Al fayed, which in my view and ive talked about It many times were responsible for the inexperienced in protecting somebody of such a high profile that night in paris in 1997 and that is the point Earl Spencer makes. There are many issues of course. And weird allegations about her private secretary and the prince of wales secretary, to make vary highly professional men, who were incapable of being anything other than totally loyal. The allegations to suggest that i orchestrated wIth mi6 to spy on her is absurd and preposterous. And i understand completely the views and statements made by her sons, William And Harry, and i sincerely hope there will be closure and i dont think anybody wants to see them in pain. That said, the interview Itself was an interview where diana spoke from the very beginning to the very end the truth about her marriage. So, in one instance, we can be reassured that her very short life as a princess of This monarchy was a troubled one, but she let us know exactly what the real state of play was. Can but she let us know exactly what the real state of play was. Real state of play was. Can i ust ask ou, real state of play was. Can i ust askyou. Ken. fl real state of play was. Can i ust ask you, ken, looking i real state of play was. Can i ust ask you, ken, looking at i real state of play was. Can ijust ask you, ken, looking at some i real state of play was. Can i just i ask you, ken, looking at some of what Prince William said in relation to his mother, he said very clearly and was very emotional in his statement, these events preyed on her fears and fuelled her paranoia. I am hearing from what you are saying that is something you are aware of even at the time you were working wIth her in the build up to what happened later. That working wIth her in the buildup to what happened later. Working wIth her in the buildup to what happened later. That is exactly the case. I what happened later. That is exactly the case i left what happened later. That is exactly the case. I left in what happened later. That is exactly the case. I left in november what happened later. That is exactly the case. I left in november1993. I the case. I left in november 1993. That was a very difficult year. I saw a diana that was so unlike the diana i worked wIth since the mid 805. And This Really was in the wake of the separation announcement. And at that point, there is no Way Diana could see sustainabilIty in being a working member of the Royal Family by a divorce that was clearly pending. She was almost at a point of accusing everybody of spying on her. And It wasnt the sort of character that i had the privilege of working wIth. The paranoia, the unease in suggesting that people were no longer loyal. The tragedy was that diana at This time was seen certainly against my advice, certain mystics and other people that were inclined to put her Mind Right which inclined to put her Mind Right which in my view had the opposIte effect. So i understand completely where her sons are coming from. Up until that point, you know, both of the boys actually had a very excIting life wIthin that marriage or they were completely unaware right up until The End of Dianas Life exactly the troubles she was facing. But It was the latter years between 93 and her sudden death in 95 that i think both William And Harry have focused upon. Thank you very much for your time This morning and your reflections, ken wharf, Princess Dianas former bodyguard. Time now to get the news, Travel And Weather where you are. It brings Indescribable Sadness to know that the bbcs failures contributed significantly to herfear, Paranoia And Isolation that i remember from those final years wIth her. Prince harry says the Ripple Effect of a culture of exploItation ultimately took his mothers life. Is there something brighter on the horizon . Join me laterfor the full brighter on the horizon . Join me later for the full forecast on breakfast. Watched by almost 23 Million people, Martin Bashirs panorama shocked the world. It brings Indescribable Sadness to know the bbcs failures contributed significantly to herfear, Paranoia And Isolation that i remember from those final years wIth her. Crucial information that It knew but It didnt give to the media. A big mistake, according to dyson. In august 1996, Prince Charles and Princess Diana were divorced. She died one year later. And in Panorama Last Night Earl Spencer explained the effect that bashirS Deception had had. Lord hall of birkenhead, who is the director of Bbc News, conducted the investigation into Bashirs Contact into Bashirs Conduct and was until last august the Director General has apologised and said he was wrong to give bashir the benefIt of the doubt. The bbc has wrItten to members of the Royal Family to apologise for what happened and It says It has no plans to run Martin Bashirs panorama in full again. Amol rajan, Bbc News. Meanwhile, Prince Harry has described how he was willing to turn to Binge Drinking and drugs as a way to deal wIth the trauma of losing his mother. It has been a difficult few months for the Royal Family who are now having to come to terms wIth Harrys Determination to share his pain wIth the world. They have come in for crIticism, too, for what harry sees as their failure to support him and meghan. I as their failure to support him and mechan. , , as their failure to support him and mechan. , , meghan. I felt completely helpless. I thouuht meghan. I felt completely helpless. I thought my meghan. I felt completely helpless. I thought my family meghan. I felt completely helpless. I thought my family would meghan. I felt completely helpless. I thought my family would help. I meghan. I felt completely helpless. J i thought my family would help. But every single ask, request, warning, Whatever It is, just Got to met wIth total silence or total neglect. Now living in california wIth his family after years of not talking about his grief and trauma, harry firmly believes discussing his Mental Health battles publicly will help others. Sarah campbell, Bbc News. The time is coming up to eight to 10am. A ceasefire between israel and the palestinian milItant group, hamas, has ended 11 days of fighting. The egyptian brokered truce has been welcomed by leaders around the world, including us president , Joe Biden. Courtney bembridge reports. There were celebrations on the streets of Ity'>Gaza CIty after the ceasefire came into effect in the early hours of the morning. The office of the israeli prime minister, benjamin netanyahu, said the ceasefire was mutual and uncondItional. The us president Joe Biden welcomed the ceasefire, which was brokered by egypt. Weve held intensive, high level Discussions Hour by hour, lIterally. I dont think anyone wants to Go out running today although we did see gary do his 110th marathon, his on the way to West Cumbria today. Charlie the weather was having no bearing on It. Naga matt has given us a bIt of hope but i think It is fair, no one wants to be out running today unless they have two . Some wont mind, the right clothes, something dry and warm to get into In The End although most people wont get much choice strong winds but at the moment, some stronger discussed we have seen in the last 24 discussed we have seen in the last 2a hours, on the Isle Of Wight particularly lively, unseasonably lively and It remains windy through match of the day, the strongest wind in the Southern Areas under the Radar Picture tells It all, how extensively rain is, most persistent across northern england into the North East of scotland. To the south of northern england, strongest wind. This is lunch time, some sunshine, It wont be all Doom And Gloom but around the English Channel but the strongest wind will be for you around the middle parts of the day. Even inland across southern england. Back into the strong wind further north and the rain piling in across Aberdeenshire And Angus wIth minor flooding here but some sunshine in shetland and the hebrides and very lIttle change for the rest of the day. The best of Brightness Top and tail where there are strongest of wind, outbreaks of rain, feeling cool wind, outbreaks of rain, feeling cool, 8 1li but feeling much cooler than that wIth the wind. Through tonight, the low pressure pulls away taking most of the rain so as we Go into the weekend, saturday a brighter less windy day wIth one or two showers but more rain back in the west on sunday. Full forecast in an hour. There has been unprecedented crIticism of the bbc from Prince William after an independent inquiry found the 1995 Panorama Interview wIth Princess Diana was obtained by deception. The duke of cambridge said the incident contributed to her fear, Paranoia And Isolation. Lets hear his statement in full. I would like to thank Lord Dyson and his team for the report. It is welcome that the bbc accepts Lord Dysons findings in rull, which are extremely concerning, that bbc employees lied and used fake documents to obtain the interview wIth my mother, made lurid and false claims about the Royal Family which laid on herfears and fuelled her paranoia, displayed woeful incompetence when investigating complaints and concerns about the programme, and were evasive in their reporting to the media and covered up what they knew in their internal investigation. It is my view that the deceItful way the interview was obtain substantially influenced what my mother said. The interview was a major contribution to making my Parents Relationship worse and has since hurt countless others. It brings Indescribable Sadness to know the bbcs failings contributed significantly to herfear, Paranoia And Isolation that i remember from those final years wIth her. But what saddens me most is that if the bbc had properly investigated the complaints and concerns first raised in 1995, my mother would have known that she had been deceived. She was failed notjust by a rogue reporter, but by leaders at the bbc who looked the other way rather than asking the tough questions. It is my firm view This Panorama Programme holds no legItimacy and should never be aired again. These failings identified by investigative journalists not only let my mother down and my family down, they let the public down, too. We can speak now to our Royal Correspondent nicholas wItchell. Listening to that statement, there is a lot to It. It is heartfelt, very personal. But there are wider issues addressed which i think you can explain more allude to the relationship may be Going into the future between the media and Royal Family. It future between the media and royal famil. ,. , future between the media and royal famil. ,. ,. , family. It is a devastating statement family. It is a devastating statement by family. It is a devastating statement by prince i family. It is a devastating i statement by Prince William. Family. It is a devastating statement by Prince William. Make family. It is a devastating statement by Prince William. Make no bones about that. The events of the last 2a hours, report, statements from Prince William and harry. And the latest documentary about Mental Health. They underline how much these two, William And Harry, how much they went through in the sequence of events that began wIth that Panorama Interview obtained now ijy that Panorama Interview obtained now by Martin Bashir we know now by deception, and which went through and concluded wIth the death of their mother in that Road Accident in paris almost two years later. Lets not forget, william was 13 years old at the time of the Panorama Interview. So far as we understand matters, he was always against his mother doing that interview. As we understand It, he met Martin Bashir and was suspicious of him, advised his mother to be very careful. He was devastated, william, when he saw the Panorama Interview. He was at school at the time. I think we are entItled to conclude that he feels the Dyson Report has confirmed all the suspicions that he had at the time. Hence, i think, suspicions that he had at the time. Hence, Ithink, the suspicions that he had at the time. Hence, i think, the barely suppressed Hurt And Anger that he detected in that statement by Prince William. As for harry, as we know, he found It much more difficult to cope wIth those events. He was just 11 when the Panorama Interview aired and 12 when his mother died in the Road Accident. He has encountered real pervasive Mental Health issues over the years and he has developed a real hatred, perhaps at times a rather disproportionate hatred, of the media. We can trace all of It back to what happened 25 years aGo. As we know, harry feels It necessary to speak about his Mental Health issues in the hope It will help others. And he is doing It again in these latest series of programmes that he has Co Produced wIth Oprah Winfrey. Yes, It is absolutely devastating. At the heart of This, fundamentally there was a deception and lies told ijy there was a deception and lies told by Martin Bashir and It is a damning indictment of what he did. Looking through elements Lord Dyson addressed, amongst them was the interview Itself. Looking at the wording from the report, It says by early to mid August 1995 at the latest, Princess Diana was keen on the idea of a television interview. This is quoting, she would probably have agreed to be interviewed by an experienced reporter in whom she had confidence even wIthout the intervention of Martin Bashir. You would have been a contemporary of Martin Bashir around that time. Talk to us about that reference in the report. I to us about that reference in the re ort. , to us about that reference in the reort. ,. , to us about that reference in the re ort. ,. ,. , to us about that reference in the reort. ,. ,. ,. , report. I need to say that i made a statement report. I need to say that i made a statement to report. I need to say that i made a statement to the report. I need to say that i made a statement to the Dyson Report. I need to say that i made a statement to the Dyson Report. I L Statement to the Dyson Report. I worked for panorama in the mid 90s and made a panorama about the Royal Family in 1994. And This is recorded and was brought to the attention of Lord Dyson, during the course of the Panorama Programme about the Royal Family, i became aware Princess Diana was interested in doing an interview for the Panorama Programme. I pursued that in the first half of 1995. My approach was entirely open, through her private secretary and the basis of the interview that she was intending, she said, to do wIth me was It would be forward looking and focused on her charItable work. I was due twice to Go to meet Princess Diana to discuss the Panorama Interview wIth her but then i was instructed, on the 2nd of September 1995 by the edItor of panorama to back off, so that a man called Martin Bashir could be given a clear run to secure the interview and It was explained to me that Martin Bashir was working on a confidential basis and It was necessary to keep This Matter Secret from Kensington Palace authorIties. I have to say i have always wondered since how It was Martin Bashir succeeded in getting alongside the princess. Now we know. Princess. Nowwe know. , now we know. Going back to your first answer now we know. Going back to your first answer and now we know. Going back to your first answer and given now we know. Going back to your first answer and given what i now we know. Going back to your first answer and given what you i first answer and given what you said, your reflection is now on the damage that has been done. We speak to you in your role as Royal Correspondent but i cannot help but ask that question. I correspondent but i cannot help but ask that question. Ask that question. I think there are implications ask that question. I think there are implications for ask that question. I think there are implications for the ask that question. I think there are implications for the bbc ask that question. I think there are implications for the bbc and i ask that question. I think there are implications for the bbc and that l ask that question. I think there are | implications for the bbc and that is not a subject for me to speculate about. This will take some days to settle down and for people to look at the damage that has been done. But yes, there is considerable damage to the Bbcs Reputation, and Thatis Damage to the Bbcs Reputation, and that is a matter of considerable regret for all of us who have worked for the bbc and Bbc News over the decades. To think that This one rogue reporter, as he has been described, the funny thing is he used to sItjust behind me in Broadcasting House in london. He and i have never discussed what happened 25 years aGo and, again, now, i think we may understand why there is a reluctance on his part to do so. One thought, we have heard from Prince Harry. He issued a statement that was not on camera. He has also been talking at some length about troubles he has had over the years. There is a clear line many are talking about. Yes, and as i was saying, i think we have perhaps underestimated the severIty, the Mental Health issues that harry has grappled wIth. He has alluded to them, made no secret of It. He is now talking about them quIte repetItively in the podcast a few days aGo. There is crIticism again in the latest series of interviews wIth Oprah Winfrey for apple tv, crIticism of the Royal Family, he feels the Royal Family did not support him and meghan sufficiently in their encounters wIth the media. And he is doing This now, we believe, on the basis that he feels if he talks about It It will encourage others to be open about issues they face, and his motivation is, he says, to help others to deal wIth any problems they are facing. Thank you very much. Our Royal Correspondent. And here they faced a real challenge. So there are lots of different angles people come at and i think people may be hadnt actually taken the time to stop and think Its just not about me, It is about the wider picture. The consultation on This is whether or not It should be compulsory for Care Home Staff to be vaccinated. It finishes today and a decision is likely in the next few weeks. Time now to get the news, Travel And Weather where you are. Good morning, im Sonja Jessup. Now, youd usually hear them playing at the Notting Hill Carnival but the nostalgia Steel Band have recently been performing to people at a Vaccination Centre in North Kensington. Its an area thats struggled wIth Itancy'>Vaccine HesItancy. When we first did the music, we definItely noticed a difference in our patients. It was one of those days where the astrazeneca was in the news and people were Really fearful of having It was in the news and people were Really fearful of having It. So we feared having a very large rate where people did not attend. So, often that happens, they will turn up and change their mind and worry. We had only one person who didnt want It on that day out of about 700 or 800 that we did that day. Travel now. A few problems on the tube. The Bakerloo Line and the overground both have severe delays, the dlr has minor delays. And in east london theres been an accident on the highway. One lane is blocked westbound just after the limehouse link. Time for the weather wIth kate kinsella. Good morning. More than 3,400 cases of the indian variant of coronavirus have now been identified across the uk a rise of more than 2000 infections injust a week. In bolton, where the outbreak is most severe, theres been a huge drive to vaccinate people to help slow the spread of the virus. Our special correspondent, ed thomas, has been hearing from residents in the town. Thats my mum. This is our nana, my nan. A belief that cases will come down and lives can be saved ed thomas, Bbc News, bolton. Just hearing some of the reflections of people, and we heard there that people are still having very difficult times, It is quIte easy to forget, when we talk about things getting back to Normal and then you realise for a lot of people Its still there. We will talk Golf now, we will talk about It wIth mike. Dont ever underestimate a champion when they start badly because the joy of Golf is you can always bring It back and he has to rescue It today to stay in contention but i want you to take It to the opening tee, the mindset of a Golfer under pressure as the favourIte, as Rory Mcilroy did. Rory mcilroy arrived in South Carolina as favourIte to win the us Pga Tournament, an event he won some nine years aGo, but he did warn that History Wouldnt mean anything and so far a repeat looks a distant dream. He said told himself not to think about a Good start to ignore the ocean, the water, and yet like a bee to honey, where does his first Tee Shot Go . All the way into the water, of course. And It was a frustating Opening Day at South Carolina. He cut an isolated figure at times, in the rough. That is held by american, corey connors. But, as for the brIts, well, Englishman Sam Horsfield isjust two shots off the lead, and Scotlands Martin Laird Isjust a further shot back. He said he attacked the course and didnt want to give It too much respect, even if It is the longest course in major history. Now, formula one has to change, and become more accessible, to the less well off, according to seven time World Champion Lewis hamilton. He told a Spanish Newspaper the sport has become a billionaire Boys Club against the Back Drop of the Itz-and-glamour'>GlItz And Glamour of monaco, ahead of one of the most famous of the grand prix weekends. He said theres no way he could break into the sport from his working Class Background if he tried to do so now. Hamilton was third quickest in Practice Yesterday ahead of final Practice And Qualifying tomorrow. BrItish number two Cameron Norrie has claimed the biggest win of his career by beating World Number four dominic thiem in the lyon open. Norrie produced a brilliant performance to beat the austrian in straight sets 63 62. Hes enjoyed a strong start to 2021, having already won a joint career best tally of 21 matches and wIth the french open also on clay later This month. Norrie will play Frances Arthur Rinderknech in the last eight. So plenty of sunshine in the south of france and South Carolina, but as we know the Uk Weather is notoriously fickle. Here are some scenes from County Cricket matches yesterday, remarkably there was at least some play in all of the games, but most were affected by the rain, and miserable condItions. Tell you what, how about some rays of hope . The new World Superbike Season starts This weekend and on Breakfast Tomorrow ill have a special feature wIth northern Irelands Record breaking six time World Champion Jonathan Rae who trains on a Motocross Track back home because incredibly as yet he doesnt have a Road Bike. He doesnt have a Road Bike licence. This was in belfast, look at the wonderful sunshine in northern ireland, beautiful the green grass and brown Motocross Track. Hopefully. Naga if he drives like that i dont want to see him on our roads he hasnt want to see him on our roads he hasnt Got a licence, but a World Champion but we will talk to him about his career tomorrow. Naga matt is the perfect person to talk about the weather today. You have a Gorgeous dog braving the Winds Someone has to Go out on It, no choice Good morning. It is a bIt wet to be out today come a day that feels more like october than may. Responsible is This massive swell of cloud where we have seen quIte a lot of rain and around It we have strong winds, strongest to the south. These are where the strongest gusts have been. 40 60 miles an hour quIte widely across southern england and wales. On the coast of Isle Of Wight, wind topping 80 miles an hour, some rough seas out there. There are some splashes of rain but there is some sunshine. The rain is mainly across scotland, england and wales, curling around the area of low pressure, as persistent in northern England And North scotland. Sunshine in shetland, some sunshine through the English Channel but we will see the strongest of the wind here through today topping 60 miles an hour into the afternoon. The rain comes and Goes for many of you wIth drier moments although parts of wales and northern england will stay wet as will the North East of scotland where they will be crItical, around 7 9. Maybe 14, given the strength of the wind. Our low Pressure System pushes off into the North Sea taking the strongest of the wind at a blow we to morning across the east but turning drier towards the west, clearer and colder as well. Into the weekend, the prospects for saturday, better than today if you want something drier, brighter and less windy at there is more Wind And Rain on the way for sunday. Lets look at the detail starting wIth saturday, best of the Morning Sunshine in the west wIth some showers, lots of cloud, eastern scotland, england and wales. The wind strongest in eastern coast, easing through, skies will brighten, most of us seeing sunny spells and across parts of the midlands, they could be heavy wIth hail and thunder. Itll feel quIte chilly out of any sunshine you have. The chilly might come saturday in two sunday but dry for a time and the next area of low pressure spins and from the west, not quIte as potent as today so not quIte as windy and wet but after a bright start especially in eastern areas, Wind And Rain spreads in from the us gradually through the day, there will be some dry areas, but the best of the sunshine across the very far north of scotland. Itll be another very Cold Day, that is how It is looking, enjoy your weekend we have Got used to using more of these, bags for life. They are Going to Go up in cost, Plastic Carrier bags, from 5p up to ten p. Sarah can tell us more. We are talking about the war on plastic today. I found a lot of those in my cupboard. You store them up . Yes. I hear you have a nifty way of storing them. Good morning. Programmes like blue planet have shone a light on the damage that plastics are doing to our environment. In england, the 5p Charge for Plastic Bags came into force in 2015. But It only applied to Big Retailers those wIth more than 250 staff. A similar charge had already been introduced in scotland, wales and northern ireland. The impact was immediate. In 2014, nearly Eight Billion bags were given away free to customers at englands big supermarkets thats the equivalent of 140 bags per person, per year. By 2018 that number was down to 1bn. So It looks like habIts have changed, but have they . According to a recent survey, 26 of people are still buying single use bags at the till. We asked these shoppers in manchester.
