Welcome to bbc news, im Laura Trevelyan Injerusalem as a ceasefire comes into effect after 11 days of fighting between Israel And Hamas. Killed more than 230 people 95 palestinian. We are hearing tonight from hamas that there been more than 2000 israeli Rocket Attacks in this 11 day of conflict. The israelis say that by contrast there have been more than for thousand rockets fired into israel itself. How do we get to the Cease Fire Tonight . How do we get to the Cease Fire Tonight . Paul adams has the background to the ceasefire agreement. Israel Security Cabinet met several hours in the course of the evening. At The End of the evening released a statement which it was said that they unanimously to an egyptian eight egyptian initiative to a bilateral Cease Fire without preconditions. They went on to say that they had reviewed israels great achievements of the campaign. Some of which it said were unprecedented. Hamas officials for their part quoted as saying they have secured guarantees from israel regarding the two flashpoints in jerusalem regarding the two Flashpoints Injerusalem that helped to trigger this crisis. The situation in the mosque of the old city and also in the neighbourhood, is really officials are quoted as saying those claims are nonsense. They have offered no such guarantees. We understand that egyptian officials will be arriving in gaza and in israel fairly soon to discuss the fine print. And clearly those negotiations will be important. The Bottom Line is that the two sides have agreed to stop these exchanges that have been going on for ii exchanges that have been going on for 11 days. Even after the announcement from the Israeli Side there were further Air Strikes on gaza. Also rockets fired into israel. For a brief time Israels Airport was closed which i think is indicative of the Share Fragility of the situation at the moment. But the guns are going to fall silent. 0f the moment. But the guns are going to fall silent. Of course none of that addresses the fundamental underlying issues between israel and the palestinians. Unless those are addressed it is a Racing Certainty that sometimes in the future we will be here again. Lets go now to ambassador dennis ross. For more than 12 years he was the lead middle East Negotiator for the united states. Hes in washington. Thanks forjoining us. Why do you think the Cease Fire was agreed now after 11 days . I think each side understood that there was not a whole lot more to be gained. And the israelis understood that they had been pretty successful in terms of seriously degrading the hamas military capabilities. Especially the Rocket Production lines, the network of their tunnels. I think hamas had fired 5000 rockets into israel. And obviously the destruction within gaza is pretty extensive and extreme. So from a Hamas Standpoint there wasnt much more to be gained and there was plenty to to be lost. And from an israeli standpoint there diminishing returns were continuing to carry out strikes from outside which might have marginally added to the destruction in terms of hamas capabilities but not in a significant way. 0bviously at the same time could run a high cluster of israel in terms of international public opinion. But at The End of this are we any closer to the two State Solution which supposedly is the aim of all of the International Diplomacy around this vexed question . Ila. International diplomacy around this vexed question . This vexed question . No, the answer is this vexed question . No, the answer is no. This vexed question . No, the answer is no. First this vexed question . No, the answer is no. First of this vexed question . No, the answer is no. First of all answer is no. First of all hamas rejected out of hand. Doesnt believe in basically peace with israel, believes there should be a one State Outcome with israel. 0bviously outcome with israel. Obviously you have a right Wing Government in israel that the Prime Minister may believe in something along the lines of the Trunk Peace Plan that ostensibly create two states. But the reality at this point is the gaps between the israelis and the palestinians on this conflict and how to resolve it are extremely wide both substantively, psychologically full and i would say politically. find psychologically full and i would say politically. And what was different would say politically. And what was different about would say politically. And what was different about this was different about this conflict, was it the fact that We Saw actual fighting on the streets of israel itself at some point between dues and arabs . How difficult is it going to be to put all of that back into the box and calm it down . I back into the box and calm it down . ~ ,. , back into the box and calm it down . ~ , i. Down . I think you put your Finer Down . I think you put your finger is down . I think you put your finger is something down . I think you put your finger is something they i down . I think you put your I Finger is something they are. Down . I think you put your finger is something they are. I would say it came as a shock to most israelis and i think there will be a lot of Soul Searching in the aftermath now with the Cease Fire. It will be very interesting to see what initiatives are taken, do receive some kind of symmetry with arab leaders and the government, do we see an effort to reach out to all of the arab mayors of cities and towns to address many of the concerns . Theres a paradox here. Because weve seen israeli arabs identify Rematches Israelis in polling but thats probably 10 of the population that has become radicalised. And reflects a lot of frustration. I think there is a need on part of the israeli government to do some serious outreach and serious discussions about how to address concerns that have been raised weve been hearing for the last year, israeli, arab concerns about the lack of law in order in their towns, the lack of investment and infrastructure. Itll be very interesting to see what initiatives are likely to be a physical action coming up within israel. This will be i think real issues to watch over the coming months. The coming months. President biden said the coming months. President biden said tonight the coming months. President biden said tonight that the coming months. President biden said tonight that He Biden said tonight that he spoke to prime Minister Netanyahu six times in the last week in the lead up to the brokering of the Cease Fire. But this is really an egyptian achievement, isnt it . Where they that mediators that could actually speak to both Israel And Hamas . Actually speak to both Israel And Hamas . Absolutely. The egyptians and hamas . Absolutely. The egyptians have and hamas . Absolutely. The egyptians have Brokered Egyptians have brokered basically every conflict that was produces Cease Fire is the egyptians go back to 2012. 2012, 2014, you had shorter conflicts in 2017 and 18 a day or two days was of every single one of these including this one was brokered by the egyptians because the egyptians have the ability to deal with hamas but they also have leverage on hamas because they can open and close the border. 0bviously they could talk to the israelis as well in the egyptian military and the Israeli Military and the Israeli Military have very good channels of communication. When it comes to trying to resolve things with hamas, egyptians are really the key player here. Another thing that was a little bit different about this conflict compared to previous ones and i was herejust in 2009 at The End of the island, was not this one was sparked by what happened in eastjerusalem for treatment of the palestinians. Do you see any way that that is going to be resolved . Hamas is saying that they believe that something the israelis have it agreed to discuss but does not seem likely to you . I discuss but does not seem likely to you . Likely to you . I think its very unlikely. Likely to you . I think its very unlikely. First likely to you . I think its very unlikely. First of. Likely to you . I think its very unlikely. First of all they are not to discuss it with hamas. The question is whether or not there is some israeli thinking about what might be ways to avoid some of the fraction that helped to produce a lot of tension during ramadan. There is the question of the families, the Attorney General asked the Supreme Court to postpone a decision will look Supreme Court decided to put this on hold for a while . Then there is obviously what happened around the mosque. There is no question there were stones being thrown into the boss from the plateau. At the israeli firing into the mosque creating an image of the assault on the mosque, that is something that should be the very last option for israelis. Evenif very last option for israelis. Even if there is a need to restore order. Doing it outside the mosque is absolutely essential. And i hope theyll be some careful review of the raising the neck Israeli Side on lessons learned. It something that hamas seized upon. But it obviously had an effect not only on palestinians that were quite mobilising what We Saw had an effect outside with arabs as well. Its a reminder by the way, jerusalem is a highly emotive issue. But theres two elements of it that tend to trigger the kind of reactions that weve seen. 0ne Reactions that weve seen. One is when you touch any of the religious sites in any way and the other is when you are touching the presence of palestinians and affecting whether or not they could stay with er for some in both cases those two kind of emotive issues that are very evocative, both of them taken place during ramadan really created a perfect storm. There is a case where the israelis probably will review how they approach these issues. Its knocking to be a response to hamas its his response to recognition. This created a set of problems which really was in Israels Interest and doubted what was in israel itself. It had a lot to do with the communal violence that We Saw. ,. , ~ the communal violence that We Saw. ,. ~ the communal violence that We Saw. ,. , ~ the communal violence that We Saw. ,. ,. , saw. Yes. Thank you so much for that analysis. Lets go now lets Dalia Fahmy is Associate Professor of Political Science at long island university. Shes in istanbul. The Cease Fire is supposed to take effect now. And then the egyptian mediators are going to send delegations to speak to both Israel And Hamas. Thats where the real work begins, isnt it of making this more durable . Isnt it of making this more durable . ~ ,. , , isnt it of making this more durable . ~ , ,. , durable . Absolutely. This is a ceasefire. Durable . Absolutely. This is a ceasefire. Its durable . Absolutely. This is a ceasefire. Its not durable . Absolutely. This is a ceasefire. Its not in Cease Fire. Its not in agreement. Its not a resolution by any stretch of the imagination. The Cease Fire should allow for some sort of reprieve especially for palestinians on the Gaza Strip. The egyptian brokered Peace Agreement is just one of the few that have happened since 2008. These Cease Fires are unfortunately usually violated. However in this case, the question is will is rarely indeed allow independent monitors to enter into gaza . That is yet to happen. And so while the Cease Fire is much welcome and we should, a symbol of good news the bigger question is what is coming, whats gonna happen, will the Cease Fire be broken and will indeed international monitors be allowed into gaza . Be allowed into gaza . What seems to be allowed into gaza . What seems to you be allowed into gaza . What seems to you to be allowed into gaza . What seems to you to be be allowed into gaza . What seems to you to be the be allowed into gaza . What| seems to you to be the most fragile access to eight aspect of the Cease Fire . The fragile access to eight aspect of the ceasefire . Of the ceasefire . The root causes have of the ceasefire . The root causes have not of the ceasefire . The root causes have not been of the ceasefire . The root causes have not been addressed. If you look at whats happening in gaza the bombardment Of Gaza since 2008 one of the great reconstruction it never taken reconstruction it never ta ken place. Reconstruction it never taken place. Part of the strategic bombing by Israel Of Gaza has not addressed the fact that they really have been targeting municipal buildings, administrative offices was or even media offices. But also the Question Ofjerusalem and what happened and they mosque towards The End of ramadan. These are questions that have yet to be addressed. The seizure of homes was that we are talking about a Cease Fire without really addressing the real causes and looking towards the future. What does 11 days of Bombardment Due to a place like gaza . 2 Million people packed in what is regarded by International Human Rights Organisations as an open air present. We have yet to discuss settlement expansion. Ending the occupation, addressing the aspiration of the policy to people and moving towards a real two State Solution. And so the Cease Fire, while it doesnt do bombardment, does really address the root causes of the conflict. Of the conflict. President biden pledged of the conflict. President biden pledged Tonight I of the conflict. President biden pledged tonight to of the conflict. President. Biden pledged tonight to be part of an international Effort Led by the United Nations to rebuild gaza. But this is something which is said every time theres an israeli, hamas conflict. I was there in 2009 i saw the damage which had been done to gaza, it doesnt seem like very much has been rebuilt. Why would it be different this time . Its rebuilt. Why would it be different this time . Its not clear it will different this time . Its not clear it will be different this time . Its not clear it will be different different this time . Its not | clear it will be different this time. Theres a deeper question happening within us politics about the 3. 8 billion in Military Aid that goes to israeli government. But also the calculus of the human toll, the calculus of the human toll, the mental torture, what children have gone through for the Secretary General of the United Nations to say yesterday that if there is Hell On Earth it is for the children Of Gaza. There is an international recognition that whats been happening cannot really continue to happen. And for the targets, the gas in gaza for them to be 60 28 68 children. It seems that theres a Turning Point that this cant continue to go unchecked. It could be that public opinion internationally has turned on what used to be acceptable. The hope is is that we when we see these images and we see the continued Violence And Lack of rebuilding that tHe Biden administration will actually uphold the promises and hopefully move towards a more peaceful resolution. Because these are just part of a protracted conflict that does Ebb And Flow but this time we really saw the violence and we are seeing the long term effects on children. I5 are seeing the longterm effects on children. Effects on children. Is it possible effects on children. Is it possible that effects on children. Is it possible that both effects on children. Is it i possible that both hamas effects on children. Is it possible that both hamas and president netanyahu emerge from this stronger and having to deal with Each Other and eventually Face To face . Deal with Each Other and eventually facetoface . Both domestically eventually facetoface . Both domestically and eventually facetoface . Both domestically and both eventually facetoface . Both domestically and both areas i domestically and both areas there is quite a bit of turmoil. Remember, we are dealing with netanyahu unable to put together a government for quite some time. The coalition that he has right now is much more right wing than it ever has been in modern israeli history. And much of his coalition is actually unhappy with the Cease Fire. Almost wanting to have Pulverised Gaza and not actually acquiesce to Cease Fire. It could be, he could be seen as stronger for it and he could also be seen as weaker for it and he could also be seen as weakerfor agreeing to it and he could also be seen as weaker for agreeing to the Cease Fire. Internally in gaza, of course we have upcoming elections. So brokering a Cease Fire could bode well for hamas but it also could bode not so well because people have reached a breaking point. There are two domestic politics stories that have to be followed but we are seeing happening in Israel Today is a reflection on the Cease Fire thats not boding well for netanyahu because the Neta Nyahu because the right Wing Netanyahu because the right Wing Government has moved so far to right. RightWing Government has moved so far to right so far to right. Thank you so much for so far to right. Thank you so much forjoining so far to right. Thank you so much forjoining us. So far to right. Thank you so much forjoining us. We so far to right. Thank you so much forjoining us. We are| much forjoining us. We are live Injerusalem Tonight as the Cease Fire between Israel And Hamas has come into effect in the hours leading up to it, the fighting was intense. Stay with us here on bbc news. I will speak to an Hamas Leader live in gaza and also to the former Hamas Minister of health. This morning, an indian Air Force Plane carrying Mr Gandhis Body landed in delhi. The president Of India walked to the plane to solemnly witness Mr Gandhis final return from the political battlefield. Ireland has voted overwhelmingly in favour of gay marriage. In doing so, its become the first country in the world to approve the change in the national referendum. It was a remarkable climax. To what was surely the most extraordinary funeral ever given to a pop singer. Its been a peaceful Funeral Demonstration so far but suddenly, the police i are tear gassing the crowd, we dont yet know why the Prelaunch Ritual is well established here. Helen was said to be in good spirits, butjust a little apprehensive. In the last hour, East Timor has become the worlds newest nation. It was a bloody birth for a poor country, and the challenges ahead are daunting. But for now, at least, it is time to celebrate. Welcome back to jerusalem. We are about to see something after 11 days. After 11 days of conflict, after 11 days. Were minutes into a ceasefire between israel and the palestinian militants. This is the scene live in gaza city. In the past hour that Cease Fire which was brokered ljy Cease Fire which was brokered by egypt between hamas and he he had come into effect. Of course it is the Gaza Strip which has been subject of intense bombardment from the israeli Millage Rate with an estimated 2000 Air Strikes being carried out there. Earlierwe strikes being carried out there. Earlier we spoke to a correspondent in gaza. Its been a Lot Correspondent in gaza. Its been a lot going correspondent in gaza. It s been a lot going on behind the scene. Many arab countries, the americans, europeans were working Day And Night close with the Palestinian Authority with the Palestinian Authority with hamas and israel to brokered the Cease Fire and to end the fighting. A sense of i0y, end the fighting. A sense of joy, even celebration started in gaza as hamas Militant Group offered more than 40,000 rockets toward israel is claiming victory. The spokesman for the Hamas Armed Wing was appearing on tv, Hamas Duty and saying that we won. The israelis doing that were defeated and he was addressing the palestinian people in gaza and everywhere after. Until now the fighting, some sort of fighting is still going on as hamas have fired rockets even before the announcement, after the announcement sorry, of the Cease Fire and israel carried out a couple of Air Strikes in the north and the south of Gaza Strip. We are not aware of any casualties in this recent fighting. But we hope that this will end soon and people hope that this will end soon. For more on the Situation And Gaza lets go live to the former Hamas Minister of health in gaza. Thank you forjoining us. Does the Cease Fire appeared to be holding for you . Thank you very much. We are talking still about a few minutes. I hope it will hold. We hope from the first moment where we have been contacted by the egyptian fleet and egyptians and the catalyst to calling for fighting we have seen from this moment we are ready to stop her fighting. If the israeli stop the aggression against our people and the guarantees that there are no further forceful or evictions of our people. No further plans to storm them by extremists from the Israeli Side. But to storm them by extremists from the Israeli Side. From the Israeli Side. But do ou from the Israeli Side. But do you understand from the Israeli Side. But do you understand from from the Israeli Side. But do you understand from the you understand from the egyptian mediators that the israelis have given commitments on the treatment of palestinians in eastjerusalem as youve just suggested . I can say, i dont have a final confirmed official documents about the details of the Cease Fire but what we have heard from our leaders that there are rational guarantees that there wouldnt be more further attacks on the mosque in the plans for forceful eviction of our people will stop. How much the israelis will be committed to their words, how much the international guarantees can guarantee this really, it is a question over time. But as usual, this is a Cease Fire. If the israelis dont commit to their words and if the international community after the Cease Fire dont deal with the Cease Fire dont deal with the root of the problem, which is the occupation and the seizure Of Gaza, im sure this is Cease Fire withoutjustice for palestinians, which out disturbing the israeli aggression and israeli atrocity, the Cease Fire will continue. Hamas worked with international community and represented by un over the last years to contain the situation in gaza. And keep the situation in gaza. And keep the situation, and under control. Therefore we didnt adhered this collision. This israeli aggression during the holy mosque and holy place for all muslim the mosque and during the forceful eviction. All international efforts have failed to stop this israeli plan. Therefore it was only a response. We didnt plant this escalation. It was only a response to the israeli atrocities against our people. Therefore it was our choice. By the way, we are besieged now for more than 15 years. We are under 24, seven days a Week Aggression from this insight. But when it comes to the recognition of israel, First Of all hamas has repeatedly and particular in the last Hamas Charter in 2017 clearly stated and confirmed its position that hamas is accepting the 67 borders for the dues and our capitals we preserving the right of palestinians to attend to their homes. From a Health Minister Of Gaza joining us tonight as the Cease Fire has gone into effect between a wrist two Israel And Hamas. You watching bbc news. Live in jerusalem. Hello again. Thursday brought us an unusually deep area of low pressure for the time of year. It brought some very powerful looking seas to the coastline of newquay in cornwall. There, look at the pretty impressive waves battering the coastline here. And the strongest winds were around the coasts of south West England and wales. The strongest gusts were well into the 60s To Low 70s of miles an hour, peaking with a gust of 73 mph in Pembrey Sands in south wales. And of course it was pretty wet as well. The wettest weather is across this central swathe of the uk. 36 mm for north wales. But in sharp contrast to that, it was mainly dry across north west scotland, and there was barely a drop of rain across the south east. The rain will continue to be variable on into Friday Thanks to our familiar slow moving friend, our area of low pressure here. So, weve got rain at the moment. The rains getting heavier, the winds a bit stronger across eastern scotland. But for many of us, it will stay pretty blustery over the next few hours with those strong Gale Force gusts of Wind Pummeling the coasts and the hills. More rain to come as well. But its not too cold as we head into friday morning. Now, the wettest weather through the day will be across wales, northern england, eastern scotland. The rain not amounting to much for north west scotland. It will ease off in Northern Ireland, and there probably wont be that much in the south east. But the winds will be very strong, gusting to 50 60 mph around those English Channel coasts, perhaps 70 mph gusts somewhere like the needles, the West Coast of the isle of wight. And those temperatures disappointing, just 13 in london. Well, it should be about 19 at this time of year. Saturday brighter, but therell be some showers around, some of them heavy and thundery. Sunday sees a return of more wet weather pushing in from the west. It will also be quite windy. So, Saturdays Weather First Of all. Might be some rain there or thereabouts in the south. Certainly quite a few showers across eastern areas as we start the day. The best of any brighter weather probably developing across northern and western areas of the uk as we go through the afternoon. And those temperatures still pretty disappointing. 12 in glasgow, should be about 16 at this time of year. And sunday, bright start with some sunshine. This band of rain is going to move in from the west with strengthening winds followed by showers in Northern Ireland later in the day. Well, some of those could be pretty heavy as well. And those temperatures, 11 12 degrees celsius, really poor for this stage of may. And even into next week, therell be showers around. This is bbc news. The headlines after 11 days of conflict, israel and the palestinian militants have agreed to a ceasefire. It was brokered by egypt, who say they will also monitor the truce. More than 240 people died in the violence, most of them palestinians. 67 children were among those killed. After a meeting that lasted more than two and a half hours, the israeli Prime Minister said the countrys Security Cabinet had agreed to the egyptian offer. Benjamin netanyahu said it was mutual and without preconditions. President biden welcomed the deal and described it as a genuine opportunity for progress in the middle east. He said the us will help israel replenish the weapons used in its Iron Dome Missile Defence System and promised humanitarian and Reconstruction Aid for gaza
