And a plea for the return of parkrun and other Sporting Events after months of lockdown. And coming up on the Bbc News channel. Rory mcilroy is preparing to tee off at the us Pga Championship the second major of the season. The Northern Irishman is among the favourites. Good Afternoon And Welcome to the Bbc News at one. The biggest Shake Up in the uks Railway Network since privatisation in the mid 1990s has been announced by the government. Under the proposals, a new Public Body called great British Railways would commission private companies to run services and would also set timetables and prices, sell tickets in england, and manage rail infrastructure. Ministers are still to consult the authorities in scotland and wales about the proposed changes, but the network in Northern Ireland will not be affected. The government says the plans mean Rail Passengers should see more punctual services and cheaper tickets. But the Transport Secretary, grant shapps, has refused to rule out future rises in train fares. Sarah corker reports. Ladies and gentlemen, can you please allow passengers to alight this service before boarding . Overcrowded, delayed, uncomfortable. Before the pandemic, this was a familiar scene on commuter services between leeds and manchester. It is a joke. This is like the only train you canj get to manchester to get to work in time for nine oclock, and its outrageous. Absolute nightmare. The government is now promising the biggest Shake Up of britains railways in 25 years. There will be a new Public Body called great British Railways, managing tracks, trains and timetables. For passengers, a new flexible Season Ticket that can be used a couple of days a week. Its the end of the franchise model. Railfirms will only be paid if trains are on time and clean. In leeds today, not everyone was convinced theyd feel the benefits. The trains are regular enough. Were just too squashed in the trains. Well, ive nearly finished my driving lessons, so i think that i would probably drive most places. Actually, ive invested in one of those flexi tickets, which i think is brilliant, so i can kind of work from home and have the Ability Ito Travel in when i need to withoutl having to buy a ticket every day. I now call the secretary of state. In the commons, the Transport Secretary set out his vision for the decades ahead. The new Public Body, great British Railways, will own the infrastructure, run and plan the network, organise the timetable and set most fares. One organisation, accountable to ministers to get trains running on time, to make the Customer Experience as hassle free as possible, and to bring the railway into the 21st century. A single, familiar brand, with united, accountable leadership. The government says this new system will be similar to transport for london. Multiple operators under one brand. And the aim is to put an end to the Blame Game when something goes wrong and there is disruption. But what is notable is there is no promise of cheaper fares. This new body has got to be absolutely focused on delivering for the passenger, because we need to win passengers back on the railway, and the only way to do that is to make trains reliable, efficient and good value for money, and the sorts of deals we want to see with longer Term Reform of the ticketing system, so actually The System reflects how we want to buy into travel in the future. Both the scottish and welsh governments have called for fully devolved powers over rail infrastructure, and describe this plan as a missed opportunity. The Rmt Union is worried that there will be Job Cuts further down the line. We could have had a publicly owned, publicly controlled railway that runs in the interests of the people rather than what weve got now which is a patch up of a failed system where the private sector operators who have brought these problems on top of us and at the same time have pocketed tens of billions in profits since 1993, theyre still in place. During the pandemic, the government has pumped billions into the railways as Passenger Numbers have plummeted. The test for the industry now will be attracting commuters back as the world of work has changed. Sarah corker, Bbc News. Failures in the national Test And Trace system are partly responsible for the surge in the indian variant in one of the worst affected parts of the country, according to a document seen by Bbc News. Its understood a technical problem left several councils unable to identify cases of the so called indian variant for three weeks. Lets speak to our political correspondent Ben Wright in westminster. What else do we know about this . Test and trace is a key way of monitoring the spread of covid and breaking chains of infection, and it has an important part to play as the government tries to smother the indian variant of coronavirus. There has been a glitch which could have contributed to a surge of the indian variant in certain parts of the country. The government has seen and the bbc has seen the document that shows between april and may the national system did not pass on the full details of over 700 positive cases to 80 local authorities, and that includes nearly 300 cases in Blackburn With Darwen in lincolnshire which has seen a surge of cases linked to the variant from india. Thats three weeks where the information was not being passed on properly to local authorities. In practice that means someone could have travelled from india, tested positive for coronavirus, been self isolating the local officials on the Ground Wouldnt have known about it, wouldnt have been able to check with them, seen who they have met while back in the country, so that is the problem. Labour has said this whole thing beggars belief, cant believe some local Authority Health experts didnt have access to the data. The Department Of Health has accepted something happened here, that there was a temporary break in the communication, but says all the people who were self isolating were contacted by national Test And Trace. But it clearly raises questions about how well The System has worked, and whether it has contributed to the spread of the indian variant. Indian variant. Thank you. Ben wriaht indian variant. Thank you. Ben wright reporting. More than 2,500 women should receive compensation after being given faulty Breast Implants by the french company pip. The findings of an official inquiry are expected to be published later into the methods used by the Bbcjournalist Martin Bashir to secure his interview with Princess Diana for the Panorama Programme in 1995. During the interview, which was watched by almost 23 Million people, the princess referred to prince Charles Relationship with camilla, and spoke of her own affair with james hewitt. Mr bashir has left the bbc on health grounds. Hes been accused of deception and using mocked up Bank Statements to obtain the interview. 0ur Media Correspondent David sillito is here. Remind us what this is all about . That interview. November 1995. Anyone who saw it will remember it. It was one of those landmark moments. The question afterwards for many people, especially in journalism, was how did a relatively unknown journalist like Martin Bashir land The Scoop of a lifetime . There was an investigation in 1996, questions raised about mocked up Bank Statement is used. The conclusion then was there had been mocked up Bank Statements but diana had not seen them and it had not affected her decision to do the interview. 25 years on, looking back, documentaries and many questions now raised. The Home Office says it can carry out 10,000 checks a day in england to ensure that People Self isolate after returning from so called Amber List countries including france, italy, spain and the united states. Since monday, travel has been permitted to more than 170 countries and territories on the governments Amber List but passengers must comply with the ten Day Quarantine Rule when they return. Theo leggett has more. The long awaited Opening Up Of International Travel this week may have allowed some to dream of Sunshine And Sea views, but its given the government a bumpy ride. Under the new Traffic Light System these Red List countries are deemed high risk. Travel is heavily restricted and anyone returning from them has to quarantine in a designated hotel. The Amber List contains popular Tourist Destinations like france and spain. Its not illegal to go there, even for a holiday, but ministers say you shouldnt. The green list of low risk regions is the shortest. There are just 12 countries and territories you can visit without having to quarantine when you get home. They include portugal, where many passengers were all too happy to arrive earlier this week. Very happy, to relax. Been hard working for two years, now back to some nice sun and relax. Weve had two cancelled weddings, two cancelled wedding dates, two cancelled honeymoon dates, so yeah, just time to relax. Brilliant, mate, brilliant. Its the one thing weve been waiting for all this time is to come away. What better place to| come than portugal . Love it. But elsewhere things have been less sunny. Passengers have complained that travellers from high risk red countries have been forced to queue for hours in airports alongside those coming from lower Risk Amber regions. The Transport Secretary insists the likelihood of infections is low. People are going to Government Quarantine if theyre coming from a Red List. If theyre coming from an Amber List they have to go home and quarantine and people are checking up. There have been 30,000 checks in the last week. The Home Secretary has announced the number is going to go up to 100,000, at their homes. Travel companies say the way the government has handled the Amber List allowing people to travel for holidays but saying they shouldnt has simply caused confusion. But even if the green list is soon extended, british travellers might not always be welcome abroad. Experts have warned that the spread of the indian variant of covid could leave would be holiday makers facing new obstacles in their search for a summer getaway. Theo leggett, Bbc News. The International Trade secretary, liz truss, told Mps Yesterday that negotiators were In A Sprint to secure an agreement in principle by early next month. Dharshini david is here. They had the meeting. Did need, yes, a cuick they had the meeting. Did need, yes, a quick reminder they had the meeting. Did need, yes, a quick reminder of they had the meeting. Did need, yes, a quick reminder of whats they had the meeting. Did need, yes, a quick reminder of whats at they had the meeting. Did need, yes, a quick reminder of whats at stake i a quick reminder of whats at stake because Trade Deals are pretty simple. Both side wants whats best for their consumers and businesses, thats the easy part. The hard part is finding out what you are going to compromise on and this is what this is all about because australia all along has been saying they want to have a complete elimination of tariffs, those Import Taxes on the stuff it sends to the uk, and no quotas as well. Farmers here and indeed some Cabinet Ministers have reportedly been saying, hang on a minute, ourfarmers here tend to be much smaller on average and also they tend to have higher costs overall, so that means it will be harder to compete, in particular Beef And Lamb thats coming over from australia. The department for International Trade has been saying, there will be safeguards in place, any changes put into place will be put over a number of years and anyway australia isnt taking full advantage of the allowances its already got and the indications we are getting from this meeting is perhaps that position has got some support. Now, how much should we worry about this . Trade economists say when you look at the amounts involved although individual farmers might feel this is quite damaging, overall this impact could be roughly about 0. 1 of our total imports, but thats not really the issue. This, and you said theyre the paces on to get it done quickly, it would be the first major deal since brexit. All eyes are on it, it sets the tone for those trade negotiations, does this mean the bigger players like the us and brazil could ask and get more access to our markets easily . That is a big question going forward. What are we prepared to be sacrificing in our quest to big global britain. Global britain. Many thanks, dharshini david. A report by the social Mobility Commission has revealed that nearly three quarters of senior civil servants come from privileged backgrounds. The route to the top is described as a velvet drainpipe, with those from disadvantaged backgrounds having to master Unwritten Rules to progress. Ministers say they are already acting on the findings of the report. Prince william has received his first covid vaccination. More than 80 of people injapan want this summers tokyo olympics to be called off, according to a new poll. Opposition to the games appears to be increasing as japan endures a Fourth Wave of covid infections. The International Olympic Committee insists the games will be safe to go ahead injuly as planned. From tokyo, our correspondent Rupert Wingfield hayes. Never before has a Summer 0lympics faced such overwhelming opposition from the people of the host nation. As japans Covid Pandemic continues to get worse, the opposition is growing louder and more prominent. This double Page Spread has appeared in several newspapers. Its an old photo from World War ii ofjapanese Children Training to fight The Americans with Bamboo Spears. Except now, the enemy is covid. No vaccines, it reads. No drugs. Are we supposed to fight the virus with Bamboo Spears . Even those who have signed up as 0lympic volunteers are saying it is time to stop. Definitely so. I dont hear people saying we should have the event. I never hear about it. While the virus is now well into its Fourth Wave here, japan has barely begun vaccination. So far, just 3 have received a single shot. This is the city of nagoya, in centraljapan, and ive come here because this city has just been placed under a State Of Emergency because of rapidly rising covid infections. Ive also come because medical workers here are up in arms that they are being requested to volunteer at the Olympic Village in tokyo when theyre desperately needed at hospitals here. This young nurse, who doesnt want to show her face, has watched the covid unit in her hospital fill to capacity. Translation we already dont have enough Staff And Hospital beds for Covid Patients. People are already dying at home because they cant get into hospital. They want 500 nurses to volunteer for the olympics. That means more Covid Patients wont get the care they need. Far to the north, amid the Rice Fields of niigata, the small town of kamo has been preparing to host the russian gymnastics team. Some of kamos young gymnasts are trying out the new equipment specially installed for the russians. This person tells me the town spent over half A Million Us Dollars on all of this. Because of covid, the russian team will now never use it. It may already be too late for another delay. It looks like the olympics will either go ahead or be cancelled. But for these young gymnasts in kamo, the excitement they once had of welcoming the world to japan this summer is already a fading memory. Rupert wingfield hayes, Bbc News, in niigata, northernjapan. The former olympic Champion Lord Coe is calling for the return of parkrun, and other popular Group Sporting activities. The future of such events hangs in balance, with hundreds of venues yet to approve resumption next month, after being closed because of lockdown. Our Sports Correspondent Andy Swiss has more. Remember this . Three, two, one whistle. Parkrun, pre pandemic, when every week thousands of people at hundreds of places around the country would run simply for fun. But now its resumption is under threat. Parkruns need permission from local councils and landowners, but getting it in the wake of covid is proving a challenge. Its just impossible. It is literally impossible to have 600, 700, 800 conversations with individual local authorities and negotiate to get parkrun back on a single date all in one go. At the moment, less than half of parkruns venues have granted permission. The local Government Association say the pent up demand for event means councils have received about 600 more applications than normal, including from parkrun. Councils need to carefully consider all requests to make sure everyone involved can take part safely. Commentator and there goes coe. But others are unimpressed, including lord coe, once olympic champion, now the head of world athletics and a parkrunner himself. I really do Hope Local Authorities can cut through this bureaucratic swamp. I do worry that unless we get this up and running pretty quickly, and to the right critical mass, the 80 or 90 , it is going to be difficult for this to resume. Among those waiting and hoping isjodie binch, Who Before Covid Organised A Parkrun in nottinghamshire, and told me that now the benefits would be even greater. Because weve spent so much time behind closed doors and not being able to get out, i think its really important that were able to get the community back together, the elderly back out there, Volunteering And Meeting up with people. The runners are the same, people are able to volunteer, and ijust think it is really important that we get it back up off the ground. Being active is more important than ever, and most grassroots sports have been back for weeks now. The question is whether one of the biggest participation events of all can get up and running. Andy swiss, Bbc News. Time for a look at the weather. Hears louise lear. Any sign of this wet weather ending . Not for the next couple of days.
