Now on Bbc News wednesday in parliament. Hello there, and welcome to wednesday in parliament as labour try to work out the rules on overseas travel. The messaging is confused and contradictory, and as a result, Prime Minister, this week, many people are now travelling. A minister insists a free Trade Deal with australia is good news for agriculture here. British farmers will not be undercut by unfair practices from elsewhere, and we will make sure in all the deals we do that British Farming thrives. And scotlands newest mp swaps the classroom for westminster. It was suggested to me. By a colleague that i would miss my School Pupils because no matter how rowdy they were, the House Of Commons was much worse. But first, Covid Travel Restrictions have eased, but is it safe to fly off on holiday . Since monday, some International Travel from england has been allowed, with countries rated by risk on a traffic light system. So portugal is green, france and spain are amber. But critics have pointed to confusion over whether that system means you can travel or not. At Prime Ministers questions, the Labour Leader, sir keir starmer, went in search of clarity. So can the prime Minister Answer a really simple question that goes to the heart of this . If he doesnt want people to travel to Amber List countries, if that is his position he doesnt want them to travel to Amber List countries why has he made it easier for them to do so . We are trying to move away from endlessly legislating for everything and to rely on guidance and asking people to do the right thing. And it is very, very clear, Mr Speaker, you should not be going to an Amber List country except for some extreme circumstance, such as the serious illness of a family member. But you should not be going to an Amber List country on holiday, Mr Speaker. I can imagine he wants to take a holiday, but you should not be going to an Amber List country on holiday, Mr Speaker. And if you do go to an Amber List country, then as i say, we will enforce the ten day quarantine period, and if you break the rules, you face very substantial fines. Keir starmer questioned the logic of the governments position. We know that new variants are the single biggest risk to unlocking. We know that the government doesnt think people should travel to Amber List countries save for an extreme circumstance. But the governments made it easier to do so. The messaging is confused and contradictory, and as a result, Prime Minister, this week, many people are now travelling to Amber List countries, but the Government Cant say how many or when. Mr speaker, were an island nation. We have the power to stop this. Why doesnt the prime Minister Drop this hopeless system, get control of our borders and introduce a proper system that can protect against the threat of future variants of the virus . When you look at the Labour Position on borders, its hopelessly confused. Last night, i think the Shadow Home Secretary said that they wanted to cut this country off from the rest of the world, Mr Speaker pause all travel, pause all travel, even though 75 of our medicines and 50 of our food actually come from abroad, Mr Speaker. The Labour Leader said even Dominic Cummings had got it right. He said the Governments Border Policy was a joke. Our borders have been wide out open pretty well throughout the pandemic. There was no Hotel Quarantine System in place until february this year, so thats not true. Flights are still coming infrom india, and even as the variant is spreading, the Prime Minister decides now is the time to weaken The System even more. Its ridiculous. Kier starmer then changed the subject and the tone to ask about the increase in anti semitism during the last week. On saturday, a rabbi was hospitalised after being attacked outside his synagogue. Many of us will have seen the appalling incident, and the Community Security Trust report a 500 rise in anti semitic incidents since the outbreak of violence in gaza and israel. We will all know across this House Thatjewish Communities so what more does the prime Minister Think can be done to provide the extra Support And Protection needed to reassurejewish communities at this really very difficult time . The Prime Minister said he shared the Labour Leaders horror. We will call this out at every stage, Mr Speaker. Hear, hear we will not let it take root, we will not allow it to grow and faster. And in welcoming his remarks, i may say, i think its one of the most important changes of attitudes, or u turns, i should say, that ive seen from the Labour Party in recent times. And i am delighted, im delighted that he is taking that attitude. Im delighted that hes taking that attitude now. Later, a Labour Mp raised the Prime Ministers Personal Experience of covid. What does the prime Minister Think when he hears Jenny Mcgee the nurse who saved his life I Say Of Nhs staff, we are not getting the respect and now pay that we deserve. Im just sick of it, so ive i handed in my resignation. Surely, even he must pause and think, what can be learned from mistakes of the past year . Messages of his government . And will he think again i about giving nurses more than an insulting 1 Pay Raise . Hear, hear Prime Minister. Mr speaker, i think the whole house acknowledges our collective debt to the nurses of the nhs. I certainly acknowledge my own huge personal debt. And thats why of all the professions in this country, Mr Speaker, in very, very tough times, we have asked the public Sector Pay Review board to look at an increase in pay. Borisjohnson was also challenged over plans for a free Trade Deal with australia, which will mean australian Beef And Lamb entering the Uk Tariff free, therefore cheaper for british shoppers. The national farmers union is opposing the deal, saying it could put british farmers out of Business Concerns picked up by the leader of the snp at westminster. As a member of scotlands crofting community, i understand just how disastrous a brexit Trade Deal with australia, as proposed by this tory government, will be for Scotlands Farm and crofting sectors. If reports of this tory deal are true, farmers will lose their livelihoods. Rural businesses will collapse and ultimately, families will be driven off the land. And lets be very clear, if that happens, This Uk Tory government will be solely responsible. So, just for once, Prime Minister, give a straight answer to these farming and crofting families who are living with this threat. Can the Prime Minister categorically rule out that his government is prepared to sign up to a Trade Deal that will at any Future Point Guarantee tariff free access to australian Lamb And Beef, yes or no . Prime minister. Mr speaker, i know that the right honourable member i am delighted to see the shots of his croft, by the way the humble representative of the crofting community. May i say that i dont think he does justice to crofters, to farmers across the country, and across scotland as well, Mr Speaker, because i think he grossly underestimates their ability to do great things with our free Trade Deals, to export scottish beef around the world, Mr Speaker. Hear, hear why doesnt he believe in what the people of scotland can do, mrspeaker . Why is he so frightened of Free Trade . I think it is a massive opportunity for scotland and for the whole of the uk, and he should seize it and be proud of it. Hear, hear that was quite chilling. This deal would be the final nail in the coffin for many scottish crofters and farmers. It will end of way of life that has endured for generations generations, Prime Minister i know that many of the Prime Ministers tory colleagues privately agree with me and want him to pull back from this deal. So will the Prime Minister finally listen, think again, and ditch a deal that will send ourfarmers Down Under . Hes grossly underestimating the ability of the people of this country, the agricultural communities of this country, the farming industry, to make the most of Free Trade. This is a country, this is a country that grew successful and prosperous on Free Trade, an exporting around the world, our Food Exports are second to none, Mr Speaker hear, hear and he should be proud of that. He should be celebrating that. All he does, Mr Speaker, his call for us to put up the drawbridge and go back into the eu to be run by brussels. Thats his manifesto, and i think the people of this country have decisively rejected it. In 2019, before visiting wales, the Prime Minister said, i will always back britains great farmers. Now it looks as if hes backing australias farmers instead. So, will he today keep to his word . Will he back welsh farmers and permanently rule out tariff free access for australian Lamb And Beef imports . Mr speaker, i will back britains farmers and welsh farmers in exporting their fantastic lamb around the world. Mr speaker, is it not a disgrace that not a single morsel of Welsh Lamb has so passed the lips of americans in the last 20 years, or more, Mr Speaker . What about china, Mr Speaker . Has he no ambition for the people of this country or for the people of wales, or for welsh farmers . Ido this government does, Mr Speaker thats why were getting on with our agenda. The negotiations on the Trade Deal with australia are being led by the international trade secretary. Liz truss was questioned about the plans when she appeared before a parliamentary committee. As Traffic Lights are the main chatter of the time, if you were to use a traffic light metaphor, which colour do you think best represents the cabinets view in proceeding with the Uk Australia Trade Deal, especially the effects as can be felt on the agricultural sector . This deal, which we are working on with australia, we are currently in a sprint with a view to getting to Agreement In Principle by earlyjune. We will have benefits for all nations and regions of the united kingdom and all industries, including the agricultural industry. Do you think the nfu agrees with you . Well, i have had discussions with the national farmers union. I have been very clear with them that, of course, i am always looking to make sure as i have committed to that british farmers will not be undercut by unfair practices from elsewhere, and we will make sure that in all the deals that we do, British Farming thrives. Im absolutely confident that will be achieved through the australia deal. Liz truss. Youre watching wednesday in parliament with me, david cornock. Wales s First Minister has offered his own Travel Advice for the Summer Holiday at home. Mark drakeford was updating members of the senedd on the easing of restrictions in wales. International travel has also resumed. We will follow the same red amber green Traffic System in use in england and scotland, but with some extra safeguards to do all we can to prevent coronavirus from being reimported into wales from overseas. And because something is allowed, it certainly does not mean its compulsory and it doesnt even necessarily mean that it is advisable. I repeat the view of the welsh government that this is the year to holiday at home. And to enjoy everything that wales has to offer. The number of confirmed cases of the so called indian variant in wales has doubled in less than a week. Is there a risk that further easing of restrictions without continuing, or non pharmaceutical interventions, could actually lead to higher hospitalisations or even higher deaths . We are watching very carefully at what is happening in bolton and in particular, and The System is already talking and preparing should we find ourselves with more people needing Hospital Care because of the impact on the indian variant. The First Minister also faced questions on his governments plans for the new senedd term, including the introduction of a Trial Scheme to offer a Universal Basic Income. From what i understand, this will merely be an allowance given to carers, however affordable as that might be, this isnt a genuine test on Universal Basic Income that the government talked about on the weekend. Team indicate what plans they will have to bring forward such proposals in wales to have such a proposal, which to our side of the chamber do not find support with, or is that to be the policy that the government is . It is important that we understand how you deliver that. As far as it is concerned, but the government said in its manifesto is, an experiment and a pilot. We do not have all of the powers that would be necessary or the funding necessary to include a Universal Basic Income for the whole of wales. But we do have the ability to design a Smart Experiment that will allow us to test the claims that are made for Universal Basic Income. Mark drakeford. Back at westminster, the government is to bolster the independent inquiry into the Post Office Computer scandal, giving it the power to compel witnesses to testify. Last month a ruling at the Court Of Appeal exonerated 39 of the hundreds of Sub Postmasters and sub postmistresses who the Post Office prosecuted for stealing money based on faulty it evidence. Some even went to prison. The Business Minister explained why he was strengthening the inquiry under sir wyn williams. Following it, the government did not hesitate to act and equip him with more powers. Two effective postmasters and their families, my messages this. We are listening and we get into the bottom of this appalling affair. Four days after the Court Of Appeals appealed the decision. The minister rejected calls for statutory inquiry on the grounds that it would take three, four or five years. Can he tell us what actually has happened in this period to change his mind . Paul scully didnt answer that question. But he said the inquiry would now report in autumn 2022. Mps on the Transport Committee have been trying to find out whether Smart Motorways are safe. These roads use technology and other measures such as opening the hard shoulder to cut congestion. But there are fears about their safety after fatal accidents involving stationary cars being hit from behind. The mps are looking at whether Smart Motorways in england should be scrapped or whether they need better safety measures. The committee took evidence from industry experts. Where would you rather have your loved one drive on . Would it be a controlled motorway with a hard shoulder . Or an all lane Running Motorway with frequent Emergency Refuge areas and stopped Vehicle Detection in place . So, if its your Significant Other or your grown up child, but which would you prefer to be driving on, controlled motorway or a Running Motorway with frequent emergency . 100 controlled motorway. No doubt at all. Elizabeth . I have to pretend that my loved one is a Lorry Driver because that is who i am representing at the moment and i am confident, i am fine with smart Lane Running for the logistics, smart logistics companies. All Lane Money for them. I believe they have more Awareness And Training in how to use them safely. I am confident for our sector. I cannot see you, but what is your suggestion for your Significant Other or loved one to be driving on . I think to answer the question would be a controlled motorway with a hard shoulder and with additional technologies. Taking some aspects of the motorways and putting it on there with the technology to detect when there is a breakdown in the hard shoulder and to notify people and the reason why i say that is because, my father is disabled and i would not like to see a situation where my mother, who was driving him around, breaks down and cannot make it to a Refuge Area because frankly, the only advice they can follow in that situation is to dial 999 and put the hazard lights on. And i do not think that is an acceptable situation for people with mobility issues to be in. Chris, same question to you. I think in the way that it was described, all lanes running with The System in place, i would have a high level of confidence if i was pushed for a decision, i would probably opt for the controlled motorway in terms of the additional facilities that provide some perspective. Edmund king explained more about his view what the technology or how good the Radar Technology or the camera technology, no matter how good it is, you are still at risk and the Highway Report said from when you break down, it takes 17 minutes on average until you are spotted. That is horrific. That is not a safe system. They have tried to assure Railway Passengers that those hit by the discovery of cracks, count more than hundred 80 carriages were taken out of service on this two weeks ago for Safety Checks but there was some good news to share. I am pleased to say that following comprehensive daily testing regimes, theyre able to run all of its preplanned timetables and they are operating on an amended Timetable Prioritising Interests of the routes to South Wales and the southwest. There was some sympathy for the train operators. I appreciate theyve had a triple whammy this year, both covid 19 and the lockdown, and substantial improvements that their undertaking and now at the recent disruption services. Could my noble Friend Confirmed that it is expected to be the case that in the medium in the long term, substantial repairs will be needed to be undertaken to the 800 carriages and its a matter of note that they only operate in this class. It could take up until the end of 2022 to complete repairs and could my noble Friend Confirm whether or not they actually have the experience and the capacity to undertake these repairs . A commitment to producing an urgent report as to the cause of this. What has been done to put it right and how the longer Term Safety of these changes is going to be assured . I can submit to the noble lord that they will be producing a report from the lessons of this incident and how passengers have been impacted. In fact, the company expect to run a higher proportion of services. Would minister do something to stop all these prophets of doom who are seen to make Public Transport A Kicking boy and putting people off from resuming their journeys . I absolutely agree with the noble lord. They are operating an amended timetable and passengers need certainty so that they can plan their travel. , ~. , , travel. Dwi has every Confidence Confidence in the amended timetable and that it can run. Only 21 timetable and that it can run. Only 2 trains remain out of service and i encourage passengers to travel and travel safely. Passengers to travel and travel safel. ~ , safely. The Health Minister understands safely. The Health Minister understands that safely. The Health Minister understands that the safely. The Health Minister understands that the fix i safely. The Health Minister understands that the fix is| understands that the fix is straightforward but the Problem is that straightforward but the Problem is that uses high Temperature Welding is that uses high Temperature Welding which means there is an awful welding which means there is an awful Lot Welding which means there is an awful lot of disconnection to be done awful lot of disconnection to be done and reconnection so the process be done and reconnection so the process is be done and reconnection so the process is complex but the fix is simple. There may be ongoing and limited disruption but there and limited disruption but there will be certainty as to there will be certainty as to the amended services being offered the amended services being offered so we do not expect there offered so we do not expect there to offered so we do not expect there to be many short notice cancellations to peers wanted to know cancellations to peers wanted to know who would pay to fix the Problem. My to know who would pay to fix the Problem. To know who would pay to fix the Problem. My noble friend ma be the Problem. My noble friend may be aware the Problem. My noble friend may be aware that the Problem. My noble friend may be aware that the the Problem. My noble friend | may be aware that the current government is essentially taking on all of the revenue and the cost for the train network, as a whole. At the moment under the arrangements we have with the train Operating Companies, the government pays them a Management Fee for operating the service to but the point about compensation and how that works in The System is indeed extremely important and there are two things to consider. The first instance, for the intercity express programme, the government procured with Hittite She, the trains and basically the Operating Companies only pay for the trains if the trains are actually available to be out on the tracks that dave. So have any rectification is required thatis any rectification is required that is due to an issue such as these cracks then Hittite She would then have to pay to fix them. At the start of question time, the Prime Minister apologised in public to the families of the ten people killed in ballymurphy in 1971. Last week an inquest found that the victims, who were shot during an Army Operation in belfast, were entirely innocent. Borisjohnson had written to the families to apologise, but they rejected that and called on him to meet them. In the commons, he said he wanted to put this on the record. On behalf of the successive governments and to put on the record in this house, i would like to say sorry to the families for the investigations were handled in the pain they have endured since the campaign began was five decades ago. No apology, Mr Speaker, can lessen their lasting pain. I hope they take some comfort in the answers they have secured and knowing that this is renew the Governments Determination to ensure in future that other families can find answers with less distress and delay. Two mps have delivered their first or maiden speeches. The conservative Robin Millar had waited 18 months to speak he was the last of the 140 mps first elected at the last general election to deliver his maiden. He educated mps on a word from the language of heaven in wales we have a word that loosely translates as habitat. But it means much more than that. And it carries a sense of belonging and being in the right place. Although i left the Family And Home for education, career and for love. It was perhaps inevitable that i should return to wales and end up in politics. Anum qaisarjaved won last Weeks Airdre and shotts by election. She compared the House Of Commons to school having worked as a teacher in fact, it was only recently that it i i showed my high School Democracy Pupils Video clips. It was suggested to me by a colleague that i would miss my School Pupils because no matter how bad they were, the House Of Commons was much worse. I am pleased to say, Mr Deputy Speaker however my experience so far has not confirmed that. Anum qaisarjaved bringing to an end wednesday in parliament. Thank you for watching. I do hope you canjoin me at the same time tomorrow for the week in parliament. Until then, from me, david cornock, bye for now. Hello there. Wednesday was another unsettled day. The majority of the showers that formed were across eastern areas through the afternoon, so we had some of these thunderclouds going across the skyline in cambridgeshire. Further west, though, wales and western england, well, it was a largely fine afternoon with some long spells of sunshine at last. But its not going to stay that way. On the satellite picture, weve already got our next weather system. Its been moving quite quickly across the atlantic, but its going to put its brakes on and become really quite slow moving as the low spins its way across the united kingdom. So, weve got rain and strong winds to come for the next couple of days. Now, that rain is already beginning to arrive across westernmost areas, and that process will continue for the next few hours. Whereas across eastern areas, it stays drier. A dry start to Thursday Morning and not particularly cold. The winds picking up across the south west, though, quite quickly in the morning. Bright start across eastern areas, and to be honest, there probably wont be that much in the way of rain across the South East. Northern scotland not faring too bad either. But, otherwise, a lot of rain to come across western areas, with some strong winds blowing into the coast of wales in particular. Gusts here around 50 60mph. Winds that strong will likely bring down a few tree branches. There could be some localised transport disruption. The low pressures still there on friday. Heavier rain this time going in across into the South East of england through the afternoon. And the strongest winds going through the english channel. Again, we could see some localised disruption, but the majority of the rain will start to spin away from northern ireland. Here well see some brighter weather pushing in, but probably with a few showers as well. What about the weekend . Well, the rain clears, showers follow to saturday. And then weve got another dollop of rain for sunday. So, theres no end in sight, really, to this unsettled run of weather. Marginally, saturday looks like being the better of the two days of the weekend, although rain never too far away from the South East of england. And there will be some heavy showers around as well. Still, there will be some areas that get through the gaps between those showers and stay dry with some sunshine. Temperatures continue to be pretty disappointing. Sunday starts off on a promising note across the east, but we do have this band of rain thats going to be pushing in from the west as the day goes by. So, many of us will see some rain at times, and those temperatures still pretty rubbish for may. What about next week . Well, the rain clears, but showers follow. Yes, monday and tuesday looking pretty unsettled. Welcome to Bbc News im tim willcox.
