Platinum jubilee next year. Good afternoon, and WelCome to Bbc News. Borisjohnson has urged people to exercise a heavy dose of caution as many covid restrictions are lifted across england, wales and Much of scotland. The changes Come amid growing fears about the spread of the indian variant in britain. Lets take a closer look at some of the Relaxations Today. In england, pubs and restaurants will be alloWed to serve people inside. Cinemas, museums, softPlay Centres and hotels can also reopen. Groups of six people, or two households, can meet indoors and stay overnight. 30 people are alloWed to gather outdoors. Many of the changes in wales are similar to england, but its still only extended households that are alloWed to meet in homes. Up to 50 people can gather outside for organised activities and events, such as Weddings. In most of scotland, six people from three households will be able to meet indoors at home. Outdoors, it can be eight people, from up to eight different households, rising to 12 on most of the islands. The changes do not apply to Glasgow And Moray, where tighter restrictions remain. Theres no Change Today in Northern Ireland, but its thought a review on thursday will lead to relaxation in a Weeks time. Well, the changes are a WelCome shift for people wanting to go indoors for entertainment, and for the businesses who are getting ready for them. But it Comes at a time when scientists are warning about the spread of the new variant, asJim Reed reports. The tables are being laid, the beer is being delivered, the Cinema Screens are ready to be switched on again. Im so excited, very, very Much excited. Today is the single most significant day for Lockdown Easing across england, wales, and most of scotland. The message from ministers is one of cautious optimism. The data is positive, but its up to the public to use common sense. I would suggest that people Exercise Caution, as the Prime Minister said, and that involves washing your hands, keeping social distance, making sure there is ventilation, in terms of windows that can be opened, that will minimise the risk of infection. Instead of shivering together, outside, or in the back garden, groups are now alloWed to meet inside once again, with overnight visits alloWed in both england and most of scotland. Most scientists are broadly supportive of the move, but say it does Come with some risks. I think this is the most difficult policy decision, frankly, of the last 15 months or so. Its very, very finely balanced. We are at this point where We have lifted restrictions, and yet We dont have that full amount of information. I think it is reasonable to lift them today, but i do believe people, all of us, need to be really, really careful. There are likely to be plenty of possible stumbling blocks on this road back to normality. In bolton, more than 6,000 vaccinations Were given over the Weekend, as the town battles an outbreak of a variant of the virus first found in india. All right, sharp scratch. Scientists believe this version can spread more easily than the so called Kent Variant, dominant across the country, but, crucially, an early study indicates how current vaccines are still likely to be affected. We have 1,300 odd cases of the indian variant spreading in our community and that this is why the screening, sorry, the testing, the Pcr Tests, they have really brilliantly set down and started giving out Pcr Tests in areas like bolton. And We, as doctors, are aware of it and We are trying to make sure We keep a handle on the situation. The message, then, is for anyone who is eligible for a jab to Come forward and get one. Across most of the uk, the signs are still positive. Social Contact Inside is a reality once again, and families can properly catch up, after a long, hard winter. Jim reed, Bbc News. The Leisure Sector has endured the most difficult Year Anyone can remember. Today marks what businesses hope is a return to normality. Nina warhurst has been to meet some of those reopening. Also, Weve got venues like cinemas and Bowling Alleys and theatres reopening for the first time in months. Butjust ten miles down the road from me in glasgow, you cant do any of these things, and thats because at the last minute on friday, the First Minister announced that both Glasgow And Moray in the north of scotland would remain under the tighter level three restrictions, and thats due simply to high Case Numbers of the covid virus, thought to be in part related to the indian variant. Although bars and restaurants reopened with groups of six able to meet up and have a Flat White or a decaf inside, people must socially distance if they dont live together, or are in an extended household. Along with indoor hospitality, soft Play Centres, museums and cinemas reopen their Doors Today in wales, where Social Distancing allows. But the First Minister here has held back on giving Much detail on the next phase of unlocking society here in wales, because of concerns over the indian variant. So that means there are some industries still waiting for clarity on when they can reopen. With a capacity of 3,000 the biggest in South Wales pryzm nightclub will tonight be operating with only 5 of their volume, due to Social Distancing measures. As a business, thats just not viable. Its great to be open, but itsjust not sustainable for long term. I We really need a date i from the First Minister for when We can reopenl as a nightclub and, most importantly, when We can reopen without any restrictions. But its a big boost to individual businesses, but also to peoples spirits, giving hope that finally this really important Tourism Sector in portugal has Weathered the covid storm. Those restaurants will be shouting at half past ten, the nightclubs arent open, so it is a sign that things arent completely back to normal, and also businesses here dont really know how many british tourists to expect, but one thing is really clear, they are extremely grateful for the people who are now coming back. The bbc s global Health Correspondent Tulip mazumdar reports. Its a global collaboration thats never been tried on this tight timescale before. The aim of the Covax Scheme is to ensure all people in all countries get equal access to vaccines to protect them against covid 19. Some progress is being made, but doses remain vastly unevenly distributed. And now, the pipeline providing vaccines to some of the worlds poorest countries is being squeezed. As india continues its devastating battle against a raging outbreak, the countrys Prime Minister has temporarily banned exports of covid 19 vaccines so that all doses can be used in country. The Serum Institute of india was due to supply around half of the Two Billion vaccines for covax this year, but nothings been shipped since march, leaving a shortfall of around 140 Million doses, which is due to rise to 190 Million by the end ofjune. Unfortunately, We are in a situation where We just dont know when the next set of doses will materialise. Our hope is things will get back on track, but of course, the situation in india is uncertain itself. And how Much of a concern is that . Its certainly a huge concern, and thats why We are calling on higher inCome countries that have access to doses to start sharing those doses now. But countries are not being forthcoming with donating doses. Data commissioned by unicef suggests that the rich G7 Nations, as Well as the eu, could make a big dent in the Vaccine Deficit in poorer countries by donating 20 of their supplies injune, july and august. This would free up around 153 Million doses. So far, france is the only country to have already shipped vaccines in view of the crisis in india, pledging half A Million doses by mid june. Nations including rwanda, senegal and here in ghana are using up some of their last remaining doses. Its very important that they could make a promise of solidarity for those countries that have enough vaccines to distribute and share those doses, because unless We stop the transmission everywhere, it will be very difficult to end this pandemic, even in places where people have been completely vaccinated. New deals with different Vaccine Suppliers and manufacturers are also under way to try and get the Covax Scheme back on track. But right now, there a gaping hole in supplies which is threatening the global plan to end this pandemic. Tulip mazumdar, Bbc News. Now its time for a look at the Weather with chris fawkes. When someone mentions a royaljubilee, you might think of Street Parties and bunting. But next year, celebrations could involve a humble spade and sapling. The queens green Canopy Project is encouraging us all to plant a tree to mark the queens 70 years on the throne. Heres our royal correspondent, daniela relph. There is planning to do 70. 70 clumps of trees. She left the spade work to her son. The queen, wrapped up in her headscarf, a prolific Tree Planter during her reign, kept a watchful eye. This is one of thousands We will see planted to mark the Platinum Jubilee, next year. Planting a tree is a statement of Hope And Faith in The Future. As We approach this most special year, i invite you all tojoin me, to plant a tree for thejubilee. In other words, a Tree Bilee. And that Tree Bilee that started here in the grounds of windsor castle, aims to get us all involved, to create a lasting, green tribute to 70 years of public service. Newsreel after the spadework, a good watering ensured that the seedling got a proper start in life. Whether it was chile, or here in india. By planting a sapling, her majesty commemorated her visit. The queen has planted around 1,500 trees during her reign. It makes the green Canopy Project a fitting legacy to the worlds longest reigning monarch. Were putting trees in the ground which will be standing there into the 22nd century, and trees are something that Weve all cherished over the last difficult year, and outdoor space in general, so creating a new, ancient forest, as it Were, seems entirely apt to celebrate her reign. Royal Mail Staff have already begun Planting Trees around their workplaces. And 3 Million free saplings will also be available to schools and community groups. Everybody who has got the opportunity to plant a tree, whether it is a single tree i at your school, or on a playing field, or in your garden, or on your farm, should take this opportunity to celebrate her majestysjubilee. I the aim is to get the whole Country Planting a tree for thejubilee. Something that can survive and flourish for decades. Daniela relph, Bbc News, windsor great park. The official guidance says you can make a personal choice as to whether you keep your distance but you should still be cautious so that goes for parking and also goes for shaking hands, and similar Guidance Change in most of scotland apart from these areas, Glasgow And Moray which are still under enhanced restrictions at the moment, but in wales and Northern Ireland that is not the case so the old Social Distancing rules still apply there. Scientists have been asked about this, but the general message is, the closer you get to someone, especially if you are hugging as opposed to shaking hands, the more dangerous it is likely to be, so even if you are going to do this, keep it short keep your distance afterwards, dont do anything you dont necessarily have to do. , to do. Depends if you are sitting inside or outside, but i sitting inside or outside, but inside which is the big Change Today, you are talking about the rule of six, or more potentially if you are from two households, so you could potentially although i got a feeling that restaurants, many of them will still stick to this rule of six on each table, and that also includes children of any age. There is a slight exception in that your Support Bubble would be included in those two households so if you are taking your elderly mother who is in your Support Bubble to dinner with other relatives, you could in theory go just above the six because she will be counted as your household, and if you move outside in theory the limit goes up to 30 although sitting 30 people outside in a restaurant might be quite challenging. If you are in other parts of the uk, scotland it is now six people from three households, in an indoor space, or eight from eight households outdoors and in wales, similar ideas, but now it is a six people socially distanced if they are not in your bubble. Jim Reid And Professorjohn griffiths, Thanks Forjoining us. Sian. Hello again. You have properly already noticed our Weather-pattern'>Weather Pattern has got stuck. Low pressure in charge of our Weather for ages now and those Rainfall Totals this month have been really mounting up, and top of the rainfall league, that is in north yorkshire, with over twice as Much rain as We would normally see in the whole of the Month Of May and of course, We are onlyjust past the halfway stage. There is loads more rain to Come, no change to our unsettled Weather-pattern'>Weather Pattern for the foreseeable future. Today is a shoWery kind of day and what is really important for the shoWers across england and wales is this trough, that will be working its way eastwards and will be taking the heaviest of the shoWers with it. And so across parts of yorkshire, down to the midlands, East Anglia and South East England, that is where the heaviest storms are going to be as We go through the afternoon, but behind that feature, shoWers beCome Much less common across wales, parts of the West-midlands'>West Midlands and parts of north West-england'>West England, where you have got a Much better chance of the Weather staying dry. With broken Cloud And Sunshine through the afternoon. Temperatures are about 1a to 16c. Overnight, shoWers are going to take quite a long time to slowly fade away, but eventually, the skies will beCome a little bit clearer and our overnight temperatures drift down to around 5 8c. Looking at the Satellite Picture We have at the moment, We are going to zoom away from the uk and down towards the south West. This area of cloud is going to be responsible for bringing the heaviest shoWers our way on tuesday. Otherwise, most parts of the uk should have lighter shoWers. Most parts of the uk will have these heavy downpours. Middle part of the Week and guess what, it is another day of sunshine and shoWers. At this time they are most likely to form a Crust Eastern Scotland and eastern areas of england. Those storms will be slow moving in nature and if you catch one, there could be large Rainfall Totals coming from those storms and as Well as that they could be with you for quite a length of time. The good news is, thursday and friday, no shoWers, but the area of low pressure is going to bring many of us a thorough soaking. Lots of Heavy Rain to Come towards the end of the Week and it will be windy, windy enough for the gusts to bring down a few tree branches. This is Bbc News. Im martine croxall. The headlines Covid Rules are eased across britain, but people are asked to be responsible. Indoorfood and drinks in limited groups are back on for millions of people. Thousands take advantage of the new Travel Rules and head overseas, in the first legal foreign holidays for months. Ijust want i just want to get to the villa. Just to get out in the sun. The Weather has been so awful in the uk. As fighting betWeen israel and Palestinian Militants enters its second Week, the us urges both sides to ensure the protection of civilians. The Covax Scheme, which was set up to help poorer countries get equal access to Covid Vaccines, faces a severe supply shortage. And Prince Charles says plant a tree to mark the queens Platinum Jubilee next year. Good afternoon, and WelCome to Bbc News at one. Borisjohnson has urged people to exercise a heavy dose of caution as many covid restrictions are lifted across england, wales and Much of scotland. The changes Come amid growing fears about the spread of the indian variant in britain. Lets take a closer look at some of the Relaxations Today. In england pubs and restaurants will be alloWed to serve people inside. Up to 50 people can gather outside for organised activities and events such as Weddings. In most of scotland, six people from three households will be able to meet indoors at home. Outdoors it can be eight people, from up to eight different households, rising to 12 on most of the islands. The changes do not apply to Glasgow And Moray, where tighter restrictions remain. Theres no Change Today in Northern Ireland, but its thought a review on thursday will lead to relaxation in a Weeks time. Lets cross to my Colleaguejane Hill whos in essex for us today. Lets hear from our Health Reporter Jim Reed. We have 1,300 odd cases of the indian variant spreading in our community and that this is why the screening sorry, the testing, the Pcr Tests, they have really brilliantly set down and started giving out Pcr Tests in areas like bolton. Morning looks amazing. 7am and jackie is back. A regular at gran ts cafe, she has bought takeaway here over lockdown, but being back, sitting in whats known as jackies corner, is so Much better. Itsjust lovely. I mean, i used to be a regular sitting here in the morning, doing my crossword in my paper, and just generally chatting with the staff are stuck they are amazing staff, i class them as friends now. Much of it is what We are now used to, masks on, Hand Sanitiser on arrival and registering your details, either through the app or on pen and paper, but heres where things are very different from today. You will be able to sit down, indoors, take your mask off, and sit, if you wish, with somebody outside of your bubble, and the hope is that the more relaxed We are, the more We will spend. We are banking on a lot from today, and its been anxious, its been nervous, its been scared, its been happy, excited. A whole mix of feelings, but this is where todays where The Future Starts. I can imagine for the whole of the Hospitality Industry. | it is estimated covid has cost each Pub And Restaurant an average of more than £a0,000. Many will not make it. There are now 7 feWer registered licensed premises than there Were pre lockdown, and more will follow, as businesses are prised off government support. At the Wery-tap'>BreWery Tap in peterborough, Social Distancing means they will only be able to fill about a third of their 600 seat capacity. It means that our trade is a fraction of what it normally would be at this time of year, but, you know, We understand what the pandemic has meant, and Weve just got to Weather the storm and try and get out the far side of it. Zaqib, richard and shardell are Gym Buddies and this is the first time ever they have had an indoor seated catch up. Ive not really spoken to them since the lockdown, and its nice just to sit down with somebody and have a quick chat just before work Starts. I love it, its nice and warm for a start, which is good, and yes, just the social side, Weve missed havent We . Do you think you will spend more money now you are alloWed back inside . 100 . Weve got money to spend now. How long that surge in spend will last is a question for another day because for now drinks are being poured, story shared. It feels a little bit like it did before. But, goodness, you have been shut for five months, that is a big shut forfive months, that is a big impact. I mean, it is wonderful you can reopen in the way that you can, but that has to have hit you. I know you love what you do, but you also to run a business, and financially this must be an enormous hit you have taken . This must be an enormous hit you have taken . Absolutely, and to be honest i think have taken . Absolutely, and to be honest i think it have taken . Absolutely, and to be honest i think it is have taken . Absolutely, and to be honest i think it is too have taken . Absolutely, and to be honest i think it is too early have taken . Absolutely, and to be honest i think it is too early to honest i think it is too early to tell the honest i think it is too early to tell the real cost of the pandemic at this tell the real cost of the pandemic at this stage, because there are still many at this stage, because there are still many hurdles yet to get over. We are still many hurdles yet to get over. We are open today, We are putting smiles We are open today, We are putting smiles on We are open today, We are putting smiles on peoples faces, but We wont smiles on peoples faces, but We wont know smiles on peoples faces, but We wont know for a few months yet really wont know for a few months yet really what the financial position is for really what the financial position is for many businesses, and so many businesses is for many businesses, and so many businesses that have opened up across businesses that have opened up across the businesses that have opened up across the Country Today are doing it because across the Country Today are doing it because it is what We love and what it because it is what We love and what We it because it is what We love and what We do, and really there is no alternative what We do, and really there is no alternative. But the financial cost has been alternative. But the financial cost has been huge and will remain to be hue has been huge and will remain to be huge for has been huge and will remain to be huge for some time to Come, until We really huge for some time to Come, until We really understand how We now got to the light really understand how We now got to the light at really understand how We now got to the light at the end of the tunnel and i the light at the end of the Tunnel And L Were the light at the end of the tunnel and i Were going to stay out of the tunnel and i Were going to stay out of the tunnel or and i Were going to stay out of the tunnel or are there more bumps on the road . Tunnel or are there more bumps on the road . And you know, that still is yet the road . And you know, that still is yet to the road . And you know, that still is yet to Come. But one thing We have is yet to Come. But one thing We have read is yet to Come. But one thing We have read through all of this, because have read through all of this, because We have had three lockdowns hit our because We have had three lockdowns hit our sector now, is that you need to take hit our sector now, is that you need to take each hit our sector now, is that you need to take each day as it Comes to me need to take each day as it Comes to me need to to take each day as it Comes to me need to make sure We put smiles on peoples need to make sure We put smiles on peoples faces today, and then We need peoples faces today, and then We need to peoples faces today, and then We need to obviously have some time to start to need to obviously have some time to start to rebuild our businesses. But es, more start to rebuild our businesses. Yes, more to start to rebuild our businesses. Elf yes, more to Come, and We know the Prime Minister has hinted there could be a delay to thejune 21 date. You sit on the Trade Body that represents the sort of organisations, visitor attractions, you have had regular meetings with government, with Dc Ms during this process. What have you been saying to them about what you need is an industry . To them about what you need is an indust . , industry . The first thing is We need to be able to industry . The first thing is We need to be able to trade. Industry . The first thing is We need to be able to trade. Thats industry . The first thing is We need to be able to trade. Thats the to be able to trade. Thats the first to be able to trade. Thats the first key to be able to trade. Thats the first key point, and We are thankful. First key point, and We are thankful, We have hit this point in the road thankful, We have hit this point in the Road Map to allow the indoor centre the Road Map to allow the indoor centre is the Road Map to allow the indoor centre is to the Road Map to allow the indoor centre is to get openers WelCome and that has centre is to get openers WelCome and that has been the key messaging We have been that has been the key messaging We have been working with the government throughout this period. And i government throughout this period. And i think government throughout this period. And i think moving forward is to work and i think moving forward is to work with and i think moving forward is to work with the government to show how safe our work with the government to show how safe our sector can be indoors but it is not safe our sector can be indoors but it is not a safe our sector can be indoors but it is not a case of a soon as you move it is not a case of a soon as you move indoors, there are measures that you move indoors, there are measures that you can move indoors, there are measures that you can do. We have been working that you can do. We have been working with the government throughout the preparation to this opening throughout the preparation to this opening and indeed the other lockdowns to produce covid safe operating lockdowns to produce covid safe operating procedures where We can manage operating procedures where We can manage covid, rather than having to close manage covid, rather than having to close as manage covid, rather than having to close as a manage covid, rather than having to close as a result of it. All manage covid, rather than having to close as a result of it. Close as a result of it. All right, We wish you close as a result of it. All right, We wish you all close as a result of it. All right, We wish you all the close as a result of it. All right, We wish you all the best close as a result of it. All right, We wish you all the best for close as a result of it. All right, We wish you all the best for the coming days and Weeks, thank you very Much. Good to see you, duncan willits, the Owner And Founder of 360 play. So, martin, ive been in the cinemark, ive been at the tenpin bowling, im not sure im alloWed on the dodgems. I think that might be it for now. More from here later in the day. Back to you. Studio there was a way is the slide all the ball pit, jane, if you dont mind getting down on the floor. See you in a bit. Jane hill in basildon. Her ears will be ringing all evening. In scotland, most areas will see a relaxation of measures. But restrictions are staying in place for at least another Week in Glasgow And Moray, where rates of infection are higher. People betWeen the ages of 18 and 39 in parts of glasgow affected by an upsurge in coronavirus cases are being invited to get their vaccinations sooner than previously planned. Our Scotland Correspondent James Shaw is in glasgow. So, most of the country, james, seeing some changes, but not these two places We have mentioned. Thats two places We have mentioned. Thats riaht, two places We have mentioned. Thats ritht, it two places We have mentioned. Thats riaht, it is two places We have mentioned. Thats right. It is a two places We have mentioned. Thats right, it is a complicated two places We have mentioned. Thats right, it is a complicated picture right, it is a complicated picture here where quite late, in fact it was on friday, the scottish government decided that the situation in glasgow was so difficult, the Case Rate was so Much above the level that they wanted it to be that they had to delay the easing of restrictions in what is scotlands biggest city, about 630,000 people live in this city. It is the centre really of the economic life of scotland. But the rest of the country, huge changes, very similar to what is happening in other parts of the uk. So that means people can meet indoors, small numbers, so Were talking about six people from three households, physical distancing doesnt need to apply. So you can hug your love ones. Outside, eight people from eight households can meet with Social Distancing, travel abroad is now alloWed, as in the rest of the uk, and pubs and restaurants can serve alcohol until ten at 10 30pm. But really the situation in glasgow is the concern and there is this effort to try and get people vaccinated in specific parts of the south side of the city, and for those who know it, it is the postal areas of G A0 42, those who know it, it is the postal areas of G A0 a2, g 51 and 52, and g 55, a big swathe of Glasgow South of the river, it is a big part of the city. But the question is whether it will be enough. Those vaccinations of course will not protect people for at least a couple of Weeks, and the national clinical director here Jason Leitch has warned that the situation in glasgow is not going to be solved over the next Week. It could take significantly longer mamat. ,. , could take significantly longer mamat. ,. ,. ,. , mamat. James, for the moment, thank ou ve mamat. James, for the moment, thank you very Much indoor hospitality has also reopened in wales, with up to six people from different households alloWed to meet inside. Up to 50 people can attend an organised outdoor event, such as a Wedding. Heres tomos morgan. The first breakfasts being served inside once again, afterfive months. The Bull Terrier Cafe tried to open as a takeaway last Week, but being upstairs in Cardiff Market meant they only made a fiver a day. It was diabolical, to be honest. But this is our first Day Today. And I Cant wait. Cant wait, im so excited. And its a WelCome return for linda, who has been coming here twice a Week for a5 years. Its nice, because i live on my own. Sometimes, I Cant be bothered to cook, as it beComes dearer by the time you buy everything. I can Come here and its already cooked, its already there, and it costs me £6. As service resumes across the uk, each of the devolved nations will continue to do so at different speeds. Tomos morgan, Bbc News, cardiff. More now on todays easing of coronavirus restrictions across the uk. Many pubs, cafes and cinemas will be opening their doors to customers for the first time this year. This will of course will give a Much needed boost to the hospitality sector, but does the Science Support this relaxation of the rules . Joining me now is drjennifer rohn, a Cell Biologist from University College london. Thank you very Much forjoining us. How great is the tension betWeen the politics and economics of the easing and what the science is telling us . Its really finely balanced. I think everybody realises it is time to open up, and i can see why We are opening up and everybody is straining at the lead to open up, yet this is coming at a slight chance that there might be a bit of a surge or possibly even a second or third way. It is just to too soon to tell, We dont have any information about the indian variant and how it behaves with respective vaccines, so yes, We are opening up but there are some risks. Band vaccines, so yes, We are opening up but there are some risks. But there are some risks. And how Much more but there are some risks. And how Much more complicated but there are some risks. And how Much more complicated has but there are some risks. And how Much more complicated has the i Much more complicated has the emergence of this indian variant made the picture . It emergence of this indian variant made the picture . Emergence of this indian variant made the picture . It seems to be hithl made the picture . It seems to be highly transmissible, made the picture . It seems to be highly transmissible, it made the picture . It seems to be highly transmissible, it is made the picture . It seems to be highly transmissible, it is still highly transmissible, it is still not completely clear if it is more contagious than the standard of the Kent Variant but it does seem to be taking hold in certain places, as We know. We dont know again, in real world terms, how Well it does with vaccinated people. We know that in a lab there is maybe a slight reduction in efficacy with the indian variant compared to the vaccines We are using, so We dont have enough information yet and that makes me as a scientist nervous, but i do understand why We are opening up i do understand why We are opening up and i think if We are all cautious and may be dont go crazy, evenif cautious and may be dont go crazy, even if We are alloWed to go out maybe We should just be a bit cautious, i think of a thing should be ok. ,. , cautious, i think of a thing should be ok. , cautious, i think of a thing should beok. ,. ,. , be ok. Should be, thats the important be ok. Should be, thats the important word, be ok. Should be, thats the important word, isnt be ok. Should be, thats the important word, isnt it . Be ok. Should be, thats the i important word, isnt it . When be ok. Should be, thats the important word, isnt it . When We look back to last summer and We Were all being encouraged to go out, to eat out to help out, how unwise was that, with the gift of hindsight . I think most people agree that did contribute to the coming of the second wave, and again, it was a completely different story though. This is now on the backdrop of a pretty robust vaccine programme, but it has to be said that only 70 of adults have been vaccinated. A0 full, so that is still quite a few people who have not been vaccinated and then of course We have younger people who are vulnerable to covid, some of them, and they have not been vaccinated at all. So again, you just have to take everything in the context of where We are now. It is Much better than where We Were last summer but the risk still remain. How adequate is the guidance We are getting in various parts of the country because We have just been ansWering vieWers questions, and questions cropped up like can a Bridge Club meet if there are 2a people playing, when can choirs start rehearsing together again . And if you look for that kind of detail, it is hard to work it out. Latte if you look for that kind of detail, it is hard to work it out. It is hard to work it out. We have never really it is hard to work it out. We have never really had it is hard to work it out. We have never really had that it is hard to work it out. We have never really had that Much it is hard to work it out. We have| never really had that Much detail it is hard to work it out. We have i never really had that Much detail in all of the restrictions We have had, they have been grey areas where people arent sure whether they can do this or that and they dont know where to go to ask the question. So yes, its impossible to write a Blanket Rule for every possible thing that you could do. But i think basically keeping in mind the main themes, it is really good if you are in a ventilated area, even if you are inside you should have that window open, just because you can meet with all your friends in small numbers, doesnt mean you should, and maybe We should be a little bit patient and see how it plays out in the north West. Haifa patient and see how it plays out in the north West. The north West. How will you be allowin the north West. How will you be allowing yourself the north West. How will you be allowing yourself to the north West. How will you be allowing yourself to take the north West. How will you be i allowing yourself to take advantage of the easing . I allowing yourself to take advantage of the easing . Of the easing . I am hopeful that Erha S of the easing . I am hopeful that perhaps the of the easing . I am hopeful that perhaps the Weather of the easing . I am hopeful that perhaps the Weather might of the easing . I am hopeful that i perhaps the Weather might improve and then i can do a lot of stuff outdoors. I dont plan to do a lot of indoor socialising if i dont have to Come and really it is almost june, so Come on, british Weather, work with us here. Work with us here. Yes, strawberry season, work with us here. Yes, strawberry season. We work with us here. Yes, strawberry season, We need work with us here. Yes, strawberry season, We need some work with us here. Yes, strawberry season, We need some sunshine i work with us here. Yes, strawberryj season, We need some sunshine to work with us here. Yes, strawberry i season, We need some sunshine to go with it. Drjennifer rohn from University College london, thank you for your time. Thousands of british Holiday Makers have jetted off on foreign breaks for the first time in months. Most destinations will require travellers to isolate when they return but for a few countries on the governments Green List, such as portugal, therell be no need. Bookings are still low compared with pre pandemic levels, but the Tourism Industry hopes confidence is returning. This report from Sarah Corker at manchester airport. This report from Sarah Corker at manchester airport. Foreign getaways are back. This is the 6am flight from manchester, heading to the algarve. Holiday makers told me they could not wait to get to portugals golden beaches. We havent seen Each Other really since christmas 2019. Yes. So, We are sisters, We have met at the this is our first trip. Up and this is our first trip. We actually had dubai booked. We thought a while ago iti would be ok by now and it just wasnt, so this was like the best next alternative. 12 countries and territories are on the Green List, meaning you wont have to quarantine when you Come home. Its no longer illegal to travel to Amber List of countries, but the government says you still shouldnt, plus you will have to quarantine for ten days when you get back. Arrivals from Red List countries must quarantine in a government managed hotel, and pay for it. You shouldnt travel to destinations on this list. This is a cautious restarting to foreign holidays. Manchester airport is operating at around 10 of normal capacity. It is expecting 3,000 passengers today, but if you compare that to a monday before the pandemic, that number would have been 90,000 passengers, so this is a slow and gradual recovery. Getting away to a green List Destination takes some planning. You have to have a Covid Test three days before departure, and when you get back. At heathrow This Morning, these passengers Were relieved everything Went smoothly. We didnt know whether We Were coming or not, so it has been a bit of a cliffhanger just nice to get away, first opportunity it arises, it is time to be good to yourself. The Traffic Light System will be revieWed every three Weeks. The Travel Sector hopes holiday hotspots, like spain and greece, will be given the green light soon. We would like to see more countries added to the Green List. We think if We look at the trend on Vaccination And Infection i in europe and the united states, it does give us room for cautious optimism that more countries will open up injune and july. I millie, are you excited to meet your grandparents for the first time . And there Were long awaited reunions today, too. The Chamberlain Family arrived back in london from australia This Morning. They are moving back to the uk, after three years living down under. WelCome home this is your home you have never been here before. The world of International Travel is now slowly opening up again. Butjetting off on a foreign holiday is still far from straightforward. After months of strict measures, the coronavirus rules have been relaxed across england, wales and most of scotland. Pubs, cafes and restaurants in england reopen inDoors Today but the Prime Minister has urged people to exercise a heavy dose of caution. With me is our Business Presenter Ramzan karmali. Thats it, isnt it . People want to get out, but be careful about it. They do Come and i think the economy is cautiously optimistic about this as Well. The Bank Of England say very optimistic, growth this year of seven and a quarter percent, We havent seen that since 19a1, so We havent seen that since 19a1, so We have seen the worst recession in 300 years so We have to put It Into context. A tenth of restaurants have disappeared. And the ones that are opening will be desperate to open because 60 of them didnt have outdoor space that they couldnt open on the 12th Of April, so there is that too. But it is notjust pubs, cafes and restaurants, Weve got hotels as Well opening up to the leisure industry. We can talk to the Vice President of hilton hotels, julie baker, whojoins us now. There is no real end in sight to this prolonged unsettled spell of Weather that We are enduring at the moment this may. Today is another day of sunshine and shoWers. The heaviest storms working from yorkshire and lincolnshire down to the midlands, East Anglia and South East England with Hail And Thunder mixed in with these big downpours. Further West, feWer shoWers around this afternoon, for wales, the West-midlands'>West Midlands and north West-england'>West England, West scotland, as Well, so these areas have the best chance of dodging the downpours and staying dry. Overnight tonight, the shoWers that form during the day will be slow to gradually subside but eventually the skies get clear and our temperatures dip down to around 5 8c. Tomorrow, another day of sunshine and shoWers but We will see some heavy, probably thundery rain, Working Into Wales and south West-england'>West England during tuesday morning. Elsewhere, a largely dry morning on tuesday with some sunshine. The afternoon will see further Thunder Clouds develop and those shoWers becoming pretty widespread, and some of them really pokey. Hes missed the Premier League games against chelsea and newcastle. Hes unlikely to be rushed back for tomorrow, but of more importance is his readiness for the Champions League final against chelsea at the end of the month. Kevin is important, like everyone is important, and the final, when We are able to stick together, and to push Each Other, that will be possible to win it, so of Course Kevin is important, everybody knows it but everyone is at the same level. Englands Summer Series against India And Pakistan will go ahead despite the two countries being on the covid Red List. Indias men and women are scheduled to play in the country over the next few Months Pakistan are due injuly. The players have been given permission to quarantine at the Ageas Bowl on Site Hotel near southampton rather than government designated accomodation. New zealand are already at that hotel after arriving yesterday ahead of their Test Series next month. Tyson fury says it will be the biggest Sporting Event ever to grace the planet earth. He posted a video on Social Media last night saying that his world heavyWeight Unification Fight against anthonyjoshua has been confirmed for iath august. One of the sticking points had been a venue but its set to be in saudi arabia. Suddenly, in the last 60 or so hours, three orfour of the key players in this fight have talked about saudi arabia. Its happening, august iath. Someone might have said, hold on a minute, isnt it going to be hot . We are keeping a close eye on the house of commons for a moment. We are expecting an urgent question to be asked in the chamber this afternoon. They are just getting ready, doing the sanitising that they have to do before you people arrive in their seats. New people. Robert halfon, the conservative mp for harlow, he is going to ask the urgent question, regarding the anti semitic abuse that flared at the Weekend in a number of places, notably in north london. The Communities Secretary Robertjenrick is going to be talking, ansWering that urgent question. We have also heard the mayor of London Sadiq Khan urging people to report cases of anti semitism to police and he says any reports of alleged hate crimes will be taken seriously and following abuse that We heard, verbal abuse that We heard of the Weekend, the mayor of london said there will be high Visibility Police patrols in london to make sure that jewish communities feel very safe. I think the speaker is just arriving there. Some of the reaction that We saw at the Weekend was credited to the rising tension betWeen Israel And Palestine in the middle east but politicians of all stripes in this country have said there is no excuse for anti semitism. No one could failto be appalled by the disgraceful halfon. No one could failto be i appalled by the disgraceful scenes of anti semitic abuse being directed at members of thejewish community in the past Week. In chigWell the rabbi was hospitalised after being attacked outside his synagogue. In London Activists drove through golders green and finchley, both areas with largejewish populations, apparently shouting anti semitic abuse through a megaphone. These are intimidating and racist and extremely serious crimes. The police have since made four arrests, for racially aggravated public order offences, and have placed extra patrols in the Stjohns Wood and golders green areas. As always, We stand with ourjewish friends and neighbours who have sadly been subjected to a deeply disturbing upsurge in anti semitism in recent years. Especially on Social Media. Like all forms of racism, anti semitism has no place in our society. A lot of young britishjews are discovering for the first time that their friends dont understand anti semitism. Cant recognise it, and dont care that they are spreading it. They are not responsible for the actions of a government, thousands of miles away. But are made to feel as if they are. Seeing their friends post social Media Content that glorifies hamas, an illegal terrorist organisation, an illegal terrorist organisation, an organisation whose charter calls for everyjew in the world to be killed. Today the world celebrates international day against homophobia, Trans Phobia and by phobia, but on the hamas people are murdered for being gay. Under hamas. Any time anti semitism re enters our society it masks itself as social justice, re enters our society it masks itself as socialjustice, selling itself as socialjustice, selling itself as socialjustice, selling itself as a speaking truth to poWer, but this government is taking robust action to root it out. Leading the way is the first government to adopt the international Holocaust Remembrance Alliance Definition of anti semitism and calling on others to do the same. As a result, nearly three quarters of local councils have adopted it. I have written to councils and universities who are still dragging their feet. They will shortly be named and shamed if they fail to act. All bar one member of parliament has signed up to it. We are also doing our utmost to keep thejewish community safe. Through thejewish community safe. Through the £65 million protective security grant, to protectjewish schools, synagogues and community buildings and working closely with the Community Security Trust to make short victims can Come forward and report attacks to the police. But We recognise that education is also one of the most poWerful tools We have for tackling anti semitism. We are proud to back the work of the Holocaust Education trust, and the anne frank trust amongst others to make sure that We challenge prejudice from an early age. With the last Holocaust Survivors leaving us We also sure that future generations never forget where hatred can lead. So i hope a new World Class holocaust memorial Learning Center next to the palace of Westminster, this is currently awaiting the outCome of a planning inquiry. Some of the opposition to this has only served to make the case for why it is needed. Today the government and i hope the whole house sends a clear message of Support And Reassurance to our jewish friends and neighbours. The trust have reported to us this Week a steep rise in anti semitic incidents, a 320 increase in a Week and that im afraid is likely to rise further as there is always a delay in reporting. We will continue to support them and We will work with the metropolitan Police And Police forces in other parts of the country who are putting out extra patrols over the course of the coming days to provide that reassurance to jewish citizens, and We will also be supporting groups across the country, for example the union of jewish students, which are so Much good work forjews on campuses across the uk who suffer at the hands of anti semitic attacks and abuse, and We will keep on that work as Well as the educational work that he refers to and ive paid tribute to a number of the fantastic organisations like the Holocaust Education trust that deliver that day in, day out and have continued to do so even during the difficulties posed by covid 19. What We saw and heard on the footage on the streets of London Yesterday was a violent act of anti semitism and threatening sickening misogyny and those who took part in this behaviour should feel the full force of the law. We have seen these attacks aimed at the jewish attacks aimed at thejewish community time and again and the Security Trust, i also commend them for their work, they recorded 63 anti semitic incidents from the eighth until the 16th of may, and We send a clear unequivocal message thatis send a clear unequivocal message that is not acceptable, not them, not now, not ever. I have been moved by the jewish community sharing testimonies at the Weekend and i have contacted the board of deputies of british dues and the Communities Safety Trust to make clear the absolute condemnation of wheat on these benches for these terrible acts of britishjews. Distressing scenes witnessed in the middle east and We on these benches have called for a ceasefire, but it can also lead to a minority of people attempting to whip up hatred betWeen communities. It is often an upsurge of islamophobic attacks, as Well, and those who do this do not in any sense represent those who seek to bring about peace in the middle east. I would like to ask the secretary of state that whilst i understand four men have been arrested, is anyone else being sought . What more can be done especially in terms of Intelligence Gathering to prevent this kind of incident from happening again . What additional support is being given to places of worship and other key sites at this worrying time . Finally, does the secretary of state agree that in response to those who seek to stoke Division And Hatred We must stand united and sent a message that they will never win . Im that they will never win . Im crateful that they will never win . Im grateful to that they will never win . Im grateful to the that they will never win . Im grateful to the honourable gentleman for his strong words to which would have been heard byjewish communities across the country that the whole of the house of commons is united in this regard and he is also right to say that whatever your views on the current conflict in israel and gaza, that is no excuse whatsoever for the kind of anti semitic abuse or indeed anti muslim hatred that We are seeing on the streets right now. Tell mum, the report the number of anti muslim incidents have also informed liverpool that there has been a rise in have also informed us that there has been a rise in incidents, and in both instances it needs to be tackled. The police should be urgently investigating the issues We have seen in recent days, and the Home Secretary has spoken with the commission of the metropolitan police who has given assurances that the police will do everything they can to find the perpetrators and to bring them to justice. Further patrols are now happening in areas with higher jewish communities in london, for example, and other police forces in other areas of the country like in greater manchester are taking the same proactive approach. As i said in my opening remarks, the police have since made arrests for racially aggravated public order offences and have placed extra patrols in St Johns Wort and golders green, and with respect to the rabbi St Johns would and golders green, and with respect to the assault on the rabbi in chigWell, essex police are investigating it, and they are also providing communities with reassurance and calling on anyone who may have been a witness to any of those events to Come forward as soon as possible. Studio Robert Jenrick there the Communities Secretary ansWering the urgent question which was put forward by Robert Halfon. Lets speak to the liberal democrat foreign Affairs Spokesperson Layla moran she is of palestinian descent. What Were your thoughts when you saw those pictures . We have to be careful referring to active court cases, but when We sought those scenes of anti semitic abuse. I was scenes of antisemitic abuse. I was dis usted. Scenes of antisemitic abuse. I was disgusted l scenes of antisemitic abuse. I was disgusted. I was scenes of antisemitic abuse. I was disgusted. I was absolutely disgusted. I was absolutely disgusted. I was absolutely disgusted. My first thought was, thinking to the now more than 200 Deadin Thinking to the now more than 200 dead in gaza, 59 of whom are children, the atrocities that are being committed in Israel And Palestine and the need for peace. These people have undermined that call and they have absolutely undermined what in my view is the view of all palestinians i know and all british Jews View of all palestinians i know and all britishjews i know who are seeking peace and im glad they Were arrested and i hope the full force of the law is brought to bear on them. ,. ,. ,. , them. How do We in this country make them. How do We in this country make the jewish communities them. How do We in this country make the jewish communities feel them. How do We in this country make the jewish communities feel safe . I the jewish communities feel safe . Any kind of crime like this is quite rightly investigated and We have a Functioning Justice System and that is right. But also We have to recognise that these groups do not speak for the vast majority of people who are seeking a peaceful solution to this conflict. We have to also Come back to the fact that this conflict itself needs to end and britain has an important part to play in achieving that. The last few days have been absolutely horrific and it marries a scene We have seen before, We have been here before although it looks bleaker than it has before because when people suggest going back to some kind of negotiating table, that table doesnt exist any more. But We need a concerted effort now, led by the un Security Council, to condemn the atrocities on both sides. It is a shame i think that the united states has yet to agree to this, and my understanding is they are the ones holding out. Until they do, britain needs to continue to put its effort and its diplomatic efforts into encouraging the united states to do the right thing, to call a halt to this, because they are the ones now with the poWer, and they are the ones who are emboldening netanyahus government to continue to kill innocent palestinians on the ground. It is completely unacceptable and it needs to stop. But it is completely unacceptable and it needs to stop needs to stop. But as part of that oWer needs to stop. But as part of that poWer struggle. Needs to stop. But as part of that poWer struggle, that needs to stop. But as part of that poWer struggle, that conflict, i needs to stop. But as part of that poWer struggle, that conflict, We | poWer struggle, that conflict, We also have hamas which is committed to the destruction of israel and that has designated is designated as a terrorist organisation. You say it needs to be an appeal to both sides, so hamas is one of those . Absolutely, they both need to be held accountable under international humanitarian law. What i failed to understand, is that hamas have asked for a ceasefire and Were rebuffed, and that clearly has to be where We get to now. If they are asking for a ceasefire, why is it that israel has rebuffed them . Surely a call from all Western democracy is all who sit on the un Security Council would encourage both sides to agree to that ceasefire, We have to stop the killing. Once the killing stops We have to also accept that the Status Quo that led to the evictions and the over reaction by the israeli authorities towards palestinian protesters off the back of demolitions of settlements which is counter to international law including the geneva convention, these are things which have set the scene for what We have seen today and unless We address those underlying issues, night follows day, We will see this happen again. I hope that the outpouring of support for the two State Solution and for peace is going to lead to something good because what We need above all now is hope. It is hope that has been eroding away over the last few years. There is one Trump Card Britain has and i think the time is approaching for it to consider doing and that is recognition of the palestinian state. Whenever you do have two sides meeting at the table, unless they meet as equals, it is doomed to failure, and that is the one thing which britain can still do on its own that i think the government should do as soon as possible. It is an extremely should do as soon as possible. It is an extremely complex picture, in israel and the West bank, gaza, so how do We stop people conflating the actions of the israeli state with the peacefuljewish communities the peaceful jewish communities around the peacefuljewish communities around the world who have suddenly beCome the target when they see what is happening in israel . Is happening in israel . Absolutely. I want to make is happening in israel . Absolutely. I want to make this is happening in israel . Absolutely. I want to make this absolutely i i want to make this absolutely clear, it is completely unacceptable and british jews clear, it is completely unacceptable and britishjews are allies in this, they understand what it means to live in a country like this, that abides by international law, that is peaceful, and they are as bewildered as anyone else by what is happening and what netanyahu is doing on the palestinians perpetrating on the palestinians, so We are together in this, and all those groups who are somehow, notjust conflating, but there are groups that somehow, not just conflating, but there are groups that are somehow, notjust conflating, but there are groups that are using 12 state division, actually they should be utterly condemned they are using it to state division. My advice to people is do not think that in any way represent me and other british palestinians and other british arabs in this country or indeed any other people in this country, they are a tiny fringe of minority extremists and they dont help the situation at all with what they do. Help the situation at all with what the do. , help the situation at all with what the do. A,. Help the situation at all with what the do. , they do. Leila moran, thanks for oinint they do. Borisjohnson has urged people to exercise a heavy dose of caution as many covid restrictions are lifted across england, wales and Much of scotland. The changes Come amid growing fears about the spread of the India Variant in britain. Lets take a closer look at some of the Relaxations Today in england pubs and restaurants will be alloWed to serve people inside. But i will be talking to the owner about the challenges his business has faced over the course of the pandemic, and talking to so many business owners, as i have been all Day Today at this leisure park. My all Day Today at this leisure park. My goodness, they are all desperate and have been so happy to see this day Come. There is still a long journey for them and huge financial implications of what We have all been living through and indeed the restrictions We are still living under to some degree, but We will hear more about that in a moment. Happiness on the part of many, those people who can take advantage of coming indoors now, my goodness, Werent some of those parents happy that i spoke to, who have been able to take their children to the soft Play Centre in the last hour . But its Well against the backdrop of the India Variant and the qualifications that We know some scientist put on what We should and shouldnt be doing still. So lets hear our first report this hour from our Health Correspondent, Jim Reed. I think it is reasonable to lift them today, i but i do believe people, all of us, need to be i really, really careful. Are still likely to be effective. We have 1,300 odd cases of the indian variant spreading in our community and that this is why the screening sorry, the testing, the Pcr Tests, they have really brilliantly set down and started giving out Pcr Tests in areas like bolton. It has been such a tough time for businesses, as We have been reflecting. Im going to talk to the owner of this fine establishment just a moment. We are banking on the lot from today, and its been anxious, its been nervous, its been scared, its been happy, excited. A whole mix of feelings, l but this is where, todays where The Future Starts, i can imagine, for the whole of the Hospitality Industry. I it is estimated covid has cost each Pub And Restaurant an average of more than £a0,000. Zaqib, richard and shardelle are Gym Buddies and this is the first time ever they have had an indoor seated catch up. Ive not really spoken to them since the lockdown, and its nice just to sit down with somebody and have a quick chat just before work Starts. I love it, its nice i and warm for a start, which is good, and yes, just the social side, Weve missed havent We . Do you think you will spend more money now you are alloWed back inside . 100 . The latest covid daily figures We have just had in. There have been five deaths reported today, that is of someone dying within 28 days of a positive covid i9 test. There Were four deaths reported yesterday but of course as We know sometimes over the Weekend the figures do lag behind a little bit. There have been 1979 new Covid Cases reported. That is 53 feWer than yesterday. And, in terms of first doses of a Covid Vaccine and how many that have been administered, the total is now 36 Million which has gone up byjust over 130,000 since yesterday. In scotland, most areas will see a relaxation of measures but restrictions are staying in place for at least another Week in glasgow and the moray. Rates of infection are higher there. James shaw gave us this update. Thats right, it is a complicated picture here where quite late, in fact it was on friday, the scottish government decided that the situation in glasgow was so difficult, the Case Rate was so Much above the level that they wanted it to be that they had to delay the easing of restrictions in what is scotlands biggest city, about 630,000 people live in this city. It is the centre really of the economic life of scotland. But the rest of the country, huge changes, very similar to what is happening in other parts of the uk. So that means people can meet indoors, small numbers, so Were talking about six people from three households, physical distancing doesnt need to apply. So you can hug your loved ones. Outside, eight people from eight households can meet with Social Distancing, travel abroad is now alloWed, as in the rest of the uk, and pubs and restaurants can serve alcohol until ten at 10 30pm. But really the situation in glasgow is the concern and there is this effort to try and get people vaccinated in specific parts of the south side of the city, and for those who know it, it is the postal areas of gao a2, g 51 and 52, and g 55, g 51 and 52, and g 5, a big swathe of Glasgow South of the river, it is a big part of the city. Pollokshields, strath bongo and areas around queens park. But the question is whether it will be enough. Those vaccinations of course will not protect people for at least a couple of Weeks, and the national clinical director here Jason Leitch has warned that the situation in glasgow is not going to be solved over the next Week. It could take significantly longer than that. Indoor hospitality has also reopened in wales, with up to six people from different households alloWed to meet inside. And its a WelCome return for linda, who has been coming here twice a Week for 45 years. Its nice, because i live on my own. Sometimes, I Cant be bothered to cook, as it beComes dearer by the time you buy everything. I can Come here and its already cooked, its already there, and it costs me £6. As service resumes across the uk, each of the devolved nations will continue to do so at different speeds. Tomos morgan, Bbc News, cardiff. 0ur political Correspondentjonathan Blake is in Westminster. So the all important date, May 17 is here, but people are still sort of acting with bated breath at times. Thats right, it is a mixed message really from the government today, or a nuanced message, as the Business Secretary Kwasi Kwarteng put it earlier, hoping that they would be a significant and successful day. And a Big Day for businesses, particularly in the Leisure And Hospitality and retail sector, which have suffered so Much during the pandemic. But ministers are still urging caution and suggesting that just because there are so many things people are now able to do here in england, and other parts of the uk, as you havejust heard, it doesnt necessarily mean that they should. And social Distancing And Opening windows and washing hands and all of that advice that We have had throughout should absolutely still be there, Front And Centre peoples minds. But this most significant step out of lockdown on the governments Road Map in england so far is happening in a very sensitive time, because as We have been hearing, there is concern about the rising number of cases of the new indian variant of coronavirus, and how transmissible that it it is, the vaccines are largely effective against it, so there isnt necessarily undue cause for concern there but We are seeing significant spikes in cases in certain areas, and that is leading to calls from some for a change in approach, regarding vaccinations. But some for a change in approach, regarding vaccinations. Regarding vaccinations. But the uuidance regarding vaccinations. But the guidance is regarding vaccinations. But the guidance is still regarding vaccinations. But the guidance is still that regarding vaccinations. But the guidance is still that younger. Guidance is still that younger people are not the priority, jonathan . People are not the priority, jonathan . , jonathan . Thats right, downing street have jonathan . Thats right, downing street have been jonathan . Thats right, downing street have been pretty jonathan . Thats right, downing street have been pretty clear i jonathan . Thats right, downingj street have been pretty clear on this today, even as they have been extra doses sent to bolton and greater manchester for example, where there has been a rise in cases of the indian variant, and concerning parts of london where the mayor of London Sadiq Khan has been quite clear, urging the government to consider vaccinating younger adults more quickly in an attempt to combat this rise, the government restricts sticking to the strategy. They say they would like all areas to abide by thejcvi rules, as they have been folloWed so far, because that has been a successful strategy, and so that is to prioritise getting the more vulnerable people and older adults their second jab, and also those aged 38 and above their first jab, according to the current timeline. So that, for now, is the strategy. We will see whether the government changes its advice at all but i wouldnt necessarily expect that any time soon. We will get an update from the Health Secretary Matt hancock in the house of commons, hopefully in the next hour or so. We commons, hopefully in the next hour or so. ~. , commons, hopefully in the next hour orso. ~. ,. , or so. We will look out for him arriving or so. We will look out for him arriving. Thank or so. Israel has launched dozens of new Air Strikes on gaza, as Palestinian Militants fire more rockets at southern israeli cities. The pre dawn raids on gaza Were some of the heaviest since the fighting began a Week ago. The us said it supports israels right to defend itself, but insisted that both sides must ensure the protection of civilians. 0ur Correspondent Tom Bateman reports. Explosion. The israeli Air Strikes arrive before gazas dawn. Overnight, some of the most intense yet. Its bringing a devastating human toll. They are still searching through the rubble, after Yesterdays Raid on a single street left dozens dead. They pray for a miracle, and then it happens. All shouting. Israeli Artillery Fire continues. Israel says its destroyed hundreds of miles of tunnels used by militants and claims to do everything to avoid civilian casualties in its strikes. Meanwhile, the militant Rocket Fire into israel goes on. Most are shot down, but many make direct hits. In this synagogue, as they mark an Importantjewish Festival today, there are prayers, after a near miss. It does feel like the diplomacy is stepping up a gear. The us has been talking to some of the regions most poWerful arab countries, trying to create pressure towards de escalation, but the talks are very Much Behind The Scenes and, so far, there is still no sign of a quick end to the fighting. In the last hour, the Communities Secretary Robertjenrick has Secretary Robert Jenrick has condemned Secretary Robertjenrick has condemned the anti semitic attacks that have taken place in the uk, in West'>North And West london, as a result of the conflict. Most destinations will require travellers to isolate when they return but for a few countries on the governments Green List, such as portugal, therell be no need. Bookings are still low compared with pre pandemic levels , but the Tourism Industry hopes confidence is returning. This report from Sarah Corker at manchester airport. Foreign getaways are back. This is the 6am flight from manchester, heading to the algarve. Holiday makers told me they could not wait to get to portugals golden beaches. We havent seen Each Other really since christmas 2019. Yes. So, We are sisters, We have met up and this is our first trip. We actually had dubai booked. We thought a while ago it would be ok by now and it We thought a while ago iti would be ok by now and it just wasnt, so this was like the best next alternative. 12 countries and territories are on the Green List, meaning you wont have to quarantine when you Come home. Its no longer illegal to travel to Amber List countries, but the government says you still shouldnt, plus you will have to quarantine for ten days when you get back. We think if We look at the trend on Vaccination And Infection in europe and the united states, it does give us room for cautious optimism that more countries will open up injune and july. We are going straight back to the house of commons to hear the Health Secretary Matt hancock speak. We have Secretary Matt Hancock speak. Have been engaged, all of us, in a race betWeen the virus and the vaccine. As a nation, We have taken some huge strides forward, and We can make carefulfurther some huge strides forward, and We can make careful further progress today. And We must remain vigilant. I can report to the house that there are now feWer than 1000 people in hospital in the united kingdom with coronavirus, and the average number of daily deaths is now nine. This progress means We are able to take step three in our Road Map today, carefully easing some of the restrictions We have all endured. People have missed the things that make life worth living. Businesses have endured hardship, and everybody has made sacrifices. And while We can take this step today, We must be humble in the face of this virus. We have all learned over the past year that in a pandemic, We must look not just at where We are today, but where the evidence shows We may be in Weeks and months down the track. The Vaccination Programme can give us confidence, but We must be alert to new variants that could jeopardise the advances We have made. Today, mr speaker, iwould like to update the house on the work We are doing to tackle variants of concern, in particular Variant B 1617. 2, which is the variant of concern first identified in india, so We can protect the progress We have worked so hard to achieve. There is now 2323 confirmed cases of b 1617. 2 in the uk. 483 of there is now 2323 confirmed cases of b 1617. 2 in the uk. A83 of these cases have been seen in Bolton And Blackburn with darWen, where it is now the dominant strain. Cases they have doubled in the last Week and are rising in all age groups. In blackburn, hospitalisations are stable, with eight people currently in hospital with covid, and in bolton, 19 people are now in hospital with coronavirus. The majority of whom are eligible for a Vaccine But Havent yet had a vaccine. This shows the new variant is not tending to penetrate into older, vaccinated groups, and it underlines again the importance of getting the jab, especially but not only amongst the vulnerable age groups. Madam deputy speaker, mr deputy speaker, groups. Madam deputy speaker, mr deputy speaker. Deputy speaker, Laughter Mr Deputy deputy speaker, Laughter Mr Deputy speaker, deputy speaker, Laughter Mr Deputy speaker, in deputy speaker, laughter | mr deputy speaker, in bolton deputy speaker, Laughter Mr Deputy speaker, in Bolton And Blackburn, We have taken the approach that worked. In South London, against the south african variant, We have surged in our rapid response team, A Hundred people so far, who so far visited hundred and 30,000 people to distribute and collect tests. We have installed six new testing units, brought in over 50 new vaccinators and set up two new vaccination centres, as Well as extending opening hours and capacity at our existing sites. In bolton We have quadrupled the rate of vaccination. We carried out 6200 vaccinations this Weekend, and its brilliant to see so many people from the most vulnerable groups coming forward to get the protection, whether it is coming forward to get the first jab whether it is coming forward to get the firstjab or coming forward to get their second jab. All in all, this is the biggest surge of resources into any specific local area We have seen during the pandemic so far. It has been coordinated by drjenny harries, the Chief Executive of the new Uk Health security agency, drawing on all the health and capabilities locally and nationally We have built in the last year. I want to thank everyone who was working so hard to make it happen, including everyone at the two local authorities, the rapid response team, all the volunteers, including from stjohns ambulance, and most importantly the people of Bolton And Blackburn for the Community Spirit they are showing. It has been really heartening. Im sure the whole house will agree, to see the videos published over the Weekend are people queueing up to get the jab, and to anyone who feels hesitant, notjust in bolton or blackburn, but to anyone who feels hesitant about getting the vaccine right across the country, just look what is happening in Bolton Hospital, where the majority of people in hospital with coronavirus Were eligible for the jab but have chosen not yet to have the jab, and have ended up in hospital, some of them in intensive care. Vaccines save lives. They protect you, they protect your loved ones, and they will help us all get out of this pandemic. This isnt just about this isntjust about Bolton And Blackburn are because they are now 86 local authorities where there are five or more confirmed cases, and the next biggest case of concern is bedford where We are surging. Testing. I would urge everyone in bedford to Exercise Caution and engage in testing where it is available. I also want to tell the house the latest scientific assessment of this variant, the early evidence suggests that b. 1. 617. 2 is more transmissible than the previously dominant variant, and We do not yet know to what extent it is more transmissible and while We also dont have the complete picture on the impact of the vaccine, the early lab data from Oxford University corroborates the provisional evidence from Bolton Hospital and the initial observational data from india that vaccines are effective against this variant, and this of course is reassuring. But the high transmission poses a real risk. All this supports our overriding strategy which is gradually and cautiously to replace the restrictions on freedom with the protections from the vaccines. The data that suggests that the vaccine has already saved over 12,000 lives and prevented over 33,000 people from being hospitalised and We are protecting people at a very rapid pace. Last Week was the biggest Week of vaccinations since the end of march, 36 Million people have now had a first Dose And Yesterday We reached the milestone of 20 Million people having had their second dose across the uk. Im delighted to see the figures released today by yougov which show that the uk has the highest Vaccination Enthusiasm in the world with 90 of people saying that they have had or will have the jab, and this was no accident. We began planning the campaign for Vaccine Uptake a year ago and i want to thank the huge range of people involved in promoting the benefits of vaccination from her majesty the queen to eltonjohn and harry Redknapp And Lenny henry, Holly Willoughby and West'>Lydia West and many others. Our campaign has been based on Positivity And Science and im grateful to everyone including so many members of this house from all sides who have played their part. From tomorrow i can confirm that We will be inviting People Aged 37 to Come forward before expanding this about that later in the Week. It has been brilliant to see the enthusiasm people have had when they have been invited to Come forward and We want to make it as easy as possible for people to show that they have had the protection of the vaccine provides and im delighted to say that as of today people can now demonstrate whether they have had theirjab quickly and simply through theirjab quickly and simply through the nhs app. Since january We have been following a Dosing Interval of 12 Weeks for second doses but because of the extra protection you get from a second dose, especially amongst those most likely to end up in hospital or dying, it is incredibly important that everyone Comes forward for that second dose at the right moment. The approach We have taken aim to give the most vulnerable are the strongest possible protection against the virus, so since january that has meant getting the first dose to as many people as possible as quickly as possible, and the research shows that this approach has saved around 12,000 lives. Now it is important to accelerate the second doses of all those most vulnerable to ending up in hospital or dying, so our Vaccination Strategy for all parts of the uk including the areas of Surge Vaccination will stick by the clinical advice set out by thejcvi. Prioritise anyone over 50 who has not yet been vaccinated, next, second doses to those over 50 are vital, which will now be done at a schedule of eight Weeks, and then follow the cohorts in Priority Order and the age groups as We open them, and the age groups as We open them, and this clinically approved approach is the best way to save the most lives, ratherthan approach is the best way to save the most lives, rather than jumping ahead with the first doses for younger people. While thejcvi keeps this clinical advice under constant review, We are clear that their advice is the best way to protect those most in need of protection and so save as many lives as We can. The nhs will be repeated with advice to all vaccination centres and all directors of public health and im very grateful to everyone in the nhs, local authorities and in the whole system supporting this Vaccination Programme, for following it. Todays opening in step three marks an important step on our road to recovery and We must proceed with Caution And Care and bear down on the virus in whatever form it attacks, so that in this race betWeen the vaccine and the virus it is our humanity and our science and our ingenuity which will prevail. Strategy for fighting this deadly virus, not only do We have a moral responsibility to play our part internationally, it also reduces the risk of internationally, it also reduces the risk of new internationally, it also reduces the risk of new variants bouncing back at us risk of new variants bouncing back at us and risk of new variants bouncing back at us and setting us back. At this critical at us and setting us back. At this critical time, when We need to work internationally to defeat this virus. Internationally to defeat this virus, why are We the only gd the G7 Nation virus, why are We the only gd the G7 Nation cutting support to scientific G7 Nation cutting support to scientific projects, and should We assume scientific projects, and should We assume that this government does not aree assume that this government does not agree with assume that this government does not agree Withjoe Biden . Assume that this government does not agree with Joe Biden . Agree with Joe Biden . Thank you very Much. If i address agree with Joe Biden . Thank you very Much. If i address the agree with Joe Biden . Thank you very Much. If i address the substantive Much. If i address the substantive questions that he asks, and the first question was about the surging of vaccines and testing in these hot spots and We have seen in South London early in the month and last month that this Surge Testing can work. We had an outbreak of the south african variant in South London and We put in over 200,000 tests and We effectively managed to contain that outbreak. That is the approach that We are taking in bolton and in blackburn, and We will also take that approach if We see a further spread in other areas of the country. It is something We have been working very hard on to make sure that We have that capacity and that We can do that effectively. We do that, of course, hand in glove with the local authorities in question, who know the communities on the ground. We are also making sure We have the vaccine is available but i want to be absolutely crystal clear about the approach to vaccination, because he asked about vaccinating everyone over 18 in Bolton And Blackburn, and thatis over 18 in Bolton And Blackburn, and that is not our approach, and i have looked into It In great detail and We have taken clinical advice. The approach is to make sure that We get as many second vaccinations done as possible and as many first vaccinations amongst the vulnerable groups and then as many vaccinations as possible for those eligible groups who are under the age of 50 and the reason that We have taken this approach is because that is what is most likely to save the most lives and that second jab is absolutely vital and of course the first jab for anybody over 50 absolutely vital and of course the firstjab for anybody over 50 could be the difference betWeen life and death. The very strong focus is to get the vaccine into comic to all those over 50s into all those over 50s who have not yet taken the first jab and over 50s who have not yet taken the firstjab and im glad to say that there are reports from both Bolton And Blackburn that uptake amongst people who are eligible but havent yet got the job has increased people who are eligible but havent yet got thejob has increased got the jab has increased since We saw the jab has increased since We saw the rise of the b. 1. 617. 2 variant in those areas, and i think because it is effective in proving to people that the jab really does work to protect you, that is what the data shows. He asks about children, and i have been closely following the results of the clinical studies from pfizer that show that the vaccine is safe and effective amongst children betWeen the ages of 12 and 18. We have procured enough pfizer to be able to use the pfizerjab and offer it to children, should that be clinically approved here, but given We are at the stage of Opening Tomorrow to People Age 37 there is some time to go before We reach 18 year olds. We are on track to reach the target of offering a vaccine to all those aged 18 and above by the end ofjuly so We have above by the end ofjuly so We have a couple of months before We need to make a decision and We want to be very very careful and sensitive around that, around whether to offer the children a vaccine. He talks about ventilation and We have put in Place Guidance for businesses in terms of strengthening the rules around ventilation and that is also important. He did a Captain Hindsight Act i thought when it came to the indian variant. He did not seem to mention that We put india on the Red List before this variant was deemed a variant even under investigation, let alone a variant of concern, and indeed We stopped, We put india on the Red List before other countries like germany, and canada and stop flights from india. We have a strong policy of restrictions at the border and We will remain vigilant. The final thing i wanted to respond to was his point about the global moral responsibility to vaccinate everybody in the world. He is absolutely right, that We have a global moral responsibility and i would argue that the uk has done so far and Well do more than any other nation. It is notjust about the huge sums that Were put into covax but it is about the way We have delivered the Oxford Astrazeneca Vaccine around the world. As of This Morning, there Were 1. A7 billion vaccines that have been delivered globally, and a00 million of those have been the Oxford Astrazeneca Vaccine and astrazeneca has charged a Profit Margin and a margin for intellectual property of zero. No charge for intellectual property and no profit for astrazeneca, costs of course need to be met, but We have taken nothing for the money that We have put into the development of this. This is the biggest gift that this. This is the biggest gift that this country could give to the world, and 65 of those a00 million doses are to, have been delivered into arms of people in low and middle inCome countries including india. In terms of covax, they have delivered 5A Million vaccines so far, and 53 Million of those have been done with the Oxford Astrazeneca Vaccine. This country can be hugely proud of the contribution We have made. It is far bigger so far than any other country, because We decided and We took the view from the start that the Uk Approach which is you dont need to change your ip rules and you dont need to change the law, We just get on and get this vaccine out to as many people around the world as possible at cost, and everybody in this house should be very proud of what astrazeneca and Oxford University have done with the support of the Uk Government and Thatis Support of the Uk Government and that is how We save lives around the world. , that is how We save lives around the world many that is how We save lives around the world many of that is how We save lives around the world. People are not ending up in hospital, just letting it spread amongst young adults could allow the evolution amongst young adults could allow the evolution of yet another Uk Variant stop~ evolution of yet another Uk Variant i ansWered evolution of yet another Uk Variant i ansWered these questions in the response to the honourable gentleman. The truth is that when We put pakistan on the Red List and indeed bangladesh, the positivity of those arriving from Pakistan And Bangladesh was three times higher than from india and that is why We took those decisions and of course that decision was taken before the indian Variant Became a variant under investigation, let alone a variant of concern. It is striking that the scottish government took a red decision on india at the same time as We did in the Uk Government, so it is all very Well to ask questions with hindsight but you have to base decisions and policy on the evidence at the time. When it Comes to how We are tackling this in the uk, she is right that it is good news, early news but good news, that the vaccines do appear to be effective against the b. 1. 617. 2 variant and effective against the b. 1. 617. 2 variantand im effective against the b. 1. 617. 2 variant and im obviously pleased about the evidence We have seen, but We keep that, We are vigilant about that, and im very glad that the approach We are taking now in bolton and in blackburn worked in South London against the south african variant. We keep these things always under review but i thing as a first resort, Surge Testing and going door to door and making sure We find and seek out the virus wherever We can spot it and putting extra resources, with the armed services who are supporting, that is the right approach. To keep this under review. The numbers nationally thus far are still relatively low and thankfully We have a very very good Surveillance Operation across the uk so that We can spot these things early and take the action that We need. ,. , ~ early and take the action that We need does early and take the action that We need. Now time for the Weather forecast. Temperatures about 1a to 16c. And i say our way, it is particularly across wales and south West-england'>West England that will see some heavy downpours working through tuesday morning, but otherwise, many areas of the uk will get off to a dry start to the day with some spells of sunshine. The afternoon, shoWers beCome pretty widespread again and some of the heaviest will probably be moving across from wales into the midlands and southern england. Quite cloudy across northern scotland as Well with some rain here. For Wednesday, another shoWery kind of day and this time the heaviest shoWers will be going up eastern areas of scotland and eastern areas of england. Those storms will be slow moving in nature, so if you catch one, while there could be quite large Rainfall Totals coming from those storms, as Well as that, the storms could be with you for quite a length of time. The good news is that thursday and friday We will not have shoWers, but the bad news is that this area of low pressure is going to bring many of us a thorough soaking. Lots of Heavy Rain to Come towards the end of the Week and it is going to be windy windy enough for the gusts to bring down a few tree branches. This is Bbc News. Im reeta chakrabarti.
