Now on bbc news, its Tuesday In Parliament. Hello and welcome to a special Tuesday In Parliament. Socially distanced pomp as the queen opens the new session of parliament. My government will level up opportunities across all parts of the United Kingdom supporting jobs, businesses and economic growth. Beyond the pomp, another tradition the politics as Boris Johnson promises. A national recovery so thatjabs, jabs, jabs becomesjobs, jobs. Papers over the cracks. It is packed with short term gimmicks of distant promises. Also in this programme mps asked lex greensill, the boss of the collapsed financed that employee David Cameron, if hes a fraudster. But first, this Years State Opening of parliament may have been a shadow of its former self, but it was, nevertheless, a historic occasion the first one to be held with laws on social distancing in place. The State Opening is usually a spectacle full of pomp and pageantry, but this time, there were no horses or carriages and there were restrictions on the number of guests. Some traditions were maintained, but scaled and adjusted. The yeomen of the guard fewer than usual and wearing facemasks carried out their ceremonial search of the sellers in the palace of westminster, a reminder of the gunpowder plot. In Herfirst Major Public Engagement since the death of the duke of edinburgh, the queen was accompanied by Prince Charles and the duchess of cornwall. Meanwhile, the commons was gearing up for the day with the speakers procession. Hats off, strangers by now, the queen had arrived and was ready to lead the procession through the royal gallery to the house of lords. A signal to black rod, a lords official, to go and fetch mps. Usually, Party Leaders walked Side By side to the lords, and even chat, awkwardly but thats not permitted under covid restrictions. The social distancing continued as mps arrived in the lords. My lords and members of the house of commons, my Governments Priority is to deliver a recovery from the pandemic that makes the United Kingdom stronger, healthier and more prosperous than before. To achieve this, my government will level up opportunities across all parts of the United Kingdom supporting jobs, businesses and economic growth. And addressing the impact of the pandemic on public services. My government will protect the health of the nation, continuing the Vaccination Programme and providing additional funding to support the nhs. My ministers will bring forward legislation to empower the nhs to innovate and embrace technology. Patients will receive more tailored and Preventative Care closer to home. Measures will be brought forward to support the health and Well Being of the nation, including to tackle obesity and improve mental health. Proposals on social Care Reform will be brought forward. Measures will be brought forward to ensure that children have the best start in life, prioritising their early years. My ministers will address lost learning during the pandemic and ensure every child has a high Quality Education and be able to fulfil their potential. And is able to fulfil their potential. Later, after the pomp and ceremony, mps got down to debating the contents of the speech a speech that promised 30 new laws in the year ahead as the uk recovers from the coronavirus pandemic. They include a bill to offer adults in england who dont go to university, loans to help them retrain, a bill to ease Planning Controls and help increase House Building again in england and a bill that could see voters required to prove their their identity before casting their vote. But although social Care Reform in england was mentioned, there was little detail. For the labour leader, sir keir starmer, the programme lacked Urgency And Ambition after what he said had been a decade of neglect exposed by the pandemic. Today, we needed a Queen Speech that rose to the skill of the moment, that rewards the sacrifices and rebuilds the foundation. But instead, this Queens Speech just papers over the cracks, it is packed with short term gimmicks and distant promises. The government is never short of those, but it misses the urgency and the scale of the transformation that is needed. He said labour would fight plans to require voters to prove their identity, he complained there was no help for those living in buildings with inflammable cladding and no clear Social Care plan. This is the time for transformative agenda, to rebuild the foundations after a decade of neglect. And a year of national sacrifice. To change the foundation of our economy, to invest in the future, to solve the social Care Crisis, to clean up our politics and to clean up the mess that this government has created over a decade. But mr speaker, once again, it is a chance that has been squandered. The prime minister said the Uk Wouldnt settle for going back to the way things were as the uk emerges from the pandemic, and he promised to spread opportunity more evenly. We intend to unite and level up across the whole of our United Kingdom because we went nation conservatives understand, United Kingdom because we One Nation conservatives understand, understand this crucial point. That you will find flair and imagination and Enthusiasm And Genius distributed evenly across this country while opportunity is not. And we need to change that. The damage that covid has done could not be minimised, but. We must use this opportunity to achieve a national recovery so that jabs, jabs, jabs becomesjobs, jobs, jobs. That is our plan, mr speaker. And that plan would see long awaited proposals to reform Social Care in england published later this year. The Liberal Democrats challenged him over the pandemic. On behalf of three families across the country, will of the prime minister till this house that in the session of parliament, he will set up the Public Inquiry into the handling of covid that he promised me in his House Lastjune . I can certainly say that we will do that and i have made that clear before, we will, i do believe that it is essential that we will have a full Public Inquiry into the Covid Pandemic and i have been clear with the house before. With scotlands First Minister demanding another independence referendum, there was a focus on The Union in rest referendum, there was a focus on The Union in the rest of the prime ministers speech. Everything we do will be done as one United Kingdom. Combining the genius of england, wales, scotland and Northern Ireland joined together by blood and family, Tradition And History into the most successful economic and social union the world has ever known. In all of its centuries, The Union has seldom proved its worth more emphatically than during this pandemic. But the snp said the Queens Speech showed contempt for scotland, after the Snps Victory in last thursdays poll. It was an election that broke nearly every record in the book and it is a result that will continue to reverberate. That electoral earthquake, opens the democratic path that will shape scotlands future and let us be clear, that future will be scotlands hands and will be the Peoples Choice and nobody else. And there was a reminder of problems in Northern Ireland after the Brexit Deal with the eu. It pains me to see young people out on the streets in Northern Ireland once again engaging in violence against the police. It pains me to see the instability that is arising because of concerns around this protocol. To be clear, mr deputy speaker, violence is not the way to address this. But politics has to be seen to be working and the government must listen to those of us who have a political voice. Borisjohnson s predecessor criticised his plans to cut overseas aid and was among those calling for more action on Social Care. I know it is not an easy issue. I put forward a plan and it was comprehensively rejected. So, i recognise the difficulty in trying to come forward with something here. But it is an issue that we need to grasp and i think the pandemic has shown and the issues around Social Care that came up in the pandemic have shown the importance of this and of reform that geninely provides a sustainable social Care System into the future. And if the honourable Judge Member will let me say this point, it also needs to be a system that does not exacerbate the intergenerational divisions. Any Care Policy for england would have Funding Consequences for the rest of the uk. I know the government has made some positive sums, there is a will across this house to work together on this matter, there is a will on the United Kingdom to work on this matter together. We have to work together to do it. But we will have failed in the people who we serve if we do not address the Care Crisis which we have experienced in the past year, which we know has been there for years previously. Liz saville roberts. Youre watching Tuesday In Parliament with me, david cornock. Still to come britains newest mp takes her seat in the commons. The boss of the failed finance firm, greensill capital, has been defending himself under some torrid questioning by mps. Earlier, the Treasury Committee released dozens of texts and messages from David Cameron, Lobbying Ministers and officials on behalf of the firm. The financial Conduct Authority says its investigating greensill and what it called the potentially criminal collapse which has left one customer, liberty steel, scrabbling for cash and putting jobs at risk. Lex greensill began the session with an apology. Please, understand that i bare complete responsibility for the collapse of greensill capital. I am desperately saddened that more than 1000 very hard working people have lost their jobs at greensill. The former city minister, lord myners, has expressed concerns about greensill. Hed had a meeting with the firm. He told us that when he left the meeting, when hed gone down and was thinking about it, into his mind came the idea that what was going on here was, lam paraphrasing, a Ponzi Schemes he describes. You have discredited his evidence. Youve tried to discredit his evidence. Who should be relieved, lord myners, or you . I whos lying . Who is not telling us the truth here in this committee . The public deserve to know the truth, Mr Greensill. I have told the community the truth today. I was very surprised to hear the evidence that lord myners provided to this committee two weeks ago. It is not consistent with my recollection of the events. The reason giving during the lobbying as far as we know, for these approaches to the treasury, the Bank Of England and so on was that you were going to be helpful to the business, to support smes, and Supply Chains and finance out there rather than any mention of the fact, as i think weve now established, that part of the reason for trying to raise this money was to shore up against the potential problem in the future due to the pandemic and perhaps other factors. I think theyre the same thing, mr chairman. I think when our business was to deliver low cost, real time liquidity to small businesses, not only in britain, but around the world. It is not one of the big motivations here which you and David Cameron appreciated. Actually, part of this push was to get cash into businesses, as there would have been clear concern about the future of business at that Point Given what was happening as a consequence of the pandemic and other factors. Mr chairman, i think its important that greensill and indeed, as the Chancellor Put in his letter he wrote to you and the governor of the Bank Of England, greensill at no time sought funding for itself. Mps were still sceptical. Are you a fraudster, Mr Greensill . No, i am not. Frankly, its fraudulent behaviour. Conducted by the likes of made off in the financial crisis. It doesnt smack of a proper process that is reliable. When i started greensill, no member of this committee or any institution had heard of supply chain finance. Now, every major financial institution in the world officers it as a product. What would you say to them that makes it clear that it wasnt a fraud . I think thats the heart of what youre being held to account to hear. We were using data inside corporate systems to allow the customers or suppliers to be able to unlock capital, using that information. The grilling lasted for more than three hours. That brings us to The End of that session. Youre probably relieved, Mr Greensill. But thank you very much indeed. Mel stride. The metropolitan Police Commissioner has accepted the way the force handled an inquiry alleging Sexual Abuse by high Profile Figures did harm Peoples Sense of their confidence in the met. Dame Cressida Dick was appearing in front of mps on the home Affairs Committee and answering questions about Operation Midland. The investigation followed accusations by mps and senior figures in the Intelligence Services in the 1970s and 80s. All the claims were found to be untrue and he is now injail. Among those accused was leon brittan, whose widow had given evidence to mps at a previous session. Just a couple of months ago, when she gave evidence, and in a very extensive and personal interview in the mail, Lady Britton said, just to give some quotes, ive always believed a strong Moral Compass is essential to a public body, especially to police forces. However, it seems to me that the metropolitan police has preferred its corporal ambition to a strong Moral Compass. Not a single person has resigned, lost theirjob, been fired or disciplined. Nobody whatsoever. It doesnt amount to a real beans. It said she felt there was a culture of cover up. Pointing to a report into Operation Midland by the retired high courtjudge, Richard Henry because. I do not believe we have lost our Moral Compass. I dont believe that anything has been covered up. Indeed, my predecessor, who did a very extensive work. It was referred to the independent office of police conduct, who have done another investigation, and we have responded strongly to all recommendations from those three parties. When six former Home Secretaries said this has harmed faith in the police, do you agree with them . I think that midland undoubtedly had a huge impact on individuals, as i have said. Secondly, in a number of ways and for many people, yes, it harmed Peoples Sense of confidence in the police service, but in particular in the met. That is why i have set about trying to make sure we never have anything like this again. There were also questions about the way the met handled the vigil in memory of sarah everard. Hundreds of people had gathered after her body was found in woodland in kent. The force was criticised after some women were handcuffed and removed from crowds in clapham common. One thing that stakeholders have said to us is that local stakeholders, notably the local police, believed the vigil would go ahead anyway. The focus should be on enabling it to go| |ahead, lawfully, but i understandj that advice was rejected by senior officers. Is it true you rejected the advice of local police, and why did you do so . Cressida dick said that wasnt true. You talked about people being shocked by the images, and i absolutely understand that some people were upset by them. I would underline again that the Hmr Report points out how well the officers conducted themselves at the time, and that they were not heavy handed at all. And that they took a very proportionate approach. She said her officers had to enforce the regulations and had enforced two other vigil that day. Ito gets extremely hard to second guess how they responded, and i think they took this into account. Of former veterans ministers that he will make life as uncomfortable as he can for ministers until they meet a pledge to give greater protection to soldiers who served in Northern Ireland. Johnny mercer, a former army officer, was sacked last night by borisjohnson in a dispute over how to achieve that. Mr mercer said he would hold ministers to that promise. I have realised that my short time in this place that people will not do anything really difficult until they are made sufficiently uncomfortable to do it, and im Afraid Irrespective of party and previous loyalties, i will make this government feel as uncomfortable as i possibly can until we deliver for these people, because they deserve someone to go to the war for them as much as anybody goes to the war or any of their causes. Johnny mercer set a new law passed this year would protect soldiers who served overseas, but promised action to do the same for those who served in Northern Ireland has never appeared. Those who serve like i did and those who served in Northern Ireland, whatever we like and say, we sit here today in this country with two tiers of veterans, those protected by the overseas bill and those who are not. That is unacceptable. In the Queens Speech, the government said there will be now legislation to deal with so called issues related to Northern Ireland. Can i ask the minister to give your reflections on how opprobrious you thought it was, without any detail, on Election Day how appropriate. Um, it was completely crass. One of the things that we actually agreed on and that i gave my word to the families, is an amnesty. I flew home that night and saw in the times. To be honest, if i was treated like that, id be annoyed as well. Details of the Plans Address also prosecutions before 1998 related to the conflict in Northern Ireland will in future be banned. Veterans do not want an amnesty. To pretend otherwise is delusional. Should the proposals arise which allowed we have discussed. And i firm you will not support so it should proposals . Ive never supported amnesty, never argued for amnesty, never argue for soldiers to be above the law. I just want fairness. Would you be against that . I wouldnt Support Anything that was discriminatory, and i would not Support Anything that put the Time Limit on prosecutions, irrespective of new evidence of marching. He explained why. Nobody in the military wants individuals who cannot hold themselves to the standards that we try to maintain to be unaccountable. It damages everybody. To continue down that, im bored of correcting people really. Because its just following a politial narrative. Ultimately, we want people held to account who break the rule, but at the same time, we dont want the complete unfairness you see in the process. He accused of an approach. I dont believe it is fair that there is a Time Limit on justice. You cannot have new evidence comes to light and for an individual not to be held to account. A qualified statute of limitations where evidential threshold have to be met is deliverable and is generally palatable if we can agree on what those mechanisms may be. We do have a bill in the Queens Speech. We will be scrutinising that very carefully. It is a complex issue. As we have discovered here today as we have discovered here toda. , as we have discovered here toda. ,. , ~. , as we have discovered here toda. ,. ,~. , there is no bill in the Queens Speech. One was promised from the dispatch box. There is no bill in the Queens Speech. We need to be very careful. There was an ambition around legacy. The queen did not mention a bill on this space. So these people deserve us to be careful and calibrated and calculated in this way is much as we are about any other process. Johnny mercer. Before the debate, the uks newest a mp took her seat in the house of commons. Order. Will members wishing to take their seats come to the table . She won for the conservatives in last weeks by election. Here, here the seat had been held by labour for almost 50 years. I swear by Almighty God that i will be s faithful and bear true allegiance to her majesty, Queen Elizabeth and her successors according to law. Jill mortimer getting a warm welcome from her new conservative colleagues. Thats it from Tuesday In Parliament. Thank you for watching. Ill be back at the same time tomorrow for wednesday in parliament when borisjohnson will update mps on the latest coronavirus situation. Until then, from me, david cornock, bye for now. Hello there. We saw plenty of showers across the country on tuesday. Particularly for the midlands, wales and Northern England where we had some thunderstorms as well, producing very heavy hailstones like this Weather Watcher Picture shows, in flintshire in north wales. Now, for today, its going to be another one of sunshine and showers, but they shall resume not be quite as intense as what we had on tuesday. But our area of low pressure, which has been sitting on to the west of ireland and the uk for the last few days, will slowly start to fill. Weakened as it pushes its way eastwards across the country. So we will start off again, good deal of sunshine around, but then the showers will start to get going. A bit more cloud, though, for the northern half of scotland. Weve seen showery bursts of rain here. And this area of rain in the channel is going to bring some wet weather through the Channel Islands through the day and start to push northwards into central southern england, Southwest England at times. Again, temperatures pretty much what they have been the last few days, around the mid Teens Celsius for those. A bit colder than that across the northern half of scotland. Now, that wet weather across the south pushes further north into parts of wales, the midlands. It could be quite wet through Wednesday Night across the south. Elsewhere, the showers will tend to fade. There will be some clear spells, but also quite a bit of cloud across northern scotland. And again, for most of us, its going to be another frost free one. So for thursday it could start rather cloudy, quite wet for parts of wales, the midlands into southern england. It will eventually ease away and then its another one of sunshine and showers, and the odd shower could be on the heavy side again with a rumble of thunder. But a bit more cloud again from the North And East of scotland. Temperatures again range from around 14 17 degrees, particularly where we have the sunshine, but the cloudy skies across northern scotland, there it will feel cooler than that. The airflow turns quite slack on friday. We are almost in between weather systems. And it could be friday will be a cloudier day across. That will inhibit the showers that develop. But where we get some sunshine across Northern Ireland, wales, southern england, this is where we could see some of the showers there developing which could be on the heavy side again. It is here where we will see temperatures reaching around 15 16 degrees, otherwise a Bit Cooler across the board where we have the cloud. So thats how was looking for thursday and friday. If i run the sequence on through the weekend and into the start of next week dominated by low pressure. So we are likely to see Spells Of Rain Followed by sunshine and showers. And this temperatures remaining around orjust below the seasonal average. Notjust for the weekend, but even as we head throughout much of next week. Welcome to bbc news. Im david eades.
