To some extent, the bigger problem with younger adults with complex needs whose needs are growing, they are also chewing up the resources of local government at a very high rate and expecting local government to fund this with Local Business Rates Etc is simply not feasible. We need clarity about funding, what your exposure is as an individual for what you have to pay, what the cap is, when you start to qualify for state assistance, fix the Provider Side and i think there is a key role in that, but we need national policy and we have needed it for years.
