For now, back to the newsroom in london. Thank you john, we will see you later in the afternoon. Lets talk about the easing of coronavirus restrictions in scotland because First Minister Nicola Sturgeon has confirmed that restrictions on most of scotland will be relaxed from next monday. People will be able to meet on each other S Homes in limited numbers, to hug Loved Ones, and pubs will reopen indoors to serve alcohol, as the majority of scotland moved to level 2. There is an exception and that is moray where Infection Rates are much higher than elsewhere in scotland, so lets have a listen to a bit more of what scotland was my First Minister had to announce. Scotland was my First Minister had to announce to announce. You will be able to meet outdoors to announce. You will be able to meet outdoors and to announce. You will be able to meet outdoors and groups to announce. You will be able to meet outdoors and groups of. To announce. You will be able to i meet outdoors and groups of eight from up to eight household rather than six from six households as is the case now, and even more significantly, we will be able from monday to be able to meet on each other S Homes including for overnight stays. It was initially intended that level 2, up to four people from the more than two households could meet outdoors, but we now consider it is possible to go further than that through monday, six people from three households will be able to meet indoors and each other s houses. This is still a cautious change, but it is also a hugely important one. It is almost eight months now since most of us have been able to meet in each other S Homes, and it has been even longer than that for those of us living in glasgow and lanarkshire. I know how much everyone has been looking forward to being able to do this again. It is one of the simple pleasures of life that, i suspect, and hope, actually, that none of us will ever take quite so much for granted again. This is an important change in and of itself. I am also pleased to say that in one respect, we consider that it is possible at this stage to go further than previously anticipated. From monday, if you are meeting friends and family within the permitted limits, of course, either indoors in a private dwelling, a house, or in your garden, guidance will say that it is no longer necessary to maintain physical distance, which means, and ifeela maintain physical distance, which means, and ifeel a wee bit emotional saying this, from monday as long as you stay within permitted limits, you can hug your Loved Ones again. I know how desperate we all are for this so i dont do intend to immediately pour cold water on it but there are two for the points i need to make. Firstly, it remains vital to be cautious, and to ease these restrictions carefully. For these restrictions carefully. For the next three weeks at least, the easing of the guidance on physical distancing will apply to permitted gatherings in our own homes and gardens only, however, overthat period, we will be conducting a wider review of the need for physical distancing and public indoor places and set out the conclusions of that at the next review point. Secondly, and this is perhaps the most difficult point, please use carefuljudgment. Close physical contact does still carry risk. Ive got to be very clear with you about that. If you have Loved Ones who are vulnerable for any reason, please still be careful, and limit the overall number of people you are choosing to have close physical contact with. It is at this point just worth physical contact with. It is at this Pointjust Worth making the point that, as we progress, i hope, further into the next phases of the pandemic, and easing restrictions as we try to get back to normal, prescriptive rules and regulations will increasingly give way to greater personaljudgment. That can and will be difficult. We have all been used to following rigid rules in the past year. But getting away from it, back to the exercising of personaljudgment, is an essential part of that gradual return to normality. Part of that gradual return to Normality Part of that gradual return to normali. ,. ,. , normality. Nicola sturgeon outlining the easin normality. Nicola sturgeon outlining the easing of normality. With me now is bronwen maddox, director of the non partisan think tank, the institute for government. We have heard the Levelling Up the agenda. We have heard money for the nhs. The aim of this new legislation is to encourage more adults to return to higher education, and to make it easierfor them to gain new skills in some of the high productivity sectors. Zoe lewis is the principal Chief Executive of middlesbrough college. Good afternoon, thank you for joining us. Just if you could spell out to start with, how difficult is it for the moment for people who are in work to access education . There are a number in work to access education . There are a number of in work to access education . There are a number of barriers. In work to access education . There are a number of barriers. Over in work to access education . There are a number of barriers. Over the| are a number of barriers. Over the past 20 years we have seen a gradual shift from taxpayers paying for education and lifetime free education and lifetime free education and lifetime free education and a move to education being funded by employers or by individuals themselves through fees or a Loan System and that has greeted a lot of barriers, if youre an adult, youve got a family, a mortgage, do you really want to take on that Education And Debt even if you can see your Career Progress in . So there are a number of barriers there, and certainly this announcement goes some way to turning those around. In announcement goes some way to turning those around. Announcement goes some way to turning those around. In what way does it, because turning those around. In what way does it, because it turning those around. In what way does it, because it is turning those around. In what way does it, because it is loans turning those around. There are | announcements around are on offer. There are announcements around the are on offer. There are announcements around the lifetime Skills Guarantee so some flexibility coming in that Level 3 so prior to april this year, anybody could not be educated over the age of 2a, for free, which is something most western democracies have, so, we have seen that coming in already. We will see the take up of that in september, to see how many people return to education to be trained. This particular Announcement Today focuses on level 4, allowing people to still take out debt, a loan, for further education at Degree Level but in a more modularfashion, which will fit around peoples lives and jobs much better than the current system where it is kind of although nothing, youre either in work or retraining, so it gives more opportunities than the current system, but it perhaps doesnt go far enough into that free education that we know that people are after. In your experience, what subjects and areas is it that people would like re skilling in, and which areas are those that the Economy Needs . Im sitting in middlesbrough now, and the other part of the Queens Speech was the formalisation of the announcement of free ports, which will benefit an area like this along with the Treasury Note on campus, and agreements around Green Energy centres the areas that people here and adults are looking To Retrain into, digital, advanced manufacturing, logistics, Green Energy, all areas where we expect to see Jobs Growth where adults will want To Retraining. Thank you. With me is the minister for apprenticeships and skills, gillian keegan. Just spell out how the governments proposals differ from the present Apprenticeship System that there is. Be kind of build on the Apprenticeship System which we reformed in 2017. We built those standards with employers to make sure there was no disconnect between what people are learning and what employers thought was valuable, so we upgraded all of the standards to make sure that they were 21st century places in terms of jobs. On top of that we built new qualifications for 16 18 year olds, using the methodology of T Levels instead of a levels. And now people have missed out on getting as valuable qualification is the first time round, they may have found themselves in insecure, low paid work as a result, they can come back and get the opportunity To Retrain, or, people who are in jobs, and get the opportunity To Retrain, or, people who are injobs, and may be injobs that or, people who are injobs, and may be in jobs that are not going to or, people who are injobs, and may be injobs that are not going to be as many or as required in the future, and they can upscale and Rhys Gill as well. The Lifetime Skills, as well as apprenticeships where you need to have a job with training, Lifetime Skills can be donein training, Lifetime Skills can be done in different formats. Full time, part time, flexible learning for people in work but with these new things we have introduced, these new things we have introduced, these 12 to 16 weeks Boot Camps, where you can get the skills to get valuable jobs, where you can get the skills to get valuablejobs, and where you can get the skills to get valuable jobs, and they are with employers and Training Providers as well, so there are a number of exciting things weve started to roll out, and some are pilots, and some of those we will continue to roll out, so that is what is different. She said the reason people dont want To Retrain is because they have to take out loans, even if they have to take out loans, even if they are always small loans that is a barrier because the education is not free, and that is the case here. They are free up to Level 3, a level equivalent, that is the lifetime Skills Guaranteed to come back and learn those. The Boot Camps are also free. The lifelong Learning Entitlement is to go to levels four, five and six, six being Degree Level, that is to take a flexible loan, but it is like the Student Loan, but it is like the Student Loan that 50 of young people take, you only start paying it back as you start earning, and most the Evidence And Data shows that people, if they can see a route to a job through training and an increase in their salary, that they are going to be better off, and a family will be better off, and a family will be better off, and a family will be better off, then they will be train because they can see that clear link but if they dont, then they will not do itjust for the sake of it. It is about making sure that people can see that clear link, make informed decisions and then have the options and opportunities wherever they are, they dont have to travel from their place, to be able to get those opportunities To Retrain, and thatis those opportunities To Retrain, and that is the vision and we have already started implementing it with more to come in the coming years. Gillian, gillian keegan, minister for skills, thank you. Thats all from here for now back to you in the studio. In the last few minutes. A coroner has delivered the findings of a major inquest into the deaths of ten people during the conflict in Northern Ireland. The coroner has described those killed as all innocent and a few did attribute in nine of the ten shootings to the British Army saying that the use of lethal force by soldiers was notjust that not just the justified. Lets get more from our ireland correspondent, chris page. Bring us up to date on this, because these are important findings. The . These are important findings. The longest Running Inquest ever held in Northern Ireland, looking at a series of shootings over three days in august 1971, in the Ballymurphy Area of west belfast. It happened during a operation called operation demetrius, aimed at detaining paramilitary suspects without trial and there was widespread Street Disorder across Northern Ireland at that time. Of the ten people whose deaths he was examining, nine of them, she concluded, were shot by them, she concluded, were shot by the British Army. Another death she said she couldnt decide on the balance of probabilities of the army were responsible for that killing, or if it was a paramilitary organisation, but all ten of the people killed, she said, were innocent civilians who pose no threat. It is that finding that will mean most to the families of those who died, who have campaigned for decades for an inquest, for an investigation into the death of their Loved Ones. That was another point of criticism the coroner made of the state. She said there had never been an effective investigation. Some cheering going on in the background, that is the first of the families just coming out on The Hole where they heard the coroner is verdict. They heard the coroner is verdict. They heard the coroner the hall. She said that the coroner had shot people who are not posing any threat with disproportionate force. Some military witnesses said they had come under sustained attack and was the coroner acknowledged there was hostility directed towards the army, the source of that Hostility Wasnt any of the people who died, so major moments for the families, and for the examination of the past in Northern Ireland, it remains an extremely fraught, complex and contentious issue here.
