Countries around the world are appealing for calm amid dramatically escalating violence between Israeli Forces and palestinians. Militant groups in gaza fired rockets into israel on monday evening, which were met with strikes on the palestinian territory. More than 20 people, including children, have been killed. The latest conflict follows a month of rising tensions. Mark lobel reports. Overnight, air strikes on gaza and rockets launched from gaza as hostilities continue. On monday, israeli hardliners gathered outsidejerusalems old city with a march planned to go through the muslim quarter, as their holy month of fasting wraps up. Palestinians who planned to oppose it were met with rubber bullets, Stun Grenades and water cannon by the israeli authorities in the Al Aqsa Mosque, where they had previously clashed with police. They say their access had been restricted. They threw rocks in return, during one ofjerusalems worst periods of violence for years. During the day, Palestinian Militants in gaza sent several rockets into israel, causing alarm there. The israeli air strikes on gaza in response had brutal consequences. This grieving grandmother shouts, our blood is a cheap price forjerusalem. This mother must now imagine life without four children. As the Al Aqsa Mosque compound was ablaze, below israelis were seen celebrating. There is every indication anger on both sides is rising. A 21 year old man has been charged with the murder of Police Community support officerjulia james. She was found dead in woodland near her home in kent last month, with serious head injuries. Callum wheeler, from aylesham, will appear before magistrates today. Our Reporter Simonjones in kent this morning. This is a significant development. Yes, the news broke late last night. Julia james was killed two weeks ago and was out walking her dog. She had been working from home that day. Last night it emerged Callum Wheeler, 21, from the village here, has been charged with her murder. This has been a huge Police Operation with hundreds of officers involved. Once news of the charge emerged, julia james becauseon on twitter thanked those involved in the investigation saying the family appreciated it. We also heard from a senior Kent Police Officer who said colleagues had worked tirelessly around the clock on the case. He also thanked Kent Police Officers, the National Crime agency who sent in support to help with the investigation, and forces across the country sent officers to work on house to house enquiries and help carry out searches of rural areas around here. Despite this Court Appearance later, the investigation still continues at pace. I was here yesterday when a series of police vans descended on a quiet lane close to him. It was near a Housing Estate where police have searched a property the past three days. We saw hundreds of officers search through fields. They were going along the roadside looking for clues. A Skills Revoultion in england will be be promised by the government later, as it sets out its post pandemic priorities in the queens speech. During the State Opening Of Parliament, the Prime Minister will outline measures to build on its levelling up agenda. But labour has called for action rather than rhetoric. Our Political Correspondent iain watson has the details. The queens speech is associated with pomp and ceremony, but, this year, it will be scaled back with no guard of honour. Cars will replace carriages and the audience in parliament will be smaller and socially distanced. It is the queens first major duty since the duke of edinburghs funeral. She will once again be accompanied by Prince Charles. Note her speech is written by Government Ministers and the content is aimed at voters well beyond westminster. Prime minister, another brick out of the red wall . The Prime Minister says his new programme of government will place Rocket Boosters on his pledge to spread opportunities more widely across the uk. Some of the measures would, in particular, help industrial and post industrial areas, where the conservatives have recently been picking up support. There will be a new move to boost skills amongst the 50 of people who dont go on to higher education. Everyone in england over 16 will get access to four years of student loans, which they could use at any time in their life to train, retrain and go to college, not just university. There will be reforms to the Planning System to increase the supply and affordability of housing. But some of borisjohnson s own mps are concerned that, in some places, local people will have less say over new developments. There will be a controversial law aimed at tackling electoral fraud. But labour says that any measure that would require people to show photo id at Polling Stations could put a barrier in the way of those who are already less likely to vote. And labour and local government leaders are demanding detailed plans to reform social care, nearly two years after the Prime Minister said he would fix the crisis once and for all. Social care will be mentioned in the queens speech, but perhaps not with the detail the governments critics are looking for. Iain watson, bbc news, westminster. Lets speak now to our chief Political Correspondent adam fleming. We are expected to get some detail but you can tell me about social care. I but you can tell me about social care. , but you can tell me about social care. ,. , , but you can tell me about social care. , ,. , care. I am not sure i will be able to tell you care. I am not sure i will be able| to tell you much because it looks like it is something missing from this speech because the Government Departments involved in the funding of Adult Social Care in england have not agreed amongst themselves on a new proposal to sort out the system, let alone get agreement with other Political Parties and let alone get that agreed with local authorities who have to deliver it, care homes, the charities and families in the system. That will be something we will be talking about a few years yet, even though the Prime Minister said on his first day in Downing Street in 2019 he had a plan ready to go. In terms of other controversial things, we have seen conservative mps raise concerns about this new proposal for showing id when you go to Polling Stations. And also concerns among conservative mps about changes to the Planning System, which means you and i will have less say over Planning Applications in our area, which the government says could boost supply of housing to meet the demand for it. Rememberthe of housing to meet the demand for it. Remember the proposal is about changing the rules about how protests are policed . They are coming back and they are controversial. The big thing the government is excited about today is the change to Student Funding in england meaning anyone of any age can get a student loan at any point of their life and the government said that will be a massive change and help people Retrain Forjobs of and help people Retrain Forjobs of a post pandemic future. And help people retrain for obs of a postpandemic futureh children as young as 12 will be given the Pfizer Vaccine in the United States in a push to immunise more of the population. The food and Drug Administration said the move, which follows a successful clinical trial, was a significant step in the fight against the pandemic. 260 million doses have already been given in the states, but demand has been falling. Apple is facing a billion pound lawsuit after being accused of overcharging uk customers who use its app store. The collective action is being filed today on behalf of nearly 20 million users. It claims that apple is abusing its dominant position in the market by charging 30 commission on app sales. Apple said the legal action was meritless. Time for the weather with carol. I like it. It has brightened up the studio. Lets take a look at todays papers. The news that Englands Covid Lockdown Rules will be eased further next week leads many of the papers. The daily mails headline reads, the end is now in sight, as it quotes the Prime Minister. The Daily Telegraph also quotes borisjohnson, saying that it is up to all of us to exercise common sense about the risk from covid. The guardian leads on an exclusive article written by labour deputy leader Angela Rayner who says her party has talked down to voters for too long. She says labour must speak to the people in minimum wagejobs, who she grew up with. One of the most read articles on the bbc news website is about apple facing legal action over the commission it receives from app sales. Organisers behind the claim say millions of uk customers should receive compensation. Apple said the legal action was meritless. We can look at the inside pages. You may have seen this. The queen was doing an online call and somebody reminded her about an award she received 80 years ago, a life saving award. It is rather lovely. She was reflecting on the passage of time. She said it was terrible, that is what she called the passage of time. And she was reminded of 1941, she was the first person in the commonwealth to receive a Junior Respiration award from the royal life saving society. And there is a picture of her practising her skills. I think that is the award. She does not look particularly happy there. She looks proud. Ok. Line of duty. I will not say who it was. They removed the barricades to allow families to gather but immediately afterwards we had this controversial decision to evict four palestinian families from an East Jerusalem neighbourhood in place of Israeli Settlers who would take their homes. The un said it could amount to a war crime but the israelis have called it a private property dispute and this has become the touchpaper for clashes in jerusalem because it is important for the palestinians who see East Jerusalem as the potential capital of their future state. The opening of parliament has been scaled back due to the pandemic, and it will be the queens first major Public Engagement since the death of the duke of edinburgh. Our royal correspondent Sarah Campbell has more. They play a fanfare. Tv newsreel this state occasion, | which the world outside sees today j for the first time through the eyes of television, begins here at buckingham palace. It was 1958. The queen was just six years into her reign. My lords and members of the house of commons. And, for the first time, Television Viewers were able to watch her deliver the speech, just as her predecessors had done for hundreds of years. By her side, as he was for so many decades, the duke of edinburgh. It is one of the keynotes in the Rhythm Of Royal Life. A display of pomp and pageantry and a reminder of britains long tradition of parliamentary democracy. Even for regular attendees, such as the former lord speaker, baroness dsouza, it is a very special occasion. The heralds at the door trumpeted and thats an amazing, tingling moment because it resonates in the royal gallery and everyones completely silent, everyones totally focused on the door, waiting for her majesty to come out. And out she comes and she is such a small figure and yet every inch of her is regal. My lords, pray be seated. Only pregnancy, first with Prince Andrew and then edward, has prevented the queen opening parliament. 2016 was the final time she was accompanied by her husband. Illness the following year and then his retirement from royal duties meant Prince Charles took on the role of escort, just as one day he will read out the Speech Setting out his governments legislative plan. And so this wont be the first time the queen arrives here at the Houses Of Parliament for the State Opening without Prince Philip by her side, but it will be the first royal duty she would have carried out in public since his funeral at Windsor Castle last month. Behind the castle walls, work never really stopped. Im very delighted to be able to present you with this cup, which one day you might see, if you come to london. Last week, remembering her own Junior Respiration award with the royal life saving society. It was a great achievement and i was very proud to wear the badge on the front of my swimming suit. It was very grand, i thought. The queen is coming out to open parliament basically about a month after the death of her husband and this is very reassuring, because it shows she is going to continue as our Head Of State, keep busy, keep serving the nation exactly as we would expect her to do, as she has done since 1952. The pandemic will mean this years ceremony will look a little different, with many fewer mps and a reduced royal procession. But the one constant will remain at the centre of the proceedings, as she has done since her first State Opening 69 years ago. Sarah campbell, bbc news, westminster. That to come today. Time now to get the news where you are. Hello, im asad ahmad. This time yesterday morning, we told you how a minke whale stranded in the thames had broken free while it was being rescued. Well, sadly, due to its ill health, by last night it had to be put down. It was first spotted near Barnes Bridge in west london on sunday attracting hundreds of wellwishers. But rescuers said it was best to end its suffering. Based on experience of dealing with strandings in the uk and strandings globally, we could see this animal was really nutritionally compromised, thin, it was obviously suffering, and so its my belief and our collective belief that the appropriate thing to do was to put it to sleep on Welfare Grounds and i think that was the right call. Police are urging the mother of a newborn baby found dead in the Grand Union Canal in North West London to come forward. The infant was discovered in the water on sunday near willesden. Investigators say they fear for the wellbeing of the mother and have urged her to go to the nearest hospital. A group of local residents have turned activists in a fight to save some popular trees. Theyve banded together to protect the trees on the york Gardens Estate in battersea, which Wandsworth Council want to get rid of to make way for new council homes. But the protestors say theyve standing firm. Theres no bigger thing than the climate crisis. What we are fighting is for our survival of future generations. And if you dont start on our own doorstep, what hope is there . Lets take a look at the Travel Situation now. On the tubes problems on the circle, district and hammersmith city line due to a faulty train in east london. On the trains, severe disruption continues on High Speed Trains on gwr services. Their passengers are advised not to travel. Its also affecting lner trains. On Southern Services, theres a track fault at purley causing delays. A look at the roads, and there are closures around westminster for the State Opening Of Parliament. Whitehall and millbank are closed. Lots of buses are on diversion. Now the weather with kate. Good morning. Its another day of sunshine and showers. Low pressure still in charge of our weather and will remain over the next few days. Weve got a low Pressure System to the west and one to the east. That means these showers developing could be quite heavy. Well see the showers become a little fewer and further between as we head through the afternoon. Now, its still fairly breezy, the wind perhaps not quite as strong as yesterday. Temperatures getting up to 16 celsius. Overnight tonight, its dry and its largely clear, a bit of patchy cloud. The risk of a spot of rain but like i say, its largely dry. The minimum temperature again staying above zero at around six or seven celsius. The conditions remain pretty similar as we head further through this week, low pressure, as i said, still in charge tomorrow. Those showers could be a little bit heavier and for thursday, some more prolonged spells of rain. So its going to stay unsettled through much of this week, breezy but the wind gradually starting to fall a little lighter, and temperatures remain similar. The vaccine has been really successful but if you remember, it was a very long ago that we were talking about another peak coming up at the end of summer it was not very long ago. People like Neil Ferguson were saying, thats not going to happen now, we are going to get a flat line right the way through summer and into the autumn. But the virus is still there and circulating, still around, it will not go away. We have to remember that people have been vaccinated, still only 80 and there is a 20 chance of it breaking through, so there is still some caution in the background but so much better than we thought even three or four weeks much better than we thought even three orfour weeks ago. Exactly, and the key things| that we have to remember is that, when you are outdoors, it really is a very low risk of getting the virus. Less than 10 , almost 1 in some cases, compared to indoors where there is still a danger because the virus can sit around. When youre indoors, make sure the windows and doors are open, make sure there is a three draft coming through. Its lots of people huddled in one small room that causes a problem. Hugging isnt that dangerous compared to speaking to someone face to face. Its the droplet transmission, so when you hug, you arejust doing droplet transmission, so when you hug, you are just doing clothes to clothes, depending on how you hug, but if you have your head either side, youre not going to be so much transmission as when you are face to face with someone. And when you shout, there was a lovely bit of research, when you shout loudly, 50 times more virus comes out than when you are talking quietly. The other thing is, not everyone will feel comfortable hugging. Im seeing patients still incredibly anxious about the whole thing and they will find a hug really worrying. So we have to be respectful that the person you are going to greet actually wants to hug. Can person you are going to greet actually wants to hug. Person you are going to greet actually wants to hug. It is the peak age thing. The teenagers, upper teenagers, will be like adults in their transmission rate, children in Primary School in particular are going to be far less. I think it is the right move. The risk to children has always been there but not nearly as much as with adults so great news, a great relief for school. Extraordinary to talk about hug really important lots of things we dont know, including where a really important final is. Yes, although we may hear today. Chelsea and Manchester City are waiting to find out where the Champions League final will be held. Wembley was an option, with two english sides involved and istanbul all but ruled out, but uefa Need Assurances over quarantine exemptions, so portugal is now the strongest contender, either porto or lisbon. Theyve decided the game has to be moved, with turkey on the Uk Governments red travel list. Prime minister borisjohnson has confirmed fans can return to Outdoor Sports venues from next monday. That means up to 10,000 supporters will be able to watch the final two rounds of Premier League matches, with grounds admitting home fans only, and at a reduced capacity. A smaller number will be allowed at indoor venues. And its notjust football. Twickenham will welcome rugby fans back for the First Time Since december, for the test matches against the usa and canada injuly. Fulhams relegation from the Premier League was confirmed last night. After being promoted last season, theyre going straight back to the championship, thanks to a 2 0 defeat at home to burnley. Fulham join Sheffield United and West Bromwich albion as the clubs dropping down. Im gutted. This year at times, while weve had some big improvements, while weve pushed on in certain elements, the facts are, we are relegated because weve fallen short. Weve fallen short at this level, at the Premier League level, and weve not been quite good enough. Fulhams defeat also means southampton are safe for another season. They face Crystal Palace tonight. Before that Manchester United host leicester. Itll be uniteds third game in six days, with their re arranged match against liverpool to come on thursday. Its a schedule thats left their manager unimpressed. If i do play these 11 again on tuesday and thursday, its impossible. I run too much of a risk of injuring them. So talking about integrity in the league and stuff, dont blame me when i have to make changes because i have to. Its not safe for them to play all four so ive got to prioritise. There are just 73 days to go until the olympics in tokyo but there are still concerns about whether the games should be going ahead at all. A poll showed nearly 60 of japanese residents want the event to be cancelled and the countrys biggest tennis star, naomi osaka, admits shes torn. I think for me, im an athlete, and of course, my immediate thought is that i want to play the olympics. But as a human i would say, were in a pandemic. And if people arent healthy, and if theyre not feeling safe, then its definitely a little bit cause for concern. Then its definitely a really big cause for concern. We could see britains simon yates make his first move at the giro ditalia today on the hardest stage so far. Yates is among the favourites for overall victory. But there was a surprise yesterday, for the dutch rider taco van der hoorn, as much as anyone else. Hes taking part in his first giro and he broke away to win stage three, with leader Filippo Ganna and the whole peloton in pursuit. I think it was a shocked as the commentators by the distance between him and the rest of the pack. That was a lovely smile thank you, see you later on. The coroner is due to deliver findings of a major inquest into the fatal shootings of ten people during the conflict in Northern Ireland, later today. It follows two decades of campaigning by the bereaved families. The killings happened in west belfast, over three days in 1971 and its widely believed they were all shot by the army. Our ireland correspondent chris page reports. Northern ireland is a place where history still hurts. In 1971, the conflict was heading for its height. The army began to intern paramilitary suspects without trial. When the Military Operation started, there was widespread violence on the streets. This is actually, this is actually a photo of the day. At this field in west belfast, john teggart s father danny was shot dead by the army. My dad would have, he would have come into the field here, and then hes sort of running across there. He got to here and thats when he was first shot. He was shot in the leg, that brought him down. My daddy lay there, he was shot 14 times. Danny teggart was one of ten people who died over three days. The others included a priest and a woman who had eight children. According to their families, they were unarmed civilians unjustifiably killed by soldiers. From when the very first bullet was fired on our loved ones, theres been lies. An official verdict that our loved ones were gunmen and gunwomen, even the parish priest. Thats been official up until now. But the evidence going forward, what were doing, we intend to correct history, put the record straight. Another victim was himself an army veteran. John mckerr lost a hand during fighting in the second world war. He was shot while working as a joiner at a church. We still cry. Hes missed so much. My mum always said, she didnt really want to believe it, that. And she always put it, that he was killed by one of his own. Those ten killings here in west belfast happened almost half a century ago. But the conflict in Northern Ireland went on for nearly 30 years. In this community and many others, its left a deep legacy of loss, division and trauma. How to investigate the thousands of unsolved deaths is a hugely sensitive issue. Its been reported the government is planning to, in effect, stop prosecutions in future. Of both the Security Forces and paramilitaries. This former soldier, whos a unionist politician, is against the idea of an amnesty. Justice should be blind and if the evidence is there, they should be investigating. Regardless of who it is. But again, there is a truth to this, and the truth is that the terrorists were responsible for 90 of the killings, and the British State were responsible for 10 . I mean, i dont think we should balance this off. I think we should go where the evidence takes us. The past becomes more difficult to resolve the longer time goes on. But today, the summer of 1971 will be in focus, along with ten families who say above all, they want the truth. Chris page, bbc news, belfast. It is exactly quarter to seven. Carol is here with the weather. She can tell us exactly what is going on. Good morning. Iam good morning. I am going to start off with the pollen levels. If you have an allergy to tree pollen and we are getting into the grass pollen season, these are the levels, highest in the south east. In the next few days the weather will be unsettled, slow moving downpours, some heavy and thundery with hail, but in between sunny spells and it will feel quite warm in the sunshine. Low pressure is dominating our weather this week, Everything Rotates Around that in an anticlockwise direction, and we are going to see a lot of showers. To give you an idea of the Rainfall Totals we will see this week, look at the dark blues arriving. The Rainfall Accumulation is up here so where we have the dark blue, we have anything from 30 millimetres upwards. Some heavy downpours during the month of may whereas the april month in comparison with so much joy month in comparison with so much joy. Through today we will continue with in comparison it was so much drier. Through today we will continue with some showers, rain in the far north of scotland, and some showers will be heavy and thundery with hail, gusty particularly around central and Southern England. As much as 40 miles an hour. Essentially the wind is not as strong as yesterday. Out of the showers, up to 17 degrees will feel quite pleasant in the sunshine. This evening and overnight you can see the showers continue to push north into scotland, they are rotating around the area of low pressure so you can see the formation of that curl showers. With the cloud around as well, its not going to be a cold night. No issues with frost. Tomorrow is similar, showers merging to give longer spells of rain, and little system coming in across the English Channel likely to introduce some more rain. Temperatures nine to 16 degrees. Down a notch or two on what we are looking at today. The wind wilful that tomorrow, so they showers will be slow moving the wind wilful light tomorrow so those showers will be slow moving and there will be a lot of spray on the roads. It will start frost free tomorrow but the showers will get going through the day. Temperatures down again, highs of 15 degrees on thursday. You can see why the Rainfall Accumulation chart was showing so much rain. Even into friday, we still have a slow moving showers, starting dry and frost free and then the showers developed through the day. In between in the sunshine, it will not feel too bad. 9016 degrees. Something else is Waiting In The Wings which will bring in more persistent rain over southwest areas. The position and the timing of this could still change. After labours disappointing results in the local elections, Party Leader Sir Keir starmer took the decision to reshuffle his Shadow Cabinet. There were some significant changes to his senior team, but the foreign secretary, lisa nandy, emerged from the shake up with herjob intact. Lets speak to her now. So good news, good team, great people, and we are determined to come back after what have been a mixed set of results for us over the last few weeks. And get back on the front foot and make sure that we stand up for people in this country. We will come to the results in a minute. Looking at what happened with regards to the reshuffle, Angela Rayner, the elected deputy leader, was sacked as Labour Party Chair and leader, was sacked as Labour Party Chairand came leader, was sacked as Labour Party Chair and came back with more senior roles, does that leave keir starmer diminished in your view . Angela has always been very important asset for us in the labour movement, and she continues to be. And what has happened over the last few days has put angela at the front of the efforts that we have too not just take the fight to the tories, to challenge and scrutinise them and support them and they get things right, but it has also meant that working people across this country have a very strong voice and a very strong champion right at the front of the labour movement. She has an article out today saying she will be their voice, she will be their champion, and between her and keir, i think what we have got is a very strong team and you could see that yesterday. We had a Shadow Cabinet meeting, it was jovial, yesterday. We had a Shadow Cabinet meeting, it wasjovial, it yesterday. Im not going to deny that we have had a lot of navel i that we have had a lot of navel gazing, people talking to ourselves and each other, in the labour party over the last two years. But what i felt yesterday was that we have got a top team who are absolutely determined to go out and do what our labour councillors, our labour councils, our Labour Mayors who got some fantastic results on thursday and well deserved, right around the country from bristol to Greater Manchester where i am an mp, we will do what they have been doing which is actually go out and talk about theissues is actually go out and talk about the issues that are facing people in this country. 5 Million People are on nhs waiting lists, we have people who are desperately wanting to get good jobs and contribute to their communities. The queen speech is today, we have to see real action from this government, notjust rhetoric. We have had a lot of talk about levelling up but lots of parts of the country including mine had not seen action and Today Is The Day you have to deliver. In wales, Mark Drakeford and his team have put the people of wales first in the pandemic that they have got ahead of the vaccine roll out, more successful with that than any other part of any other nation or region in the country. They had put peoples lives and livelihoods first, they were quick to lock down and get a grip on the virus. We have seen the same sort of action in places like Greater Manchester where i am an mp. My counsel in wigan, we held onto all of the seats we had. The reason we do well in places like wigan is because we work in partnership with people. We launched something called the deal when the tory government took an axe to our Public Services a decade ago, and we worked together to deliver real change and protect people. My counsel stepped into feed to keep children during the School Holidays when the government refused to do so. Its really important that we carry on delivering the people in those areas where we are in power. But its also important that we now have a government that stops talking about delivering for people and actually starts to do so and today is the queens speech, the ideal opportunity for the government to set forward, and we need to see action from them. Set forward, and we need to see action from them. Lets go back to keir starmer action from them. Lets go back to keir starmer . Action from them. Lets go back to keir starmer . We are seeing around the country that people want the government to succeed and they make no apology for that and they are right to do so. We are in the middle of the Global Pandemic and things are very tough for people around the country and we want to come through this and together. That means that the westminster government has to play its part. What we have seen so far as lots of rhetoric from boris johnson, what we have seen so far as lots of rhetoric from borisjohnson, lots of talk about levelling up and lots of talk about levelling up and lots of talk about levelling up and lots of talk about people in places like hartlepool, and we can and right around the country, but what we have not seen is the action we need to deliver it. We dont want to fight each other for little pots of money to regenerate our high streets, we want good qualityjobs, back into our communities after a decade of decline. And we want to see people being able to go out and spend that money on the high street to support their local communities and that is what todays queens speech has to deliver. . ,. ,. ,. Deliver. I cant support her more than that. When i look in my community, my town in wigan is one of the best places in wigan is one of the best places in the world to be. We have amazing people who are doing amazing things, despite their government. What we need right now is a government that works with people in order to deliver. We are the people who step up deliver. We are the people who step up when the government fails, and step in to support our community, whether it is set to get food banks, Feeding Children during the School Holidays, but think what we could do if we had the government that valued our talent and wanted to invest in our talent and wanted to invest in our local area. We are starved of funding and denied the funding and infrastructure that we deserved. We dont have the transport, the high tech jobs, dont have the transport, the high techjobs, all of dont have the transport, the high tech jobs, all of that funding is being diverted elsewhere. And imagine what we could do if we had a government that was on our side . Can i ask as well, as shadow foreign secretary, i want to get your thoughts on what is going on between the israelis and palestinians at the moment. What should happen much of the government be doing . And what should the Uk Government be doing . One of the things i have learned in the last year in this post is how much the uk matters in what is happening in the middle east. We have to behave as an honest broker, be able to talk honestly with both sides and at the moment what is happening to the Palestinian People is appalling. What we need to see from the government is notjust Junior Ministers saying, please stop the violence, please get back round the violence, please get back round the table, we need to see the Uk Government at Prime Ministerial level Intervening Try and calm down what is happening, to stop the attacks, protect the right of the Palestinian People to worship and try to get people back around the table in order to talk. Particularly with the Palestinian People recognised as equal partners in that conversation. We have not heard anything from the Prime Minister on that, i think it is high time that he came out of wherever he is hiding and started to show real statesmanship and leadership on a global stage. Good morning from bbc london, im asad ahmad. This time yesterday morning, we told you how a minke whale stranded in the thames had broken free while it was being rescued. Well sadly, due to its ill health, by last night it had to be put down. It was first spotted near Barnes Bridge in west london on sunday attracting hundreds of well wishers. Police are urging the mother of a newborn baby found dead in the Grand Union Canal in northwest london to come forward. The infant was discovered in the water on sunday near willesden. Investigators say they fear for the well being of the mother and have urged her to go to the nearest hospital. Its also effecting lner trains. On Southern Services theres a track fault at purley causing delays. The risk of a spot of rain, but like i say, its largely dry. Im back with the latest from the bbc london newsroom in half an hour. Good morning, welcome to breakfast with dan walker and louise minchin. Our headlines today. Clearly, some way to go despite the Court Appearance. Some way to go despite the Court Appearance a Skills Revoultion in england will be be promised by the government later, as it sets out its post pandemic priorities in the queens speech. During the State Opening Of Parliament, the Prime Minister will outline measures to build on its levelling up agenda. But, labour has called for action rather than rhetoric. Our Political Correspondent, iain watson, has the details. Her speech is written by Government Ministers and the content is aimed at voters well beyond westminster. But some of borisjohnsons own mps are concerned that, in some places, local people will have less say over new developments. Lets get more detail now with our chief Political Correspondent adam fleming. Good morning. Talking about the Prime Ministers promises on social care, we interviewed him injanuary last year and we asked him about social care and he said Ape Comprehensive Plan was weeks away. A pandemic has been in the way between then and now but i wonder if we will get detail a comprehensive plan. He said two years ago he had worked out plan but we have not seen it yet. The Government Departments that would have to deliver it have not been able to agree what to do let alone getting agreement of other parties that the Prime Minister would see, let alone getting the agreement of local authorities, care homes and families that would have to use the system. But there will be a piece of legislation today about linking up the delivery of social care and medical care in local areas, so it is not that it be totally absent. The thing the government is excited about is about skills and opening up the Student Loan System and financing system to anyone of any age so they can apply to retrain at any stage. The government said it is not a very exciting thing to announce but that it could be revolutionary as people tried to Retrain Forjobs in a post pandemic era. Also to look out for changes to the Planning System in england, changes to whether you have to show photo id when you go to the Polling Station which could be controversial. And remember plans to change the rules around the policing of protest . They are coming back in this session of parliament, so we will be talking about them the rest of the year. Yesterday looking at the Road Map Announcement about the pandemic, that is normal life returning. The queens speech shows you that political life is returning to normal, as well. Clashes between israel and the palestinians have continued this morning, following an upsurge in violence yesterday. Reports say two palestinians were killed and six Israelis Wounded in the latest attacks. More than 20 palestinians, including children, were killed in israeli air strikes on gaza yesterday. The escalation follows days of tension in jerusalem. Our middle east correspondent Yolande Knelljoins us now from jerusalem. Yolande whats the situation this morning . As soon as it was light, another barrage of rockets was launched from gaza into Southern Israel and two houses directly hit with several members of one israeli family hurt. Warning sirens going off constantly meant many israelis spent the night in bomb shelters. Colleagues in gaza say explosions shook buildings all night there. The Israel Military said it hit dozens of targets linked to hamas, which runs gaza, as well as militants firing Something Like 200 missiles. The israel Prime Minister warned this could last sometime and said a red line was crossed yesterday when militants in gaza fired rockets towards jerusalem for the first time in years. What hamas says is it was acting to defend Al Aqsa Mosque, the site holy to muslims and jewish people, that has seen violent clashes between Israeli Security forces and palestinians. Children as young as 12 will be given the Pfizer Vaccine in the United States in a push to immunise more of the population. The food and Drug Administration said the move, which follows a successful clinical trial, was a significant step in the fight against the pandemic. 260 million doses have already been given in the states, but demand has been falling. It is 11 minutes past seven. And here is the weather. Good morning. You are pinching my time, as well. I am sorry. Now you are wasting your own time good morning. This morning some start on a dry note. It is not particularly cold. We are looking at further thundery showers through the day. Currently we have showers in parts of wales and South West England but the rest of england and wales and Northern Ireland mostly dry. Rain pushing northwards across scotland and will continue to do so through this morning. Showers in eastern scotland, but for Central Lowlands and Southern Uplands dry and sunny as it is in Northern Ireland and northern england. Further south by 9am Bull Cloud and showers. Where we have not got them at the moment we will see them develop across the midlands, east anglia and the south east and that will be the trend through the day. Cloud producing further showers, some heavy and thundery with hail. And around the showers, gusty wind, particularly in central and Southern England but generally speaking, the wind lighter than yesterday. Temperatures 10 17 so if you are in the sunshine it will not feel too bad. This evening and overnight showers push into scotland, the rain pushes north. More showers coming in across South West England and wales, some merging to give longer spells of rain. The overnight temperatures 68, of rain. The overnight temperatures 6 8, so no frost. Have you finished . No, and they can carry on. As we move on tomorrow. Thanks. We will have more details. She is too quick. Campaigners will be listening closely to the queens speech later for any news on the governments plans for social care. The Prime Minister pledged to reform the system when he arrived in Downing Street almost two years ago. Charities and local leaders are calling for more concrete details today, during the State Opening Of Parliament. We can speak now to vic rayner from the National Care forum. Good morning. Isuppose good morning. I suppose we should lay out the problem. What is the problem and what would you like to see addressed . I problem and what would you like to see addressed . See addressed . I think social care over the past see addressed . I think social care over the past year see addressed . I think social care over the past year has see addressed . I think social care over the past year has had see addressed . I think social care over the past year has had a i see addressed . I think social care over the past year has had a hugej over the past year has had a huge focus on it and many of the challenges affecting the sector over the past year have been in place for years beforehand. What we are hoping for is a significant and ambitious agenda around reform that will tackle some of these long standing issues around funding, supporting the workforce in terms of investment and innovation and development of new models, and in terms of thinking about what we need social care to do now and what we will need it to do in 15 years, and we have not got those plans laid out in clarity, so thatis those plans laid out in clarity, so that is what we look for the government to do and urgently. To the point of what you need now, what are people missing out on, what make are people missing out on, what make a difference . A difference . Definitely in terms of reformin a difference . Definitely in terms of reforming the a difference . Definitely in terms of reforming the way a difference . Definitely in terms of reforming the way in a difference . Definitely in terms of reforming the way in which a difference . Definitely in terms of reforming the way in which we i a difference . Definitely in terms of| reforming the way in which we work with the workforce. We have a fantastic workforce, 1. 6 Million People, it is huge. Yet we do not have a proper workforce plan with career progression, pathways in place, access to opportunities in terms of encouraging people through the education system. Reform around that would be important. Getting proper innovation in place. If you look at any other sector, there has been massive investment in technology and transformation through that. We have not seen that in social care. And this is all about people, so making sure they get that proper connection and understanding what people want from social care now and what they will needin social care now and what they will need in future. Unless we shape social care around what people want and enable them to live the lives they want, we are not delivering the most we can. This they want, we are not delivering the most we can most we can. This will be a generalisation, most we can. This will be a generalisation, but most we can. This will be a generalisation, but what i most we can. This will be a generalisation, but what is| most we can. This will be a i generalisation, but what is it people want . People want to be able to live lives as people want . People want to be able to live lives as independently people want . People want to be able to live lives as independently as i to live lives as independently as they can and that is what social care can deliver. We hear a lot about the nhs and its life saving propensities but social care is about changing lives. That is what we need to be able to do, to invest in a system, and it is an investment, putting money into a system that delivers and changes the way people can live their lives. People want to be able to do the maximum and enjoy the most independence they can. I think we have a commitment to deliver that for all citizens. We have a commitment to deliver that for all citizens. For all citizens. We understood there might for all citizens. We understood there might have for all citizens. We understood there might have been for all citizens. We understood there might have been a i for all citizens. We understood there might have been a big i there might have been a big announcement. We heard from the Prime Minister in 2020 saying social care was a big thing. What has happened in the past few weeks . If you look across the history of this, most people who have worked in social care will say we have heard this for 20 plus years, that there has been a commitment to reform. We have not had a proper workforce plan for social care since 2009. What we have been doing with members is laying out the eight ambitions we see for social care. It is difficult. It is challenging. What we need to make the government understand is social care really matters to millions of people and affects millions of people. They can be unpaid carers, receiving care and support, working in the sector. It is a big issue and unfortunately governments up to now have not tackled this and we want this government to take on the mantle and become the government of social care. ~. ,. ,~ become the government of social care. ~. , ,. ,. , become the government of social care. ~. ,. ,~. , care. We are speaking to matt hancock later, care. We are speaking to matt hancock later, what care. We are speaking to matt hancock later, what is care. We are speaking to matt hancock later, what is your i care. We are speaking to matt hancock later, what is your message to him . Mi; hancock later, what is your message to him . ~ , hancock later, what is your message to him . G. ,. , hancock later, what is your message to him . G ,. ,. , to him . My message would be that nhs is good at saving lives, social to him . My message would be that nhs is good at saving lives, social care is good at saving lives, social care is good at saving lives, social care is very good at changing lives and we must make sure we do both of these things really well so that we serve the communities as best we can. I want to see something really ambitious for social care that represents the impact it can have on millions of people. Millions of people. Thank you for our millions of people. Thank you for your time well be putting some of those concerns to the Health Secretary at half past 7. Its been closed for over a year, but tonight the o2 arena will welcome 4000 fans for this years brit awards. Its the biggest indoor live music event in the uk since the start of the pandemic and because its one of the governments pilot events, no masks or Social Distancing will be required and singing is allowed. 0ur Entertainment Correspondent Colin Paterson has been behind the scenes. The winner of new artists. It is the brit awards lewis capaldi. Brit winner, how does that sound . The brit awards are back. Tonights ceremony means the return of live music to londons o2 arena after iii months of empty seats and silence. Hip hop duo Young T Bugsey have the equal most nominations. Oh, man. Its crazy man. Its crazy, its crazy. Weve got the most nominations. Coming from the rap scene as well, you know i mean . As well, you know what i mean . We are from nottingham, as well. We are from nottingham, from the midlands. Its a lot, its a lot, its a lot. When you were told, what was your reaction . I was gassed. We were gassed. We didnt know, it was a surprise. Double nominee aj tracey is delighted an actual Live Audience will be in attendance. It feels great. It feels great just to get some recognition, to be out and about, getting to do myjob, getting to see people in the flesh. Im really looking forward to it. How much have you missed performing . I couldnt really put it on the scale. But really, performing is what we do. That is the essence of ourjob, so i feel like that has been a big chunk of me missing since i havent been able to perform. This is going to be the biggest indoor live music event in the uk for more than a year. 4,000 fans, when they get to their seats, they can take off their masks, they can have a drink. They are even allowed to sing along. A crowd is allowed as the brits is one of the governments designated pilot test events. Everyone going in tonight has to pass a covid test and a team of scientists will be monitoring everything that happens. Some of the things we are going to look at is how closely people are standing towards each other. How people are engaging, greeting each other. If people remove their masks, or if they keep their masks on during the show. But also how people engage in the singing, clapping and just what happens on site. The results will be used to try to bring about the return of live music all around the uk. I think the goal really is get back to full capacity, no Social Distancing, and as close as possible to the gig going experience that we all remember. The music industry, we are entrepreneurial, we are creative. We will figure out a way to make it happen. Surprise 2,500 tickets for tonight have been given to covid front line workers. The brits host, jack whitehall, surprised a mother and daughter combo who have been nominated by the boss of their nhs practice. You will be getting two tickets to this years brit awards. Are you serious . Yeah, i hope you dont have plans on the 11th. When i spoke to them, it was clear that they planned to enjoy themselves. When did you two last have a Big Night Out . Well, me, quite a long time ago. It will be really nice to be in a crowd, like partly normal again. Like getting to experience it. Without masks. Talk us through how you will prepare for the brits. Well i shopped till i dropped on saturday. Going to get my nails done, and then getting my hair done in the afternoon. But then ive got to take my lateral flow, as well. As for the awards, it is expected to be a big night for dua lipa and, for the first time in brits history, all women are nominated for album of the year. But the biggest win of all tonight would be if the brits helped bring about the return of live music for good. Colin paterson, bbc news, londons o2 arena. We will bring you up to date tomorrow on how that goes. And later we will speak to people from the nhs choir who are singing tonight. Yesterday on breakfast, we followed the Rescue Attempt of a Young Minke Whale that had become stranded in the river thames. Unfortunately, after getting trapped for a second time, the calf had to be put down. It was initially freed from richmond lock, but escaped and became stuck again. Despite the hopes of hundreds of onlookers, its condition deteriorated rapidly. Sean dilley has the story. Stranded and suffering in Teddington Lock, a long way from its natural waterways of the North Atlantic and pacific oceans. Animal welfare specialists said the minke whale s condition had deteriorated, and they had no choice but to end it suffering. A vet from London Zoo Euthanised The Animal at around 6pm last night. It was the second time the very young calf had been stuck within 2a hours. The whale first became lodged around two miles up the river thames at richmond lock. Rescuers moved to free it. Is this the danger zone . No, his tail is the danger zone. After seven hours, they attempted to tow the animal away so that it could receive health care, but it managed to swim free of its harness and travelled the wrong way along the river until it found itself stranded again. Whales have been found on the thames before, but its rare for a living one to be found so far from home. It could have been ill, it could be sick, separated from the mum, wouldnt be feeding. Wouldnt have been feeding. If it was weaned, then maybe its had a problem actually feeding itself. But something has happened. We wont know what that is, but the pathologists, the Vet Pathologists at london zoo, will do a necropsy. And they will work out the history of the animal. Crowds gathered at Teddington Lock to show their respects to an animal whose name they did not know. Its appearance in the capital was truly remarkable but Animal Welfare specialists say the Young Minke Whale had been injured and putting it to sleep was the only way to stop unnecessary suffering. Sean dilley, bbc news. Andy mayo was involved in the Rescue Operation and joins us now. I appreciate your time. Tell us what it has been like over the past day, being involved in a story that has captivated 70 peoples attention. Good morning, it is something we did not plan. Cinemas in england, scotland and wales can reopen on monday but some independent chains say the Restrictions Mean its not viable for them to open their doors. Ninas at a cinema in manchester this morning with more details. Good morning. Iam good morning. I am at home cinema in central manchester, only a few years old but an independent cinema that is reliant on footfall but, at the moment they rely on Government Subsidies and hand outs from cultural organisations. Look at the posters. Rocks, a film you can access at the moment if you have a streaming system. They hope this will tempt you back. When i walk into a cinema room is like this i get a shiver down my spine. It can be magical. Sitting with your popcorn and drink. And you block out the world, turn off your phone and enjoy that moment. Revenue last year was down by 80 in cinemas. This place was open for 61 days, not enough to make money, which has a wider impact on the industry. When you come back from next monday you are only able to sit with your bubble and will have to wear a mask unless you are at your seat. The implications are massive notjust for cinemas but the wider industry. It will be allowed from monday but there is tension about whether people will come back when they can see things on streaming services or whether cinemas should wait until the autumn when blockbusters like james bond will come for cinema release only. This is possibly the most challenging period in its 120 year history. Thanks. You can see it will be difficult. We are standing by and hopefully the Health Secretary will be here. Time now to get the news, travel and weather where you are. But rescuers said it was best to end its suffering. Based on our experience of dealing with strandings in the uk and strandings globally, we could see this animal was really nutritionally compromised, thin, it was obviously suffering, and so its my belief and our collective belief that the appropriate thing to do was to put it to sleep on Welfare Grounds and i think that was the right call. Police are urging the mother of a newborn baby found dead in the Grand Union Canal in North West London to come forward. The infant was discovered in the water on sunday near willesden. Investigators say they fear for the well being of the mother and have urged her to go to the nearest hospital. A group of local residents have turned activists in a fight to save some popular trees. Theyve banded together to protect the trees on the york Gardens Estate in battersea, which Wandsworth Council want to get rid of, to make way for new council homes. But the protestors say theyve standing firm. Theres no bigger thing than the climate crisis. What we are fighting is for our survival of future generations. And if you dont start on our own doorstep, what hope is there . Lets take a look at the Travel Situation now. 0n the tubes, problems on the circle, district and hammersmith city line due to a faulty train in east london. 0n the trains, severe disruption continues on High Speed Trains on gwr services. Their passengers are advised not to travel on their Long Distance services. 0n Southern Services theres a track fault at purley meaning there are no trains between purley and caterham. The risk of a spot of rain, but like i say, its largely dry. Im back with the latest from the bbc london newsroom in an hour. Hello, this is breakfast with dan walker and louise minchin. A 2i year old man has been charged with the murder of Police Community support officerjulia james. She was found dead in woodland near her home in kent last month, with serious head injuries. Callum wheeler from ayelsham will appear before magistrates today. A Skills Revoultion in england will be he promised by the government later, as it sets out its post pandemic priorities in the queens speech. During the State Opening Of Parliament, measures will be outlined for Downing Streets levelling up agenda. But, labour has called for action rather than rhetoric. Children as young as 12 will be given the Pfizer Vaccine in the United States, in a push to immunise more of the population. The food and Drug Administration said the move, which follows a successful clinical trial, was a significant step in the fight against the pandemic. 260 million doses have already been given in the states, but demand has been falling. Apple is facing a billion pound lawsuit, after being accused of overcharging uk customers who use its app store. The collective action is being filed today on behalf of nearly 20 million users. It claims that apple is abusing its dominant position in the market, by charging 30 commission on app sales. Apple said the legal action was meritless. Countries around the world are appealing for calm amid escalating violence between israel and the palestinians. Palestinian militants in the gaza strip continued to fire rockets at israel overnight with several people injured. More than 20 palestinians, including children, have been killed in israeli air strikes in gaza. The escalation follows days of tension in jerusalem. Just let me let you know what is happening. We are expecting to speak to the Health Secretary matt hancock in a moment or two, we have a few technical issues that we are sorting out. But the weather is now coming here, earlier, some of you might have been waiting until quarter to . But now it is here get back to the tv good morning, everybody, what a build up if you are stepping out, not a particularly cold start, it is beautiful in some areas, some blue skies here. This week is unsettled, slow downpours, heavy and thundery, sunny spells in between and it will feel quite warm in the sunshine. This is why, this runs from today all the way through until friday and you can see low pressure dominates our weather. A lot of showers coming our weather. A lot of showers coming our way so there will be a fair amount of rainfall accumulating in the next few days. To show you that in graphical form, the next few days. To show you that in graphicalform, here is the scale. Look how the blues go across most of the uk. Dark blues at that, that tells you were looking at 30 millimetres of rainfall. For others, a bit more than that. If you think how dry april was, may is proving to be opposite. Rain pushing northwards across scotland, showers in the south and south west, more developing as the cloud builds today. They are likely to be heavy and thundery with hail. Some gusty winds up to a0 miles an hour but generally speaking the wind will be lighter than yesterday. Temperature range, 10 17. Out of the showers, it will not feel too bad. This evening and overnight, the showers will continue to advance northwards, rotating around the area of low pressure, you can see the circulation quite nicely. Further rain across wales and with the cloud and rain, it will not feel like a cold night. No issues with trust. We start tomorrow with the clouds no issues with frost. We start tomorrow with the showers circling around, pushing back into the south. And some rain will be introduced in the English Channel. Nine in the north, 16 in the south, down a degree or so than today. Into thursday, we will see further showers developer. Again some will be slow moving. The windfall be lighter, they will heavy, the temperatures down touch. Into the weekend, bright spells, sunshine and showers, slow moving showers, so you can see why the Rainfall Accumulation chart was having a good story. Thats how much rain we are expecting. Nine in lerwick, i6 rain we are expecting. Nine in lerwick, 16 in london. The timing on this system could change, it will bring some rain across south west and the Channel Islands as we go through friday. What does it look like after that . Unsettled in the world. Low pressure in charge into next week so we continue with sunshine and showers, some heavy and thundery with hail. Thank you, lets speak to you in about a0 minutes, because you were a bit early now not your problem we are having some technical difficulties trying to get hold of, the Health Secretary is there but we cannot hear him and he cannot hear us. Other than that, cannot hear him and he cannot hear us. Otherthan that, its cannot hear him and he cannot hear us. Other than that, its going very well. In the meantime, sally is with us. Generally speaking we have become rather selfish and judgmental again. And it would seem to be a good thing for the president of uefa to do to say, you guys get on with it, and we will see you next year. I dont think that is going to happen. But the more that they went on, the more confident i became that in actual fact, these guys were out of touch with the game that we know and indeed is known throughout the world. And it does seem to have been a very illjudged and ill conceived plan. And in a strange sort of way, it may well work for the benefit of the future of football, that such prominent individuals got it so wrong. I dont think we should pretend that they have got away altogether, because the economy of footfall as it stands isnt going to work, not in the new zist isnt going to work, not in the new 21st century post pandemic. Even in the last year, the way we have communicated like this in a virtual way, has taught us about what we need to make the world about what we need to make the world a better place. Asjurgen klopp said, football is the most important of the unimportant things but it is still a privilege to broadcast to 20 Million People is on a much that means so much to them. So it deserves proper use of word, journalism, editorialthinking, deserves proper use of word, journalism, editorial thinking, just to try and capture the moment and the small part of it going forward. England winning a penalty shoot out, the somebody of my generation, in a major tournament, the somebody of my generation, in a majortournament, it the somebody of my generation, in a major tournament, it was a wonderful event to be a part of. Its strange, really. A number of england teams have come home as gallant losers, and been cast off into the fiery inferno but in the past, other england teams have come home without quite getting there and been considered heroes. We have managed to connect things with the Health Secretary. Lets speak to matt hancock straightaway. Please accept our apologies for the technical problems, we know you have been sat there for quite a while but we can now hear you, hopefully you can see and hear us, is it all according to plan . I can see and hear us, is it all according to plan . Can see and hear us, is it all according to plan . I can hear you and that is according to plan . I can hear you and that is good according to plan . I can hear you and that is good enough according to plan . I can hear you and that is good enough for according to plan . I can hear you and that is good enough for me. | according to plan . I can hear you. And that is good enough for me. Can we talk about social care . We have got slightly reduced time but on your first day in the job back in august 2019, you will remember the Prime Minister stood on the steps of Downing Street and promised that social care would be a top priority. We interviewed him injanuary last year and he we interviewed him injanuary last yearand he said we interviewed him injanuary last year and he said the social care plan would be coming within weeks. Obviously there has been a pandemic between them, but what will be announced today . Will there be concrete plans . You announced today . Will there be concrete plans . Announced today . Will there be concrete plans . You will have to wait to see concrete plans . You will have to wait to see what concrete plans . You will have to wait to see what her concrete plans . You will have to wait to see what her majesty concrete plans . You will have to i wait to see what her majesty says. But what i can tell you is that we are going to bring forward a Long Term Plan to strengthen and reform social care. Social care is so important, making sure that people are looked after, especially as they become more frail, in the last year as a society we have learned yet again how important it is, and making sure that we strengthen this system is a clear manifesto commitment of hours, it is close to the Prime Minister because my card as you say. Unfortunately is the Prime Ministers heart as you say. Unfortunately due to the pandemic, we were not able to focus on it as much as we wanted to because they were pressing issues and i think people would understand that. I get how important it is and we are determined to get that plan forward and deliver on our manifesto commitments. Forward and deliver on our manifesto commitments forward and deliver on our manifesto commitments. Jeremy hunt has been sueakin commitments. Jeremy hunt has been speaking about commitments. Jeremy hunt has been speaking about this commitments. Jeremy hunt has been speaking about this this commitments. Jeremy hunt has been speaking about this this morning, commitments. Jeremy hunt has been speaking about this this morning, he | speaking about this this morning, he would like to see a cap on care costs, can you tell our viewers if thatis costs, can you tell our viewers if that is a measure you are considering . I understand you dont want to steal thunder from what is happening later this is a big issue as you admitted. It is happening later this is a big issue as you admitted. As you admitted. It is a big issue, there are a as you admitted. It is a big issue, there are a number as you admitted. It is a big issue, there are a number of as you admitted. It is a big issue, there are a number of significant | there are a number of significant injustices in the way that social care is organised right now. One is that some people, one in ten, have these very high costs and its very hard to know in advance who that is, it could be you, me, anybody watching. So making sure that together as a society, we can help people with those costs is important. The other thing that is very important is, at the moment, we put more money into the system each year, we put an extra billion pounds in last year. But really i think as a society we should really look after people in their old age, and it is at the moment something we need to put more resources into. Another part of it is sometimes people end up in a care home where actually if you have the support for them to live at home for longer, they would be better off and healthier, and that would be better for everybody so there is a whole series of changes that will need to be looked at. Hand series of changes that will need to be looked at be looked at. And will they be in a seech be looked at. And will they be in a speech today . Be looked at. And will they be in a speech today . I be looked at. And will they be in a speech today . I understand be looked at. And will they be in a speech today . I understand you i speech today . I understand you cannot be giving detail but you have talked about a Long Term Plan for social care but that sounds like something that could be long term. People are watching carefully today to see what is in the queens speech. To see what is in the queens seech. ,. , speech. You will see the commitments that her majesty speech. The remarkable job it has done in the pandemic, what has done pandemic, what has, remarkable job it has done in the pandemic, what has, well including learning from how the Vaccination Programme has worked so well, with the nhs and councils coming together and being more integrated. Across the board in my areas and then more broadly in terms of levelling up, making sure we deliver on the commitments that we made, what you will see in the queens speech overall, including in my areas, is the delivery on commitments. This government delivers on its commitments, we got brexit done, we protect the nhs, we said we would do that in the pandemic and we did, and now we are delivering on the Vaccination Programme. Theres lots more we want to get onto and deliver on those commitments that we made, and people put their trust in us in 2019, it seems like a long time ago but we are determined to deliver on those commitments. But we are determined to deliver on those commitments. There is a lot of o timism those commitments. There is a lot of optimism based those commitments. There is a lot of optimism based around those commitments. There is a lot of optimism based around what those commitments. There is a lot of optimism based around what we those commitments. There is a lot of. Optimism based around what we heard from the Prime Minister yesterday. To what extent could a new variant or what we are seeing developing with the indian variant derail this road map hack with the indian variant derail this road map back towards normality . There is no doubt that a new variant is the biggest risk. We have set out four tests for whether we can take each step back to normality. We have assessed that the four tests are meant for step three is the Prime Minister set out yesterday. One of the tests is that there is not a new variant that causes significant problems. Undoubtedly there is the biggest risk at the moment, hence we are being so tough at the borders. We have seen this variant that was first seen in india, the indian variant, we have seen it grow, we are putting a lot of resources into tackling it to make sure that everybody who gets that particular variant gets extra support and intervention to make sure that it isnt passed on. However there is also, thankfully, no evidence that the vaccine doesnt work against it. We have no obviously had this fantastic vaccination effort. Over 95 of over 50s in this country, had been vaccinated, i want to personally thank you if you are watching and you have been vaccinated, for coming forward. About half of them have had their second jab as well. We have seen the remarkable levels of protection that gives you, 97 protection against dying from covid if you have had both jabs. The Vaccine Programme is there to protect as. The problem with the indian variant, the main problem is that it is easier to transmit which means that it can obviously spread faster. We had that problem back in december with the kent variant, but because this Vaccine Programme is so much more further advanced, we are far better prepared to deal with it than we were then but we are still vigilant. When seven year old carmela, who has Muscular Dystrophy, told her parents she looked forward to going to sleep every night so that she could dream of having super powers, her mum wanted to make those dreams a reality. Together they wrote a childrens book, telling the adventures of wonder girl carmela and her therapy dog tinker, with all of the proceeds being donated to Muscular Dystrophy uk. Its not the first time carmela has combined her passions of fundraising and superheroes. Last year she raised more than £50,000 pounds, walking 10km every day for a month dressed as wonder woman. We can speak to carmela, her mum lucy and of course tinker the toy poodle now. In the last few minutes, the Health Secretary matt hancock has told this programme that the government is going to bring forward a Long Term Plan for social care reform in england. Lets get more detail now on this now with our chief Political Correspondent adam fleming. We heard from the Health Secretary eventually. What are we expecting to hear later . ,. , , hear later . Today is the queens seech hear later . Today is the queens speech when hear later . Today is the queens speech when the hear later . Today is the queens speech when the government i hear later . Today is the queens i speech when the government sets out its programme for legislation it wants to introduce in parliament. It will be a slimmed down ceremony because of covid but not a slimmed down speech because there will be 29 pieces of legislation. There will be something on social care but about the delivery and how they can link it with the medical care and Health Service in local areas. It will not be about the funding of Adult Social Care and how much it costs to individuals and families which is something the Prime Minister pledged he would look into and come up with a plan for two years ago. This is what matt hancock said about it. What i can tell you is we are going to bring what i can tell you is we are going to bring forward a Long Term Plan to strenglhen to bring forward a Long Term Plan to strengthen and reform social care. Social strengthen and reform social care. Social care strengthen and reform social care. But i because of the pressing issues. But i et because of the pressing issues. But i get how because of the pressing issues. But i get how important it is and we are determined i get how important it is and we are determined to bring that plan forward determined to bring that plan forward and deliver on manifesto commitments. The forward and deliver on manifesto commitments. Forward and deliver on manifesto commitments. The reason for the holdup is commitments. The reason for the holdup is government commitments. The reason for the i holdup is Government Departments hold up is Government Departments cannot agree on this let alone getting agreement from other Political Parties and then agreement from care homes, local authorities, families who will use the system. It will probably dominate the conversation about the queens speech, something missing from it. The government would prefer us to talk about what is in there and they are excited about changes to funding for education that means people can apply for student loans, at any point in their life. And big changes to the Planning System could be controversial, and changes to the borders to tackle immigration. Plenty to talk about for the next year, basically. During the day, Palestinian Militants in gaza sent several rockets into israel, causing alarm there. The israeli air strikes on gaza in response had brutal consequences. Shall we find out what is happening with the weather . We went to you early in the last hour with technical difficulties. I think we are on time. Good morning. We have a lot going on this week. It will be unsettled and we are looking at showers, some heavy and thundery, with hail, but sunshine in between. We have been watching rain moving across scotland in the small hours. Showers in parts of wales and the southwest and more springing up in central and southern parts of england. The rain in scotland will advance northwards through the morning leaving brighter skies, some sunshine, and sunshine also in Northern Ireland and northern england. A lot of blue sky for you. Northern england. A lot of blue sky foryou. But northern england. A lot of blue sky for you. But through wales and the midlands and east anglia and southern counties, we are looking at showers. Not everyone will see them. You might catch one but your neighbour up the road might miss it. That holds true into the afternoon. These showers are likely to be heavy and thundery with hail. Gusty wind around them. Central and Southern England, we could have gusts up to a0 mph but generally, the wind will be lighter than yesterday. If you are in sunshine, temperatures between 10 17, it will not feel too bad. Overnight showers move northwards. More showers coming in across South West England and wales, some heading to the midlands. With this cloud, it will not be cold and we anticipate no issues with frost. Tomorrow, a repeat performance with showers, some merging to give heavy downpours. Some will have hail and thunder. And then we have a system coming in across the English Channel that will introduce rain. Unsettled sums it up quite nicely. Thank you for be in our matt hancock standing earlier. It is never an effort, always a pleasure. Its a ceremonial tradition that dates back centuries, but the queens Speech Setting out the governments agenda for the coming year will be a more reserved affair today. The opening of parliament has been scaled back due to the pandemic, and it will be the queens first major Public Engagement since the death of the duke of edinburgh. Our royal correspondent Sarah Campbell has more. Trumpet fanfare plays. It is one of the key notes in the Rhythm Of Royal Life. The queen is coming out to open parliament basically about a month after the death of her husband, and this is very reassuring, because it shows she is going to continue as our Head Of State, keep busy, keep serving the nation exactly as we would expect her to do, as she has done since 1952. The pandemic will mean this years ceremony will look a little different, with many fewer mps and a reduced royal procession. But the one constant will remain at the centre of the proceedings, as she has done since her first State Opening 69 years ago. Sarah campbell, bbc news, westminster. We can talk about that. Our royal correspondent Nick Witchell is outside buckingham palace. It will be a different kind of day . Yes, very stripped back. No carriage procession, no crown. Very much as you saw with the queen when she was accompanied on previous State Openings by the prince of wales and he will again escort her today. She will leave buckingham palace. She is not there at the moment. It will be one of the first visits back into london since the pandemic started, and it will be the first significant official engagement since the death official engagement since the death of the duke of edinburgh. I do not think we should be in any sense surprised she is carrying on. People who know her would not expect it to be otherwise. The Rhythm Of Royal Life has continued in the past weeks. We have seen her on video calls, state papers have been arriving. And today, for the First Time Since the funeral of her husband, she will be in semi public. It is so scaled back it is not really a full public occasion. It is one of the most significant occasion since the start of the pandemic. She was at the cenotaph on remembrance sunday but this is the State Opening Of Parliament is one of the most important function is the sovereign carries out, a visible demonstration of the sovereigns role at the apex of the sovereigns role at the apex of our constitutional arrangements. This is a visible demonstration of that commitment, the years since the first televised State Opening in 1958, something she has carried out on so many dozens of occasions. And that function, her role as Head Of State will continue. We would not normally see audiences such as we have witnessed and so whatever mechanism they use has given the wider audience an opportunity to see her in this human capacity, talking to people, whether about her life saving award or exchanging jokes. She has adapted to it as has everybody around the world. Cinemas in england, scotland and wales can reopen on monday but some independent chains say the Restrictions Mean its not viable for them to open their doors. Ninas at a small cinema in manchester this morning with more. Good morning. Good morning. This is home cinema in manchester where you would walk in and buy the ticket. They have a beautiful gift shop. There is an art gallery. And around here, behind them a bar and restaurant. The hope is it is this wider experience that will tempt us back here because cinema takings have been down by 80 in the past year. This place was only able to open 61 days last year. All the while, television has been Getting Better and better. It is the golden age of streaming. Is there a future for cinema . I have been finding out. Could this be 007 s biggest challenge yet . To save cinema. The release of no time to die has been delayed three times to ensure a big screen debut, and it is hoped that, by the autumn, it will be the blockbuster that brings us back. But how many of us will be willing and financially able . Armed police especially since weve been spoilt rotten by top telly. 12. 8 million of us sat down at the same time to watch the line of duty finale in our athleisure wear, if we wished with cheap snacks, no hefty Car Park Fees and no irritating sound of strangers popcorn. If you laugh, you tell the rest of the room you are enjoying yourself, youre having a good time. If you scream, you are telling the rest of the room you are scared. And it changes the colour, the timbre of the experience for everyone in that room. You cant do that at home in the same way. And when you have come out, you have shared an experience with others. That is really important and cinemas going to have to remember that, because that is what its about the shared, communal experience. Welcome. And is the cinema even synonymous with big cinematic moments any more . This years big oscar winnner, nomadland, made on a moderate budget, can already be viewed on disney plus, where a months subscription is less than the price of one Adult Cinema Ticket. That is why some smaller venues say they have no choice but to wait until we are packed in for bond, james bond, before they can fully reopen. We are a little cinema of 19a seats that are all close together. We are not one of these with luxury seats. So we cannot spread out as much as some. We didnt get any funding to help subsidise our losses. So we really need to wait for the blockbusters and to operate as close to possible at full capacity. People queue down the street to get in in an orderly British Fashion and it is really cramped in there, so it would be impossible to do the distancing. There is no feeling like sitting back in that big red chair ready for the magic. But film lovers will need to feel safe physically and financially to regularly savour this treat again. And it is such a treat. Joining me for the walk in, nothing like it, the beautiful, luxurious seats where you sit dont have time away from your mobile phone, away from people your mobile phone, away from people you dont want to see and immerse yourself. Jason is doing that. Good morning. I will take my mask off because we can do it sitting at our seats. You are confident about opening on monday but we do not have james bond at the moment. Film is an ecosystem and needs all films, it needs blockbusters and also smaller independent films and we tend to favour smaller independent films. And it has been great seeing films like nomad land and it has been great seeing films like nomad [and getting awards attention. I think audiences will want to come and see them. Maybe in a different era before covid, it would not have been an oscar winner. I think you are right and lets hope we do not return to how we were and these films get attention. And it is important that the director of nomadland, the first woman of colour winning a best director academy award, lets hope the new spotlight highlights diversity because we need more diversity in the industry. Nomadland is a brilliant film. It seems right for this time. It felt like a huge seems right for this time. It felt like a huge moment seems right for this time. It felt like a huge moment and seems right for this time. It felt like a huge moment and a i seems right for this time. Snacks from the supermarket. Coming here because four times that amount and will have to get a baby sitter. It will not cost you four times because we are one of the cheapest. But at home you will not have a huge screen, surround sound. The reality is online and physical cinemas are here to stay. But you will not replicate this experience, being with other cinemagoers watching a horror film, with other cinemagoers watching a horrorfilm, comedy, an intimate film and seeing sighing, pauses of breath. This is why cinema is not going anywhere anytime soon. People have been in going anywhere anytime soon. People have been in touch going anywhere anytime soon. This time yesterday, we told you how a minke whale stranded in the thames had broken free while it was being rescued. Well, sadly, due to its ill health, by last night it had to be put down. It was first spotted near Barnes Bridge in west london on sunday attracting hundreds of wellwishers. But rescuers said it was best to end its suffering. On the tubes problems on the circle, district and hammersmith city line due to a faulty train in east london this morning. And the piccadilly line has delays due to a signal failure. On the trains, severe disruption continues on gwr High Speed Trains. Passengers are advised not to travel on Long Distance services. On Southern Services theres a track fault at purley meaning there are no trains between purley and caterham. A look at the roads, and there are closures around westminster for the State Opening Of Parliament. Busy around Trafalgar Square and over westminster bridge. The risk of a spot of rain, but like i say, its largely dry. Im back with the latest from the bbc london newsroom in half an hour. Hello, this is breakfast with dan walker and louise minchin. The biggest single step in relaxing coronavirus restrictions in england, will go ahead as planned next monday. Lets take a look at whats changing. Pubs and restaurants will be allowed to serve people inside. Indoor venues like cinemas, soft play centres and hotels will also reopen. For the first time in over a year people will be allowed to hug each other though the Prime Minister has urged caution. Six people or two households will be able to meet indoors and stay overnight. Outdoors, the rule of six is scrapped and people will be able to meet in groups of up to 30. Some foreign travel without quarantine will be allowed to a small number of countries, like portugal. And pupils in secondary schools will no longer need to wear facemasks in classrooms. Confirmation of restrictions being eased in scotland is expected today. In wales, an announcement will be made on friday and in Northern Ireland, further information will be provided in the coming weeks. Joining us now is epidemiologist, professor sian griffiths. And of course having a closer contact with our friends and relatives. It is a significant step but it is one that we need to recognise as a pathway, and we still need to think that covid is around. We do have to remember that it is notjust the uk, and if you look abroad, you can see the rates are still higher in many countries, and this needs to be a global effort to reduce the rates, globally, so it isntjust a uk issue, it is a global issue. The World Health Organization are playing a leading role here and coordinating the covax scheme which distributes it across the world but it is a complicated and logistically difficult thing. We have to always been aware that it isnt just us have to always been aware that it isntjust us in the uk, we need to have a global perspective, make sure vaccine is distributed to other countries particularly through the covax scheme, but we encourage and keep our own vaccination rates up at the same time. I think i can i remember saying that i didnt think vaccine would be available by the beginning of the year so i along with many others was wrong. The vaccine science has been phenomenal, particularly in the uk, the vaccine roll out been exemplary. I would not have thought we would be in this position. Im not sure where i thought we would be. Its always very difficult to predict. But we do know that the vaccine has been super effective at helping us to get on top of the disease and keeping the numbers down and low. That doesnt mean we can totally relax, we still need to look and make sure that we do not see cases arising in clusters either due to a variant or a group of people who are not vaccinated. I think the vaccine science is phenomenal. Some of the research both in intensive care and methodologies used there and in the drug treatments, such as the research that showed that dexamethasone, the steroid, was effective, all of these things have contributed to make sure that the rates were low and the nhs could cope with covid. Its all been a supreme effort, we are really lucky. And other countries, but if we look at india they are struggling with oxygen supply and beds in intensive care. So i think the people of the uk have done amazingly well at complying, the scientists have done amazingly well at the vaccine, however, not everybody has been in the same situation as us and its about sharing where we have got to, sharing lessons from Research Across other countries are making sure that they can afford it. Its between Manchester City and chelsea, so it would make sense to stage it at wembley, but uefa have concerns over quarantine exemptions, so it seems more likely it will go to portugal, either porto or lisbon. The original venue of istanbul has been all but ruled out, with turkey on the Uk Governments red travel list. Prime minister borisjohnson has confirmed fans can return to Outdoor Sports venues from the next monday. That means up to 10,000 supporters will be able to watch the final two rounds of Premier League matches, with grounds admitting home fans only, and at a reduced capacity. Rugby and racing are also ready to welcome back the crowds. After one season in the Premier League, fulham have been relegated. They lost 2 0 at home to burnley last night. That means theyre going down to the championship, along with Sheffield United and West Bromwich albion. Fulham have a challenge on their hands. During these moments, we need to make good decisions as a Football Club, we need to work out exactly where we want to go, what we need to do. And like everything, during moments of relegation, thats the key now. The key is we failed this year, weve not been successful. What is going to be vitally important, we sit down and work out why. Work out where we went wrong, and work out what we need to do as a Football Club to make sure that we can get a bit of consistency. Thats how Novak Djokovic described being back on court with andy murray, after they practised together in rome. Murray has only been able to play three tournaments this year due to injury, but hes hoping to return to action next week, in geneva or lyon. It did feel like old times, a little bit. You know, bringing the memories back of when we battled for the greatest trophies in the sport. Its lovely to see him healthy, and really playing well. It was nice to see him, it was nice to play with him, we had a little chat and hopefully we can see him back on a high level very soon. Andy murray, the definition of never giving up. Absolutely, thank you very much. Im still enthused by Raymond Blanc he brought sunshine to all of our lives i dont know if you heard him but he was wonderful, particularly about his mum. Tell us about the weather. Good morning, there is in the forecast. Its not a particularly cold start so you can see the temperatures we are looking at in our nations and to get through the morning, nine, ten, 11 and 12, they will continue to rise. Pollen levels are high in the far south east, this is a tree pollen we are talking about at the moment. If you have an allergy to that, bear that in mind. For the rest of the week we are still looking at quite unsettled conditions, showers, some of them will be slow moving, heavy and thundery with hail, but in between, there will be sunny spells. It will feel quite warm in the sunshine. Not as cold as last week. Low pressure dominating the weather. You can see the circulation around that in an anticlockwise direction, that is where we see all the showers. We have rain pushing north, showers coming around it and getting to the south west of england, wales, central and Southern England, pushing steadily northwards. In between sunny skies to look forward to, some of us will miss the showers altogether and stay dry but if you catch one, there will be gusty winds. But generally it will not be as windy as yesterday. You can also hear some thunder and you could see some hailstones. 9 17 so feeling pleasant in the sunshine. The showers push north tonight, still rotating around the area of low pressure. Coming back in across wales, getting into the midlands and northern england, and with all this cloud around, not going to be a cold night. We should remain frost free. Tomorrow, low pressure still driving the weather. Here is the centre of it, still have the showers wrapped around it, still slow moving, heavy and thundery, so you could catch a torrential downpour. At the same time we have a system moving across the English Channel introducing some rain. Temperatures, 9 16, so if you miss the showers once again in the sunshine, it will feel quite pleasant. Into thursday, we start frost free, variable cloud, some showers from the word go and then we will see further showers develop as we go through the course of the day. Still slow moving, not much wind to move them along and there will be some hail and thunder thrown in as well. Temperatures nine to 15 degrees, so down a degree or so. Friday is a frost free to start, variable cloud cover showers getting going as in much of the rest of the week. And a system coming in from the south west. The timing and position of this could change. This is what we think at the moment. Temperatures, 9016 degrees. A5 for the outlook, it continues unsettled. We are looking at some rain at times, showers but still some sunshine. Bring the sunshine on. Have a lovely, what day is it . Tuesday . Have a lovely tuesday lovely, what day is it . Tuesday . Have a lovely tuesday thank you, ou too its been closed for over a year, but tonight the o2 arena will welcome a,000 fans for this years brit awards. I couldnt really put it on a scale. But really, performing is what we do. That is the essence of ourjob, so i feel like that has been a big chunk of me missing since i havent been able to perform. This is going to be the biggest indoor live music event in the uk for more than a year. A,000 fans, when they get to their seats, they can take off their masks, they can have a drink. But also how people engage in the singing, clapping, and just what happens on site. Well i shopped till i dropped on saturday. Going to get my nails done, my toes done, and then getting my hair done in the afternoon. But then ive got to take my lateral flow, as well. A5 for the awards, it is expected to be a big night for dua lipa and, for the first time in brits history, all women are nominated for album of the year. But the biggest win of all tonight would be if the brits helped bring about the return of live music for good. Colin paterson, bbc news, londons o2 arena. It feels exciting.
