Thought Birth Rates would be up. Well youd be wrong. The us Birth Ratesjust fallen off a cliff. Plus, the teenager from arkansas who didnt quite get the memo about her new digs. Hello, im Katty Kay in washington, Christian Fraser is In London. Former president Donald Trump created news cycles, fired top personnel, and sometimes even altered us policy with his tweets. His power on facebook was quieter, but no less significant. He used the social Media Platform to spread his message and raise millions. Mr trump lost access to that particular microphone in the wake of the January 6th insurrection. And hes not getting it back. Not yet anyway. Today an Oversight Board created by facebook itself supported the Companys Decision to remove Mr Trump from the platform. The board said the suspension was justified by the ongoing risk of violence that is posed by Mr Trump. But the board did criticise facebook s decision to make his suspension indefinite ordering the site to revisit the ban within the next six months. So who is on this board . Well, it is made up of 20 former political leaders, journalists, and lawyers. And theirjob is to independently review content thats been removed; note the word removed. They do not rule on posts that might offend, that facebook leaves up on the site. The Oversight Structure was conceived by facebook executives its funded by facebook, the company deposited 130 Million in trust, to pay for it. Top democrats have welcomed todays decision. Donald trump, not so happy. He couldnt tweet because hes banned for life from that site but he did release this statement were joined from london by dex hunter torricke, head of communications for facebook s Oversight Board. And the ruling, you say facebook must re examine the arbitrary penalties imposed onjanuary the 7th. If the penalty was arbitrary, why did you uphold it . The board about the suspension why did you uphold it . The board about the suspension of why did you uphold it . The board about the suspension of Donald L why did you uphold it . The board about the suspension of Donald Trump onjanuary seven. We about the suspension of Donald Trump on january seven. We slowly posted on january seven. We slowly posted on january seven. We slowly posted onjanuary six and the content on january seven. We slowly posted on january six and the content that the president posted encouraged and legitimised violence that cost lives. However, leaving the suspension completely open ended, this indefinite suspension, that not acceptable. This is a penalty to facebook and printed in the rules and has no standards or criteria for being imposter lifted which grieves it entirely up to discretion. The board says that is not appropriate. The overarching problem here seems to be the Facebooks Rules just are very clear. To be the Facebooks Rules ust are ve clear. , to be the Facebooks Rules ust are very cem very clear. That is absolutely ri. Ht. Very clear. That is absolutely right. Facebook very clear. That is absolutely right. Facebook is very clear. That is absolutely right. Facebook is the very clear. That is absolutely right. Facebook is the user. Right. Facebook is the User Community of billions of users. It is important for the sake of fairness with the rules are clear and transparent in a everyone equally. Facebook cannot make the rules as it goes even if its well intentioned. Rules as it goes even if its wellintentioned. Rules as it goes even if its wellintentioned. Can you tell us about who wellintentioned. Can you tell us about who was wellintentioned. Can you tell us about who was sitting wellintentioned. Can you tell us about who was sitting on wellintentioned. Can you tell us about who was sitting on the wellintentioned. Can you tell us l about who was sitting on the board that took the decision and what evidence they considered . Absolutely. We do not reveal the identities of members were sitting on the panel that made the initial determination. The way the board works is theres a panel of five members that randomly are selected in includes a mix of Gender Representation in one person from the region implicated in the content and if they make a determination to make determination, all decisions are then signed off by consensus. They have a look at the evidence, information that is supplied by facebook in the referral in this Case And Information that we collect from outside experts and users. In this case, we asked the public comments, many submit comments which the board considers as a part of the case and also talks to a lot of experts on its own. Internally and externally. Did experts on its own. Internally and externally externally. Did they consider the latest postings externally. Did they consider the latest postings on externally. Did they consider the latest postings on his externally. Did they consider the latest postings on his blog externally. Did they consider the latest postings on his blog but. Externally. Did they consider the i latest postings on his blog but the election was stolen because you would be well aware that he continues to perpetuate the sly that the election was rigged. We continues to perpetuate the sly that the election was rigged. The election was rigged. We did not look at the postings the election was rigged. We did not look at the postings that the election was rigged. We did not look at the postings that had the election was rigged. We did not look at the postings that had taken | look at the postings that had taken place, but the board absolutely did look at the wider context of things that the president was posting between the election and january six. The board found that President Trump contributed to this environment in which violence was possible, that with the unfounded claims of the election are being spread and there was the speech that the president Made Onjanuary six in washington in the post those made in the context of full of this unrest. Why notjust of Pit Facebook to remove individual posts, why allow the platform to remove him entirely . It was appropriate and contained within the rules. Facebook has a responsibility to act on its own rules to apply it fair penalties based on those rules. It is not there to do the job of facebook, and there to do the job of facebook, and there to do the job of facebook, and there to scrutinise when facebook makes. They have to go back within six months, apply fair penalty based on the rules as they exist. You six months, apply fair penalty based on the rules as they exist. On the rules as they exist. You are makin on the rules as they exist. You are making this on the rules as they exist. You are making this decision on the rules as they exist. You are making this decision of on the rules as they exist. You are making this decision of our on the rules as they exist. You are making this decision of our Donald J making this decision of our Donald Trump, but while you were deliberating, were you also weighing the implications of your decision on other leaders Around The World who might still be posting controversial statements . Might still be posting controversial statements . ~ , ~. , statements . Absolutely. And going back to my point. Statements . Absolutely. And going back to my point, the statements . Absolutely. And going back to my point, the rules statements . Absolutely. And going back to my point, the rules need i statements . Absolutely. And going back to my point, the rules need toj back to my point, the rules need to apply to all users in the rules that facebook adopts and applies will affect potentially billions of people Around The World in many different contexts and there are many societies which are experiencing or source challenges with democracy and free speech. Facebook has a set of rules that also supports Freedom Of Expression and Human Rights and a lot of other places. Those are this decision was not just about the united places. Those are this decision was notjust about the united states, it was one of the united states, it was one with global repercussions. Executive board of the company will take into account what you said today and will make a decision with the few months but how much teeth does an Oversight Board do you really have an likeness in the introduction, you make decisions on posts or people that have been removed. There is plenty on the Facebook Site that im sure you as an Oversight Board would be unhappy with. Bows announced in the last few weeks its announced in the last few weeks its a major expansion of the Boards Mandate will be selecting cases shortly about content that is left up. I do want to emphasise the board never was conceived as a general solve for all facebooks problems. Facebook has a lot of issues a lot of challenges involved with online speech and the community these days. The Board Isjust one speech and the community these days. The board is just one small part of a broader constellation of solutions that we need. Thank i for facebooks Oversight Board. Thank you very much. So hows this decision going to impact Donald Trumps ability to communicate with his base . There is No Doubt the ban has crippled Mr Trumps ability to control the News Agenda like he did through the four years of his presidency. This graph shows Social Media stories about trump declined substantially since january when he was banned from Facebook And Twitter from 50 Million clicks to under 2 Million today. But for the wider pro Trump Movement theres actually little evidence his supporters are struggling to get their message out on facebook. In fact in the last Twenty Four hours 9 of the top 10 most shared pages on facebook in the us were all from Pro Trump accounts Nick Bryant is in new york. I noticed today, there were various politicians who were saying break it up, facebook. The likes Ofjim Jordan who has been one of the loudest critics. The uk has criticised frances threats to cut Power Supplies to the british Channel Island Ofjersey after a row over Post Brexit Fishing rights. And it had to apply to Jerseys Government for a Licence And Fish in these waters. And in the past few days, through the escalated over the conditions attached to those licenses and they dictate where french boats can fish in these waters and how often they can do that and what equipment they are able to use when fishing there. That started over the weekend we saw that make its way to the floor of the french national Parliament Yesterday when the maritime minister said that she believes these rules are unacceptable and communication was not there. And thats where the initial thread came from that Electricity Supplies could be Cut Off. Of the past a8 hours, we have seen a lot of concern here and jersey and many are worried that theyre going to switch the lights on and nothing happens. And of course talking about what has happened in the past hour or so, we heard from the prime Minister Boris Johnson who we understand has spoken to Jerseys Johnson who we understand has spoken tojersey s Chief Minister and external relations minister. They have at their discussions and prime Minister Borisjohnson has pledged his unwavering support to jersey and as a consequence, we are expecting that the two will be making their way to the Island Tomorrow and the slow due to the Prospect Dude that could be happening in the morning. That year the us population reached 190 million. The us was one of a handful of developed countries with a Fertility Rate above 2. 1 children per woman, which ensures that each generation has enough kids to replace itself. But the rate tumbled in the 1970s and again in the past decade. And new data shows it dropped to about 1. 6 last year, the lowest on record. A lot of Big Cumulonimbus Clouds around today bringing downpours, hailstorms, Thunder And Lightning as well. As the sun sets these storms tend to ease but there still will be one or two scattered around. And through the night across scotland we are expecting some wintry weather, some Snow Settling across the hills, perhaps even down to lower levels. Now, you can see where the weather is coming from on the Satellite Picture you can see that Drift Of Cloud from the north, and, in fact, the air s been coming in from the arctic for quite soMe Time. Thats why its so chilly. Temperatures should be averaging around 15 celsius in the uk. This time in may we are closer to eight to ten degrees and may be nudging up to around 12, 13 In London. So really nippy and its going to stay like it for the next two to three days. For the night you can see primarily clear skies across the uk. But here that wintry weather affecting the scottish hills. As i say, some of that winteriness may reach lower levels as well. There could be some iciness around early mornings across parts of scotland maybe even Northern England and Northern Ireland too. Onto Thursdays Weather Forecast then, early in the morning that could be some Cloud And Rain flirting with the South Coast of england. One or two showers dotted around elsewhere but the real showers on thursday will form across scotland and parts of Northern England. Again, Hail And Thunder possible. South of that so the midlands, wales, the south of england i think some sunshine around thursday really not a bad day but chilly. Heres fridays weather forecast, again, a few showers expected to develop across eastern and Northern Areas. I think in the west it will be much drier and brighter. So belfast, liverpool, and in for some sunshine on friday. A Big Change awaits us as we head into the weekend. A low pressure is going to swing by. Yes, that means rain but also this low pressure is going to bring a current of air coming out of the southwest. This is actually subtropical air. It is going to warm up across the uk. Were going to see that current of Cold Air Cut Off from the north. Now, the temperatures will be gradually rising as we go through the weekend, but we are expecting some rain as well because this low pressure will bring a weather fronts. So i think a soggy, mild ish day on saturday, and a little bit warmer for some on sunday. Bye bye. Youre watching Bbc News with me Katty Kay in washington, Christian Fraser is In London. The Defence Request comes after this photo emerged of one juror brandon mitchell, there on the right wearing a shirt with a picture of Martin Luther king, Jr Around which are the words get your knees off our necks. Hes also wearing a black Lives Matter hat. This photo was taken in august while he was attending a rally in washington. Joining us now to discuss is mary moriarty, former chief public defender of hennepin county, minnesota. Mary great to have you back on the programme, we saw a lot of you during the trial of course. Whats the relationship between this photo that has emerged online of one of thejurors and the that has emerged online of one of the jurors and the Defences Decision to ask for a retrial . The motion that decision to ask for a retrial . The motion that they decision to ask for a retrial . Tue motion that they filed decision to ask for a retrial . Tte motion that they filed for a new trial is very standard. When somebody is convicted at trial, usually the defence of files a motion for a new trial. This is not an appeal. Appeal happens after sentencing. This is simply asking thejudge who presided over the tried to give you a new trial. Part of the new Trial Motion was asking for a hearing to look Intojuror Misconduct but they didnt specifically say what the misconduct was. Now there has been a lot of conversation about the photograph you just talked about. On the juror questionnaire, everyjurorwas asked, have you participated in a protest here in minneapolis about Police Brutality . And then another question was, have you participated in any Protest Run Police Brutality . And mr mitchell, the juror in that Picture Answer to know. However in his interviews, he hasnt said that what he attended in august was a march in commemoration of Martin Luther kings I Have A Dream speech. In the questionnaire too he asked what his views were on black Lives Matter and he said very favourable. So i think it would be very hard for the defence to show that this juror was untruthful. That March In Washington was about as i said commemoration of doctor Martin Luther kings speech. It was about Voting Rights before the election. And the defence knew exactly who he was. They knew he was very favourable towards black Lives Matter. They had an opportunity to ask him questions, they could have used a preemptory challenge. So although the motion doesnt specifically mention that, that may be what they are asking for. They did ask for more time, their motion was really rushed because they had to get it in within 15 days but if they do get more time to thoroughly put in the motion what they want, i dont see what that juror said put in the motion what they want, i dont see what thatjuror said in the questionnaire that leads to a new trial. Mary another issue for the defence was that there was so much pretrial publicity that the trash had been moved and thejurors were compromised. Trash had been moved and the urors were compromised. I were compromised. Because they were compromised. Because they were from minnesota. Were compromised. Because they were from minnesota. But were compromised. Because they were from minnesota. But this i were compromised. Because they i were from minnesota. But this comes Down Tojudicial were from minnesota. But this comes down to judicial discretion. So when the Court Of Appeals is looking at all thejudges decisions, it is not whether he just thejudges decisions, it is not whether hejust got thejudges decisions, it is not whether he just got it right, it is do they completely disagree, can reasonable people disagree . So he has wide latitude. As to his decision not to move the Trial Someplace else, it would have had to have been in minnesota and as he set a number of times in denying the defence motion, there isjust no place in minnesota that you could move the trial where you would find people who hadnt seen the video, who did not know about the trial. There were some things that came up during the trial with the announcement of the settlement with the family that happened during Jury Selection but thejudge the family that happened during Jury Selection but the judge did what he could about that. In fact he called back seven jurors that they already had and he ended up excusing two of them because they had been exposed to that information. And so i think ultimately, the Court Of Appeals is going to say he did what they would expect of a judge to do to try to see whetherjurors were exposed to information and excuse them if there was any doubt. 50 information and excuse them if there was any doubt was any doubt. Right now thejudge through first is the sentencing. Right now the judge is considering whether there are what is called aggravating factors, many factors about this case that make it more serious because the state is asking for a sentence greater than whatever guidelines would allow. So we are waiting to hear from the judge whether he finds aggravating factors. If he does, then he has the discretion to give a greater sentence and im sure that the state is going to be asking for a much greater sentence. So thats the next step in process for us to hear whether he finds aggravating factors, he will give both parties an opportunity to write memos trying to convince him what the sentence should be and then we will all come back for sentencing and we will see what happens. Tqm. Back for sentencing and we will see what happens what happens. 0k, mary moriarty, Thank Ou what happens. 0k, mary moriarty, thank you very what happens. 0k, mary moriarty, thank you very much. Yesterday, we dedicated the top part of our show to the issue of vaccine patents, and the Pressure President biden has been under to lift them to allow greater access for developing countries. It seems someone has taken note, in the past Hour Weve heard that his administration has officially announced its support for a global waiver on Patent Protections for covid 19 vaccines. It is a victory for progressives who have been asking President Biden to do this within the administration but they are still kind of saying we realise the need for Intellectual Property as well. Certainly need to get more vaccines to developing countries thatis vaccines to developing countries that is for sure. And fast. How much do you think youre worth . So we tend to do the different roles that a company needs. So it is really important that you participate in the management of the company. So sometimes, new skills like that is really appreciated and then you have to gain the recognition of your peers. So it depends on that too. It is really important that your peers feel that you are growing and feel your value and try to expose that. You have to be good and seem to be good. I am writing all this down, jorge and making notes. Jorge has given us food for thought, we wish you the best in your endeavours and clearly it has an impact on morale, katty. Thank you. It does. Parents in england should put Swimming Lessons front and centre of their priorities as the country comes out of lockdown the message from the olympian, duncan goodhew. It comes after the sports governing body said the lack of lessons during the Covid Pandemic meant 2a0,000 children had missed out on learning how to swim 25 metres the length of most pools. Parents across england are now being asked to prioritise Swimming Lessons for children whove been unable to take to the pool, Asjoe Wilson reports. A busy afternoon in birmingham. After school, Swimming Lessons are back on. So, children learning, parents watching. A long time, you couldnt do it . Oh, yeah, oh, yeah. Especially derek, he loves swimming more than anything. Its about the Mental Health benefits of being with their peers and doing something that they love, and getting out and doing some exercise. Over the past year of lockdown restrictions, some Two Million children have missed out on swimming completely, the Governing Body Swim england estimate. Theres concern that, this summer, there might be 250,000 children in england who should have learned to swim but wont have managed to. Now, with Summer Holidays in particular often taking place near to water, the fear will move towards drowning. The drowning statistics will be out around may time for last year. We are expecting to see an increase in those, which, to me, is absolutely heartbreaking. And a lost generation Willjust Add to that as the years go on, so we cant afford a lost generation of children not being able to swim. Swim england believe 90 of pools are now operating again, most of them offering lessons. Theres so much to catch up on after lockdown. Their reminder is to learn to enjoy and to respect water. Joe wilson, Bbc News, birmingham. Coral reefs are home to around a quarter of all marine species. But threats like over fishing and rising Sea Temperatures are killing them. Now an initiative to restore badly damaged reefs is happening in indonesia as David Shukman reports. Its one of the most shocking sights in the underwater world when corals die, either because theyre damaged or because the sea becomes too hot for them and they turn into what looks like a graveyard. When you dive on a reef and its just quiet and its all monotone grey, its desolate, its so depressing. The solution, pioneered by professor smith, involves whole communities in indonesia. They take these metal frames, called Reef Stars, and fix them to the sea bed. Fragments of live corals are attached to them, and the result is a revival of a habitat that many depend on. You see fish come in, you dive on it one day and you see the small Fish Sort of finding a hole in the Reef Stars amongst the coral. Six months later, medium sized fish the whole ecosystem responds when you give it this chance of kick starting the system. The latest reef to be helped in this way is called hope. The word is spelt out in the new corals and the aim is to apply the same technique in other areas Around The World. Over the years, there have been dozens of attempts to try to bring reefs back to life, some more successful than others. And they have all been on a really small scale, as with this latest initiative, so there will be questions about it. It is funded by the Pet Food Company sheba, which uses a lot of fish in its products, so can this venture really make any kind of difference . Well, scientists ive spoken to are impressed by the way that reefs that were once dead are now being revived, and, because the task is so huge, they welcome funding from big name companies. For businesses involved, dependent on fish and marine resources, to actually invest in restoring the ocean, in recovering depleted reefs, is a good thing. Obviously in business, you always have that extra filter of scrutiny. And because most corals are threatened as global temperatures continue to rise, any attempt to save even small areas will need real determination. David shukman, Bbc News. Seeing those reefs coming back again. Moving to a new city is tough. You have to find a newjob make friends, settle in and thats on top of deciding somewhere to live. Hello. Well, wednesday brought some big shower clouds, some hail storms, Thunder And Lightning too. We had the perfect ingredients to spawn these storms. And here they are. A current of Cold Air coming all the way from the arctic and this time of the year, the arctic s still pretty cold. That Cold Air has been spreading across the uk. Now on top of that, were in may, strong May Sunshine Heating up the ground. Building storm clouds and they get higher and higher, some of them 20 or even 30,000 feet, and the result is big upcurrents inside these clouds, Thunder And Lightning and of course, hail. Now, the hailstorms are pretty localised and they tend to run in these sort of corridors as they align themselves with the wind. And to thursday, we are still expecting that cold current of air to persist across the uk. Showers will be building across scotland and some Northern Areas but i think in the south on thursday, covering wales, the midlands southwards, the weather is going to be just that little bit quieter. We are not going to see as many showers. On friday, its another day of showers. But once again, the showers are expected to brew across parts of scotland and Northern England, probably around the pennines and eastwards. So that means that Irish Sea coasts, the coasts of wales and certainly through the midlands and the south, the Weather Isnt looking too bad at all on friday. Now beyond that, the Weather Pattern is going to change. We are no longer going to have the cold current of air from the north. Were going to see a low pressure and that low pressure is going to push some subtropical air in our direction so we Cut Off that source of Cold Air. Now with that comes the weather front. There will be outbreaks of rain so you can already see that saturday is not looking pretty across the uk. At least the winds arent going to be awful i think were talking about a breezy Day But Nothing more than that. And you can see the temperatures are rising, 15 celsius In London, still single figures in the north. So that low pressure is going to hang around so inevitably the weather is going to be unsettled through the weekend. Heres a Cold Front. Behind it we will see some colder air coming in. But ahead of it, just in that south eastern portion of the uk and east anglia, temporarily with southerly winds we could see Temperatures Nudging up to 20 celsius, possibly more, well call it around 19 In London and norwich but here in the north and the west where the Cold Air is already digging in from the north, its turning a little bit cooler. And you can see that weather front, the Cold Front pushes across the uk into more central parts of europe during the course of monday and early in the week. So, wrapped around this area of low pressure, weve got the colder Air Feeding in and again this pattern here in the rain, this Blotchy Pattern is an indication that further showers are on the cards. But its not going to be particularly cold on monday. Were talking around the mid teens across the uk, thats because the air is not coming in from the north. Tuesday and into wednesday, the Jet Stream is expected to stay to the south of the uk when we see this pattern, we know that colder air will tend to drift in from the North And Spread across the uk. I know there are some yellows there, some relatively mild air. The really warm air is going to stay to the south of us and that is a hint that later next week, things are going to stay pretty cool across the uk. It looks as though overall, the chilly Spring Weather is set to continue into next week. That is it from me. Goodbye.
