And the danger with that is it could actually undermine Peoples Willingness to be vaccinated. It could begin to make them think the Vaccination Isnt done for them, for their health, as a matter of public health, but rather done, something done to them. And that problem is particularly acute in groups which historically have got a more troubled relationship with authority. If you look at the figures, for instance, although Vaccine Uptake is actually very good indeed and we should be very pleased with it, if you look at more deprived groups, well, they get vaccinated less, and as you go to younger people in those groups, the discrepancy rises. Thousands of children are currently separated from their parents as the result of the conflict in tigray, ethiopia thats the conclusion of a report by Save The Children, which also says many minors are living in unsafe and dire conditions in informal camps. Six months after the fighting started, the charity says almost 1,000 unaccompanied children and more than Four Thousand separated children have been recorded by the un. 0ur Africa Correspondent Correspondent Catherine Byar hanga explained the background to the crisis. Campaigners say that many Care Homes continue to flout government guidelines by imposing restrictions on the number of visits a Family Member can make to a loved one. They say the government has provided a clear Road Map out of lockdown for everyone in society, apart from residents in Care Homes. Were joined now byjenny morrison, Co Founder of the rights for residents campaign. Welcome, thank you very much for joining us. They have obviously been changes as the situation has evolved and the rules around visiting in many Care Homes have been relaxed, but you are concerned it is not and even a picture. Tell us a bit more about how you see the situation. Good morning and thanks for covering this really important issue, i really appreciate that this morning. As you have just pointed out, really appreciate that this morning. As you havejust pointed out, the government have recently produced some guidance that is supposedly instrumental in opening Care Homes up instrumental in opening Care Homes up very carefully and allowing a controlled number of visitors to start seeing that their Loved Ones inside Care Homes. That has been really welcome. But what we are finding is that there are a large number of Care Homes, and particularly the larger care groups who dominate the sector, who refuse point blank to follow some aspects of the Government Guidance. So what we have got at the moment is a postcode lottery, basically, where people like myself for example, i am designated as an essential caregiver in line with the Government Guidance and i can go into my Mums Room and ican and i can go into my Mums Room and i can spend three or four afternoons a week with her for a few hours at a time and my sister can also go in as a designated visitor and she can have an Hours Visit also in addition to that twice a week, which has just been great. I take all of the same. As the staff, i have a Pcr Test once a week, a rapid test every time i visit and go straight into Mums Room as i am not putting anyone else in the Care Home at risk so it is a very safe process. But we are hearing from our members in droves that Care Homes are imposing blanket visiting policies, sometimes as little as 20 minutes per Resident Forjust as little as 20 minutes per resident for just one as little as 20 minutes per Resident Forjust one Family Member once a month for example and so, you know, that cannot be fair. It is not an equal picture. We are saying that they should have the same visiting rights, It Should not depend on the whim of Care Home manager or a large Care Home group as to whether or not they will allow it. Currently, as you pointed out in the introduction, the Care Home at visiting guidance is only advisory and basically relatives who are being kept out by these very, very harsh restrictions have absolutely no recourse to challenge policies, so our Campaign And Petition is calling on the government to mandate the Care Home visiting guidance and ensure there are clear penalties for those Care Homes and care groups that refuse to follow it. And also we are asking for in our petition that in the case of future variance or lockdowns or if cases rise for example in the automat, we really want every resident to have the right of one Family Member, an essential caregiver that can visit in any situation. If cases rise for example in the autumn. We have seen in the pandemic 30,000 people have died from a covid in Care Homes, but over the pandemic, 130,000 residents have died in Care Homes. All of them are spending their last months, hours, weeks alone, isolated, and we really want to make sure that that never happens again. It is heartbreaking never happens again. It is heartbreaking what never happens again. It is heartbreaking what has happened with people in Care Homes being unable to see their Loved Ones for them and the Loved Ones and we will talk in a moment about that, because obviously you mentioned your mum and i know that really formed what you are campaigning now, because of what happened with you at the start of all of this, butjust in terms of why some Care Homes would not be relaxing their guidelines, i wonder why you think it is . One point that has been made by one person from the national association as they are having to deal with insurance policies that do not cover them if they catch. Is that what it boils down to, insurance, as far as you understand . To down to, insurance, as far as you understand . Down to, insurance, as far as you understand . ,. ,. , understand . To be honest, relatives are very frustrated understand . To be honest, relatives are very frustrated by understand . To be honest, relatives are very frustrated by this are very frustrated by this argument, because what seeing at the moment is even in some very small Care Homes with limited resources, they are managing to allow safe visits in line with the guidance and is extracted by the government. And It Seems to be the larger care groups who have huge resources and lets face it, they make huge profits as well and they seem to be the ones shouting loud is that they do not have the resources or are not insured to do this, so my question to them as how come some Care Homes and many Care Homes can facilitate these visits and are not complaining about insurance problems and then others are . Another point, to be perfectly honest, residents are at a loss to how someone can be sued if covid entered a Care Home and they were following all of the Infection Control procedures as outlined in the governments own guidance. With the governments own guidance. With the governments own guidance. With the government really put out guidance they felt was not safe for Care Home residents . Ifind these claims and excuses quite staggering, to be honest, because the government have been very slow to open up Care Homes and they have been very, very cautious and so they obviously are informed by the scientific evidence that it informed by the scientific Evidence Thatitis informed by the scientific evidence that it is safe to open Care Homes, provided it is managed in an acceptable way. So i feel like these claims are becoming quite sinister from those Care Homes that simply were not abide by the government guidelines. I heard from for example one of our members at the weekend who has not seen his motherfor 14 months, she is literally wasting away, she is now four and a half stone, that is how much weight she has lost because she is distraught about being kept away from her family and he is now being allowed just a 20 Minute Visit once a month and that is the only visIt She gets and that is the only visIt She gets and that is to someone who was suffering from dementia who has no conception of what is going on and i say to those companies, please, do the right thing, think about the health and well being, the Mental Health and well being, the Mental Health and well being, of your residence and please do as the government has instructed you to do, which currently they are not doing. We feel that the government have said that they would rather try to encourage Care Homes to open up, but they were told to open up on the 2nd Of December to some extent and here we are now in may and are still some of them are overly restricting visits, totally contrary to the governments advice. We have not, unfortunately, i thought we did, sorry about that, but do tell us a bit about your mum, how it wasnt how is now. Bit about your mum, how it wasnt how is now how is now. She was really happy and settled and the carers were wonderful, so there were noissues carers were wonderful, so there were no issues and between myself, my partner and my sisters, we used to go into the Care Home five or six days a week and spend full days with mama, sew our care continued. Even after she went into the Care Home. Her life was very full and Family Contact was still very much there and Family Support. Then in the first lockdown, obviously Care Homes had to lock down because it was a new thing and people did not know how to deal with it, so we did not have tests, ppe, we did not have all of the Infection Control procedures that we have got now. So we were kind of relieved that the Care Home locked down in the first instance, but the change in mum in those first three months, without that Family Support and that essential care that family give to a loved one, if they have a dementia for example or young person with a learning difficulty, wow, the deterioration was just rapid and really staggering. She literally stopped eating properly, she lost the power of speech, it was just absolutely horrendous, terrible experience we were left feeling, because we did not see her again until november properly in the Care Home and wejust until november properly in the Care Home and we just felt like we were grieving for somebody that was still alive and we were worried and anxious the whole time and our own Mental Health just suffered so much, as well as mums, so it is the whole family that suffers and what we are saying to the government is, and have acknowledged this in the guidance, is the care that is given by a loved one, essential Mental Health and well being support, you simply cannotjust be removed. You would not remove at the care that is given by a paid carer and the care that we give, not everyone going into a Care Home, but one Family Member, to keep that essential well being support going and to make sure those residents feel safe, it would definitely save the lives of so many because there are many excess deaths which people have put down to people dying of loneliness and isolation, because people need a reason to live, they need something to carry on for. Our care, we are notjust visitors, a visitor is somebody that pops into a Care Home maybe once every couple of months, they might see an Aunt Or Someone they might see an Aunt Or Someone they do not see very often and that is a visit, we are talking about people, a Family Member, that gives absolutely vital emotional and mental Health Support to someone and we want the government to adopt the Emergency Legislation that is being put forward by the joint parliamentary committee on human rights to enshrine one Family Member and essential visitor who can offer that care even in the midst of the pandemic, provided they follow all the Infection Control procedures in exactly the same way as the paid carers do. ,. , exactly the same way as the paid carers do. ,. , exactly the same way as the paid carersdo. ,. , carers do. The Food Availability on the island is highly fluctuating and insufficient, so it is justifying in supporting the need for the translocation of the giraffe to the mainland. I think part of what the government is trying to do is to say we can do this kind of thing now, safely, in a way, what is happening this week in london is a dry run for the big event which is the g7 Leaders Meeting in cornwall next month and then of course the Climate Summit In Glasgow in november. But i think there is a sense that it is high time officials got to see each other Face To face. Its an opportunity for all sorts of bilateral meetings, as well as the big discussions around the table. Dominic raab said what could have sounded like a statement of the obvious at any other time. I think part of what the americans are trying to do is to say we are back, reliable, the Old America you recognise, here to do business. Its no accident we have got australia, india, Korea And South africa here as well, as guests for this summit. Its part of the Governments Attempt to find new of partnerships for specific purposes Around The World, particularly with a bit of focus on the asia pacific region. Thats all going on as well. Part of britains reasserting itself in a different way, now that it has left that big european club. The international Trade Secretary, Liz Truss, has said shes open to relaxing the rules on immigration from india to the uk as part of a future free Trade Agreement between the two countries. Earlier, the government announced an interim package of Trade And Investment deals worth £1 billion, which it hopes will create 6,000 jobs. Not specific details on how it makes one Country Fall into one colour so we will hear soon. Its slightly frustrating to have the wait, but hopefully not too long. The point about wanting to know specific countries about what dictates countries going into lists is interesting. There were issues last summer when the picture started to change, quarantine was introduced after the summer and it ended up, the government was under pressure to put specifics on it and it came down to number of cases per 100,000 in the country and sometimes, looking back on those cases, It Seems like they were remarkably low for compared with where things end up. What would you like to see, in terms of specifics . I dont think its for us to say what the specifics will be, we just need the clarity on what they are to help the Travel Industry and also to help potential travellers plan ahead. Insofar as possible, as much notice as we can, while still keeping travel safe, if its looking like a country going from green to amber or the other way. Plans to allow Nonessential Travel To Europe are being discussed today at a meeting of Eu Tourism ministers. Proposals include allowing entry to those who have received both doses of a covid vaccine, with a clause to apply an emergency brake, giving member states the option to limit travel quickly in response to new variants or rising levels of infection. Its one week since the body of 53 year old Julia James was discovered in woodland. A Murder Investigation is under way, but police say they still dont have a motive and no arrests have been made. Scottish parliament elections are also going to be very big this year in terms of the potential for setting the political weather if you like afterwards. There is an expectation that there may end up being a pro Independence Majority in the scottish parliament. If that happens, that is likely to raise the prospect of another independence referendum. We know that the westminster government is strongly opposed to that, so that is likely to set a bit of the political weather if that were to happen. But as you mentioned, the other thing that is really picking up the Headlines Today is that westminster By Election to elect a new mp in hartlepool. The reason for this is that labour have held hartlepool for decades, since its creation in 1974. There has been a poll out this morning that suggests that conservatives could take that with a decent margin. That is just one poll, so always treat those with caution, but it plays into that wider discussion from the General Election last year when the conservatives won a lot of Labour Seats that had been labour held for many decades and that discussion about was that a temporary blip for labour, if you like, when they were lending their votes to the conservatives every brexit . This is being looked at as an indicator of whether there might be something more than that going on. Of course it is a particular test for Sir Keir Starmer. This will be the first set of elections that have been held since he became the leader of the Labour Party and as he was telling the bbc earlier, it has been quite a difficult year. The first is we lost very, very badly in December 2019 as a Labour Party. That was our worst Election Results since 1935 and i took overjust over a year ago and i knew i had a massive rebuild exercise ahead of me, a mountain to climb. We are climbing that mountain. The second thing is that we have been in a pandemic and in a pandemic, understandably, people tend to gravitate towards the government, that has happened across the world, you can see that happening. The Vaccine Roll Out has been very successful and thank you and tribute to all those on the front line. The third thing is, to go back to where we started, i have not been able to get out there. I have not addressed a room of people as Labour Leader since ive been leader of the Labour Party you would expect to be addressing a room of people. I have not shaken the hand of a single voter and during heavy lockdown restrictions, i was pretty well confined to home or to parliament. That is beyond frustrating if you want to get going in rebuilding a party from the devastating result in December 2019. So a lot of challenges there that you had Sir Keir Starmer outlining, but there is certainly pressure on labour to perform well in the local elections, across the board in these elections. For the rest of that year, i thought i was going to die every day. So every twinge i had, every day i got up and didnt feel myself, i thought, this is going to be my last day. It makes you appreciate the very simple things. The two things i did not have in hospital that i wanted was fresh Air And Someone to give me a cwtch. Despite these discussions having been ongoing for months, the french officials have now said that these conditions had not previously been discussed with them and so when these conditions were announced, i suppose, when they came into effect on friday, they felt some shock because they did not expect this to be part of the deal. As a consequence, french officials have gone to the Eu Commission to complain, we understand, but you mentioned also there was a meeting every weekend involving french fishermen. Some of them saying they should be some reprisal measures and It Should be that it is more difficult forjersey fishermen to land their catch in france, but some fishermen we understand are calling for things to go further, including for things to go further, including for there to potentially be a blockade of the island, as you mentioned, and also some are calling for the potential of electricity supplies being cut off. We have still not heard actually from a Jerseys Government in response to this latest row, so we are not entirely clear. I spoke last week to the Environment Minister Who Suggested there would be choppy waters ahead, despite the agreement of these licences and then coming into effect at the end of last week. A petition calling on the government to make Care Home visiting guidance mandatory is being delivered to Downing Street today. Campaigners say that many Care Homes continue to flout government guidelines by imposing restrictions on the number of visits a Family Member can make to a loved one. They say ministers have provided a clear Road Map out of lockdown for everyone in society, apart from for residents in Care Homes. The national Care Association has called on the government to step up and provide clarification. Jenny morrison, of the rights for residents campaign, told me of their concerns about how the current guidance is being implemented in some Care Homes. What we are finding is that there are a large number of Care Homes, and particularly the larger care groups who dominate the sector, who refuse point blank to follow some aspects of the Government Guidance. So what we have got at the moment is a postcode lottery, basically, where people like myself for example, i am designated as an essential caregiver in line with the Government Guidance and i can go into my Mums Room and i can spend three orfour afternoons a week with her for a few hours at a time and my sister can also go in as a designated visitor and she can have an Hours Visit also in addition to that twice a week, which has just been great. I take all of the same Infection Control precautions as the staff, i have a Pcr Test once a week, a rapid test every time i visit the Care Home and go straight into Mums Room as i am not putting anyone else in the Care Home at risk so it is a very safe process. But we are hearing from our members in droves that Care Homes are imposing blanket visiting policies, sometimes as little as 20 minutes per Resident Forjust one Family Member once a month for example and so, you know, that cannot be fair. It is not an equal picture. We are saying that they should have the same visiting rights, It Should not depend on the whim of a Care Home manager or a large Care Home group as to whether or not they will allow it. Currently, as you pointed out in the introduction, the Care Home visiting guidance is only advisory and basically relatives who are being kept out by these very, very harsh restrictions have absolutely no recourse to challenge policies, so our Campaign And Petition is calling on the government to mandate the Care Home visiting guidance and ensure there are clear penalties for those Care Homes and care groups that refuse to follow it. The Food Availability on the island is highly fluctuating and insufficient, so it is justifying in supporting the need for the translocation of the giraffe to the mainland. Now the team can see changes in Water Levels and Vegetation Cover in the region going back several decades. Its been just over a year since mick cullen, otherwise known as Speedo Mick, walked from Lands End toJohn 0groats injust a pair of swimming trunks, raising more than half A Million pounds for disadvantaged children along the way. For mick, navigating life in lockdown has proved his most challenging journey yet. Hes been speaking to Jayne Mccubbin about his struggles with his Mental Health, and the long road to recovery. I stopped connecting to people. I started throwing myself off whatsapp groups, my family, and disconnecting myself, just getting more and more isolated and more and more depressed. You will know Michael Cullen as Speedo Mick. You will know the pants, the smile, the laugh, but now, he wants to share his struggle. The last time i saw you in liverpool. Yes. Every car that went by beeped its horn, every person that passed by gave you a hug. Oh, it was fantastic, it was amazing. I couldnt. Honestly, i couldnt put it into words. In 2019, Michael Cullen started a 1000 Mile Journey from John 0groats to Lands End as Speedo Mick. Shes emptied her purse, thank you. I have emptied my purse the whole world and its dog was coming up to say, you know, well done, congratulations, and to donate. Cheering. It got me to the finish line. That was, that was my fuel. He finished his 78 dayjourney at the end of february last year, and then. Lockdown hit. Yes, and everybody was told to stay in. For someone who thrived on human contact, who had enjoyed the freedom of the open road, this was almost impossible to manage. And it got so bad that, um. It got so bad that i didnt want to be here any more, you know what i mean . I didnt want to be here any more. You want to be free from what youre going through because its that bad, its that dark. You start believing that, you know, you are better off not being here. I thought that i was going to figure this out myself, and this is the problem, you know, because you cant think your way out of Mental Health. Youve got to ask for help. And eventually, eventually, i spoke to my brother. Can i ask what you said to him . Ijust told him, im in trouble. The highest rate of suicide in england and wales is amongst middle aged men. Michael says he owes his life to his brother and that first plea for help. Ill tell you what you hear, you hear Family Members and friends who turn around and go, ive only seen him on tuesday, and he was, he was fine. Thats all you. Thats all you ever hear. He was fine. But he wasnt. He was laughing and he was smiling and he wasjoking but he wasnt fine, man. So if somebody says, actually, im feeling a little bit down . Yeah, man. Grasp it. Yes. Jump in with that chat, dont let it go. Yeah, absolutely. Youve got to hear that, when somebody asks for help, and, is there anything i can do . Dont let it go. Are you all right . Yeah, iam, iam, iam. I am all right, actually. You know what i mean . Im emotional, but im alive. 20 years ago, michael was addicted to drink and drugs and then he asked for help. His fundraising was a way to say thanks to those Who Saved him. So far, hes raised over £650,000 with the Speedo Mick foundation to help others. Today, he is in therapy. Hes just been assessed with adhd, and with help once again, hes fighting his way out of depression. 0pen water swimming, ive been doing it for many years and theres many benefits from it. It relieves stress, which is a massive one. Im getting a deeper understanding about how michael works, do you know what i mean . Never mind Speedo Mick. I have asked for help and im now in therapy, and im doing my meditation, and im doing positive stuff to keep myself. So i can do another walk. Cheering. So this man, in these pants, is about to start another adventure. He will walk through edinburgh, london, cardiff and belfast, notjust collecting donations this time, but giving them away, supporting other charities who have been hit hard by the pandemic. Things are looking up, they are really looking up. I wish i could give you a hug, but were not allowed.
