Mobile News/phone-number'>Phone Number has been available online for 15 years raising concerns about security and access. And, liverpool prepares to party without social distancing. Were at this afternoons nightclub event, which will test whether large crowds can gather without spreading covid. At least 44 people have died and have been injured, in a crush at a religious festival in the News/north-east'>North East of israel. The prime News/minister-benjamin-netanyahu'>Minister Benjamin Netanyahu has described it as one of the worst disasters in the countrys history. The israeli News/prime-minister'>Prime Minister, benjamin netanyahu, has described a fatal crush at a jewish religious festival as one of the countrys worst disasters. At least 44 people died, and more than 150 were injured at the event at News/mount-meron'>Mount Meron. Tens of thousands of orthodoxjews attended the lag bomerfestival, making it the largest event in the country since the News/coronavirus-pandemic'>Coronavirus Pandemic began. A warning that you may find some of the images in News/yolande-knell'>Yolande Knell s report distressing. A celebration about to turn into a tragedy. Men and boys were leaving the religious festival along this overcrowded passageway when some slipped on steps, causing the deadly crush. In their desperation, some tried ripping away the metal barricades. All of a sudden News/we-saw'>We Saw paramedics running by, News/mid-cpr'>Mid Cpr on some kids then one after the other started coming on ambulances. Then we understood something was going on here. Translation one person pushed another person, i so everybody was pushed right and left. And after 20 minutes, i think, people started suffocating. So they wanted to get out. But no one was able to get out. There were people under me who were not breathing any more. There were horrible screams of News/i-cant'>I Cant breathe. And gradually, some of the screaming stopped. Medics were already at the site, but struggled to reach the injured. They were shocked by what they encountered. Israels worst civilian disaster, with dozens suffocated or trampled on. It was very challenging, and even with my almost 30 years in this field, i have to say, it took me to flashbacks of 20 years ago when we were undergoing the terror waves here, buses that were blowing up at restaurants. Simply disastrous. Tens of thousands of News/ultra-orthodox-jews'>Ultra Orthodox Jews come annually for a night of prayer at the tomb of an ancient rabbi. This was the countrys biggest gathering since the pandemic. With many covid rules lifted, police had planned for crowds, so what went wrong . A grave looking News/prime-minister'>Prime Minister was quick to visit the site. He said the situation could have been even worse. Translation they are. Heartrending scenes here. People were squashed to death including children. Many of those who were killed have not been identified yet. I ask people not to spread rumours on News/social-media'>Social Media because it breaks the heart of families. Let the authorities do theirjob. An official investigation is being promised. Sunday will be a day of national mourning. And while there is anger among those still here, rabbis are calling for prayers for the dead and those still fighting for their lives. And News/yolande-knell'>Yolande Knell gave us an update from jerusalem. Well, people in israel are still reeling in shock about how this annual pilgrimage, which is known for being a joyful event, where people spend the night praying but also News/dancing-and-singing'>Dancing And Singing has turned into such a very dark day. Lag bomer could not take place in the normal way last year because of coronavirus restrictions and that made it more desirable for people to go this year. To give you a sense of the scale, some 650 buses had come from all around the country to take people from the ultra orthodox News/jewish-community'>Jewish Community to this remote site in the galilee. Now there is still a lot of confusion about who is among the dead and injured, and the News/emergency-services'>Emergency Services who are still working at the scene are reporting very sadly there are News/mobile-phones'>Mobile Phones that are constantly ringing, where many people left behind their possessions during this terrible crush. Were nowjust a few hours away from thejewish sabbath. Funerals are not expected to take place until after that. It is also very hard, of course, for many people who were there to get home. We are hearing that people in a local village have offered to open up their homes and also provide whatever support they can to those affected. Reporting for us there with the very latest from jerusalem on that crush which has killed so far 44 people. Some breaking Newsjust come in, the latest government figures considering the News/r-number'>R Number, the reproduction number, or the News/r-value'>R Value for england in relation to the News/coronavirus-pandemic'>Coronavirus Pandemic, it is currently between 0. 8 and 1. 1. Last week, the figure was between 0. 8 and one. So in an perceptible rise, but arise nonetheless. The News/r-number'>R Number represents the average number of people each News/covid-i9'>Covid I9 positive person could go on to infect, so when the figure is above one, an outbreak can grow exponentially. But when it is below one, it means the epidemic is shrinking. And an News/r-number'>R Number between 0. 8 and 1. 1, means on average every ten people infected will infect between eight and ii ten people infected will infect between eight and 11 other people. Those are the latest figures. The News/r-number'>R Number for england, just for england, not across the uk, is 0. 8, between 0. 8 and 1. 1. Ben hannam, the first british News/police-officer'>Police Officer to be convicted of belonging to a News/neo-nazi-terrorist'>Neo Nazi Terrorist group, has been jailed for four years and four months at the old bailey. Our home News/affairs-correspondent'>Affairs Correspondent News/daniel-sandford'>Daniel Sandford has been following the case. Yes, former News/pc-benjamin-hannam'>Pc Benjamin Hannam was convicted on the News/1st-of-april'>1st Of April of being a member of a banned News/neo-nazi-terrorist'>Neo Nazi Terrorist group and also of lying about that on his News/application-form'>Application Form and his News/vetting-form'>Vetting Form for the police. He was, at that time, released on News/bail-but-today'>Bail But Today he came back to court for sentencing. And his honour, judge leonard qc, has sentenced him to four years and four months in prison, a total of four years and four months in prison. Thats three years and four months for being a member of a banned News/terrorist-organisation'>Terrorist Organisation and also included in that is concurrent sentences for possession of documents that might be useful to a terrorist. And a consecutive sentence, sorry, a concurrent sentence of one year for the fraud, that is essentially lying on his police News/application-form'>Application Form, where he was asked to tick a box saying hed never been a member of the bnp or any other similar organisation. And hed ticked a similar box on his News/vetting-form'>Vetting Form. So, not only had he been involved with national action, which was originally banned for celebrating the News/murder-ofjo-cox'>Murder Ofjo Cox mp, but hed also then lied about it and successfully became a News/police-officer'>Police Officer and served as a News/police-officer'>Police Officer for almost two years before the metropolitan police realised that they had a News/neo-nazi'>Neo Nazi and a former member of a banned group in their own ranks. Daniel sanford reporting force. Police investigating the murder of a News/police-community-support'>Police Community Support officer in kent say they have identified no suspects, and its not clear what the motive was for the attack. The News/body-ofjulia'>Body Ofjulia james, who was 53, was discovered in woodland near dover on tuesday. Detectives say she died as a result of significant head injuries. Our correspondent News/helen-wilkinson'>Helen Wilkinson reports from snowdown. It is on the edge of these woods were News/julia-james-body'>Julia James Body was found just after four on tuesday afternoon. The 53 year old News/police-community-support'>Police Community Support officer was working from home that day. She had taken a break to walk her dog, she was not in uniform. Police say a number of people found her and that she died from significant head injuries. Today, close to where her body was found, intensive searches are continuing. Dozens of officers have been sweeping the area to try and find evidence. At this stage, the police dont have any suspects, nor can they find a clear motive. They are looking at every line of inquiry. Are you looking into whether the person who attacked News/julia-james'>Julia James may have been someone who she came across in her line of work . It is of course a possibility, but we are considering all options. We are remaining completely unblinkered, we are considering all possible motivations and all possible options, so we certainly have not established that at this stage. Police also sayNews/julia-james'>Julia James may have been attacked by a stranger. This small community has been deeply affected by her death. Shocked, very shocked and a bit frightened living here at my age. We never lock the doors, now we will be locking doors. As hundreds of officers continue to investigate the murder of one of their own, they also desperately want to hear from the public who may have seen anything suspicious in the area on monday and tuesday of this week. Helena wilkinson, News/bbc-News'>Bbc News, snowdown in kent. Its emerged that borisjohnson s personal mobile News/phone-number'>Phone Number has been available online for 15 years. It appears on a News/press-release'>Press Release from 2006, when the News/prime-minister'>Prime Minister was a junior member of the shadow cabinet. The News/labour-leader'>Labour Leader News/keir-starmer'>Keir Starmer says the News/pms-number'>Pms Number being in the News/public-domain'>Public Domain carries a security risk. the chancellor News/rishi-sunak'>Rishi Sunak says part of the News/prime-minister'>Prime Minister s appeal is that he incredibly approachable. the revelation comes amid heightened scrutiny of access to politicians. Our political correspondent News/iain-watson'>Iain Watson reports. They say it is good to talk. Butjust how many people have access to News/prime-minister'>Prime Minister s personal phone . It has emerged he has not changed his News/mobile-numberfor'>Mobile Numberfor 15 years and it was possible until recently to find that number on a website. That is politically embarrassing, but is it any more serious than that . A former national News/security-adviser'>Security Adviser seems to think so. I would think if you are a sophisticated state with cyber capabilities and you had the News/phone-number'>Phone Number of the News/prime-minister'>Prime Minister, that would give you a News/head-start'>Head Start in being able to access it and potentially listening to calls being made on it or texts sent from it. I think it is a risk that needn t happen and it can be closed off by changing the number. But ministers said the phone has been used responsibly. Lord ricketts said it should have been an elementary News/security-precaution'>Security Precaution to change that number when he went to number 10. The News/prime-minister'>Prime Minister of course, more than anyone else, is aware of his responsibilities and duties in the context of national security. I have complete and utter confidence that he and his team of advisers around him are aware of his responsibilities and i do not feel i can comment more. Amid concerns over lobbying, earlier this week, the most senior civil servant in whitehall was asked about the use of personal mobiles at the heart of government. The thing about changing teleNews/phone-number'>Phone Numbers on personal phones can be a bit of a red herring, if i am honest. Prime ministers. Other ministers, like parliamentarians, actually need to be in touch with a very large number of people. It now appears News/boris-johnson'>Boris Johnson s News/mobile-phone'>Mobile Phone has been switched off, though News/downing-street'>Downing Street won News/t-confirm'>T Confirm as yet whether the number will be changed. The call the opposition wants voters to make is about the News/prime-minister'>Prime Minister s judgment. It is a serious situation. It carries a security risk. A lot of people will be concerned notjust about who has the number, but who has been using it. Allies of the News/prime-minister'>Prime Minister says he likes to be approachable. And the communications he is focusing on now are with the voters. Iain watson, News/bbc-News'>Bbc News, westminster. Professor News/alan-woodward'>Alan Woodward is an expert on News/cyber-security'>Cyber Security at the News/university-of-surrey'>University Of Surrey and we can talk to him now. Thank you for being with us. I don t know if you heard that report there, he was quoting in their and interfere with News/victoria-atkins'>Victoria Atkins mp, minister for safeguarding, saying that she has confidence that the government and News/boris-johnson'>Boris Johnson that she has confidence that the News/government-and-borisjohnson'>Government And Borisjohnson know their responsibilities over personal phones. We heard the most senior civil servant in the country saying that the public need to be in touch with their leaders. That same quantity when it comes to the News/prime-minister'>Prime Minister s mobile number being out there in the News/public-domain'>Public Domain, and that confidence, do you think that it s a News/big-deal'>Big Deal . I confidence, do you think that its a News/bi-deal'>Bi Deal . , ,. , News/big-deal'>Big Deal . I dont this is a News/big-deal'>Big Deal News/big-deal'>Big Deal . I dont this is a News/big-deal'>Big Deal just News/big-deal'>Big Deal . I dont this is a News/big-deal'>Big Deal. Just having News/big-deal'>Big Deal . I dont this is a News/big-deal'>Big Deal. Just having the News/big-deal'>Big Deal . I dont this is a big| deal. Just having the number News/big-deal'>Big Deal . I dont this is a News/big-deal'>Big Deal. Just having the number there is a huge deal. If anything, it could potentially swapping with contacts, which makes it an unusable channel for contact him anyways. I think what it does show is that when you put something up on the internet, it stays there forever. And this was put up in 2016, so don t put something on the internet they don t want to be there in 30 years, because it will be. That is what has come back to bite him this time. I think talking about News/lord-rickett'>Lord Rickett, talking about people listening to calls and News/text-messages'>Text Messages, it is really not that simple by having their News/phone-number'>Phone Number. However, phones these days are not just phones, they do notjust News/send-text'>Send Text and voice, they smartphones. They are small computers in your hand, so the worry would be that by having the News/phone-number'>Phone Number, you instantly know how to send that person a text, then you could socially engineered and potentially inputting something on their phone unintentionally, which means their phone is bugged. And then you could potentially, that is where the risk lies. , potentially, that is where the risk lies. ,. , potentially, that is where the risk lies. ,. ,. , potentially, that is where the risk lies. ,. , lies. Sure, so the number of self there for any lies. Sure, so the number of self there for any civilian lies. Sure, so the number of self there for any civilian lies. Sure, so the number of self there for any civilian the lies. Sure, so the number of self i there for any civilian the number there for any civilian the number is out there for an ordinary person, as you indicated, it is probably not as you indicated, it is probably not a News/big-deal'>Big Deal. But if you are a member of an News/intelligence-agency'>Intelligence Agency for a hostile nation, there is stuff you are saying that could be done with access to that number . Yes. Are saying that could be done with access to that number . Are saying that could be done with access to that number . Yes, you can socially engineer access to that number . Yes, you can socially engineer News/people-access'>People Access to that number . Yes, you can socially engineer people all access to that number . Yes, you can socially engineer people all the socially engineer people all the time. I had it happen to me. I m sure a lot of your viewers will have had the text during lockdown saying there is a parcel waiting for you, just click on this link. And there s not a parcel, it s a way of trying to get you to install some malicious News/software-or-vision'>Software Or Vision of the site where your part was some money for the criminals. There a of those around. But one would hope that whoever is looking after his communications will give him a hard in handset, as it is called, when that is a lot less capable of being bugged or having any software installed in it. By having any software installed in it. By him unintentionally clicking on the link, for example. But the potential is there and i think News/lord-rickett'>Lord Rickett said this, it is correct, a risk that needn t be taken, but as a threat in itself, it is the beginning of a direct rather than a threat. ,. , beginning of a direct rather than a threat. i. , ,. , threat. Are you surprised that the News/prime-minister'>Prime Ministers threat. Are you surprised that the prime News/ministers-number'>Ministers Number threat. Are you surprised that the prime News/ministers-number'>Ministers Number is threat. Are you surprised that the prime News/ministers-number'>Ministers Number is out i threat. Are you surprised that the i prime News/ministers-number'>Ministers Number is out there News/prime-minister'>Prime Minister s number is out there was back very. The numbers out there . Was back very. The numbers out there . A ,. , was back very. The numbers out there . ,. , , there . Barry, i am very surprise. What i dont there . Barry, i am very surprise. What i dont understand there . Barry, i am very surprise. What i dont understand is there . Barry, i am very surprise. What i dont understand is this i there . Barry, i am very surprise. L what i dont understand is this was what i don t understand is this was done back in 2016, why he needed to put that number there anyway. I think what it shows is that people do not always think ahead, they do not think through the consequences of how long that information can last. So he probably put it down thinking for that one event people might want to contact me, but it s as it happens, it stays there. Five years later people can still find it. It years later people can still find it. ,. , years later people can still find it. ,. , it. It could be that the people around him. It. It could be that the people around him, he it. It could be that the people around him, he is it. It could be that the people around him, he is famously i around him, he is famously scatterbrained, we know that. And put it out there on an election leaflet, that is fine, it s out there, he is in the shadow cabinet, he is not serving in the government. Do you think it is surprising that he rises up the ranks, becomes News/prime-minister'>Prime Minister, foreign secretary, then News/prime-minister'>Prime Minister, then the numbers still out there . No one within the News/security-apparatus'>Security Apparatus or the people around him would think to check that. I around him would think to check that. , around him would think to check that. , , that. I am a bit surprised about that. I am a bit surprised about that. If that. I am a bit surprised about that if you that. I am a bit surprised about that. If you knew that. I am a bit surprised about that. If you knew the that. I am a bit surprised about that. If you knew the number. That. I am a bit surprised about| that. If you knew the number he that. I am a bit surprised about that. If you knew the number he was using, just google it and it will p0p up using, just google it and it will pop up. So some simple checks like that should have showed that it was out there. And he would then go and try get that at least taken down, but you do not know who else has a number. So to be quite honest, i do not know who has my number. I handed my News/business-card'>Business Card to people all the time. But in the truly published on the web is something where you would ve thought somebody would ve caught that slightly sooner. Eome caught that slightly sooner. Some are suggesting caught that slightly sooner. Some are suggesting that caught that slightly sooner. Some are suggesting that this caught that slightly sooner. Some are suggesting that this is caught that slightly sooner. Some are suggesting that this is akin i caught that slightly sooner. Some are suggesting that this is akin to the controversy that News/hilary-clinton'>Hilary Clinton had in the united states because she used an open e mail server. Is it similar to that or is it less serious comparative . A, similar to that or is it less serious comparative . A lot less serious. Frankly, serious comparative . A lot less serious. Frankly, nobody serious comparative . A lot less serious. Frankly, nobody in serious comparative . A lot less serious. Frankly, nobody in the| serious. Frankly, nobody in the right mind would use that e mail server. You just would not do it. This is more about the potential to be misused, not potential has gone on for a long time. I ve had the same mobile teleNews/phone-number'>Phone Number 415 20 years, long time. The longer you keep it, the more people have it, the more likely it is to be in the News/public-domain'>Public Domain. You might think perhaps there should be a process where someone obtains a very sensitive position, that the number changes and it is only given out to specific people. But that appears not to be the case here. We saw with News/donald-trump'>Donald Trump that his News/security-services'>Security Services were trying to get him to use hardened phones that cannot be attacked through some kind of social engineering attack, but he was somewhat resistant to that and he would occasionally pop back up on his own iphone, tweeting. So it is easy to go around, but it is not the wisest of things to do. It is easy to go around, but it is not the wisest of things to do. Wisest of things to do. It is a dilemma. Wisest of things to do. It is a dilemma, we wisest of things to do. It is a dilemma, we heard wisest of things to do. It is a | dilemma, we heard someone wisest of things to do. It is a i dilemma, we heard someone there backing the News/prime-minister'>Prime Minister, the head of the News/civil-service'>Civil Service, suggesting that as the leader, he wants to get his message out there, he wants to be accessible to the public. We note that as far as News/hilary-clinton'>Hilary Clinton was concerned, she actually went to powell, her predecessor as secretary of state. To say look, we have these channels that i have to go down to negotiate deals with foreign governments, but i need a back channels as well. So as a result, i need direct contact. It is a News/fine-line'>Fine Line that leaders feel they have to walk and tread in order to be seen to be accessible and be accessible to be accessible and be accessible to the public as well as hopefully not providing security risk. Not providing security risk. There is bein not providing security risk. There is being accessible not providing security risk. There is being accessible to not providing security risk. There is being accessible to the not providing security risk. Ii ii is being accessible to the public and there is, you don t necessarily have back channels to the public. Whereas i can understand with his News/cabinet-colleagues'>Cabinet Colleagues and other people in government and in opposition, he might want to have private conversations. My particular concern is that in the past, the government has been done on the record, decisions have been done and made on the record and the reasons behind them have been made. Look at what happens when there s a public inquiry. Even when it was done and News/text-messages'>Text Messages, they could be recovered. Now that is not so much the case when you have what s up, signal, you re never gonna get us back. You only get a partial picture in the future about why certain decisions were made and why they witness or direction. And that is a bit troubling because i think the key to a trustworthy government is a transparent government. Goad key to a trustworthy government is a transparent government. Key to a trustworthy government is a transparent government. Good to talk to ou, transparent government. Good to talk to you. Thank transparent government. Good to talk to you. Thank you transparent government. Good to talk to you, thank you for transparent government. Good to talk to you, thank you forjoining transparent government. Good to talk to you, thank you forjoining us. I analysis by News/bbc-News'>Bbc News suggests News/22-million'>22 Million people live in parts of the uk that have reported no covid deaths this month. Records from more than four in ten News/council-areas'>Council Areas show that since the start of april, there have been no deaths within 28 days of a positive test. It comes as the News/coronavirus-vaccination-programme'>Coronavirus Vaccination Programme in england is today extended to everyone over the age of a0. Our News/health-correspondent'>Health Correspondent Naomi Grimley reports. Getting back to normal is something we all want to do. And some areas of the country already seem in a good place. Take plymouth, for example. Home to more than a quarter of million people, it s not seen a covid death in the last 58 days. Oxford has not reported a covid death occurring in the last 60 days. In fact, as this map by the bbc s News/data-unit'>Data Unit shows, more than four out of ten News/uk-councils'>Uk Councils have not reported any covid deaths in the past month. It s a large drop compared with january, when the uk was at the peak of its second wave. Then only two councils in the uk reported no covid deaths. But experts are still urging caution. It s a really good sign and we are seeing several parts of the country where prevalence is really, really low. So i think it gives us confidence. We do need to of course be a little bit cautious, because with the News/road-map'>Road Map, we have had significant reopening of society on 12th april. There s another one coming up on 17th may. It s great News, but of course we do need to monitor those changes. So this is why it s really important that we have these five week intervals between these relaxations, just so we can monitor the impact on r, on Hospital Admissions, and on deaths and safely proceed to the next step in the News/road-map'>Road Map. As this graph shows, News/uk-coronavirus'>Uk Coronavirus deaths have fallen in every News/age-group'>Age Group, but it is most noticeable in the over 50s. Ministers, however, insist we must still follow the rules until the News/vaccination-programme'>Vaccination Programme has had time to reach more people. Naomi grimley, News/bbc-News'>Bbc News. Shops, gyms, pubs and restuarants in Northern Ireland reopened this morning. The country is the last of the uk s four nations to allow retail and outdoor hospitality to resume business, as our News/ireland-correspondent'>Ireland Correspondent News/chris-page'>Chris Page reports. It has felt like the longest of winters, but holidays are here again in Northern Ireland. Self contained tourist accommodation, like this News/caravan-site'>Caravan Site at cranfield in county down, can welcome back their guests from today and businesses have been working to make the moment count. A lot of those businesses we would work with have taken the opportunity to revamp, adapt, expand, enrich and deepen their tourism offering. It has not been a wasted season for those businesses and they are ready and waiting to get that out there to the general public. People working in parts of the News/tourism-industry'>Tourism Industry are delighted to be back up and running just in time for may bank News/holiday-weekend'>Holiday Weekend. A huge number of businesses in Northern Ireland are reopening after a closure of more than four months. This is probably the biggest day in the journey out of lockdown in this part of the uk. Most shops had been closed since christmas eve. Business was good this morning with retailers hoping to win back customers who have become more used to shopping online. It is time. We are all ready to attempt to return to normality and i think there is no experience that can beat being in a News/shopping-environment'>Shopping Environment with a world class team, that interaction, that expert advice. I think everyone is ready. The devolved government has a scheme to help the High Street. Every adult will be able to get a voucher later this year. That is about 1. 4 million people. They will be eligible to get £100 on a prepaid card. They will apply for that card online. This is a huge investment in the High Street in retail because retail has suffered enormously. The News/hospitality-sector'>Hospitality Sector has also had immense challenges. Pubs and restaurants have reopened for outdoor service. Indoor socialising will be allowed in the next phase of easing lockdown, currently set for the 24th of may. Ministers have indicated they could bring that date forward if all goes well with this stage. Chris page, News/bbc-News'>Bbc News. Leading Football Clubs and other Sports Bodies begin a 4 News/day-boycott'>Day Boycott of News/social-media'>Social Media this afternoon to highlight the issue of online racial abuse. It s hoped the protest will encourage News/social-media'>Social Media companies to do more to prevent harmful content from being posted, and punish those behind it. Nestor mcgregor reports. Taking the knee, slogans, banners, big campaigns, now football s latest attempt to stamp out racism is digital silence. Do i think it will make a difference . Probably not, but what it does do is it sends a warning to these companies to let these people know we are not going to take this abuse any more. Led by the News/premier-league'>Premier League, the efl and with support from the other major sports, a vow of silence on the platforms where the abuse takes place. If they still don t take action, i think you will see these clubs, players, staff, corporations, start to get together and think of more tough measures to finally cause action. For some the boycott doesn t go far enough or address why people behave like this in the first place. But, as seen recently, football does have the power to effect change, or prevent it. Even before the lockdown kicked in, we were seeing significant increases in reported incidents based on discrimination, so this isn tjust online. The fact we have not been in grounds or had grassroots football is hiding the fact that this is a problem in society. There is no room for racism. With the spotlight on News/social-media'>Social Media companies, facebook, which owns instagram, recently gave users more control over who can message them privately. This isn t about profit, this isn t about money, we have been working on some of these tools for a very long time, regardless of any calls for boycotts. How to handle being racially abused at work is a conversation andros had with his dad. The 29 year old hopes it is not a lesson he will have to pass down. Hopefully we will have eradicated the problem. I feel like it is all about education, like i ve said before, and hopefully if we educate the kids now than when they are in their 20s and 30s, we are not receiving the same News/racist-abuse'>Racist Abuse on a daily basis. So hopefully i won t have to have these tough conversations with my son when he s older. Nestor macgregor, News/bbc-News'>Bbc News. There s much more coming up. Now it s time for a look at the weather with louise. Good afternoon. We are closing out the month of april with some traditional News/april-showers'>April Showers around. So far they have been pretty hit and miss, but as we got to the afternoon, they are likely to become a little bit more widespread. And with just a light breeze coming from a cool northeast direction, some of them can be slow moving. Temperatures still subdued for this time of year, 8 13 , the overall high. Those showers should start to fade away through the evening, and overnight, once again, we will see some clearing skies. That is going to allow those temperatures to fall away into low single figures, cannot rule out a frosty start for the first Morning Of May. But it will be a sparkling one, once again, lots of sunshine from the word go, but as we go into the day, yes, we will have some showers developing. And some of these could be heavy with some hail, maybe the Odd Rumble of thunder as well. Top temperatures, again, still disappointing, 7 13 the high. So it s sunny spells and scattered showers for saturday and sunday, but look at News/bank-holiday'>Bank Holiday monday, some wet and windy weather will arrive. In an exclusive interview with the bbc, the head of News/barclays-bank'>Barclays Bank has said the uk is about to experience its biggest economic boom since the aftermath of the second world war. The prediction from chief executive News/jes-staley'>Jes Staley comes as Ba Rclays announced its profits for the first three months of this year were more than double those for the same period last year. Jes staley has been speaking to our News/business-editor'>Business Editor, simonjack. We think the economy will grow this year at the highest rate it s grown since 19118. That s a pretty spectaculaNews/r-number'>R Number. So that s helping the performance of the bank, clearly. Credit losses are much, much lower, revenues are much higher in certain businesses like the investment bank. But i d say overall we re coming out of this pandemic in a reasonably good place. And we have to recognise how the News/vaccination-programme'>Vaccination Programme has been so successful in the uk, so hopefully 2021 will start to be a pretty good year for all of us. We calculate that there is some £200 billion on deposits with banks that is excess of what consumers normally have, ie, that is pent up demand that will be spent once the economy begins to reopen. I think the second half of 2021 will be quite something. But if we do get the boom you re predicting, doesn t that mean inflation, higher Interest Rates, higher Borrowing Costs for individuals, for companies and for governments . The question that you ve asked, could Interest Rates be spiking . I don t think that s in the short term. Perhaps four or five years out from now we could be facing that and that will require other Policy Shifts in the government and the Bank Of England and by the private sector, as well. But for the next couple of years, we re in pretty good shape on those fronts. Some would say we have got companies saddled with debts, they have got rent arrears, we have got 5 Million people still on furlough, so we still don t know how that s going to pan out. In The End it is clear the government has demonstrated around the News/furlough-programme'>Furlough Programme that they are going to maintain that support for employment until economic growth recovers in such a way that it s not needed. Ie, there is not a cliff and then we have to build up from that. That is a very powerful statement from the government to basically be projecting. But there will be challenges, there are challenges, but, you know, there is so much pent up demand and there is money available to exercise that demand. I think the economy will do pretty well. There will be a price to pay, years down the road and we will see how we deal with it. For the medium term, though, i think we are in a good position. Jes staley has been speaking to our News/business-editor'>Business Editor simonjack. We think the economy will grow this year at the highest rate it s grown since 19a8. That s a pretty spectaculaNews/r-number'>R Number. So that is helping the performance of the bank clearly. Credit losses are much lower, revenues are much higher and in certain businesses like the investment bank. But i d say overall we are coming out of this pandemic reasonably placed and we have to recognise how the News/vaccination-programme'>Vaccination Programme has been so successful in the uk, so hopefully 2021 will start to be a pretty good year for all of us. We calculate that there is some £200 billion on deposits with banks that is excess of what consumers normally have, that is pent up demand that will be spent once the economy begins to reopen. I think the second half of 2021 will be quite something. But if we do get the boom you are predicting, doesn t that mean inflation, higher Interest Rates, higher Borrowing Costs for individuals, for companies and for government . The question that you ask, could Interest Rates be spiking . I don t think that is in the short term. Perhaps four or five years out from now we could be facing that and that will require other Policy Shifts in the government and the Bank Of England and by the private sector as well. But for the next couple of years, we are in pretty good shape on those fronts. Some would say we have got companies saddled with debts, they have got rent arrears, we have got 5 Million people still on furlough, so we don t know how that s going to pan out. It is clear the government has demonstrated around the News/furlough-programme'>Furlough Programme that they are going to maintain that support for employment until economic growth recovers in such a way that it s not needed. There is not a cliff and then we have to build up from that. That is a very powerful statement from the government to basically be projecting. But there will be challenges, there are challenges, but there is so much pent up demand and there is money available to exercise that demand. I think the economy will do pretty well. There will be a price to pay years down the road and we will see how we deal with it. For the medium term, i think we are in a good position. The Goverfn The Scientific Advisory Group For Emergencies sage, which advises the government, they have cautioned that coronavirus jabs may fail to prevent Hospital Admissions amongst a very small number of people, particularly those who are frail and elderly. The findings are based on data from more than 52,000 patients who were admitted to hospital between december when the uk began its News/mass-vaccination-roll'>Mass Vaccination Roll out and the beginning of april. Calum semple, is a professor in News/child-health'>Child Health and News/outbreak-medicine'>Outbreak Medicine at the university of liverpool. He co led the study. Ninky for being with us. Does thank you for being with us. Does the study showed the findings . Brute the study showed the findings . Know from the clinical trials that the vaccine has grown Up To 90 effective, so we expecting that some people, particularly frail elderly, might come to hospital. What is good News here is that we re seeing clear evidence that these people are mostly coming shortly after vaccination, before the immunity has developed, but we are still saying a small number after three weeks. And while that is disappointing for them, i m sure they re surprising thinking why this is happened, i ve done everything, i have been vaccinated, does show that we have to treat the frail elderly with some degree of caution, they won t completely be protected. News/find-degree'>find Degree of caution, they wont completely be protected. And in that ve small completely be protected. And in that very small cohort, completely be protected. And in that very small cohort, as completely be protected. And in that very small cohort, as it completely be protected. And in that very small cohort, as it were, completely be protected. And in that very small cohort, as it were, is i very small cohort, as it were, is the degree of severity of the effects of the virus, is that higher or lower . It effects of the virus, is that higher or lower . ,. ,. ,. , or lower . It is hard to be certain at the moment or lower . It is hard to be certain at the moment because or lower . It is hard to be certain at the moment because this i or lower . It is hard to be certain | at the moment because this data or lower . It is hard to be certain i at the moment because this data is a small number of people, but it does seem that if someone fails vaccination at this stage, then they can have that severe outcome. The levels of debt that was on the small group were comparable to unvaccinated the levels of death were comparable to unvaccinated. If you are sick enough to come in a hospital with covid, then you can have a rough time and some people will sadly died. This is a very small number, our study, we are talking about 500 people out of close to 52,000 people who are admitted to hospital over this period. And so it is still a very new story, and it is important at the disaster the evidence that it takes three weeks for the older people to develop immunity. So do not assume just because you have the vaccine today, you can knock the pants off it, asjbt would say, tomorrow, you do have to get the vaccine time to work. And tomorrow, you do have to get the vaccine time to work. Tomorrow, you do have to get the vaccine time to work. And the fact that it is, as vaccine time to work. And the fact that it is, as they vaccine time to work. And the fact that it is, as they say, vaccine time to work. And the fact that it is, as they say, we vaccine time to work. And the fact that it is, as they say, we need i vaccine time to work. And the fact that it is, as they say, we need to| that it is, as they say, we need to be reassuring to the public about this because it is a small situation in terms of the numbers of people who were affected in this way, the overall effect of the News/vaccination-programme'>Vaccination Programme, certainly because it is 90 effective, that is giving the kind of Herd Immunity that we need is a nation in order to move on. That is right, and we can see it having an effect on the overall shape of the pandemic, we could see it having an effect on the proportions of people in each News/age-group'>Age Group being admitted to hospital. So there s really good News/evidence-vaccine'>Evidence Vaccine is having a positive benefit here. Liverpool really hasn t been at the forefront of adopting innovative ways of managing the pandemic, both with the way that we handle data throughout the city, we are good at sharing data, and also at adopting the lateral News/flow-testing'>Flow Testing within our society. I think that, i don t want to prejudice the results, because i do not know what the results are going to be, we re going to be looking carefully to see how acceptable it is to the organisers, how acceptable it is to the people that attend these events, and then be following Up To see if we can spot any evidence of infections being caused by this. I don t agree should be concerned, this is why we have the large gaps between each step of the next change in the pathway is to give us time to see what the effects are and if we are having an adverse effect with c prizes and cases, particularly cases coming to hospital. So we have to watch these figures carefully, but also look at the emissions of hospital, and as far as i m aware, we are not seeing it reflected in increasing cases in hospitals yet. But that is why we watch, and that is why the study on the vaccine that i ve described, we do notjust give people vaccines and walk away, the scientists are looking carefully at the data to try to keep society safe. Of april with some traditional so far they have been pretty hit and miss, but as we go throguh the afternoon, they are likely to become a little bit more widespread. And with just a light breeze coming from a cool northeast direction, some of them can be slow moving. Temperatures still subdued for this time of year, 8 13c, the overall high. Its it s good to see you, jamal, thank you for being with us on News/bbc-News'>Bbc News. How much concern should we all have about the fact that the News/prime-minister'>Prime Minister s personal mobile number has been out there for so long . Thank you for having me, clive. The fact that the News/prime-minister'>Prime Minister s News/phone-number'>Phone Number has been publicly available for 15 years now is absolutely ridiculous and raises alarm bells across all security levels. If you think back to last year, whenjeff bezos had his phone hacked and he did an urgent investigation into that. The reason he had his News/phone-hackedis'>Phone Hackedis that. The reason he had his phone hacked is because somebody in his contact sent him a message, he clicked on that link and all of his private messages about his divorce and other sensitive material was available to everyone. This News/prime-minister'>Prime Minister has had his News/phone-number'>Phone Number out there for 50 years. Nobody is infallible. So many people i come across who are ceos intelligent people, who are victims of round somewhere attacks. In most situations, they end up paying. Cash against ransomware attack. Someone who has been in a position of power for 15 years, there would be states who are keen and interested in the kinds of communications that our News/prime-minister'>Prime Minister is having. We know from recent reports that the News/prime-minister'>Prime Minister is very open about having News/text-messages'>Text Messages and whatsapp conversations with other people which could lead to security problems as well as national embarrassment. Or is that kind of defence. Warranted . I think its a ridiculous thing to say think it s a ridiculous thing to say that the News/prime-minister'>Prime Minister, the most powerful person in this country, doesn t need additional security for the conversations which might be privileged, there might be sensitive information and there might be information and there might be information in there that could significantly have impacts across industry. To say that we shouldn News/t-worry'>T Worry about the security of the communications of our News/prime-minister'>Prime Minister just because he wants to be an approachable person is absolutely ridiculous. We banned huawei from our networks for going forward for less than this. The fact that the News/prime-minister'>Prime Minister s News/phone-number'>Phone Number has been out there for 15 years, it could be exposed, it could be cloned, and it is most likely that it is being monitored for a number of years by some malicious states, it raises alarm bells across all security standards. The News/prime-minister'>Prime Minister is likely to have connections with very important powerful people and influential people and they could be duped into thinking they are speaking to the News/prime-minister'>Prime Minister because his number has been out there. Those people could fall for scams. One thing i know from my experience, most ceos of the most powerful people, most politicians, when they are a victim of ransomware, they keep it quiet and end up paying the ransom. He was, at that time, released on bail, but today he came back to court for sentencing. Analysis by News/bbc-News'>Bbc News suggests News/22-million'>22 Million people live in parts of the uk that have reported no covid deaths this month. Records from more than four in ten News/council-areas'>Council Areas show that since the start of april, there have been no deaths within 28 days of a positive test. It comes as the News/coronavirus-vaccination-programme'>Coronavirus Vaccination Programme in england is today extended to everyone over the age of 40. Our News/health-correspondent'>Health Correspondent Naomi Grimley reports. Getting back to normal is something we all want to do. And some areas of the country already seem in a good place. Take plymouth, for example. Home to more than a quarter of million people, its not seen a covid death in the last 58 days. Oxford has not reported a covid death occurring in the last 60 days. In fact, as this map by the bbc s News/data-unit'>Data Unit shows, more than four out of ten News/uk-councils'>Uk Councils have not reported any covid deaths in the past month. Its a large drop compared with january, when the uk was at the peak of its second wave. Then only two councils in the uk reported no covid deaths. But experts are still urging caution. Its a really good sign and we are seeing several parts of the country where prevalence is really, really low. So i think it gives us confidence. We do need to of course be a little bit cautious, because with the News/road-map'>Road Map, we have had significant reopening of society on 12th april. Theres another one coming up on 17th may. Its great News, but of course we do need to monitor those changes. So this is why its really important that we have these five week intervals between these relaxations, just so we can monitor the impact on r, on Hospital Admissions, and on deaths and safely proceed to the next step in the News/road-map'>Road Map. The uks News/vaccination-roll'>Vaccination Roll out has been acknowledged as a success, but today, the News/governments-sage'>Governments Sage advisory group on emergencies says coronavirus jabs may fail to prevent Hospital Admissions in a small number of people, particularly those who are frail and elderly. The findings are based on data from more than 52,000 patients who were admitted to hospital between december, when the uk began mass vaccinations, and the beginning of april. Earlier one of the co leads of that study, professor calum semple, said the results showed some people do still need to be cautious about their risk of becoming seriously ill with covid but that the vaccine is having a positive impact for most. We were expecting that some people, particularly frail and elderly, might come to hospital. What is good News here is that were seeing clear evidence that these people are mostly coming shortly after vaccination, before the immunity has developed, but we are still seeing a small number after three weeks. And while that is disappointing for them, im sure theyre surprised, thinking why did this happened, ive done everything right, i have been vaccinated, it does show that we have to treat the frail and elderly with some degree of caution, they wont all be protected. And in that very small cohort, as it were, is the degree of severity of the effects of the virus, is that higher or lower . It is hard to be certain at the moment because this data is a small number of people, but it does seem that if someone fails vaccination at this stage, then they can have severe outcome. The levels of death that News/we-saw'>We Saw in the small group were comparable to unvaccinated groups. Sadly, yes, if you are sick enough to come in to hospital with covid, then you can have a rough time and some people will sadly died. And some people will sadly die. This is a very small number, our study, we are talking about 500 people out of close to 52,000 people that were admitted to hospital over this period. And so it is still a very good News story, and it is important to realise this adds to the evidence that it takes really three weeks for the older people to develop immunity. So do not assume just because you have the vaccine today, you can knock the pants off it, as jvt would say, tomorrow, you do have to give the vaccine time to work. And the fact that it is, as you say, we need to be reassuring to the public about this, because it is a small situation in terms of the numbers of people who were affected in this way, the overall effect of the News/vaccination-programme'>Vaccination Programme, certainly because it is 90 effective, that is giving the kind of Herd Immunity that we need as a nation in order to move on. That is right, and we can see it having an effect on the overall shape of the pandemic, we can see it having an effect on the proportions of people in each News/age-group'>Age Group being admitted to hospital. So theres really good evidence that the vaccine is having a positive benefit here. The professor from the university of liverpool. A party in a warehouse in liverpool is under way, as part of an experiment assessing the possible reopening of News/mass-gathering'>Mass Gathering events during covid. Its hoped the protest will encourage News/social-media'>Social Media companies to do more to prevent harmful content from being posted, and punish those behind it. And just before it began, the duke of cambridge, who is president of the News/football-association'>Football Association, said he would be joining the boycott. Nestor mcgregor reports. Taking the knee, slogans, banners, big campaigns, now footballs latest attempt to stamp out racism is digital silence. If they still dont take action, i think you will see these clubs, players, staff, corporations, start to get together and think of more tough measures to finally cause action. For some the boycott doesnt go far enough or address why people behave like this in the first place. But, as seen recently, football does have the power to effect change, or prevent it. Even before the lockdown kicked in, we were seeing significant increases in reported incidents based on discrimination, so this isntjust online. The fact we have not been in grounds or had grassroots football is hiding the fact that this is a problem in society. There is no room for racism. With the spotlight on News/social-media'>Social Media companies, facebook, which owns instagram, recently gave users more control over who can message them privately. This isnt about profit, this isnt about money, we have been working on some of these tools for a very long time, regardless of any calls for boycotts. How to handle being racially abused at work is a conversation andros had with his dad. The 29 year old hopes it is not a lesson he will have to pass down. Hopefully we will have eradicated the problem. I feel like it is all about education, like ive said before, and hopefully if we educate the kids now, then when they are in their 20s and 30s, we are not receiving the same News/racist-abuse'>Racist Abuse on a daily basis. So hopefully i wont have to have these tough conversations with my son when hes older. Nestor macgregor, News/bbc-News'>Bbc News. But as of right now, when i did it, i did not suffer. Ijust had enough of what was happening on this platform, whether it happened in sports or in life, as you mentioned just before. Ijust said to myself, maybe that is going to create the wave if i come out and people are going to ask about it and want to know about it. And the strength of the pack, i always thought and still think, that is something powerful that you can see. And maybe we can ask those platforms and News/social-media'>Social Media why are they not doing way more to stop what is happening on their platform and do way more to find out who are behind those accounts. Now its time for a look at the weather with louise lear. Good afternoon. We are closing out the month of april with some traditional News/april-showers'>April Showers around. So far they have been pretty hit and miss, but as we go throguh the afternoon, they are likely to become a little bit more widespread. And with just a light breeze coming from a cool northeast direction, some of them can be slow moving. Temperatures still subdued for this time of year, 8 i3c, the overall high. Top temperatures, again, still disappointing, 7 i3c the high. Certainly, you dont have to read between the lines too much to note that shes pretty unhappy, at the very least, about the way she has been treated by her party. There is some thinking that, essentially, News/mrs-foster'>Mrs Foster was ousted because she was leading the dup in too much of a centrist direction. That there were some in the party at least who felt that the party needed to adopt a more conservative stance on social issues, lgbt rights, for instance, and also that she hadnt opposed the part of brexit known as the northern News/ireland-protocol'>Ireland Protocol strongly enough. For example, back injanuary, after the protocol came in, thats the arrangement by which Northern Ireland effectively stays in the eu single market for goods, News/mrs-foster'>Mrs Foster started talking about potential opportunities for Northern Ireland, given it had unique access to the british market and the european market. That was her implication. However, after that, she did harden her stance and spoke more about opposing the protocol altogether. So, those are the issues in the background. Those are the issues, certainly, that lead people in the dUp To move against News/mrs-foster'>Mrs Foster. You can imagine that its very, very possible, she believes, that the people who have been mostly behind the successful attempt to oust her have different ideas as to the sort of party the dup should be than she has. Jes staley has been speaking to our News/business-editor'>Business Editor simonjack. We think the economy will grow this year at the highest rate its grown since 1948. Thats a pretty spectaculaNews/r-number'>R Number. So thats helping the performance of the bank, clearly. Credit losses are much, much lower, revenues are much higher in certain businesses like the investment bank. But id say overall were coming out of this pandemic in a reasonably good place. I think the second half of 2021 will be quite something, actually. But if we do get the boom youre predicting, doesnt that mean inflation, higher Interest Rates, higher Borrowing Costs for individuals, for companies and for governments . The question that youve asked, could Interest Rates be spiking . I dont think thats in the short term. Perhaps four or five years out from now we could be facing that and that will require other Policy Shifts in the government and the Bank Of England and by the private sector, as well. But for the next couple of years, were in pretty good shape on those fronts. Some would say we have got companies saddled with debts, they have got rent arrears, we have got 5 Million people still on furlough, so we still dont know how thats going to pan out. In The End it is clear the government has demonstrated around the News/furlough-programme'>Furlough Programme that they are going to maintain that support for employment until economic growth recovers in such a way that its not needed. A global coalition of more than 60 leaders from Technology Companies and News/law-enforcement'>Law Enforcement is calling for aggressive and urgent action against ransomware, which is a malicious software that infects a victims computer. The attacker then sends a message saying a ransom needs to be paid to unblock it. Gangs are routinely targeting schools, local government and hospitals. Our Cyber Reporterjoe Tidy has been speaking with two victims of recent attacks. We are a normal swiss News/office-supply-company'>Office Supply Company why the hell are you hacking us . everything was gone, theres no communication anymore. We could really watch live the pictures being encrypted one after the other. Losing your pictures, you dont run an online store, you dont run anything anymore. Warehouses and delivery processes plunged into chaos, and this was the message that appeared on screens, the hackers ransom, half A Million Dollars in bitcoin. They do not cooperate, they want your money, or they want you dead. Martin didnt pay, but recovering the News/business-cost'>Business Cost more than half A Million Dollars, and many months. During the pandemic, Ransomware Gangs have become bolder and crueller. Theyre now routinely Attacking Notjust private companies but schools, local governments, Police Forces and even hospitals. And now a coalition of more than 60 organisations including microsoft, amazon, the fbi and the uks national crime agency, have formed a News/ransomware-task-force'>Ransomware Task Force calling on governments to take urgent, aggressive action against these criminal gangs. Their citizens, our citizens, are being impacted every day by this issue. And not only that, but really distressingly, i think, and its not talked about enough, the funds that come in from ransom, they fund other organised criminal activities. So, youre talking about things like human trafficking. One of the things the News/task-force'>Task Force wants to do is make News/reporting-ra-nsomwa'>Reporting Ra Nsomwa re attacks compulsory, especially if victims pay the hackers. A lack of transparency means we only know about a fraction of the true cost of ransomware. One estimate for 2020 puts the real figure of ransoms paid, plus News/business-disruption'>Business Disruption, at potentially 170 billion, or £122 billion. And increasingly, this is public money. Hackney council in East London is still recovering after a devastating attack in october that is likely to cost more than £10 million to overcome. That october, we were seven months into a pandemic, where people are suffering enormous hardship, and to sit there and imagine that anyone could think it was ok to cause such damage to those services at a time like that is just hard to comprehend, i think. Even now, many vital services are still disrupted. Investigators here are still trying to work out who attacked the council and why. But even if they can find the cyber criminals, the chances are, theyll never be brought to justice. The News/ransomware-task-force'>Ransomware Task Force report and recommendations is being delivered to the us president. It comes a week after the us News/department-ofjustice'>Department Ofjustice reportedly set up an internal team focused on combating ransomware. Some Ransomware Gangs like Evil Corp Live Millionaire Lifestyles in russia, safe from international prosecution. They say the rise in both News/dog-ownership'>Dog Ownership and rambling during the pandemic has led to more attacks on flocks. Fiona News/lamdin-report'>Lamdin Report from dartmoor and just a warning there are some images you may find distressing at the start of this film. Easter sunday morning, get here today, some people out last night for a nice News/bank-holiday'>Bank Holiday walk with their dog, dog disappeared forfive minutes, yeah. Only hit one sheep. Neil cole lost 30 lambs and eight ewes after a dog chased some of his flock earlier this month. And to see, yeah, ewes dead, lying in the field in distress, is. How do you explain that . Yeah, i can only say, your heart sinks. Why do you let your dogs off a field full of sheep . And hes not alone. In dartmoor, there have been 52 attacks on livestock reported so far this year. Im getting calls almost daily about Dog Attacks. The injuries that sheep suffer through dogs are absolutely horrendous. In the hot weather, they can end up getting Maggots Onjust a small little bite mark, or the stress alone from chasing them can mean that they abort their lambs. Its a real problem. Going to go short, back in, praise when back. There has been an 11 increase in News/pet-ownership'>Pet Ownership since lockdown, with many more of us now getting dogs. Come, mouse, come, mouse, come my News/whippet-mouse'>Whippet Mouse and i were invited along. Good boy all the distractions and smells of being outside within the confines of safe, strict schooling. People have had the lockdown puppies, and theyre now, you know, showing signs of either Anti Social Behaviour or potentially chasing livestock. My advice is not to let your dogs out to chase anything, whether thats squirrels, you know, rabbits, pheasants, because ultimately if your dog is going to start to chase a squirrel, you know, then theyre going to chase deer, livestock, and anything, really. Sit, sit. Leave it. We used to call her betsy bonkers, ok, so this is why we had to do a couple of courses. Shes a cockapoo, theyre very bright, they need stimulation, and its an ongoing feast with this one. If im not continually i reinforcing her training, were going to have problems. I think anybody who doesnt try and train their dog properly is a fool. And an anti social fool. The national News/sheep-association'>Sheep Association say two thirds of farmers they surveyed have seen an increase in Dog Attacks since lockdown. I would like to see the law and the guidance around the need for dogs to be on a lead changed. I think it should become an absolute requirement for dogs to be on a lead in the vicinity of livestock, full stop. That would stop them attacking sheep. Sheep worrying is not only costing Farmers Thousands of pounds, but more than half say its affected their mental health. Our correspondent, lewis goodall, has been taking a look at whats happening and where. There is a News/bumper-crop'>Bumper Crop of elections coming up on May The 6th in england, scotland and wales. In fact, they are the biggest set of elections, the biggest test, democratic test, for the three major parties this side of the next general election. So, lets have a look at some of the contests that are taking place across the country. Well, for a start, weve got 143 different News/english-councils'>English Councils up for election, 5,000 seats up for elections. In some places, a third of the chamber, in some places, half the chamber. In some places, all of the chamber and in some places, two thirds of the chamber, of course. Because some of those seats are hold overs from councils, which should have been elected in 2020, but werent because of the pandemic. 129 msps in the scottish parliament in holyrood up for election. All 60 members of the welsh senedd up for election. Weve seen what huge powers those bodies have in scotland and wales during the pandemic. 50, big elections there. In england, as well, police and crime commissioners up for the re election, 39 of them. They control police budgets and strategy in their area. 25 seats for the News/london-assembly'>London Assembly and the london mayoralty, as well as a whole suite of other directly elected mayors, 13 of them. So, how are these elections conducted . What do you have to do when you get in those voting booths . Well, it might be a bit more complicated than you think. It depends where you live and what youre voting in. In scotland and wales, then you get two votes, both for your local News/constituency-member'>Constituency Member and then another vote for the regional list. This vote, effectively, helps parties, which dont do so well in the local constituencies but do still score. Do well overall in the election. Tops up their representation, gives them extra seats, makes the overall system more proportionate. But that is different, of course, if youre living in News/england-and-voting'>England And Voting in english local councils. They are, its our old friend, well, its first past the post. There, its our old friend, well, its first past the post. Its one voter, one candidate, one vote, whichever candidate gets one more vote than all the other candidates, they are elected. Whichever party controls more than 50 of the seats in the local chamber, they control the local council. And if they are not able to get over more than 50 of the seats, then they have to form a coalition with another party. And that is different, again, if youre voting in the english mayoral elections or the police and crime commissioner. There, there is something called the supplementary votes system, voters get two preferences. If no candidate gets over 50 of the vote, then the other candidates are eliminated one by one and the preferences of those voters are redistributed, until you get over 50 of the vote for one candidate. And hey presto, youve got a mayor, youve got an english local police and crime commissioner. But, of course, the one thing that unites all of these elections is the fact that they are taking place in very, very different circumstances than we might expect. Certainly, different from the halcyon days back in the 19505 here. This is taking place in a global pandemic. Very different sets of elections. Covid secure local voting stations. Voters are even being asked to bring their own pencils. Shielders asked vote by post. Shielders asked to vote by post. We just cant know what affect all of that is going to have on turnout. Could be much lower, could be much higher, if lots of people choose to vote by post, who wouldnt normally do so. And, therefore, this is a very unpredictable set of elections and we cant know what power theyre going to have in order to give wider insight into trends that are going on into our politics more generally. April may well have been quite a quiet month with a good deal of dry weather in the forecast, but the story really has been the overnight frost, hasnt it . As we close out april 2021, there has been a News/grass-frost'>Grass Frost recorded somewhere in the uk for the whole of the month. But we close out the month perhaps on a little bit more of a tradition, with sunny spells and News/april-showers'>April Showers. The showers so far have been pretty hit and miss, rolling in off the north sea. Through the afternoon, further showers developing inland. The showers could be heavy, with a little bit of thunder mixed in there, even some hail, as well. If you dodge the showers and keep The Sunshine, temperatures a little subdued for this time of year. A maximum of 7 13 degrees. Those showers continue to the early evening, but then they will start to fade away, and under clearing skies, we do it all again, temperatures are likely to fall away, so for the first Morning Of May we could start again with a touch of frost, particularly in scotland, Northern Ireland and northern england. Low single figures perhaps below freezing here. As we go into the weekend, despite frosty mornings, a case of sunny spells and dodging some showers. The rest of The Sun first thing, showers developing through the day and there could be some heavy ones and a little more widespread in the afternoon. Cant rule out the Odd Rumble of thunder and some hail, temperatures still struggling, 7 13 degrees. Almost a News/repeat-performance'>Repeat Performance as we go into sunday. Something we have not seen for quite some time. Just where that low is going to be sitting, still subject to change, but at the moment it looks like the heaviest of the rain is going to push its way out of Northern Ireland across england and wales.
