Some had gone to prison, and many sawjobs, marriages and reputations ruined after being wrongly accused of financial irregularities. The court heard that a Computer Software System called horizon had problems from the beginning of its installation. The Post Office has apologised for the impact the scandal has had on the Men And Women who were convicted. Katie prescott reports. Unsure whether to laugh or cry. After year of being labelled criminals, some shunned by their community, even imprisoned, these former postmasters saw their records wiped clean. Marvellous, it has been 16 years. It hasnt been easy. You will find who your friends are and a good family and i only wish my Elder Son was here. But you know. We got through it. For me, its, it was all about This, all about clearing my name. Im not a thief. Im not a fraudster. Im an honest person. And that, thats it. Thats everything i want. I had to wait 14 years and then to have to bring an army against them. That is what it has been. It has been an army against them. My god, it is notjust me, my whole family is grateful to the court. She is a soul. These people who used to own and run Post Offices were convicted of things like theft and False Accounting, based on the evidence of a flawed Software System known as horizon. It showed up short falls in their accounts where there were none and as a result they have had their lives turned upside down. This is the most widespread Miscarriage Ofjustice that the uk has seen. 39 people have seen their criminal records cleared today. Three on the list With diseased in brackets. With deceased in brackets. I would like to think and hope that the many others that are out there that have convictions to their name, come forward and follow the same process. Hopefully a process that now will become a bit easier for them. Because we have got probably 600 or 700 people that are still convicted in the most instances wrongly and deserve the same Sort Ofjustice that these brave people have had. Todays judgment paves the way for a malicious prosecution claim that could mean further damages. The government says This is a another important milestone for postmasters affected by the dispute. An independent inquiry is under way, but some say it is a white wash. It is a allowing Post Office off the hook. It isa it is a failure of accountability. At the moment, there is no official inquiry looking at the conduct of directors and senior staff at Post Office. 0utside Court now though. Celebrations after so many years it will take a while to sink in. Well, outside the royal Courts Ofjustice is our correspondent, Frankie Mccamley. It said, the Post Office knew there were problems With the Accounting System and rather than investigating them, it insisted the system was reliable, effectively Steam Rolling over those Sub Postmaster is. In the report, she said This is going to be sinking in, then use will be sinking in. That is exactly what people have been saying. Following on from those celebrations, i think theres going to be a huge amount of reflection of the Stress And Anxiety these last few decades have caused some families. It is also going to be a very sombre time because some people died before being able to clear their names. I spoke to one women who had brought her late husbands ashes With her today so he could be here for when his name was finally cleared. Looking ahead, i think some families are definitely looking to claim some compensation. 0thers families are definitely looking to claim some compensation. Others just want the Post Office to be held to account. 0ne Family told me they just wanted to go to sleep, take some time, rest, and move on from This Dark Cloud that has darkened their lives for so long. I think every Constituency Mp will know a family who has been hit by who has been hit by This, everybody in my profession know somebody in the Post Office world who has suffered from This, and it is very, very sad what has happened. I think the Horizon Thing has been really terrible for many families. I am glad that the judgment has come in in the right way, and i hope that will now be some relief for those families and for those people who i think have been unfairly penalised and suffered in an appalling miscarriage. It will drop rapidly, not because of any spending cuts, but because in the economic recovery, the Tax Revenues will get a massive boost. The fact you can say you are one of the luckier ones, and yet there are lawyers who have said This is one of the greatest Miscarriages Ofjustice in uk legal history will stop you have lost your home, you have lost a job that you train for, what would you like to happen now . I would like to be. Because i am now retired, the problem was when all This came to light. Just go back slightly, there is a big issue at the moment around mental health, and i think from a Mans Point of view, men do not talk to people, and i never spoke to people about it, until two months ago or so, i had never spoken to anybody about it. It was one of those things, i bottled it all up, and since it has been public, i have become very emotional about it. I consider myself lucky because i had such a supporting family. There are people who did not have that. There are people who lost their lives over it. People went to prison over it, whereas ijust got a suspended sentence. That is when i say i am luckily. What i would like to see now is i would like to see some form of recompense, obviously. Being retired, iwould some form of recompense, obviously. Being retired, i would like to live a bit more comfortably. I am paying rent now, which i would not have had to do, my mortgage would have been paid off 10 12 years ago. I would also like to see a Judge Led Enquiry, as people keep talking about. We need some people to put their hands up and say, yes, i made a mistake, it is my fault. Somebody knew that the Horizon System was faulty, and by that, continued to prosecute people. They are the people that need bringing to task. The only way you can do that is With a Judge Led Enquiry. You cannot do it With This Cover Up public enquiry that they have got at the moment. That is nothing, there is nobody being accountable. You have got to get somebody there, and that will make life much easier for people, such as myself. It will make us feel as though it is being completed. The reason for that is that labour were suggesting that these kind of contacts, what they call government by whatsapp, are responsible for bypassing the normal channels, the conventional channels, when it comes to procurement. Some had gone to prison, and many sawjobs, marriages and reputations ruined after being wrongly accused of financial irregularities. The court heard that a Computer Software System called horizon had problems from the beginning of its installation. The Post Office has apologised for the impact the scandal has had on the Men And Women who were convicted. Katie prescott reports. Unsure whether to laugh or cry. After year of being labelled criminals, some shunned by their communities, or even imprisoned, these former postmasters saw their records wiped clean. Marvellous. It has been 16 years. It hasnt been easy. You will find who your friends are. And a good family. I only wish my Elder Son was here. But you know. We got through it. For me, its, it was all about This, all about clearing my name. Im not a thief. Im not a fraudster. Im an honest person. And that, thats it. Thats everything i want. I had to wait 14 years and then to have to bring an army against them. That is what it has been. It has been an army against them. My god, it is notjust me, my whole family is grateful to the court. She is a soul. These people who used to own and run Post Offices were convicted of things like theft and False Accounting, based on the evidence of a flawed Software System known as horizon. It showed up short falls in their accounts where there were none and as a result they have had their lives turned upside down. This is the most widespread Miscarriage Ofjustice that the uk has seen. 39 people have seen their criminal records cleared today. Three on the list With deceased in brackets. This is the tip of the iceberg. I would like to think and hope that the many others that are out there that have convictions to their name, come forward and follow the same process. Hopefully a process that now will become a bit easier for them. Because we have got probably six or Seven Hundred people that are still convicted in the most instances wrongly and deserve the same Sort Ofjustice that these brave people have had. Todays judgment paves the way for a malicious prosecution claim that could mean further damages. The government says This is a another important milestone for postmasters affected by the dispute. An independent inquiry is under way, but some say it is a white wash. It is a allowing Post Office off the hook. It isa it is a failure of accountability. At the moment, there is no official inquiry looking at the conduct of directors and senior staff at Post Office. 0utside Court now though. Celebrations. Today, there was a really damning statement from thejudges here, who said, the Post Office knew there were problems in its Accounting System and rather than investigating them, it insisted it was reliable, effectively Steam Rolling over these Sub Masters who disagreed. This afternoon, as Thisjudgment is sinking in who disagreed. This afternoon, as This judgment is sinking in and people are heading home, we have seen some celebrations, a couple of bottles of champagne outside here, but i think there is going to be a time for reflection now as people really taken time for reflection now as people really Ta Ken how time for reflection now as people really taken how much This has affected their lives. The huge Stress And Anxiety surrounding This case. Also, a very sombre time because some of these people who were given criminal, sent to prison, they have now died and they were not here today to clear their name. I did speak to one lady who brought her late husbands ashes With her so that he could be here to clear his name today. Looking forward, there are going to be compensation claims from many of the families. Some others simply want the Post Office to be held to some sort of account. I think there is also going to be big questions looking at the legal system and how This could have been allowed to happen. But i did speak to one family who said theyjust want to forget all about This, they want to forget all about This, they want to forget all about This, they want to move on from This Black Cloud that has darkened their lives for so long. The government has launched a public enquiry. That is due to start hearing evidence This month but that has already faced criticism by some former Post Office workers, who say that has no teeth because the judge doesnt have the ability to call people to give evidence. Theyjust have to rely on those who are willing to give evidence as and when they please. Government borrowing has hit the highest level since The End of World War ii. The enormous cost of supporting the economy during the Coronavirus Pandemic is laid bare in new figures from the Office For National Statistics, which says more than £300 billion was borrowed in the year to march. Thats nearly £250 billion more than the year before. Andy verity told me more about those Eye Watering figures. We talk about them as Eye Watering, but one thing that is really important to remember is they are not Eye Watering like debt is for you or me, for a household or a Small Business, where you have to worry about the debt collectors. The government does not have to worry about that because the government can print money and lend it to itself, which is what it largely has been doing since the pandemic began. The amounts that it has borrowed, if you like, from itself, from the bank of england, that is who it owes most of the money too, amounts to £303 billion, as you say. That is a huge sum of money, a peacetime record. It is what the chancellor needs to to plug the gap between his spending, which has exploded over the past year, and his income from tax revenue, which has been dropping. If you look at that deficit, that borrowing, if you like, and compare it to recent borrowing, obviously you see a huge jump there at The End of the chart where it is shooting up to about five times what it was expected to be one year ago. But for the reasons i gave you, it may not be so urgent to repay it. Interestingly, in the most recent budget by rishi sunak, it was clear that he felt he needed to spend more before anything was done to try to reduce that borrowing. Now, if you look at it compared over time, it is the highest borrowing as a percentage of the economy since 1945 1946, but you can also see on the track there that it drops really rapidly. That is exactly what the office for Budget Responsibility is predicting will happen This time. It will drop rapidly, not because of any spending cuts, but because in the economic recovery, the Tax Revenues will get a massive boost. Piece by piece, therell soon be a digger near the top of englands highest mountain. Certainly, around these hills, wind can play a big part of the aviation turbulence. Wind shear, downdrafts, weve always got to be aware of that. This helicopter is capable of lifting 1. 2 tonnes, and thats right at its maximum weight. So, if we have any outside influences which may affect our performance, weve got to be extremely careful. And certainly, when were working around people on the ground as well. And for those enjoying a walk, the hard work didnt go unnoticed. Nomadland is the story of one Widows Journey through grief and the american west. But its a story that resonates With many who dwell in the vans that dot the Desert Landscape here. Its kind of simpatico With ferns story. My husband died and we dont have kids. So ijust sold everything and just thought i would travel for a little bit and fell in love With it. And i cant see me living a different way now. Grief is not uncommon amongst the nomad community. My daughter had passed away from brain cancer. And somehow ijust intuitively knew that i needed to hit the road, even though Thats Something i had never done in my entire life. Some are here through choice, others through necessity. Together they form a community of freedom lovers who want to camp alone, alongside others. We not only accept the tyranny of the dollar. Bob wells was forced into it after divorce devastated him economically. But he fell in love With it and now teaches others to do the same, as well as playing himself in a film With six 0scar nominations. It was amazing. The things that really stands out to me is how well they captured the nomadic life. Every detail of it is spot on. None of it is fake or hollywood ised in any way, shape or form. We both started our journeys similarly. And shes so happy. And im so happy. Why does that make me cry . I dont know but like, i think thats the best part of it, it just shows joy through it. Most of us in This lifestyle use a five gallon bucket. It also made stars of nomads, who helped a female director make history. It didnt feel like we were subjects to be filmed. We were people who had a story to tell. Im so happy for the film makers. And im happy for us. I mean, like i said, i think itjust shows our heart and the reality of This lifestyle. It was all about clearing my name. Im not a thief, im not a fraudster. I am an honest person. And that. That is it, that is everything i want. There are now calls for a full judge led public enquiry. There are calls for a full public inquiry after 39 former subpostmasters who were convicted of theft and False Accounting because of a defective Post Office Accounting system were cleared by the Court Of Appeal. Its the uks most widespread Miscarriage Ofjustice. Some had gone to prison, and many sawjobs, marriages and reputations ruined after being wrongly accused of financial irregularities. The court heard that a Computer Software System called horizon had problems from the beginning of its installation. The Post Office has apologised for the impact the scandal has had on the Men And Women who were convicted. Katie prescott reports. Unsure whether to laugh or cry. After years of being labelled criminals, some shunned by their communities, or even imprisoned, these former postmasters saw their records wiped clean. Marvellous. It has been 16 years. It hasnt been easy. You will find who your friends are. And a good family. I only wish my Elder Son was here. But you know. We got through it. For me, its, it was all about This, all about clearing my name. Im not a thief. Im not a fraudster. Im an honest person. And that, thats it. Thats everything i want. I had to wait 14 years i and then to have to bring an army against them. That is what it has been. It has been an army against them. My god, it is notjust me, my whole family is grateful to the court. She is a soul. These people who used to own and run Post Offices were convicted of things like theft and False Accounting, based on the evidence of a flawed Software System known as horizon. It showed up short falls in their accounts where there were none and as a result they have had their lives turned upside down. This is the most widespread Miscarriage Ofjustice that the uk has seen. 39 people have seen their criminal records cleared today. Three on the list With deceased in brackets. This is the tip of the iceberg. I would like to think and hope that the many others that are out there that have convictions to their name, come forward and follow the same process. Hopefully a process that now will become a bit easier for them. Because we have got probably 600 or 700 people that are still convicted in the most instances wrongly and deserve the same Sort Ofjustice that these brave people have had. Todays judgment paves the way for a malicious prosecution claim that could mean further damages. The government says This is a another important milestone for postmasters affected by the dispute. An independent inquiry is under way, but some say it is a white wash. It is a allowing Post Office off the hook. It is a failure of accountability. At the moment, there is no official inquiry looking at the conduct of directors and senior staff at Post Office. 0utside Court now though. Celebrations. After so many years, it will take a while to sink in. Well, outside the royal Courts Ofjustice is our correspondent, Frankie Mccamley. We heard katie they talk about the possibility of a malicious prosecution claim. Again, that is financial compensation people might be looking for. But at The End of the day, i would have thought some of those people who were outside the court today, who have been exonerated, would want to see people go to jail for This complete travesty. As we are hearing, there will be an enquiry by the government, but a lot of people say that is toothless, as the judge will not have the necessary powers to pull in whoever they want to pull in for that enquiry. As you can see behind me, those crowds we saw in Katies Report have dispersed. People will be going home, letting all of that information they had today thinking, after nearly two decades of trying to clear their names. You saw there were smiles, there were tiers, there was This huge sense of relief. This is a very significant day. Not only for the people here, but also the legal system, which will now face questions as to how This was allowed to happen. There were 39 convictions Quashed Today. Before This, there was a civil case that saw more than 500 people get £58 million in compensation after the Post Office admitted it got it wrong. This case has stretched over two decades now, and there was a very damning statement from Judges Today that said the Post Office knew there were problems in the Accounting System and rather than investigating them, it insisted that it was reliable, and effectively Steam Rolling over some postmasters who disagreed. Like i said, Thisjudgment is going to be sinking in. Ithink i said, Thisjudgment is going to be sinking in. I think there are going to be some celebrations This evening. We saw some bottles of champagne outside youre a little bit earlier, but i think it is going to be a very sombre time for some families who have lost their loved ones, have died before they even had a chance to clear their names. Many people are going to be asking for compensation, some want to see people from the Post Office held accountable, and there are going to be those questions towards the legal system, how could This happen . But i also think, one family told me a little earlier that they want to walk away from This Black Cloud that has been hanging over their lives for so long. The Prime Minister has described the wrongful convictions of 39 subpostmasters as an appalling injustice. Here he is speaking earlier in derbyshire. I think every Constituency Mp will know a family who has been hit by This, everybody in my profession know somebody in the Post Office world who has suffered from This, and it is very, very sad what has happened. I think the Horizon Thing has been really terrible for many families. I am glad that the judgment has come in in the right way, and i hope that will now be some relief for those families and for those people who i think have been unfairly penalised and suffered in an appalling miscarriage. We have got to make sure we look after them. Well, lets speak now to conservative mp lucy allen, who is a member of the all party parliamentary group on Post Offices and has a constituent whose conviction was Quashed Today by the Court Of Appeal. Good afternoon to you, thank you for joining us. This is such a mess. I actually dont know where to begin. Lets start With the fact that the Post Office was the prosecuting authority in This case. It was not the cps, it was the Post Office. As a result, there was no one to say, you might be going too far, there was no one to say, you may have got your facts wrong, there was no one to say, that the Horizon System was not working. How on earth could that be allow to happen . Not working. How on earth could that be allow to happen . Todays udgment is clearly damning i be allow to happen . Todaysjudgment is clearly damning indictment be allow to happen . Todaysjudgment is clearly damning indictment on i be allow to happen . Todaysjudgment is clearly damning indictment on the i is clearly damning indictment on the conduct of the Post Office throughout This group process, from beginning to end. 0bviously, incredibly sad the effect it has had on Sub Postmasters across the country. I think the determination to protect the institution that is the Post Office, no matter what the cost, is probably the most grievous element of This. The wilful denial and a war of attrition that they conducted against these Sub Postmasters, as they try to clear their name. That, i think, postmasters, as they try to clear their name. That, ithink, has. Must have severe consequences for those who are responsible for This. It is quite clear from the judgment that the Post Office knew about This at an early stage and took no action, and in fact worse, continued to Cover Up what had happened in orderfor the whole to Cover Up what had happened in order for the whole house of cards not to come crumbling down and expose the Post Office management. It is pretty clear that the Post Office should not be prosecuting its own case, that is the first thing. The second thing is Mrjustice Fraser in the high court said the Post Office had simply ignored the reality of what had happened, effectively maintaining the earth is flat. The court said that the original convictions were an affront to the conscience of the court. So, not simply that the original trials were unfair, but they were appalling. They should never have got to trial. Mr appalling. They should never have got to trial got to trial. Mrjustice fraser did a fantastic got to trial. Mrjustice fraser did a fantastic job got to trial. If it was not for the very brave Sub Postmasters who took that case and got that judgment, we would not be where we are today With these convictions being quashed. I think it is absolutely essential that the Sub Postmasters that were party to that litigation should be compensated fairly, along With all the other participants. I am concerned on the issue of compensation that those who were party to the original litigation will not be able to participate in the government compensation scheme, and i will be pushing very hard to ensure that they get fairly compensated, too. I am concerned about people Within the civil service who may well have known about This, as well. 0bviously known about This, as well. Obviously the government is the wholly owned the government is the wholly owned the Post Office. AJudge Led Enquiry would enable that to happen. My only concern about that is that it is a very lengthy, drawn out process. We do not want to find ourselves five years on before these poor people get what they are due and get true justice, which is compensation for what happened to them. Do not forget, a lot of these people were required to pay over money to the Post Office, money that was not actually missing, but the Post Office are due to This clutch was a shortfall on their tills. My constituent, for example, her family, while she was in prison, put together the money that the Post Office said she had stolen and paid office said she had stolen and paid it to the Post Office. What happened to that money . That must be returned immediately, With interest. Then we have no question of what is a fitting compensation for someone who has had a criminal conviction, for in my constituent� s case, for 20 years, which has impeded her ability to work in certain professions and to work in certain professions and to put the matter behind. It is a very, very complex, but we do not want them to have to wait any longer.
