Along with all other non essentail retail in england. But will the move to Outdoor Dining and drinking be enough to save those hardest hit in the hospitality sector. Is it a bird . Is it a plane . Nope. Its a swarm of caterpillars using each other s bodies to move at lightning speed. Well explain all. Hello, im katty kay in washington, Christian Fraser is in london. What is wrong with Americas Police . Thats the question amid a string of events. There were protests in Minneapolis Last Night after police shot dead a black man. A Police Officer in virginia has been fired after using pepper spray on a black man who was doing nothing wrong. And theres the ongoing trial of former officer Derek Chauvin the officer charged with murdering george floyd, an unarmed black man. Lets start with the latest incident in minneapolis. A Police Officer shot Daunte Wright yesterday afternoon after he was pulled over for a traffic violation, that revealed an outstanding warrant for his arrest. His death prompted demonstrations on the streets of the suburb last night. In a Press Conference this afternoon authorities showed this Video Footage of an officer struggling with wright. In the pictures you can see what appears at first to be a routine traffic stop. As they attempt to cuff him he resists and attempts to drive off, at which point the female officer shouts taser taser. According to the chief she pulled her Service Weapon instead of the taser taser and shot him fatally. The city is just ten miles from minneapolis where the former white Police Officer Derek Chauvin is being tried for the murder of george floyd. So tensions are understandably high here were the scenes last night in Brooklyn Center where officers used tear gas against crowds whod gathered aftering learning of Daunte Wrights death. In the last hour the mayor of minneapolis declared a State Of Emergency and announced a curfew from 7pm tonight. Lets bring in larry madowo our North America correspondent whos in the minneapolis suburb for us. We have had this Press Conference, a strange Press Conference where the police say they believe it was a mistake. ,. ,. Y. Mistake. The female Police Officer meant to pull mistake. The female Police Officer meant to pull her mistake. The female Police Officer meant to pull her taser mistake. The female Police Officer meant to pull her taser and mistake. The female Police Officer| meant to pull her taser and pulled her down. What has been the reaction from people in brooklyn and are we looking at more protests tonight even after the Press Conference . That Press Conference has met with some anger and they feel it would never have happened if the driver was a white person and they believe the reason Daunte Wright was pulled overin the reason Daunte Wright was pulled over in the first place is because of something people in america and the black community know, it is called Driving While Black. He was racially profiled and it was a minor traffic infraction. Here at the Brooklyn Centre Police Department the scene is getting tense and they are building up barricades around the Police Station and there are a few protesters already yelling at the police. A man with a bullhorn and if you black lives matter voices getting quite agitated and this is only 3pm. As the day goes on and more protesters come to the scene you are likely to see a lot more of that. There is a curfew here at Brooklyn Centre and across the county, a curfew of 7pm to 6am on this and two other counties. About 500 National Guard troops already and it is expected to grow to around 1000 by tonight. And the anger, the outrage and the frustration within this community is so great, it is a tinderbox and it will flow over tonight are in the days to come. I guess with all of that focus on the trial ten miles from where you are and the community but also the country and the police force, presumably, very aware of what the scrutiny is on minneapolis, the question is, how did this happen . How did it even escalate to the stage of wanting to pull a taser when everybody is watching the police force in minneapolis at the moment . . ,. , ~ , police force in minneapolis at the moment . . ,. , ~ ,. ,. Moment . The Brooklyn Centre police de artment moment . The Brooklyn Centre Police Department is moment . The Brooklyn Centre Police Department is a moment . The Brooklyn Centre Police Department is a small moment . The Brooklyn Centre Police Department is a small Police Department is a small Police Department of about 45 officers, it is a suburb of minneapolis, and they pulled over this young man because they say that he was violating a traffic role. He had an Air Freshener Hanging from his Rear View Mirror which is an infraction in the state of minnesota and when they pulled him over they discovered he had an outstanding warrant and he was on the phone at the time, his family say his girlfriend was next to him and he attempted to drive off and that is when this officer attempted to tase him but unfortunately she pulled out her gun instead and that is how we got to this point where we have another black man dead at the hands of the police and they community understandably outraged. A, police and they community understandably outraged. A tragic accident by the understandably outraged. A tragic accident by the sound understandably outraged. Meanwhile, across the country, in virginia, a Police Officer has been fired after pointing a gun at a black Us Army Lieutenant during a traffic stop and pepper spraying him. It happened back in december but weve just got our first look at the Bodycam Footage from the incident. Here it is. Thank you forjoining us on the programme. Every time we talk to you it seems it is because there is another killing of a black man by police in america and in the case of minneapolis for a traffic stop for having Air Freshener minneapolis for a traffic stop for having Airfreshener In Minneapolis for a traffic stop for having Air Freshener in the back of his car. Is that the rules around traffic stops that need to totally overhauling here . Traffic stops that need to totally overhauling here . Thanks for having me on. Overhauling here . Thanks for having me on the overhauling here . Thanks for having me on the big overhauling here . Thanks for having me on. The big thing overhauling here . Thanks for having me on. The big thing people overhauling here . Thanks for having me on. The big thing people need i overhauling here . Thanks for havingj me on. The big thing people need to recognise is that whether or not it is an Air Freshener like in minnesota, whether it is dark photos or the inability of law forces to see a temporary tag, this is a reason to pull over disproportionately pulling over people of colour, disproportionately pulling over black people, disproportionately running licenses and disproportionately using force against him. Whether we are talking minneapolis, virginia or new york, these are patterns we continue to see play out. As a black man in america i have been pulled overfor having dark Tinted Windows and having dark Tinted Windows and having things hanging from my Rear View Mirror and these are the things people experience in the United States of america. That hrase United States of america. That Phrase Driving United States of america. That Phrase Driving while United States of america. That phrase Driving While Black is a real thing in this country. What struck me watching that body cam footage from virginia is the degree to which Police Officers were camped up from the moment they left their car. They had their guns out, they had the pepper spray and they are yelling and screaming at this army lieutenant. What can be done within Police Departments to have some kind of retribution, notjust for the officers but perhaps for the department as a whole . What we see with the Army Department as a whole . What we see with the army Lou Department as a whole . What we see with the Army Lou Tennant department as a whole . What we see with the Army Lou Tennant is department as a whole . What we see with the Army Lou Tennant is that department as a whole . What we see with the Army Lou Tennant is that we | with the Army Lou Tennant is that we cannot outclass racism. Not only did the officer tried to demote him and a sense, to say what his rank is, but what also stood out to me is what the officer said following the incident as they are standing at the rear of the car. He said, this will not affect me one way or the other. Obviously we know much later he has been fired since the Video Evidence surfaced. But he will probably not face any kind of civil culpability so this Million Dollar lawsuit filed by the loo tenant will probably eventually be paid out and similarly there will be a multi Million Dollar lawsuit for the death of what just happened outside of minneapolis in minnesota, and taxpayers are on the hook for this. This is the reason why i have been recommending we have Police Department insurance policies and also Police Officer individual Liability Insurance to put them on par with what we see in health care and other facets of life, par with what we see in health care and otherfacets of life, and par with what we see in health care and other facets of life, and then all of a sudden, because i want people to Pay Attention to these incidents, what happened to the loo tenant, if you look at all angles the younger officer looked at the older officer a bit surprised at first but went along with it. With the death of george floyd, what we saw in that murder was another officer saying maybe we should roll him on his side, and what we saw what happened with mr right, we saw other officers after that incident saying, thisjust other officers after that incident saying, this just happened. Other officers after that incident saying, thisjust happened. All of those officers stood by and let that happen and that is the problem. There is a lack of accountability and i think insurance as well as dealing with qualified immunity in the Enforcement Bill of rights would help to address this. I the Enforcement Bill of rights would help to address this. Help to address this. I think the im ortant help to address this. I think the important point help to address this. I think the important point you help to address this. I think the important point you make help to address this. I think the important point you make is help to address this. I think the l important point you make is that help to address this. I think the important point you make is that you we saw it. We are seeing more because they are wearing body cams and we saw the Loo Tenant Set his own mobile phone on the dash will got his perspective as well. Without a doubt. Got his perspective as well. Without a doubt we got his perspective as well. Without a doubt. We know got his perspective as well. Without a doubt. We know that got his perspective as well. Without a doubt. We know that the got his perspective as well. Without a doubt. We know that the video. A doubt. We know that the Video Evidence is extremely important for Holding Officers Accountable and part of what made the Officer Upset as he turned on his hazard lights, he went to a place that is well lit. That is something black people and people of colour in america are told all the time, go to a well lit place. Think about it, what would happen if we did not have Video Evidence . What would happen if he did stop and a dark place . Maybe would have turned out Likejonathan Farrow are some of these incidents we know have happened, and it is very clear that Police Reform in america is simply in name alone. Reform is not enough, we need transformation to see things happen. There are tonnes of good officers that want to see that as well, but oftentimes it is difficult to reform what we have to do is to play up the structure and deal with the policies in place that allow for officers to be unchecked. Notjust fired but held accountable, notjust held accountable, not just individual officers held accountable, notjust individual officers but Police Departments as well and not simply taxpayers. Departments as well and not simply taxa ers. , departments as well and not simply taxa ers. ,. ,. , taxpayers. Good to talk to you auain, taxpayers. Good to talk to you again. Thank taxpayers. Good to talk to you again, thank you taxpayers. Good to talk to you again, thank you very taxpayers. Good to talk to you again, thank you very much i taxpayers. Good to talk to you again, thank you very much indeed and as we say a curfew in place this evening in minneapolis and we will keep our eyes across that. And one heartbreaking thing, as he was being pulled over, Daunte Wright, the young man killed in minneapolis called his mum to let him know he was being stopped by the police because every black man knows there is a risk when you are pulled over by the police in this country. The royal Princes William and harry have paid separate tributes to their grandfather the duke of edinburgh as National Parliaments in the uk were recalled to remember the dukes legacy. William, who is second in line to the throne described Prince Philip as an extraordinary man from an extraordinary generation. His Younger Brother Harry wrote he was my grandpa, master of the barbecue, legend of banter. Heres our royal correspondent nicholas witchell. He was there for them at their moment of greatest anguish, walking with a Young William and harry behind the coffin of her mother after her death in a road accident. And the bond between the grandfather and grandsonis, on whom so many hopes rested was a deep one. In his statement william says he feels fortunate to have had his grandfathers enduring presence to guide him through good times and the hardest days. He recalled the special memories his own children will have of their great grandpa, coming to collect them in his carriage. Then william says this. Harry speaks of his grandfathers unparalleled devotion to the queen. He had been legend of banter, master of the barbecue and cheeky right to the end. Harry finished by saying this, thank you for your service, your dedication to granny, and for always being yourself. In the houses of parliament, recalled early from the easter recess, politicians paid their tributes, led by the Prime Minister. He gave us, and he gives us all, a model of selflessness, of putting others before ourselves. And, although i suspect mr speaker, that he might be embarrassed or even faintly exasperated to receive these tributes, he made this country a better place. A life lived in strong and vigorous brushstrokes like his painting, and we offer up this tribute. The duke of edinburgh, for a lifetime of Public Service, the gold award. In the Scottish Parliament in edinburgh tributes to the duke were led by the first minister nicola sturgeon. Of course he faced the additional challenge of being the husband of a powerful woman at a time when that was even more of an exception than it is today. That reversal of the more traditional dynamic was highly unusual in the 1940s, 50s and 60s, and, even now isnt as common as it might be. A virtual session of the Welsh Assembly heard from the first minister mark drakeford. To have lived such a life at the centre of world events, and in a way which made almost every experience of public rather than simply private interest, makes it even more remarkable still. And that was the life of the duke of edinburgh. He had stepped onto the National Stage before most of the days political leaders were born. Today, they spoke out in their appreciation of him. This nicholas witchell, bbc news. He lived the life of Public Service and was also a grandfather. For those watching on Bbc World News well be right back. The veteran Liberal Democrat politician Baroness Williams has died at the age of 90. As Shirley Williams she served in two labour cabinets in the 1970s and was instrumental in the introduction of comprehensive schools. In the 1980s she was one of the so called gang of four this who founded the social democratic party. The former leader of the Liberal Democrats lord steel paid tribute to her i always remember the photograph taken of the two of us sitting, we have published a document, a joint document and iforget have published a document, a joint document and i forget what it was called, but we were photographed on the green of Westminster Abbey garden, and the two others were sitting on the ground looking at this thing and it was described by a fellowjournalist, not yourself, like two superannuated students sitting on the grass. And i always remember that, sitting on the grass. And i always rememberthat, but sitting on the grass. And i always remember that, but i look back and honour her life with tremendous oneness. She was just a great character. In england and wales there were something approaching normality today non essential shops have reopened for the First Time Since january. And in england pubs, bars and restaurants can finally serve customers outdoors. Its no doubt a relief for brits desperate for a pint and some Retail Therapy but its also a much needed boost for businesses with lockdown after lockdown battering the industry. The british beer and Pub Association estimates over 2,000 pubs shut their doors permanently in 2020 thats 5 of all pubs over £8 billion in beer sales alone have been lost. In retail over 200,000 jobs have been lost during the pandemic. Major high street brands including top shop and debenhams have closed for good. In total over 16,000 stores have been forced to close permanently. Reopening is one thing getting customers is, it seems, another. It looked busier out there but footfall today was down about a quarter compared to this time in april 2019. So can the hospitality expect a change in fortunes as The Public Venture out after so long indoors, or are we seeing the longterm decline of dining in restaurants and shopping in stores . It is mid april so as you would expect, when the sun is on your back it is starting to get a bit of warmth. That was probably the case in parts of Western Scotland this afternoon but without the sun the feel of winter are still in the air. We saw our coldest april night since 2013, the temperature dropped to 9 and we will not be 1 million miles of that for some tonight. More cloud in the west bringing one or two showers particularly around coastal districts but away from that under the clear sky is the temperature plummeting, not a great night for gardeners. 8 in parts of aberdeenshire, 3 to 5 for some rural parts of england and wales so a very frosty start on the other thing gardeners are dealing with, with High Pressure and charge things are mainly dry, particularly across southern areas where there is not been a huge amount of significant rainfall for the last few weeks. That will be the case on tuesday. If you showers around the coast in the west to begin with and more showers mainly across the western half of the country with light winds fairly slow moving, could come with some soft tail and went to venice over the tops of the hills but the temperature up a little on what we have seen today. Clearest conditions in the east and just to put the temperature into a little better perspective, up on what we have seen on monday afternoon but tuesday afternoon still about 2 3 below where we should be for this time in april. A colder night on wednesday, chance of mist and fog patches in the morning to go with the frost but most will have a dry day, good sunny spells, more cloud through the afternoon but what you will notice especially in Eastern Parts of england, and onshore breeze coming off a chilly north sea. That is because an area of High Pressure with us, the when the circulating around as it shifts its way northwards, we allow north Easterly Winds to develop bringing in cooler conditions and on thursday the greater chance of a few showers but for most, a bright start with lots of sunshine and more cloud through the afternoon. 13 celsius at the highest in parts of Western Scotland. In every country. Those who serve at the top leave office, with all the right connections, all the secrets, and all the experience to serve someones commercial interests. And some are paid handsomely for the Lobbying Advice they provide. It happens here in america, it happens in the uk. But suddenly former Prime Minister David Cameron is under scrutiny, over government access he secured for a company, in which he had a financial interest. Today the uk government announced an inquiry into mr camerons attempts to lobby ministers on behalf of greensill capital. Mr cameron insists he hasnt broken any codes of conduct or lobbying rules. But he accepts he should not have contacted ministers directly and should have done it through more formal channels. His predecessor gordon brown said former pms should be banned from lobbying for five yeras after leaving office. Public after leaving office. Punic after leaving office. Office should public after leavin office. Office should not become the platform Public Office should not become the platform for private gain, and i do not really platform for private gain, and i do not really think that former ministers and Prime Minister should be engaged in lobbying for particular commercial companies when they are particular commercial companies when they are lobbying their successors, whom they are lobbying their successors, whom they they are lobbying their successors, whom they know very well, and could have privileged access. It is simply not fair sir alan duncan is a former conservative mp who served as a minister in David Camerons government hes also the author of the new book in the thick of it. We spoke to him earlier about the controversy. Is the issue here that David Cameron did something wrong, or that the rules themselves were not clear . I dont think either is the case, i think dont think either is the case, i think that dont think either is the case, i think that David Cameron has not been think that David Cameron has not been Prime Minister for five years, and the been Prime Minister for five years, and the problem is that greensill went and the problem is that greensill went bankrupt. In america this happens all the time and it is expected this happens all the time and it is expected. They should have achieved something expected. They should have achieved something more often than not in business something more often than not in business. You cannotjust say that because business. You cannotjust say that because you have been in parliament or a because you have been in parliament ora minister because you have been in parliament or a minister that you are banned from or a minister that you are banned from going or a minister that you are banned from going into business. That does start the from going into business. That does start the beginning of a pretty crazy start the beginning of a pretty crazy process, if that is what anyone crazy process, if that is what anyone is crazy process, if that is what anyone is suggesting. Maybe people should write books anyone is suggesting. Maybe people should write books said anyone is suggesting. Maybe people should write books said of anyone is suggesting. You have written a book, which has been serialised recently in the newspapers, and in it you say that the Prime Minister is a clown with an untidy mind. I wonder, in the context of this, is this evidence of him not being on top of the details, because this has been around for a couple of weeks and only today how we had a Government Enquiry announce . I we had a Government Enquiry announce . Announce . I dont think it is particularly announce . I dont think it is particularly a announce . I dont think it is particularly a matter announce . I dont think it is particularly a matter of announce . I dont think it is particularly a matter of the l announce . I dont think it is particularly a matter of the Prime Minister. Particularly a matter of the Prime Minister, because there are processes to look at behaviour of any sort. Processes to look at behaviour of any sort, but i have written a book, what any sort, but i have written a book, what you any sort, but i have written a book, what you have read in the serialisation is not a picture of the book. Serialisation is not a picture of the book, this is a genus as it is critical, the book, this is a genus as it is critical, and the book, this is a genus as it is critical, and there are lots of various critical, and there are lots of various themes in it, largely about our standing in the world as a country. Our standing in the world as a country, and finally enough our standards country, and finally enough our standards of conduct in parliament. By standards of conduct in parliament. By which standards of conduct in parliament. By which i standards of conduct in parliament. By which i do not mean things like this, by which i do not mean things like this, moving from Big Ministerand giving this, moving from Big Ministerand giving to this, moving from Big Ministerand giving to the private sector, more in terms giving to the private sector, more in terms of giving to the private sector, more in terms of people just thinking that twitter is the new parliament and shouting each other is somehow what parliament is about, when what we want what parliament is about, when what we want is what parliament is about, when what we want is thorough Policy Making and a we want is thorough Policy Making and a functioning Parliament Making ood and a functioning Parliament Making good law and a functioning Parliament Making good law. So the book has actually lots of good law. So the book has actually lots of themes, it is also a day to day, blow by blow account of a civil day to day, blow by blow account of a civil war day to day, blow by blow account of a civil war in day to day, blow by blow account of a civil war in parliament from 2016 2020. About government, what it is to be a minister. And about government, what it is to be a minister, and how parliament works, particular minister, and how parliament works, particular when it is going through such a particular when it is going through such a difficult period. Complicated rules around lobbying here as well, which seem to change from one administrative to the next. Administration. The decline in covid cases and deaths in some countries, since the beginning of the year, shows the virus and its variants can be stopped. That is if there is a concerted effort to apply the Public Health measures that we know will work, alongside an effective roll out of the vaccine. Whether or not we do contain it comes down to the decisions and the actions that governments make in the coming month. The choice is ours. And right now, says the who, we are making a mess of it. The vaccinations alone are not enough to combat covid 19 and people in some countries some leaders need a reality check. This is a little of what dr Maria Von Kerkhove head of the whos Technical Response team had to say at a Press Conference earlier today we are in a critical point of the pandemic we are in a critical point of the pandemic right now. If you look at our website and look at the epic curve our website and look at the epic curve and our website and look at the epic curve and the trajectory of the pandemic, right now it is growing exponentially. This is not the situation exponentially. This is not the situation we want to be in 16 months into a situation we want to be in 16 months into a pandemic, where we have proven into a pandemic, where we have proven control measures. Nine times as many cases and growing, which brings us to brazil. Along with india, it is the most worrying country for the virus. No real restrictions in place, the dangerous p1 variant spreading rapidly and more than half the Coronavirus Patients in Intensive Care are under the age of 40. What is president bolsonaro going to do about it . She is out for a vaccine surge, but the cdc says you can do that but it will be a month before people are really vaccinated whereas if you do a locked out then you get the instant results from a lockdown, so there is this tension emerging between health officials, saying we need instant action, add thatis saying we need instant action, add that is a lockdown, waiting for vaccines to be injected into people and to be effective in giving Immunity Willjust take too long when youre in that kind of situation. Probably this situation brazil is in as well. That is the tool we have, it is the hammer. In vienna, diplomatic efforts are under way to revive Irans Nuclear deal with the major powers.
