Britains Prime Minister Boris Johnson is facing criticism from some of his own mps over suggestions the government could introduce Covid Passports in england. Backbenchers from his Conservative Party have said the certificates which prove if someone has been vaccinated, tested negative or has immunity risked creating a Two Tier Society. It comes after mrjohnson confirmed that nonessential shops, gyms and hair salons will be among the businesses allowed to reopen in england from monday of next week. Pubs and restaurants can open outdoor areas as well next week. But he urged against complacency and said it was still too early to confirm the date for Restarting Nonessential Travel to destinations outside of the uk. And theres a warning from Government Scientists that some Social Distancing measures will need to remain in place for much longer if a third wave is to be avoided in britain. To gain entry to some venues, youd have to prove youve been vaccinated, or that you had a recent negative test. Or had some immunity because youve had the virus in the past six months. The Prime Minister said you wouldnt need the certificate immediately. There is absolutely no question of people being asked to produce certification or covid status on monday. But he didnt rule them out further down the line if and when Social Distancing is relaxed. And where and when you can go on holiday is still up in the air. The government says its still too soon for you to book a foreign break, but when International Travel does resume, the government confirmed there would be a Traffic Light System. You would need to take a test before and after you have travelled from a country in the green zone. As well as those tests, youll need to self isolate at home if youre returning from countries designated as amber. But its ten days of Hotel Quarantine at your own expense if you enter the uk from a country on the red list. In the Prime Ministers words, there will be a Semblance Of Normality next week in england. But a return to pre pandemic life is still some way off. Iain watson, bbc news. And we still have red list countries, only uk residents are able to travel from those countries to england and have to quarantine in a hotel at their own expense for ii to quarantine in a hotel at their own expense for 11 days, so pretty much all of the countries in the world are either on the amber all red list at the moment, but hopefully by may the 17th that will be countries on the green list. We have no idea which countries might be on that list at the moment and we have no detailed criteria about how each of those countries will determine which list they will fall into, the industry is desperate to find out about this. He credits his new wife melissa with making it possible for him to get clean, and his father with never wavering in his support. And he didnt have a job. My son, like a lot of people, like a lot of people you know at home, had a drug problem. He has overtaken it. He has fixed it. He has worked on it. And im proud of him. But it was his role on the board of the Ukrainian Energy Company Burisma which was used repeatedly by the Trump Campaign againstjoe biden. Highlighting what hunter was being paid, and what it was for. And now that his father holds the highest office in the country, what comes next for this man who, by his own admission, is still heavily in debt . And Mishal Husainjoins me now. So why has he decided to speak now . His book is published today, but i did ask myself why he would reopen himself to scrutiny. He was constantly talked about during the election campaign, that is all over and his father is in the white house. But this is his chance to tell it in his own words, frankly he does still have debts to pay and he said himself it is difficult, he does not know what work you can or should do when his father is president so i think it is useful on that front. And a big part of the entity was his own personal struggles, particularly with alcohol and Crack Cocaine, so that which predates the death of his beloveds older brother beau, but it is clear things became a lot worse after his brother died of a brain tumour. My brother became ill and was diagnosed with glioblastoma in august of 2013. And i was with him constantly. I was always with him constantly, but basically, you know, it got much worse towards the end. After that is when. After my brother died, about a year after, is when i descended into a really dark, dark place. Which included in washington, not far from the white house, going out and buying Crack Cocaine on the streets. You knew dealers. Yes. At one point, one of them was living in your apartment. Yeah, yeah. An amazing woman, much older than me, that lived on the streets for a very long time, who i developed a friendship with. You know, a friendship based off of our mutual addiction to Crack Cocaine. It is interesting listening to the entity with hunter biden about how he saw other peoples perceptions of his work and what he was doing there. He is keen to stress that neither he nor his father did anything wrong but he admits he failed to pick up on how it would look to others and he is keen to emphasise that as far as is concerned, he had a long record of work on various boards and feels he was qualified. One of the things that is most frustrating is this idea that ive never had a job in my life, as the former guy says. You know, ive never worked for my dad, and so when someone comes to me with work, it is myjob to do the due diligence, which i did and, you know, what i missed, though, is the perception that i would create. What i missed in the period of time, and i know that it is hard to believe with 2020 hindsight how i could possibly have missed that. We also spoke about his early life, the tragedy of losing his mother and baby sister when he was only two years old, and also about things now. He says he talks to his father everyday, he said his fathers health was good and i asked about the prospect of him running for real action when he will be 82, he said he sees no reason. He worries about his father on various fronts, the pressures of the job etc, but sees no reason why he should not run for re election in 202a. North korea has announced it is pulling out of the tokyo Summer Olympics in order to protect its athletes from the covid 19 pandemic. Itll be the first summer games north korea will miss since 1968. They are also the first country to make such a decision. An Olympic Preparatory event injapan has been cancelled after covid infections broke out at Training Camp for the japanese water polo team. From tokyo, the bbc� s Rupert Wingfield hayes explained that north koreas decision was taken for internal reasons. Its been very apparent for most of the last year that the north korean government is extremely concerned about the threat from covid and it has sealed its borders very, very tightly indeed, no one coming in or out. Some Russian Diplomats who left recently had to walk with all their belongings across the border, pushing a cart ahead of them across the border, thats the only way they could get out. I understand that the north Korean Ambassador to beijing, who has finished his term in china, cant go home because even hes not allowed to go home, so that gives you an idea of how tightly the border is closed. And thats because most experts reckon that north korea simply couldnt deal with a mass outbreak of covid, its Health System is just too weak, and so it is doing it to protect itself. So on that basis, north koreas decision is perhaps understandable but, as you say, the organisers here are obviously very concerned that a country has done this and that other countries may follow. Lets update you now on the coronavirus situation in india where new infections have been running at record rates. Figures released show a slight drop in cases on tuesday but they still stand atjust under 100,000. Roughly half of the positive tests are coming in maharashtra state, which is of course home to the countrys largest city, mumbai. New restrictions have been introduced to try to slow the spread as our correspondent Mayuresh Konnur reports. Having faced wide criticism last year, the government has imposed less strict rules this time around. Markets are to be closed at night and groups of more than five people cannot gather in Public Places. 0n weekends there will be a full lockdown. With cases going up every passing day, the government now thinks more vaccination is the only way forward. Where i am standing right now here in mumbai is one of the biggest Vaccination Centres in the country. Now everyone above age 45 will get vaccinated. The State Government now plans to vaccinate 300,000 individuals every single day and they even plan to start a door to door vaccination drive. Over 7 million have received the vaccine in india so far but there is still a long way before the whole country, over1 billion people, get a shot. Until then, states like maharashtra will try to control the virus with lockdown measures. There are also saying there will be exemptions for people who could not prove any of those things and there will also be exemptions to places where they could not be used, for example, public transport, the health service, or essential shops, like supermarkets, which raises the question of what purpose could they be used for . The government suggest they could be used for International Travel, because foreign governments will want to see it from inbound tourists and they talk about using it in risky situations, like mass gatherings, theatres, nightclubs, where there are lots of people packed in closely. Could you make them less risky by making everyone show the certificates . The government is to insist, this is not something that is coming anytime soon, you will not have to, for example, show one of these certificates, which do not exist yet, if you want to go to a Pub Beer Garden next monday. Essentially, all of those groups are saying they need more information about exactly how this Traffic Light System is going to work. Just to refresh our viewers minds about exactly how, we understand that at the moment it is going to operate and that anyone travelling from england to designated green countries will need to have a test before they travel back to the uk and also once they arrive back in the uk as well, although they will not be required to quarantine, which is particularly key, obviously, for holidays or visiting relatives or family. Those people travelling back from amber countries will be required to quarantine at home on Arrivalfor Ten days and they will also be required to take a test before they travel as well as a test on arrival. They will be able to do a thing called test and release, which means if you take a test on the fifth day of travelling and it is negative, then you will be able to break your quarantine early and of course we still have a red list of countries as well, only uk residents are able to travel from red list countries to england and then they have to quarantine in a hotel at their own expense for 11 days, so at the moment, pretty much all the countries in the world either fall into the amber list or into the red list, but the hope is that by the time we get to the 17th of may there will be some countries on that green list. Right now, we have no idea which countries might be on that list at all and at the moment we don� t have any detailed criteria about how each of those countries will be determined which list they fall into. There has been a lot of innovation in the industry and a lot of investment in terms of how and when travel can resume and how we are mitigating risk with increased Hygiene Protocols and a key point for any consumers looking to book, making sure they now have access, you can still book for the summer, and for anyone that wants to do that, they can do that with flexible terms and money back guarantees. That is a really important thing, because i think a lot of people got caught out last year and they may be did not have adequate insurance cover and a lot of the Insurance Policies had not really reflected the possibility of a pandemic and this has presumably change. Police officers searching for a missing student say they� ve found a body. 19 year old Richard 0korogheye was last seen leaving his home in west london two weeks ago, as tim muffett reports. Last seen on cctv on tuesday, march 23rd. The disappearance of 19 year old student Richard 0korogheye prompted appeals for sightings and led to extensive searches. He had been shielding during lockdown because he suffered from sickle cell disease. Five days ago, police turned their attention to Epping Forest in essex. And last night the metropolitan police said they had been informed by colleagues in essex police that a body had been found in the forest. The statement said that enquiries are under way to identify the body. And that detectives investigating the disappearance of 19 year old Richard 0korogheye are aware. Richard� s family are being supported by specially trained officers and are being kept updated with developments. Richard� s mother has previously described the past two weeks as a complete nightmare and she recently said this about her son. Richard is a very, very civilised boy. He� s very focused, intelligent, loved by everyone. Police officers remained at the scene where the body was found overnight. Enquiries continue. It hasn� t been formally identified yet but richard� s family have been told about this discovery. He� s not been seen for two weeks since he left home in west london. He took a bus across the city and he was caught on cctv walking up a residential street towards the forest, not too far from here, just after midnight. There has been no sign of him since, no activity on his mobile phone. His mum says she thinks he may have been talking to someone online and may have come out here in order to meet that person. That is something that police will be investigating. Their work here is continuing today as they investigate the circumstances. They have got to identify that body, to work out how it ended up in the lake, and how that person lost their life. And they are still to confirm that it is in fact richard. He had left home without money and without his medication and his family says that he had struggled studying at home during the lockdown over the last few months. Insects, vast numbers of moths drawn into those lights, where they batter themselves to death or where they are predated by bats that change their behaviour to visit those lights, perhaps to their advantage, but to the deficit of other species of bats. So all of this is happening out there in our night. So what can be done . The good news is we can tackle Light Pollution relatively easily. Its small measures like businesses making sure they are turning their lights off at night time when the buildings arent in use. Also, local government making sure that street lamps are properly shaded and the lights targeted, so it is not spilling out there and creating unnecessary light blight. Yeah, yeah. An amazing woman, much older than me, that lived on the streets for a very long time, who i developed a friendship with. You know, a friendship based off of our mutual addiction to Crack Cocaine. But i think the thing that will be really striking to many people hearing you talk or reading your book will be how was all of this happening, this descent, in some ways you� re probably lucky to be alive, in a loving family and in one of the most powerful families in the country at that point . I mean, yourfather is famous for his empathy. What was he doing when you were at the point that you were going through this . Yeah, well, he was there constantly. He literally showed up at my door. He reduced his secret service detail, this is when he was Vice President , he knocked on my door. I was living by myself for the first time in 46 years. My brother had just died, i was separated from my wife, i was in an apartment by myself and i was basically drinking myself to death. It was awful. I mean, grief does funny things and combine that with addiction and it is a really hard thing to overcome. He knocked on the door and he said, hunter, are you 0k . I said, i� m fine, dad. He said, no, you� re not, you need help. He saved me then. He saved me so many times. It is your work and your controversial business dealings that was very much used by the Trump Campaign last year. Can you see why people look at the fact that the ukrainian gas Company Burisma took you onto their board for a reported 50,000 a month and think, well, they were obviously doing that because of your surname . One of the things that is most frustrating is this idea that i� ve never had a job in my life, as the former guy says. You know, i� ve never worked for my dad. I paid for college, i worked my way through both college and law school. I was an executive at one of the largest banks in the country, so when someone comes to me with work, it is myjob to do the due diligence, which i did and, you know, what i missed, though, was the perception that i would create. What i missed in the period of time, and i know that it is hard to believe with 2020 hindsight how i could possibly have missed that. At the point you where working for burisma, it was a lot of money to be paid for relatively few meetings a year and at a point, by your own admission, you were an alcoholic through a lot of that period. How much work were you actually doing for them . Yeah, i did the work that was required of every board member. What i was paid is the equivalent of what people are paid to serve on corporate boards, but i get it, mishal, i really do. I understand the thing. But here is the bottom line, not one investigative body, not one legitimate journalist or group ofjournalists or a newspaper have come to the conclusion other than this my dad did nothing wrong and that i did nothing illegal or wrong in doing so. But, you� re right, i created a perception and a perception that was wielded against us an incredibly wild and conspiratorial way. Speaking this morning, new zealand Prime Ministerjacinda ardern said the conditions for resuming travel between the two countries have been met. The scheme takes effect on the 19th of april. This is an important step forward in our Covid Response and represent an arrangement i do not we believe we have seen in any other part of the world, that is safely opening up International Travel to another country while continuing to pursue a strategy of limitation and a commitment to depleting the virus. She also said that passengers coming to new zealand will have to wear masks on the plane, they will have to provide comprehensive information about how they could be contacted and also download a Contact Tracing up. She also spoke about the concept of a greenstone, planes and airports, meaning that travellers to new zealand will be on a plane that only has passengers from australia alone and that the crew on that plane will not have travel to any problematic areas or covid 19 hotspots. In the airport, as well, the passengers will not mix with any other travellers coming from elsewhere in the world. The idea is to keep the contained in the safe as possible. 26 centres to help pregnant women and new mothers with their Mental Health are being set up across england. Nhs england say the centres, which will also support bereaved mothers, are part of the biggest transformation of maternal Mental Health services in the world. 0ur Health Correspondent laura foster reports. One, two, three, whoa for many people, having a baby is the most wonderful moment of their life. But around a quarter of women have trouble with their mental well being during pregnancy, and in the two years after giving birth. Lizzie suffered from post Traumatic Stress disorder while she was pregnant after she previously had a miscarriage. I panicked about everything, and everything was going to cause a miscarriage, to the point where i couldn� t drive. So my husband at that point told me i needed to speak to my midwife and sort of pushed me to be a bit more open about it. And she referred me to the Mental Health team. This chair . Yes. At this hub in plymouth, they offer both Maternity Services and highly specialist psychological treatments as well as bereavement counselling. The idea is by having everything under one roof, it� s easier to get help, meaning they will be able to help thousands more people every year. Its very important for them to access Mental Health support quickly. Because baby and children cant wait, so when you have a woman in the perinatal period, she needs to nurse a dependent child. And actually if her Mental Health is not great, then that can impact on her ability to nurse her child. Work on these hubs began before the Coronavirus Pandemic but nhs england says the last year could mean even more demand for their Mental Health services. A lot will depend on how society unlocks, as it were, over the spring and the summer now. What happens in the year ahead. Because women who are struggling don� tjust need services or benefit from services, they often benefit from the support of their friends or their mother and toddler groups. Backbenchers from his Conservative Party have said the certificates, which prove if someone has been vaccinated, tested negative or has immunity, risked creating a Two Tier Society. It comes after mrjohnson confirmed that non essential shops, gyms and hair salons will be among the businesses allowed to re open in england from monday of next week pubs and restaurants can open outdoor areas as well next week. But he urged against complacency and said it was still too early to confirm the date for re starting non essential travel to destinations outside of the uk. And there� s a warning from Government Scientists that some Social Distancing measures will need to remain in place for much longer if a third wave is to be avoided. With more details, here� s our Political Correspondent iain watson. Lockdown has been a long, hard slog for many of us. But now if you live in england, you may well be working out what to do next week. From april 12, you can get in shape in the gym, have your lockdown locks snipped off, take a trip to the shops, and maybe relax outdoors with a drink. You might even run into someone you recognise in the beer garden. From monday the 12th, i will be going to the pub myself and cautiously but irreversibly raising a pint of beer to my lips. But, and you know i� m going to say this, we can� t be complacent. We can see the waves of sickness afflicting other countries. And we� ve seen how this story goes. And the Prime Minister is looking at how other areas of the economy can be reopened safely. At some major Sporting Events this spring, there will be a trial of what the government calls Covid Status Certification, or critics describe as Vaccine Passports. To gain entry to some venues, you� d have to prove you� ve been vaccinated, or that you had a recent negative test. 0r had some immunity because you� ve had the virus in the past six months. The Prime Minister said you wouldn� t need the certificate immediately. There is absolutely no question of people being asked to produce certification or covid status on monday. But he didn� t rule them out further down the line if and when Social Distancing is relaxed. And where and when you can go on holiday is still up in the air. The government says it� s still too soon for you to book a foreign break, but when International Travel does resume, the government confirmed there would be a Traffic Light System. You would need to take a test before and after you have travelled from a country in the green zone. As well as those tests, you� ll need to self isolate at home if you� re returning from countries designated as amber. But it� s ten days of Hotel Quarantine at your own expense if you enter the uk from a country on the red list. Let� s get more on Covid Certificates. Earlier i spoke to our chief Political Correspondent, adam fleming, who gave us this update. When the government published the road map for lifting the lockdown in england, a couple of weeks ago, they set up four reviews to look at kind of longer term, thorny issues, and one of the issues was covid certification as they call it. That is being looked at by michael gove, the Cabinet Office minister, and yesterday, alongside the Prime Minister� s latest update about the road map, we got an update on that review and it says, in black and white, the government is looking at introducing these certificates. We are going to leave that, this is a bit sooner than we expected, Nicola Sturgeon has her latest update on coronavirus. Let us join the briefing at edinburgh. The ositive the briefing at edinburgh. I am also pleased and relieved to report that no deaths were reported yesterday, but i should point out that as you know yesterday being Easter Monday was a Public Holiday and many registration offices were therefore closed, so it may be that no deaths being reported today is an which we will see reflected in statistics later in the week. But the total number of deaths registered under the daily definition that we use is now 7614 and that number of course reminds us of the impact that the virus has had on many many families across the country and the grief that it across the country and the grief thatitis across the country and the grief that it is continuing to cause. Again, my thoughts and condolences are with everyone. Let me provide an update on the latest vaccination figures, as of 730 this morning, 2,577,000 816 people had received the first dose of the vaccine. That is an increase of 12,536 cents yesterday. In addition to that, 7700 in force six people received seven but the second of vaccine strain that the total number of second doses that have been a minister now to 463,780. So virtually all over 60 year olds have now received at least the first dose of the vaccine and so have 92 of 50 79 euros and 72 of 50 54 and so have 92 of 50 79 euros and 72 of 50 54 euros. So far, as you are aware, we have been using the Pfizer Vaccine and the Oxford Astrazeneca vaccine. I can confirm that the first batch of the Moderna Vaccine arrived in scotland safely yesterday and a total of 17 million doses of this vaccine have been ordered for the uk and of that total, scotland will receive well over a million doses. It is important to stress, though, that Moderna Vaccines will arrive over a period of months, not all at once and the doses we expect to receive our already factored into our forward productions, so the arrival of this first batch does not mean that we are able to accelerate the Vaccination Programme, the speed of Vaccination Programme, the speed of vaccination is already taking account of the expected moderna supplies. Nevertheless, the fact that we now have three vaccines in use is clearly very welcome and it does give us additional security of supply which is important. The figures i havejust reported demonstrate again the progress that we are making in terms of vaccination, i want to stress that we are still on course to have offered a first dose of vaccine by the middle of this month to everybody in the population who is over 50 years old. Everybody who is an unpaid carer and to all adults who have particular Underlying Health conditions and that is an important milestone, because these groups taken together, these are additionaljcvi priority groups and taken together, they account for well over half of the Adult Population in scotland, but also 99 of covid related deaths and you can see that reaching that milestone is very significant and is one of the things that will give us confidence, we hope, to further ease restrictions later on this month. We are also seeing encouraging news in relation to case numbers and after a period recently where the decline in cases had levelled off and plateaued, we had a couple of weeks were we even thought we were seeing a slight increase in cases again over the past seven days it is much easier to see the continued decline in new cases, which is good news. In total, cases have now fallen by more than 80 since early january, when of course they were at a particularly high level and the number of deaths has fallen even more sharply than that and as you can see from the numbers quoted earlier, the number of people in hospital and in intensive care has reduced and all of this is a really positive picture and it gives us a lot of optimism for the period that lies ahead. That said, and as you would expect, i need to stress this point, covid is down in scotland and you can see that from the figures, but as we can still see here, and see even more starkly and other parts of the world, covid is not out, it is a virus that is very much still with us and here in scotland we are still seeing hundreds of people everyday testing positive for it and almost all the new cases that we are seen reported now in scotland are of the new variant that emerged just before christmas and as we know, that variant is more infectious than the variance we were dealing with earlier last year. That is one reason why so many countries in europe are currently having to tackle big increases in new cases and we are seeing some countries, for example, france, applying new lockdowns and that is what could still happen here if we let down our guard too far or too quickly and it is that that we have got to get together collectively be determined that we are not going to allow to happen here. And, to sustain our progress, it is really important that we ease restrictions cautiously and carefully. That is why the changes that come into force over the weekend, although significant and will make a difference to many people, were nevertheless cautious changes. 0n people, were nevertheless cautious changes. On friday, the previous stay at home rule was replaced with guidance to stay local, except for certain purposes and, as you will know, a number of other changes came into force yesterday and Contact Sports are now allowed for those aged between 12 and 17 and all shops can operate click and collect services, car showrooms and forecourts can reopen as well as homeware stores, garden centres, hairdressers and barbers. I hope people will enjoy making the most of these additional services, but i would ask everybody to please continue to use your common sense, to protect ourselves and others. For retail services, that means if you need an appointment for a service, make sure that you do book in advance, do not go to places that are busy like garden centres, come away and go back at it it might be quieter. Please follow any advice or instructions given by staff, because they are working under pressure, but they are working under pressure, but they are working under pressure, but they are doing their very best to try and keep everybody safe. More generally, as the weather improves, i say that with a bit of a rice mile, given the weather we are experiencing right now, but as hopefully the weather will improve in the weeks come, many of us will be able to beat up more with friends out of doors and it is really important that we do get the ability to take advantage of that, but again it is really important that we take sensible precautions. Do not for now meet in groups of more than four people, that is for adults, those people, that is for adults, those people should not have any more than 20 households within it. Most people i know are following these rules rigidly and i am hugely grateful for that but i am stressing this point particularly about outdoor gatherings because we did see some scenes at the weekend, particularly at the meadows here in edinburgh, that were of considerable concern. Police officers should not have to get involved in dispersing large groups of people. I know the restrictions remain really tough and i know why people want to meet up in larger groups and i think we all have a desperate desire to see more of our friends have a desperate desire to see more of ourfriends and have a desperate desire to see more of our friends and family, but the fact remains, the best way for all of us to be able to do that, in the hopefully near future is to keep these case numbers as low as possible as the Vaccination Programme continues to gather pace, and the best way to do that and for all of us is to try and take the sensible precautions and abide by all of the advice that is in place. Now, if we do continue to keep the virus under control, as i hope we will, we expect to be able to make further, more significant changes, on the 26th Of April. I hope to confirm these changes, which will include a full reopening of retail and the first phase, quite significant first phase of the reopening of hospitality and i hope to be able to confirm that on the 20th Of April. I can also confirm, today, but to support the further easing of restrictions, we intend to further expand the availability of routing testing. We do intend to move to a situation where lateral flow test, the tests that give quicker results, will be available twice a week on a universally accessible basis. We will set out more detail hopefully later this week about how tests can be access and from what date. This testing will be in addition to and it will supplement the existing testing routes that are in place in Priority Areas we set those out in our updated testing strategy last month and this more universal approach to and this more universal approach to a symptomatic testing will allow us to assess the impact that that might have on further suppressing transmission. All of these things are positive and it is certainly the case right now that we are on the right track and a good track in scotland but if we are going to stay on it we need everyone to continue to play their part. Especially since we are still determined to prioritise getting young people back to school and let me turn now to that. I can confirm that having assessed the data with the input of our clinical advisers, that when the Easter Holidays and virtually all pupils will return to school full time, so secondary schools after easter will go back to in person, learning. The one exception to this is children who are on the shielding list. We are continuing to recommend that they stay at home until the 26th Of April and that is in line with advice already received from the chief medical officer. All other pupils, though, will return to school once the new term starts and this i know will be a huge relief to many children and young people and of course too many parents and carers and as i said a moment ago, by the end of april we want to see children on the shielding list also get back to school in person as well. I know that the return to school, particularly for older pupils, will cause concern and anxiety, to pupils, parents and teachers and others who work in schools, so let me give an assurance that we will continue to give paramount consideration to safety. The return to school will involve, as it did last august, the removal were necessary of strict two metre physical distancing between pupils in secondary school, but we are asking schools to consider how they strengthen other mitigations, for example, we have committed almost £400 million of funding to help with education recovery and i know that Many Councils have been using some of this funding to monitor and improve ventilation in schools and in addition, twice weekly lateral flow testing is already available for all school staff in primary, secondary and special schools and also for all secondary School Pupils and i would encourage as many staff and i would encourage as many staff and pupils as possible to make use of that testing. Through these measures and others the government schools and local authorities will do Everything Possible to ensure that the return to school is as safe as possible and of course every day that passes now, more and more adults, and that will include more and more teachers, and more and more people who work in schools, will be receiving the vaccine as well. We will of course continue to study and assess the data and order to quickly identify and limit any outbreaks that do arise and make sure that we are also learning from them. Detailed guidance for schools was published a fortnight ago and staff have been working hard since then to prepare for this return. For now, let me thank everyone who is working to make this return to school possible. For many teachers and school staff, i know this has been the hardest year of your professional lives and i am very grateful for the way in which you have adapted to such difficult circumstances and i am also grateful to parents, carers and young people themselves, the way that everyone has responded to the challenges of home schooling and Remote Learning has been exceptional and i want to see say a heartfelt thank you to everyone. The point i want to conclude on is, as always, the point of how important it is if we are to achieve all of this is for all of us to continue to act in a way that keeps the virus under control. Please continue to stay local, except for certain purposes that are set out, continue to work from home or you can, do not meet other households are going into other households are going into other peoples homes for now and when you� re outside remember that the maximum size, group size for adults is four people from two households and always remember face coverings, avoid busy places, clean your hands, use two metres distancing, self isolate and test if you have symptoms. If we continue to do all of these things, i am optimistic that we will continue to see progress and that that will then enable us to get more and more aspects of our life back to something that feels much more normal, which i know is what everyone, including me, is very desperate to say. We all want to get back to normal so anything that can play a part in getting us back to normal is something we should think about very carefully. Nor should we just gloss over the practical and ethical issues that we have to think through properly and i think if we are going to have a system of vaccine certification then it is really important that if the public are to have confidence in that and if there is to be buy in and acceptance to that, that we have taken the time openly, not behind closed doors in government buildings, but openly with the public, aired all the issues and aired some of the challenges in that. In summary, the two subsets of issues that we have to think through our firstly issues relating to the efficacy of the vaccine and all of the data we have had about the impact of vaccine so far has been really positive, perhaps more positive than we have dared to hope for, at the turn of the year, and that includes the data on the impact the vaccine has on the transmission of the virus. We realise very quickly, and this was anticipated, but it began to be seen very quickly in our data for deaths that the vaccine was reducing the number of deaths in care homes and in the older population. What has been less certain is whether the vaccine stops people getting and passing on the virus and therefore would it still be a risk, for somebody who has been vaccinated, who would otherwise get the vaccine, who would otherwise get the vaccine, who could pass on to someone who has not been vaccinated. The data on thatis not been vaccinated. The data on that is positive but there are still Unanswered Questions and that is quite significant in terms of bennett being able to judge just how safe relying on vaccine certification will be. The second basket of issues are the ethical and equity issues. Presumably, given the scale of it, that will not lead to the immediate suspension of its use or anything like that, but presumably it does raise questions about what medical advice is given to people who might have pre existing conditions, and more generally the advice given to medical practitioners about who they give this vaccine to. Yes, there are two considerations here. The first is that, statistically, it is still a very rare risk, so in the uk figures it is one in 600,000 people developing these rare clots. On the other hand, shaun, as you mention, you do have to take into consideration that as you go down the age range vaccinating people, their risk of dying of covid 19 is reduced anyway. So there may be a point at which regulators decide not to use it in lower age groups. We have already seen that now in germany, in france, in canada and in some scandinavian countries. For the moment, the official line here in the uk is that if people are asked for a vaccine appointment they should go and take up the offer, and also they are stressing that there are no changes at the moment to Regulatory Guidance here. Now, you may be able to travel abroad again from 17th may, but it� s still not clear where you will be able to go without Coronavirus Testing or without quarantine on return. This morning, heathrow airport, British Airways and Virgin Atlantic hosted a Media Briefing to discuss next steps for the aviation and travel industries our transport correspondent, Caroline Davies was there. Essentially, all of those groups are saying they need more information about exactly how this Traffic Light System is going to work. Just to refresh our viewers� minds about exactly how, we understand that at the moment it is going to operate and that anyone travelling from england to designated green countries will need to have a test before they travel back to the uk and also once they arrive back in the uk as well, although they will not be required to quarantine, which is particularly key, obviously, for holidays or visiting relatives or family. Those people travelling back from amber countries will be required to quarantine at home on Arrivalfor Ten days and they will also be required to take a test before they travel as well as a test on arrival. They will be able to do a thing called � test to release� , which means if you take a test on the fifth day of travelling and it is negative, then you will be able to break your quarantine early and of course we still have a red list of countries as well, only uk residents are able to travel from red list countries to england and then they have to quarantine in a hotel at their own expense for 11 days, so at the moment, pretty much all the countries in the world either fall into the amber list or into the red list, but the hope is that by the time we get to the 17th of may there will be some countries on that green list. Right now, we have no idea which countries might be on that list at all and at the moment we don� t have any detailed criteria about how each of those countries will be determined which list they fall into. Police officers searching for a missing student say they� ve found a body. 19 year old Richard Okorogheye was last seen leaving his home in west london two weeks ago, as tim muffett reports. Last seen on cctv on tuesday, march 23rd. The disappearance of 19 year old student Richard Okorogheye prompted appeals for sightings and led to extensive searches. He had been shielding during lockdown because he suffered from sickle cell disease. Five days ago, police turned their attention to Epping Forest in essex. And last night the metropolitan police said they had been informed by colleagues in essex police that a body had been found in the forest. The statement said that enquiries are under way to identify the body. And that detectives investigating the disappearance of 19 year old Richard Okorogheye are aware. Richard� s family are being supported by specially trained officers and are being kept updated with developments. Richard� s mother has previously described the past two weeks as a complete nightmare and she recently said this about her son. Richard is a very, very civilised boy. My brother had just died, i was separated from my wife, i was in an apartment by myself and i was basically drinking myself to death. It was awful. I mean, grief does funny things and combine that with addiction and it is a really hard thing to overcome. He knocked on the door and he said, hunter, are you ok . I said, i� m fine, dad. He said, no, you� re not, you need help. He saved me then. He saved me so many times. It is your work and your controversial business dealings that was very much used by the Trump Campaign last year. Can you see why people look at the fact that the ukrainian gas Company Burisma took you onto their board for a reported 50,000 a month and think, well, they were obviously doing that because of your surname . One of the things that is most frustrating is this idea that i� ve never had a job in my life, as the former guy says. You know, i� ve never worked for my dad. I was an executive at one of the largest banks in the country, so when someone comes to me with work, it is myjob to do the due diligence, which i did and, you know, what i missed, though, was the perception that i would create. What i missed in the period of time, and i know that it is hard to believe with 20 20 hindsight how i could possibly have missed that. At the point you where working for burisma, it was a lot of money to be paid for relatively few meetings a year and at a point, by your own admission, you were an alcoholic through a lot of that period. How much work were you actually doing for them . Yeah, i did the work that was required of every board member. What i was paid is the equivalent of what people are paid to serve on corporate boards, but i get it, mishal, i really do. I understand the thing. But here is the bottom line, not one investigative body, not one legitimate journalist or group ofjournalists or a newspaper have come to the conclusion other than this my dad did nothing wrong and that i did nothing illegal or wrong in doing so. Ships have started moving through the suez canal again after the container ship, the ever given, blocked it for more than five days. But one ship, and one man, are still not moving, in fact they� ve been stuck there for the past four years, spending much of that time alone. He says he signed the order not realising what it meant. The authorities are holding his passport. He is trapped. I lost my mother two years ago and she is never going to see me again because of this cursed ship. All i want is to go back home to my family. Seafarer abandonment is on the rise. More than 250 active cases according to the International Labour organisation. Ship owners in difficulty willing, it seems, to leave crews to fend for themselves. This situation with mohammad is unjust. No one can accept that mohammad has been forgotten, in this case has been forgotten, on board. Because the owner has abandoned the ship, this is his decision. The court of egypt has appointed mohammad as the legal guardian of the ship but mohammad is alone. The ship owners say they have tried their best but their hands are tied. I can� t force a judge to remove the legal guardianship, we were told, and i can� t find a Single Person on this planet, and i tried, to replace him. That could be about to change. The court is considering an offer to relieve him. The ship is up for auction. Mohammad could soon be free. When this is over, what will you do with your life . Will you go back to sea . Yes, of course. I am a chief mate. Before i came here to the ship, i was one step away from being a captain. Like i said, i love myjob, and i am good at it, and my former colleagues will tell you that. But this nightmare, i still don� t understand how this happened to me. One positive of the lockdowns over the last 12 months has been darker night skies. A survey by Countryside Charity the cpre suggests Light Pollution fell by about 10 last year. Darkness means more opportunities to enjoy what� s up there rather than just the reflection of what� s down here, as the bbc� s Chief Environment correspondent Justin Rowlatt has been finding out. This is what a truly dark sky looks like. Billions of stars wheel above the kielder observatory in northumberland. Set deep in a forest, the observatory enjoys the darkest skies in england. And, throughout lockdown, senior astronomer dan monk has been filming the incredible views. People often do get emotional when they sit underneath this amazing dark sky and they realise how small they are in the universe. It can actually make people cry, at times. It� s estimated 85 of us have never seen a truly dark sky. It means we are missing out because it gives us a sense of our place in the universe, the awesome vastness of space. But look at this. Even a tiny light is enough to extinguish the stars and bring us right back down to earth. The reduction in Light Pollution this year is an exception. Satellite images show the night sky has been getting steadily lighter across the world. Changes in light have been linked with obesity, heart disease, depression and even cancer. You see, shes shaking . And some animals suffer even more profoundly. There are such a range of animals which are negatively impacted from this. When you think of our migrating birds, for instance, which are drawn off course by lights. Insects, vast numbers of moths drawn into those lights, where they batter themselves to death or where they are predated by bats that change their behaviour to visit those lights, perhaps to their advantage, but to the deficit of other species of bats. So all of this is happening out there in our night. So what can be done . The good news is we can tackle Light Pollution relatively easily. Its small measures like businesses making sure they are turning their lights off at night time when the buildings arent in use. Also, local government making sure that street lamps are properly shaded and the lights targeted, so it is not spilling out there and creating unnecessary light blight.
