Reopening england. The british Prime Minister lays out what can and what cant be done, starting next week. Basically, haircuts and outdoor pints. Plus, Paper Bags . Check. An Ironing Board . Got it. Too much time on his hands . Probably. How an australian Art Director has been making the most of his quarantine. Hello, im Katty Kay in washington. James reynolds is in london. The Vaccine Effort Here in the us is steaming ahead. Fatalities are down. Spring is upon us and, not that you can see it, but the sun is shining outside our offices Here in washington dc. All good news, right . Well, not really. Because people are now talking about the possibility of a Fourth Wave of Covid Infections in america. With the majority of states reopening in one way or anotHer, cases have been rising again across the nation. New Hospital Admissions have seen an increase as well. The us Vaccination Programme is going strong 165 Million doses have been administered since the programme started in december. It is a huge number unbeaten anywHere else in the world. That breaks down to 32 of the population that has received at least one dose of the vaccine. Around 19 have had both doses and are fully vaccinated. Meanwhile, the majority of states have opened up across the us indoor dining has returned, and only four states still have a stay at home order. So, is the united states moving too hard and too fast to reopen, and risking that dreaded Fourth Wave . Well, it depends on who you listen to. Heres michael osterholm, a white House Covid Task force adviser, speaking to Nbc News this weekend. We are now i think in that cycle wHere the Upper Midwest is just now beginning to start this fourth surge and i think it was a Wake Up Call to Everyone Yesterday when michigan reported out 8400 new cases and we are now seeing increasing numbers of severe illnesses, Icu Hospitalisation in individuals who are between 30 and 50 years of age who have not been vaccinated. So he says is worried about a Fourth Wave, but Scott Gottlieb former Fda Commissioner Scott Gottlieb doesnt quite share that view. Once you get 50 to 60 of the public with some form of immunity, which is wHere we are in many parts of the country, tHeres not a lot of people left to infect and again, we are battling against that, so we are continuing to put a protective immunity into the population. I do think that the fact that we have taken our foot off the Brake A little too early Here, march was always going to be a difficult month. People want to lean forward, but we really should have waited till april. The fact that we have done that now probably means were going to plateau, maybe we will see an uptick in certain parts of the country. No wonder people are confused. The White House is in an odd position, celebrating the success of the vaccine programme, whilst also warning americans that a Fourth Wave could hit the us. White House Chief of staff said on twitter that the biden administration is simply telling the american people the truth. Joining us now to discuss is democratic senator Ben Cardin who represents the state of maryland. Thank You Forjoining. Maryland surprised a lot of people by opening up surprised a lot of people by opening up almost fully last friday. When you listen to people talking about the prospect of a Fourth Wave, does that make you a bit nervous for your state . ,. ,. ,. , state . First it is good to be with ou and i state . First it is good to be with you and i think state . First it is good to be with you and i think we state . First it is good to be with you and i think we can state . First it is good to be with you and i think we can see state . First it is good to be with you and i think we can see A State . First it is good to be with l you and i think we can see a light at the end of the tunnel, we making tremendous progress and it is unreasonable to expect it to be opening up to more businesses and more activities put up less micro it is reasonable. The challenges we have to do it safely. People have to wear their mask, practice personal hygiene, so that we can prevent the spread of this disease and unfortunately, with the more and more openings, we find more and more people closer togetHer in larger groups without wearing masks. Senator, i spent the weekend talking to friends and Family in europe and as you know the situation is so different tHere. THere is almost total lockdown, pictures from rome completely empty during the course of this weekend. We have learnt a certain amount of humility during the course of this pandemic and what has happened in one country over the otHer side of the atlantic has sometimes spread Here. Do you think america needs a more serious national lockdown like the europeans have in order to keep these otHer variants under control . Are you worried that could come Here . I think you are getting a very straight message from President Biden, he is definitely with the american people, he tells us how serious it is. If you look at the events planned in the White House, every precaution is taken and they require that you are tested, they require that you are tested, they require you wear masks and require you are distanced and that i think is sending a message to the american people that we still have a very serious pandemic on our hands. So i think the message coming from our leadership in the united states is that this pandemic is still very serious. Too many people are still being affected, too many are ending up being affected, too many are ending up in hospitals and dying and we cannot take off our precautions to stop the spread of this disease. I would like to talk more widely, president would like to talk more widely, President Biden has it made a number of priorities, President Biden has it made a number of priorities, including the pandemic. It is a striking when I Look pandemic. It is a striking when I Look back pandemic. It is a striking when I Look back in history, most President S, many of them, it did their President S, many of them, it did their most President S, many of them, it did their most memorable work right at their most memorable work right at the beginning. Yes, quite frankly, he passed the american do them at all . Yes, quite frankly, he passed the american rescue do them at all . Yes, quite frankly, l he passed the american Rescue Plan which was one of the most dramatic policy changes in modern history of the united states, helping those people at the lowest income, taking half of our children out of poverty and united states, one a bill. That well, 1. 9 trillion investing in the welfare and people of this nation was a dramatic accomplishment by the biden administration. Now he has put forward his american jobs biden administration. Now he has put forward his americanjobs plan biden administration. Now he has put forward his american jobs plan that will increase Americas Investment in our infrastructure. We think in america we have a stronger economy in the world, but when you look at our infrastructure, it does not match up to americas potential. We need to invest in our infrastructure and President Biden is now focused on getting that to become a reality. Yes, obviously that is coming with quite a big Price Tag which is worrying a lot of republicans, that infrastructure bill. Lets have a quick listen to biden he was speaking about that earlier. The signature come on, man. The problems democrats have isnt it, is that It Problems democrats have isnt it, is thatitis problems democrats have isnt it, is that it is notjust republicans worried about how you will pay for this infrastructure bill, you have one senator, democrat from West Virginia who has himselfjust said that a 28 corporate tax which is what the White House is proposing, would also make american companies uncompetitive. How do you bring on this democrat to pay for this bill . I think we need to work democrats and republicans will stop i think most american bug to mimic a republican friends believe we have to make a significant investment in our infrastructure. Today, those resources need to be modernised, so tHere are a lot of ideas out tHere that have been expressed by republicans, democrats, it was to deal with the price of carbon, converting from Gasoline Tax to a more reliable revenue source. All of those are areas we cannot talk about, but what i have heard is that ratHer than a Package Being presented by the democrats in the united states senate, lets sit down and work with republicans as he what we can come up with which are consistent with the President S direction, that we do not want to burden the lower income people in our country, middle income taxpayers. We want to make a right taxpayers. We want to make a right Tax System more progressive at the end of the day. The chief of the Minneapolis Police department has been on the stand as a Prosecution Witness in the trial of Derek Chauvin the white former Police Officer charged with the Murder And Manslaughter of George Floyd, a black man last may. Within 2a hours of George Floyds Death Chief Medaria arradondo fired Mr Chauvin as well as the three otHer officers present at the Scene Calling for the fbi to investigate. He has since condemned Mr Chauvins actions as murder. It is unusual for a Police Chief to take the stand as a witness in a trial against a former officer. Questioned by prosecutors in the last hour, chief arrandondo said that Derek Chauvins use of restraint breached the departments own policy. Once tHere was no longer any resistance and clearly, when Mr Floyd was no longer responsive, and even motionless, to continue to apply that level of force to a person proned out, handcuffed behind their back, that in no Way Shape or form is anything that is by policy, it is not part of our training and it is certainly not part of our ethics or our values. The bbc s Larry Madowo is outside Hennepin County Courthouse in minneapolis. Do sum up the day for us, please. So, this is a critical testimony, essentially taking the stand to testify against his own former officer. What we heard from Medaria Arrandondo is that Derek Chauvin violated policy and that when a George Floyd was resisting he should have stopped using false. He is getting cross examined now and talked a lot about the policy in the Minneapolis Department and they are taking a break right now because i want to talk about the policy and the judge gave this little break. However, we had from one a criminal lawyer locally who said he does say he violated policy, but is that criminal . This is what it is all about and thejury criminal . This is what it is all about and the jury will agree and it is confusing, but did he break the law and should he be found guilty of that . He does not think, this lawyer, that was delivered. Lets bring in mary moriarty, the former chief public defender of hennepin county, wHere Derek Chauvin is being tried. Put it in context how significant it is that we have the chief of police testifying for the prosecution. It is very significant. His name is Medaria Arrandondo, which is why everybody refers to him as his nickname rondo, but he has not only talked about policy, but the values of the department and what he values in terms of the relationships of the Minneapolis Police department with the community. Was very definitive that this exceeded many of their policies and in court he is not going to be asked his opinion about Her-chauvin'>WhetHer Chauvin violated the law, that will be asked of the jurors, but one of the Defence Argument is that chauvin was following policies and doing what he was trained to do and doing what he was trained to do and chief Medaria Arrandondo today said that was not true. So that is very significant. Very significant. Right at the beginning very significant. Right at the beginning of very significant. Right at the beginning of the very significant. Right at the beginning of the trial, very significant. Right at the beginning of the trial, in very significant. Right at the beginning of the trial, in the opening statements, one of the things that the Defence And Prosecution it seemed to agree on was that the police are not on trial, it is Derek Chauvin. Do you think the Police Chief Here is trying on a to protect the Minneapolis Police department and say look, this was one bad apple. I do not think so. He is very much a reformer as a Police Chief, this is the way he has always been, he has been tHere a little over three years. We know tHere is a culture, and he talks about this frequently, that they need Culture Change in the department. So he talks frequently about the things that he is doing to change that culture, but some of it involves a Police Officer is leaving, retiring, so he has been consistent with everything he has talked about, values, and he talks frequently about the need for a Culture Change, that he is actually planting the seeds for that will come to fruition long after he is no longer a Police Chief. Come to fruition long after he is no longer a Police Chief. Does what you are hearing longer a Police Chief. Does what you are hearing about longer a Police Chief. Does what you are hearing about the longer a Police Chief. Does what you are hearing about the police longer a Police Chief. Does what you are hearing about the police in longer a Police Chief. Does what you are hearing about the police in this. Are hearing about the police in this trial reflect are hearing about the police in this trial reflect your own experiences with the trial reflect your own experiences with the department . Yes trial reflect your own experiences with the department . Trial reflect your own experiences with the department . Yes and no. This is rrot with the department . Yes and no. This is notjust with the department . Yes and no. This is notjust one with the department . Yes and no. This is notjust one bad with the department . Yes and no. This is notjust one bad apple. This is notjust one bad apple. THere is a Culture Issue tHere. Chief Medaria Arrandondo invited me to their Bias Training about four years ago and i was in a room with about 20 Police Officers and meet one saturday and the implicit bias in training was good but i was at a table with the lieutenant that started the day by saying this is a waste of my time and he stood up at one point when they asked what the roles were for the rest of the year and he says i want to maintain the Warrior Mentality because that is why i became a cop. And we have too many of those offices and chief Medaria Arrandondo knows that, but given The Union, you just cannot come in and fire people like that, so it takes a long time to change culture and certainly i have been a public Defenderfor 31 Culture and certainly i have been a public defender for 31 years and seen a lot of bad behaviour, a lot of chauvins putting these on peoples necks, which is not to say tHere are not good Police Officers, but overalL Things need to change. What overalL Things need to change. What role does the overalL Things need to change. What role does The Union overalL Things need to change. What role does the Union Play . They negotiate a contract, when role does the Union Play . They negotiate a contract, when a L Role does the Union Play . Iie negotiate a contract, when a chief has a disciplined Police Officers, it can go to arbitration, binding arbitration, and in 50 of those cases, the chief is overturned, so thatis cases, the chief is overturned, so that is a big controversy right now because the police have not had a contract, a new contract, for quite some time and theyre negotiating that and many in our city want drastic changes to the police contract. , drastic changes to the police contract. ,. ,. , contract. Can i bring it back to what were contract. Can i bring it back to what were hearing contract. Can i bring it back to what were hearing this contract. Can i bring it back to| what were hearing this week . Contract. Can i bring it back to what were hearing this week . We had last that dramatic testimony from witnesses and bystanders. This week we are expecting more testimonials from experts. What is the goal Here for the prosecution this week . This mornin for the prosecution this week . This morning they for the prosecution this week . Ti 3 morning they mentioned were going to call two use of force experts was that we have had three Police Officers, including the chief, testify that What Chauvin did not follow policy, it was excessive force, so that they intended to bring in two people who do not work for mpd, they come from outside agencies, to testify as experts. But the biggest testimony this week will be the medical testimony, the defence is contesting cause of death Here. They are saying that George Floyd died of some kind of accidental overdose. 0bviously that is not the state is that saying. I think the state had about six expert medical witnesses. We actually had from the doctor who declared George Freud dead. Heard from the doctor. George floyd. He said he did not think it was a Drug Overdose or Heart Attack and his theory was that George Floyd died of his hypoxaemia. For those watching on bbc world news, well be right back. In recent weeks it was looking increasingly likely that the Governments Road Map out of lockdown would be going ahead as planned given Falling Covid cases and a successful Vaccine Roll out, and now we have the formal confirmation. We cant be complacent. We can see the waves of sickness afflicting otHer countries and we have seen how this story goes. One thing which is incredibly important to remember, greetings everyone, is that the lockdown is incredibly restrictive still in the uk. By and large, the only thing you are really allowed to do is go to school if you are a child, Essential Shops are open, you can go outside with five otHer people, but essentially, it is worth remembering that the lockdown in the uk is it still a pretty restrictive. Its been a difficult year for the film production industry. Successive lockdowns mean few new movies can be produced, and the cinemas wHere they should be being released have frequently been shut. But as much as we like to complain about slim pickings, sometimes its important to be grateful for what we do have. This week a soviet Television Adaptation of the lord of the rings, thought to be lost forever, has been rediscovered. Produced in 1991, khraniteli does not exactly showcase the dazzling artistic heights reached at times by soviet cinema, looking more like a Schools Theatre Production than a feature length film. Theyre going to be with us only for anotHer day or so. But Arctic Air has now swept down across the whole of the country which is why it feels a lot colder than it did yesterday. We had a band of cloud earlier on. That swept through and you can see all the shower clouds that have been streaming in and that Cold Wind and its been Hern-scotland'>NortHern Scotland bearing the brunt of the snow today. For many parts of england and wales, its been dry and tHeres been some welcome sunshine around as well but temperatures a lot lower than yesterday. Very dramatic scene Here in belfast in Hern-ireland'>NortHern Ireland. THeres been some wintry showers Here, and those are continuing through this evening and overnight. More snow to come in nortHern parts of scotland. Some of those wintry showers head into west wales, the south west of england, so some icy conditions wHere we have those showers. Theyre not far away from the East Coast of england but for many inland areas, its going to be dry and clear and colder more widely than it was last night. So, widespread frost, 1 to 3. And tomorrow is anotHer cold day. More Snow Showers in the same sort of area so, primarily, the nortHern part of scotland but some for Hern-ireland'>NortHern Ireland heading into wales. Gradually through the day, The Cloud will Build Up inland and almost anywHere in the afternoon could catch a Passing Snow Shower. Theyre driven on by those strong nortHerly winds. Strongest in Hern-scotland'>NortHern Scotland, again. Gusts of 50 or 60 mph. Temperatures on tuesday, similar to what we had this afternoon. So 3 to perhaps 9 if youre lucky but given the strong and gusty winds especially near those Snow Showers, it will feel a lot colder and its more typical, really, of the middle of winter. By the time to get to wednesday, those colder stronger winds are out of the way. Its still anotHer cold start, mind you. Many places though will have a dry day. We still got some Snow Showers left over in the North East of scotland but most of them are now by this stage into the North Sea and instead, we look to the west to see advancing cloud coming in, maybe a little light Rain Or Drizzle into Hern-ireland'>NortHern Ireland and parts of wales. Many places will be dry but as it clouds over after that cold start, its still a cold day on wednesday but not as windy by any means. The colder strong winds are heading away from the uk and were starting to see our weatHer coming in from the atlantic. So, its less Cold Air, were left with low pressure to the north of the uk and some brisker winds probably on thursday and some rain but its still dry in the south. Youre watching Bbc News with me Katty Kay in washington, James Reynolds is in london. Our top stories. Record vaccinations are reason for optimism in the us. Those new powers come as western Governments Today criticised moscow for a Build Up of russian troops along its shared border with ukraine in recent days. Uk prime Minister Borisjohnson offered his Unwavering Support to Ukraines President , and the us State Department Today said it had asked moscow for an explanation of the provocations. The ukrainian government is pointing to 28 russian Battalion Groups as many as 25,000 troops that have appeared along Russias Border with ukraine. Thats in addition to the 3,000 Russian Military agents already embedded in separatist held Donetsk And Luhansk Regions according to the ukrainian army. The kremlin insists that the Military Presence poses no threat to ukraine and has warned nato against sending any assistance to the country. Ambassador Kurt Volker previously served as the us Special Envoy to ukraine. He joins us from washington. Talk to me about the timing of this Build Up of troops on the border. Evenif Build Up of troops on the border. Even if they are not planning some kind of offensive operation they do seem to be sending a signal of some sort dont they . Sort dont they . They did it also in early 2019 before putins reelection, i am sorry 2018. They are doing it again now. It is a significant Build Up, it is giving them the capacity to act militarily in a much bigger way in ukraine if they wanted to. And i think thats the purpose of doing it, they want to demonstrate that they have that ability and it is coming after a few months of the biden administration, the escalation of some rhetoric from the biden administration being tough on russia and i think it is really a signal to the ukrainians above all that russia is tHere, present, and capable and the us may have nice words but they are not going to back you up and i think it is that kind of psychological pressure on ukraine. President biden spoke to zelinski on friday, today we had a fairly mild statement from the State Department along the lines of dont think we are not watching this but should the biden administration be making more of this and taking a tougHer line with moscow over ukraine . We saw what happened to crimea after all. Does Somebody Need to make the line very clear . Line very clear . Yeah, i think that what they are line very clear . Yeah, i think that what they are doing line very clear . Yeah, i think that what they are doing is line very clear . Yeah, i think that what they are doing is trying line very clear . Yeah, i think that what they are doing is trying to i what they are doing is trying to avoid getting sucked into that bilateral escalation with russia. They are trying to send the signal that we are watching, we are concerned, they have called the ukrainians and it is notjust President Biden with volodymyr zelensky, but the foreign secretary, Foreign Minister and the chief of defence tHere will be nato exercises in ukraine this week, Nato Ising if you will. I think it will be important to keep sending a signal of support and taking concrete steps as appropriate. For example, the us has not had an investor in ukraine for two years now. The israeli prime Minister Benjamin Netanyahu has appeared in a Jerusalem Court for the resumption of his Corruption Trial. Mr netanyahu, whos facing charges of bribery, Fraud And Breach of trust, dismissed the hearing as a charade, and accused the prosecution of a coup attempt. The hearing comes as wrangling continues about who should form the countrys next Coalition Government as Yolande Knell reports from jerusalem. It has been called israels split screen moment. At thisJerusalem Court, Benjamin Netanyahu beginning his Corruption Trial in earnest. The prosecution accuses him of accepting expensive gifts from businessmen and offering favours for more positive news coverage. Charges he denies. Meanwhile, across the city at the President S office, talks start on who should be given the first chance to form a new Coalition Government after last months election, israels fourth in two years. He is known as the great survivor, but this is anotHer day when Benjamin Netanyahus personal and politicalfate lies in the balance. Simply put, israel is divided into two camps, those for and against the Prime Minister. And youve got small groups of both Here outside the court. Anti netanyahu protesters accuse Mr Netanyahu of putting his personal interests before those of the country. They want him to resign. He is doing everything that he can, and the last year has proved that he is doing everything that he can to escape justice, actually. And he will take 9 Million citizens, israeli citizens, down the drain, only to escape justice. But his supporters claim legal proceedings are a political witch hunt. Now theyre trying to do a governmental coup, and we are against it. Because Benjamin Netanyahu is The One And Only leader. He has no faults, maybe, hes not perfect, but he didnt do anything, he didnt do any of what theyre saying. Leaving court, Mr Netanyahu, the defendant, is quick to return to business as Prime Minister. But it wont be easy to keep public attention wHere he wants it. His trial could last for years and looks set to decide his legacy. Yolande knell, Bbc News, jerusalem. Hairdressers and Garden Centres have re opened in scotland. People are still being urged to stay local, even though the stay at Home Rule was lifted on friday Heres james shaw. A Big Day in scotland for barbers and hairstylists and everyone whos been desperate to tame their Lockdown Locks. Hair salons say theyre taking high levels of bookings, but theyre also having to deal with continuing Health And Safety restrictions which limit the amount of business they can do. Were so happy to be back in the salon, just getting back into doing what we love most. And seeing all our colleagues, and all our regular clients coming back isjust wonderful. Its fantastic. Ive been coming to this salon i for about 12 years and i know its a great place to come to. I have to say, its an enormous relief for me to be able to get a haircut after three months, at least, of waiting for one, and for thousands of otHer people in scotland as well. But these are not the only freedoms that we are going to start enjoying from today. Its been sunny across much of scotland, which has encouraged many people to head for their local garden centre. These changes are part of the scottish Governments Road Map out of lockdown, which continues at the same time as preparations for elections in may. Over the course of the crisis, the Scottish Government has sometimes seemed more cautious than ministers in london, and that tone was evident in the latest guidance from the health secretary. What we have done and what opens up today im sure is very welcome by very many people indeed, but our progress needs to be tempered with a degree of caution. This is nowHere near the end of the pandemic, but todays limited new freedoms may at least make people feel that the Winter Crisis is over and deliver a small measure of hope. The Cold Arctic Winds have arrived now but they shouldnt last too long. We have seen some Snow Showers mind you and its been Hern-scotland'>NortHern Scotland in the firing line, especially into the nortHern isles wHere its been very windy and very cold. For many parts of england and wales, Monday Afternoon was dry with some sunshine. Temperatures were a lot lower than they were the day before, mind you. And we start frosty on tuesday, more Snow Showers in scotland, Hern-ireland'>NortHern Ireland again into wales, perhaps the south west and some just brushing those North Sea coasts, but inland areas will see cloud increasing through the day and almost anywHere could catch a Passing Snow Shower in the afternoon. Theyre driven on by those strong and gusty winds again, the strongest wind still across Hern-scotland'>NortHern Scotland gusts of 50 or 60 mph and like on monday, temperatures will range from 3 9 celsius if youre lucky but given the strength of the wind, it will feel quite a bit colder than that and probably feels more like the middle of winter. But those winds do ease down in time for wednesday, and after a frosty start, much of the country will have a dry day on wednesday. Weve still got some Snow Showers in the North East of scotland but most of those Snow Showers are out in the North Sea. And instead, we look to the atlantic to see cloud increasing from the west, a bit of light Rain And Drizzle for Hern-ireland'>NortHern Ireland, perhaps into wales as well. But a lot of places will be dry. With The Cloud coming in over that cold and frosty start, it is going to be anotHer cold day it wont be as windy, but its still cold at 7 9 celsius. The really Cold Winds though are away from the uk and instead our weatHers starting to come in from the atlantic, so less Cold Air heading our way. Weve got low pressure running to the north of scotland. Thatll pick up the winds, i think, on thursday for nortHern areas, thicken The Cloud, bring some patchy rain especially towards the North West of scotland. England and wales, good chance its going to be dry a little bit of sunshine at times but temperatures are going to be a bit higHer on thursday. 10 Celsius In Aberdeen will be a treat. 10 in hull and 12 in london and the home counties. But, weve got some rain to move down from the north overnight. As that area of low pressure moves away, that weakening Her-front'>WeatHer Front moves down into england and wales on friday. Its a narrow band of Rain And Cloud as well that moves slowly into soutHern areas and then to the north of that, we get some sunshine, some showers. You can see theyre turning wintry in scotland. The wind going round to a nortHerly, dropping the temperatures Here, still double figures in soutHern parts of england and wales. We are not expecting a surge of cold Arctic Air though as we head into the weekend because this area of High Pressure is going to cut off that surge of colder air. Still not very warm, mind you, for the weekend. Maybe a frost around early on saturday. Still got some Cloud And Rain not far away from the South East into continental europe. Well come back to that a bit later. Very few showers, though, on saturday. Many places will be dry with some sunshine, but its still cold. Temperatures are below average through the weekend. That High Pressure tending to build in during the course of sunday as well. So, dry for many over the weekend, cold by day, and cold by night. Looking furtHer ahead into the following week, temperatures start to rise a bit during the day and at night as well but still not warm at all for this time of year. I mentioned that rain over continental europe. Lower pressure developing Here may split our area of High Pressure into two, threatening some showers to come into the south and maybe a bit of rain coming into the far north of scotland. But really for many over the week ahead, it looks largely dry
