In the last year or so. And hes done some great stuff, and i thank him very much, particularly on helping to encourage vaccine take up amongst more hesitant groups and communities. New figures show fewer than one in five people with covid 19 symptoms request a test, and the number who follow self isolation rules is low. As france goes into a third lockdown we talk to an expert in paris in paris about the situation across the country. And the life and legacy of diana, princess of wales, is to be recognised with a blue plaque in london. One of six new plaques dedicated to pioneering women. Good afternoon. A 22 year old has become the first British Police officer to be convicted of belonging to a banned neo nazi terror group. Neo nazi Terrorist Group. Benjamin hannam was also convicted of lying on his met Police Application and having terrorist documents detailing knife combat and making explosive devices, following the trial at the old bailey. Hejoined National Action after it had been outlawed. Our Home Affairs Correspondent Daniel Sandford reports. This was pc ben hannam at his Passing Out Parade three years ago. His Foundation Training over, he was taking the oath in front of cressida dick, the commissioner of the Metropolitan Police. Just two years earlier, he was part of the banned neo nazi Terrorist Group National Action. Taking part in fight training in the woods. Dont wait for him. No hesitation, get in there first, get him first. And Daubing A Nazi Torch on a graffiti trip to swindon. Traces of the graffiti ben hannam sprayed on that trip are still visible in swindon to this day. When he did it he was still an active member of a banned neo nazi Terrorist Organisation. Within weeks of doing it, he was applying to join londons Metropolitan Police. The Propaganda Video from the trip was uploaded just days before he put in his application. It took two years for the police to realise they had a nazi in the ranks, and to raid his home to seize phones and computers. Just point them out, dont touch them. Thats fine. That phone, this apple watch. They had only unearthed him because the membership of a neo nazi Internet Forum had been leaked. On his bedroom wall, he still had a picture of a german soldier from world war ii. This is a unique case, and never before has a serving Police Officer been prosecuted for being a member of a Terrorist Group. When we identified the person we were looking at was a Police Officer, it was of course a shock but we then moved very quickly to arrest ben hannam. Pc hannam had carefully documented his life in National Action, or na, noting the year he joined, the year he left, and the year he started in the metropolitan Police Service, the mps. Among otherformer National Action members, jack renshaw has admitted plotting to kill his mp, zach davies was found guilty of attempting to behead an asian dentist, and jack coulson had made a pipe bomb. In all, 16 people have now been convicted of being members of National Action after it was banned, including ben hannam. The founders of the group, alex davies and ben raymond, have never been charged. On hannams Phone Detectives found this picture of him with a hitler moustache. In another Propaganda Video, he performed a nazi salute. On his Police Application form he had simply ticked a box saying he had never been a member of the bnp or similar organisation. The force never took a reference from the school he had just left. Where teachers had noted his offensive expression of anti immigration views. Daniel sandford joins us now. A lot of questions for the Metropolitan Police . A lot of questions for the metro olitan police . ,. , Metropolitan Police . Yes, and they dont really Metropolitan Police . Yes, and they dont really have Metropolitan Police . Yes, and they dont really have answers Metropolitan Police . Yes, and they dont really have answers at Metropolitan Police . Yes, and they dont really have answers at this i dont really have answers at this point. How was it that a man who had been involved in a neo nazi terrorist Organisation Just weeks before he applied to join the Metropolitan Police wasnt on earth . How is their Vetting Process is such that you just tick a box and you have never been part of the bnp or a similar organisation. How did they have pictures of ben hannam for years before he joined have pictures of ben hannam for years before Hejoined The Police but had managed to identify him from those videos or his name and could have then spotted him when he joined the police. So it is a very difficult day for the Metropolitan Police. Ben hannam has not yet been sentenced and has been set free on bail. Instead of coming out of the door there behind me when most people come in and out of court every day he was allowed out of a side door. We did manage to catch a shot of him as he sneaked out and we tried to ask him some questions. Sirens then, why did you join a Terrorist Organisation and then the police . So that was from outside the court in the last little while. What more might we hear from the force . The force had might we hear from the force . Tue force had been might we hear from the force . Tte force had been keen to point out that they regard this as a very unique case. They dont think this is a sign of widespread membership of nazi organisations within the force not that i think anyone would seriously make that suggestion. They say the overall vetting and Application Form procedure nationally is being looked at, not necessarily in light of this case but they are hoping that some modernisation of that system will come out of that. In the end, how do you vet every Single Member of any police force at the moment they join . If you want to seriously pick up join . If you want to seriously pick up cases like this that would need a massive overhaul and would be something that would be incredibly expensive. That is not necessarily something they could do overnight so i think the issue for the force from this is that actually if they had simply gone to the school they had left a few months earlier and said could you give us a reference, the school might well have flagged up that one of the teachers might be deeply concerned about one of the things he said in the School Assembly about brexit and an essay he was going to write about one of his sixth form studies. Maybe this could all have been avoided if they had talked of the school about the ben hannam the school had known as opposed to the ben hannam as he presented himself on his Application Form. ,. , ~ , form. Home Affairs Correspondent commenting on a trial at the old bailey. Borisjohnson s Senior Adviser on ethnic minorities is to stand down. Samuel kasumu will leave the role next month. Downing street sources have rejected any suggestion that his departure is related to the commission on race and ethnic disparities report which was published yesterday. He talked about Conservative Party pursuing a politics steeped in division and unbearable tension in Downing Street but he was persuaded to stay in hisjob Downing Street but he was persuaded to stay in his job and withdrew that letter of resignation. But it seems his concerns have persisted between then and now and we understand that he offered his resignation and confirmed he would be leaving in may as he originally set out in that letter last week and that was in anticipation of the commission on race and ethnic disparity report that was published yesterday as you mention. That is different to Downing Streets version of a spence who were at pains to point out this morning that his departure had nothing to do with the publication of that report and a statement from a number ten spokesman said he had played incredibly valuable role at his time at number ten. On a visit to middlesbrough this morning the himself talked about the work he done. That work on the vaccine is what Samuel Kasumu has been doing in the remaining time he has been on the job and will be on the job until next month. It comes just a day after that report was published which talks about Britain Being held up which talks about Britain Being held up as a model nation for others around the world in certain aspects of its approach to racial inequality and tackling that is a problem. There are many who have responded to that report saying it has missed the mark, frankly, and it is unrealistic to talk about the uk is not having systemic problems. One of those is the Crossbench Peer lord woolley, founder of the Organisation Black Vote who said there are serious problems. Ive spoken to samuel and he was disheartened, thats why he threatened to resign before. I dont think its a coincidence. All i know is there is a crisis at number 10 when it comes to acknowledging and dealing with systemic racial inequality and we must confront it. So was the phishings departure from government it shows that some within whitehall have concerns about the government approach and their commitment to tackling inequality in the uk. Commitment to tackling inequality in the uk. Whatever the reason for Samuel Kasumus departure from government it shows some within whitehall have concerns about the government approach and a commitment to tackling inequality in the uk. Fewer than 20 of people who have symptoms of covid i9 request a test according to a large new study. Researchers also say the number of people who follow self isolation rules is low. The study s findings suggest the impact of the test and trace system is limited but the government says it has saved countless lives. Our Health Correspondent Dominic Hughes reports. If you have symptoms, you need to get a test immediately. The test and trace system has been a key part of the governments strategy in the fight against the coronavirus, and will be equally important in the months to come. But a series of surveys involving more than 50,000 people across the uk reveals some worrying findings. Overall, fewer than one in five said they would request a test if they developed symptoms of coronavirus. Only half could identify the main symptoms of Covid I9 Which include a cough, High Temperature and a loss of taste or smell. And while 70 of people said if they were to develop symptoms they intended to self isolate, the reality was that fewer than half reported that they did in fact do so. Staying at home and self isolating is a really difficult behaviour to do and there are lots of reasons why people may not be able to do it. It might be they need to go out to work. They need to go out to care for someone, they need to go out to bring their kids to school, they need to go out to get food for their family or medicines for their family, and its not really a one size fits all solution. The latest figures from test and trace indicate todays report casts doubt. At every stage of finds, test, trace and support there is room for improvement. In some ways thats optimistic, but only if the government realises current model is not working and needs to fundamentally changed. Ultimately, our best way out of the remains vaccination. With the slowdown in the supply of vaccines on the horizon, Health Chiefs are urging anyone over 50 who have yet to have a jab to get one soon. Even in the last fortnight more than four fifths of people aged 50 54 getting theirjab, and over 3 Million People have never had their second dose which gives full protection. The message is dont delay if youre over 50 or above or in the high risk categories, take up the offer. The government says test entries has saved countless lives the government says test and trace has saved countless lives and maintains the overwhelming majority of people self isolate asked to. Given the central test and trace will play in the recovery from the pandemic in the uk there will be concerns that a system that has cost £37 billion is still performing poorly. The owner of liberty steel, sanjeev gupta, has promised to keep open all the companys uk plants. 3,000 jobs at the firm, and 2,000 more at the Parent Company , have been in doubt after the collapse of its financial backer, greensill. Our Business Editor simonjack explained some of the background to the story. And Boston March The 5th of stop we found out last week that he had appealed for the government for a Taxpayer Bailout which the government turned down because they were worried the money would disappear in what they called his opaque and international empire. But today he said that without International Support he was confident it would survive. T confident it would survive. I believe in my steel business. The steel believe in my steel business. The Steel Industry has been decimated for the Steel Industry has been decimated for the last few decades and we have a lot of for the last few decades and we have a lot of work to do but im not giving a lot of work to do but im not giving up a lot of work to do but im not giving up on the uk. As long as i am in charge giving up on the uk. As long as i am in charge my giving up on the uk. As long as i am in charge my plant will stay open. That is in charge my plant will stay open. That is a in charge my plant will stay open. That is a pretty bold claim because as i said the government says the longer he is in charge, a very rich man, they are saying it is a hard sell to put taxpayers money into an empire like that. Not only that but since greensill went bust,. It is very difficult to imagine hiking at refinancing when you have people making claims on the assets he orally had. By by his own admission some of his suppliers are getting a little bit nervous about putting money in a business when they dont know what the financial future of it is. So worrying times for those thousands of workers. The good news is that the government said it would be crazy not to back British Steel companies when you have things like hsz companies when you have things like hs2 and Offshore Wind Farms coming. The National Living wage has gone up by 19 pence, to £8. 91 an hour. The government says it means a pay rise for about two Million People on the lowest wages. But hundreds of thousands of low paid workers on furlough wont get the increase. The latest figures from the office for National Statistics show that the percentage of people testing positive for covid 19 in the week ending 27 march decreased in england to 1 in 370. In scotland, in the same week, the figure dropped to 1 in 320. In Northern Ireland, its1 in 220. In wales, where new measures for easing lockdown have been announced, it was 1 in 570. As we open up the vaccine will not be the main driver of how much transmission is happening at the moment. The Coronavirus Pandemic has already led to the tournament being delayed by a year. But with cases rising across mainland europe, and the difficulty of postponing any matches, uefa may well let coaches select a bigger squad to cope, should there be any positive tests within a camp. I know there is some discussion about perhaps an extended number in the squad. Im not certain im behind that. I know coronavirus could play a part but i think there is a skill to picking 23 and it means that you have got to make good and important decisions and some of that can be lost as you get an extended group. So, yeah, lets see how that develops but im not 100 for it, id have to say. The male officer also had a relationship with another colleague, we are calling kate, who told us she was also raped and assaulted, including on police premises. He tried to kill me. He threw me against a Chest Of Drawers in the building. He then ran at me, pinned me to the bed and strangled me. In 2017, the two women reported allegations of rape and assault. Essex police launched an investigation, the suspects denied any wrongdoing. In 2019, the Crown Prosecution Service said there wasnt enough evidence to prosecute. The following year they were awarded a pay out. It is a government funded body that does not need the same standard of as a criminal court. It told holly Police Evidence indicates you were a victim of sexual abuse and kate, serious physical abuse. The Accused Officer was taken off public duties but was never arrested and never suspended. It was just last month that the metropolitan met decided he should face a disciplinary hearing. These women would have been asking for help from the day they reported. They are also investigating allegations that details were leaked to the male suspect, raising more questions about how the case been handled. It has taken so long for the met to take any action against this person whatsoever, and i think what that says to other victims of Domestic Violence is, we say will we protect you, but actually it will take years and it may all come to nothing. In a statement, the police said. Holly is still proud to be a metropolitan Police Officer, but says things have to change. I dont want anyone else to go through what i have been through. It is horrendous. He had his friends, he was looked after, whereas we were just cast aside and not cared for. The First Minister of wales has confirmed the next steps in Lifting Covid restrictions. Non essential businesses will be allowed to reopen on the 12th of april, which is also when people will be allowed to travel in and out of the country. Mark drakeford said pubs, restaurants and cafes can open their outdoor areas from the 26th of april. Our focus for the coming three week cycle will be to ensure that all pupils and students return to schools and colleges from the 12th of april. From that date, as well, all shops will be able to reopen, all Close Contact Services will be able to reopen, travel into and out of wales from the rest of the uk and within the Common Travel Area will resume. Viewing at weddings venues can resume by appointment, Outdoor Canvassing for mays elections can begin but within strict guidelines. At the same time, we will give the go ahead for a number of outdoor pilot events to be held. These will include cultural and Sporting Events and we will work with the Muslim Council hearing wales to consider how we can help people celebrate eid. This is a significant package of measures, a series of steps towards normality. It will give everybody a sense of life returning again. For the Welsh Conservatives, Andrew Rt Davies welcomed the road map, but said more could be done to help gyms to re open. What is really dumbfounding is despite his Mental Health ministers assurance that gyms would be one of the first facilities to open, theyre now not going to reopen till may. We know how important they are to peoples Mental Health as well as their physical well being. Really, when it comes to team sports participation, keir starmer, the leader of uk labour was pictured on twitter yesterday knocking a ball into the back of a football net because it is allowed in other parts of the United Kingdom but its not going to be allowed in wales until the beginning of may. There is a real mismessaging going on from the First Minister today. Adam price of plaid cymru said Falling Coronavirus figures in wales suggested that re opening of indoor venues could be speeded up. Wales is to have now the lowest rate of positivity in tests for a month in the whole of the uk. That means actually there are dangers of course in moving too fast but also there is an equal danger in being over cautious. I think given where we are in wales, then i think a more accelerated timetable in terms of indoor hospitality would be something that should be considered. And Rodney Berman of the welsh Liberal Democrats also said that Re Opening Gyms could benefit peoples Mental Health. The fact that we have got a bit of a road map here, weve got a bit more clarity for various sectors hospitality, gyms, is to be welcomed. I could quibble personally about gyms because i think there could have been a case for them to be brought a bit further forward. Some people have been in touch with me to point out for instance that you will be able to go into a beer garden before you can take part in even an outdoor exercise class. So i think we maybe havent quite considered some of the positive impacts on mental and physical health from exercising and going to gyms. But i think broadly we think this is an appropriate response to take us forward. Some restrictions in Northern Ireland have been eased today up to 6 people from two households are now allowed to meet in a private garden. And up to 10 people from 2 households can meet in a public outdoor space. This from our ireland correspondent chris page. The last time rackets this one here was christmas eve. The life and legacy of diana, princess of wales, is to be recognised with a blue plaque in london, one of six new plaques dedicated to pioneering women. Hello and a very good afternoon. In the last few minutes a man has been found guilty of killing and cutting up a woman at his flat. Lorraine cox went missing after a night out in exeter with friends in the early hours of spetember1st. Azam mangori denied killing her but he did admit preventing a lawful burial. The court heard that he had dismembered lorraine cox. Parts of her body were found in an alleyway in exeter, with others left in woods just outside the city. A warning, jon kays report does contain distressing details. Lorraine cox thought she was safe on the streets of exeter. But walking alone after a Night Out With Friends Last September she was being followed by a stranger. The man with a blue circle above him was 24 year old azam mangori. Cctv shows him shadowing her through the empty city centre. Minutes. Then he crosses the road to chat to her. The jury crosses the road to chat to her. The jury was shown this footage of azam mangori leading 32 year old lorraine back to his flat above a fast food outlet. There he murdered her and dismembered her body. Over the next few days he tried to conceal his crime, Buying Plastic Sheeting and airfresheners. Hiding evidence, sending fake messages, placing her remains in bags and disposing of them in bins. Mangori even took a taxi to bury body parts at a local beauty spot. Mangori told the court that lorraine had died accidentally after drinking and taking drugs. He claimed he panicked because he was a failed Asylum Seeker and thought he could be deported back to iraq. This case has resonated in exeter especially with the National Campaign against violence to women. She is forgotten already, for lorraine she is forgotten already, for lorraine cox. A 22 year old has become the first British Police officer to be convicted of belonging to a banned neo nazi terror group. Benjamin hannam was also convicted of lying on his met Police Application and having documents detailing Knife Combat Techniques and making explosive devices, at the old bailey trial. Among other former National Action members, jack renshaw has admitted plotting to kill his mp, zach davies was found guilty of attempting to behead an asian dentist, and jack coulson had made a pipe bomb. Daniel sandford, bbc news. And daniel gave us more details about the trial and the questions it raises for the Metropolitan Police a short while ago. How was it that a man who had been involved in a neo nazi Terrorist Organisation untiljust weeks before he applied to join the Metropolitan Police wasnt unearthed . How is it that their Vetting System is such that you just tick a box and say you have never been part of the bnp or a similar organisation . How did they have pictures of ben hannam just years before Hejoined The Police but had not managed to identify him from those videos or his name and could have then spotted him when Hejoined The Police . So it is a very difficult day for the Metropolitan Police. Ben hannam has not yet been sentenced and has been set free on bail. Instead of coming out of the door there behind me where most people come in and out of court every day, he was allowed out of a side door. We did manage to catch a shot of him as he sneaked out and tried to ask him some questions. Sirens. Why did you join a Terrorist Organisation and thenjoin the police . Ben, why. So that was from outside the court in the last little while. What more might we hearfrom the force . The force had been keen to point out that they regard this as a very unique case. They dont think this is a sign of widespread membership of nazi organisations within the force, not that i think anyone would seriously make that suggestion. They say the overall vetting and Application Form procedure nationally is being looked at, not necessarily in light of this case but they are hoping that some modernisation of that system will come out of that. In the end, how do you vet every Single Member of any police force at the moment theyjoin . If you want to seriously pick up cases like this that would need a massive overhaul and would probably be something that would be incredibly expensive. That is not necessarily something they could do overnight. But i think the issue for the force from this is that actually if they had simply gone to the school he had left a few months earlier and said, could you give us a reference . The school might well have flagged up that one of the teachers was deeply concerned about one of the things he said in the School Assembly about brexit and an essay he was going to submit as part of his sixth form studies. Maybe this could all have been avoided if they had talked to the school about the ben hannam the school had known as opposed to the ben hannam as he presented himself on his Application Form. Im joined now by rod jarman, a former Deputy Assistant commissioner at the Metropolitan Police. He is now the lead for Police Education and research at the university of west london. Good afternoon. Should someone with that background been able to get a job inside the met . That is what people will be rendering when they hear the details. People will be rendering when they hear the details. When you look back at these cases hear the details. When you look back at these cases from hear the details. When you look back at these cases from the hear the details. When you look back at these cases from the lens hear the details. When you look back at these cases from the lens of i at these cases from the lens of where we are today there are so many questions you would ask. There are a few things we should take into account. First off is the sheer volume of people that go through vetting on an annual basis. The sheer volume of people who apply to join the Metropolitan Police. Also there are a whole set of issues about when you look at people what can you actually do . What is physically possible to do what in the time to achieve these outcomes think there are two separate questions here. One is about the Vetting Process which is an administrative process designed to look for people who have very obvious connections with crime or with Terrorist Groups and the other is the Application Process which looks at how you look at people and around all their values and behaviours, are they in line with the Police Service . They are separate processes but opposite they come together when someone joins the police. Both of them work very hard to prevent this type of situation. The police said what is termed as Insider Threats of people coming to the End Organisation and then doing wrong. It is a very serious aspect, it is part of the National Policing curriculum, but it is already going to be difficult to stop every person getting through. To be difficult to stop every person getting through to be difficult to stop every person getting through. Because anyone, i su ose, getting through. Because anyone, i soppose. Could getting through. Because anyone, i suppose, could they getting through. Because anyone, i suppose, could theyjust getting through. Because anyone, i suppose, could theyjust lie getting through. Because anyone, i suppose, could theyjust lie an i suppose, could theyjust lie an application . They can lie about qualifications and they can lie about lots of things. But it have to be something as serious as an actual criminal conviction to be picked up at the point of application . To be honest the at the point of application . To be honest the vetting at the point of application . To be honest the Vetting Process i at the point of application . To be honest the Vetting Process is i at the point of application . To be honest the Vetting Process is an l honest the Vetting Process is an immensely robust administrative process. In some ways it is probably too robust. It goes through your family, the people you live with, your Close Associates and looks deceive the people who are in that group who raise some sort of issues. It has this set of standing questions, you have heard the one about the bnp or similar organisations in your piece before. It has this two tone wave will stop if you think about the credit check but on a much higher level, that is what is going through in the Vetting Process. One of the problems it has is that it stops lots of people who in themselves are extremely good candidates for policing who are extremely honest and talk about minor things that have happened in their youth from getting through the process when many of those other People Police desperately needs but at the same time it has to be robust to try and stop people like ben hannam from getting in. That is interesting hannam from getting in. That is interesting so hannam from getting in. That is interesting so members hannam from getting in. That is interesting so members of i hannam from getting in. That is i interesting so members of someones family may well be spoken to but in this case nothing was picked up it would seem. T this case nothing was picked up it would seem this case nothing was picked up it would seem. I think| have misled ou ifi would seem. I think| have misled you if i said would seem. I think| have misled you if i said may be spoken to, it| you if i said may be spoken to, it is an administrative process so it is an administrative process so it is checks on things we already know whether in databases. It is not a check on people where people are interviewed, higher level of Security Clearance would involve interviews but forjoining the police it is an administrative process and goes into your family and friends and looks at what is already known within the system. So forgive me if this is no question but it would throw up if you had a close Family Member with a series of criminal convictions, that would show up . Criminal convictions, that would show u . Criminal convictions, that would showu . ,. ,. , show up . That sort of thing would show up . That sort of thing would show u show up . That sort of thing would show up but show up . That sort of thing would show up but it show up . That sort of thing would show up but it would show up . That sort of thing would show up but it would only show up . That sort of thing would show up but it would only be i show up but it would only be particularly an issue if the person live review was in the same household, or it should be. The police have spent a huge amount of time trying to improve the process because historically this has been one of the big barriers into recruitment in ethnic minorities. Often we cant get people in with a wider background. Those sorts of issues are the ones that have been addressed for many years. What we have here is a person who has gone out of their way to commit a criminal offence to get into the police. They talk to people will always be difficult to find within the sheer volume of people reply. T the sheer volume of people reply. I am ready. A quick final thought, despite everything you have said, despite everything you have said, despite the very difficult situation for the mets, what questions will they be asking internally and what potential changes could be made as a result of this case . The potential changes could be made as a result of this case . Result of this case . The first thing to sa is result of this case . The first thing to say is that result of this case . The first thing to say is that clearly result of this case . The first thing to say is that clearly this result of this case . The first thing to say is that clearly this guy i result of this case . The first thing to say is that clearly this guy has l to say is that clearly this guy has got in to the mets, we dont know what he has done into the police and im sure that will be investigated at length. I know the professional Standards Department spent huge amount of time working in places like this to make sure they pick up every lead they possibly can. Sometimes this comes across as overzealous amount of activity so it has to adjust to the sword but they get in there and do what they can. They will be looking at this about what could have been said or done at work that might ve been picked up by other people. What all those processes working as well as they could be . Were able to talk about and they see anything that could give them concern and if they did would they be able to talk about it . I think we have to really think about the positives as well stop this is a guy who has been picked up through the intelligent system and been looked at through a thorough investigation, he has been convicted and he will be dealt with. In many ways that is probably the most important aspect of this, when you can find people, dealing with them as quickly and robust as you can. Very interesting to speak you thank you forjoining us, the former Deputy Commissioner of the met territorial policing. Borisjohnsons Senior Adviser on ethnic minorities is to stand down. Samuel kasumu will leave the role next month. He had previously handed in his resignation in february before retracting it. Downing street sources have rejected suggestions his departure was linked to the findings of an official report on race and ethnic disparities which was published yesterday. Speaking this Morning Borisjohnson said mr kasumu had done valuable work increasing Vaccine Uptake among ethnic minorities. Ive worked very closely with samuel in the last year or so. And hes done some great stuff, and i thank him very much, particularly on helping to encourage vaccine take up amongst more hesitant groups and communities. Actually we are seeing some real success there. It is true that different groups have been coming forward at different paces but everyone is increasing their take up and i thank him very much to that. On the race review, it has been largely condemned by people of colour and equality campaigners, are they wrong . Look, this is a very interesting piece of work. I dont think the government will agree with absolutely everything in it but it has some original and stimulating work in it which i think people need to read and to consider. There are very serious issues that our Society Faces to do with racism that we need to address. We have got to do more to fix it. We need to understand the severity of the problem and we will look at all the ideas they have put forward and we will make oui response. The accusation is you have rigged the report by Picking Commissioners who have previously dismissed institutional racism and then, surprise, surprise, they say this is not a problem. If you look at it they have come forward with about 2k interesting ideas to promote equality and to promote equality of opportunity, to give people of all communities, all races, all backgrounds of this country more opportunity, but also to understand the true nature of the barriers and the discrimination they unquestionably feel. So there are some interesting i wont say we agree with every word but were going to be responding in due course. Well, he did resign a few months ago and famously un resigned and i imagine some of Thoseissues Un Resigned and i imagine some of those issues that were made clear in his Resignation Letter at the time are still at the forefront of what is going on here. I do also think, having spent four years in number ten, it is a highly intense place to work. Im sure there may be some Family Considerations and other personal issues as well. Equally the timing of this i think was difficult. In my experience, a report commissioned by the government or are indeed independent are shared with the government before they are made public. There were issues with the report we may have seen this happen earlier. So to coincide with the report that is coming out, there are bits of spectacle and this as well. You have seen a pattern with number tens advisers, whether someone leaving through the front door in full knowledge that whiles cameras are there or whether it is getting letters into the public domain, these are meant to be behind the scenes appointment but increasingly they are not. He behindthescenes appointment but increasingly they are not. Increasingly they are not. He would have known increasingly they are not. He would have known what increasingly they are not. He would have known what was increasingly they are not. He would have known what was in increasingly they are not. He would have known what was in the increasingly they are not. He would have known what was in the report | have known what was in the report and he would have known when it was coming out . And he would have known when it was coming out . There i coming out . Yes, definitely. There has been so coming out . Yes, definitely. There has been so much coming out . Yes, definitely. There has been so much criticism coming out . Yes, definitely. There has been so much criticism of i coming out . Yes, definitely. There| has been so much criticism of those findings in many quarters, does the report have legitimacy now, do you feel . T report have legitimacy now, do you feel . ~ , . Feel . I think it is difficult because feel . I think it is difficult because some feel . I think it is difficult because some of feel . I think it is difficult because some of the i feel . I think it is difficult i because some of the ideas, feel . I think it is difficult because some of the ideas, there feel . I think it is difficult because some of the ideas, there are some interesting findings, however, i think the report is almost trying to do too much or be a bit of a catchall and that is not really helpful in this case. The government commissioned this and it was right to do so. It is right to ask difficult questions about things people may be doubled to talk about but in that expectation is built up. The report was never going to put the debate around racism in the uk to bed. It wasnt going to be a panacea. I think rather than focusing on is set racism or is there not, looking in more detail in different sectors of society are what the barriers are is probably more important and there are real issues around criminaljustice and Mental Health provision and Health Inequalities that im afraid are connected to race and as we heard from the promised has been very careful to say that they do not agree with everything, which is the beauty of the independent reports, you can outsource it and then look at what you want and dont want to take forward. Is, at what you want and dont want to take forward take forward. A number of people made the point take forward. A number of people made the point yesterday take forward. A number of people made the point yesterday that i made the point yesterday that administration after administration commissioned a report that gathers dust on the shelf and what people need to make everyones life better is action and changes to structures that arent working for certain individuals. Something has to be done notjust talked about. T done notjust talked about. I completely agree. We have done notjust talked about. T completely agree. We have seen many reports on this. We have seen all of the work led by theresa may on racial disparity. We have had reports from the criminaljustice system. I think people who experience discrimination know full well what it is and they dont need a government backed report to tell them. Any action that helps to bridge the gaps, we have seen progress, certain education, for example. That is something where Entertainment Gaps have been closing but equally there is an issue with boys from working class background, even the education side, that itself. If you are living in a society we have an ethnic sounding name you are less likely to be up for an interview then what are all those educational achievements really worth . How does the whole picture feel to someone who is experiencing thats kind of discrimination. It seems to me that there are different forms of discrimination and saying all minorities have the same experience is completely wrong. All minorities do not have the same experience and one persons experience is no less valid than symbiosis. One persons experience is no less valid than symbiosis. Always good to talk to you valid than symbiosis. Always good to talk to you. Thank valid than symbiosis. Always good to talk to you. Thank you valid than symbiosis. Always good to talk to you. Now we turn our attentions to the United States. Today is the fourth day of the trial of Derek Chauvin the former Police Officer accused of killing george floyd and is about to get underway. We dont hear who they are ahead of time but the i they are ahead of time but the people we have heard from the last few days were bystanders, people at this scene on the day the Derek Chauvin and other officers encountered george floyd, yesterday we had the fullest pictures of George Floyds last moments. We saw cctv footage of him inside the store where he was buying cigarettes and where he was buying cigarettes and where the alleged fake 20 bill was used. We also heard from the cashier who served him. It was incredibly impactful hearing the sense of guilt he feels, a 19 year old boy saying if he had not reported that note, perhaps if he had done things differently, the outcome would not have been what it was. I think the prosecution wanted to use the footage from that store the kind of counteract the narrative from the defence thats george floyd was threatening, that he was behaving in a way that may have been a threat to officers. You see him in that cctv footage, perhaps he may have been under the influence, but certainly the people around him did not seem alarmed at all. We also saw Body Camera Footage of each of the four Police Officers who are at the scene, really building a picture of George Floyds last moments. They cut the microphones in the court which is why we dont know what is going on. That often means there is something under discussion that is not something they would want heard publicly until it is formerly part of the evidence. The jury is present. Im not sure if thejury will also not be able to hear this. Normally the convention is in court trials obviously in this country that the jury would be asked to leave while legal argument is undertaken. Im not sure what the procedure would be in a us court. But it looks like we will have to see them are quite a bit long before Courteney Ross continues her evidence. We will return to her evidence. We will return to her evidence as soon as we have it. We are going to return to the court in minneapolis were George Floyds girlfriend Courteney Ross is currently giving evidence. We lost the feed a little earlier. She is now being shown some documents. The testimony she is making it is in response to questions from the lawyer representing Derek Chauvin. He was a serving Police Officer at the time of George Floyds death and he is now a former Police Officer and he has been charged with his murder. Eric nelson is questioning Courteney Ross and the evidence continues. Honestly, i was in such shock then, i dont even know what i mean by some of the things i said. Unfortunately, we seem to be going through another of these stages where the microphones are being cut under the judges order while further explanation is going on. We will hopefully return to the trial for a on. We will hopefully return to the trialfor a longer on. We will hopefully return to the trial for a longer extract of Courteney Rosss evidence when things start up again. A man has found dell been found guilty of Murdering Lorraine Cox who disappeared after a night out with friends in exeter last year. During the trial of azam mangori, the court heard disturbing details of both the crime and his efforts to conceal it. Manzori, whos 2a, denied killing lorraine cox, but admitted preventing a lawful burial. Her body was dismembered, with remains found in an alleyway in the city and in woods just outside. A warning, our west of england correspondent jon kays report, contains further distressing, but importtant, details of the case. Lorraine cox thought she was safe on the streets of exeter. But walking alone after a Night Out With Friends Last September she was being followed by a stranger. The man with a blue circle above him was 24 year old azam mangori. Cctv shows him shadowing her through the empty city centre for several minutes. Then he crosses the road to chat to her. The jury was shown this footage of mangori leading 32 year old lorraine back to his flat above a fast food outlet. There he murdered her and dismembered her body. Over the next few days he tried to conceal his crime, Buying Plastic Sheeting and air fresheners. Hiding evidence, sending fake messages, placing her remains in bags and disposing of them in bins. Mangori even took a taxi to bury body parts at a local beauty spot. Mangori told the court that lorraine had died accidentally after drinking and taking drugs. He claimed hed panicked because he was a failed Asylum Seeker and thought he could be deported back to iraq. This case has resonated in exeter especially with the recent National Campaign highlighting violence against women. She is almost forgotten already, for lorraine cox what makes this even more shocking is that this is not the first time lorraine cox was the victim of a serious crime. Just a few years before she was murdered she was sexually assaulted here in exeter by another man in an unconnected attack. In a region of the uk that has one of the lowest crime rates what has happened to lorraine cox has provoked dismay, disgust and disbelief. As we have been saying, during the course of the last hour, the fourth day of the trial of Derek Chauvin, the vendor serving Police Officer, now former, accused of killing george floyd, is taking place in minneapolis and jurors will continue to hearfrom minneapolis and jurors will continue to hear from witnesses. The Metropolitan Police is investigating allegations that a Serving Officer raped two female colleagues. The officer wasnt charged, and hasnt been suspended. The bbc and the bureau of investigativejournalism have found that he now faces a Misconduct Hearing more than three years after the allegations were reported. The Metropolitan Police says it takes all allegations of Domestic Abuse seriously, and that the full circumstances of this case will be considered at the hearing. Anna adams has this report. Holly was a junior Police Officer when she started a relationship with an older, more senior colleague. She recalls one night when she was attacked and dragged around by her hair. We have changed her name and filmed with an actress. He threw me into the Dining Room Table when he was going crazy at me, i was saying, please, stop, youre hurting me. It was an unbelievable amount of pain. Holly was too afraid to report the assault. She says months later, she was raped. It is a government funded body that does not need the same standard of proof as a criminal court. It told holly, Police Evidence indicates you were a victim of sexual abuse and kate, serious physical abuse. The Accused Officer was taken off public duties but was never arrested and never suspended. It was just last month that the met decided he should face a disciplinary hearing. These women would have been asking for help from the day they reported. The forces are also investigating allegations that details were leaked to the male suspect, raising more questions about how the case been handled. It has taken just so long for the met to take any action against this person whatsoever, and i think what that says to other victims of Domestic Violence is, we say will we protect you, but actually it will take years and it may all come to nothing. In a statement, the police said. Holly is still proud to be a metropolitan Police Officer, but says things have to change. I dont want anyone else to go through what i have been through. It is horrendous. He had his friends, he was looked after, whereas we were just cast aside and not cared for. The latest uk coronavirus figures from the government are in. 4,479 new covid 19 cases have been reported in the latest 2a hour period, and 51 more deaths within 28 days of a positive test. The total number of people who have now had their first dose of a vaccine is more than 31 million. The latest figures from the office for National Statistics show that the percentage of people testing positive for covid 19 in the week ending 27 march decreased in england to 1 in 370. In scotland, in the same week, the figure dropped to 1 in 320. In Northern Ireland, itsi in 220. And in wales, where new measures for easing lockdown have been announced, it was 1 in 570. The figures dont include People Living in care homes, hospitals or other institutional settings. To get reaction to all of those figures lets speak to dr deepti gurdasani, senior lecturer in clincical epidemiology at queen mary, university of london. Dr gurdasani, thank you very much for being with us this afternoon. The trend seems to be going on the right direction. What would you point up from, notjust of as figures, but what that trend is telling us . Figures, but what that trend is tellint us . , telling us . Sure. So, that trend does seem telling us . Sure. So, that trend does seem quite telling us . Sure. So, that trend does seem quite positive i telling us . Sure. So, that trend does seem quite positive but i telling us . Sure. So, that trend. Does seem quite positive but you have to remember what we are looking at his home as two separate statistics, so if you split the data by a juicy client is an older age groups, potentially the ones that have been vaccinated, with very rapid rises particularly in School Age Children with a prevalence of infection is highest in england and in scotland. Sol think we need to be conscious that there is transmission that is increasing in younger age groups that arent vaccinated while we are seeing clear declines in older age groups, as we expect to see, where vaccination has been rolled out. So it is sort of something that should make us feel cautious and push us towards putting on those measures to control transmission, otherwise we are likely to start seeing this transmission sort of spread to other age groups fairly quickly. It is interesting age groups fairly quickly. It is interesting what age groups fairly quickly. It is interesting what you have to say about School Age Children. Have we been here before, with schoolchildren . Been here before, with schoolchildren . , ~ been here before, with schoolchildren . ~. , schoolchildren . Yes, i think we have been here many. Schoolchildren . Yes, i think we have been here many, many schoolchildren . Yes, i think we have been here many, many times. I schoolchildren . Yes, i think we have| been here many, many times. I think the difference now is a large percentage of the population has received one dose of the vaccination. But unfortunately if we allow infections to rise in School Age Children, it is likely to spread at least to the younger adults who havent been vaccinated, who are not sufficiently protected, and we have also have the day to come out on loan covid today that suggest even young, healthy adults are very susceptible to long covid, and many people who were previously healthy now living with the long term effects of this illness, so it is very important that we carefully consider this and dont expose large proportions of the population to an infection whose long term effects we dont really understand yet. It is longterm effects we dont really understand yet. Understand yet. It is very interesting understand yet. It is very interesting you understand yet. It is very interesting you mention l understand yet. It is very interesting you mention those figures that came out today, almost one in seven people who test positive for covid 19 are still suffering symptoms three months later, and obviously that effect diminishes over time, still some perhaps a year later, and presumably it is only long term we will know how permanently debilitating these things can be. But i suppose that kind of gives the lie to those who think the easy solution is just herd immunity to this . Get herd immunity and it will all be fine because we will all have had it, we will all be protected from by the antibodies on vaccination, problem solved, but its not as simple as that, is it . It isnt, and we need to remember the vaccine is very effective at preventing against severe disease but it may not be as effective for preventing infection or for example long covid, we dont know whether it does that yet, we know the people who are more susceptible to long covid are not the people who are most at risk of dying. They are young, healthy people, particularly women, so it argues we shouldnt really be focusing on death and rising admissions as an outcome but also preventing infection across all age groups, including children. What is really worrying about this report is really worrying about this report is we are seeing high levels of long term symptoms even in children who have classically been thought as not having the severe or debilitating illness, and what we really dont want to end up with is a large cohort of children with a long term debilitating disease that was completely preventable, had reacted cautiously in the beginning. Now that raises an interesting point, because i suppose the Health Advisers to the government will have factored in that once you reopen schools there will be a rise in cases. Any activity that involves mixing people together, there will be a rise in cases, isnt there . There will be further activity in england for example from the 12th of april, we will be seeing pubs, outdoors, and otherfacilities with outdoors, and otherfacilities with outdoor areas opening. What in our behaviour do we need to maintain to kind of minimise the risks that that poses . Kind of minimise the risks that that oses . ,. , ~ kind of minimise the risks that that oses . 4. , poses . So, i think the government has really made poses . So, i think the government has really made a poses . So, i think the government has really made a mistake poses . So, i think the government has really made a mistake here, i poses . So, i think the government has really made a mistake here, in terms of not focusing on pandemic control. The thinking appears to be it is ok if cases rise because we have vaccination so we wont see hospitalisations and deaths, but we know that is a mistake, so people really need to maintain those measures of social distancing, mask wearing. We need urgent mitigating cases in schools where cases are rising very rapidly because there is very little children can do individually in that setting unless the guidance is in place to actually protect them. We need good Border Control measures, good case finding systems, good test, trace and isolate systems that support people with isolation when they need to. Unless we have all these measures in place unfortunately vaccination alone is not going to be sufficient to really prevent the long term effects of this infection in many people. Dr effects of this infection in many eole. ,. People. Dr gurdasani, clinical epidemiologist people. Dr gurdasani, clinical epidemiologist at people. Speaking earlier, borisjohnson said he had done valuable work, increasing Vaccine Uptake among ethnic minorities. Well, i worked very closely with samuel over the last year and he has done very well, particularly on encouraging vaccine take up amongst more hesitant groups and communities, and actually we are seeing some real success there. Non essential businesses will be allowed to reopen on 12th april, which is also when people will be allowed to travel in and out of the country. Pubs, restaurants and cafes can open their outdoor areas from 26th april. Our wales correspondent Mark Hutchings has all the details. Its something to drink to, a date for the reopening of beer gardens around wales, as here at a rural pub on the outskirts of cardiff. The owner, rob pearson, says last years financial assault course has sent any longer term retirement thoughts back five years or so, so its crucial these latest easing of restrictions is made to work. We had last year and it was chop and change, chop and change, chop and change. We are hoping that this time its going to be you are open, you are good to go, outdoors, another month, indoors, some normality going into the summer and people cant wait to come back to a pub, notjust to have a good drink, they cant wait to see friends and socialise, have a chat, good food, good company. So, in detail, subject to confirmation, on April The 12th all shops and Contact Services can open and all pupils return to school. Travel in and out of wales is allowed. On april the 26th, outdoor hospitality can resume, including cafes and restaurants, as well as beer gardens. Indoor gyms can start again for individuals on may the 10th. A week after, Outdoor Group sport for adults. And from may the 17th, organised indoor activities can resume. This is a significant package of measures, a series of steps forward in ourjourney back towards normality, and will give everybody a sense of life returning again. Plaid cymru have accused the welsh Labour Government of taking too long to provide businesses with more certainty. The Welsh Conservatives say gyms should open earlier and the welsh Liberal Democrats say there needs to be a plan for those who face losing theirjobs or homes. Wales has already partially opened up and todays news helps fill in some of the blanks in the calendar, although not soon enough for some. There is one other significant date, may 6th, when voters will decide the next welsh government. Its proving to be a significant springtime in wales. Mark hutchings, bbc news, cardiff. Some restrictions in Northern Ireland have been eased today up to six people from two households are now allowed to meet in a private garden, and up to ten people from two households can meet in a public outdoor space. Borisjohnson says its not related to the controversial government report about race. As weve been reporting, the fourth day of the trial of Derek Chauvin the former Police Officer accused of killing george floyd is underway. Live to our correspondent lebo diseko shes in minneapolis. What have we heard so far about the evidence today . We have heard i think, am i right in saying, from George Floyds girlfriend . Yeah, absolutely. George floyds girlfriend . Yeah, absolutely, courtney George Floyds girlfriend . Yeah, absolutely, Courtney Ross, George Floyds girlfriend . Yeah, i absolutely, Courtney Ross, George Floyds girlfriend, had a relationship with him for two to three years. She spoke very emotionally on the san in the stand. She became very tearful indeed talking about when they met on the the kind of partner he was. Now i think the reason the prosecution, because it was the prosecution, because it was the prosecution that called her to the stand decided to do that was because they wanted to humanise george floyd, and they also wanted to tackle the issue of his drug addiction. Both her and mr floyd used drugs together, often in these kind of cases particularly where you have a case of Police Brutality being tried, and a black person involved, there is an effort to kind of discredit the black person, and may bring in the issue of drug addiction, and i think the prosecution will have been wanting to show that this is an issue that shows all americans across the spectrum, there are black people and white people who struggle with this. So she spoke about that and she really tried to make the point that they used opioids together, types of drugs that make the person more subduedin drugs that make the person more subdued in their behaviour. The defence then came back and cross examined her, and what they tried to show was that actually george floyd may have been taking several types of drugs, and that she may not have known everything that he was taking. They spoke about an overdose he had heard shortly before the incident that took place in may, and also trying to pick holes in the evidence that she was giving on the stand, versus what she said to the fbi. Perhapsjust as importantly, they tried to show that the friends george floyd was with on the day in his car had sold him drugs in the past. One of those friends, the defence had wanted a call to the stand. He has now entered a statement, saying that he would like to take the fifth amendment and does not want to give evidence, so we will see what happens with that. find will see what happens with that. The nspcc says it is already receiving calls to a new helpline for people to report sexual abuse and harassment in schools. The support service, which opened this morning, has been set up after thousands of allegations were posted on the everyones invited website. The government has ordered a review of School Safeguarding policies in england, in both the state and independent sector. Our education correspondent danjohnson reports. So many young women say they havent felt safe at school and every day there are more stories of harrassment and abuse. I had just come out of secondary school and i can say these experiences are not foreign ones. You know, it is something that so many young girls have to experience every day, from the groping to the explicit violence at parties. After being ignored for so long, their calls are now being taken and accounts are being recorded. This is a watershed moment in terms of many brave young people having the confidence to come forward and speak about these issues and so we now want to create this safe and independent space to discuss with those affected what the best course of action is for them. According to figures from childrens charity, Plan International uk, 58 of girls between ia and 21 say they had been sexually harassed in the place they learn. Of those, two thirds say it was by someone from their school, college or university. These matters have to be treated confidentially. So some young people could be coming forward and their schools are dealing with it appropriately. But certainly the volume i of young people who have made their abuse known via this online forum, it does make you think that maybe there is a lot going on sort of under the radar that schools do not know about. The department for education has taken note of the vast number of accounts from young women. And the helpline should support them, while the review will ensure Protection Measures are Strong Enough in schools. But there may well be some broader issues to address here about why toxic cultures growing some places, why some men hold such negative attitudes around sex, relationships and their behaviour towards women. Many adults have not had very good relationships and Sex Education themselves. So it is breaking out of that mould and finding a way to do this better with the next generation. And the only way to do that is sometimes feel a little bit uncomfortable and test out new ways of doing things. And that is easiest if you start young. This is the first step, to listen, to act and address years of abuse. Then the question is why the youngest women were left feeling vulnerable in places they should have been safe. Only half could identify the main symptoms of covid 19, which include a cough, High Temperature and a loss of taste or smell. They need to go out to care for someone, they need to go out to bring their kids to school, they need to go out to get food for theirfamily or medicines for their family, and its not really a one size fits all solution. The latest figures from test and trace indicate around 90 of those who tested positive were reached and told to self isolate. But todays report casts doubt on how effective the system as a whole really is. So at every stage of find, test, trace, isolate at every stage of find, test, trace, isolate and at every stage of find, test, trace, isolate and support, there is room for improvement. The organisation says it is continuing to try and address the Gender Imbalance in the scheme, which was set up 150 years ago. Now its time for a look at the weather with darren bett. Hello, it feels colder for more of the country today and the reason for that as we have more of a breeze but the breeze is coming in from the east or north east from off a cold north sea so a drop in temperature is greatest compared to yesterday across northern and Eastern Parts of england, with the High Temperature south west. We do have more sunshine in scotland and Northern Ireland compared to yesterday. More cloud coming and going across other parts of england and wales through this evening and overnight, where we have clearer skies in scotland and Northern Ireland were likely to have a frost, possibly down to 4 in sheltered and centred parts of scotland. The frost makes its way down to england and wales where the cloud is more variable. That cloud should then break at times. More cloud tomorrow coming down the eastern side of england and we should see a Brightening Up later but the sunnier skies are further west across Northern Ireland, wales and the south west. But temperatures here no better than 13 degrees. It is even colder than that further east. This is bbc news. The headlines.
