People arriving in germany from france will now need to show a negative covid test and go into quarantine. Its controversial because theres so much traffic, commuters, family across that border every day. Now, germanys already imposed Border Restrictions and Border Controls on some of its borders, so weve already had Border Controls on parts of austria, the czech republic, slovakia. Those regions have now been classed officially as high risk regions as well, so that means theyre also going to be the same rule you just mentioned for france, which is you have to have a recent test before you cross into the country. But now thats also going to be the case for france. This is something thats been a political debate here for a while now. Theres pressure thats been growing on the government to decide what to do about that border because as the numbers have gone up in france, more and more people along the region. In the region along the border have been worried that those infections are going to come over into germany, and now indeed the authorities have taken that step. Initially because of the numbers. Even though numbers are coming up in germany, theyre not going up as severely as in france. In germany, we havejust over 100 new infections in a 100,000 population every seven day period. That number is more like 300 in france. So, for now, what that means is there are going to be spot checks along the border. Theres no plans as yet for a checkpoint, but it will certainly impede travel, it will impede commuters, it could even impede trade. A big step, a big hit economically for those regions, but according to the authorities here in germany, its necessary, really, to stop those high infections spreading into germany from france. Damien mcguinness. The World Health Organization is once again appealing to countries to donate their covid vaccines to poorer nations. It says covax, the global vaccine sharing scheme, needs 10 million doses urgently so every country can start inoculating within the first 100 days of the year. Covax aims to ensure 92 of the poorest countries in the world can access vaccines, with costs covered by donors. Covax needs 10 million doses immediately as an urgent stock up major so these 20 countries can start vaccinating their Health Workers and older people within the next two weeks. So, today, im asking countries with doses of vaccines that have who Emergency Use listing to donate as many doses as they can to help us meet that target. The Surprise Announcement comes after a very public falling out with his former protege and successor Nicola Sturgeon over her governments handling of complaints of Sexual Harassment against him. The snp reacted to the news saying the interests of the country should not be obscured by what it called Alex Salmonds Self Interest and questioned whether it was appropriate for him to return to public office. Its another comeback from alex salmond, this time as leader of a brand new Political Party. Seeking to build a super majority for independence in the Scottish Parliament. Despite the bitter personal feud between alex salmond and Nicola Sturgeon, he claims his new party is not out to steal snp votes. He wont run candidates in constituencies. Under the Proportional Representation Voting System, msps are also elected from Regional Lists, and thats where alba candidates will be standing. The only people who benefit from i the creation of Alex Salmonds party are those who oppose independence. But we will double down, work hard, not take any votes for granted and urge people to cast both votes for the snp not everyone who supports independents support the snp. They do all want to elect as many Pro Independence msps as possible, to Pressure Westminster into allowing another referendum. Alex salmonds new party will split this vote, and his rivals think alba is driven more by his ego than by electoral strategy. This is the very public meltdown of a thoroughly disgraced individual. This is a man from scotlands past who is obsessively pursuing personal vendettas. He doesnt have anything positive to offer. Alex salmond is less popular in scotland than borisjohnson. Egypts rail Authorities Say the crash occurred after unidentified passengers had activated Emergency Brakes in one of the trains, causing the one behind it to crash into it. A further attempt to dislodge the massive container ship, thats blocking the suez canal has been unsuccessful. Shipping traffic through one of the worlds busiest waterways has now been disrupted for four days. Experts say it could take weeks to move the 200,000 tonne ship, which is stuck sideways. 12 of total global trade moves through the canal, theo leggett reports. Eight powerful tugs have been trying to move it, a special Suction Dredging Machine has been brought in to clear away thousands of tonnes of sand and mud. They have done something similar before in the river elbe in february 2016, a similar sized vessel also ran aground in sand and they successfully refloated her after excavating and with the support of tugs. It took six days. Giant trafficjams have built up at both ends of the canal with more than 230 ships waiting to get through. Container vessels, oil and tankers and Bulk Carriers all going nowhere. Some 10 billion worth of trade normally passes through the canal every day, and the costs are mounting up. Now to the disputed region of Nagorno Karabakh, which is an armenian majority area inside azerbaijans international borders. During the first karabakh war in the 1990s, armenia invaded, taking over Nagorno Karabakh. But within 44 days of the beginning of the second war that erupted six months ago, azerbaijan regained control of large parts of the region. Armenia, which lost, has been gripped by political instability and demonstrations. Russia has nearly 2,000 peacekeepers on the ground. Its better than having azerbaijan occupy you. The shockwaves of the defeat continue to reverberate in armenian politics. There have been regular demonstrations calling for Nikol Pashinyan, the Prime Minister, to step down. Critics say he should have maintained better relations with moscow and given azerbaijans alliance with turkey made concessions to avoid war. Despite all of these facts, Nikol Pashinyan chose to reject the Peace Proposals that were negotiated. So that was a huge diplomatic failure that actually brought a catastrophe to armenia and Nagorno Karabakh. For Nagorno Karabakh, the question is now what russia does next. Does moscow want a long term Military Presence that protects the armenian enclave, or will it go along with azerbaijans wishes and eventually hand all of karabakh to them . Today brought some impressive skyscapes, and big clouds like this tend to bring heavy showers. And the showers today havent only being heavy, theyve been wintry in places because weve had a change to some rather cold conditions. This frontal system swept eastwards with outbreaks of rain behind it. You can see the cold air flowing down from the north west. Its where we have further showers through the night, they will continue to be wintry. We could see up to five cm of snow over high ground in highland scotland, but for southern scotland, Northern Ireland, north west england, wales, the midlands, even the moors of the west country, we could see a centimetre or two of lying snow by the end of the night. Temperatures in towns and cities close to freezing, in the country some spots will getjust below. So there could well be some icy stretches to start tomorrow morning. But tomorrow should get off to quite a bright start with some spells of sunshine. However, it wont last. It will cloud over from the west through the day. Outbreaks of rain into Northern Ireland and western scotland. The odd spot into wales and the south west as well. But temperatures already showing signs of creeping upwards, so it is quite a short lived cold spell. Now a windy spell awaits during saturday night, particularly across North Western areas. Notice on the charts squeezing together all the isobars. That shows that well have strong winds, gales in fact for parts of Northern Ireland and scotland for a time. Some very heavy bursts of rain working through, and that rain is likely to get stuck across central parts of the uk during sunday. To the north, a mixture of sunny spells and showers. Some of those will be wintry. To the south, the cloud should tend to break to give some spells of sunshine, and that will bring some warmth, with highs of 15 16 degrees. But the temperatures have further to rise. As we move out of sunday into monday, this frontal system will wriggle around across the north of the uk. That will feed quite a lot of rain into parts of north west scotland. There could even be enough rain to give flooding here over the next couple of days. But to the south of our wriggling weatherfront, well, the air willjust turn warmer and warmer. So have a look at some of the temperatures. Across the northern half of the uk, you could see highs of 18 19 degrees, in leeds for example. We will have that rain further north and west, particularly for western scotland. Now, if alba wins Regional List seats, the wasted votes end, the number of independence supporting msps in the parliament could reach 90 or even more. The initiative for independence should then be led by the parliament uniting the parties. Borisjohnson has already said no to the snp proposals. He will find it more difficult to say no to a parliament and a country. The Independence Debate will be recast, not as the tories against the snp, but borisjohnson against Scotlands Parliament representing scottish people. Today, alba are hosting a flag in the wind, planting our saltire on a hill. In the next few weeks, well see how many will rally to our standard. This is probably the most predictable move in scottish political history. Its been briefed in the press for not weeks, but months. If you want to see an snp majority, the only way to guarantee that is to cast both your votes for the snp. Anything other than that only helps our opponents. A Senior Army Officer has been jailed for 21 months for falsely claiming more than £48,000 in allowances to pay for his childrens boarding school fees. Major general nick welch was convicted of fraud following a four week Court Martial. The court was told the 57 year old two star general, who left the military in 2018, had applied for the allowance on the basis that both he and his wife would not be living close to the childrens schools in dorset. In common with other members of the military, Major General nick welch was able to claim an allowance for Private School Fees so his children would have continuity of education and his wife would be able to accompany him while he was posted to different places. While he was working as assistant Chief Of The General staff at ministry of Defence Headquarters in london between December 2015 and february 2017, he claimed £48,000 in fees for two schools in dorset clayesmore, pictured here, and another called hanford on the basis that he and his wife would not be living close to the schools, but in Military Accommodation in london. The military court here at bulford heard that the rules around Education Allowances mean that spouses must spend time at the military home. In fact, they mustnt be away from it for more than 90 days in a year. During the trial, welch had denied being dishonest. His defence said he regretted not taking sufficient care in dealing with the continuity of education allowance. The Court Martial board found welch guilty of fraud because he had dishonestly failed to disclose information. Sentencing him to 21 months in prison, thejudge said dishonesty was not consistent with service in the armed forces, and those in rank and authority need to set an example and be beyond reproach. Welchs barrister had told the court it was the pride of his life to serve as an officer in the british army. He retired in 2018, but was retrospectively dismissed from the army today and ordered to pay back the money.
